Residential Growth in

D
uring the real estate boom years before the great crash of 2008, the Village of Hampshire was issuing three hundred new construction permits a year, according to Village President, Jeff Magnussen. Now that the recession is over and the real estate market is slowly thawing out, Hampshire is seeing new growth again, both in the residential and the industrial/commercial sectors. The relatively low cost of land compared to areas closer in to the city, good schools with available capacity (Hampshire High School is only half full), a location with convenient access to the Northwest and Western Suburbs through routes 47, 20 and 72, and O’Hare Airport and Chicago via the I-90 tollway, and a more open and tranquil setting, have all continued to make Hampshire a desirable destination for developers. Several housing developments which stalled out during the recession have either recently completed or begun construction again. One of those is the 132-homesite Lakewood Crossing, located in the Northeast part of Hampshire near Big Timber Road, just south of the tollway. The model homes have recently come up for sale at Lakewood Crossing, marking the end of the construction phase. The developer who took over and completed Lakewood Crossing is CalAtlantic, a recent merger of Ryland Group, Inc. and Standard Pacific Corp.—two of the oldest and most respected home builders in the nation. The conglomerate has over one hundred years of experience combined and literally stretches from coast to coast; Ryland began in Maryland in 1967 and Standard Pacific started in 1965 in California. The CalAtlantic Group, just formed in 2015, has already

been named 2016 Builder Of The Year by Builder Magazine. A second residential development by CalAtlantic in Hampshire, currently under construction with about 200 more lots to build on, is Tuscany Woods. The large, master-planned community located off Route 72 and Romke Road includes seven contemporary single-family home designs, five different townhome styles, and Duplexes with four different floorplans. These spacious, affordable homes featuring three bedrooms, two bathrooms, and two-car garages on sites near Bruce Ream Park, Seyller Park and Kane County Forest Preserves are sure to be popular with new families. In addition to the two CalAtlantic developments, William Ryan Homes is building the more upscale Hampshire Highlands subdivision near Tuscany Woods off Route 72. The custom homes in this development include brick elevations, 3-5 car garages, and up to 3700 sq. ft. of living space. A company called Greco recently acquired part of the Prairie Ridge Subdivision that is a piece of the Crown Development off Allen Road. They will start building houses on 42 lots formerly owned by U.S. Shelter. Magnussen hopes that this will kick start the Crown Development, which includes 2400 total lots. Altogether, there are around 2800 hundred new homes being added to Hampshire during this wave of development, of which only about 200 have been built so far. Definitely the most interesting new housing development in Hampshire is Serosun Farms. Located near Plank and Romke Roads, developer

John DeWald calls the new community an “agrihood” – a development based around a working farm. The most unique amenity to the Serosun development is food, as residents will be able to look out their expansive windows and see over five acres of vegetable gardens and several orchards growing food they will be able to purchase at the community farmer’s market. The developers are looking to build off of the local foods and farm to table movements. They are looking to attract home buyers interested in the pastoral, rural lifestyle who don’t have the time and sometimes the money to deal with a farming operation. “We’re creating a farm that we’re managing, but you’re living within that farm. For a lot of young professionals, that’s the only way their kids are going to get that real living-on-a-farm experience,” explained DeWald. “What’s exciting is seeing a lot of farmland being converted from straight soybean and corns to other products that are locally-sold foods,” said DeWald. “All the stuff we were thinking about 5-10 years ago is coming to fruition.” Even though the development was approved in 2009, they are just now beginning sales and construction on their “sustainable luxury” homes. Last summer, they completed the model home and the roads for twentyeight lots. They have previously built a state-of-the-art equestrian facility in the center of the development and are restoring about thirty acres of wetlands. The total approved plan for the first couple phases of the project includes 114 lots, along with a small commercial site that will contain a restaurant and the farmer’s market. “Hampshire is a farm town and this development is a farm preservation project to begin with,” said DeWald, “Essentially, 75% of the land that we bring into the project will remain open space and farmland, preserved forever. So we’re trying to keep and maintain that rural feel that we have out here.”

