The national recognition celebrates excellence in budgeting and reflects an ongoing commitment to transparency, accountability and effective financial planning, officials said in a news release. “Receiving this award is a significant achievement for the organization.
It recognizes the hard work and dedication of the leadership team and staff in creating a budget that is not only fiscally responsible but also clear, accessible and informative for the community we serve,” according to the release. To earn the honor, the budget was evaluated against nationally recognized guidelines and had to demonstrate excellence in four essential categories: as a policy document; as a financial plan; as an operations guide; and as a communications tool. Budgets must be rated “proficient” in all four categories, including 14 man-
datory criteria, to receive the award, according to the release. “With more than 1,700 government entities participating in GFOA’s Budget Awards Program, we are honored to be recognized among the top organizations in North America for budgeting excellence,” officials said. “I would like to thank our entire team, especially our leadership, for their extra effort and dedication throughout this process,” Oregon Park District Executive Director Erin Folk said. “This achievement would not have been possible without their hard work.”

The popular band returned to the Jamboree band shell stage thanks to the William and Beverly Burkardt Family Foundation NFP, which sponsored the show. Friday’s performance was part of the ongoing music series in Mt. Morris. Free concerts are held on Friday nights throughout the summer on the campus in downtown Mt. Morris, but more music is on tap for the Fourth of July weekend.
Kable Concert Band to perform July 4
The Kable Concert Band will present a patriotic concert Friday, July 4, behind the former David L. Rahn Junior High School, 105 W. Brayton Road, before the fireworks show. The 1960s tribute band SHiNDiG! also will perform at the former DLR school as
part of the Let Freedom Ring Block Party. That performance starts at 6 p.m. July 4. Several food vendors will be serving at the block party from 6 to 9 p.m., including the Mt. Morris Masons, Hector’s Cocina, Blaz’n Magic BBQ, Just 4 Fun Ice Cream and Bill’s Famous Lemonade. “Please bring your lawn chair or blanket down to the school and enjoy the free concert and party before the fireworks at dusk,” Jamboree organizer Larry Ubben said. The music continues Saturday, July 5, when Bagshot Row, a Chicago-based rock ’n’ roll band, performs from 6 to 9 p.m. during the Let Freedom Ring Car Show. “Performing the fun sounds from the ’50s through the ’70s, Bagshot Row adds their own identities to the best music of all time, including favorites from The Beatles, The Monkees and the Rolling Stones all the way up to Cheap Trick,” Ubben said.

Weekend included reunion, open house, trolley tours We just got back from the Beck reunion held in the city park in Coleta, Illinois. It is a breezy little town of 200 people. There have been times when I have not taken a jacket and a cool breeze has come through the park. As a result, I almost froze to death. Another time a storm whipped through and we ran for the cars. Usually it is windy and we have to hang on to everything on the tables. This time was the first time it was hotter than a firecracker and we could not find a breeze anywhere. I had taken a jug full of strawberry lemonade and another jug of round ice cubes that Pam had brought with her when she came last week. Yes, round ice cubes. Most people have never seen such a cube before. Pam has a new refrigerator and it makes round ice cubes. Today, that

Going to the Beck reunion meant I had to miss the Polo Town & Country Days parade, but I had spent all day Saturday at the museum and Aplington House. So I had been busy with activities in Polo. The first thing in the morning, Kevin, David and I worked with the file on the B-17 bomber that came to Polo in the 1940s. Remember when the Boy Scouts brought the bomber here? Someone had emailed Kevin and they wanted the time frame of where the bomber had been. So we went through the history of the plane and
Kevin sent him pictures and information we had in our files. We have some really neat pictures that have been saved. After the plane was taken care of, we got a table ready to be placed outside of free things we no longer needed in the museum. Perhaps they are extras or books that do not pertain to Polo. After that was set up, David and I went to Aplington House to check out a closet. There is a set of World War II books that do not pertain to Polo and perhaps they need to go to another home somewhere else. We both decided the whole closet needs to be cleaned out in the future. We have saved way too much stuff that does not apply to Polo and we are running out of space. We carried some things down to the museum and I had a nice visit with
Nine Brown, who used to be my neighbor in Eagle Point. She brought in a great early picture of the congregation of the Elkhorn Brick church when Marion and Earl Brown were young. Then it was time to have Aplington House open and the trolley tour soon would be starting. Beth was handling that and all I had to do was sit on the porch and wait for people to come. I sat there all afternoon with pride since Aplington House just sparkled. It has been freshly painted and it looks wonderful. Paula made beautiful wreaths for the doors of the house and for the museum. They added to the great look for Polo Town & County Days and the Fourth of July. Thanks to all the people who help.

