Thomson citizens say ‘no’ to building offer Opposition voiced during town hall event
Trager responds Thomson Village President Vicky Trager responded to the events of the meeting via email. “I was pleased that the town hall meeting was fairly well attended, but would have liked to have seen and heard from more parents of schoolaged children. Those attending asked many good questions. The Thomson board worked hard to research the issues, and I hope we were able to answer their questions satisfactorily. “The majority of those attending expressed regret at the closing of the Thomson school, and were very hopeful that the village could obtain it for community use. However, the cost of maintaining, repairing, and managing
By MICHAEL MILLER For Prairie Advocate THOMSON – About 50 citizens attending a town hall meeting Jan. 13 at the West Carroll Intermediate School building in Thomson literally “voted with their feet” on a proposal from the West Carroll school board to offer the building to the village for $100,000. Village President Vicky Trager put three questions to those in attendance that night, in response to the offer from West Carroll. First, Trager asked if the Village should walk away from the offer, and to stand if they were in agreement. Nearly the entire audience rose. The second question was, “Should the village make a counteroffer to the board?”, where only
the vast majority stood in agreement. The Board of Education has agreed to separate this parcel of land out and has said that regardless of the decision on the building, is willing to cede this property to the village for a small nominal price. Many citizens seemed frustrated by the need to pay anything for the building. “Why should we have to pay for a building we already paid for?” asked Gene Marken. “We paid for this building, we paid for those ball parks, and now we’re paying off Mount Carroll’s debt, too. . .” When asked what the plans were for the ballpark if the village decided not to take it over, Trager said the parcel would become part of the

A third question, whether the village should enter into an intergovernmental agreement with the school district to acquire the small baseball diamond and play area adjacent to the property, for the cost of the survey, estimated at $2,000, the audience was much more receptive, and
a property the size of WCIS ultimately proved to be the deciding factor in the majority vote of the informal straw poll to decline the BOE’s offer. “The next regular meeting of the Village of Thomson Board of Trustees will be Feb. 8. At that time, the board will vote whether to accept the Board of Education’s offer to purchase the WCIS building, and to proceed with an Intergovernmental Agreement to take ownership of the third ball diamond and play area. Norman “Pete” D. Feltmeyer
LANARK — Norman “Pete” D. Feltmeyer, 86, of Lanark, passed away at FHN Hospital in Freeport, on Friday, Jan. 15, 2016. Pete was born May 30, 1929, in Freeport, the son of George and Hermena (Bantli) Feltmeyer. He attended Mt. Juliette Country School in Stockton, and graduated from Stockton High School with the Class of 1948. Pete operated the Lanark Gulf Gas Station, worked as service manager for Warner’s Farm Service in Lanark, and later drove trucks for Rogers Ready Mix in Lanark, then Fischer Excavating, until retiring in 2004. On July 1, 1955, Pete married the love of his life, Lorraine Kant, at Warren Methodist Church in Warren. They celebrated 60 years of marriage. Pete was a member of Plum River Masonic Lodge 544 in Stockton, where he was a 32nd Degree Mason, Lanark Volunteer Fire Department, Lanark City Council alderman, and Lanark United Methodist Church. He enjoyed dancing when he was young, woodworking, going to the river on weekends to camp with friends, and spending time on his houseboat that he built with his brother-in-law, Bud Kant. Most of all, Pete was most noted for never missing any of his grandchildren’s sports or music events at Eastland. Pete especially enjoyed spending time these last 2 years with two new greatgrandchildren, Benton and Ryan. Pete will be dearly missed by his loving wife of 60 years, Lorraine; son Mike (Darcie) Feltmeyer of Lanark; three grandchildren, Jordan (Cindy) Feltmeyer of Lanark, Caleb (Amanda) Feltmeyer of Winnebago,
granddogs. Pete was preceded in death by his parents, a sister, Marie Radford, brothers, Hernando (Ozzie), Allen, Nolan, Paul and Herman Feltmeyer; brothers-in law, Lowell “Bud” Kant, Jack Radford, Leo Kant, Harold Carlson, Melvin Heidenreich, sisters-in-law Lucille Feltmeyer, Marge Heidenreich, Mildred Carlson, Virginia Murphy, nephews, Jimmy Feltmeyer, Bob Feltmeyer, Neil Heidenreich, Rodney Heidenreich, and great niece, Jessica McPeek. A funeral service will be at 10:30 a.m., Saturday, Jan. 23, at Lanark United Methodist Church in Lanark, with the Rev. Jarrod Severing place in Lanark Cemetery in Lanark. Visitation will be from 4 to 7:30 p.m., Friday, Jan. 22, at Lanark United Methodist Church, with a masonic service at 3:30 p.m. prior to visitation. Memorials may be given to the Lanark Volunteer Fire Department, Honor Flight, and Lanark United Methodist Church.