The real estate investor said that the niche demographic for Serosun home buyers includes horse owners, young professional families who want to experience rural living, Chicago people looking for a country weekend retreat and retirees. “What’s interesting with Hampshire, compared to places like Geneva and St. Charles, is that we can get to O’Hare or Chicago much more quickly, even though we’re farther out,” said DeWald.

Even though they contain all of the state of the art modern amenities, such as a home automation system that controls lighting, security cameras, and a distributed video and sound system, DeWald describes the houses they are building at Serosun as “nicer, but not extravagant.”

The homes will have a very tight envelope, along with geothermal heating and air conditioning to lower energy costs. They are estimating that it will take about $650 a year to heat, cool, and put hot water in a house. Homes will also include an automated ventilation system and a makeup vent for the stove so that the house doesn’t lose air conditioning or heating. All appliances are Energy Star rated and all light fixtures, including the chandeliers, will use energy-efficient LED lights.

The houses will feature green roofs with rainwater harvesting systems, in addition to low flow faucets, showers, and toilets. Healthy finishes include no-VOC paint, low-VOC cabinets, and solid noVOC bamboo flooring. Industrial/Commercial Growth With the renewed housing growth in Hampshire has come industrial and commercial start-ups as well, which is a welcome sight for village leaders and residents. Don Edmonson, who returned to Hampshire in 2009 and owns the Ohana Dollar Store on State Street, sees commercial growth as vital to the success of the community. He believes that future growth strategies need to be centered around industrial/commercial development, so that household incomes get spent in town and support local businesses, with the effect of increasing sales tax revenue and allowing the village to reduce property taxes. “You’ve got to have that balance,” said Edmonson. “Before the crash in 2008, the growth strategy for Hampshire was just to build new houses, but that brings with it some problems. Without that commercial base, that money from the new houses leaks out; it goes elsewhere.” Hampshire has had a couple industrial move-ins recently that have fueled optimism. The village was able to attract CNC machining manufacturer, Stanley Machining & Tool, and multinational feed additives producer, Nutriad. Both corporations expanded their operations by building new facilities within the Hampshire boundaries. Stanley Machining and Tool Corp. was founded in 1966 by Stanley and Krystyna Trzaska in Chicago. They currently employ over one hundred highly-skilled workers. They relocated to Carpentersville in 1987, where they still maintain their company headquarters. In 2009, Stanley began operations in their new 152,000 sq. ft. Hampshire facility, which more than doubled their total manufacturing capacity. According to Company Founder and CEO, Stanley Trzaska, besides the

impressive new facility itself, they chose Hampshire for their second location because of the business friendly environment, the commitment Hampshire has to industrial and community growth, the strong local labor force, and the Highway 47 interchange expansion, which improved employee convenience as well as shipment logistics. “Stanley Machining is committed to being an active part of the industrial growth in Hampshire,” said Trzaska. “We have invested in additional property with the intent of creating more opportunities within the community. Hampshire has become a part of the foundation that provides for our continued stability and success.” Trzaska added that they are grateful for the mutual respect between the community, local government and the businesses in Hampshire and the warm welcome they have received. In addition to Stanley Machining, Hampshire also recently welcomed Nutriad Inc. to its community. In the summer of 2015, the Belgiumbased company officially opened its state-of-the-art, 50,000+ sq. ft. facility off of Route 20 and Gast Road. The manufacturing plant, which consolidates their three previous facilities in Elgin and Wheeling into one location, includes their North American corporate headquarters, a laboratory and a warehouse. Other businesses that have opened their doors in Hampshire or expanded their facilities over the last year include Resource Bank, Verizon, RE/MAX Deal Makers, Hurley and Volk Orthodontics, Centurion Fleet Services, Tiffene’s Pampered Pets Salon, and Incredible Builders. Speedway is also set to open soon on Arrowhead Drive near the tollway. Right behind Speedway, Montemayor Construction is building a new 16unit office/warehouse condo building. In fact, the truck stop area near the tollway is currently the hottest location for development. Besides Centurion Fleet Services, Speedway, and the new office/warehouse complex, Love’s Travel Center is planning to develop 28 acres near the I-90 Interchange, and the village was recently approached by a chain hotel about locating to the area as well.

