ELMHURST – For the 18th year, Elmhurst will hold its annual St. Patrick’s Day Parade on Saturday down Spring Road. “We did it before anyone else thought of it,” Parade Committee Chairman Jim O’Connor said. An Elmhurst native, O’Connor remembers the first parade had no budget at all. This year, the committee raised $40,000 to cover all costs from entertainment to clean up for the event expected to attract 2,500 people. The parade itself kicks off at noon Saturday at Wilson and Spring roads and continues north on Spring Road to The Silverado Grill. More than 130 entrants, including dancers, politicians, bands and floats, will march by spectators for about an hour and a half. Attendees are encouraged to arrive early. Beginning at 11 a.m., bands and entertainment will open the festivities along Spring Road at Ahlgrim Funeral Home, Vallette Street, The Illinois Prairie Path and McKinley Avenue. O’Connor said he sees his role as chairman as his way of serving the community,

Commission approves 6-story parking deck

Second, the garage should not permit commuter parking, which would allow more room for downtown shoppers, diners and employees. Several recommendations also were made in the report, including designated spaces in the garage for employee parking and a review of safety concerns for pedestrians at the egress. The commission also suggested converting the

two-way alley east of the garage to one-way. Susan McCoyd, who cast one of the dissenting votes, said she’s not opposed to a four-story garage. “Six stories becomes to immense and just overpowers that entire area, the whole streetscape,” she said. “The argument for six [stories] to me wasn’t compelling.” Dan Corrado and Thomas

Torcasso also voted against the decision. Thursday’s meeting was the culmination of a threeday public hearing (Jan. 23, Jan. 30 and Feb. 13) in which community members voiced strong opinions both for and against the six-story structure. The Development, Planning and Zoning Committee will now consider the commission’s report before it moves to the City Council. The next DPZ meeting is Monday.

By DAVID GOOD dgood@shawmedia.com ELMHURST – The city’s application for a six-story, downtown parking garage earned approval, with a few stipulations, from the Zoning and Planning Commission at Thursday’s meeting. The commission voted 6-3 to recommend City Council approves the city’s request for a conditional-use permit and the variations needed to build the 65-foot Addison Parking Deck with no setbacks. “If we want to be vibrant, if we want to be sustaining, if we to move into the future, then we need to plan for the future,” Commissioner Lisa Callaway said. The commission added two modifications before approving its report. First, the seven curb-side parking spaces in front of the garage on Addison Avenue should be designated as a loading zone from 6 to 10 a.m. to accommodate trucks making deliveries to the structure’s first-floor retail. Part of the city’s application requested a variance from the loading dock requirement.

ELMHURST – It was “business as usual” Thursday morning at Inland Bank in Elmhurst, branch manager Lori Murray said, as the investigation continued into Wednesday’s attempted robbery. A masked man, about 5 feet, 7 inches, entered Inland Bank, 539 S. Spring Road, demanding money and fled on foot at 8:54 a.m., according to a news release from the Elmhurst Police Department. Chief of Police Michael Ruth said the man threatened that he had a bomb, but the device ended up being fake. Man ditches money after robbing bank silver SUV was last seen driving southbound on Saylor Avenue, Ruth said. Witnesses told police that a dye pack exploded, possibly contaminating the robber as he entered the car. The robber dropped the bag of money after the pack exploded and left it behind when he took off, Ruth said. Bank employees followed procedure, Murray said. Police would not disclose the amount of money the robber tried to get away with, and Ruth said it was unclear whether or not it had all been recovered Wednesday. No injuries were reported. The bank reopened about 1 p.m. Wednesday, Murray said. FBI agents are leading the investigation in cooperation with the Elmhurst Police Department.

ELMHURST – Tim Soszko began his career in the limelight performing in school and community productions in Elmhurst. This week, he’s taking his comedic wit to Toronto. “I remember watching Steve Martin doing one of his standup specials and l a u g h i n g s o Tim hard I couldn’t Soszko breathe,” Soszko said of one of his first comedic role models as a kid. The York High School alumnus, right now, is performing at the Toronto Sketch Comedy Festival, which began Thursday, for the first time. Aside from Steve Martin, Soszko said he also is a big fan of Mr. Bean, or Rowan Atkinson. When it comes to his own sense of humor, Soszko said he likes to work off the beaten path but admits, “everything’s already been done.” He often watches some of his favorite comedians and will notice a sketch he’s recently written follows roughly the same joke or situation. Still, he likes to put a new twist in his versions. He’ll be performing with two troupes at the festival, and he said they’re both “more timeless than the next new joke about the president.” The Cupid Players do musical sketch comedy dealing with relationships, and Bri-Ko is a trio of silent characters who solve simple problems in the most complicated ways.

