New jail on schedule work and cost-wise Building will be completed in fall of 2020 BY VINDE WELLS vwells@oglecountynews.com Construction of Ogle County’s new jail, officially known as the Judicial Center Annex, is on schedule workwise and cost-wise. County board chairman Kim Gouker, of Byron, gave an update on the $23.5 million project to a group of about 20 people who attended Those Were the Days at the Oregon Depot on Saturday morning. Heavy rain and wet conditions plagued construction at the beginning, he said. “The ground-breaking [on April 10] was an omen,” Gouker joked. “I welcomed everyone to our mud-breaking.” Some of the concrete poured early on had to be redone after water flowed underneath the gravel base. “We put in deeper fill as a result,” he said. The project was first estimated at $25 to $28 million, and the first design from the architects for a three-story building put it at $30 million. “I said no, that’s not going to work. I can’t take that back to the county board or to the public,” Gouker said. As a result, the architects came up with a single-story design that brought the cost down considerably. “I hope to end up in the $22 million range,” he said. The 41,700 square-foot facility will have 152 beds for male and female inmates. Some single cells are included in the design, but most cells will house four or eight prisoners, Gouker said. A large dormitory cell will hold 40 beds. Construction plans call for the walls and roof to be in place by winter so that crews can work on the inside during cold weather. The project is expected to be completely in the fall of 2020 with inmates moved in the following spring, Gouker said. The exterior will be designed to closely match the Judicial Center, to which it will be connected by a large sally port and enclosed passageway for the secure transfer of inmates into the jail, as well as from the jail to courtrooms. The 100 block of South Sixth Street has been permanently closed to allow for that. The new jail is the final step in the county’s 20-year capital plan, Gouker said.

“All this started in 1998 over parking around the courthouse,” he said. The shortage of parking spaces led the county board to form a Long Range Planning Committee, and in 2000 the plan was approved to buy and remodel a building on Pines Road to house several departments that had been located in four buildings across Fifth Street from the courthouse. The four buildings were then raised to make way for the judicial center completed in 2005. The courthouse was remodeled in 2010, and the new public

safety building was built in 2014. All of the building projects have been paid for with funds that come from the host fees paid by waste handling companies to dump at the landfills within the county. Gouker said all that remains once the new jail is completed is to raze the old one, built in 1967 and attached to the courthouse. “The final step is to remove that ugly jail,” he said. “Hopefully that will restore that beautiful 1891 courthouse.”

That was the vibe from the estimated 3,000 visitors who flocked to the Rochelle Railroad Park on Tuesday morning to see the Union Pacific’s Big Boy No. 4014 steam engine. “I went to Utah back in May to see it,” said James Ellison, 27, a train enthusiast from Logansport, Indiana. “I saw on the schedule that it was coming to Rochelle and I thought that would be good way to see it and bring my parents along and have some fun.” Ellison was in his element on Tuesday morning as the steam engine, dubbed as one of the world’s biggest and most powerful steam locomotives, arrived on one of the

10 straw sculpture to be featured The fourth annual U.S. National Straw Sculpting Competition, sponsored by Encore! Mt. Morris, opens Friday, Aug. 9 at 6 p.m. in downtown Mt. Morris. Byron man appointed zoning administrator The Ogle County Board appointed a Byron man as the next county planning and zoning administrator during a special meeting on July 30. Harry Adams Jr., 34, was chosen from a field of three applicants to replace Mike Reibel, who is stepping down on Aug. 30. Adams is a farmer and also manages a construction firm.

Board chairman Kim Gouker said Adams was chosen because of his professional experience. “The advantage is he has been involved in zoning on the customer side rather than the government side,” he said. The board has not yet chosen a replacement for Supervisor of Assessments Jim Harrison who retired Dec. 31.

