SAVANNA — Eldon Raymond “Hans” Jepsen loved family and farming. He was a quiet man, but when he spoke, everyone listened. At the age of 75, Hans died Saturday, Feb. 13, 2016, at Big Meadows Nursing Home in Savanna, with his loving family by his side. Morrison inks deals with neighboring townships By PAM EGGEMEIER Sauk Valley Media
MORRISON – By joining forces, a town and its neighbors will not only save money, but help keep residents safer. The Morrison City Council approved two intergovernmental agreements Feb. 8 with nearby townships. A mutual assistance pact with Mount Pleasant Township was drawn up primarily for roadwork that will be done on Sawyer Road. An agreement with Union Grove Township for the road improvements was passed at the Jan. 25 council meeting. On Monday, that pact was amended to include Mount Pleasant. “We’re going to continue the improvements into the city limits a ways, so we’ll supply equipment and manpower to each other,” City Administrator Barry Dykhuizen said. Most of the work will be done in the townships, so the agreement also calls for the city to reimburse the townships for the work done in the city, which is
estimated at $25,000. The townships are responsible for the bidding process and overseeing the construction process. The city said that by working together, the governmental units will save money on the road resurfacing. “The townships said they could help us if we provided the materials for our portion of the roadwork,” Mayor Everett Pannier said. “It’s nice to work together and save some money.” The council also recently approved an intergovernmental agreement with Union Grove Township for police services. That pact gives city police jurisdiction over a 3-mile stretch on Prairie Center and Henry roads. The township has police presence. County Sheriff Kelly Wilhelmi had to sign off on the agreement. City Police Chief Brian Melton will determine the frequency of the patrols, as resources permit. The township will pay the city $1,000 at the for its services. “It’s just outside the city

Superintendent of Public Works John Lindeman said the initial plan is to incorporate most of Main Street, plus the existing TIF district, onto Bowen Street, and extend all the way out to the hotel area south of town. He said that there is a potential buyer of the Radke Hotel, which could mean an associated “major investment in the downtown area,” making it advantageous to have a TIF in place to capture the assumed increase in property value that would occur. McCombie said the new TIF and the Whiteside County Enterprise Zone will help Savanna be a consideration for investors. “Our (property) values are so low now, they can only go up. So if we want to bring development and improvement to our area and increase our tax base, now is the time to do it,” she said.
McCombie said the West Carroll School District and other taxing bodies would be approached, “because we want them to be partners.” When Alderman John Peterson asked who would oversee the rules and stipulations of the TIF, McCombie said there would likely be either an oversight committee or a combination of other committees, and the council would have to pass any recommendations. Alderman Jeff Griswold asked about the potential to lose money with the TIF district, and Pepin said developers would get paid only if there was money in the allocation fund. City Attorney Phil Jensen said he most favored “backloaded” TIFs, in which the developer must meet established stipulations to get funds, rather than “getting money up front.”

• Finance Committee Chairman Bill Robinson said that the wastewater treatment package bids went out Feb. 4, with bid opening set for March 22. • The committee recommended spending $2,000 for activation fees of two police computers, at $1,000 apiece, plus a fee of $46 per month per computer. • Robinson said the committee also recommended and approved $5,122 to Fischer Excavating for the already-completed leveling of the filter at the future wastewater treatment plant; and $10,000 for engineering on the Wacker Road project, to MSA Engineering. • Mayor Tony McCombie said that during Consolidated Barge and Grain’s renovation of the old city hall building on Main Street, it ran into additional electrical issues, including open and exposed wires, outlet boxes placed on top of other outlet boxes, and other problems. As a result, repair costs zoomed up to about $7,000. • Sharon Pepin of Community Funding and Planning Services said her firm had resubmitted its grant application to the EDA for the city’s Wacker Road project, for $1.3 million, and that she hoped to hear something “very soon.” Fifty percent of the road component of this project is being paid for by an IDOT grant, which her company has already secured for the city. • Police Chief Michael Moon said that citizens were still adjusting to the new stop signs at Third and Washington streets and Fourth and Washington streets; his department has issued more than 50 warnings in that area so far.

MORRISON – The city is working to sell some extra land near the site of its new wastewater treatment plant, and hoping to create a few jobs in the process. The City Council passed a resolution Feb. 8 allowing the mayor and city administrator to negotiate the sale of an approximately 2-acre lot in what is a frontage area near the new plant site on state Route 78. The city already has sold another lot it didn't need at the site, that one with a house included. While the land sale negotiations might have been an implied duty of the city

Jo-Carroll Depot LRA approves By TONY CARTON For Prairie Advocate SAVANNA – The Jo-Carroll Depot Local Redevelopment Authority contract with Jeanblanc International at its February regular meeting. The 10-year contract would still allow the pumping of a minimum of 43 million gallons of water from the Cambrian-Ordovician aquifer system. The LRA issued a fact sheet for reference in response to requests for factual information to clarify questions concerning the contract. The fact sheet shows a January 2016 request from JBI to approve that includes language requiring an aquifer study to be performed prior to permission for extraction of water. JBI does not want to have to pay for an aquifer study if the business model doesn’t come together. The fact sheet also provided information from a
1999 Savanna Army Depot Environmental Baseline Survey. According to that study, the main water supply for SVDA is derived from the Cambrian-Ordovician aquifer, which occurs at a depth of approximately 340 to 1,400 feet below sea level. From 1971 to 1980, an average of 103 million gallons per day was pumped from the CambrianOrdovician aquifer in northwest Illinois. The volume has increased every decade by an average of 15.9 million gallons per day. For phase one of its project, JBI is requesting 43 million gallons per month, or 1.433 million gallons per day; and for phase two, up to 100 million gallons per month, or 3.33 million gallons per day. Correspondence from the IEPA in 2000 shows the total well capacity of the four wells in operation at SVDA at 3,026,100 gallons per day, or 90,783,000 million gallons per month.
If successful, the JBI phase one will consume nearly half the available water at the former depot and, should it succeed, will require more than the capacity of the wells in its phase two. However, by the agreement, JBI will secure an engagement letter from the Illinois Water Survey to study the aquifer and surroundings to determine the impact of extraction of 43 to 100 million gallons of water monthly over a 10-year period. Illinois Water Survey will issue a report that states whether the aquifer can handle the impact and, if not, what volume it can handle. The report will also include the impact extraction will have on the water supply in the surrounding wells and communities.