“What drew me to both of them were the relationships that happen,” Soszko said of why he enjoys working with both groups with different comedic approaches. He also does voice-over work in addition to writing and performing with another sketch group, The Tim and Micah Project. Since earning his bachelor’s degree in acting from Illinois State University, Soszko has gone on to direct improvisation and sketch comedy groups in addition to teaching theatre classes at Second City, Barrel Of Monkeys, IO Chicago, Emerald City Theatre Co., After School Matters, Columbia College and one of the first groups he ever performed with, Elmhurst Children’s Theatre. “Elmhurst Children’s Theatre was great when I was a kid,” Soszko said. Six years ago he began teaching sketch comedy at the local theater, which was a new alternative to its usual musicals and plays. He enjoyed working with the kids who

Suggesting a book purchase at Elmhurst Public Library Last year, Elmhurst Public Library updated its catalog and added a feature called “Suggest a Purchase.” Our librarians already try to predict what you’ll love to read or watch and purchase items based on factors such as best-sellers, lists of award winners and more. This new feature, however, gives you direct access to suggest a purchase that will not only put the COMMUNITY resource in your hands but VOICE will make an item available to Julie other patrons, too. Stiegemeyer At the beginning of February, I came across a review of a new book by Marilyn Nelson, and being a fan of poetry, I immediately wanted to get the book. My first step was to look on EPL’s catalog. I typed in the title of the book and the author’s name. Several other items popped up, but not the book I was searching for. I clicked on the link at the top right of the screen, which says “Search LINKin Libraries” to see if any of our partner libraries had it. A long list of resources appeared, but none called “How I Discovered Poetry.” After returning to the EPL catalog screen, I clicked on “Suggest a Purchase.” First, I had to enter my card number and PIN. After that, a simple online form appeared and I entered the title and author name. That was it – quick and easy. At this point, master-degreed librarians had the information needed to evaluate the request. If it was too obscure a resource or unavailable to libraries, staff would let me know why they would not be able to approve it. However, if it appeared to be a resource that patrons would enjoy and use, it would be approved. A couple of days later, I received word that my recommended book was approved and ordered by the library. Only one week later, I received email notification that the book was on hold for me. As always, our librarians do their best to anticipate the resources you’ll love. Suggest a Purchase, however, allows you to make direct suggestions. The whole process for me took only about two weeks. Instead of spending money on a book I didn’t know if I’d want to keep, Suggest a Purchase allowed me to recommend a new book and provided the opportunity for other patrons to use it too.

Republican governor primary: Bruce Rauner Illinois has big problems. Years of fiscal mismanagement and incompetent leadership have compromised the state’s economic future. Illinois’ five public pension systems are underfunded by more than $100 billion. The state ended 2013 with more than $7 billion in unpaid bills. lllinois’ credit rating has been downgraded five times since 2011, meaning taxpayers must pay much more in interest when the state borrows money. Moody’s Analytics predicted that Illinois will be dead last among all 50 U.S. states in job growth in 2014. It’s clear that those running state government have failed and change is long past due. On March 18, Republican primary voters have an opportunity to select the candidate they want to run against Democratic Gov. Pat Quinn in the November general election. State Sens. Bill Brady and Kirk Dillard are making a second run for the office. (Brady won the GOP nomination four years ago before losing a close election to Quinn.) Illinois Treasurer Dan Rutherford also is running, though his campaign has been rocked by sexual harassment charges leveled by a former staffer. Rounding out the field is businessman Bruce Rauner, whom we endorse. Rauner is not a career politician. In fact, this is his first run for public office. He supports term limits and, if he is elected, pledges to serve only two terms. groups who have helped to corrupt Springfield. He will not be afraid to stand up to the powerful public employee unions who have resisted change. His wealth was not given to him. He earned it during a lifelong career as an investor and businessman. Rauner is blunt when assessing the state’s many problems. Workers’ compensation is crushing businesses and an impediment to job growth. Despite a recent reform measure, public pensions are overly generous and unsustainable in the long term. The state’s tax system is unduly burdensome to both taxpayers and businesses and needs to be reformed. Rauner knows big changes need to be made to get the state back on the right path. Despite the many challenges, and the fact that whoever wins the governor’s seat more than likely will have to work with Speaker Michael Madigan, Senate President John Cullerton and a Democrat-controlled General Assembly, Rauner is confident he can get the job done. He has a genuine love for Illinois and a desire to improve the quality of life here. Rauner also knows his limitations. He admits that he himself doesn’t have all the answers, but he promises to surround himself with the best and brightest and work as hard as necessary to succeed, just as he has in his professional life. Rauner has the energy, the charisma and the financial backing to stand up to Quinn in the fall and win. In the Republican primary for governor, we endorse Rauner.