Legion to sponsor 11th annual Car Show is Aug. 3 The Forreston American Legion Family will sponsor its 11th annual car show as part of the yearly Sauerkraut Days on Saturday, Aug. 3 from 8 a.m. to 5 p.m. at Forreston’s Memorial Park. More than 150 cars and motorcycles are expected during the day-

long show. Dash plaques will be given to the first 100 entries, and door prizes will be given out during the day. Sauerkraut lunches will be served from 10 a.m. to 3 p.m. The cost of a lunch is $5 for

adults and $3 for children ages 7-12. The lunch includes a brat or hot dog (with or without sauerkraut topping), a bag of chips, and a can of pop. Music will be provided by 3D Sound.

Aug. 2 with a beer garden opening at 6 p.m. on Walnut Avenue and DJ Tyler providing the music until 11 p.m. A dunk tank operate all weekend with lots of favorite local individuals just waiting to get wet. CSO makes a difference after only a month Community Service Officer enforces city ordinances BY VINDE WELLS vwells@oglecountynews.com The addition of a community service officer to the Oregon Police Department last month is already making a difference. Police Chief Darin DeHaan said having Shane Mowry working on ordinance violations and parking compliance has freed up full-time officers to provide other services to the community, and has made a dent in the list of complaints the department typically receives. Mowry, 20, of Oregon, was hired as CSO in June and works 20 hours per week on ordinance violations such overgrown grass, unlicensed vehicles parked in yards, and otherwise unkempt properties. “Shane has done a fantastic job with making contact with residents, identifying the problems, and following up,” DeHaan said. Mowry is also making sure the two-hour parking restrictions in the downtown are followed. Before writing any parking tickets, he met with downtown business owners to let them know the

ordinance would be enforced. “Almost immediately he got an email from one of the business owners saying thank you,” DeHaan said. The summer job gives Mowry some valuable experience as he prepares for a career as a police officer. “I’m going to college for criminal justice, and I thought would be a good stepping stone,” he said. Mowry answers calls from residents who see violations in their neighborhoods and also notes violations while he’s on duty. He said he is enjoying his work. “It’s really good after getting a call to go through the steps and see that it makes a difference,” he said. DeHaan said the CSO position was created just for the summer months, but he hopes it can be expanded to year-round. The truck Mowry is driving is one the city Water Department no longer needed. A little striping was all it took to outfit it for the CSO. Mowry’s wages are paid from the city’s Health & Safety Fund, which was formerly used for animal control, before those duties were taken over by the county. “There’s little or no impact on tax dollars,” DeHaan said.

New restaurant may close kitchen over permit Health Dept. says well doesn’t comply BY VINDE WELLS vwells@oglecountynews.com The owners of a newly-opened Oregon restaurant and bar may have to shut down their brand new kitchen temporarily due to an ongoing battle with the Ogle County Health Department. Jason and Heather Stombaugh, owners of Sledgehammers at 1450 N. Illinois 2, took to social media last week to let customers know the “real reason” behind their limited menu selections. The couple said in their online post that health department officials will not give them the permit they need because of issues with their well. “The real reason why we have had such a small menu was due to strict regulations from the Ogle County Health Department because of a code rule claiming our well needs to be 200 feet away from the septic. There is absolutely nothing wrong

with our water but they seem to work off of a ‘what if scenario’ even though this was a restaurant for 50 years with the exact same system,” the post reads. Currently, the post said the health department will issue them only a two-week permit for food, instead of the one-year permit that would allow them to serve a full menu. They are allowed to serve only five items and those are dictated by health department officials, the post said. “It has hurt us in so many ways so we have finally gotten to the point we will have to shut down our kitchen temporarily until we can purchase a new well and move it to a different location to their standards,” the post reads. Heather Stombaugh said Monday that they decided to explain their side of the dilemma because they are losing business. “We wanted to get it out there. A lot of people have been upset that we have such a short menu and have walked out,” she said. She said drilling a new well is not something they can afford to do after just sinking all their financial

resources into getting their business up and running. Stombaugh said they started working with the health department several months before their June 1 opening and had been told everything was in order. “We’ve been working with the health department,” she said. “We’ve done everything they asked us to.” Then three days before their opening, health department officials told them the food permit could not be issued because of the well. Stombaugh said the sticking point seems to be 1990 state regulations that require the well and septic to be farther apart. However, she said state health department officials and their attorney told them they were grandfathered because the situation was in existence before that law was passed. Besides that, she said, tests of the water from the well show no problems. “Our water tests have been fine,” Stombaugh said. Health department administrator Kyle Auman confirmed that the well

is too close to the septic system, and added, “That’s only one of the issues.” He said he cannot discuss the situation in depth. “I can’t go into detail because it’s an ongoing issue and potentially a legal matter,” he said. “I understand this is Sledgehammers’ position. In this case there is no ability to be ‘grandfathered,’” he said. “The Ogle County Health Department has communicated this directly with the owners and informed them of the next steps in the process. The health department will continue to work with Sledgehammers to ensure the public’s health and safety.” Auman said businesses that serve food and liquor must adhere to federal, state, and local regulations, and several steps must be followed and inspections done before permits can be issued. “We are enforcing the state law. Public health laws are put into effect based on science and ways to prevent the spread of food-borne illnesses,” he said. “We ask restaurants to follow these regulations to prevent outbreaks.”

Big Boy left West Chicago around 8 a.m. and arrived at the railroad park around 10:25 a.m., not quite on schedule, but that didn’t matter to most camera-phone ready viewers. “I can hear it coming now,” said one

expert chaser. “It’s about a mile out.” As the large, black behemouth chugged to a stop, the crowd rushed to its side snapping photos and taking videos. Rochelle Police Officers, Ogle County Deputies, and Union Pacific Police made sure excited visitors didn’t get too close to the train. “We don’t know for sure how many people are here, but someone from the Union Pacific estimated the crowd at 3,000,” said Rochelle Police Chief Eric Higby. The merchandise shop at the park

was packed with people buying or looking at train-related items. The official 4014 T-Shirt sold out before the train left, but park officials said they are ordering more and should have them in a couple of weeks. After leaving Rochelle, the train passed through Ashton, Franklin Grove, Dixon, and Sterling en route to its next stop in Clinton, Iowa. The train’s trek is part of Union Pacific’s celebration of the 150th anniversary of completion of the Transcontinental Railroad through Illinois, Iowa, Minnesota, Nebraska, Wiscon-

sin and Wyoming. At 133 feet long, the steam engine is longer than two city buses and weighs more than a Boeing 747, with enough power to pull 16 Statutes of Liberty over a mountain range. Big Boy steam locomotives were used to haul freight between Wyoming and Utah in the 1940s and 50s. Of the 25 engines built, only eight remain, and only the 4014 is operational. And how did Big Boy’s appearance rate in Rochelle? “It was definitely worth it,” Ellison said smiling.

Bailey, 35, of Oregon, was arrested at 11:50 p.m. on two outstanding Ogle County warrants, one for failure to appear and one for petition to revoke. Bailey was transported to the Ogle County Jail. July 25 Kelly A. Kirby, 28, of Davis Junction, was issued a citation at 6:35 a.m. for use of a cell phone while driving. This violation occurred in the 700 block of W. Washington Street.

At 3:05 p.m., police took one female juvenile, 11, of Oregon, into limited custody for the offenses of being a runaway and theft less than $500. The juvenile was released into her parent’s custody with a referral to the Ogle County State’s Attorney’s Office for diversion or informal services requested if found to be appropriate. July 27

Marcus E. Garrett, 24, of Wenona, was issued a citation at 7:07 p.m. for operating a vehicle when registration suspended for non-insurance. This violation occurred in the 100 block of S. 4th Street.

