New Putnam County clerk and recorder selected
HENNEPIN — Putnam County Clerk Dan Kuhn has announced his retirement at the end of June. Deputy Clerk Tina Dolder will take over his role the following day as the new county clerk and recorder. In her new role, Dolder will be responsible for property tax extension, vital records, voter registration, county board minutes, election authority for the county, registry of notary commissions, assumed business names and all land records in the county. Despite an intimidating list of duties, Dolder is confident in a smooth transition into her new role, having worked closely with Kuhn over the last year. “I am very familiar with the Putnam County Courthouse as I started part-time in May 2014 in probation, landed a full-time position in the circuit clerk’s office in July 2016,” Dolder said. She took a volunteer layoff in June
2019, but then Kuhn called her in December of last year to ask if she’d come back and help out the county clerk and recorder’s office through the election. She then continued to work parttime in the county clerk’s office preparing for Kuhn’s retirement. “Everyday I feel something new comes up and I continue to learn,” Dolder said. Dolder is also no stranger to community service, having filled many volunteer roles throughout Putnam County communities. Since 2012, Dolder has been a Granville Village trustee, she’s spent many years coaching softball, been a Rotary member and has served as Rotary president. She’s also a member of Community Partners Against Substance Abuse (CPASA), and spent several years of being a den leader for Cub Scouts. “I have enjoyed serving my community,” Dolder said. “I truly believe
it is important to be involved in your community. So when Dan wanted to retire I felt that this was my next step to continue to serve. “I look forward to working with the public and meeting the needs of the individuals that walk in the Putnam County Clerk’s Office. I will strive to have great communication with the public, PC board, and all other county officials and offices. I am sure there will be several challenges along the way learning new things as I go. However, I am confident that between myself, the County Board and other officials this will be a seamless transition.” “I would like for the community to know that everyday is a new day,” she continued. “Come in to the office, ask questions and I will be glad to help you, if I don’t know the answer right away I will figure it out and get back to you. I will do my best to communicate with all of our residents, townships and all other taxing enti-

RANDALL “RANDY” JOSEPH MASSINO Born: June 3, 1967; Spring Valley, IL Died: June 22, 2021; Barron, WI SPRING VALLEY — Randall “Randy” Joseph Massino, 54, of Birchwood, Wisconsin, and Hennepin, Illinois, passed away on Tuesday, June 22, 2021, in Barron, Wisconsin. Mass of Christian Burial will be at 1:00 p.m. on Monday, June 28, 2021, at Saint Patrick’s Catholic Church in Hennepin. Father Patrick DeMeulemeester will officiate. Cremation rites have been accorded. Visitation will be from 10:00 a.m. to 1:00 p.m. on Monday, June 28, 2021, at Saint Patrick’s Catholic Church in Hennepin. Dysart-Cofoid Funeral Chapel will be assisting the family with the arrangements. Randy was born on June 3, 1967, in Spring Valley to Joseph and Johanna (DiGiacinto) Massino. He was married to Cynthia Garcia on October 3, 1992, at Saint Patrick’s Church in Hennepin, Illinois. Randy graduated from Putnam County High School in 1985, and continued his education at Rockford College where he received his Bachelor’s Degree in Business. Randy played baseball, where he was awarded male athlete of the year. His team was first team all conference. Randy started with his company, Amentum, as Director of Operations in 2006, and went

on to retire as the Vice President of Business Development in 2019. Randy enjoyed the outdoors. He spent his last years of life at his cabin in Birchwood, WI, doing the activities he loved. Hunting, fishing and boating, to name a few. Randy enjoyed spending time with his loving family; wife, Cindy, and daughter, Julia. Randy and Cindy spent their lives raising Julia in Hennepin, IL, before moving full-time to Birchwood, WI. Just before Randy’s passing, he was able to see Julia marry Derek Yuhas at Saint Patrick’s Church in Hennepin. Survivors include his wife, Cynthia Massino of Birchwood, Wisconsin; daughter, Julia (Derek) Yuhas of Hennepin; brother, Greg (Pam) Massino of South Beloit, Illinois; and nieces and nephew, Mallory, Melissa and Mitchell Massino. He was preceded in death by his mother and father, Joe and Johanna Massino. PRINCETON — Festival 56 is celebrating its mission of providing no-barrier access to professional theatre by offering another free Shakespearean production to the greater Princeton community. This year’s production will be the timeless tragedy of “Romeo & Juliet.” The Capulets and the Montagues are two warring families, but that doesn’t stop Juliet and Romeo from falling in love. This play is a cornerstone of Western theatre, and
it’s easy to see why: it has romance, it has combat, it has death, it has music, it has jokes — it has everything! As an added twist, this production of “Romeo & Juliet” will be produced with only six cast members playing all of the many characters throughout the play. “Romeo & Juliet” will run from July 2-24 and is free to the public. Spring Valley, Oglesby, 7 other local fire departments receive small equipment grant
The Office of the Illinois State Fire Marshal announced Thursday the recipients of the 2021 Small Equipment Grant Program, including nine fire departments from LaSalle, Bureau, Putnam, Marshall and Kendall counties. The Spring Valley Fire Department was among the recipients. The department will receive $19,950 to buy new air bottles for outdated air packs. Other departments receiving money include the Oglesby Fire Department ($21,995), Sheridan Community Fire Protection District ($26,000), Tonica Volunteer Fire Department ($25,528), Seneca Fire Protection and Ambulance District ($2,500), Mineral-Gold Fire Protection District ($24,627), Neponset Fire Protection District ($21,760), Newark Fire Protection District ($26,000) and Lacon-Sparland Fire Protection District ($25,820). A total of $3.3 million was awarded to 149 fire departments/districts and EMS providers across the state. The OSFM received 448 applications, requesting around $10.5 million in
funding for this grant period. “First responders put their lives on the line every single day to do the critical work of protecting Illinois’ communities. I am pleased to award $3.3 million in small equipment grants to 149 fire departments and EMS providers throughout the state, providing critical funding that will enable the purchase of new firefighting and ambulance equipment,” said Gov. JB Pritzker. “On behalf of all Illinois residents, I would like to extend my heartfelt gratitude to first responders for the work they do and their ongoing efforts to maintain the safety of our families and communities.” The Small Equipment Grant Program was established to provide grants of up to $26,000 each for the purchase of small firefighting and ambulance equipment. This program is an innovative approach to a problem that has long caused difficulties for the fire departments and not-for profit ambulance services in Illinois, particularly those that have hardships in generating the necessary revenue for small

