Robbins promised to give students one opportunity to shave a portion of his head and beard for a book donation as motivation for the collection of children’s books to donate to the Amy Beverland Elementary School in Indiana, as a memorial to Susan Jordan, beloved elementary school principal for over 20 years. Jordan gave her life on Jan. 26, saving two students from getting hit by a school bus that had jumped the curb at the school. In lieu of flowers for a memorial, people were asked to send children’s books to the school for its library. Robbins’ class completed this assignment as a civil service project. District will sell school building in Thomson Diamond, playground will be transferred to village By MICHAEL MILLER For Prairie Advocate MOUNT CARROLL – Since the village of Thomson declined an offer to buy the Intermediate School building, ball diamond and playground for $100,000, the West Carroll school board will try to sell the property. Superintendent Craig Mathers said surveys of both the ball diamond and the playground (the village will pay for these surveys), the securing of an easement for the parking lot, and the drafting of another intergovernmental agreement with the village, will need to be completed and recorded before any further action will be taken on the building itself. The board resolved to put
the building up for sale, with bid opening within 60 days, hopefully time enough hopefully for the surveys, agreement and easement to be completed. The board set a $100,000 minimum price, with a 10 percent nonrefundable escrow amount, which would be applied to the purchase price. They also set a closing date of June 27, with June 18 as the date at which supplies would be auctioned off. Mathers and Board President Mike Highland were chosen to negotiate terms of these items with the village, with the discussion of the building to take place at the March regular district board meeting. The board voted unanimously to proceed with the intergovernmental

agreement with Thomson regarding the ball diamond and playground, plus the easement for use of the parking lot. The question remained whether to use sealed bids or an auction to dispose of the building. Board member John McIntyre said he felt that sealed bids would offer the district member Jessica Edwards wondered which approach could potentially get a better price, with no clear answer forthcoming from the discussion.
MOUNT CARROLL – Laurie Miller, area senior vice president of Arthur J. Gallagher and Company, told the West Carroll school board about a rural insurance pool cooperative at its Feb. 17 meeting. The presentation explained the advantages and dynamics of such a proposal, as well as the requirements. Miller’s presentation highlighted the reasons West Carroll would want to opt in to such an arrangement, including state budget and pension restraints. She also said that Blue Cross/Blue Shield had lowered its deductible from $150 to $100, and that there would be minimum impact to staff. The arrangement would affect about 1,400 employees, and for the West Carroll staff would simply mean new ID cards, with the same network of providers and the same deep discounts. She said West Carroll’s annual premium under the pool would amount to $1,099,059, while its premium from standalone insurance would be $1,158,806, meaning the district would see a reduction of $59,747 if they opt in.

Obituaries Donald Wayne Shaner LANARK — Donald Wayne Shaner, 84, of Lanark, passed away Friday, Feb. 19, at Good Samaritan in Mount Carroll. Don was born the son of Robert and Mildred (Rahn) Shaner on July 3, 1931. He lived in or around Lanark his entire life and graduated from Lanark High School in 1949. On Aug. 3, 1957, he married Verna Kuebler in Savanna. Don was a naturally gifted do-it-yourselfer, bringing building projects to life on his own farm, home and around the city of Lanark. He loved horses, cattle, his various dogs and his many good friends. He
was remarkably known for recognizing and conversing with people most everywhere he went. In addition to farming, he was a longtime employee at Rogers Ready Mix, with other stints at Zier’s Garage, Cherry Grove Township and Brennan Cattle Company. Family and friends fondly remember Don for his historical knowledge of everything Lanark, as a founding member of the Crow Valley Social Club, a regular at Butch’s Cabin, and morning coffee through the years at Elsie’s and Brother’s restaurants. He is survived by his wife, Verna, a daughter and four sons: Lee Ann (Joe) Shaner Dedlich of LaSalle, Jeff (Mandi) Shaner of Sheldon, Dan Shaner of Rockford, Fred (Christi) Shaner of Elgin, and Steve (Marla) Shaner of Franklin Grove, and 12 grandchildren. FULTON – Services were held Saturday for a Savanna woman killed in a twovehicle crash shortly after noon Feb. 14 in which four other Savanna residents were injured. According to a Whiteside County Sheriff’s Department release, and obituary
information: Brendan R. Hofman, 29, was northbound on state Route 84, Jennifer N. Hofman a half-mile north of Covell Road, when he lost control of his car, went into the east ditch, came back
onto the road and collided on the passenger side with a southbound pickup truck driven by Daniel D. Hoffman, 68 (no relation). All involved – Brendan, his wife, Jennifer N. Hofman, 31, who was the front-seat passenger, Barbara J. Yenney, 51, and the Hofman’s 2-year-old daughter, both in the back
seat, and Daniel Hoffman – were taken to Mercy Medical Center in Clinton, Iowa. Jennifer was transferred to University Hospital in Davenport, Iowa, where she died at 7:15 p.m. The accident remains under investigation, the release said. No citations have been issued.

