Bridge facelift

Reconstruction work continues on the two eastbound lanes of the Interstate 180 bridge over the Illinois River that links Putnam County and Bureau County. The bridge, built in 1968, will get a new deck. Civil Constructors Inc. of Freeport is the contractor for the $25 million project, which will extend into 2021 when the westbound lanes are rebuilt. Painting of the bridge will take place in 2022.

Take 2 for tax bills in Putnam County
Error made in first bills; new ones coming BY KIM SHUTE Shaw Media HENNEPIN — Putnam County residents, except those in Senachwine Township, will be receiving a second, corrected tax bill in the mail. Putnam County Clerk Dan Kuhn
released a statement that an error was found on the intial tax bills mailed last week. In that statement, Kuhn says the error is due to a miscommunication during the levy process between the Putnam County School District and the Putnam County Clerk’s Office. Those who have received the intial bills can disregard them. Anyone who has already paid their bills will receive a refund for the difference.
To the property tax payers in Putnam County: There has been an error made on the Putnam County tax bills. The error will be rectified and new property tax bills will be mailed to each property owner, with the exception of Senachwine Township. Taxpayers that have already paid their taxes in full will be issued a refund for the difference. During the levy process, there was a miscommunication between the Putnam County School District and the County Clerk’s office. We will work through this process together. Fourth of July event canceled due to coronavirus BY KIM SHUTE Shaw Media HENNEPIN — Hennepin’s annual Independence Day fireworks are known far and wide, but this year
they’re not happening. The Hennepin Fourth of July Committee and local health officials released a statement that, after a vote, they decided to cancel the event “in the best interests of community health and safety.” The release also noted that due to large crowds, the committee believes it would be unsafe to hold the event during the coronavirus pandemic. There are no plans to reschedule the event later this year. Many other local communities
also are grappling with the issue whether to cancel summer events. Spring Valley Mayor Walt Marini said at the city council’s last meeting that officials in his city contemplated doing fireworks because of Hennepin’s anticipated cancellation. They went as far as to float the idea by Hall High School board to potentially use the football field for a fireworks ceremony, but in the end decided for the safety of residents not to go forward with the idea.

Students, staff win praise for weathering difficulties
OGLESBY — Students and employees of Illinois Valley Community College won praise from IVCC President Jerry Corcoran for weathering two major disruptions. Corcoran, speaking at the May 18 IVCC Board of Trustees meeting, spoke of the impact of the coronavirus pandemic and an April 24 cyber-attack on the college’s computer system. “I’m happy with the way the college’s faculty, staff and students have handled probably one of the most trying times in IVCC’s history beginning with the coronavirus — which led to Gov. Pritzker closing campuses and moving instruction online — followed by a cyber-attack on our servers. Faculty and staff did everything they could to serve students in new and different ways.” Following closed session, the board approved a master services agreement with Rehmann Technology Solutions, the firm helping IVCC restore its servers. Despite the interruptions, Corcoran is confident enrollments will stabilize. “Prior to these developments, we were on track to meet midterm budgeted credit hours and revenues, and I remain optimistic our early assumptions for fiscal 2021 credit hours should remain unchanged. “Community colleges have an excellent reputation for preparing students to enter the workforce or move on to a university. Although I love my alma mater in Champaign, the credit-hour cost-difference
between online instruction at IVCC versus the U of I, ISU or NIU is seismic,” he said. “Students and parents should be wary of the possibility of starting at a four-year institution in the fall, only to be told to stay home and learn online for the full cost of tuition.” Corcoran further noted, despite staggering unemployment rates, “This is a time community colleges excel in workforce training. We experienced record enrollments following the 2007-08 recession, and I believe we have the opportunity to turn a negative into a positive again.” In other action, the board approved the hiring of economics instructor Rick Pretzsch, formerly associate professor of economics at Temple College in Temple, Texas. He earned bachelor’s and master’s degrees in economics from Roosevelt University in Chicago and a law degree from John Marshall Law School. Trustees also approved the hiring of electronics and electricity instructor Charles Raimondi to fill the vacancy created by the retirement of Jim Gibson. Raimondi taught electronics and industrial automation at Kishwaukee College and earned his master’s in manufacturing engineering from Western Illinois University.
The board also approved:
• Revisions to seven policies involving employment at-will, discipline, classification of employees, cannabis, medical leave/termina-
tion, certification of health, and drug-free work campus. • A three-year lease extension with the city of Ottawa for use of the Ottawa Center at 321 W. Main St. for $115,000 a year. Ottawa Center offers general education courses, the CNA program, enrollment services, Adult Education and Continuing Education courses and Transfer Academy classes for high school upperclassmen.

