Iam also aproponentofmodernand effective border security that uses technology rather than walls to keep out narcotics andthe cartels.

In theSenateIwill makeDREAMERS citizens nowand giveimmigrant citizens the same rights as everyone else. Anyone who has servedeighteen monthsinthe US military will be grantedcitizenship. Iwill seta pathway to citizenship and eliminate ICE. Iwill pass alaw that codifieswhata “speedy and fair trial” (TheConstitutionofthe UnitedStates, AmendmentVI) means to be in front of a judge within twoweekswithlegalrepresentation.With the currentlack of immigration judgesand attorneys, thisempties the concentration campsofimmigrantscurrentlyin place.

Health care is ahuman right, nota privilegefor the few. TheAffordable Care Actthatvoted for in 2009 made critical reforms thatexpanded NewMexicans accesstocare. Icontinue to fightagainstthe attempts to rip health care away by repealing the ACAand gutting Medicaid. Iamalsoa co-sponsor of Medicare forAll becauseevery single person deserves high-qualityhealthcarewhen theyneed it,no matter howmuch moneytheymake. Access to healthcaremeans being able to afford it whichiswhy Ivoted to allowMedicareto negotiatedrug prices so seniors and American taxpayersstopbeing overcharged.

We need UniversalHealthcarenow;toinclude vision, dental, mentalhealthand traditional healing forNativeAmericans and others.We need to build hospitals and clinicsinrural areas. Free college means all the waytoan M.D.for doctors, B.S. fornursesand medical assistant programs,etc.Weneed thousands of healthcareworkers at all levels in NewMexicoalone.Too manyrural clinicscannotkeep doctorsand have closedbecausetheyserve so manylow-income people and can’tget reimbursedfor it.WithUniversalHealthcare, they will have adefiniteincomestreamtostay solventand retain doctors. Ilook forwardto fighting foryou to makethese things happen as your next U.S. Senator.

Growinguponasmall family farm in New Mexico, Ilearned early that waterislife. That is whyIbelieve we mustensureour federal laws respect ourwaysoflifeand treatwater as the life-givingresourceitis. As amember of theSenateAgriculture Committee, I introducedlegislation likethe ACEQUIASAct to ensure farmersand ranchers qualify for droughtdisasterassistance, and legislation to guaranteegreater federal respect forour traditional land grants and acequias. Ialsobelieve we have adutytosupportresponsible,clean energy policiesthatprotect ourenvironment, improveour airquality, and encourageinnovation.I’ll continue to ensure that NewMexicois aleader in theclean energy economy, benefitingour families.

Iwill strengthen and enforceenvironmental regulationsasyournextsenator.Pollution permitsneed to take into accountexisting airand waterquality. Anyrelaxedstandards mustbere-evaluated forhuman, animal and plant life. In every waypossible Iwill assistthe StateofNew Mexicotoprotect ourwaterways and aquifers.Our State’swater belongs to the people and mustnot be squandered on data centers, missile manufacturers and thelike. Simultaneously,I supportcost-effectiveborder securityusing advancedtechnology andfundingfor border patrol to detect cartel activityand illegal drugslikefentanyl. I’ve opposedthe cruelty andbrutalityofthe ICEand CBP raids, the arrestsand killing of citizens and themistreatmentofpeople in detentioncenters,especially pregnant women and children. NewMexico’sGovernor holds thesupreme executivepowerofthe stateand sees that the state’slawsare faithfully executed. TheGovernor’sresponsibilitiesincludepreparingthe statebudgetand submitting it to the legislature and overseeing theoverall planning forkey areasofstate government; these areasincludeeconomicdevelopment, education, humanand naturalresources,energy andemergencyplanning.The Governor also appointspeopleto fill vacanciesinavariety of bothstate and federaloffices.Term: Four years, limited to two consecutiveterms

That includessupporting agriculturewithmoreefficientirrigation, promoting waterreuseand recycling, and using data-driven planning to preparefor long-term drought. Iwill create acabinetlevel agency called the WaterResources Department which will focusonassuring thereisenough water by looking at all theimpacts to ouracequias tribalinterests,agriculture, and economic development. We should evaluate every major project based on whetheritdeliversrealbenefitsfor New Mexicans.Thatmeans good-payingjobswith proper benefits, long-term economic impact, and alignmentwith ourworkforce and education systems.Projectsshouldbefinancially responsible,transparent, and protect our naturalresources,especially water. If aproject doesn’t create lastingopportunity and strengthen ourcommunities, it’s notthe right investment.

My goal is forevery child’seducation to open doors. My toppriorityishelpingkids read by thirdgrade,becauseearlyliteracysetsthem up to succeed in every subject.Iwill invest in literacysupport, coaches, summer learning math screeningand intervention,and stronger instruction. Iwill protect and expand universalchildcare, makeearlyeducation easier to access,and grow qualitychildcareoptions. My legislative experience will be integral to working with the House Appropriations Committee,Senate Finance Committee, and ournextgovernor to invest in NewMexicobyinvesting in theState Land Office.Additional in-housetechnical, legal, and environmentalprofessionals will allowthe StateLand Office to producemorerevenue forNew Mexico’sschools while protecting our treasured outdoor places.Nationally,our public lands,our public institutions,and ourpublic schoolsare under attack. TheState Land Office holds 9million surface acres (13million mineral estate)intrustfor all NewMexicans.There areareas that areappropriate forcommercialorresidentialdevelopment; thereare manyother areasthatare not. With so much land to work with (12% of the state),the Land Office caneffectively earn moneyfor theLand GrantPermanent Fund (which supports public schools,universities, and hospitals) while protectingagricultural lands, conservation and cultural areas, and outdoor recreation.I have expertiseinall of these areas. Ifully support ERPO and believe it is apositive step forthe safety of our citizens as well as responsible gun ownership.AsSheriff, Iwould ensurethe agency’spolicyregarding ERPO has been updatedtoinclude the2025updates to the act, and makesurethe department’s training is up to date and reflectsthe policy. Part of thattraining would be to ensurethat ourdeputiesare able to recognizesituations in whichERPO would apply,and to knowwhat stepstotakeinorder to move the process forward. Next,I would work with ourmedia partnersand advocacygroupstoinformthe public on what ERPO is,how it helpstoprotect thecommunity, and howitgoeshand-in-hand with responsible gun ownership

Idon’t knowthatany County has theresources to accommodate therequirementswithout investing in largerfacilitiesand staffing to manage the issue.Asfar as enforcing ERPO,oncedeputiesare informedofthe ERPO and have in hand the signedERPO by aJudge deputieswould be sent to thegiven locations andafter speaking to theindividuals,all firearms would be collected,taggedand stored at asecurelocationuntil theindividual is deemed nottobea threat or otherwisebya signed court order. Theindividual would be givenareceipt of all firearms removedand if those firearms arenot allowedtobegiven back to the owner. Thosefirearms would be destroyed.

Should theracefor County Sheriff be partisan (bypolitical party) or nonpartisan? Please explainyour position.

As alaw enforcementleader,the decisions made and policiescreated should be based on theneeds and expectationsofthe communityand theagency,regardless of political influence. However, political beliefs do have arole in shaping howa sheriffmay choose to approach public safety and lawenforcement. As an elected official, theSheriff’spolitical beliefs should be reflectiveofthe community theyserve. Isupporta race open to allpolitical affiliations, butI believe thepolitical leanings of thecandidatesshouldbeknown to the public.

Ibelieve theposition of Sheriffshouldbenonpartisan. Thelaw is applied basedonfacts notpolitical views.Whenaviolation or criminalact occurs,authoritiesdonot consider aperson’spolitical affiliation,theyenforce the lawaswritten. Laws arecreated through legislation by elected officials from both parties, and once enacted, they aremeant to be upheld equally and withoutbias. With this in mind, therole of Sheriffshouldreflect that same principle of fairnessand neutrality. The communitydeserves theopportunity to evaluate candidatesbased on merit,experience, and character, and to vote forthe personthey believe will best serveand protect everyone fairly

Thereare severalpoliciesrelatedtoprofessionalism, conduct, and behavior that canbe implementedtoincreaseaccountability, but beingtruly accountable to thecommunity is morethan just having policiesinplace.Being accountable to thepublic also means being accessible to thepublic. As Chief, oneofthe things we did at SFPD,was putour policies onlinefor everyonetosee.Wealsomade thecommunity complaintprocess easier,by having an onlinelinkthatthe communitycan access that sendsthe complaintdirectly to theChief and Internal Affairsfor investigation Iwould bringthese initiatives to theCounty. Accountabilityand professionalism should be part of theculture of theagency,and that culture beginsatthe top.

Idon’t believe policiesaloneare theonly avenue to keep Sheriff’sOffices accountable though they area critical part of thefoundation.True accountabilitycomesfromearning thetrustofthe public. As public officials and servants,our policies, actions, and behavior must reflect integrityand reliabilitysothe communityfeels confidentwhencallingupon us.Havingand employing strong core values among departmentmembersisinvaluable Corevaluesprovide afoundation forthe organization and guide howindividualsconduct themselves daily.Questionable actionsthat damage public confidence cannotbeignored.
