Elmhurst Fire Chief Jeffery Bacidore responded to calls via email stating his concerns are the same as the committee. The report also removes 10 special food vendor spots in the Schiller Passageway, which are allowed during automobile exhibition events since Cool Cars Under the Stars won’t be held this year. “We’ll always be looking at this ordinance,” Wagner said. He explained as the downtown changes, new discussions and analysis are necessary. “Change is usually good,” he said. Uslander said she’s seen the downtown change a lot over the past 23 years, but not always for the best. “It was just such a quaint town, and it had such character ... it’s lost that,” she said. She started her hot dog cart in tribute to her own childhood in Chicago when she remembers her family would stop by a cart on Milwaukee Avenue for a few dogs during a busy Saturday afternoon of shopping. In Elmhurst, seniors often

stop by and tell her which Chicago hot dog carts they remember visiting during their childhood, and young parents come by with their children because they remember Uslander’s cart from their childhood. “I’ve now created those memories for them that I have,” Uslander said. Uslander likes her spot because, not only can patrons on York Street see her cart’s umbrella, but through the Schiller passage shoppers on Addison Avenue can see if she’s there. She worries that, on the other side of York, Addison shoppers won’t be able to spot her through the passage. “There are other vendors that are probably willing to be at that location,” Wagner said. “This is not about the hot dog lady.” While Uslander usually rolls out her cart in April, she’s been left in limbo while the city considers moving her across the street. ELMHURST – For 23 years, generations of Elmhurst residents and visitors have picked up a Vienna Beef hot dog from Pamela Uslander’s cart at York Street and the Schiller Passageway. But now, the self-proclaimed “Hot Dog Lady of Elmhurst” is fighting to keep her spot. “I see some of the people more than I see my own family,” said Uslander of the relationships she’s made with customers and regulars in the downtown. She’s gathered more than 300 signatures over the past week on the website www. change.org. The Elmhurst City Council will vote on a report from the Public Affairs and Safety Committee, which permanently eliminates Uslander’s spot from the approved locations for pushcart food vendors. The report also recommends the council eliminate Uslander’s location and the southeast corner of Addison Avenue and Second Street from the four locations currently allowed. That leaves the

her annual license fee of $500. While the committee did review the pushcart food vendor license fee, the report recommends the fee not be adjusted. Assistant City Manager Mike Kopp said city staff brought the ordinance to the committee for review. “We took a look at the change in City Centre,” said committee chairman and Seventh Ward Alderman Patrick Wagner. The committee’s report cites “concerns over the safety and practicality” of the two downtown locations in jeopardy. “Current congestion and potential construction throughout the area” are also mentioned in the report. He said the only approved construction project in the area now is the Addison Park Deck. “There’s already a four story parking deck approved,” Wagner said. Because of that, Wagner believes the retail on the first floor of the project will increase foot traffic in the Schiller Passage. While he said the committee didn’t see an increase in pedestrian traffic recently, he said the committee would like to open the Schiller passage. “I didn’t pose a safety haz-

Council to address Hahn Street project, impact fee By MARI GRIGALIUNAS mgrigaliunas@shawmedia.com ELMHURST – March gave the Elmhurst City Council a week off with a fifth Monday in the month. Here are a couple issues looming as Monday’s meeting approaches.

Hahn Street understanding The City Council previously voted to have the city attorney prepare the proper documents to approve a Memorandum of Understanding for the Hahn Street Redevelopment Project. With a 9-to-4 vote in January, the council chose Morningside Group to develop a

six-story mixed use building, which will include first-floor retail, public green space, public parking and luxury rentals. The project will be built on the city-owned property on Hahn Street between Addison Avenue and York Street. The memorandum between the city and the chosen developer, Morningside Hahn LLC, allows for continued negotiations. During a 180-day period, Morningside will be the designated developer, city staff and the developer will negotiate a redevelopment agreement and Morningside will be able to apply for subdivision and zoning entitlements necessary for the project.

A six-story building would require a conditional use permit similar to the one the city is seeking for the Addison Parking Deck project. In this case, Morningside would be applying for zoning allowances. The City Council is expected to vote on the final memorandum at an upcoming meeting.

Impact fees review A referral by Mayor Steve Morley and two aldermen for Elmhurst to review its current impact fees is expected on Monday’s agenda. Morley, along with Sixth Ward Alderman Jim Kenne-

dy and Third Ward Alderman Dannee Polomsky, requested the referral be sent to the Finance, Council Affairs and Administrative Services after meeting with District 205 and Elmhurst Park District representatives. The current impact fees were established in 2006. With 56 houses expected to go up on the former Elmhurst Memorial Berteau Avenue property, a city news release stated the impact fee should be increased to meet market expectations and adhere to the current Elmhurst code. Elmhurst Community Unit School District 205 now receives $6,500 for every new

single family housing unit, and the park district receives $1,500, according to a city news release. The fee is meant to offset the one-time property tax gap created when new additional housing is added to the community. The fee only applies to housing added to the community, not replaced housing. Chris Blum, District 205 Finance and Operations Committee chairman, estimated in November that the redevelopment could cost the school district anywhere from $50,000 to $95,000 per new home. The Berteau property redevelopment is expected to begin fall of 2014.