Council discusses highways, sidewalks By MARI GRIGALIUNAS mgrigaliunas@shawmedia.com ELMHURST – The Elmhurst City Council covered a variety of items at Monday’s meeting.

1. Elgin O’Hare access Mayor Steve Morley reported that during a recent meeting with fellow DuPage mayors, he got an update on the funding for the Elgin O’Hare Western Access project. While Illinois State Toll Highway Authority has committed $3.1 billion to the project, surrounding communities need to cover a $300 million funding gap. DuPage County is pursuing Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grant money to help narrow this gap. Morley also said he would like to push the southbound exit on Interstate 294 near McMaster-Carr Supply, 600 N. County Line Road, to the forefront of construction as it would benefit Elmhurst the most.

Grabowski said he and aldermen Jim Kennedy and Dannee Polomsky met with members of the park district board Monday morning to discuss the overland flood mitigation project outlined in the Burke report, which would use land owned by the parks and schools to temporarily hold water during a severe storm. Grabowski called the meeting productive and said they plan to meet again in a few weeks.

3. Emergency network The City Council approved a resolution authorizing an agreement between Elmhurst and the Illinois Public Works Mutual Aid Network. The voluntary agreement allows Elmhurst to ask other member municipalities for public works assistance during an emergency or disaster with the understanding that if Elmhurst is asked and has the resources, the city would send aid to other municipalities.

cial Service Area for the installation of public sidewalks on the north side of Comstock Avenue from Garden to West avenues. The SSA will finance 50 percent of the project costs through property taxes on the block over a 10-year period. Residents opposed to the project have the opportunity to file a blocking petition under state law.

Refuse referral Third Ward Alderman Michael Bram’s request for the city to review the current public refuse receptacles used in the central business district and consider replacing them with solar trash compactors and recycling containers was referred to the Public Works and Buildings Committee. The request mentions these new containers could save money currently spent emptying garbage cans and would minimize overflowing cans. The proposed containers also provide options for advertising space that would be sold or used for community events.

The workshop will be from 9:30 a.m. to 4 p.m. March 15 in the Schaible Science Center at Elmhurst College, 190 S. Prospect Ave. Registration costs $35 for individuals, $45 for families, and $70 for speech-language pathologists. ELMHURST – The City of Elmhurst Emergency Management Agency is joining with the Illinois Emergency Management Agency to promote severe weather preparedness. Edward W. Gehrke, Jr., passed away peacefully on Sunday, February 9, 2014 at home with his entire immediate family present. Ed was born to Grace and Edward Gehrke, Sr. He was raised in Chicago, IL. and attended Concordia High School in River Forest, IL. For three years during WWII, Ed served in the U.S. Army in both the European Theater and in the Philippines. He married Joan Kaden in 1955, and they raised their two sons, Glenn and Gary in Oakbrook, IL. Ed was a skilled autobody repairman his entire working life. He and his family enjoyed camping and the outdoors a great deal. Upon retirement in 1988, Ed and Joan moved to Santa Rosa, CA. They were active members of the Redwood Good Sam camping club for 13 years. In 2010, they moved to the beautiful retirement community of Montevalle in Scotts Valley, CA. Ed is survived by his wife Joan; his two sons, Glenn and Gary, and their families. A Celebration of Life for Ed will be held at 1:00 pm on March 22, 2014 at the Mill community center in Montvalle, 552 Bean Creek Road, Scotts Valley, CA. Elmhurst grad pursues pro drag racing career By MATTHEW PIECHALAK

