OREGON – The clock is ticking for a 7-foot cigar painted on a downtown mural. City commissioners agreed Tuesday that a letter will be sent to the owners of Bad Ash Cigars, 110 N. Fourth St., informing them in writing of a 7-10 day deadline to paint over the cigar and its smoke plume. In August, the City Council delayed action on a sign variance after the owners said they needed more time to remedy the issue after city officials said the inclusion of the cigar in the mural violated the city’s ordinance for commercial signs. A variance was needed because the 4½-foot wide by 7-foot tall cigar was painted directly onto the mural, transforming the entire mural into a sign exceeding the city’s maximum sign size, City Manager Darin DeHaan said. Commercial signs are not to exceed 50 square feet. DeHaan said the owner’s original rendering for the mural did not include the cigar. The large mural was painted on the front of what once was the Oregon Theater. It features a blossoming tobacco plant with the cigar next to the business’s front door. At the August meeting, Brian Wynn, a co-owner of the business, said the decision

The Oregon Woman’s Club is hosting an afternoon of cards and board games Friday, Oct. 20, at the Rock River Center, 810 S. 10th St., Oregon. No, we have worked with the owners to save the former theater and even provided $190,000 in cash and business incentives.” Wynn said there was a misunderstanding when the cigar was added to the mural and “everyone else in town perceives this as a mural” and only city commissioners saw it as a sign. Commissioner Melanie Cozzi said she reviewed text messages between the city and Wynn’s co-owners and did not see any misunderstanding. “You were told it [the cigar] should not be on there,” she told Wynn at the August meeting. “I didn’t see any misinformation.” Wynn said he and his co-owners would need time to make alterations. The council approved delaying any decision until the Sept. 21 meeting.
On Tuesday, DeHaan asked the council for direction after Wynn told him the delay for a new design was because the artist who painted the mural was out of town on another project. DeHaan said painting over the cigar would have to be completed before cold weather. The sign – as long as it does not exceed 50 square feet – can be attached to the building, but not as part of the mural, DeHaan said. “I told them we need a commitment on when the cigar will be removed,” DeHaan said. “It is my understanding that their new sign will be a replica of the cigar in some way.” Cozzi said the owners were supposed to have submitted a sign design to the council for approval. She also questioned whether the smoke plume coming from the cigar also will be painted over. “That’s an extension of the sign,” she said. After several minutes of discussion about the plume, Mayor Ken Williams said the letter would state both the cigar and plume would have to be painted over within the 7-10 days deadline. “Municipal murals do not have advertising elements on them,” Commissioner Terry Schuster said. “I feel that the city keeps getting pushed back on this.” “We will send them a formal letter saying they have 7-10 days. Then we will have it in writing,” Williams said.

Delay approved for evaluation of Morrison man Jason Endress charged with sexual abuse stemming from incidents at Boy Scout camp By EARLEEN HINTON