Ogle County judge hears arguments for and against allowing crime scene photos in double-murder trial By EARLEEN HINTON ehinton@shawmedia.com OREGON – An Ogle County judge will decide next month how many crime scene photos will be seen by jurors in the trial of a Stillman Valley man charged with killing his ex-wife in 2016 and setting her Byron home on fire and also killing their 3-year-old son. Duane Meyer, 43, is charged with four counts of first-degree murder, two counts of aggravated arson and one count of concealment of a homicidal death in connection with an Oct. 19, 2016, Byron house fire in which his ex-wife, Margaret “Maggie” (Rosko) Meyer, 31, was found dead. The couple’s 3-year-old son, Amos Meyer, who also was home at the time of the fire, later was pronounced dead at a Rockford hospital. Meyer has pleaded not guilty to all of the charges and has been held in the Ogle County Jail since his arrest Oct. 9, 2019. On June 27, during a motion in limine hearing, Meyer’s attorney, Christopher DeRango of Rockford, and Assistant Ogle County State’s Attorney Matthew Leisten argued for and against allowing jurors to see certain autopsy and crime scene photos. The purpose of a motion in limine hearing (Latin for “on the threshold”) is to determine whether certain evidence can be presented to a jury. Those motions commonly are entered and argued before a trial begins in order for the judge to determine whether certain items or statements can be allowed as evidence and presented to jurors. Leisten argued that photos taken by investigators should be allowed as evidence for jurors to see. Some of the photos described by Leisten included Maggie’s burned body lying on a sofa in her living room and the outline of the toddler’s body on the mattress in his crib. “There was extensive damage,” Leisten said, referring to photos taken of the living room. “The different angles are important for our arson experts to show how the fire began and how it affected her body. It is important for the jury to see the scene.” DeRango said one photo would suffice. “The only value is to shock the jury,” DeRango said, arguing that Maggie’s

Leisten said photos of the toddler’s bedroom show that the fire did not start there and that he died of acute carbon dioxide poisoning before being removed from the room. “Damage there is far less extensive,” Leisten said. “It’s important for the jury to see his silhouette in the crib.” DeRango said using multiple photos of the same subject matter was meant to “elicit” sympathy for the toddler. Leisten said photos of Maggie’s autopsies were needed to show that she died before the fire and had suffered numerous injuries before dying. He said her body was “heavily charred” with no soot found in her trachea or lungs. And, Leisten said, prosecution experts also would testify that she suffered a hemorrhage at the base of a skull and had other injuries to her body before she died.
“We believe she was deceased before the fire,” Leisten said. “She was likely attacked and suffered injuries before the fire.” Leisten also said a photo of a rock with blood on it, found outside the home, also should be allowed as evidence since DNA testing had determined the blood was Maggie’s. DeRango argued against multiple autopsy photos, again stating one photo would suffice. “They (prosecutors) should be directed to choose one or the other,” he said, adding that numerous photos serve no purpose other than to “shock” jurors and “prejudice” them against his client. Leisten said it is important for jurors to have good visuals to refer to as doctors are testifying. “This is evidence we need to provide,” Leisten said. Ogle County Judge John “Ben” Roe will rule on the motions at 9 a.m. Aug. 5.
He remanded Meyer to the Ogle County Jail. The trial, which is expected to take one month, is set to begin Jan. 5, 2026. It had been originally scheduled for February, but was delayed on a defense motion made by DeRango, who cited a heavy caseload as the reason for a continuance. In previous hearings, DeRango and prosecutors have said numerous cellphone records and data also will be part of the evidence presented. Maggie was a teacher at the Chana Education Center at the time of her death. She filed for divorce in 2014 and court records show the divorce was finalized in September 2016. Prosecutors have argued that their evidence will show Meyer planned to end Maggie’s life. The defense has argued that text messages sent by Meyer before the deaths were only part of a “contentious” divorce and not indicative of anything nefarious. Prosecutors disagree.

