SHANNON – Tracy Siegner and her family have taken advantage of a yearold livestock ordinance in the Village of Shannon that allows raising up to six hens within village limits. Siegner, who started petitioning the board to amend its livestock ordinance in 2014, said the agreement allows her to provide a strong lesson in responsibility for her children. “We really are used to the better taste and more vivid color of the yolks that we get fresh almost daily from our hens,” Siegner said. “I’m grateful to the village for moving forward with this amendment.” The amended ordinance requires residents to get a permit from the village to raise chickens. Applicants must notify neighbors and get their approval. Also required is an inspection of the proposed coop and enclosures for cleanliness, safety and humane treatment of the birds; a 10-foot setback from property lines; and a metal, secure container for feed storage. Permits are granted only to properties zoned residential, and are subject to revocation. Only hens are permitted, and the amendment carries a 3-year sunset clause. Siegner said that after the somewhat lengthy process of applying for the permit, a couple of misunderstandings, a chick that went missing, and two chicks that turned out to be roosters, they now have three chickens producing for the family: Francis to Siegner), Miranda and

We have an acre,” she said. “The girls cackle and get loud when they lay an egg, they get all excited and have to tell the whole world about it! “Raising chickens is a personal preference. Some people have dogs, which can make more noise than my chickens ever would.” Their acre lot is plenty big for her chickens that live in a coop and a 12-by-12-foot outdoor area. The chickens eat greens from the yard, and food from their garden. “We’ve had such a mild winter that our kale and some other veggies didn’t die off. So we’re giving them good stuff from the garden every day,” Siegner said. They also get leftovers from family meals to supplement their regular diet of layer feed and cracked corn. “We can’t let them freerange and forage in town, so my kids also dig up worms for the chickens, and
all kinds of things that the chickens just love. “And I like the responsibility they learn,” said Siegner, who home schools her sons Wyatt, 14, and Charlie, 6, and 11-yearold daughter, Lily. “Wyatt and Lily take turns doing chores every day, and Charlie goes with them. They are also interested in the cooking part. Charlie’s been making scrambled eggs since he’s been four. He really enjoys it.” They also save the egg shells, rich in calcium and minerals, for their seedstarting medium, sprouted in a small, indoor greenhouse. “There are so many uses for what the chickens provide, including meat,
eventually. Everything that comes out of the chicken, we use, too. The manure goes right into the garden, then roto-tilled in the spring. It’s a good thing,” Siegner said. “It’s really good for my kids. Whether they want to or not, I taught them that we eat every day, we eat fresh food every day, and we drink fresh water every day. But they also understand that the chickens need fresh food and water every day, too. And sometimes in the wintertime, you’ve got to go out a few times to get them a fresh bucket of water because it freezes so fast. “They see that, and it helps them to be able to care for other things.”