OREGON – A former Boy Scout leader accused of sexually abusing a 15-year-old boy in 2004 won’t have to appear in court again until January after his attorney asked for time for her client to be evaluated. Jason L. Endress, 44, of Morrison, is charged with two counts of criminal sexual assault and two counts of aggravated criminal sexual abuse stemming from incidents when he was a director at Camp Lowden, a Boy Scout camp east of Oregon. Endress, a teacher at Clinton High School in Clinton, Iowa, for 22 years, pleaded not guilty and was put on paid administrative leave from his teaching job, Clinton School District Superintendent Gary DeLacy said in August. Defense attorney Cristina Buskohl of Mertes and Mertes in Sterling did not specify what type of evaluation is being done.
A psychosexual evaluation is ordered in most cases in which a person is accused of a sex offense. It is used to determine a defendant’s social and s e x u a l h i s t o r y , Jason L. Endress whether the person has any tendencies to commit acts of sexual misconduct and his or her risk of offending or reoffending. It is not an indication of guilt. Buskohl asked Ogle County Court Judge John Redington for a continuance Oct. 4 and Redington set the next hearing for 1 p.m. Jan. 17. The prosecution did not object. “I am giving you way more time, so I expect you to get the evaluation done,” Redington told Endress. Typically, pretrial conferences or status hearings are held once a month. Endress was arrested June 25 after the Ogle County Sheriff’s Department received a call June 23 from Emily Cross, chief operating officer of the Blackhawk Area Council, who told police the organization’s hotline received a call with the allegations. The council is chartered by the national Boy Scouts of America and is headquartered in Rockford, serving
southwestern Wisconsin and northwestern Illinois. In Illinois, it runs Canyon Camp between Stockton and Apple River and Camp Lowden. During the Aug. 16 preliminary hearing, Ogle County Lt. Brian Ketter testified he contacted the hotline caller, who said he was a camper at Camp Lowden in 2003 and 2004, when Endress, then 25, was a director. The man said he met Endress when he was 14, they “got along very well,” and he returned, again as a camper, in 2004, when their “bond grew closer,” Ketter testified. “He said they had sexual contact several times,” Ketter said, adding the boy also visited Endress’s home in Fulton after the boy got permission from his mother. “Was the sexual contact at Camp Lowden before or after he was at the defendant’s home?” Assistant State’s Attorney Allison Huntley asked. “After the contact at the home,” Ketter said. The boy, now 25, said he and Endress “touched each other” while in the chapel at Camp Lowden, Ketter said. According to court documents, the sexual contact occurred May 24 and Sept. 6, 2004. Under cross-examination by defense attorney James Mertes, Ketter said he didn’t know what type of
“director” Endress was in 2004, but he knew it was a “supervisory” position. When Mertes asked how many incidents there were at Camp Lowden involving his client and their duration, Ketter said he did not know. Mertes asked why the man waited 19 years to accuse Endress. “He told me that it really started to bother him when he turned 25, and that it was wearing on him, so he called the hotline looking for some help,” Ketter said. Under redirect questioning, Ketter told Huntley that he and an Illinois State Police special agent listened in on a telephone conversation that the man had with Endress on July 20. The boy asked Endress “‘when we had sex and everything, if he loved him,” Ketter said. “He said, ‘Yes, I did.’” Ketter also said Endress asked the man whether he had told his therapist about the incident and then wondered if it had been reported. When the man told Endress he had called the BSA hotline, Endress said, “something like that ... I could royally be screwed,” Ketter testified. Endress is free on $100,000 bond after posting 10%, or $10,000. Endress has no criminal history in Iowa or the Sauk Valley, according to court records.

Visitors stop in at museum – online and in person
We’ve had many visitors at the museum – in person and by internet. Everyone is looking for something or sharing information. It has been a productive week and a busy one. I am tired but revive quickly. At our board meeting last week, we had many things to discuss and it was good to have all board members there. Kevin, our newest member, had his computer set up to show the Paul Graehling project of more than a thousand pictures and the history of the Graehling family. Everyone was impressed with all the work Dr. David McCartney has done to document his family. As a young boy visiting his grandmother, he loved hearing all the stories of the family and looking at all the pictures his grandmother had saved through the years. Realizing the history would be lost when she was
POLO HISTORY Betty Obendorf no longer living, he started writing it all down. Her memory was great and she knew who was in all the pictures and David labeled each one. His work continued through the years as technology improved. As a result, he has this marvelous DVD of family history and much of the history of the area. I remember visiting my grandparents and spending the summers with them. I worked with my grandmother in the flowers that she grew and we talked about her flowers. As a result, I have many of my grandmother’s flowers in my flower beds and I am a flower
person. She was interested in birds and jenny wrens in particular. Today I have several wren boxes in my yard. I helped my grandfather on the farm and we loved horses together. We had trails in the woods and went riding together. I do not think we ever looked at a picture of any family member. So David McCartney was fortunate that his grandmother loved showing him all the family pictures and telling him all the stories. Those are important things to have been passed down in his family. My sister later had to dig all those out for us in our family. Last Sunday, David McCartney came to Polo to give us more copies of the DVD and to visit Polo again. He stopped by the Presbyterian church to take pictures of it and came to the Lutheran church to our church service there.
After lunch downtown, we went to the museum and he saw the Polo Historical Society Museum for the first time. He was blown away by our Native American display and the museum. He is coming back soon to spend more time. Now we are figuring out how to handle more than a thousand pictures and Kevin is helping us with this massive project. Plus, we are working on the “Old Settlers” album and trying to figure out how to deal with that. So we have numerous projects going involving pictures. We also had visitors from the state of Washington and were pleased to be able to help them. More about them later.

