No peace for some Lanark neighbors Residents speak to council about noise, language concerns By LYNNETTE FORTH Prairie Advocate LANARK — Residents on East Pearl Street are asking the City Council to do something about their noisy neighbors. Julia Guerrero and her neighbors say they don’t feel comfortable in their own yards and cannot enjoy life because of the neighbors’ foul language, loud cars, and loose dogs. “We have lived here for over 10 years, and I had always been happy to come home,” Guerrero said. “About a year ago, it started to be not so happy. There are some people in our
neighborhood that have produced a lot of noise, lots of profanity, revving engines, and loose dogs. My kids can’t sleep. It’s a real issue.” Guerrero said several people have tried talking to the neighbors, to no avail. “The Lanark Police have been helpful issuing citations and encouraged us to document the situations. We are at the end of our ropes,” she said. Guerrero and other neighbors brought their complaints to the council’s Feb. 3 meeting. City Attorney Ed Mitchell said he is aware of a dog problem. “I know Chief Matt Magill has issued been paid. We have issued a formal complaint to the offenders.” Magill said, “One resident was just cited for squealing tires. Some
people learn by citation, some don’t. That is what we’re up against.” Ken and Ann Viglietta live down the block from Guerrero. “It has been going on for a year now,” Ken Viglietta said. “Matt has worked faithfully with us. Results are just not coming. Nobody wants them banished. Could we have a little more aggressive approach?” Magill said police need to be are happening, not after the fact. “You need to remember that you want them to be normal. They feel that they are normal,” he said. “Everyone has their own way of life. You can’t discriminate against people with a different sense of normal. We (police) are limited in that way, too.” George Stephens said he has lived across the street from the
problem neighbors for 4 months. “The time I have lived there, they have toned down a lot. Let me have some time to calm him down,” Stephens said. “Their dog isn’t the one that barks. If you give me 2 weeks, I will work with them.” Ann Viglietta and Guerrero said they are afraid of the dogs. “That’s what’s most frustrating, is my kids like to play outside, and I don’t allow them to play out front anymore,” Guerrero said. “This has taken all of the joy out of my coming home.” “The dogs are so vicioussounding. The old farm dog 99th birthday celebrated by Morrison’s Mr. Nice
By MARC GRAVERT Most of you may have a dog or two running around the house or farm, but the reason why probably is different than in days past. I would say the biggest reason people have dogs today is for companionship and just being a dog, no major plan, other than to welcome you home at night after a hard day at work. I’m also not saying back in the day that there were not dogs kept for this also, but I think in general, most dogs had a job. Probably one of the most recognized dogs might be the dalmatian from the iconic Budweiser commercials, and these dogs even had a purpose that some people may not know about. Dalmatians were bred as coach dogs for centuries. They would ride along in the fancy coaches of the day. When they would reach their destination, the dog would lie under the coach to protect it from would-be thieves. There are many different breeds of dog with different purposes, from livestock working dogs to sporting dogs and guard dogs. Back then, they were all here for a reason; they had jobs to do. Even rat terriers had a very important job – they were very good at rat control, and rats were a very bad problem in the old days. Even on the farm, most dogs held the position of friend, rodent patrol, guard dog and sometimes bers the dog they grew up with, whether it was a special working dog or just a lazy old porch puppy that liked to lay under the front porch on the old farmstead. But most of the time, if the dog barked at whoever came in the driveway or just passed by on the road, most were doing their job in the eyes of their owner. It didn’t matter if your dog was a big old cuddle bug; if strangers saw a big dog barking as they drove by or drove in, it made them think twice about doing anything they shouldn’t be. I have known a good many dogs that looked the part as the mean-looking farm guard dog, but once you got to know them, you for a burglar! I remember well every dog we ever had here at the farm, and over 52 years there have been quite a few. I can name every one of them, just as though they were here yesterday. And we never had just one. We normally had two. When the old

dog got up in years, we would then get a young dog or pup. It seemed to keep the old dog more active in their golden years. And I know it worked because our dogs seemed to live long lives, for the most part. Our dogs generally live into their teen years, and mostly a very healthy life at that. We had all kinds of dogs, from large dogs and a few smaller dogs, but Dad liked bigger dogs mostly for the protection aspect of it. My dad used to say, “A man’s given one good dog in his life,” and the rest were just gravy. My father used to tell us kids about the dog he had in Iowa. Dad used to feed lots of cattle, and that dog would guard the gates on several yards as he was feeding them. That dog would never let any cattle get out of a yard. Dad said it saved him lots of time getting up and down on a tractor opening up gates. He said she did have one vice that ended up