LANARK — Nick Pontnack is no chicken. He works as a corrections County Jail in Freeport. He is a corporal and shift supervisor, as well as union president of the department. He knows how to deal with a wide range of personalities in a variety of ways, including when they need to be incarcerated.
But he and his family have recently had an incident with local law enforcement about his illegal “incarceration” of chickens on his Lanark property. My choice is clear. I will vote for Hillary Clinton. She has the experience, and has worked her whole adult life trying to improve the lives of children, women and the working class. I did not serve 3 years in the U.S. Army, for the USA to become a socialist country. Clinton’s primary opponent, Bernie Sanders, by his own admission, is a socialist. He was, as was 40 years old, when he became a city mayor. He did not serve in the armed forces, as he declared as a conscientious objector. He honeymooned with his present wife in Russia. The expected opponent does not respect anyone; he was born with a silver spoon, and ridicules everyone. Illinois voters elected Gov. Rauner, a billionaire, and look what we have. Vote ‘no’ on 1 percent sales tax
Four times, the majority of voters in Carroll County have voted “no” on the 1 percent sales tax. Contrary may tell you, the schools in Carroll County are still Thank you, Carroll County voters, for understanding this and having the courage to vote no on the sales tax issue. Unfortunately, your courage is needed again to vote no, as a few people continually try to take advantage of changing election cycle dynamics and slip the tax increase through. A few facts that school the voters on include:
• The 1 percent sales tax is an additional tax; there is no guarantee that passing this tax will lower your real estate taxes. Real estate taxes are a better source of revenue without hurting retailers. • Carroll County taxpayers pay the majority of sales taxes. Tourism counts for less than 15 percent of all the sales tax revenue collected in Carroll County. Assessed valuation is increasing again, which will slowly increase county-generated property tax revenues for the schools. • Voters will never get a chance to remove the tax if it is approved, and quite frankly, no one has been able to tell me how to remove the tax if it is passed. If we want to fund the schools with a sales tax, then it should be a statewide initiative with a mandated dollar-for-dollar reduction in property taxes. Just think if the few larger-item retailers that we have left in Carroll County today are driven out of business, then all your future larger-item taxable purchases for furniture, building materials, furnaces, air conditioners, LP gas, tires, lawnmowers, auto parts, etc., are going to be made out of the county without you even having a choice on where you buy it. Make the right choice. Get out and vote against the 1 percent school facilities sales tax and help the few remaining retailers survive in Carroll County. SAVANNA — George H. Siedenburg, 88, of Savanna, passed away on Tuesday, March 1, 2016, at Big Meadows Nursing Home in Savanna. A funeral service was held Saturday, March 5, at Community United Church of Christ in Savanna, with the Rev. Niel Shoffner place in Savanna Township Cemetery, with military rites accorded by the Savanna VFW. Memorials may be given to Community United Church of Christ.

Morrison teen dies in one-car accident Sauk Valley Media staff
MORRISON – A Morrison teenager died and another is in a Rockford hospital after a single-car accident Saturday night, according to the Whiteside County Sheriff’s Department. Deputies responded about 11:42 p.m. to rural Morrison, where Payton J. Cook, 17, was pronounced dead by Whiteside County Coroner Joe McDonald. Cook was driving a southbound on Round Grove Road near Hazel Road when he lost control of the vehicle. The vehicle skidded sideways into the
east ditch, went airborne, struck a utility pole, rolled, and came to a rest on its side said in a news release. One of the two passengers, a 16-year-old boy, was Saint Anthony Medical Center in Rockford. The other passenger, Brooklyn F. Gallentine, 18, was taken to CGH Medical Center, treated and released. Illinois State Police, Morrison Fire and Ambulance and CGH Ambulance assisted at the scene. The crash remains under investigation.

Superintendents from the three Sauk Valley school districts in Carroll County assure residents they’re gearing up to reduce property taxes. But judging by the results of previous efforts to pass a 1 percent sales tax referendum – four times on the ballot and four times voted down – skepticism exists. next Tuesday, by and large, the results will come down to a matter of trust. In a Feb. 24 letter to the editor of the Prairie Advocate, Mount Carroll resident Norman Isenhart wrote the following: “Yet again, we must consider a 1 percent tax increase. The only positive thing supporters can offer is that it could lower our real estate taxes; not WOULD, could. Once a taxing body gets money from you, don’t hold your breath until you get it back.” West Carroll School District Superintendent Craig Mathers, said, should the referendum pass, one-third of the funds allocated would go to health and safety projects,
another third toward tax abatement and the last third to a savings account for longterm, big-ticket projects, such as a new roof or new boiler systems. Chadwick-Milledgeville Superintendent Tim Schurman said the board would use the increase in funds to pay off debt and knock 47 cents back off the tax rate. The increase is projected to bring about $210,000 to the district. Eastland Superintendent Mark Hansen said the recent 28-cent increase to the property tax levy will result in a projected $100 annual increase to taxes on a $100,000 home, but he said that increase could be halved, should the tax referendum pass. That said, “we’re in more of an educational role, rather than an advocacy role,” Hansen said. Eastland buildings are in relatively good shape, and the district’s equalized assessment value trumps that of ChadwickMilledgeville about $200 million to $60 million, in Schurman’s estimate. The other two districts have a laundry list of pressing needs. For instance, the West Carroll High School

