LOIS MARENE (DELK)
MORRIS, 89, of Manchester, Iowa, formerly of Albany, IL, passed away on Tuesday, August 19, 2025. She was born on March 26, 1936, in Chicago, Illinois, the daughter of Harry and Lillian Harris.
A visitation will be held on Saturday, August 30 2025, from 11:00 AM until the time of the funeral service at 1:00 PM at Fulton Chapel of the Bosma-Renkes Funeral in Fulton, IL, with Rev. Rod Dye officiating. Interment will take place at Lusk Memorial Cemetery in Albany, IL. A memorial has been established.
Lois graduated from Wilmington High School in 1954 and married the love of her life, Frank Delk, on September 30, 1956. They shared 37 wonderful years of marriage before Frank’s passing on September 30, 1993. On May 31, 2001, Lois found love and companionship again when she married James Morris, with whom she shared many happy years. A devoted wife, mother, grandmother, and great-grandmother, Lois was happiest
tended a specialized drafting school at Belford Army Base along with additional training at Travis Air Force Base in northern California. He served from 1954-1958 and spent the majority of his enlistment in Omaha, Nebraska at the SAC Headquarters. He had fond memories of hanging a map in General LeMay’s office and loved sharing stories of his time in the Air Force. After returning to Illinois he attended Rockford Business College. On November 24,1962, he married Marie Carney in Sterling. They had 2 children and 4 grandchildren. John retired from Northwestern Steel and Wire in 1998 after working there for 36 years. He enjoyed his work and colleagues at NSW and made lifelong friendships. He enjoyed traveling to Dubrovnik, Czechoslovakia, London, and on
surrounded by her family. She loved fishing, bowling, playing cards, and cheering for her beloved Chicago Cubs. Camping was one of her greatest joys, a tradition she shared not only with her children but also with her grandchildren, creating memories that will last for generations.
Lois is survived by her children, Richard (Michele) Delk of Littleton, CO, and Sandy (Craig Ingamells) Alber of Manchester, IA; grandchildren Jason (Beth) Alber, Micky Alber, Jonathon Delk, and Jennifer Delk; and great-grandchildren Breka and Devin Alber, and Colton Alber. She is also survived by step children Jim (Mary) Morris and Raymond Morris; step son-in-law, Wayne Payne; several step-grandchildren, and many nieces and nephews who loved her dearly.
She was preceded in death by her parents, Harry and Lillian Harris; her brother, Hector Harris; her husbands, Frank Delk and Jim Morris; her son, Dave Delk; step children, Daniel Morris and Jody Payne.
Lois will be remembered for her warm heart, her love for family, and the joy she brought to everyone who knew her.

John loved history, gourmet food, cooking, gardening, fishing and Tuesday lunches with friends. He enjoyed spending time with family and meeting new people. Most of all, John loved spending time with and enjoying activities with his children and grandchildren.
John is survived by his daughter Margo (Herman) Rodriquez of Elgin, son Andrew (Tracy Wilkins) Henson of Morrison, grandsons Benjamin Rodriquez of Madison, Wisconsin, Alexander Rodriquez of Iowa City, Iowa, and granddaughters Emily and Katherine Henson of Morrison, Illinois.

Frankie “Frank” S. George, 72, of Erie, IL, formerly of LaFayette, IL, died Friday, August 15, 2025 in an automobile accident East of Erie. Mass of Christian Burial will be at 11:00 am on Tuesday, August 26, 2025 at St. Ambrose Catholic Church, Erie. Visitation was from 5-8 pm Monday at Gibson – Bode Funeral Home, Erie. Burial will be in the Galva Cemetery, Galva, IL. Contributions may be made to the family for a memorial to be determined. Frank was born March 11, 1953 in Kewanee, IL, the son of Frank and Ellen (Puffinbarger) George. He graduated from the former LaFayette High School, LaFayette, IL, in 1972. He married Mary Wiebler on February 1, 1975 in Peoria, IL.