Almost 9 years ago I lost my best dog ever. Mandy was her name, and she was a German shepherd and blue heeler cross. Most of my friends and neighbor remembered her. She had a bad habit of nipping at the heels of anyone who came in the yard. Not bad, just get-yourattention kind of nip. How did snow removal crews handle the 12 to 14 inches of snow that fell on and drifted over area roads? 37 percent: Overall, great! 26 percent: State and county highways, OK. 10 percent: In town, OK. 22 percent: Overall, not bad. 5 percent: Overall, just awful. Overall, readers thought the road crews did pretty darned well. Of 126 who took the poll, 120 ranked their efforts between great and not bad. Only six said they did just awful. Savanna water bills going up $10 a month By MICHAEL MILLER For Prairie Advocate SAVANNA — Water bills are going up $10 a month, effective immediately. The City Council passed the increase, which will be applied to the water/sewer reserve and replacement fund, at its Feb. 10 meeting. Bill Robinson, chairman of the contracts and lease/collective bar-
gaining committee, told the council that negotiations with the public works department would continue with a meeting Feb. 27. The council also OK’d a settlement with the Regional Transportation Authority. Also at the meeting, the council approved: The final payment of $126,510.50 to Ferguson Waterworks for Savanna’s water meter
replacement project. Requests from Savanna Fire Department, one for a $500 kitchen hood and the other for a back door at a cost not to exceed $2,700. A request from the Service Club for $418 for its Adopt a Pot will be installed along Main Street to help beautify the city. Members also learned that: Six of the seven properties

The Rural Community Economic Development Conference will be held March 5 and 6 in Peoria; McCombie will attend. Executive order: ‘Fair share’ dues targeted
On Feb. 9, Rauner signed an executive order preventing public employee unions from collecting “fair share” dues from certain employees. Calling them “unfair share” dues, Rauner said 6,500 state employees have opted out of the union but still

Saying Illinois is in “desperate need of criminal justice reform,” Rauner issued an executive order Feb. 11 creating the Illinois State Commission on Criminal Justice and Sentencing Reform to study issues such as incarceration time, early release, prison alternatives and community supervision. Rauner said the thorough examination of the system will be used to develop strategies to improve public safety and reduce recidivism and prison overcrowding. Illinois has one of the most crowded prison systems in the country, and the state’s recidivism rate is dangerously high. The Department of Corrections is operating at 150 percent of capacity, while 48 percent of adult inmates and 54 percent of juvenile inmates are returned to the system within 3 years of release.