Mathers, who is retiring after the school year, assures residents his pledge is true. “If people understand how it can save them long-term on their property taxes, it’s a no-brainer,” he said. The County School Facility Operation Tax measure passed in Whiteside County in November 2014. The closest it came to passing in Carroll County was March 18, 2014, when it fell by 101 votes, 1,462 to 1,361. Those opposed voiced skepticism that even if current school boards kept their word to abate taxes, future school boards might not follow suit – especially if things where the state still languishes without a budget. The Sterling School District’s commitment to abate $1 million in property taxes over 4 years turned into a pledge to do so over 3 years, starting in 2016-17, because of the effect of the state’s budget impasse on funding. Another concern is the effect of a sales tax bump not only on local shoppers’

Schurman said Carroll County residents are already spending money in neighboring counties – which in turn helps their schools, not local ones. “They’re paying the 1 percent tax to help fund projects in Whiteside County, and they’re doing the same in Clinton, Iowa,” Schurman said. “We’re helping support those schools, like the middle school in Clinton that cost $40 million.” The state wrote the local option into state law in 2007 to shift the burden of school funding from property taxes. If Carroll County’s is approved, it would bump the county tax rate from 6.5 percent to 7.5. The funds generated by the tax may be used only for district building maintenance, renovations and upgrades and paying off bonds sold for such projects. The tax is not assessed on groceries, medication, services, farm equipment, cars, trucks, ATVs, boats, RVs and mobile homes.

MORRISON – A dual-credit program in the works for 2 years at Morrison Institute of to create opportunities for students and engineering employers alike. Juniors and seniors from Morrison, Prophetstown, Erie and Fulton high schools will be able to enroll in the pilot program starting in the 2016-17 school year. “We have employers continuing to come to us, and we don’t have the graduates for the jobs they’re trying to fill,” said MIT President Chris Scott, who came aboard in the mid-1990s as an instructor. “It’s mindboggling to me. Virtually every project out there is related to engineering and engineering technology.” High school students taking advantage of the dual-credit courses will

The class’ broad scope will include computeraided design, product development, electronics, robotics, aerodynamics, 3-D printing and more. In the second semester of the pilot year, they’ll take a parametric modeling CAD course. Looking farther down the road, the plan is for high-schoolers to be able to tackle four classes over 2 years. Scott would like to expand the partnership to more school districts, with Newman Central Catholic in Sterling, Fulton Unity Christian and Riverdale High School in Port Byron all potential partners. But MIT needs the pilot year to gauge just how many students it can physically accommodate – and effectively teach, he said.

CHADWICK — A $2,500 donation will allow the Chadwick-Milledgeville Schools music program to purchase much needed equipment and some new instruments, thanks to Bill Weber. The donation from America’s Farmers Grow Communities was directed by local farmer Bill Weber of Chadwick. Weber is the husband of ChadwickMilledgeville District 399 Vocal Music Director Margo Weber. “We know the program could use the donation to make much needed

The only disadvantage I see is that I don’t have the working relationship with the current court house staff. I do look forward to building a mutually trusting and respectful relationship with all who

I have had a multitude of work experiences in many different environments. I also believe my community involvement has presented me with life-long experiences and personal friendships. I am an EMT with the Mount Carroll Volunteer Ambulance and have been a member of the crew for a Mount Carroll Chamber of Commerce member and I have volunteered for many community events. Having too many students would be a better problem to have in year 2, rather than year 1.” In addition to getting an intro into engineering, students also will be able to take a bite out of their college workload – and tuition. For instance, Erie Superintendent Bradley Cox
said a handful of students have amassed more than 30 college credit hours through the school’s partnership with Black Hawk College in Moline. “That’s basically your freshman year,” Cox said. “If you go to Drake [University in Des Moines, Iowa], we just saved a family $50,000 to $60,000.” In Erie, the same tuition reimbursement system will be used for the Morrison Tech partnership as is used for the Black Hawk cooperative: Students who earn an A or a B will get