MOUNT CARROLL — Shirley A. (Barrett) Kromer, 83, of Mount Carroll, passed away Sunday, Jan. 10, 2016, at Big Meadows Nursing Home in Savanna. She was born March 24, 1932, the daughter of Earnest and Helen (Shoulders) Barrett in Lawrenceville. She married Jack P. Kromer on June 17, 1950. Hartig Drug opens 20th outlet By MICHAEL MILLER For Prairie Advocate SAVANNA — Hartig Drug opened its new outlet in Savanna on Jan. 4, at the site of the former Times Video/Radio Shack at 218 Chicago Ave. Hartig Marketing Director Jennifer Montgomery said this would be a “soft openopening to follow. She said that “not a whole lot will change on the pharmacy end” of the store, with current Stout’s Drug owner Bruce Stout becoming the Hartig pharmacist. A front end will be added to the store which will include items like giftware and Hallmark cards.

MORRISON – Green acres on the city’s southwest side used to be the place to be for residents’ recreation needs, but changing times and Mother Nature have conspired to relegate a piece of the community’s history to a place where fewer people are strolling through the park. The demolition of the old plant is part of the impetus for a new land-use plan for the area. “Once the old plant is gone, it will greatly improve the recreational experience

MORRISON – The city ment agreement needed to build its new wastewater treatment plant. The Morrison City Council on Monday approved a resolution with local farmer Hugh Nelson, the last of 10 easements needed to install the necessary sanitary sewer and force main piping system upgrades. Some of the agreements have been with private landowners, while others have been with organizations that include the Morrison school district and the Whiteside County Fair Board. The fairgrounds, at 201 W. Winproject site. “We’ve been working our way through this process the last couple of years, and this was the last one,” City Administrator Barry Dykhuizen said. Because it is a new building at a new site, the piping must be connected with the existing system. The force Broadcast Schedule 2016
main must go under some of the Nelson farmland in order to link it with the new treatment plant. Nelson’s easement protects not only the condition of his land, but the livestock on his property. Some of the piping will be made larger in an effort to increase the facility’s capacity. “This will enable the new plant to handle more water in heavy rain,” Dykhuizen said. Some of the easements are permanent, while others are temporary to accommodate the presence of large machinery during the construction process. Construction started last month thanks to unseasonably mild weather conditions. Ground was broken Dec. 10 at the plant site on the west side of state Route 78. “Leander [Construction] is on-site now, and they will be doing as much work as possible through the winter, weather permitting,” Dykhuizen said. If forecasts hold to form, much of the grading and earth-moving work can be

done now. Bids will be put out in March for the second phase of the project, which is primarily the lift station work. The city will take out a loan from the Environmental Protection Agency for the nearly $20 million project. The loan is for 20 years at an interest rate of 1.86 percent. The city is still waiting for the EPA to complete its new lending guidelines, which could open the door to some savings. The result of those efforts could have a big impact on future water and sewer rate hikes for residents. “We are supposed to check in with the EPA in mid-March, and if all of the rules pass as advertised, cant difference in bills,” Dykhuizen said. The city will try to take advantage of a proposed hardship rule that offers a reduction in principal for factors including unemployment rates and median income. It’s a rule that been talking about, too.

