As the Director of Sedalia Parks and Recreation, it is an honor and privilege to lead this department and I look forward to continuing the commitment that the Sedalia Parks and Recreation board has for the community into 2022. It is our vision to improve the quality of life by providing a wide variety of programs and facilities, as well as protecting our natural environment. Parks and Recreation staff continue to work hard to provide high quality parks, recreational facilities, and fun activities to enhance the lives of our residents of all ages. Thanks to the support and trust of the citizens of Sedalia, and the generous donation of Sue Heckart, the Parks and Recreation department will soon be able to bring more fun to the community on a much larger scale when the Heckart Community Center opens on Friday, March 18th at 10:00am! This 96,977 sq. ft. facility will be a gathering place for all: the new home of the Senior Center; an indoor aquatic facility; 3 high school size basketball courts; indoor playground; walking track; and plenty of rooms to rent for gatherings year round! From meeting up with friends after school, to providing a chance for parents to socialize with other parents while the kids are making new friends, learning a new hobby, reconnecting with old friends, teaching a class, or hitting a goal that you made for yourself, the Heckart Community Center is where it can all happen. Whether you are a pickleball player, swimmer, general fitness enthusiast, want to start moving, have little ones that are bursting with energy, a crafter, or maybe just

No matter the time of year, I enthusiastically encourage you and your family to be active, get involved in the community, visit any of our City Parks, trails, pools, and enjoy an activity or program at Convention Hall or the Heckart Community Center. In closing, I need to give a word of thanks to my staff for their dedication, passion, and commitment. I am reminded weekly, if not daily, how special our team is here at Sedalia Parks and Recreation! I have received several phone calls, emails, and comments over the past few months from patrons letting me know how great or awesome their experience was with our staff. Sedalia Parks and Recreation reserves the right to cancel any class or program which does not meet the minimum required participants. Participant may transfer payment to another class or program, receive a credit for a later class/program, or refund.

PROGRAM REFUND Full-time staff will administer program refunds that are fair and consistent with the policies of the Sedalia Parks and Recreation department and do not jeopardize the financial well-being of the program. Please see SPR Staff for refund policies.

PHOTOGRAPHY POLICY Permission to use Names/Images: Periodically, the SPR will take pictures or videotapes of participants while they are engaged in programs or while enjoying parks and other facilities. These photos may appear in Parks and Recreation brochures, website and publications. If you see a staff member or photographer taking pictures and you do not want your picture taken, please speak to the photographer and request your photo not be taken and deleted if necessary.

Sedalia Parks and Recreation is not responsible for lost or stolen items. Any item of value (not broken, damaged, unuseable, etc.) left at any of Sedalia Parks and Recreation parks, facilities, recreation program sites, and aquatic centers which are found by parks and recreation staff shall be picked up and kept to return to the owner. All found items will be taken to Heckart Community Center kept for a minimum of one (1) week before disposing of them. Items found at outdoor aquatic centers will be put in the lost and found area located at the outdoor aquatic center. Items found at outdoor aquatic centers will be kept for a minimum of one (1) weeks before disposing of them. Items left behind at the end of the outdoor aquatic season will be transferred to HCC and kept for one (1) weeks before disposing of them.