Frank had a passion for farming and livestock from the age of 8 years old. He and Mary raised horses for 30 years in addition to hogs and currently, cattle. He took an interest in genetics and applying what he learned to raising his livestock. In addition to farming, he also drove semi for a number of farmers and companies. Frank was a member of St. Ambrose Catholic Church in Erie, and the Knights of Columbus. He was a loving husband, father, grandfather and great grandfather. He is survived by his wife, Mary; daughter, Marsha Farris, Clinton, IA; son, James “Ace” (Darilyn) George, Greeley, CO; grandchildren, Andrew Gibson, Jacob George Farris (Jessica), Noah Kuehl, Isaiah and Elijah Kinnersley, Addys Vale, Ronan George, Kastor George; great grandchildren, Jacobi, Jailynn, Riley and Natasha; sisters, Deborah King, Galesburg, IL, Barbara (Martin) Cantwell, Toulon, IL; and several nieces and nephews. Those Methodists who assisted throughout the day and bought, prepared, and served delicious sandwiches and yummy cookies, muffins, sweet breads, and bars were Carole Patton, Jean Tichler, Pat Bramm and Pat Popkin.
The usual volunteers who helped out escorting donors from the loungers to the canteen table were Pam Jones and Rick Barr; thank you for being faithful and dependable escorts.
Our certified ARC volunteers who man the registration desk and make the re-sign appointments for the next blood drive were, and almost always are, Irma Russell and Pat Pendgraft. I appreciate you two ladies and your dutiful devotion.
The ARC goal for the day was 62, but they asked me to try to achieve 70. Unfortunately, there was a lot of sickness (sore throats, sinus infections, fevers, coughs) plaguing the area, so we had 13 cancellations and five no-shows (almost 20% of the scheduled appointments that day). I am glad when people who are ill do not come in, because the ARC would defer them anyway; when you are ill, stay home.
There ended up being 50 generous people giving of their time and blood products that came through our doors.

In order to attempt to offset the shortage of blood, this month the ARC offered gift cards to O-positive and O-negative donors who came in to give blood. The whole blood O donors received a $20 gift card to a merchant of their choice, and the double red cells O donors received a $25 gift card to the merchant of their choice. We had 21 donors who have O blood type (42% of our donors that day) who were gifted these cards. The ARC

A “first-time” donor came in to give blood donation a try; Kathy Murray came in with her friend, Nancy Bartels. Thank you, Kathy, for joining the ranks and becoming a regular blood donor!
Six donors reached gallon pin milestones; they were Lisa Boles attained a one-gallon pin, Sheila Sonberg gained a 2-gallon pin, Bryan Vogel collected a 3-gallon pin, Jill Vegter acquired a 4-gallon pin, Nancy Shank obtained a 9-gallon pin, and Beth Wroble who scored a 10-gallon pin! These six people together gave 39 gallons and have saved over 484 lives!
The next blood drive will be Thursday, Sept. 11, at St. Mary’s Church on Garden Plain Road, with Wa-Tan-Ye sponsoring the canteen.
During that blood drive, I will give out gift cards to those established donors who bring in someone with them who has never donated. If the new donor gives a unit, and signs up for the November blood drive, the established donor will receive a gift card from me. If the new donors give blood at the Nov. 13 blood drive, and sign up for the January blood drive, then donate at the January drive, they will receive a gift card. All to incentivize donors to come in with new donors and get them established as regular donors!
Also, at the September blood drive, to celebrate 75 years of Peanuts comic strip, the ARC will be giving out Peanuts T-shirts to all donors who give blood that day!

Please know that I have no control over what date the blood drives land on; the ARC chooses when they come to Morrison. With one every eight weeks, that is 48 weeks, which leaves four weeks of “play” to move the drive around to a later date.
I coordinate six blood drives throughout the 52-week calendar year; one every eight to 10 weeks. Some drives are eight weeks apart, and some drives are 10 weeks apart. If you always give at my drives, you will have to skip one drive a year, because of how the calendar falls.
For example, if your birthday is a Tuesday this year, next year it will land on a Wednesday; that is just the nature of the beast. Leap Day every four years throws another wrench into it. Then your birthday will be on a Thursday. If you do not want to skip a month, there are several other blood drives in the area, within a few days of mine.

