Man found on I-88 identified At least one 911 call was made the night before, hours before body discovered BY CHRISTI WARREN
DIXON – The body of an Iowa man found Wednesday along Interstate 88 wasn’t discovered until nearly 12 hours after police first received a call about the man from a motorist. State police on Thursday identified the man as Lee E. Catlin, 65, of Bettendorf. His body was found on I-88 just west of Dixon, next to the Hoyle Road overpass, his feet pointing toward the road. Police said they didn’t know how the man got there or what his cause of death was. Catlin was found about 8 a.m. Wednesday, almost 12 hours after Bob Brouch, 52, made a
911 call to report a man on the shoulder of the highway. Brouch and his wife were driving back home to Aurora from the Quad Cities. “All of a sudden, there’s this person lying on the side of the road waving his arms, and I’m shocked, startled,� Brouch said. “I pull over, and I had to back up just maybe 10 yards so I could read a mile marker.� At 8:40 p.m., he called 911, and a woman’s voice answered. “I told her, ‘There’s a person lying on the side of 88 waving his arms toward traffic,’� Brouch said. STERLING – Sterling Township recently reported on the possibility of problems with a sewer project that it completed 2 years ago, an official says. At a township meeting in September, Road Commissioner Dana Stutzke, who was elected in April, told the board of trustees about problems with the project, according to meeting minutes.
STERLING – Earlier this year, Sterling Township closed its thrift store, which was intended to raise money for its youth center. The township shut the store’s doors because of Americans With Disabilities Act issues. Last year, the township paid $190,000 for the former Abiding Word Church building at 312 E. Fourth St. for the Center for Youth. The township set up the thrift on McCue Road near West LeFevre Road with Sterling’s city sewer system. So far, none of the residents has started using

store, with the proceeds going toward paying for the center’s utilities, which were estimated at $400 to $500 a month. The building was for the group, Giving Power to Adolescents, a club for ninthto 12th-graders. DeKALB – A 29-yearold Tinley Park man was arrested Tuesday after police found guns and body armor in his dorm room at Northern Illinois University’s New Hall West. A worker sorting mail at the residence hall called police after she found a package containing gun parts from Primary Arms addressed to Kevin Ouwenga, court records show. NIU police searched Ouwenga’s room and found a disassembled AR-15 rifle, a .40-caliber Glock handgun, along with ammunition for both and body armor inside, court records show. Ouwenga, who has a
valid firearm owners identification card, was charged with unlawful use of a weapon Kevin and unlawful possession of Ouwenga a stored weapon. If convicted of the more serious charge, Ouwenga could be sentenced to up to five years in prison. Guns are prohibited on all property controlled by NIU, NIU police Chief Tom Phillips said. Ouwenga has been banned from campus pending the completion of an independent review process, according to a news release. Ouwenga’s bond was set at $40,000 Wednesday.

Feds: 1,370 in state selected health plans CHICAGO (AP) – Only 1,370 Illinois residents managed to submit an application and select a private health plan as the troubled HealthCare. gov website limped its way through its first month, federal officials said Wednesday. The disappointing number was included in a report by the U.S. Department of Health and Human Services, which also said fewer than 27,000 people signed up for private health insurance last month in the 36 states relying on the crippled federal website. The numbers represent the first official tally of how the website’s technical problems have stunted the early hopes of Presi-
dent Barack Obama’s health care law. Illinois officials first learned the enrollment numbers on Wednesday, although they had heard reports from insurance companies that hinted that only hundreds of state residents had been able to enroll. “It’s good for us to see where we are. It gives us a sense of where we need to go over the next five months,� said Jennifer
Koehler, executive director of Get Covered Illinois, the state’s marketplace. People can continue to enroll through the end of March. The online insurance site is a key part of the law, envisioned as a place where people could comparison shop for health plans and see if they qualified for cost-lowering tax credits. Illinois is among those states relying on the federal website because the state
Legislature didn’t approve a state-run marketplace, despite support from Democratic Gov. Pat Quinn. Federal officials have said they hope to get the website working smoothly by the end of this month.

Choose your side Unique accompaniments for your holiday ham or turkey foil and butter foil lightly. Set aside. In an 8- or 9-inch cast iron skillet, cook nuts, sugar and butter over medium heat, stirring carefully and constantly, until sugar has melted and turned a rich brown, about 8 or 9 minutes. Remove from heat and quickly mix in vanilla. Spread mixture on foil-lined cookie sheet. Cool. Break into small clusters and store in sealed containers. Makes about 2 cups. Iced nuts “I make this every Christmas season. This recipe was given to me by a wonderful, longtime friend, the late Barbara Ann Popyach.â€? –Patti Lewis Isaacs, Lexington, Ky. 1½ cups almonds, pecans and walnuts, mixed ½ cup granulated sugar 2 tablespoons butter or margarine ½ teaspoon vanilla Line a cookie sheet with
Pumpkin dip 2 cups confectioners sugar 1 can (16 ounces) pure pumpkin 1 package (8 ounces) cream cheese, softened 1 teaspoon ground cinnamon ½ teaspoon ground ginger Ÿ teaspoon ground cloves Ÿ teaspoon ground nutmeg
Place all ingredients in a large bowl. Beat with electric mixer at medium speed until combined. Cover and chill. Serve with gingersnap cookies, graham crackers or apple slices.
Rice casserole Shirley Rankin of Lexington said she has used this recipe since the early ‘70s. 1 stick butter 1 cup Uncle Ben’s converted rice 1 small jar (4.5 ounces) mushrooms, whole or pieces, drained 2 cans (10.5 ounces each) French onion soup (do not use cream of onion soup) Preheat oven to 350 degrees. In a skillet, melt butter and add rice. When rice is brown, pour into a 9by 13-inch baking dish. Stir in onion soup, minus Âź cup, and mushrooms. Cover and bake for 45 minutes.