The Heckart Community Center is a controlled access facility. Youth age 12 and under must be accompanied by a parent or guardian (age 16+) within the Heckart Community Center at all times. All children 15 and under entering the facility unaccompanied by an adult MUST have a photo on file, current address, phone number and an HCC contract signed by user and guardian on file before using the facility. Youth ages 13 and older are allowed entry into the Heckart Community Center without adult supervision. Youth ages 15 and under, along with parent or guardian, must sign and agree to the Youth Code of Conduct prior to entry into the Facility. Smoking or tobacco and alcohol use in any form is prohibited. Food and beverages are permitted in lobby, community rooms, party rooms and meeting rooms. Gum is prohibited. Glass and metal containers are prohibited. Food is not permitted in the Fitness Center, Pool, or Gym; all trash must be disposed properly, failure to do so will have consequences. Spitting is prohibited. No cells phone or cameras allowed in locker rooms or restrooms. Family locker room is for parents and young children ONLY. Elevator is for those with disabilities or over 18 years of age. Abusive or foul language is strictly prohibited. These actions may result in immediate expulsion and/or loss of future privileges. Anyone using physical force towards another patron or employee will be suspended for a minimum of one year. Horseplay is not permitted, which includes running. Disrespectful, back talking, or inappropriate action will result in immediate suspension. No sleeping or laying down on equipment or furniture. Shirts and proper pants must be worn at all times (except in pool where proper swim wear is required), you are required to dry off or change into dry clothes before exiting pool locker rooms. Non-marking shoes must be worn in the activity areas (gym, track). Waffle-soled shoes or cleats are not allowed. Be respectful- screaming, yelling, excessive grunting or use of profane language is prohibited. Basketballs and/or volleyballs are not allowed upstairs, balls are only allowed in the gym. Bouncing balls in the hallway or lobby will result in expulsion of the facility. Proper attire is required at all times, which includes closed-toe clean athletic shoes when in the gym or on the track, shirts (no sports bras or half-shirts- shirts must cover the full torso), proper shorts or sweat pants, and must be dry and not tracking water unless in the pool. No one under 16 is allowed upstairs unless with their guardian in arm’s reach, unless approved by Full-time Park and Recreation Staff. Kid’s Zone is for children 10 and under with guardian supervision at all times. Personal music devices are only allowed when used with headphones. Bicycles, skateboards and in-line skates are prohibited. Animals in the facility are restricted to service dogs only. The HCC is not responsible for lost or stolen items, lockers are provided please bring your own lock. Locks must be removed daily. If caught stealing a police report will be filed and consequences will be handled as appropriate.

Failure to comply with any Sedalia Parks & Recreation rules may result in suspension and/or permanent ejection.

HECKART COMMUNITY CENTER HOURS OF OPERATION Monday-Friday: 5:00 a.m. - 9:00 p.m. Saturday: 7:00 a.m. - 7:00 p.m. Sunday: 10:00 a.m. - 7:00 p.m. In 1948, The Heckart Family made their home here in Sedalia, established their family business, The Heckart Funeral Home and became pillars of the community. They believed their success as a family business was in large part because the community trusted in them and supported them. Because of the support of the community, it was their philosophy that they in return give back to those that had supported them for so many years. Sue carried on the family’s motto of “We Care, We Share, We Love.” Being a strong business woman, community leader, and philanthropist, Sue wanted nothing more than to bring her parents’ dream of a community center to the people of Sedalia. To honor

the legacy of her parents, Del & Stella, Sue believed that the community deserved a place where everyone can come together to share experiences and create memories while improving the quality of life for all. It was with her generous multi-million dollar donation that allowed the Sedalia Parks & Recreation Department the ability to present a 1/8 cent sales tax to help build a Community Center. The community overwhelmingly responded with an 80% YES vote. Sue knows and values the importance of Parks and Recreation and trusts Sedalia Parks & Recreation to honor her parent’s legacy with this outstanding facility that will forever impact the Community of Sedalia.