Rauner has hired a legal team to seek a declaratory judgment in federal court to rule on the constitutionality of fair share dues. Rauner points to a previous Supreme Court ruling on a fair share case, which found the Illinois Public Labor RelationsAct violated the First Amendment by forcing certain state home health care workers to involuntarily pay fees to a labor union despite opting out of the union. In the interim, the governor ordered fair share dues from the paychecks of the more than 6,500 employees to be put into an account and held until the courts issue their rulings. Rauner said that money would be returned to those employees if the courts support the executive order.
Budget preview: Funding for schools
While Illinois residents wait to hear what Rauner will propose during the state’s chief executive says he is programs can be fully funded. The governor recently outlined his budget expectations to a group school, saying he is hopeful lawmakers will give him the authority to move money around in the budget to help fund areas that are reaching a breaking point, including daycare programs and the prison system.
Money for court reporters reaching a breaking point
Besides immediate budget concerns for prisons and daycare programs, Illinois could soon run out of money for the state’s court reporters. The Rauner administration said the state program faces a
budget gap of more than $14 million, and funds will be exhausted by the end of March. The Rauner administration says it is working with lawmakers to identify a solution to these revenue shortfalls. Many state programs are running short of money prematurely, because the Democrat leaders passed a budget that failed to account for the January 2015 phase-out of their 2011 tax hike. This was exacerbated by Quinn, who failed to scale back budget year. Now, Rauner and the Legislature are tasked with addressing the budget problems aggravated by Quinn’s lack of spending control. Breeding a better basset hound in Mount Carroll By TOM KOCAL Prairie Advocate TKocal@prairieadocate.com MOUNT CARROLL – They say it’s a dog’s life. It is for Dondi Polzin of Mount Carroll. Polzin raises basset hounds under the name Stud Hound Bassets, and has plans for another dog-based business in Mount Carroll. She is serious about breeding good old-fashioned bassets, and homes. Originally from the Elgin area, Polzin came to Savanna as a horse trainer in 2005. In 2010, when her mother was diagnosed with lung cancer, she rented a farm from one of her former horse-training customers to be closer to her parents, Don and Lil Polzin, who lived in Lanark. Six months after her mom died in 2011, her dad was diagnosed with bone cancer. She sold all but two of her 23 horses and moved to Lanark to be with him. He died in June. “It was rough these past few years,” Polzin said. “Cancer is a devastating disease. It’s a big problem in dogs, too.” when she was 17, and had him for 15 years. “He had every problem a basset hound could have — bad odor, drooling, a bad back, bad joints, allergies, crooked legs, and not the best temperament. When he passed away, I thought, ‘What did the breeders do to this dog to make him like this?’” She began raising basset hounds in 2007 as a hobby, and discovered that they are not the dog they were

Originally from France, the basset hound was once considered a superb hunter. “Bassets have the second-best nose, after bloodhounds. They should be short, close to the ground, and be able to track for miles, forever and ever, and not have any issues. They shouldn’t be overweight or broken down.” She also discovered that some professional breeders were raising bassets “to look cute, more penguin-type legs. They can’t run for more than half a block without stopping to rest. ...” Line breeding was destroying a once-noble breed, she said. “Line breeding is like cloning. It’s not natural. Something is going to go wrong. That’s where the temperament problems come from, as well as all the others.” She started seeking out lines that were not registered, older lines that still were true to the breed.
“My dogs have amazing noses; round, clear eyes, not droopy, sagging eye lids; low drool; no odor; no allergies; no back problems. And they have very strong hips and shoulders. They are large-boned, solid, and really smart, too. They have strong, straight legs, not turned out. for breeding came from my 19th what I wanted in a dog. I’ve been very picky.” There are many responsible breeders who are true to their breed, but there are many who are not, she said. “Puppy mill owners are not responsible breeders. They just do it for the money.” Polzin waits 6 months before she worms or vaccinates her puppies. “I don’t believe in pumping them full of drugs before their own immune system gets stronger. I think
that’s where the cancers develop, as well as from inbreeding.” Her dogs are bred and raised to be family-friendly. After all, they are her family. Bassets can be friendly, outgoing, and playful dogs, extremely tolerant of children and other pets. “All my dogs are raised in the house, all paper trained, and all of them learn to go outside. I spend time with them. When somebody gets a dog from me, they will get a dog that’s handled all the time, in a home. Puppy pads are a bad
invention. It teaches puppies to go on cloth. I teach them two unique smells: Ink and outside!” She said she sold an 8-week-old puppy to a couple who trained their other dogs to ring a bell at the door when they had to go out. “My dogs are really smart, but we weren’t sure how long it would take for the pup to pick up on that. They called me 2 days later and said the puppy had already learned to ring the bell.” BASSET HOUND CONTINUED ON A15