SAVANNA – In his second Budget Address on Feb. 17, Gov. Bruce Rauner gave the Democrats who control the General Assembly two choices: Pass his reform agenda and he’ll help them raise taxes to close a $3.5 billion hole, or pass legislation to give him the power to create a budget on his own. Two candidates for the House of Representatives in the 71st District responded to Rauner’s address in Savanna last week. Incumbent Democrat Mike Smiddy and his probable Republican opponent in the November election, Savanna Mayor Tony McCombie, had plenty to say about the budget impasse, and the obvious ideological divide between Rauner, longtime House Speaker Michael Madigan, and Senate President John Cullerton. Neither Smiddy nor McCombie will be challenged in the March 15 primary election. But Rauner challenged legislators in his budget address, saying, “Let’s stop wasting time by voting on spending bills you know must be vetoed – and then doing it again

That leads to a better economy, more jobs, and more tax revenue to fund government services.” Maisch said that if the Illinois economy had grown at the national average over the past 15 years, the state would have had $19 billion in additional revenue over that time without the income tax hike. “We simply cannot allow state government to be treated like an endless supply of blank checks. I said last year that the check has come due. Our situation is one year worse now. Structural changes, even a couple of them, will help grow our economy and bring in more revenue, and that must be a reality this year.”

SAVANNA — State Rep. Mike Smiddy, D-Hillsdale, said Gov. Bruce Rauner’s budget address lacked a detailed plan for compromise. “I am not comfortable giving the governor all out authority to set the budget as the way to go about the budgeting process,” Smiddy said. “He does have the line item veto, where he could take out certain aspects that he may not like. “Compromise is the answer to move Illinois past this crisis, and get the families, students and service agencies the help
they need. The governor argues that his reform will help the economy and create jobs, State Rep. Mike Smiddy but Illinois business and working families need stability and an end to the crisis in order to grow. Unfortunately, over the last eight months, that hasn’t been the case.” Smiddy wants to see compromise in developing a bill for Workman’s Compensation reforms. He said there were some changes made to the bill, and a task force developed to investigate why the state was not seeing the savings of at least $1.1 billion that were expected with the 2011

“We put that in a stand-alone bill that would have given 32,000 more kids the ability to go to school. It was his legislation, and he vetoed it. These are the things we are running into. I’m all for compromise. We need a budget. But I think some of the things that have been done by the governor and some of his caucus members has been more geared toward the November elections, than about solving some of the problems we’re having.” Smiddy said that communities should not face the devastating consequences of services being shut down by a state worker strike or lockout. He helped advance a measure to put contract dispute resolution in the hands of a third
party arbitrator last week. “After months of negotiations, Rauner’s administration and public sector workers have still been unable to reach a labor contract. I want to take extreme options like a lockout or strike a contract that is respectful of working family’s needs and the mutual compromise and good faith negotiations,” Smiddy said. no one disputes that, and it has happened over 40 years. It’s not one party’s fault, both parties can take equal blame. But when we did have the temporary income tax implemented, our back bills were between $12-$15 billion. As of 2015, when the tax increase sunset, the bills were down to about $4 billion. So within that period, even with a recession, our debt was paid
down substantially. “The issue we have now, is that we are sitting at about $10-$12 billion back in debt after one year. Everything we were able to accomplish with the temporary increase has been wiped away with this impasse.” Referring to Rauner’s Turnaround Agenda, Smiddy said that if everything Rauner wanted was implemented, the state’s Gross Domestic Product would only increase by a little over $500 million a year. “GDP is not actual revenue into our general revenue fund. When we look at that, Rauner is holding up our budget for funds that make up less than one percent of Illinois’ entire revenue stream. What his programs would generate will not even pay for the interest on the debt that has been building up the past eight months of this impasse.