I very much appreciate all those who donate, volunteer, sponsor canteens, provide cookies and groceries, and give me words of encouragement and physical and emotional support. I’ve been doing this for 16 years, and hope to do it for 16 more, God willing!

WHO REPRESENTS THE CLASS IN THIS LITIGATION?
Maria Aparicio is the "Class Representative." Class Counsel, Freiberg Law Offices, has litigated this matter on a contingency fee basis and has not yet been paid anything for its services and expenses in the Lawsuit. As part of the settlement, the parties have agreed to pay: (i) an "Incentive Payment" to Maria Aparicio of $500.00 for serving as the Class Representative; and (ii) Attorneys' fees, costs and expenses of $1,365.50 to Class Counsel. You will not have to pay any money to participate in the settlement. The Incentive Payment and payment to Class Counsel for fees, costs and expenses will be, if the Court approves, paid from the Settlement Fund. Defendants will pay the administrative notice, distribution and related expenses.

FULTON FIRE PROTECTIO N DISTRICT ANNUAL BUDGET AND APPROPRIATION ORDINANCE FOR 2025-2026
WHEREAS, the Board of Trustees of the Fulton Fire Protection District, County of Whiteside, State of Illinois, has prepared or caused to be prepared in tentative form, an Annual Budget and Appropriation Ordinance for the fiscal year 2025-2026, and the Secretary of the Board has made the same conveniently available to public inspection for at least 30 days prior to the final action thereon, and
WHEREAS, a public hearing was held as to such Annual Budget and Appropriation Ordinance on the 13th day of August at 6:00 p.m., notice of which hearing was given at least thirty (30) days prior thereto by publication in the Fulton Journal, a newspaper of general circulation published within said District, and all other legal requirements have been complied with:
NOW, THEREFORE, be it ordained by the Board or Trustees of the Fulton Fire Protection District, County of Whiteside, State of Illinois, as follows:
SE CTION ONE: That the fiscal year of this Fire Protection District is hereby fixed and declared to be from May 1, 2025 to April 30, 2026.
SE CTION TWO: That the following budget containing an estimate of the amount available to said Fire Protection District and of expenditures by said District is hereby adopted as the budget of this Fire Protection District for the aforesaid fiscal year and shall be in force and effect from and after this date:

SECTION THREE: That there is hereby applied for the use of this Fire Protection District for the said fiscal year the amount of $1,142,658.00, such amount being divided among and applied for the several objects and purposes specified and enumerated in Part 2 of Section Two aforesaid, and said statements as contained in said Part 2 of Section Two aforesaid are hereby incorporated by reference as part of this Section Three with the same effect as if said statements were repeated in their entirety; and that this Section Three shall be and is the Annual Budget and Appropriation Ordinance of this Fire Protection District passed by the Board of Trustees as required by law and shall be in full force and effect from and after ten (10) days from this point.
SECTION FOUR: This Budget and Appropriation Ordinance is approved on this 13th day of August, 2025.

CERTIFICATION OF BUDGET AND APPROPRIATION ORDINANCE
The undersigned, being the Clerk (or Secretary) and the Chief Fiscal Officer respectively, of the taxing district hereinafter named, do hereby certify that attached hereto is a true and correct copy of the Budget and Appropriation Ordinance of said district for its 2024-2025 fiscal year, adopted on August 13, 2025.
We further certify that the estimate of revenues, by source, anticipated to be received by said taxing district, either set forth in said ordinance as "Estimated Receipts" or attached hereto by separate document, is a true statement of said estimate.
This certification is made and filed pursuant to the requirements of 35 ILCS 200/18-50 as amended, and on behalf of Fulton Fire Protection District.