8NEWS BRIEFS Elmhurst receives grant for permeable pavers ELMHURST – DuPage County awarded Elmhurst with more than $29,000 for repaving a block on Addison Avenue with permeable pavers – pavement that allows stormwater to run through it, reducing runoff and filtering the water. As part of the Addison Parking Deck project, the city applied for the grant to cover the cost of repaving the east side of the street with permeable pavers and changing the angled street parking to parallel spots, said Assistant City Manager Mike Kopp. The project will cost $117,000 total and replace the east side of Addison Avenue between First and Second streets with permeable pavers. The DuPage County Water Quality Improvement Program grant will cover 25 percent of that or $29,250. The project is one of six

York cheerleader to compete for spot on big screen By MARI GRIGALIUNAS mgrigaliunas@shawmedia.com ELMHURST – Three weeks ago, Annalise Haarstad was thrilled to make an all-star cheer team. Now, she’s looking forward to a national competition and an appearance on the movie screen. “It’s definitely exciting,” the York High School junior said. Haarstad will compete with the ICE All-Stars Lady Lightning team this weekend at the Nfinity Champions League two-day competition in Atlanta, Ga. The competition brings 30 of the top allstar teams in the country together to compete in a unique event that will be filmed. The 30 teams include all three size categories as well as all-women and co-ed teams. The event will be filmed and screened across the country four days later. “There’s a lot of pressure,” Haarstad said. A member of York’s varsity cheer team, Haarstad chose to cheer for her high school team instead of an all-star team, which is competition focused and doesn’t perform at sports games. The two seasons interfere, but when one of the Lady Lightning cheerleaders got injured, Haarstad’s assistant coach recommended her to fill in. “It’s awesome to be a part of because these girls are so good,” Haarstad said. The Lady Lightning is a

small, senior-level five cheer team that trains at ICE in Aurora. The group finished third at the 2013 Cheerleading Worlds. The daughter of two competitive gymnasts, Haarstad grew up tumbling, but said most people don’t realize the strength cheerleading demands. “Some of these girls are probably stronger than some guys at my school,” she said. In addition to her threehour practices four days a week, Haarstad said her father still helps her with her tumbling, and she puts in extra hours weight lifting in the gym. “When people think of cheerleading, they think of girls standing on the sideline,” Haarstad said. That won’t be the case this weekend. Instead, Haarstad and the Lady Lightning will be center stage tumbling, cheering and hoisting each other into the air.

ELMHURST – A Berkeley man is being held on $300,000 bond after allegedly firing a blank Saturday outside Fitz’s Spare Keys in Elmhurst. Michael J. Carr, 22, of 5830 St. Charles Road, was charged with armed violence and two counts of aggravated battery at 10:43 p.m. March 29. “There was a fight, and somebody fired a blank gun

on the street,” Elmhurst Police Chief Michael Ruth said. Police responded to a call for shots fired outside Fitz’s Spare Keys, 119 N. York St. When officers arrived they found Carr hiding under a truck in an alley, according to police reports. Witnesses identified Carr as the man whom fired what looked like a handgun. Two people had injuries from a fight with Carr before he fired the blank gun.

ELMHURST – An Elmhurst man charged by police after he posted a threatening comment online about the Elmhurst St. Patrick’s Day Parade appeared in court Monday for his arraignment. Glenn Schumacher, 58, of the 500 block of South Cedar Avenue, was charged with disorderly conduct after allegedly making a false bomb or deadly substance threat. Dressed in an orange T-shirt and pants, Schumacher listened to the charge against him as Judge Daniel P. Guerin explained his responsibility to ap-