Darlene Cash Gilreath of Marshes Siding, Ky., shares this recipe. 6 medium yellow squash, sliced 1 small onion, chopped 1 cup mayonnaise ½ cup American cheese, shredded 1 can (10 ž ounces) cream of chicken soup ½ sleeve saltine crackers, crushed 1 stick margarine Pepper In a saucepan, cook squash and onions with a small amount of water for 15 minutes. Drain. In a large bowl, mix squash and onions with mayonnaise, cheese and soup. Pour into a greased 9- by 13-inch aluminum pan. Spread crushed crackers on top. Dot generously with margarine. Add a sprinkling of black pepper. Bake 45 minutes or until browned.

Oil a small baking dish. Layer peppers, cheese and cracker crumbs, ending with crackers. Dot each layer generously with butter. Add salt and pepper to taste. Pour cream over mixture and bake for 1½ to 2 hours.

Cheese Pudding Kaye Baird of Pikeville, Ky., shares this recipe. 10 slices bread Butter or margarine ½ pound grated Cheddar cheese 2 cups milk 3 eggs, beaten 1 teaspoon salt 1 teaspoon dry mustard 1 tablespoon chopped onion Remove crusts from bread. Spread butter on each slice and put together like sandwiches. Cut into ½-inch cubes and place half the cubes in the bottom of a buttered baking dish. Cover with grated cheese. Add remaining bread cubes. In a medium bowl, mix milk, eggs, salt, mustard and onion. Pour over bread and cheese. Let stand 2 hours, or refrigerate overnight. Heat oven to 350 degrees and bake for 1 hour. If refrigerated, let stand at room temperature for 30 minutes before baking.

Landfill might be opened to asbestos

DIXON – Two longtime Dixon vending businesses are now one. Arch Vending Inc., a full-line vendor of beverages, snacks, sandwiches and other foods, has completed its acquisition of Walter C. Knack Co. The deal was finalized in late October, but it had been done gradually. Two of the six Knack employees will move to Arch Vending. Owner Kevin Knack said the family was “just ready� to exit the business after 35 years of long hours in a challenging business. “Kevin had been downsizing for a while, and we had been buying the routes, little by little,� Arch Vending owner Bob Wegner said. Wegner said the families know each other well, and that the competition between them was always friendly. “Kevin and I were both Jefferson [Elementary School] Jets,� Wegner said. “We have been
friends all our lives, even while we were competitors.� Both companies have long family histories in the Dixon business community, making it important to all involved that Walter C. Knack remain locally run. Walter C. Knack Sr. started the company in 1922 as a tobacco wholesaler. It later became a general wholesaler, and from the mid-1950s until 1969 was a wholesaler-vending hybrid. The firm decided to operate strictly as a vending machine company in 1969, according to Kevin Knack. Kevin’s father, Walter C. Knack Jr., died in 1991. Kevin, a brother and two sisters had run the business since the 1980s. Sister Karla sold out of the business about 15 years ago and now runs Flowers Etc. in Dixon. Kevin and brother Kenyon still are helping the Wegners with the transition. Bob’s father, Ray Wegner, started Arch Vending in 1972 with Bill Burrs.
Ray entered the vending business back in 1960 with Canteen, now the nation’s largest vending company. He was there with Mike Schrauth for 7 years before joining Schrauth when he left to start Sauk Valley Vendors. Bob started in the business when he was 19, and bought out his brother Greg 8 years ago, when Greg went back to teaching science at Roosevelt Alternative High School in Rockford. At 80, Ray still comes to the Arch Vending office every day. After 53 years in the business, he still thinks retirement might be overrated. “I’ve always enjoyed getting up early and going to work,� Ray said. “I enjoy helping my youngest son as best I can.� Ray says he doesn’t think the business has changed all that much. “It’s still about giving good service and treating people nice,� he said. “It’s tougher to do that when you get too big.�
Both Bob Wegner and Knack agree that the vending business is a tough one. “It’s a fine line to be profitable,� Wegner said. “The economy has been tough the last 5 to 7 years, and vending in particular has been pressured by the high costs of food and gas.� “Margins are much lower in vending than they used to be,� Knack said. “Everything has gone high tech, and it’s costing more money.� While Knack says selling a business that has such a long family history is difficult, he has mixed emotions. “I’m sad and happy,� Knack said. “I’m glad that the business is going to a local vendor; people here will get better service than from people coming in from Chicago. It also helps to know that I might not have to work 14-hour days anymore.�

MORRISON – In September, the Whiteside County Board allowed Prophetstown to use the county’s landfill to dispose of asbestos from the rubble of a downtown fire in July. Now, officials are considering whether to drop the asbestos ban permanently. Asbestos has been prohibited since the county set up the landfill in the early 1990s – a way to alleviate neighbors’ concerns. Next week, the county will have public hearings in Morrison and

Sterling to get feedback on ending the ban. “The county wants to take a deliberate look at whether we should allow asbestos in general to go forward,� County Administrator Joel Horn said Tuesday. Prophetstown saved significant money by disposing of asbestos at the landfill, which is east of Morrison, rather than going somewhere farther away, he said. Horn said he had heard of no opposition to allowing asbestos at the landfill. Before the fire, he said, the county health department reported that it had heard of instances in which people had improperly disposed of asbestos because of the ban. “That’s what we don’t want,� Horn said. “We want to make it easier for people to dispose of asbestos the proper way, so it doesn’t become a health issue.�
