Assistant city managers selected to help lead Seguin operations
(Seguin) -- The city of Seguin has promoted two longtime department leaders into key administrative roles as part of an effort they say will strengthen city operations and continue building on its organizational success.
City officials recently announced that Tim Howe, director of utilities, and Melissa Reynolds, director of capital projects and engineering, have both been promoted to assistant city manager
positions following the retirement of former Assistant City Manager Rick Cortez in February.
Seguin City Manager Steve Parker says Howe, who joined the city in 2017, is a natural fit for the position. He says Howe, who has more than three decades of experience, will oversee utilities, public works, parks and recreation, Starcke Park Golf Course, and facilities departments. Managers, pg. 3

And Tim is an exceptional leader as well, has that type of, you know, he really wants to be engaged with the community, make sure he’s out there getting to know all the players in the community. And that’s going to be a really great thing because, you know, that’s exactly what we want. leaders out there in the community, providing information to our citizens so that when we do have a big issue, they all know who to go to, who to trust. And Tim, his customer service level is beyond reproach. He’s going to do a great job,” said Parker.
Parker says Reynolds’ promotion also recognizes the significant impact she has already made on the city while allowing her to continue serving as city engineer. In addition to continuing those engineering responsibilities, he says she will oversee the Capital Projects and Engineering, Planning and Codes, and Main Street/Destination Seguin departments.
“Melissa’s position was not an actual new position. It was just an upgrade to her title. She will take on some
additional responsibilities. but she will still remain our city engineer who’s done a phenomenal job over the last several years, getting our organization up to a next level city, putting in new standards related to drainage, infrastructure projects and so forth. She’s just been doing an outstanding job and needed to be commended for that work and she’s a great asset to the team,” said Parker.
Parker says both leaders will play a critical role in maintaining the momentum --moving the city forward.
“Him and Melissa both will be facilitators of creating and keeping this culture that we’ve worked so hard to create here in Seguin. And really, that customer service-oriented team, we want that to continue. And I’m just so excited that we’re able to fill these positions from in-house and not have to go outside and get people up to speed. They’re going to do a phenomenal job. So, I’m really excited about them,” said Parker.
Meanwhile, the city will be hiring a new director of utilities to replace Howe.
Interviews for the job are expected to be held in the next few weeks. Once that position is filled, then Howe will be stepping into his new role full-time.

Faye Lynn Dreibrodt Reinhard, age 74 of Marion, passed away peacefully on June 5, 2026, surrounded by her loving family. Faye was born in Seguin, Texas, on January 10, 1952 to Juanita Ellen (Engler) and Roy Henry Dreibrodt.
Faye loved sewing, quilting and crocheting afghan blankets and scarves all for her grandchildren, nieces, nephews and many other family members. Faye enjoyed deer hunting trips to Harper, Texas. Faye and Allen enjoyed barbecue cookoffs, where Faye’s beans received the grand champion prize many times.
Faye loved babies and lovingly cared for them when moms and dads needed help. A devoted Christian, Faye enjoyed teaching Sunday School when she was able.
Faye is preceded in death by her grandson, Cash Scott, her parents, her brother Allan Dreibrodt and his wife Janyce, and daughter-in-law, Amanda Klaehn.

It is with great sadness that we announce the passing of Dorothy Wosnig, aged 95, lifelong resident of Guadalupe County. She was born to Alex and Annie (Hagemann) Weniger in Seguin on March 22, 1931.
She grew up in Seguin and graduated from Seguin High School in 1949. She married Kermit Wosnig on July 12, 1952, and moved to Marion where she resided for the rest of her life.
She is preceded in death by her parents, husband Kermit, brothers and sisters-in-law Wallace and Lucille Weniger, Frank and Nelda Weniger, brotherin- law Morris Wosnig, grandsons Jesse Collins and Kermit Mikolajczyk.

Billy Richard Smith, age 67 of Seguin, passed away on June 2, 2026. Billy was born on August 10, 1958, in Charleston, West Virginia to Geraldine (Atkins) and Lawrence Richard Smith.
Billy will be remembered as a devout Christian who devoted his life to Christ. While members of First Baptist Church, Billy faithfully served as a Deacon and Lead the security team detail. Karen and Billy were currently active members of McQueeney Baptist Church.
He entered the Wireline Industry in 1974, slowly building a legacy which led to an “Icon of the Industry” award in 2026.
He enjoyed his ranch and tending to his cows. In addition, many good times were spent at Karen and Billy’s Lakehouse, swimming, skiing and jet skiing with the grandchildren.
Billy is preceded in death by his parents, his brother, Richard Smith, brother-in-law, Jim Case and his father-in-law, Foy Hall.
Survivors include his loving wife of 48 years, Karen Smith; daughter, Kristal Wessels and husband Doug; son, Ricky Smith and wife Holly; grandchildren

Dorothy was well loved by all who were privileged to know her. She was a devout Christian, and a diligent worker having retired from two careers (first from civil service at Randolph AFB, then as an LVN for several years. She was a previous city councilwoman in Marion, she served on the committee to plan Marion’s anniversary celebration, and was active in the Marion Community Library activities, and Marion Historical Society. She achieved multiple awards in her life including Sustained Superior Performance while working at Randolph.
She was a member of the Daughters of the Republic of Texas, and the Guadalupe County EE Club. Most importantly, her priorities were her Christian values and family, as she served as a stellar role model of how to live a successful life. She will be sorely missed by all her who knew her.
The family would like to thank Eden Hill and Eden Hospice for their superior care, and for her daughters Doreen and Karen for caring for her at home in her final days where she was able to pass peacefully on the family farm where she spent so many years.
Visitation will be held at 9:00 am on Wednesday, June 10, 2026, at Tres Hewell Mortuary Chapel followed by the funeral at 10:00 am. with the Reverend Jeremy Roy officiating. Interment will follow in St. John Lutheran Cemetery. A reception will follow at the Gerth Celebration Center.

J&J Beats Lawsuit Alleging Talc Caused 3 Women’s Cancer
(New Brunswick, NJ) -- A California jury has sided with Johnson & Johnson in a lawsuit by the families of three women who claimed the company’s products caused ovarian cancer. The Los Angeles juryt found that the New Jersey pharmaceutical giant was not negligent when selling cosmetic talc products. The lawsuit was filed by the families of Mary Owens, Bonnie Tienken and Geneva Williams, who all died of ovarian cancer. Over 67-thousand plaintiffs have sued J&J, alleging its baby powder and other talc products cause ovarian cancer. J&J stopped selling talc-based powder in the U.S. in 2020, switching to cornstarch.
Target Voluntarily Recalls Baby Wipes
(Silver Spring, MD) -- Target is voluntarily recalling some of their Up & Up baby wipes due to potential contamination. Recalled wipes include Up & Up Fragrance Free Baby Wipes in 20-count, 72-count, 216-count, 800-count and 12-hundred count packages as well as Up & up Fresh Cucumber Scented Baby Wipes. They were sold in Target stores nationally and online. The recall announcement shared by the Food and Drug Administration Friday says the company received complaints about the wipes getting discolored. FDA testing found some product samples contained the presence of a naturally occurring bacteria that can cause illness and poses a higher risk to children.
Milwaukee Monitoring Three For Ebola
(Milwaukee, WI) -- Milwaukee health officials say they’re monitoring three people as a precaution for the Ebola virus. The city health department says the three are “very low-risk individuals” who recently returned from Africa. None of them reported any contacts that would further raise concerns about possible Ebola transmission and officials say there is “no public health concern” for Milwaukee residents. An ongoing outbreak in the Democratic Republic of the Congo has killed at least 62 people.
FDA Reviewing Safety Of Abortion Drug
(Silver Spring, MD) -- The FDA is moving forward with a safety review of the abortion pill mifepristone. According to an administration official, the analysis is likely to take six months to complete but initial results could be released earlier. Updates on the review come as the White House faces pressure from antiabortion lawmakers and activists who want the FDA to revoke Biden-era rules that allows mifepristone to be ordered through the mail and prescribed by telehealth. Findings from the review could pave the way for the Trump administration to restrict the use of the drug and how it can be distributed.

Junior Lifeguard Program
The Seguin Parks and Recreation Department is hosting a Junior Lifeguard Class from 9:30 a.m. to 1 p.m. Thursday, June 25 at the Seguin Wave Pool, located at 1 Wave Pool Drive. The class is open to participants ages 9 to 15 and will teach basic first-aid, CPR, water safety, rescue techniques, communication skills and lifeguard responsibilities. Participants must be able to swim and complete a swim-tread-swim sequence. This is not a learn-to-swim program and does not provide official lifeguard or CPR certification.