“We’ve got great businesses on State Street in Downtown that I think will stay there for a long time, but I know most of the growth will be out in the truck stop area and along 72,” said Village President Magnussen. “We find that most companies that approach us want to be able to have their own property and be where the traffic is at.” Magnussen said that although Hampshire would like to maintain their small town feel, they realize that a lot of the people who are moving in are accustomed to having services where they don’t have to travel outside of Hampshire. Don Edmonson is hoping that they can bring in more retail to the Hampshire area, citing needs for a hardware store, a bakery, and other retail shops. “Building rooftops is great and if you get the population that’s all well and good,” said Edmonson, “But if the population has to drive 8-12 miles to spend their money, then that really doesn’t do much for the town.” Magnussen believes that continued, moderate growth, in addition to actively recruiting new businesses that fit the community’s needs will soon alleviate this dilemma. “It’s an ongoing battle to try to get businesses to come to your town instead of another,” explained the Village President. “We want to keep our residents happy and keep them in town and keep our dollars in town. “I don’t think you’ll ever see us pouring 300 permits in a year like we were doing in ’06 and ’07, but if we can maintain between 100-125 permits a year we’ll start attracting the retailers that will want to be in Hampshire because of the population growth.”

H
eld on the first weekend in August, the Hampshire Coon Creek Country Days festival is a great source of community pride and entertainment.
This year’s event will take place Thursday-Sunday, August 4-7. To see a detailed schedule of events or to volunteer, go to the festival website at hcccd.com. Begun in 1982, the four-day festival was originally located on Main Street downtown and called “Old-Fashioned Days.” Back then, the event consisted of a few rides and a couple food vendors, according to Carl Palmisano, current president of the festival committee. “Hampshire was a lot smaller back then, so the festival was just something for people to do at the end of the summer,” said Palmisano. During the 90’s, they moved the event to Bruce Ream Park, its current location, and renamed it “Coon Creek Country Days” after the body of water that runs through the park. Palmisano moved into Hampshire in 2002 around the same time as four other neighbors. They all joined the committee together to try to improve the festival. He has been on the committee for fourteen years, serving as president for the last three. Over the years, the festival has become a big draw for the community, to the point where they expect over 10,000 people over the four days, given ideal weather. They get visitors from all around Kane County, DeKalb County, Cook County and Boone County. “Friday and Saturday are huge nights, especially Saturday with the

fireworks,” said Palmisano. “Our fireworks really are second to none in the area.” Dubbed “Fourth of July in August,” the display will be put on again by Mad Bomber Fireworks Productions from Elgin. Their fireworks budget has been increased by 45% this year, so the extravaganza should be better than ever. “I’m always astounded by our fireworks. As much as you’ve seen it before, it’s still one of those awe-inspiring things that you never get tired of,” said Palmisano. Another highlight of the festival is the corn boil, which takes place on Sunday after the parade. Every year, the Peterson Family donates their 1914 Minneapolis steam, which is used to pipe steam into galvanized steel watering troughs in order to boil the corn. The 4500 ears of sweet corn are then given out to attendees for free. The parade begins at noon on Sunday, August 7, and will last for about an hour. This year’s parade will feature 75-100 entrants, including the Medinah Shriners. The reviewing stand will be set up on State Street. New this year, the festival will be spiced up with LED lighting throughout the park. Alpine Amusement will also be coming back after a one year leave to provide the midway carnival rides and games. They will have bigger and new rides than last year. Another popular attraction during Hampshire Coon Creek Country Days is the musical entertainment. The weekend will feature six different bands this year, with a variety of genres that are sure to please everyone.

Randy’s Beer Garden (names after Randy Luchtman, longtime treasurer, committee member, and event manager who died of cancer in 2011) will serve an assortment of beer, wine, and other alcoholic beverages. Along with the events planned by the festival committee, families who live around the perimeter of the park bring in friends and family from out of town and set up tents and backyard barbeques to get together and take advantage of the nice weather.