pear on all court dates, even if he makes bail on his $100,000 bond. Schumacher allegedly made a comment about “ w e l l p l a c e d Glenn pressure cooker Schumacher pots” along the St. Patrick’s Day Parade route at about 3 p.m. March 7 on a local news website. The comment was later removed. The city of Elmhurst released a statement the morning of the parade stating that Elmhurst police had investigated the threat. Elmhurst library takes trip back to 1920s with book events This spring, Elmhurst Public Library focuses on that gin-guzzling, jazz-swinging, Lindy-hopping time in Chicago’s storied past: the 1920s. We’re highlighting two books about this era in Chicago’s history. “City of Scoundrels” by Gary Krist tells about a twoweek period in 1919, from a dirigible crashing into a busy downtown bank to one of the worst urban riots in American history. “Deadly Valentines” by Jeffrey Gusfield chronicles the story of Al Capone’s henchman, Jack McGurn, who eluded the Chicago police following the 1929 St. Valentine’s Day Massacre. At the headline event of the spring, both authors share their insights, answer your questions and sign books at 7 p.m. April 24 at Elmhurst College’s Hammerschmidt Chapel. In addition, the library is hosting several other “Notorious” events, including: • A film screening about the Chicago underground, April 5; • Adult book discussions on “City of Scoundrels,” April 16 and 17. • Kids’ book discussion on “Al Capone Does My Shirts, Shoes, and Homework,” April 14. About 9:30 a.m. Saturday, March 22, I heard water running (sounded like Niagara Falls). In our bathroom, hot water and steam were shooting out from under the sink. My husband, being in a wheelchair, could not help. Our son’s phone was not on at that time. I called 911 and was transferred to the fire department. On the telephone, they made sure there were no electrical outlets by the floor so we would not be electrocuted. Within minutes, three firefighters were coming up my driveway. They assessed the situation and took care of the problem for us. What a great comfort it is to know whatever the emergency is, our Glen Ellyn Fire Department is there to help. Two lives were saved from heroin overdose in a five-day span thanks to the DuPage Narcan Program, according to the DuPage County Health Department. A sheriff’s deputy used Narcan, a nonaddictive drug that can reverse a potentially fatal overdose, on March 22 to assist a 32-year-old woman in unincorporated DuPage County near Villa Park, marking the first life saved through the program, the health department said. The deputy was responding to a call of a sick person about 1:20 a.m. “This is the first case of DNP-issued Narcan saving a life, and we expect that trend to continue. More lives will be saved, and that is the ultimate goal of this county partnership,” health department Executive Director Karen Ayala said in a news release. Just four days later on

Hanover Park police responded to a call of a sick person about 9 p.m. and reversed the overdose of a 29-year-old man. “The fact that our department just completed the DNP training a week ago and already put this life-saving training to use to save a life is amazing,” Hanover Park Police Chief David Webb said in a release. The DuPage Narcan Program is a response to the rising number of DuPage County heroin-related deaths in recent years, including 46 in 2013. Training began in November to teach DuPage County law enforcement personnel how to identify symptoms of an overdose and how to administer Narcan. More than 1,200 officers in DuPage County are expected to be equipped with Narcan by May.

ELMHURST – The Elmhurst Rotary Club will host the Transforming Lives Through Education fundraiser this month. This year’s spotlight charities are Children UP and A New Day Cambodia. Children UP focuses on children living in rural northern Uganda and provides them the opportunity to pursue secondary education. A New Day Cambodia is an international relief and development organization that provides shelter, food and education for children in Phnom Penh, Cambodia. The fundraiser features a raffle drawing for a $10,000 first prize, a $1,000 second

prize and $500 third prize. Only 350 tickets will be sold and are available from club members for a $100 donation. All proceeds from the event will benefit the Elmhurst Rotary Charitable Trust Fund. The evening begins with a social hour and hors d’ oeuvres, followed by dinner, a silent and live auction, entertainment and dancing. Mago conjures lively setting for Mexican dining BOLINGBROOK – When dining out, sometimes it’s nice to get hit with some degree of spectacle – bright colors, live music and big tastes. For those times, Mago Grill & Cantina in Bolingbrook is a fine place to indulge in elevated Mexican fare. The decor hits you like a hot pepper. The walls are painted in bright purple and orange, with the restaurant’s name in giant, pop-art letters adorning one side. Rows of luchador masks line the back walls. Another wall shows off row upon row of various tequilas and spirits, all in colorful displays. A live mariachi band began playing among patrons as my date and I left – and the table they were singing to seemed delighted. The meal started like many do at Mexican restaurants, with chips and salsa. Mago, however, upped the ante with warm chips and a trio of three brightly colored and wonderfully fresh and flavorful salsas. The cilantro-based one was a personal favorite. We followed with a ceviche tasting, featuring a citrusy shrimp, lime and cilantro tilapia, and scallop chile. Much like their salsa predecessors, all three were highly distinctive. The scallop, in particular, was well-cooked and deftly balanced with some vinegar acidity. The shrimp dish included olive tidbits, adding a layer of complexity and welcome contrast with the other two. And the main events – the chicken mole and the beef and cheese chile rellenos – both deeply impressed. I noticed that Mago devoted an entire page of the menu to five different types of mole sauces and their eight meat

Thankfully, that time and dedication were evident in the flavor. The mole ranchero, featuring chile ancho, chile pasilla and pumpkin seeds, was very straightforward, but had a ring of authentic smokiness that screamed care and love. And simply put, the rellenos were some of the best I have ever had. Both the cheese and beef versions were perfectly breaded and fried, with nary a bit of batter coming off the peppers as you ate them. But the true test was my date, who is a connoisseur of the stuff. She, too, gave them the stamp of approval – they managed to have strong flavors without overpowering any one ingredient. The beef was well-seasoned and stood its own under delicious heaps of sauce, while the cheese had just enough body to remain intact yet perfectly melted.