mpiechalak@shawmedia.com Before reaching speeds in excess of 200 mph, it’s vital to clear the mind of distractions, said aspiring drag racer Marina Anderson. “You can’t bring the stresses of life into the race car because it can be dangerous,” said Anderson, a Villa Park resident and a recent Elmhurst College graduate. “You have to clear your head and feel what the car is doing.” Anderson, 21, took a serious interest in the sport of drag racing as a teenager when she began working with her father, Scott, the crew chief for Frantic Fueler, a successful nostalgia front-engine dragster. To Anderson, the sport is a thrilling mix of entertainment and really fast cars. “There’s a lot of adrenaline – even when you’re just watching,” she said. “The ground shakes, and the smell of nitromethane makes even the biggest men cry.” For the past four years, Anderson has been working hard to build her own 4,000-horsepower rear-engine dragster. She plans to debut her vehicle this weekend at the annual Detroit Autorama show, and from there, the goal is to qualify for the National Hot Rod Association A/Fuel, the high-speed class for the governing body. “Right now, we’re just doing the final touches with wiring,” said Anderson, adding that the vehicle will be capa-

Going fast was always a thrill for Anderson. As a child, she gained experience racing go-karts and dirt bikes. The Willowbrook High School alumna placed fourth in the state SkillsUSA Championship in the category of automotive service technology during her junior year. In 2010, Anderson completed the Frank Hawley’s Drag Racing School in Indianapolis, a two-day training course where she got her first experience drag racing on a track. She is currently licensed a

Super Comp driver, a class of dragster used during the program. Anderson will have to upgrade that license to A/Fuel before she can compete in the NHRA’s high-speed class. With the encouragement and help of her father and family friend Dave Daunheimer, the owner of Competition Fabrications in Maple Park, Anderson set out to build her own A/Fuel dragster four years ago. “I had to build my own because the cars are so expensive – it wasn’t really possible any other way,” she said. “I have a lot of respect for the sport because I had a hand in building everything.”

Anderson, who graduated earlier this month from Elmhurst College with dual majors in supply chain management and economics, is currently seeking marketing sponsors to help fund her dream of racing on the professional level in the NHRA Drag Racing Series. With an outline of her marketing plan in place, Anderson turned to Kelly Cunningham, associate professor of business and MBA program director at Elmhurst College. Cunningham, who taught Anderson in a strategic management class, said he was unaware of Anderson’s interest in auto racing. “She brought me her sponsorship plan, and I was just

fascinated with her whole story,” Cunningham said. “She is modest but very ambitious and determined to succeed.” Cunningham suggested that once the dragster is complete Anderson should take the finished product directly to potential sponsors. “It’s important to show what the sponsor will receive for their money – where their label would go on the car of uniform,” he said. Females – rapidly becoming more prevalent in the sport – are the most marketable drivers because men, women and children are all interested in watching their progression, Anderson said. Still, Anderson believes she is unique, even among the ladies. “What sets me apart from the other women is that I work on cars,” she said. “I built my own race car and not many drivers do that, especially at the professional level.” Climbing into a dragster and strapping in, nerves begin to set in for Anderson, but once the engine starts, there is a strange calming effect, she said. “Even though it’s really loud around you, it’s calming in a way,” she said. “The tires burn out, and it’s exhilarating after that.”

Omega prepares your favorites to the letter DOWNERS GROVE – Everyone knows the best dinner food is breakfast food; there’s just something about eggs Benedict or juicy blueberry pancakes that hits the spot, especially late night. So when my fellow diner and I originally scanned Omega Restaurant’s menu, we thought we’d head straight for the breakfast section – that is, until we saw its fully stocked dinner menu. With gourmet burgers, more than a dozen different sandwiches, steak, seafood and other dishes to choose from, we spent about 20 minutes just deciding on what to order. We kicked off the dining experience with Omega’s Famous Greek Saganaki – a fried cheese dish and, in my opinion, the best decision of the night. The appetizer was brought to the table in a personal-sized skillet and then lit on fire in front of us. Giant flames spread across the saganaki, providing not only mouthwatering flavor, but a surprising show, as well. Although the menu had us pulled in many directions, it was the traditional breakfast section that claimed both our palates. My choice was the Denver Omelette – with cheese, ham, green pepper, onion and added mushroom – while my companion went with the Omega Skillet – a pan stacked with hashbrowns, onions, choice of sausage or bacon, melted cheese and two eggs any style. While I was completely satisfied with my football-sized omelette – to the point where some leftovers found a place in my fridge – there are a couple items on the menu I’m already planning on tasting next time. Omega’s Saganaki Omelette sounds like a cheesy and deliciously appealing way to combine our previous appetizer and meals. But my biggest goal for the next visit is to save room for dessert so I (and a few friends) can tackle Omega’s Famous Tummy Buster Ice Cream Sundae – a