Byron Rotary collects tabs for Ronald McDonald House The Rotary Club of Byron announces a new service project – collecting can tabs to raise money for Ronald McDonald House. Area bars and restaurants are saving can tabs in special buckets provided by Rotary; when full, the buckets will be collected and sent to recycling stations. All funds are donated to Ronald McDonald Houses in the Chicago suburbs and in Madison that serve families from this area whose seriously ill or injured children are receiving medical treatment at nearby hospitals. Participating Byron businesses include Spanky’s, Weezy’s, the CAVE, Second Chance, Aero and Uptown Lanes. gested for families who can afford it. “The serious medical condition of a child is not only emotionally challenging but can be financially devastating, as well,” Byron Rotary President Kay King said. “Helping to defray the costs of lodging is one way communities can help support young families during the most difficult times in their lives.” Under current aluminum recycling prices, it takes approximately 150 pounds of tabs to pay for one 24-hour stay at a RMD House. A large zip-lock bag holds just over a pound of tabs; 1,267 tabs equals one pound. “It may not seem like this effort makes a big impact,” Rotary member Betsy Floski said. “However, some communities have paid for as many as 80 nights of lodging for families; those donations allow RMD Houses to expand their offerings to include art therapy rooms, video stations and other activities for their guests. As an added bonus, it’s a green project, which is one focus of Rotary clubs.”

PUBLIC VOICE Park District’s Sprint volunteers and sponsors thanked Dear Editor, I would like to thank everyone who participated, volunteered, and helped to make the 10th annual Oregon Park District Sprint and third annual Super Sprint Triathlon a success. One hundred and fifty-two participants total came out for a warm morning to enjoy the park district’s pool and Oregon for running and biking. The event could not happen without over 50 volunteers that came out early to put on this premier event. The park district is fortunate that many staff, families, friends, commissioners and community members volunteer step up to volunteer and allow the park district to put on many special events throughout the year.

Morris Jamboree at the Reckmeyer Band Shell on Friday, Aug. 9 with a free two-hour concert starting at 7 pm. “Kyle Lacy and his band conjures up a potion taking you home to the roots of 1950’s rock ‘n’ roll while creating something fresh and bluesy - think Buddy Holly meets Gary Clark Jr.,” said event organizer Larry Ubben. “Armed with an elegantly raucous voice, a 50s grit guitar style and a keen knack for ‘in the moment’ lyrical honesty, Kyle uses his hepcat showmanship to keep his audience grooving down to the last beat.” The band features Lacy on vocals and guitar, Cody Gibson playing upright bass, Boyce Griffith on tenor sax and Jesse Chevan on drums. “Their wild rockabilly show is packed with foot stomping rockabilly, blues, and originals that get a crowd on its feet, dancing, and interacting with them. Senior Center to host six-day trip to Biltmore Estate The Polo Senior Center is offering a trio to the Biltmore Estate (dressed in holiday glamour) and Asheville, North Carolina, nestled among the Blue Ridge Mountains for a pre-Christmas celebration of touring, eating, and shopping. The chartered bus will leave Sunday, Nov. 10 from Faith United Methodist Church in Polo and return on Friday, Nov. 15. This trip is for six days and five nights, including three consecutive days in the Asheville area, and eight meals (five breakfasts and three dinners). The schedule is as follows: Day 1: Depart and check into enroute hotel; Day 2: Travel and have dinner before checking into Asheville hotel; Day 3: Visit the Biltmore Estate and Gardens and Antler Village & Winery, the Biltmore’s new village that connects the estate’s present and