“Why does the House put that on her, to pick and choose which bills to pay? Why can’t the legislators do their job before it gets to Munger’s desk? Everybody wants to pass the buck, expecting the governor to accept the budget, then get blamed for cutting line items. The money is the the money, everything else will fall into place. “Before Rauner was elected, and he said that one of his plans to reduce take away some funding from municipalities, most mayors were opposed to that idea. But some cities had surpluses that were projects. And Illinois needed the money,” McCombie said. “At a mayor’s meeting, we realized that we all hated the idea that he was going to take tax dollars away from
us, but something had to be done to change Illinois’ direction. We can’t keep doing the same things we’ve done for decades. “At last week’s mayor’s meeting, passing a budget was on everyone’s mind. But did anyone want the governor to cave in to the budget presented? The answer was no.” McCombie said the loss or revenue from business and residents moving out of the state is not helping the effort to create a better environment for growth. “A lot of people, Democrats and Republicans, think state government is too involved,” she said. “But I guarantee you, that you can make a difference at the local level with your vote in your township, your town, and your district. There were some precincts in the 71st last election where a candidate lost by 14 votes. We could go next door and pull 14 people. “Your vote does matter, and if you participate in the process locally, you will
see more success stories, McCombie supports the proposed revisions to Illinois’ Economic Development For a Growing Economy Tax Credit Brian Stewart, R-Freeport, on Feb. 1, deletes the requirement to get an option from another state for tax incentives. “The EDGE program offers a special tax incentive to encourage companies to locate or expand operations in Illinois when there is active consideration of a competing location in another state,” McCombie said. “But our businesses need to be able to incentivize workers regardless of what state they live in, like in neighboring competitive states. And why would we want our businesses to get offers from other states to be eligible? That requirement just makes it easy for the business to leave, especially in communities that border other states.

And many of the items are not budget-related items.” Smiddy said some of the revenue generated by the governor’s reforms are not savings, like the property tax freeze. “That should be approved by local government, not by the state playing ‘Big Brother.’ Local entities are not getting all the funds that they need from the state anyway. Now the state’s tying their hands again. If the voters don’t like what their local government is doing, then they have the option of voting them out if they raise taxes they don’t agree with. But to have the state mandate a tax freeze, when we are not living up to our obligations in approach to take. That’s where the governor and I disagree. Many times, the Republican party is in favor of ‘local control.’ But now,
they’re wanting to come in with a broad stroke and freeze taxes statewide.” Smiddy also favors redrawing district maps, supporting the Constitutional amendment for the past three years. “That’s something I could compromise with the governor. But as far as term limits, I think the voters have a right to decide who they want to represent them in Washington, D.C. “Where I could look at term limits would be on leadership positions once you get elected. For example, you could say that one can be House Speaker for only eight to 10 years. That’s something I could look at, because the voters aren’t directly voting on that issue. It’s only the members of the Legislature. We could compromise on those two issues.”

The fundraiser is planned from 7 to 10 p.m. March 5, at Charlie’s II, 123 W. Market St., in downtown Mount Carroll. “We will accept 10 to 15 acts who will be allotted 10-minute slots, but no
drums allowed,” said Pam Sorg, one of the show’s organizers. “Sound system and mixing will be provided by CCHMP.” Sorg said the time allotted to each act includes set-up, performance, and take-down. Musicians playing acoustic instruments should bring instruments that are “plugin” ready, as there will be limited technical support for individuals playing instruments that need to be mic’d. Each act must perform

The very special night of dancing will be from 6 to 8 p.m. March 12, and will feature a photo booth, music, punch, dessert bar, and a shiny tiara for each daughter. Rachel Todd, the K-to12 Paw Print yearbook adviser since 2014, said the idea came about to help offset the cost to produce a yearbook with more pages, after eliminating the K-to-8 yearbook and consolidating it into one K-12 book. year as adviser, we were still in the hole after the books came out,” Todd said. “I was surprised. I thought that was a great idea!” She said the photos will
be made available to the parents for reprints through an online photo app yet to be determined. Todd said advertising sponsorship revenues have been good, but the number of yearbooks being sold has dropped, resulting in a strain on the staff to produce a quality yearbook without losing pages. “A lot of people have so many photos on their phones these days, so I don’t know if that’s the reason why more people aren’t buying them,” she said. “But we’re trying to and parents today would want to look at 10-20-30 years from now.” A new advertising approach might be tried this year, pending administration approval. The idea that the bigger we grow government the better we can serve taxpayers is erroneous. Illinois could serve as the poster child for bad government.