Back on track York boys stop losing streak, move on to regional title game By DAN SANTAROMITA dsantaromita@shawmedia.com ADDISON – It was back to normal for York’s boys basketball team Tuesday. After three consecutive losses, more than the Dukes had the entire season before the start of the slump, York got back to its winning ways with a 63-55 win over North Lawndale in a regional semifinal at Addison Trail. York (24-5) trailed 5-2 early and never again, leading by as many as 15 and holding on down the stretch. Next is a regional final Friday against Lyons Township tonight. The top-seeded Dukes were pushed by the No. 17 Phoenix, but the seeding may have been a bit deceptive. “North Lawndale is a very good team,” York coach Vince Doran said. “They’re no 17 seed.” The 13-13 Phoenix play in the Chicago Public League Red West with powerhouse teams Young and Orr. Going 4-6 in that league is no shame. “When I looked at who we might wind up with the first thing on my mind is I don’t want to play North Lawndale, and of course that’s how it played out,” Doran said. Regardless, the Dukes still had enough in the tank on the night to dispatch the Phoenix. Charlie Rose scored 17 points and fellow seniors Frank Toohey (12 points) and Jack Heinle (10 points) also scored in

York escaped La Grange with a 70-62 overtime win that required a last minute comeback in regulation on Feb. 1. “It’s nice to beat our conference rival four times,” Rose said. “Hopefully we can do that.”

School: York Year: Junior Impact: The Dukes’ point guard was the catalyst for much of the team’s success. She led the team in scoring (8.1 points per game), assists (2.9) and steals (2.0). Bianchi’s quickness made her a tough defender and got things started for York’s offense.

School: Willowbrook Year: Senior Impact: Domin took over as the Warriors’ point guard this season and helped the team win the West Suburban Gold title. The senior led the team with about 3.5 assists per game and also averaged 8.7 points per game.

School: Timothy Christian Year: Junior Impact: Gehrke emerged as a solid player for the Trojans on a team that had five new starters and a first-year coach. The 6-foot-1 center was an all-conference selection in the Metro Suburban Conference.

School: Montini Year: Senior Impact: The Ohio recruit is a tough matchup for opposing teams because she is a 6-foot-2 guard with shooting range and ballhandling skills. Entering this weekend’s state tournament, Karlis was averaging 9.9 points, 3.4 rebounds and 2.4 assists per game.

School: Willowbrook Year: Senior Impact: The Warriors needed someone to take over the scoring load after graduating a lot of talent from last year’s team, and the all-area MVP answered the call. Krawczykowski averaged a team-best 14.4 points per game and displayed an all-around game with about four rebounds, three assists and three steals per game.

School: Montini Year: Junior Impact: Kuykendall was a key bench contributor last year, but the junior forward emerged as a solid, strong player who is a staple in the Montini starting lineup. She is averaging 7.6 points and 4.4 rebounds per game for the Broncos heading into the state finals.

School: IC Catholic Year: Senior Impact: Manion was the rock for IC in the middle. She averaged more than nine points and nine rebounds per game and was a tough player that helped lead the Knights to their first trip to state. The senior forward earned her second state medal after helping the volleyball team win state in the fall.

School: Montini Year: Senior Impact: Ross is listed as a forward on the Montini roster, but managed to lead the team in assists. The IUPUI-bound senior is a strong player on the fast break and a good passer. She averages 3.4 assists per game while adding 7.9 points and 5.1 rebounds per contest.

School: York Year: Senior Impact: The 6-foot-2 Schlecht was a force inside for York. She was tough for opponents to handle inside and used her size to lead the team in rebounds (5.8 per game). Schlecht, who was also a standout in volleyball, averaged 7.6 points per game.