Montgomery said that Hartig also offers a “wide range of giftware,” and an “extensive line of nature made vitamins as well as at-home care products to assist people who are either recovering from procedures or just need something to make their lives easier.”
Hartig President Keith Bibelhausen visited the store on Jan. 6. He said that Stout’s Pharmacy owner Bruce Stout had contacted him about ten years ago, and was looking at an “exit strategy.” Bibelhausen said that during this time frame, he had learned about Savanna, and found that it’s size was a “sweet spot” for Hartig. He noted that keeping everything local was a “hallmark of success” and that Hartig’s people would be involved in churches and Bibelhausen expressed his strong appreciation for the efforts of Mayor Tony
McCombie, who “has been very cooperative,” and who “went out of her way” to be helpful. Hartig will be leasing the building from owner Dennis Bowman, who recently closed shop on his Radio Shack/Time Video business. Bibelhausen said the grand opening will likely take place in late winter or early spring. He said that he had a “great crew” in the Hartig employees, all of which transferred over from Stout’s Pharmacy. The store will be open from 9 a.m. to 6 p.m., Monday to Friday, and from 9 a.m. to 1 p.m. on Saturdays.

She added that if the village should end up leasing it to a governmental body, the village would lose tax exempt status for that property. “There’s no way that the village could take over the building on its own,” she added. “We would have to itself,” adding that she felt it was essential that the community get use of out the building if it were to acquire it. Trager said that she had spoken with people who might be interested in the building, but that the village “was not in the real estate business.” If the village were to end up selling the building, she noted that there were associated costs including appraisal, survey, and putting it out for bid. added, would not be able to accept a bid less than 85 percent of its appraised value. Taking on the building would require at least two-part time workers in order to maintain it, Trager said. She added that if the Thomson prison became fully the prisoners could be counted as part of the village population, which would garner the village $350,000 in general fund taxes. Grants were another funding option, she said, but reminded everyone that grants are not free, that there are associated costs and that grants would help with repairs, not with operating costs. She said her opinion was if the village was just going to “mothball” the building, they should not purchase it. Bristol asked about the auction process, and what would occur should the village turn down the offer. She asked whether the closing
for the building would be by June 1, and Trager said this was “not a hard target,” according to what the school board had told her. West Carroll Board President Mike Highland agreed, saying if the village turned down the offer, the building would either go out for sealed bids or the board could have an auction. He said that he and Edwards had intended to give the building to the village, but that convincing other board members to do this was “like pounding your head against a wall.” He reassured the audience that there were no plans to gut the building, and that usable items for the district would be taken, while items they could not use would be trashed. Nancy Whitney advised caution when proceeding with the purchase. She said the building could likely be a “money pit.” “The school board thinks

it’s not worth it, but we’re going to give it to another taxing body that has no way to do repairs, with few people and no pocket money,” she said. She advised letting the school board “put the albatross around its neck.” These actions will be taken into consideration by the Thomson Village Board on Feb. 8, and presented to the West Carroll board at that body’s meeting on Feb. 17, where the issue will be an agenda item.

In-system treatment plant work done for year City now waits for approval to go out for bids By MICHAEL MILLER For Prairie Advocate SAVANNA – Public Works Superintendent John Lindeman told the Savanna City Council that the work on the in-system portion of the wastewater treatment project was “done with what work’s going to be done on the system this year,” save for some leveling off of the existing site. Now the city is waiting for approval from IEPA and EDA to go out for bids on the wastewater treatment plant,
Lindeman said. Hopes were to get the bids out by Jan. 15, but he’d not heard back from those agencies yet. The bid would be for the original design as the base bid, with an alternate to reuse the wet well at the existing treatment plant instead of building a new lift station on the east side of the railroad tracks, a model which had savings built in, perhaps up to $500,000. The second alternate design would be to alter construction of the treatment plant, whereby the aero mod would be raised above the head works building which would require another lift station to be built at the site. Lindeman said this method

Lindeman said the hopes were that the IEPA loans would be 45 percent forgivable, but that there was no guarantee for this. Council also approved a request for funds from the Finance Committee for $76,099.16, representing Draw #4 for the IEPA loan for the In System Sewer Project, with $20,014.20 allocated for the construction engineering done by MSA Engineering, construction done by Fischer Excavating, for $22,069.50, $5,000 for project man-
agement by Community Funding and Planning Services, and reimbursement to Fischer Excavating for line item overage, in the amount of $29,015.46. Mayor Tony McCombie said that the city had come to an agreement with Kramer North America for its requested use of portions of Marquette Park to facilitate the construction of the Savanna/Sabula bridge, whereby Kraemer would pay the city $5,000 for this access.