past, providing a place for dining, shopping, and historical exhibits; Day 4: Guided tour of Asheville, which features more Art Deco architecture than any other southern city outside of Miami Beach. The group will also see the St. Lawrence Basilica. In the afternoon, the group will take a guided tour of the scenic Blue Ridge Parkway and visit the Blue Ridge Parkway Visitor’s Center to see “America’s Favorite Journey,” a 24 minute film, and the Folk Art Center. Day 5: Start the trip home but not before seeing the Kentucky Artisan Center in Berea, Kentucky, a 20,000 square foot facility that offers Kentucky crafts, history, and shopping for Kentucky products. BY EARLEEN HINTON ehinton@oglecountynews.com Butterflies were the main attraction of the Northwest Illinois Audubon Societyâ€™s Elkhorn Creek Butterfly Festival on July 27, but one volunteer made sure all the other inhabitants of the preserve also got their day in the sun, so to speak. A few monarchs flew by the group on a blustery warm day making sure to avoid several children who held their butterfly nets at the ready. Their misses gave tour leader John Walt, of Dakota, plenty of time to talk about all the other native plants and insects that make the Elkhorn Creek Biodiversity Preserve their home. â€œHere is Queen Anneâ€™s Lace,â€? Walt said as he displayed the cluster of white blossoms to the group. â€œAnd this is wild grape and as you can see a Japanese beetle has eaten most of it making it pretty much useless to the plant.â€? Around 75 people attended this yearâ€™s free event.

Located southwest of Forreston and north of Polo, the 43-acre site is home to several remnant hillside prairies, some wetland features, and a portion of Elkhorn Creek. Grasses such as big bluestem and little bluestem in addition to milkweeds, wild bergamot (bee balm), spiderwort, and coneflowers are just some of the forbs and grasses on the site. Volunteers are busy working to restore and re-create native communities. Individuals are welcome to participate in various management tasks including seed collecting and planting, weed suppression, wood cutting, and prescribed burning. Many species of wildlife occur in the habitat with 450 species recorded including 130 species of birds, 77 species of insects, and 201 species of plants. The Elkhorn Creek Biodiversity Preserve is located three miles southwest of Forreston in the southwest corner of West Grove and Freeport Roads.

History buffs and baseball enthusiasts could have a win-win in their future Aug. 10-11 at the 17th Annual World Tournament of Historic Base Ball. And fans willing to make the trip to Dearborn, Michigan, can also cheer on a local team — the Oregon Ganymedes who play for the “love of the game.” “We are guys who love playing base ball the way it’s supposed to be played,” said Tim Strohecker, 41, of Oregon. In 2018, the Ganymedes vintage base ball club won the 3rd Class Division at the 16th Annual World Tournament of Historic Base Ball (spelled as two words until the 1900s), held on the Walnut Grove fields at the Henry Ford Museum/Greenfield Village. Twelve teams from four states (Michigan, Ohio, Indiana, and Illinois) squared off against each other playing 1867 rules to commemorate the original “World’s Base Ball Tournament” held in Detroit, Michigan, 152 years ago. The Ganymedes play 1858 rules during their regular season, but follow 1867 rules at the tournament. 1867 rules include stealing bases and requiring players to catch fly balls in the air instead of letting them bounce once to register as an out. After a slow start at the tournament in 2018, the Ganymedes rallied the second day and qualified for the championship game where they beat the Fallasburg Flats from Lowell, Michigan, 15-12 earning a return trip to the tournament in 2019. “Our hitting finally came alive in that game,” said Mark Herman who founded the team in 2005 and has served as its captain for every season since. His wife, Debbie, is the team’s equipment manager, statistician, and photographer. The tournament is played on the fields in the

Newcomer Tyler Grant, 21, of Byron, soaked up the experience of the 2018 tournament. “I think it is pretty cool to see how baseball has evolved. I would definitely recommend it,” said Grant who played modern-day baseball for Byron High School and Rock Valley College. “When

OBITUARIES RICHARD D. FRISON Richard Dean Frison, 84, of Colona, died on Friday, July 12, 2019 at Illini Restorative Care Center in Silvis. Richard was born on Jan. 22, 1935 in Strawberry Point, Iowa, the son of Balzer and Maxine Brewer Frison. He served in the Army National Guard during the Korean Conflict. He married Shirley on Sept. 17, 1955 in

VELMA L. HOFFMAN Velma L. Hoffman, 99, of Forreston, died on Friday, July 26, 2019. She was born on Oct. 13, 1919 in rural Carroll County to Clarence and Ethel (Zuck) Dambman. She married Alvin Hoffman on June 4, 1947. They farmed the Hoffman Family Farm, Forreston. Velma enjoyed gardening and antiquing. She treasured time with family and friends.