SEDALIA PARKS & RECREATION OUTDOOR FACILITY USE/CONCESSION STAND POLICY FOR INDEPENDENT SPORTS LEAGUES & SCHOOLS

FACILITY USAGE

• All groups and/or organizations must be registered with the State of Missouri as a non-profit agency 501(c)3 • Provide their own insurance, including product liability insurance, which meets City of Sedalia guidelines ($300,000 per person and $2 million per incident. Section 537.610 RSMo). (Copy must be provided each year and kept current at all times). • Organizations will be allowed to operate the concession stands during each individual season and keep monies raised for the specific operation of their league. All monies generated from league operation and concessions must be accounted for in the financial statements provided each year to the Park Board. The Sedalia Parks and Recreation Department agrees to provide the existing concessions space for league use but will not provide concessions equipment for operations. • Ice Machines – Sedalia Parks and Recreation will handle having ice machines turned on and off (winterizing) for each season. Billing for this service will be invoiced by Sedalia Parks and Recreation equally among all leagues utilizing each ice machine. Sedalia Parks and Recreation will not pay for maintenance or repairs. Sedalia Parks and Recreation shall furnish water as normally available in each location. Full water access for items such as restrooms and ice machines, is typically available April 1-October 31 but is based on forecasted temperatures. Full water access turn on dates could be delayed and turn off dates could be moved forward if cold weather is probable. • Sedalia Parks and Recreation Department will not provide WiFi. Leagues that need WiFi will need to set up and pay for that service individually. • Should scoreboard located at league facilities need any maintenance or repairs, cost of maintenance and/or repairs will be split evenly between Sedalia Parks & Recreation and leagues that utilize that field or facility. • Sedalia Parks & Recreation will supply an Automated External Defibrillator (AED) that must be on site and easily accessible during all practices and games. AED’s will be located in concession stands. Sedalia Parks and Recreation will complete audits on AED’s to check for expiration dates and that the AED is in proper working condition • Schedules must be submitted to the Recreation Superintendent of Parks & Recreation for approval. 1) Season dates in general terms (For example: We will need field use April 1 – June 30). 2) Game schedules must receive approval by the Recreation Superintendent and/or Director before distributed publicly and at minimum three (3) weeks prior to season start. • All organizations must supply a balance sheet and income statement for the previous calendar year by February 1st of each year to the Director of Parks & Recreation, and at other times by request. • Each group and/or organization will have a Board of Directors (or lists of persons in charge for that season) consisting of a President, Vice-President, and Treasurer, with no one person holding more than one of those positions. The Board of Directors (if applicable) must consist of at least 4 other voting members with a quorum being required and minutes recorded during official business concerning league operations. In the event a Board of Directors appoints a League Commissioner, it is to be a voluntary position with no voting responsibilities and will answer directly to the Board of the Directors for the league. A current list of these positions must be on file with Parks & Recreation by February 1st of each year. In addition, following any mid-year elections, or any other changes/ appointments, a new list of officers must be provided before the start of the season. • Each league must post current officers and Board members on their league website and/or facilities at all times. In addition, all leagues operating with a Board of Directors must have a minimum of two meetings a year at a public place (Convention Hall, if necessary), prior to the start of the season, and advertised in advance so members of the public can attend said meetings for input on operation of the league. • Organizations are to provide the Sedalia Park Board with a current copy of their by-laws. • The Recreation Superintendent of the Sedalia Parks & Recreation Department or alternate designated by the Director of Parks & Recreation will serve as liaison with the leagues/organizations and will attend meetings as necessary. All meetings must have 48 hour advanced notice and Sedalia Parks and Recreation must be notified of meeting date(s) and time(s) to be held and need to be advertised to the public. • No group or organization will enter any multi-year agreement with any other entity without approval from the Director of Parks & Recreation. The Park Board has the final authority to allow any such agreement to continue. • Any and all signs, scoreboards, and/or banners on Sedalia Parks and Recreation property, must be approved by the Parks & Recreation Director • Any person who provides service to the league and/or have repetitive access to, or contact with players or teams, must complete bi-annually and keep on file, a third party background screen that meets the minimum requirements set by Sedalia Parks and Recreation Volunteer Background Checks.