Morris Jamboree presents the debut of the All-Star Superband at 7 p.m. Friday, July 11. Hailing from Milwaukee, the AllStar Superband is an 18-piece big band that’s been performing every week since 2000. “The band has been featured in concerts alongside Mindi Abair, Bobby Caldwell, Sal Lozano and Doc Severinsen,” said Larry Ubben, Jamboree organizer. “The Superband is known for performing a wide variety of big band jazz. With the 2025 theme being “The Final Mission,” the three-day event recognized achievements of Illinois FFA members, elected the major state officer team and celebrated agriculture. During the convention, the following awards were presented to the Forreston FFA: Illinois State FFA Degree: Kyla Lamm, Aspen McGlynn, Hunter Miller and Justin Myers were conferred with State FFA Degrees by the Illinois Association for meeting all requirements including productive financial investments and earnings in a supervised agricultural experience and FFA participation, leadership and academic excellence. Nonprofit heads up skydive to support Sauk Valley vets By PAYTON FELIX pfelix@shawmedia.com ROCHELLE – In observance of PTSD Awareness Day, a Sterling nonprofit serving veterans and their families brought together 13 volunteers who jumped out of a perfectly good airplane June 27 at the Chicagoland Skydiving Center in Rochelle. It’s the first year the Valor Support Project, a faith-based nonprofit, has put on the event and is hoping to expand it next year. VSP Founder and retired Army Sgt. Floyd Dunn of Sterling said he got a great response when advertising the event on Facebook, with 11 local businesses donating $250 per jumper. “I could never do it myself,” Floyd said. “I had so many people reach out wanting to be a part of it.” Nearly all volunteer skydivers were veterans, but only veteran John Olalde has ever made the jump before, he said. “It’s such a rush when you come down,” Floyd, who did not jump, said of his previous experience skydiving. Olalde’s first experience with jumping out of a plane was in Australia in the military, but “I backed up” and “chickened out,” he said. “That’s a different type of height.” The first time he successfully made the jump was with Floyd at the skydiving center, Olalde said. “It’s a serious rush. A really free feeling” Getting ready to do it for the second time, Olalde said, “I’m excited. A little nervous.” Floyd’s wife, VSP CEO Ember Dunn, volunteered to jump as well. As a first timer, she was filled with nerves, Ember said, adding that because she is 5 feet, 1 inch tall, “I’m not supposed to be up that high.” But “it’s a good thing to support,” Ember said. She’s currently working on her master’s degree in psychology to become a therapist. “I can’t tell people to face their fears if I don’t face mine,” she said. The volunteer skydivers split up into groups of three and made the leap with their tandem jumpers. “Absolutely amazing,” Austin “Ghost” Hanabarger said of his time in the sky. “Round two. Let’s go again.” “Fantastic. I’d totally do it again,” said Dacia Borton of Sterling. Right now “they’re only thinking about this [skydiving]. They’re not

He said the event wasn’t intended to make money, but to bring area veterans together and build camaraderie as the organization only received its 501(c)(3) status in July 2024. So far, VSP has helped 13 families in the Sauk Valley and they’re currently raising money for one family for a wheelchair lift. The organization is also partnering with Main Squeeze, a mobile drink business, where they receive $1 for every drink that’s sold.