MOUNT CARROLL – Illinois may be faced with a busted budget and a backlog of bills, but the state’s still ready, willing – and able – to help its farmers. Just ask the state’s chief investor. State Treasurer Michael Frerichs and his staff came to town Feb. 9 to share details about improvements made to the state’s Ag Invest program and presented other ways to help Illinois farmers succeed. “When I came into the ‘What can we do to help agriculture?’ What I found was the Ag Invest program,” Frerichs told the economic development and insurance representatives at the roundtable discussion, hosted by the Carroll County Farm Bureau. A former state senator, Frerichs served on the Agriculture and Conservation committee, and eventually was named

Ag Invest, started in to help enhance Illinois agribusiness, which is the largest industry in the state and employs one in four people directly or indirectly, he said. As treasurer, Frerichs is the state’s chief investment managing $25 billion – $13
billion in state funds, $5 billion in municipal funds, and $7 billion in college savings funds. “People ask me what I do all day, since the state has no money. I tell them that although our General Revenue fund is short of funds and a backlog of bills — and without a budget passed a lot of spending can’t happen anyway — there are over 700 different
state funds that have fund balances. There is money to invest. And one of the best investments we can make is in agriculture.” Frerichs was surprised at the small number of loans the department was making about the ag community, he saw a need to improve the program. Rebecca Huston, Ag

Kindergarten screenings to be held at Northside MORRISON — The Morrison School District is sponsoring a developmental screening for those who will be eligible to attend kindergarten during the 2016-2017 Sept. 1, 2016. Community Kindergarten Screenings will be held at Northside School from 1 to 3 p.m.
on Thursday, Feb. 25; and from 8 a.m. to 3 p.m. on Thursday, March 10. Screenings are free of charge, but parents are asked to schedule an appointment for their child by Friday, Feb. 19, by contacting Northside Elementary School at 815-772-2153. “As technology changed, and people’s diets changed, and the focus on agriculture changed, we needed to change and update the program. It costs more to do business today,” Frerichs said. “One of the changes that involve both the annual and long-term loan programs was to increase the amounts that can be borrowed,” Huston said. Previously, the annual loan cap was $300,000 for a farmer, or $600,000 for a farm operation; these caps have been increased to $400,000 and $800,000 respectively. Long-term
loans also were increased tom $200,000 to $300,000. Huston found there were concerns from the banks about their allowable interest rate spread, since they were dealing with some farm operations that were a higher credit risk, so the allowable rate was increased from 3.5 percent to 3.75 percent. ERIE REGIONAL Feb. 8 Sterling Newman 55, Polo 37 Feb. 10 Erie 52, Sterling Newman 40 Eastland 49, Milledgeville 44: All season long, RaeAnna Stover didn’t know what her shooting percentage was. Eastland coach Nicole Brinker wouldn’t let her look at the stats. That was, until practice on Feb. 6. Putting numbers together motivated Stover to step up and see her shot, as she was in a scoring slump as of late. When minute of the Cougars’ 1A Erie Milledgeville, Stover hit a big 3-point shot from the right wing to block a scintillating Missiles comeback in a 49-44 win. Eastland led 33-15 at halftime, but saw that lead evaporate over the course of the second half. Clinging to a one-point lead, Stover was in perfect position with about a minute left and hit her second 3 of the game to put the Cougars ahead 45-41. “Looking back at some of my other games this season, I shot quite a bit, especially on our home court,” Stover said. “I was putting up some points, and then in the past few games, I haven’t been knocking them down.” After seeing the Cougars score Missiles defense held that same corps to just two points in the third quarter, while Milledgeville scored 14 points of its own. Doubler led the Cougars with 16 points, while Mackenzie Fink registered a double-double of 14 points and 10 rebounds. Aude led the Missiles with 14 points. – Cody Cutter, Sauk Valley Media

At crunch time, the Cardinals did just that, and it led to a magical moment for a program thirsting for 3 decades. came back and tied the score at 40-40 when Bubby Doubler banked in a 3-point basket with 26.3 seconds to go in the fourth quarter. The Cougars called timeout, and with 9.6 seconds to go, Schroeder called a timeout to set up the last play. Designed to get the ball to Cobert near the basket, it worked to a tee. Cobert inbounded the ball to Whitney Bramm, who dribbled to the top of the key and then passed the ball to Emily Cox on the wing. Cobert, meanwhile, had headed to the basket and waited for a lob pass from Cox. It arrived with a little more than a second on the clock. Cobert caught it cleanly, maneuvered to her left,

Doubler said, “but coming out of the locker room, one of my teammates said, ‘Bub, come on, get your head in this.