“It’s probably one of the most-looked-forward-to events in the area.” Hampshire Corn Creek Country Fest is a 501(c)(3) non-profit organization, fully-funded through donations and sponsorships only. Any profits will be donated to the Burlington-Hampshire Area Food Pantry. They have also donated money over the years to the Golden Diners program and the Fraternal Order of Police Christmas program that serves needy families.

ampshire isn’t just a friendly, family-centered community, but the outstanding schools have innovative programs and opportunities for students to excel that many other districts simply don’t offer.
Hampshire, which Heid said is a great program for students who are interested in fire science, or any of the medical fields. “In general, we want to focus on our students’ interests and preparing our kids to be truly competitive,” he said.
District 300 recently launched new pathway programs at its three high schools, including Hampshire, which means students have the opportunity to take courses in non-traditional subjects, such as computeraided design, manufacturing, entrepreneurship and robotics. Not only that, students who take these classes can earn college credit.
Besides the innovative pathway programs, the district will launch an Accelerated College Program, where students can work on their associate’s degree at Elgin Community College, while fulfilling high school graduation requirements. Beginning next year, a cohort of 30 seniors will attend ECC full time, tuition-free. Heid said he hopes to expand that number to between 60 and 90 students in the coming years, and any junior or senior can apply to be a part of the program. “This is unique in the state. Students can earn up to two years of college credit for free and that can transfer to a four-year school,” he said. “Kids leave with no college debt and that’s great. We want to give students a sense of the rigor and autonomy of college, with the safety net of still being in high school.”
Each of the district’s three high schools, Hampshire, Jacobs and DundeeCrown, has different programs that are open to all students in the district. Jacobs High School offers computer programming and information technology courses, Dundee-Crown has the entrepreneurship program, while Hampshire High School is home to the district’s manufacturing program. Students have access to work with state of the art milling machines and 3-D printers to produce original creations. Not only will they get practical, hands-on experience, they’ll also learn industry practices. Fred Heid, District 300 superintendent, said that the programs allow students to get exposed to potential career pathways while still in high school, and earn college credits at the same time. “Students can come up with their own ideas and use current, industrylevel machines to create,” he said. “For example, students who are into automobiles can design and produce their own hubcaps right at school.” The district is also looking into opening an EMT/Fire Academy at

In addition to strong college-prep courses and innovative programs, Hampshire High school has a state of the art facility for its superior music and arts programs. Heid said the auditorium is one of the nicest venues in the area. “It’s absolutely gorgeous and it’s the best high school auditorium I’ve ever seen,” he said. “Hampshire High School was built to be a hub for community engagement and participation. It hosts all types of events.” Heid said students in Hampshire’s various music and art programs, such band, orchestra, choir and performing arts, compete across the state and have an “exceptional staff and very committed students,” who create

exceptional productions. Athletics are also strong at Hampshire, as students have the opportunity to participate in many activities. In addition to traditional sports like basketball, football and baseball, the high school offers tennis, cheer, dance, wrestling, soccer, cross country, track and field, volleyball and La Crosse. “There’s a lot of Whip-Pur pride in the community,” he said. “The high school football games are amazing and all the kids and their families come out.” Not to leave out the district’s other schools, Hampshire’s two elementary schools, Hampshire Elementary School and Gary D. Wright Elementary School, offer full-day kindergarten at no additional cost to families, which can give the youngest students a head start on their education. The district is also launching a pre-education program for high school students who are interested in pursuing a career in education. The high schoolers will visit Wright Elementary, which is on the same campus as Hampshire High School, and spend time reading to and tutoring the elementary students. Ben Churchill, chief academic offer for District 300, said he’s excited about the growing population of Hampshire because that will mean exciting changes for the schools. “We’ll offer more electives to students, and our athletic programs, which are already strong, will become even stronger as the student population increases,” he said. “Our graduates perform well compared to peers across the state and a large number of our graduates earn scholarships to not only Illinois colleges and universities, but to schools across the country.”