Through the generosity of local donors, the Starved Rock Country Community Foundation awarded nine scholarships in 2021. The Rising Star Scholarship was awarded to Brandon Applebee of Seneca who will be attending Illinois State University in the fall with a major in special education. The Rising Star Scholarship was established by a generous donor, Ethel McConnell, who cherished her career as an elementary education teacher for many years throughout La Salle County. McConnell looks forward to meeting Applebee to present this award. Ethel McConnell also established the MAC-AERO Scholarship for Aeronautics and Aviation. This year the scholarship was awarded to Mark J. Parlier of Spring Valley. Parlier will be attending the University of Illinois and majoring in aerospace engineering with a minor in electrical and computer engineering. McConnell looks forward to presenting this award to
Parlier in honor of her late beloved husband, Ed, a World War II veteran, engineer and proud owner of MacAero, a business in Seneca where he rebuilt and repaired light airplanes. The Carol and Dick Janko Scholarship for Promising Entrepreneurs was created specifically for students who can demonstrate recent studies or work-related activities focused on entrepreneurship. Scholarships were presented to Megan Brooker from Granville who is currently attending the University of Illinois to pursue a degree in industrial/organizational psychology; Evan Hardy of LaSalle to continue his studies at Illinois Valley Community College working on a degree in business; Grace McCormick of Peru who will be graduating from IVCC and attending the University of Illinois majoring in community and organizational leadership; and Amber Vroman, who is graduating from Seneca High School and plans to attend Central College in Pella, Iowa, to study
psychology/sports psychology and education. The SRCCF is planning an awards reception with Dick Janko to honor present and past winners of the Entrepreneurial Scholarship. Marquette Academy awarded the Tom Tillman Trophy to Lucas Hoffman of Ottawa who will receive the Thomas “Tucker” Tillman Scholarship from SRCCF. The scholarship, established by Shalanda Rabadan, Tucker’s niece, is bestowed upon the Marquette Academy award recipient who best demonstrates charisma, leadership and both academic and athletic excellence. Lucas will attend North Central College and major in business. The SRCCF announced two new scholarships in 2021. The Pie It Forward Scholarship for Inclusion, established through the SRCCF by the Tangled Roots Brewing Company, required applicants to demonstrate through their studies or related experience how they can posi-

ILLINOIS AND MICHIGAN CANAL TOWPATH

dbarichello@shawmedia.com Bicyclists made their way across the mostly repaired washout area Tuesday of the Illinois and Michigan Canal towpath. This portion of the towpath was washed out eight years ago in a record flood, preventing travelers from traveling the path between Ottawa and Utica. Workers for D Construction began restoring the towpath at Higbee Run, east of Utica, about a month ago. That was one of two spots on the towpath washed out in April 2013 by a record flood. The other washout, located near Split Rock, was fixed years ago. Work is ahead of schedule and near completion. The entire bridge culvert is in place and functional, allowing for safe travels. Though springtime floods have been an issue in recent years along the Illinois and Fox rivers, the 2013 flood was especially problematic. News reports at the time indicated flood damage up and down the 96-mile trail, with five trail breaks between Seneca and Morris and the Nettle Creek aqueduct in Morris totally destroyed. The damaged sections between Utica and Ottawa were especially problematic because the state parks began enjoying years of record attendance and, correspondingly, more traffic. The washouts prevented cyclists from visiting Utica and the parks and the LaSalle County Historical Society, for one, is eager to see the historic sites and natural resources fully reopened to cyclists and pedestrians. If successful, Utica and Ottawa officials have said they would use stimulus funds to provide upkeep on the towpath and invite other communities to provide maintenance for their portions of the canal.

The Illinois and Michigan Canal trail between Lock 6 and Lock 7 closed June 21 within Channahon State Park as work began on a rehabilitation and improvement project at the DuPage River Spillway at the park. The trail will be closed in the spillway project

The project, managed by the Illinois Capital Development Board, will include adding an additional bay to the spillway/dam, repairs to the
feeder gate, raising of the saddle dam, removal of trees from the levee and saddle dam, and planting of new trees at the site. The long-needed spillway improvement project is a result of investments
in Illinois infrastructure and revitalizing local economies. It is expected the project will be completed in late 2021 or early 2022, and the I&M Canal trail at that location will be reopened at that time.
An excavator works the site of the canal washout area about three miles east of Utica on Tuesday. A new culvert and bridge has been built and construction is expected to last about four more weeks.