BETTY A. LUDWIG Betty Ann Ludwig, 91, of Forreston, died on Monday, July 22, 2019 at Manor Court, Freeport. Betty was born on Nov. 27, 1927 in Ogle County, the daughter of John W. and Mary (Mutinga) Bocker. She married Donald C. Ludwig on Dec. 4, 1946 in Forreston. He died on Aug. 11, 2010.

LUCILLE E. TOMS Lucille E. Toms, 94, of Forreston, died on Saturday, July 27, 2019 at Polo Rehabilitation and Health Care Center. She was born on Dec. 1, 1924 in Forreston, the daughter of Edward and Hattie (Johnson) Rademaker. Lucille married Maurice Toms on Sept. 21, 1949 in Forreston. He died on Sept. 13, 1997. She was a member of First Methodist

Polo. She died on Oct. 26, 2009. Richard retired from International Harvester and also worked as a Master Carpenter in the area. Survivors include his children, Lori (Jeff) Emry, of Roanoke, Virginia, Richard (Tracy) Frison, of Mesa, Arizona, and Collette (Carl) Douglas, of

Geneseo; grandchildren, Darcy (Jason) Frison Franks, Guy (Megan) Frison, Jared Emry, Caitlin (Vil) Emry Phonasa, Jennifer (Preston) Douglas, Katherine (Zack) King, and Elizabeth Douglas; 11 great-grandchildren; and siblings Lila Eddy Waller, of Phoenix, Arizona, Douglas Frison, of

Auburn, Washington, Roger Frison, of Rockford, and Kent Frison, of Scottsdale, Arizona. Richard was preceded in death by his parents and his wife. The family would like to extend a special thank you to Mike Eddy for all of his time and care given to Uncle Dick. A memorial visitation was held on July 20 at Schroder Mortuary in Colona. Memorials may be made to the family.

She was a member of First United Methodist Church, Forreston, where she taught Sunday School and served as chairperson for the annual ham supper. Survivors include her children, Sandy Hoffman, Dan (Judi) Hoffman, of Forreston, and Cindy (Dave) Gesin, of Winnebago; grandchildren, Steve (Cara) Hoffman, Cori (Greg) Broshous, Daniel (Brandi) Hoffman, Matt

(Julie) Gesin, Beth (Tom) Schmidt; great-grandchildren, Kerrigen and Zayne Hoffman, Paityn and Rylee Broshous, Cadan and Gavin Hoffman, Brady and Emelia Gesin, Hudson and Fletcher Schmidt; and a sister-in-law, Harriet Dambman, of Milledgeville. Velma was preceded in death by her parents; husband; brother, Robert; and sister, Nadine.

Services were held on July 30 at the First United Methodist Church in Forreston with Rev. Scott Ralston officiating. Burial was at White Oak Cemetery. A memorial has been established for White Oak Cemetery and First United Methodist Church. Betty and Donald were lifelong Ogle County farmers. She was a member of Forreston Reformed Church. She enjoyed garage sales, collecting toys, playing 42, and attending her grandchildren’s and great-grandchildren’s sporting and

school events. Surviving are her three sons, Greg (Shirley) Ludwig, of Freeport, Gary (Connie Kaiser, friend) Ludwig, of Forreston, and Jon (Renee) Ludwig, of Forreston; nine grandchildren, Maida, Carrie, Christian, Wesley, Sam, Dan, Jered, Nick, and Alex; and 14

great-grandchildren. Betty was preceded in death by her parents; husband; daughter, Beverly; and daughter-in-law, Diana Ludwig. Funeral services were held on July 29 at Forreston Reformed Church with Rev. Lyle Zumdahl officiating. Burial was at West Grove Cemetery. A memorial has been established.