MOUNT CARROLL – Carroll County Substance Education Coalition will be providing the Illinois Liquor Control Commission’s Beverage Alcohol Sellers and Servers Education and Training, or BASSET, in
Carroll County. Carol Geary, Drug Free Communities grant project director with CCSEC, said the training will be at 10 a.m. March 16 at the Carroll County Courthouse conference room in Mount Carroll. “BASSET training is now required under Illinois Liquor laws for anyone
selling or serving alcohol in businesses, either on premises or off-premises,” said Geary. “CCSEC is Control Commission to provide these classes.” BASSET is used to educate retailers and their servers about responsible alcohol sales, how to protect their business and
their staff from lawsuits including legal problems related to underage drinking or over-serving. BASSET also teaches strategies for handling intoxicated patrons and how to apply strategies identifying potential problems Servers of alcohol can be instrumental in reducing the incidence of customer
intoxication and underage alcohol purchase. The purpose of BASSET is to help people create the kind of environment that promotes safety and responsibility wherever alcohol is sold and consumed. “The Carroll County Substance Education Coalition will be providing ongoing trainings four

The problem is Section 5-1-12-A in the Lanark City Code, which has restrictions on keeping livestock, including chickens, within city limits. The family had chickens when they lived south of town on Cyclone Ridge Road. They weren’t aware of the restriction. “I’ve had chickens since fall,” Pontnack said. “The Lanark Police Department stopped by and asked me what was in my shed, which is where I keep our chickens. They came back later, telling me that city ordinances do not allow chickens in town. The shed is in between our house and Express Lane, not close to our neighbors’ house.” Lanark Police Chief Matt

At least [the city has] given me some time come up with a plan to do something about it.” “I really don’t have a plan to get rid of them, so I started the Lanark Layers Facebook page two weeks families that would like to see the ordinance changed. If I’m the only one, then it’s probably no use taking it to City Council. in the country, have chickens now, and don’t know what they’d do with them; they’re like pets.” Magill said police would enforce whatever revisions are made to the ordinance. “It would be good for the people that want to change the ordinance to come to City Council and state their case and go through the proper process,” he said. “The Lanark Police essentially don’t always get to pick the rules, but we are bound to enforce the rules. So if those who make the rules decide to make a change, then we go along with the change.” Lanark Mayor John Huggins said that no one has approached the council about altering the ordinance. “Because of the popularity of chickens as pets, we have talked about it. It’s not the chickens that are a potential problem, but it’s the side effects,” Huggins said. Huggins cited the possibility of a person setting up a coop, then
having the neighbor’s dog constantly barking at the chickens. There also is potential for rodent and cleanliness issues, and Huggins has had some complaints about the smell from some neighborhood chickens, as well as the clucking. Pontnack said the city wouldn’t have to create an ordinance for only chickens. But if chickens, or any animals, become a nuisance, then you could see the current nuisance people, or take other measures. of a ‘nuisance.’ Is there a limit on the number of dogs and cats someone can have in town? No. But if they become a nuisance, neighbors will complain, and the police will notify you. If you have 10 dogs in your yard, and it stinks, you’ve got to do something, or the city will,” said Pontnack. “I am not saying I want to
take away anyone’s right to have a dog, but chickens are not a nuisance whatsoever, if you take care of them, just like any pet.” “We’re not closed-minded about it, we just have to do more research,” Huggins said. “If people come, we’ll listen. MOUNT CARROLL – February, the month of love, saw two special people from Mount Carroll nominated for Gwen Lowe’s Volunteer of the Month award. Ann Zink was nominated by Jean Ferris, event chairman and on the board of directors for the Savanna Historical Society. “There are often so many people who give so much that go unrecognized. What a wonderful idea!” Ferris said in her nomination letter. She said that Zink is very active with the Savanna Historical Society and devotes much of her time to the museum. She has served as board vice president and secretary, and is again the secretary, as well as on the events committee.
“Ann spends almost every day at the museum. She may be cleaning, helping with programs, giving tours, running the model trains, scheduling, answering the you name it. She is a very dedicated and positive person. Her ‘can-do’ attitude is infectious, and one can always count other,” Ferris said. “Ann is certainly a worthy recipient.” Charlene Collins was nominated by Linda Jackson, a former employee of Good Samaritan SocietyMount Carroll, who appreciates all the effort Collins puts toward helping the residents of the facility. “Charlene makes a lot of special items, mostly sewing, donated to the Country Store at the nursing home.