Ella Johnson Memorial Library
Offers New Programs By: Aimee Barrows
I
f you haven’t been to the Ella Johnson Memorial Public Library lately, this summer is a perfect time to stop in and check out several new services and programs that are now being offered. From digital streaming services to children’s literacy programs to book clubs for adults, there truly is something for everyone. Hoopla, which is a digital streaming service, was launched within the last year. It’s available to patrons for free, so all they need for access is their library card. Patrons can sign up for Hoopla at home, enter their library card number, and download movies, television shows, music and books right from their electronic device. Hoopla is available for download from the library’s website or patrons can download the app right to their phone or tablet. “You don’t have to buy a streaming service. You can get it from the library,” said Emily Klonicki, executive director of the library. “It’s really great. Patrons are really excited about it and they can get a lot of materials. It’s really nice for us too because we’re able to expand our collection.” The library also offers several other electronic databases for periodicals and e-books. Klonicki said the library purchases a subscription to the various databases, which gives patrons access to them. One benefit of the digital services is that it allows the library to support local students because several school districts are starting to use one-on- one electronic devices for students, which means a lot of their assignments are done electronically. “This is a way for the library to be ahead of the curve and be ready for the growing need of digital services,” she explained. “We’ve had very positive feedback from people. They say the databases are easy to use.” The library also recently started circulating Roku devices, which patrons can check out for two weeks. They hook up the small box to their televisions and can watch Netflix or Amazon Prime.

Digital and electronic services aren’t the only exciting new things at the library. This summer, patrons can take advantage of several new and ongoing programs. Nancy McKay, teen librarian, said she’s recently expanded the library’s offerings for teens. One program that teens love is the Maker Space program, where they meet one Thursday evening a month to enjoy a STEMbased project. McKay said the topic is different each month, but she likes to focus on science and technology. Recently, the teens made snap circuits using electronic kits, and also explored wind and solar power. They’ve also done a science Olympiad and made tie-dyed shirts. “Some services at schools are being cut, so these projects reinforce what could or should be offered at school. The program supports the school curriculum,” McKay said. “Kids aren’t experiencing hands-on activities anymore, and here they can learn through experimentation.” In addition to Maker Space, teens can come to the library to hang out, play video and board games and munch on popcorn in the Teen Lounge program, which is also offered once a month. Teens are invited to take part in the Teen Advisory Board, where they can suggest ideas for books and programs, as well as volunteer to help out with the library’s children’s activities. “A lot of times teens are forgotten about, and they fall away, but I want teens to take ownership. If they’re participating and making suggestions, they’re involved,” McKay said. “We have a lot of services that are fun for them. There are so many ways a library can reach teens. More and more are coming to the library. They want to be here.” Besides the traditional story times that are offered to children, the library also offers unique programs for different age groups, like the Montessoribased literacy program called SOUNS. The library offers SOUNS for infants and toddlers and SOUNS for pre-school aged children. The programs are taught by a retired Montessori teacher, and focus on the sound each letter makes, instead of learning each letter by name.

“I did this program at other libraries before I came here and I’ve seen kids develop from babies to 2 year olds who know every sound from every letter,” Klonicki said. “It’s a great program and it really works.” Children in kindergarten through second grade are invited to take part in Storybook Picassos, where they learn a new art technique that builds on a theme in a book. Klonicki said that because District 300 doesn’t offer art classes, this program is a good opportunity for the library to provide more for students.

We’re here to provide the extras.” Of course, summer wouldn’t be complete without the library’s summer reading program, which runs through July 31. And adults shouldn’t feel left out of all the exciting programs at the library, because there are plenty of activities for them too. They can explore their creative side with a new series of craft workshops, where the library provides all the materials necessary for a fun and unique project. Klonicki said the library has also had a great response to a new type of book club that’s now being offered. “It’s a genre study, where everyone reads a different book from the same genre and discuss the binding elements of that particular genre,” she said. Patrons can take part in monthly genealogy workshop, called Tree Climbers, where a staff member with an expertise in local history guides conversations and provides resources for research. Klonicki said she’s very excited for a brand new music program, called The Living Room Concert Series, to kick off this August. It’s open to all ages, but is geared more toward adults, and features different acoustic musicians every month. “We want to bring in more culture and art to the library, and we have some really great artists coming in,” she said. Klonicki believes that for a smaller library, Ella Johnson has excellent services and programs available to patrons, including high-speed internet that many libraries don’t offer. “We care about offering the best services that we can, and you’re going to find high quality services here,” she said. “You’re always greeted here and we have a very welcoming environment.