Make poetry into art Poetry has inspired people throughout history to make art, and it can inspire you, too. Here are a few ways you can turn your favorite poem into art. Express yourself: Write out a poem using calligraphy or illuminated letters. Use the shape of your letters and the colors you use to express the meaning, and

Make a banner of a line of poetry to hang outside of your classroom, or use sidewalk chalk to write a poem on the sidewalk in front of your house. Perform it: Art doesn’t have to be relegated to paper. Get a group of friends together and turn a poem into performance. Have each person act out a line, or several lines, of a poem, and perform it in front of your class.

ou can tell it’s Lent without going to church:

! Groceries are packed with seafood and coupon deals. ! Fast-food joints are rolling out sandies with names such as Reel Big Fillet (Arby’s) and the Premium Alaskan (BK), which replaced the politically incorrect Whaler. KFC is fighting back with its Colonel’s Double Fillet monster. JIM HILLIBISH ! McDonald’s hopes to beat last year’s sales of 296 million Filet-O-Fish with cheese, says spokeswoman Dayna Proud. Some 30 percent happens during Lent. That’s nearly four times what they sell on a normal day. The fried fish balls, Fish McBites, help power the excitement. ! And then we have all those fish frys at nearly every Catholic church, consuming tons of frozen white fish. Those who eat in do their part. Seafood Business tracked Lent sales and found cod is the king with 60 percent more sales, followed by talapia at 32 percent and salmon at 30 percent. If you’re tired of all this fish noise, there are some Lent-conscious recipes that accomplish the task. Try some of these when you cannot look at another fried pollock.

LENTEN CASSEROLE • 1 pound fresh mushrooms, diced • 1 pound cauliflower florets • 1 pound broccoli florets • 1 large onion, minced • 1/2 cup carrots, diced • 1 stick butter • 3 T flour STOCK.XCHNGE • 1 cup chicken broth • 1/4 cup milk • Salt and freshly ground pepper, to taste • 1 cup mayonnaise • 1 1/2 cups shredded sharp cheddar cheese • 1 1/3 cups fresh bread crumbs Melt butter. Add vegetables and cook five minutes. Stir in flour, then broth. Remove from heat and stir in milk, then mayonnaise and salt and pepper, to taste. Butter a 9-by-13-inch baking pan and add vegetables. Spread cheese on top, then bread crumbs. Drizzle with butter. Bake covered at 350 F for 30 minutes. Remove lid and bake for another 30 minutes or until bubbly and crisp on top. Allow to stand for 10 minutes before serving. Serves 6.

PASTA TOSSED WITH PEPPERS • 16 ounces penne or twist pasta • 2 T olive oil • 1 green and 1 red bell pepper, seeded and sliced • 1 large onion, sliced • 1 clove garlic, diced • 1/4 t black pepper • Salt, to taste • 1 T balsamic vinegar • 1 T basil ﬂakes Boil pasta as label directs. In a large sauce pot, heat olive oil and add peppers, onion, garlic, pepper and salt to taste. Cook until tender, about 10 minutes, stirring. Remove from heat and stir in balsamic vinegar and basil. Drain pasta, reserving 1/4 cup of the water and return pasta to saucepot. Add pepper mixture and pasta water and toss well. Serves 4.

GRILLED CHEESE PANINI • 10 1/2-inch slices Italian bread • 16 ounces Monterey Jack cheese slices • Butter, softened • 3 pears, cored and thinly sliced • Brown mustard Heat griddle or large skillet over medium-low heat, or a panini press. Pick one proteinbased ingredient and think about different ways to eat it. Twombley often recommends pistachios as a performance snack because, calorie-for-calorie, pistachios pack more protein than most common snacks. As a snack ingredient, pistachios can be baked into homemade energy bars, sprinkled on yogurt or combined with dried fruit in a makeyour-own trail mix. 2. Work backwards. Think about your favorite snacks, and then experiment with different ways to add new proteins to that snack. Love the portability of sport bars, but not the lengthy ingredient list that can accompany some store-bought brands? Instead, make your own sport bars to control the ingredients in your own kitchen. 3. Get creative with the ultimate snack duo: protein and fiber. Rather than buying a traditional trail mix, make your own mix of pistachios and your favorite dried fruit. Mix pistachios with air popped popcorn for a satisfying and ﬁlling post-workout snack.