Before 1776, Peter Jefferson, along with his son, Thomas, were land surveyors. Thomas Jefferson was involved in the creation of the Public Land Survey System. Our first president, George Washington, was an early surveyor at Pope’s Creek, Virginia. In 1833, when John Phelps traveled from Galena to Oregon to locate property to build his cabin, he encountered his friend, Col. William Hamilton, surveying the Rock River country for the U.S. government. Before we were a nation, we used the metes and bounds system to describe a piece of property. In 1885, the federal government developed the Rectangular Survey System to define and map U.S. property. This plan estab-
lished north south-lines called meridians and east-west lines called baselines. The Oregon-Nashua Township is located 23 townships north of the baseline and 10 townships east of the Fourth Principal Meridian. The Fourth Principal Meridian was established in 1815, three years before Illinois obtained statehood. The Third Principal Meridian, which runs north and south through Ogle County, begins at the mouth of the Ohio River and extends north to the northern boundary of the state of Illinois.

This event is for Ogle County residents only and a free permit is required in advance of the event for the recycling of electronics. email address by 4 p.m. Friday, Oct. 13. No permit is needed for document shredding and aerosol can recycling. For questions about accepted electronics items, call the OCSWMD at 815732-4020. Most aerosol spray products will be accepted for recycling. Flatcan Recycling also will accept alkaline batteries for recycling for $4 a pound and one child car seat at no charge. Additional child car seats will be $20 a seat. Secure, on-site document shredding will be conducted by Freeport Recy-
cling’s Shred-Beast truck from 9 a.m. to noon. There is a limit of three banker boxes per vehicle. There is no cost to residents for paper shredding. OCSWMD is covering the cost of the Shred-Beast truck and staff. In conjunction with the event, OCSWM will host a food drive. Donations will be distributed by OCSWMD to local food pantries in Ogle County. Items accepted include nonexpired canned goods and jars of food, boxed food items and household essentials such as sealed toothpaste, soap, cleaning supplies, laundry supplies, paper towels and toilet paper.

Family Fall Festival to take place Oct. 15 in Mt. Morris
The Let Freedom Ring Festival Committee will host its second annual Family Fall Festival from 1 to 4 p.m. Sunday, Oct. 15. The event will feature a craft fair including Ewe and Me Acres, which will have fresh produce, baked goods, jams, jellies and dog treats, Wicked Nutrition with energy drinks and other vendors. Bill had a big and sensitive heart and was a friend to anyone he met-this also made Bill a proud over-tipper at restaurants and the most thoughtful gift giver of all time. He was quick to smile and dependable for a good joke when you needed a laugh. He always supported causes that helped the underserved. Bill was involved in many community groups and also served as a Sunday School teacher and youth group leader at local churches. Bill single handedly supported youth tennis in Oregon for many years, teaching local kids and starting the Oregon Tennis Open tournament with the Oregon Park District in the mid 2000’s. An original foodie, Bill and his family often enjoyed trying new restaurants and new foods-sushi was a Hinkle family favorite. He enjoyed living in a bigger city with his wife, and close to his daughter and son in law later in life, which allowed him to explore his interests more and live his life to the fullest.
Bill had a deep faith in God which supported him during difficult times and guided his core values. Bill’s life is an example of perseverance, relying on faith and being a friend to everyone. In this spirit, his family asks that you remember to be kind and a friend to others, take time to mentor youth or support your community by volunteering and appreciate the small joys in life, like spending quality time with your family. Bill was preceded in death by his parents and in-laws. He will be deeply missed by his lifelong companion and wife Janie, his daughter and son in law who not just lost their biggest supporter, but also their best friend. He will also be missed by many nieces and nephews and one brother, Robert (Kathryn) Hinkle. The world has lost a truly special person who’s legacy will always remain in those who loved him the most. LOCAL NEWS BRIEF Ogle County, along with partner Syndeo, has completed a 31-mile project of laying fiber-optic cable. “With the installation, we connected Oregon, Mt. Morris, Forreston and Polo. Broadband service will be available along these routes and the municipalities served. The broadband service will start at 100 megs and go up to 1 gig,” Ogle County Board Vice Chairman Pat Nordman said in a news release. “From this fiber, Ogle County gains a redundant network for our internet service, which
means the county now has two paths for internet service.” Nordman said the project is part of the middle mile broadband infrastructure that someday will bring high-speed internet to underserved and non-served households in the county. Funding for the project was American Rescue Plan Act funds and private capital. The official announcement of the completion will be made at the Ogle County Board meeting at 5:30 p.m. Oct. 17 in the County Board room on the third floor of the Ogle County Courthouse in Oregon.
OBITUARIES FRIEDA IRENE GRENNAN Died: October 1, 2023 Frieda Irene Grennan, 93, passed away Sunday, October 1, 2023. She was the youngest of five children born to John and Nova (Johnson) Jenkins in a farmhouse near Kings, Illinois. She grew up in Rochelle, Illinois and graduated from Rochelle Township High School. In high school, she worked as a soda jerk at Hayes Drug Store and also at Morgan Dye Company. Frieda married the love of her life, Doran Grennan on August 19, 1950 in Rochelle. She worked at the phone company before having children and then later worked 33 and a half years at the Ogle County Courthouse in various jobs including Justice of the Peace, and the Circuit Clerk, Public Defender, and Coroner’s offices. She was preceded in death by her husband, Doran, her parents, John and Nova, one brother, Everette, and three sisters: Ruth, Helen, and Bette. Frieda loved celebrating birthdays and

