Public Notice - Rental Code
During the City’s last comprehensive planning process several issues related to housing were identified, including the quality of the housing stock and the high number of absentee rental property owners. A survey of the residential dwellings revealed that 64% of the housing stock in Osceola rated as average, fair, poor or dilapidated. Only 36% rated good or excellent. Additionally, survey data showed that nearly 40% of the housing units are renter occupied. In response to these findings, four goals were developed and adopted into the final comprehensive plan: 1) Provide ample living opportunities within the city on suitable land for all residential dwellings. 2) Promote Osceola to developers and buildings 3) Increase the quality of the housings stock. 4) Develop an ordinance to address rental property maintenance issues. Commencing in October, the City Council will begin the development and eventual implementation of a rental code. The 2012 International Code Council’s Property Maintenance Code will serve as a starting point from which the rental code language will be developed. The purpose of the rental code is to achieve the following goals: 1) To ensure all rental units in the City of Osceola meet minimum safety and sanitary standards. 2) To provide landlords and tenets with local resources to resolve disputes related to property conditions. 3) To protect the integrity of neighborhoods within the City of Osceola and maintain property values. The rental code development will occur during regular City Council meetings. Additionally, the Council will hold special work sessions in order to give the public opportunities to participate in the process. Any member of the public with questions regarding the rental code is invited to contact the City Administrator at 641-342-2377. Rental Code materials are available for review in City Hall.