Obituaries Anthony J. ‘Tony’ Lanza Anthony “Tony” J. Lanza, 83, of Lake Carroll, died on Tuesday, Feb. 3, 2015, at FHN Memorial Hospital, Freeport. Tony was born on Jan. 5, 1932, the son of Peter and Francis (Taormina) Lanza in Chicago. Tony graduated from Tilden High School in Chicago. He married Elizabeth “Bette” L. Herbick on August 15, 1954, at St. David Catholic Church, Chicago. Elizabeth died on Nov. 12, 2010, at Good Samaritan Center, Mount Carroll. Tony served in the Army (Tank Co. 351st Infantry) during the Korean War. After being discharged, he worked in newspaper printing as a pressman for Graphic Communica-
tions International Union Local 7 in Chicago, retiring after 40 years. Tony was a member of St. Wendelin Catholic Church in Shannon. He was also a member of the Tri-County Gun Club, the Tank Co. 351st Infantry Association, and a lifetime member hunting and gardening. Most of all, he enjoyed spending time with his family and friends. Tony is survived by one daughter, Judith (Joseph) Riley of childen, Brendan (Danette) Splon, Christopher Splon, Sean Riley, Matthew (Amanda) Riley, and Joseph Lanza of Royal, Arkansas. Tony was preceded in death by two sisters, Pauline Thomas and
Jeanette Degleffetti. Cremation rites have been accorded. A memorial service will be at 11:30 a.m. Saturday, Feb. 21, at Law-Jones Funeral Home, Mount Carroll, with Father Mike ers, donations may be given to the Cancer Research Institute, 55 Broadway, 1802, New York, NY 10006, www.cancerresearch.org, in Tony’s memory. Mae E. Strohecker, 86, of Lanark passed away on Monday, Feb. 2, 2015, at OSF Saint Anthony Medical Center in Rockford. She had been a resident of Oregon Living and Rehab center for the past 2 years. She was born July 26, 1928, in the Argo Fay-Thomson area, a daughter of Edgar and Frieda (Bell)

She talks to her dogs. In turn, they know how to respond to people. “Dogs are only as good as their owners!” Polzin said. In the past year, Polzin has expanded her options by developing online strategic marketing, using blogs and other social media to promote her breed. “I have sold dogs all over the U.S. and Canada. I’ve sold them to a wide variety of people.” A unique part of her marketing is called the V.I.P. Puppy Fly service. “I will not let my dogs be shipped in the cargo hold. If you can’t come and pick them up and take them in a carrier on the plane with you to take them home, then you have to hire me to bring them, or you can’t have my dog.” Her Facebook page is full of videos and success stories of happy families and their new additions. “I had a couple whose dog had just passed away viewing my site. The lady just loved my dogs, and told her husband that when they
get another basset, she wanted to get one from me.” The dog they saw was a female named MooMoo, who was a very special puppy to Polzin. “She was born dead, and I gave her mouth-to-mouth to resuscitate her. I knew she had to go to somebody special, too.” The man called Polzin to buy MooMoo, but he wanted it to be a surprise. Polzin posted that the puppy had been purchased, and the woman was heartbroken. He promised that they would get a dog from Polzin someday. “He is a pilot, so one day, he to get out for a short trip. They in Savanna, where I had the puppy waiting inside. I can’t even tell the story without crying. But the video is on my Facebook page. It was so beautiful to see her reaction when she realized that was her puppy. That’s what I love to do.” Polzin is not considered a breeder, because she has only two females. In Illinois, it takes six breeding dogs to get a breeder’s license. “I would never have that many.
I am trying to specify the type of dog I want to breed, not just raise a lot of them to sell. I want to breed a better dog in the long run. A better basset. Let’s get the classic basset hound back.” Polzin had a busy weekend with her only two females. Her 4-year-old dog Mollie delivered – nine puppies Friday, then Southern Lily delivered nine more on Saturday, a week early. Polzin has other business plans for her Mount Carroll home. She has discussed proper zoning procedures business license for a dog-walking and pet-sitting service. She was also approved for a doggie day care, but a fence surrounding her yard must “I’m also doing a dog taxi service for people who can’t take their dog to the groomer or veterinarian. The vets are waiting for that service to start!” She said if she ever wanted to conduct any dog training, it would have to be in a separate business location, probably in the downtown area. She has her eye on a location, but will take things one four-legged step at a time.
Turney. Mae married Richard E. Strohecker on Sept. 10, 1948. She was a bookkeeper for the Strohecker Family Trucking Co., and was employed at Burgess Battery Co. She also operated a café with her sister, Dorothy Giedd. She enjoyed her role as a mother and homemaker. Mae volunteered at the Polo American Legion and the Polo VFW. She is survived by three sons: Charles Strohecker, Ronald (Ann) Strohecker, and Dan (Sara Martin) Strohecker, her daughter-in-law: Sheryl Strohecker, all of Lanark, her grandchildren Seth, Matthew, Jacey, Nicole, Donna, Benjamin, Richard, and Zoe, many great grandchildren, and one brother, Ed Turney of Maquoketa, Iowa, and two sisters-in-law, Jean Turney of Polo and Ruth Turney of Thomson. Preceding her in death were her husband in 1986, her parents, one son, Michael Strohecker, her great grandson, Casen Strohecker,