School: Montini Year: Senior Impact: Stone enters state this weekend as Montini’s only double digit scorer. The Colgate-bound guard is averaging 11.8 points per game after having made 93 3-pointers to this point of the season. The 6-foot-1 guard also leads the Broncos in rebounding (5.1 per game).

School: IC Catholic Year: Senior Impact: Vitek led the Knights in scoring at 10 points per game, but she did a little bit of everything well as a 5-foot-11 guard. She led the team with just over three assists per game and was second on IC with just shy of five rebounds per game.

The key to success By DAN SANTAROMITA dsantaromita@shawmedia.com VILLA PARK – As a standout track athlete, Molly Krawczykowski used her speed to her advantage at every opportunity on the basketball court. The Willowbrook senior guard was the mainstay star for the Warriors this season. After leading the team in scoring and filling whatever the role the team needed, Krawczykowski is the MVP of the girls basketball all-area team. She helped the team win its first West Suburban Gold title since 1996. “Conference was one of our biggest goals, so it was a really big deal when we went undefeated,” Krawczykowski said. Plenty of standout track athletes play other sports and use their athleticism to their advantage, and Krawczykowski was no exception. She grew three inches from her junior to senior year and used her length to her benefit. “Her first step is really quick and really long,” Willowbrook coach Terry Harrell said. “I really think she had as good of a first step or better than any other female player in the past couple years in this area.” She used her speed and good instincts on the court to often rack up quick points on transition layups. Krawczykowski was also able to create her own fast break opportunities as a quality defender. This year Krawczykowski moved from point guard to shooting guard because the makeup of the roster changed. She became the team’s leading scorer, but even after she hyperextended her knee in the Warriors’ first playoff game she did other things to make up for her inability to drive to

the basket like normal in the regional final. “She still gave us 12 points, but then she also gave us 10 rebounds,” Harrell said. “She stepped up as a rebounder. She gave us different things. There’s always something she could give you that would help make the team successful.” In a year where the Warriors had as many as four contributing players out with injury at the same time, Krawczykowski was a staple. She never missed a game. “She was somebody as a coach that you wanted there,” Harrell said. “She started her sophomore year. She was very key at that point, but mostly as a defender. She developed as a scorer her junior year.” Harrell thought Krawczykowski would wind up as a college basketball player. Instead, Krawczykowski will be heading to Illinois State to compete for the track team. Her specialty is the 800-meter run, an event in which she is already a two-time state qualifier. When picking schools, Krawczykowski didn’t prioritize athletics for her decision. She had a lot of interest from Division III basketball programs and some Division II schools had reached out about her, but ultimately she picked Illinois State track because of academics. “I really like ISU as a school and they have a great special education program, which is what I want to do,” she said.

New IHSA rule will effect several area schools By DAN SANTAROMITA dsantaromita@shawmedia.com The Illinois High School Association recently announced adjustments to its multiplier rule for private schools that should impact the class that some area programs compete in for the state playoffs. The new rule, called the Success Advancement Component by the IHSA, will move teams up a class if they win at least two state trophies during a four-year period. The new rule will take effect starting with the 2014-15 school year. This won’t have any impact on teams that are already competing in the highest class or sports that have just one class such as tennis, water polo, swimming and boys volleyball. Football, which has the most classes of any IHSA sport with eight, will have a slightly different take on the rule: • Starting with the 2015 season, schools would be moved up two classes if they made three state finals during a four-year period. • Starting in 2016, schools would be moved up three classes if they make four state finals in a row. If you’ve been diagnosed with high LDL or “bad” cholesterol, know that you are not alone. Cholesterol is a waxy, fat-like substance, and some cholesterol is needed for your body to function normally. However, having too much “bad” cholesterol and not enough “good” cholesterol can cause plaque to build up on the walls of your arteries, putting you at elevated risk for heart disease and stroke. Since high “bad” cholesterol doesn’t cause many symptoms, a great deal of people may not realize their levels are too high, underscoring the importance of getting cholesterol levels checked. Doctors recommend adults have their cholesterol levels screened every five years (sooner if you already have been diagnosed with high cholesterol). A blood test can determine your cholesterol levels. Controlling your weight, staying physically active and making healthful food choices can help lower “bad” cholesterol. For many people, however, heredity plays a role and even with lifestyle changes, their “bad” cholesterol may continue to be too high. In those cases, a doctor may prescribe medication to help reduce the “bad” cholesterol.