• The college website will be hosted by OmniUpdate, the platform the new site was built on. The move will reduce the likelihood of the site being down due to a power outage or data breach. • In his report, Corcoran began by thanking 2019-20 student trustee Matthew Klein for producing the
May 16 virtual commencement. “When it became apparent we needed a back-up plan for our traditional commencement, it was comforting to know Matthew was ready to step up and work closely with Aseret Loveland, Crystal Credi, Mark Grzybowski and Quintin Overocker to create something that made everyone proud. (The event can be viewed at www.ivcc.edu.) • IVCC nursing faculty and staff produced a “heartfelt” YouTube video tribute to this year’s nursing graduates, Corcoran said. (That video is also available at the website.) • Corcoran closed by crediting IT staff for working “awfully hard behind the scenes the past few weeks” on critically important server issues.

BY ALI BRABOY Shaw Media OGLESBY — Illinois Valley Community College’s board of education gave its stamp of approval for a cannabis production certificate program it hopes will launch this fall. Following IVCC board approval on May 18, the certificate now heads to the Illinois Community College Board for approval, said Bonnie Campbell, IVCC Associate Vice President for Academic Affairs. She said IVCC is hopeful students will be able to start enrolling in the fall, but there is no guarantee until the ICCB approves the certificate. Four of the courses in the proposed certificate are already in IVCC’s agronomy program. If the certificate is approved, it would be possible for someone to finish the certificate within two semesters. Completion of the 13-hour certificate would prepare students for an entry level position in the growing cannabis industry, the college’s board book says.

She was an engineer at the Aurora Cord and Cable Company for 27 years. Survivors include two daughters, Melody Stuebinger of Montgomery, IL and Angela Tyszka of Granville; two brothers, Ralph Leslie Gill of North Carolina and Layton Junior Gill of North Carolina; four grandchildren, Jacob E. Cronsell, Thomas H. Giese, Robin M. Hughes and Rebecca L. Giese; and three great-grandchildren, Lincoln James Mavis, Sophia Jacqueline Cronsell and Asher Cronsell. She was preceded in death by her parents; her beautiful daughter, Michelle “Shelly”; two brothers, Billy Dean Gill and Sunshine Gill; and one sister, Bessie Irene Gill. Calvert-Johnson Memorial Home in Henry is in charge of arrangements. John A. Miller was born in Spring Valley, Illinois, on November 17, 1947, a son to Harry A. and Esther Marie Johnson Miller. John worked most of his life for the Tonica nursery. He really enjoyed working with trees and plants. He was a member of Community United Methodist Church in LaMoille, with a special thanks to Pastor David Jungnickel. Surviving are his children, Jessica Miller (Linda Swartz) of Magnolia, Michael Miller of Minnesota, Johnny Miller of Illinois and James Miller of Iowa; grandsons, Josh and Brian Miller of Minnesota; brother, Robert E. Single-vehicle crash On May 10 at 9:48 p.m., the Putnam County Sheriff’s Office responded to a single-vehicle crash on North Division Extension in Granville Township. The driver, Andrew R. Delafont, 21, of Spring Valley was charged with improper lane usage and failure to reduce speed to avoid an accident. A passenger in the vehicle, Megan R. Zorgdrager, 18, of LaSalle was charged with illegal consumption of alcohol by a minor. Both Delafont and Zorgdrager were transported to St. Margaret’s Hospital by Putnam County EMS. Additional charges may be forthcoming against Delafont pending the results of submitted toxicology samples. Both subjects were released on a notice to appear and given a Putnam County court date.

Two-vehicle crash On May 18 at 11:39 a.m., the Putnam County Sheriff’s Office received a report of a two-vehicle crash on Route 71 at County Highway 1050E in Granville Township. A vehicle driven by Linda J. DeMattia, 66, of Hennepin was attempting to turn left off of Route 71 onto 1050E. A vehicle driven by Robert M. Vargas, 33, of Toluca struck DeMattia’s vehicle as she was turning. Vargas left the scene of the crash and was located a short time later in Hennepin. Vargas was charged with driving suspended, failure to reduce speed to avoid an accident, leaving the scene of an accident with vehicle damage, improper overtaking on the left, and a county ordinance of unlawful possession of cannabis less than 10 grams. GRANVILLE — Each year, the Pletsch Scholarship Committee meets and awards both four-year and two-year college scholarships to graduates of Putnam County Community Unit School District 535 from scholarship funds created pursuant to a charitable trust established by the wills of Adolph and Elmer Pletsch. Typically, the Pletsch Scholarship award recipients are honored at an awards banquet at Putnam County Community Unit School District 535. However, due to the COVID-19 pandemic, Putnam County Community Unit School District 535 will not be able to hold its awards banquet this year. The Pletsch Scholarship Committee met and has awarded Pletsch Scholarships to the following individuals: Kennedi Bazydlo (two-year), Molly