SEDALIA PARKS & RECREATION OUTDOOR FACILITY USE/CONCESSION STAND POLICY FOR INDEPENDENT SPORTS LEAGUES & SCHOOLS

Paul Klover Soccer Assocation uses Clover Dell, Katy, and Convention Hall throughout the year for their soccer programs! PKSA offers leagues and programs for toddlers through adults! They assist the SPR department lining soccer fields throughout the season! PKSA paid a total of $9,400 for the 2021 season. Intersted in playing soccer? Sedalia Girls Softball uses Centennial Park fields and concession area to host softball for elementary to high school girls. Sedalia Girls Softball paid a total of $1,930 for their 2021 season. Sedalia Youth Football League uses the youth football complex at the Smith-Cotton HS. While this facility is on school property, the fields and facility were built and are maintained by the Sedalia Parks Department. Sedalia Jr. & Sr. Legion Teams uses Liberty Stadium to host and practice baseball for high school aged boys. Sedalia legion teams paid a total of $5,000 for their seasons in 2021. SCHOOLS THAT USE PARK FACILITIES Applewood uses Clover Dell for thier soccer program for students. Sacred Heart uses Centennial Park, Liberty Stadium, and Clover Dell for baseball, softball, and soccer program for students. Sacred Heart paid $1,620 in 2021 for usage of facilities. State Fair Community College uses Centennial Park and Liberty Stadium for baseball and softball for collegiate athletes. SFCC paid $5,000 for the use of the facilities. Smith-Cotton High School uses Centennial Park, Liberty Park tennis courts, Clover Dell cross country track, and Liberty Stadium for baseball, softball, cross country, and tennis athletic programs for high school students. SC High School paid $2,500 for use of the facilities.

• All independent sports leagues using Sedalia Parks and Recreation facilities shall comply with all federal, state, county or local laws including all City of Sedalia ordinances and Sedalia Parks and Recreation rules and policies. In addition, all rules, regulations and requirements of the Sedalia Police and Fire Departments must be adhered to. Fire lanes must remain clear at all times • At no time will any organization be allowed to change locks and/or keys on any concession stand, facility, or field lights. All organizations will provide a list of who has been issued keys. All organizations will keep concession stands clean and sanitary at all times. All organizations will provide their own equipment, cleaning supplies, towels, etc. for use inside the concession stand. Individuals and/or organizations not in compliance with this policy may have their right to the operation of said concession stands and facilities denied by the Director and/or Park Board. • $500 season deposit will be due at least 30 days prior to any practices or games being held on Sedalia Parks and Recreation facilities. Remaining balance due will be billed within 30 days of season end. Paid deposit will go towards final balance due. • Field rental fees will be charged at a discount rate of the SPR fee structure. Leagues that meet the requirements mentioned above will be billed at 15% of the total rental cost for the first 3 years, and then be moved to 25% until 2026, for years 2027 through 2031, leagues that meet the requirements above, will be billed at 40% of the total rental costs. Beginning in year 2031, leagues that meet the requirements above, will be billed at 50% of the total rental costs.

AQUATICS POOL RULES 1.

All children 12 and under must be accompanied by an adult, age 16 and older. An adult guardian must be within arm’s reach for children 6 and under. 2. Patrons who leave the facility MUST pay again for reentry at outdoor facilities. 3. Admittance to the pool will be refused for drunkenness, inability to care for self, open sores, contagious disease, diarrhea, head lice, respiratory infections, improper attire, and/or improper behavior. 4. Children not toilet trained must wear a swim diaper. Swim diapers are available for purchase in the vending machine. 5. Adults are required to change diapers in restrooms provided in the bathhouse. Please do NOT change diapers on the pool deck. 6. WALK—NO RUNNING! 7. No swimming in designated diving areas. 8. Diving is only allowed in specified areas. The high dive well is reserved for Smith Cotton and Bandits Swim team only. 9. ABSOLUTELY NO pushing, fighting, shoving, running, horseplay, profanity or abusive language. 10. No playing on handrails, ladders, stairs, ropes, and guard towers. 11. ABSOLUTELY NO smokeless tobacco, smoking, vapes, alcohol, drugs, glass containers, weapons.

12. Swimmers must wear clean, appropriate swimming attire. NO cutoffs, street clothes, thongs, speedos, denim, revealing swimsuits, or loose clothing allowed. No cotton or jean attire may be worn in the pools. 13. No electronic devices are allowed to be used in the bathhouses. 14. Safe water toys are allowed in the facility (foam and floatable items). Toys deemed unsafe by management or being used in a manner that threatens the safety or enjoyment of patrons will be prohibited. 15. No rafts or large inflatables. Young child inflatables allowed with lifeguard approval. 16. Lost or stolen articles are the responsibility of the owner. Lockers are available for patrons (bring own lock). 17. No outside food, drinks, or coolers are allowed inside the pool facility. 18. Animals are not allowed in the building or pool area, with the exception of guide dogs, which are allowed on the pool deck, but not in the water. 19. Private lessons- $15/30-minute lesson. You can sign up for 4, 6, or 8 sessions at a time. At the time of registration, we will get contact information and information about swim levels and goals. The aquatics supervisor will then assign a swim instructor that will call to set up a time for your first lesson. Offered year round. Age Considerations: If the child is outside of the recommended age group you will need to call to register. Online registration will not give you an option of registering for the correct class. If your child is more than a year outside of the recommended age for their correct level, group lessons may not be the best option for them. Health Requirement: If your child is sick, they may not enter the water for two weeks after the last episode of diarrhea.

YOUTH BASEBALL Early Registration Dec. 5 – Feb. 24 ($55) Open Registration Feb. 27 – Mar. 10 ($65) Ages: K–9th grade (grade is ‘22-23 school year) Practices begin in April and games in May/June Youth baseball is a recreation league that is divided into grade divisions and players are separated out on teams. Players practice for a month learning the skill sets and rules of baseball. After practices are over, players will then be given a game schedule. Game schedule will include 8 games (depending on amount of teams) and the games will be played until the beginning of July.

Sedalia Parks & Rec Youth Volleyball program is open to boys and girls and is offered during the fall for kids in 3rd-6th Grade. This program is designed to develop an understanding of rules, fundamentals, teamwork and sportsmanship. Practice will be held at the Heckart Community Center during the week beginning late August. 8 to 12 games will be played starting in midSeptember, and the season will end October 29. This league does play other towns so there will be traveling to Cole Camp, Green Ridge, Centerview, Windsor, and Warrensburg. Along with the 8 games we will play in two tournaments. Tournaments are held on Fridays and/or Saturdays, games and practices are mostly on Mondays & Wednesdays!

We offer a Women’s Recreation and Intermediate League that will be played on Tuesday nights and a Co-Ed Recreation and Intermediate league on Thursday nights. SPRING ADULT VOLLEYBALL League play starts March 28 $100 - Early Registration (ends March 3) $115 - Open Registration (ends March 17) Adult Volleyball league is offered to anyone 16 years of age or older. This is a team registered sports program. We offer a Women’s Recreation and Intermediate League that will be played on Tuesday nights and a Co-Ed Recreation and Intermediate league on Thursday nights. Games will be played at the Heckart Community Center Gym with a 15 game guarantee.

Pickleball is a paddle sport that combines elements of tennis, badminton, and ping-pong; using a paddle and plastic ball with holes. It is a game that is appropriate for players of all ages and skill levels. Rules for pickleball are simple, making it a great introductory sport. Pickleball is offered to all ages playing at Heckart Community Center Gymnasium.

Child Watch provides a stimulating environment for your child to explore and interact with other children while you enjoy the benefits of the Heckart Community Center. • $2 per day for members/$5 per day for non-members • Monthly add on to membership available. Visit website or contact us for more details. • Operates on a drop-in basis; first come, first serve • Attendant to child ratio: 1 to 5 for children ages 6 months to 2 years and 1 to 10 for children ages 3-12 years • Child Watch is limited to a maximum of 2 hours • Parents/Guardians must remain in the Heckart Community Center facility. • Space is limited due to staff to child ratios. When the area is full, it may be necessary to wait until a space is vacated. At this time we are not taking reservations for Child Watch. • Ages 6 months-5 years old are only allowed in the Child Watch area.
