(Seguin) -- Students at four Seguin ISD elementary schools are starting the new year with extra tools for success thanks to the TEXAS YES Project. Nearly 1,600 students at Jefferson Avenue Elementary, McQueeney Elementary, Patlan Elementary, and Rodriguez Elementary recently received a “Box of Dreams,” -- a kit filled with “supplemental school supplies.” Cari Richardson, one of the founders of the TEXAS YES Project and a current board member, was on hand for Friday’s distribution. Richardson shared how the program first got started. “Twenty-nine years ago, my parents and I sat in a boardroom and wanted to give back to the community. We had been business leaders
in this community. We had a fast food company and wanted to give back so really my parents wanted to give back through education and created this project to give school supplies and that first year, we gave, 2,500 students free school supplies and thought that we would hit the need in the San Antonio area pretty quickly and 29 years, we still haven’t been able to serve everyone who are in need. So, we continue to grow and seek out our friends and we get donations and growth this project every year. It’s now across the state. We serve, I think, it’s 180,000 students across the state of Texas,” said Richardson. Richardson says the organization’s mission not only just benefits students, but also their teachers. YES, pg. 4

Guadalupe County authorizes publication of salary schedule for all employees including elected officials Cindy Aguirre-Herrera
(Seguin) -- Guadalupe County has officially authorized the publication of proposed salaries, expenses and allowances for elected and precinct officers. The action moves the county closer to adopting this year’s proposed $200 million budget for the upcoming fiscal year. Guadalupe County Judge Kyle Kutscher says the move is part of the county’s normal budget process, which requires the court to set compensation levels before final adoption. Kutscher says the salary proposals are based on years of study and a system intended to keep the county competitive in attracting and retaining qualified leaders and employees. “We always try to look at our elected and appointed positions which are our department heads just like our employees and what that looks like, the last few years, we did a salary study as well as implemented a grade/ step pay system trying to get positions competitive across the board to be able to attract and retain employees – trying to advance the position of the county and have good folks that would be interested in serving in county government,” said Kutscher. Kutscher says the county’s compensation review includes “comparing Guadalupe County to others across Texas.” “For elected officials, always look at the state ranking of the county where all the other counties are. So, the breakdown shows 193-194 counties that reported their
state salary survey. Guadalupe County ranked as the 28th largest county in the state and then we ranked those positions of elected officials based on their compensation in comparison to all those other counties. It’s not an exact determining factor, but it is a good gauge to say are we close or are we not? On some of those positions, we were very far off but at the same time, when we look at some of those judge positions and those things, we also get state changes and mandates on district judges, county court at law judges even county judges supplement based on judicial requirements to fund those supplements based at whatever the state sets them. That’s something that we don’t get to decide and those are noted at the bottom of that salary page that shows those adjustments and or state requirements,” Kutscher explained. The proposed budget also includes a 3 percent costof-living adjustment for county employees, along with adjustments based on longevity and the county’s adopted step and grade pay scales. Kutscher says this approach ensures long-term employees are placed correctly in the pay system and that separate scales are maintained for law enforcement and fire personnel. Meanwhile not all members of the court supported the pay proposals for elected officials. Commissioner Pct. 4 Stephen Germann cast the lone “no” vote on the authorization, citing fairness to county employees and taxpayers. Salary, pg. 3

Kutscher says public safety continues to make up the largest portion of county spending, with nearly $2.9 million proposed for positions, equipment, and capital projects for law enforcement, fire, and EMS. The commissioners’ court is expected to adopt the final budget, salaries, and tax rate on Sept. 2. So, we want to help those who maybe that households can’t afford school supplies – struggle to afford school supplies – and we also have discovered that a lot of times in these districts, teachers are going out and buying school supplies for their students because their students show up to school without them. So, we wanted to help the families and the students but also teachers,” said Richardson. Patlan Elementary Principal Annaliza Rangel says she is especially grateful for the impact the donation makes on her campus. “It makes me extremely appreciative because some of our students don’t come with supplies so that gives us some additional supplies so that everybody has what they need to learn and even if they brought supplies, it’s just additional materials for teachers to use in their classroom,” said Rangel. Each kit distributed on Friday included colored pencils, crayons, notebook paper, a spiral notebook and eraser, glue stick, folders, a ruler, pencils, black and red ballpoint pens, and a box of tissues. Several Seguin ISD trustees and district leaders were on hand at each campus to help deliver the supplies to students in kindergarten through fifth grade. According to Reichardson, The TEXAS YES Project has distributed more than 732,000 supply kits statewide since its founding in 1998. More importantly, she says once a campus is selected, the program returns each year to ensure students continue to benefit. Jerry Wayne Schriewer, age 75 of Seguin, passed away on August 16, 2025. Jerry was born on December 29, 1949 in Seguin, Texas to Lorene (Koepp) and Warren Alvin Schriewer. Gloria Rangel was born in Seguin, TX on June 26, 1949 to Domingo and Sara Rangel. Gloria was a 1967 graduate of Seguin High School and also earned an Associate’s degree from Austin Community College. Before retiring, she primarily worked in executive & administrative assistant roles and in customer service for employers like Texas State University, Comal County Human Resources, HD Supply, and Harland Clarke. She enjoyed the art of drawing, painting, coloring, sewing, thrift shopping, spending time with her sisters and family, and was always present at all of her grandchildren’s functions and events. FDA Warns Against Eating Possibly Radioactive Shrimp At Walmart (Bentonville, AR) -- The FDA is warning the public about eating certain Great Value raw frozen shrimp sold at some Walmart stores around the country. The agency issued the warning after a Customs and Border Protection alerted the agency about possible Cesium-137 contamination, a radioactive isotope, from shipping containers. Frozen shrimp from the distributor has tested positive, but the FDA says no shrimp that has tested positive has entered the U.S. food supply. Lawsuit Against Construction Companies Linked To Legionnaires’ Outbreak (New York, NY) -- A lawsuit is being filed against two construction companies and the City of New York in connection with a deadly Legionnaires’ disease outbreak in Harlem. Civil rights attorney Ben Crump and the Reverend Al Sharpton announced a suit on Wednesday on behalf of construction workers, alleging negligence against Rising Sun Construction and Skanska USA Building. Work was being done on buildings with cooling towers that later tested positive for the bacteria that causes Legionnaires’. Lawyers say cooling towers at Harlem Hospital were filled with rainwater in July and left untreated, and that the companies didn’t provide a safe work environment. Five people died and more than 100 have gotten sick from the outbreak. Mosquito Spraying Follows NJ’s First Locally Acquired Malaria Case In Decades (Morristown, NJ) -- Crews are out mosquito spraying in Morris County, New Jersey after the state’s first local malaria case in decades. Malaria is a mosquito-borne disease caused by a parasite transmitted by certain mosquitoes. There are about 100 travel-associated cases of malaria reported in New Jersey each year. However, the CDC is now investigating the source of infection in a resident that has the first known locally acquired case of malaria in New Jersey since 1991. No More Measles Cases Linked To Outbreak (Houston, TX) -- Texas State health leaders say a measles outbreak that killed two kids and sickened hundreds is over. There has not been a single new case reported in more than one month, but experts say the conditions remain ripe for another outbreak. Baylor’s Dr. Peter Hotez points to the state’s low vaccination rate. He says that, historically, measles cases pop up in the late winter and early spring. He’ll be watching what will happen next March.