What can’t librarians do? Many are now becoming health insurance guides. The buzz at the American Library Association’s winter meeting recently wasn’t just about the annual awards (a.k.a. the book award “super bowl”); the Affordable Care Act also was on the agenda. Libraries across the country have been trying to meet a growing demand for health insurance information. At the Free Library of Philadelphia’s central branch, library coordinator Nani Manion has started running twiceweekly enrollment clinics in the technology lab. Manion is one of 33 librarians in the Philly system who have undergone a five-hour training session to become certified application counselors. At least through March, 12 library locations in Philadelphia are taking individual sign-up appointments or hosting these walk-in sessions. The library cites data estimating that 210,000 Philadelphia residents lack health insurance. “It started off slow,” says Manion, but the pace has picked up; one recent day, six people showed up for help. That might not seem like a lot, but the process for some individuals took nearly two hours. “I could have used more assistance,” she says. The added service means trade-offs. While Manion conducts sessions, another computer class is on hold. Last summer, the Free Library’s director, Siobhan Reardon, issued a system-wide request for librarians who were interested the training. “Our role here in library land has been changing rapid fire,” says Reardon. “The trail into getting insurance is not a neatly designed trail, and so there’s nothing better than a librarian to help navigate.”

Key sources Libraries have always been more than book lenders, providing services that include early childhood education, employment assistance and computer literacy skills. The economic downturn heightened the need for those services, and health information has long been in demand.

The Institute of Museum and Library Services estimates 28 million people sought health information from libraries in one year. Last summer, IMLS issued a $286,104 grant to craft webinars geared toward librarians. More than 1,000 have participated since that launched, says Mamie Bittner, director of government affairs for IMLS. “There are pressures on libraries ... but meeting the high priority information needs of their community, that is their job,” she says.

‘We saw an influx’ Bittner says libraries all over “are assuming a variety of roles” as it relates to the Affordable Care Act. In Delaware, state librarian Annie Norman says they’ve been thirsty for useful, accurate information so they can best assist patrons. “We saw such an influx of people needing job assistance, that when this big health care initiative was coming in, we thought ‘They’re going to be coming in — 35,000 people could be on our doorstep with questions,’ so we wanted to be prepared to help them,” Norman says. The system first turned to the state, which is running the health care marketplace in partnership with the federal government. Libraries in Delaware have since hosted more than three dozen public events. Navigators, or federally certified application assistors, have used library space to meet with people and help them enroll. Norman says they haven’t seen the influx of people they had initially expected, but they’re also tracking the questions — 300 so far — people have, so they can better respond to insurance questions in the future. “We’re laying the foundation for years to come,” says Cathay Keough, coordinator of reference services for Delaware’s Division of Libraries. All contractors performing asphalt and concrete work must be pre-qualified by the Illinois Department of Transportation. BID SECURITY Each bid shall be accompanied by a proposal guaranty in the form of a bid bond, executed by a corporate surety company, a bank cashier's check or a certified check payable to the City of Elmhurst for not less than five percent (5%) of the amount bid. The proposal guaranty checks of all, except the two lowest responsible bidders, will be returned after the proposals have been checked and tabulated. The proposal guaranty checks of the two lowest responsible bidders will be returned after the contract and the contract bond of the successful bidder have been properly executed and approved. Bid bonds will not be returned. RIGHT TO REJECT BIDS The City of Elmhurst reserves the right to waive technicalities and to reject any and all proposals for any reason deemed in the best interest of the City of Elmhurst. AWARD OF CONTRACT Unless all bids are rejected, the contract award will be made to the lowest responsive responsible bidder. In determining who the lowest responsive responsible bidder is, the City of Elmhurst will consider all factors which it, in its discretion, deems relevant in determining who the lowest responsive responsible bidder is. Bidders who are awarded a contract shall be required to provide a Labor and Material Payment Bond and a Performance Bond, each in the total amount of the contract sum upon execution of the contract. PAYMENT OF PREVAILING WAGES The general prevailing rate of wages in DuPage County for each craft or type of worker or mechanic needed to execute the contract or perform the work, also the general prevailing rate for legal holiday and overtime work, as ascertained by the Illinois Department of Labor, shall be paid for each craft or type of worker needed to execute the contract or to perform the work.
