members voted to approve.

“Despite going up against an employer that was hostile to their union from the very start, CGH workers never wavered,” AFSCME Council 31 Executive Director Roberta Lynch said. “They organized, they spoke out, and they stood together through years of delay. This agreement is a testament to their determination to make CGH a better place to work and a better place for patients.”

The history

In late 2019, employees at CGH Medical Center in Sterling, led by Council 31 of the AFSCME, began efforts to unionize. The union filed petitions after months

of organizing, claiming majority support among staff.

CGH objected, alleging fraud and coercion in collecting union cards, and argued that certain employees, including a specialty nurse group and an electronic medical records trainer, should be excluded from the bargaining unit.

However, in 2021, a state labor judge dismissed most of CGH’s objections for lack of evidence, agreeing only that the EMR trainer should be excluded from the union. Following that decision, AFSCME urged CGH to accept the ruling and certify the union.

Almost 1,000 employees, including nurses, CNAs, phlebotomists and other health workers, supported the unionization to secure better pay, fair treatment and a stronger voice in patient care. At that time, CGH leadership said it still was

considering the next steps, prioritizing care during the COVID-19 pandemic. Union supporters emphasized that forming a union would strengthen the hospital and improve service to the community.

However, after the union was officially certified by the Illinois Labor Relations Board in 2021, tensions between the hospital and the union continued.

Over the past few years, the union and CGH have filed multiple complaints against each other, including an issue involving a December 2019 letter from Steinke.

Administrative Law Judge Anna Hamburg-Gal ruled in March 2022 that the letter, published by Shaw Local in print and online, violated state labor laws. The letter provided detailed instructions on how employees could

revoke their union support and included disparaging remarks about the union, claiming it would waste dues and harm relationships with management.

Hamburg-Gal found that the letter was coercive, discouraging employees from maintaining union membership and encouraging them to report revocation to human resources.

Although CGH argued the union’s complaint was filed too late, the judge proceeded with the case, siding with the union.

In early 2025, Houzenga urged the Sterling City Council to pass a resolution showing its support for CGH management to quickly reach an agreement with the union. She said CGH has spent $1.7 million in attorneys’ fees related to its efforts to fight the establishment of the union and “silence voices.”

“I like getting them all ready to go, and it’s fun seeing how they do and what other people think of your sheep,” Colson said.

A familiar face to Section 2 FFA was in the sheep ring as a judge.

Buddy Haas, former agriculture teacher and FFA adviser at Morrison High School, returned to Section 2 to judge sheep.

Haas is now a herdsman for Horton Farms Shorthorns in St. Charles, but said FFA and Section 2 remain close to his heart.

“It’s always good to be able to come out to Section 2,” Haas said.

While his specialty is cattle and he showed cattle, Haas said judging sheep is about the basics.

“I like to keep things simple,” he said. “On the breeding side, structure and how the animal moves and how they are built is the most important thing for me, then body shape and composition. On the market side, market being what we are going to eat, I look for: are they market ready, are they heavy muscled, the right degree of finish, then structure, then if they have a good look.”

While the champion and reserve champion banners represent all the hard work that FFA members put into their fair projects, Haas said he hoped all the exhibitors gained something from their FFA fair experience.

“It’s giving the kids opportunities because, at the end of the day, that’s what it’s all about: learning and making memories. We use livestock as a tool to make kids better. On summer vacation, kids are sitting on a beach or waking up at noon. For these kids, their animals have to be fed twice a day, worked twice a day, and the work ethic it takes to do that should be recognized. It takes a lot, for sure,” Haas said.

Illinois Elks Children’s Care Corporation in cooperation with Northwest District Elks Lodges will sponsor a free children’s podiatry assessment clinic on Thursday, Aug. 20, at Morrison Family Care Clinic.

The clinic will be located at 303 N. Jackson St. in Morrison with Dr. David Yeager as the clinician in charge.

The clinic starts at 8 a.m. and is by appointment only. To make an appointment call the Illinois Elks Children’s Care office at 1-800-272-0074 between 9 a.m. and 4 p.m. Monday through Friday. There are no charges for any services at this clinic.

No medical referral is necessary for the clinic but physicians are welcome to refer patients to the clinic for a spe-

cific reason or second opinion. School nurses are welcome to refer children and families to the clinic.

The Elks Organization has been working with physically challenged children since 1928 and this is one of the 15 clinic locations throughout Illinois.

The clinic is an ideal time to have a child reviewed for bone and joint development. If your child has feet pointing inward or outward or complains of foot pain they can be seen at this clinic.

There is no charge for any diagnostic services at this clinic. The Elks will provide financial assistance to the best of their ability for children needing further treatment or specialty equipment when the family lacks sufficient resources to do so.

In the past, the Elks have purchased therapy services, corrective shoes, braces, wheelchairs and augmentative communication devices to help children overcome a variety of physical challenges.