First weekend in October 7 a fine time for running As a running enthusiast, the first weekend in October is a special time for me. Whether it was running the Hennepin Hundred Miler, watching the Autumn on Parade 5K, listening to the Chicago Marathon and covering the Amboy Columbus Day cross country meet, it was eat, sleep and breathe all of that and little else. Small bits of sleep even came on the dewy weeds next to the Hennepin Canal trail. When it’s 3 a.m. and you’ve been on your feet since early the previous morning, a dirt nap is more appealing than one would think. Eventually, I was able to finish to join 184 others in completing the run from Sterling to the Quad Cities. Competitors from all across the U.S. and a couple of other countries descended upon the flat and fast Hennepin course to run either 50 or 100 miles. How fast was it? The winning time was 12 hours and 45 minutes, the best 100-mile time in the nation so far this year. A couple of locals presented themselves quite well with Aaron Roe of Polo breaking the 20-hour mark in the 100 and Matt Hussung of Mt. Morris finishing under eight hours for the 50 miler. As I listened to the Chicago Marathon on my drive home, it was exciting to hear of a new world record being set for the 26.2-mile distance, by, who else, a Kenyan. His time was 2 hours and 35 seconds, which breaks down to 4:36 a mile. That same morning saw a large gathering of folks taking on the AOP 5K near Park West. Former Oregon 800-meter state medalist Ian Hussung won with a time of 18 minutes. An excellent time, but to put it in perspective, the Kenyan marathon record holder averaged a little more than 14 minutes per 5K (3 miles) for the entire marathon. No matter whether you are the world record holder or someone running recreationally at the AOP 5K, we are all united under one umbrella. I have yet to find another sport as inclusive as running and it continues to grow in popularity. But that speaks more to the older crowd than the younger one. That was evident Monday watching the high schools at the Shady Oaks golf
GUEST VIEW Andy Colbert course in Amboy. There are a few decent individuals, but the overall depth is gone. Teams don’t have as many kids on them as they used to. Of the 36 schools entered, only half of them had full varsity teams. Amboy celebrated its 50th year as perhaps the premier 1A meet in the state. But a former Amboy coach told me that small schools are hurting when it comes to participation and the meet isn’t what it used to be. Ironically, the golden age of prep distance running for Ogle County was 50 years ago when Craig Young of Stillman Valley made headlines statewide and Jim Buell and Matt Reckmeyer of Mt. Morris were placing downstate in a one-class system. One final thought on running. On Oct. 1, runners from all across the country assembled in Minneapolis for a marathon, only to learn hours before the start that the event was being canceled because of heat. This is a despicable and cowardly act by marathon officials. Let each runner decide on their own whether it is too hot to run. Unfortunately, we’ve become way too soft as a society when it comes to hardship, such as public-sector closings when there is the slightest hint of inclement weather. Additionally, a fear of personal lawsuits has permeated us and rather than stand up to that sort of blame game, we cave in. That must have been a bigger concern for the marathon decision-makers instead of the simple concept of each runner taking human responsibility for their own well-being. The end result is people not being able to live life to the fullest and society becoming more fearful with the implementation of each new safety measure.