Education funding reform legislation introduced
The education funding reform discussion continued during the week as State Sen. Jason Barickman, R-Bloomington, introduced legislation to change the system for funding schools. Barickman was joined by the education reform alliance known as “Vision 20/20.” Under Barickman’s proposal, the current education funding formula would be replaced with an evidence-based model. This plan would take into account the needs of every Illinois school district, leading to individual, need-based assessments for each school. Once in place, lawmakers would then have a scalable method to establish funding levels for each district. The legislation also would require an Evidence-Based Professional Judgment Panel to
update a 2015 study completed in 2010 by the Illinois School Finance Adequacy Task Force that already developed an evidence-based model for Illinois. The panel would also determine the minimal level of state and local funding for each district, and provide recommendations on how to address the state’s neediest plan to phase in the adequacy model in an equitable manner. They would need to submit an updated study by Dec. 1. The “Vision 20/20” model could be implemented over time by first targeting low-income school districts and implementing best practices as additional funding becomes available. The group is advocating for the proposal to be implemented for the 2016-17 school year and includes a holdharmless provision that ensures that no district would fall below state funding levels for the 201415 school year. There would also be adjustments for factors like poverty, transportation, support services employees, and other costs.

Eastland girls defeat Milledgeville, 56-28
The Lady Cougars continued their postseason run by defeating the Lady Missiles, 56-28, on Monday evening in the opening round of the Class 1A Polo girls basketball regional. Eastland led 16-7 after the opening quarter and expanded its lead to 29-15 at the half. The margin was 29 points (48-19) going into the final quarter. Eastland’s Annie Forster led all scorers with 16 points, while teammate Bubby Doubler added 13. Jenna Bibler led Milledgeville with eight points.

The Eastland Lady Cougars saw their season come to a close at the hands of Ashton-Franklin Center, which took the 62-58 victory on Wednesday at the Polo Regional. of minutes of the game proved to AFC. If you’ve ever taught a class, coached a team, chaired a committee or board of directors, you have experienced that mortifying moment of discovering that someone in your audience may have experience or knowledge beyond yours. Few things are more important to a leader than credibility, which is why such a realization can be paralyzing. At these moments, the most effective leaders can suppress their egos and listen. When they do this well, they take what they learn and use it to build on their own knowl-

edge and experience. At the same time, some challenges to credibility are uninformed. When critics make assertions that are inaccurate, false, misleading, or irrelevant, we have a responsibility to address them as such. In 2012, I was fortunate to be a part of a statewide process to develop a vision for public education in Illinois. Vision 20/20 started with discussions at meetings of Broadcast Schedule 2014-2015
the Illinois Association of School Administrators in Springfield. After 2 years of facilitated work, a committee of district and building leaders, regional superintendents, board of education members, and to roll out Vision 20/20: A Roadmap Education in Illinois. We did this not out of hubris,

but rather out of recognition that the perspective of educational leaders was absent from the proposals offered by groups who had decided that public education needed to be reformed. Long before the Gates Foundation or Advance Illinois – long before the charter school movement, No Child Left Behind, or Race to the Top – Horace