Shaw Local News Network correspondent OREGON – An old football saying states a team should run the ball until the opponent shows it can stop it. Even for a team such as Oregon, which discovered its offensive stride through the air in recent weeks, that old adage can hold true. The Hawks ran the ball 41 times for 415 yards in a 39-0 Big Northern Conference victory over Rock Falls on Friday that should set up Oregon nicely for its first playoff berth since 2014. Junior running back Logan Weems rushed for 105 yards and two touchdowns in the first quarter en route to a 15-carry, 174-yard performance that led the way for the Hawks (4-3, 4-3 BNC). “The offensive line dominated today,” Weems said. “The defensive line balled out, doing their thing. We dominated up front.” A week ago in a pivotal win over Stillman Valley, Oregon relied on the pass, a stark contrast to Friday’s victory. It’s that offensive versatility, Hawks coach Broc Kundert said, that has Oregon staring a playoff berth in the face for the first time in almost a decade.

their front four.” Oregon leaned on that advantage in unorthodox ways against the Rockets (1-6, 1-6), whose secondary defended the Hawks’ receivers nicely when Oregon did decide to pass. In a two-minute drill before halftime,
the Hawks abandoned the passing game entirely after its first two passing attempts almost were intercepted. Four consecutive rushes by Weems methodically marched Oregon down the field for its fourth touchdown of the game, giving the Hawks a 27-0 lead at the break. “We just ran traps after that,” Kundert said of the two close calls that almost were intercepted. “It was an unconventional two-minute drill.” Weems helped the Hawks set what has to be some sort of record with a 63-yard touchdown drive that took onetenth of a second off the game clock. A Rock Falls punt was downed with just 0.1 second left in the first quarter and Weems took the final snap of the quarter all the way to the house for a touchdown. The play was pivotal. Up to that point, the Hawks really weren’t dominant, holding just a 6-0 lead. “I ran off the left and the blocks just lined up great,” Weems said. “Just a lot of green grass.” Rock Falls was held to negative rushing yards in the contest. Junior Austin Castaneda had 31 passing yards while leading the Rockets with 26 receiving yards and 13 rushing yards.

Mother Nature smiles on Autumn on Parade, prompting large crowds for two-day festival By EARLEEN HINTON
ehinton@shawmedia.com Mother Nature played nicely with Oregon’s Autumn on Parade festival, prompting thousands to descend on the town of 3,800 residents. The weather was very fall-like, which brought out a steady crowd on Saturday and more people on Sunday for the very popular Harvest Time Parade. “We are a small community that celebrates autumn in a big way,” said AOP President Debbie Dickson on Monday. “The business and in-kind contributions, community partnerships and volunteer support makes this event happen. We are blessed to have so many embrace the opportunity to support our family event.” The two-day festival was centered with 180+ craft booths around the Ogle County Courthouse square. Other events included a car and tractor show at Oregon Park East, an Olde English Faire at the Stronghold Retreat and Conference Center and a 5K and Fun Run on Sunday morning. Temperatures hovered near the 60-degree mark on both days with a brisk wind on Saturday, but clear skies for both days. The only “bump” for the 52nd annual event was a gap in the 120-unit parade when a low-hanging fiber optic line caught the top of one of the truck entries early in the parade. The parade

At the behest of the Ogle County Sheriff’s Office and with input from the Oregon police and fire departments, the safety plan for the event was updated to include drone surveillance and other measures in an attempt to ward off any Highland Park or Waukesha, Wisconsin-like attacks.
