Cutler Bay Moves Forward with Flanigan’s Restaurant and Pinnacle at Southland Senior Housing
The Town Council held a zoning workshop on March 16, 2026, gathering residents and Town Councilmembers to review two significant development proposals that reflect the Town’s commitment to thoughtful, community-driven growth. The workshop featured site plan applications for a new Flanigan’s restaurant on Old Cutler Road and the Pinnacle at Southland senior housing development on SW 211 Street.
A UNIQUE PROCESS: CUTLER BAY’S ZONING WORKSHOPS
Unlike many municipalities, the Town of Cutler Bay holds public zoning workshops before development applications proceed through the formal approval process. These workshops are a hallmark of Cutler Bay’s transparent and resident-first approach to planning, giving community members and elected officials an early opportunity to ask questions, share feedback, and help shape projects before they are approved.
“Outdoor dining and a vibrant pedestrian experience along Old Cutler Road have been part of our community’s vision since the 2002 Old Cutler Road Charrette,” said Mayor Tim Meerbott. “Seeing
Flanigan’s bring that vision to life more than two decades later is a testament to what happens when a community stays committed to its long-term goals.”
FLANIGAN’S COMING TO CUTLER BAY: RESPONDING TO RESIDENTS
Flanigan’s Enterprises, Inc., one of South Florida’s most beloved restaurant brands with 25 locations across South Florida, has submitted a site plan application to open a new full-service restaurant at 20971 Old Cutler Road in the Shoppes of Cutler Bay. The proposed new 6,400-square-foot free-standing building would offer the full Flanigan’s dining experience everyone knows and loves.
The project reflects a direct response to resident feedback. Cutler Bay residents have long expressed a desire for more fullservice dining options in the Town. The site will provide regular parking and designated golf cart spaces, with additional overflow parking available through a shared easement agreement with the adjacent Publixanchored shopping center. The design
continued on page 12
also incorporates electric vehicle charging stations, bike racks, a circulator stop, and outdoor seating along the historic Old Cutler Road.
PINNACLE AT SOUTHLAND: AFFORDABLE SENIOR HOUSING TO AGE IN PLACE
The second project presented at the workshop, Pinnacle at Southland, would bring much-needed affordable senior housing to the Town. Applicant ARQ211, LLLP, a Florida limited partnership, is seeking site plan approval for a two-phase, mixed-use development at 11155 SW 211 Street, located just south of Southland Mall on an approximately 2.73-acre parcel zoned Town Center (behind Tire Kingdom).
The project would deliver 200 multifamily units for seniors across two 8-story buildings, along with approximately 3,400 square feet of ground-floor retail space, and corresponding parking and amenities. Phase 1, comprising 100 units and the retail component, has already secured funding from the Florida Housing Finance Corporation (FHFC) and is ready to move forward upon receiving the required approvals.
This project directly addresses Cutler Bay’s goal of providing housing options that allow seniors to age in place, remaining
in the community they love as their needs evolve. It also complements the ongoing redevelopment of Southland Mall and brings new investment to one of the Town’s key commercial corridors. Notably, the Pinnacle at Southland is consistent with the Town’s 2002 Cutler Ridge Charrette, which envisioned exactly this kind of mixeduse development, with housing, retail, and commercial activity as the future of that sector of the Town.
NEXT STEPS
Both applications will now advance through the Town’s formal site plan review process, including staff review and consideration by the Planning and Zoning Board and Town Council. Residents who wish to stay informed or provide additional input are encouraged to monitor the Town’s website or contact the Community Development Department at (305) 234-4262.

Dear Dade County Farm Bureau Supporters,
Plans are underway for the Dade County Farm Bureau’s 46th Annual Barbecue and “Fun” Raiser, to be held on Saturday, April 25, 2026. This year’s event will proudly honor Bob Fuchs of R.F. Orchids for his outstanding dedication, leadership, and lifelong commitment to agriculture in Miami-Dade County.
Our event is a true Farm to Table experience, serving prime rib, pork loin, chicken, and locally grown produce, all prepared by the growers themselves and served to approximately 1,000 guests.
Each year, the generous support of our sponsors ensures that we can effectively serve the agricultural community, conduct educational and promotional outreach, and represent Dade County farmers and nursery growers at the federal, state, and local levels.
Dade County Farm Bureau is one of Miami-Dade County’s oldest and largest agricultural organizations and was the first county Farm Bureau established in Florida. For over 80 years, Dade County Farm Bureau has been an integral part of the agricultural community, bringing farmers together to collectively address challenges and protect our industry. With approximately 2,700 members, the organization continues to grow stronger as “The Voice of Agriculture.”
Agriculture remains the second-largest economic engine in Miami-Dade County and the state of Florida. Locally, agriculture provides more than 20,000 jobs and generates an economic impact of $2.7 billion, with 85% of those dollars circulating back into our county. Miami-Dade County’s diversity of tropical fruits, row crops, and horticulture makes it a vital Farm to Table resource for our region and beyond.
As an organization, we continue to stand on the front lines advocating for agriculture, fighting for fair trade, not free trade, addressing the impacts of international agreements, protecting private property rights, securing access to labor, ensuring water availability, and opposing regulations that threaten the sustainability of farming. We work diligently to safeguard our growers from policies that could hinder their ability to operate, innovate, and pass their farms on to the next generation.
With your continued support, Dade County Farm Bureau will remain a strong advocate for farmers and nursery growers, ensuring that future generations can continue cultivating our land with specialty crops ranging from fresh produce and tropical fruits to horticultural products that help feed and beautify our nation.
We look forward to celebrating this special evening with you as we honor Bob Fuchs and continue our mission of protecting and promoting agriculture.
Our Mission Statement
Dade County Farm Bureau is committed to enhancing and protecting sustainable agriculture for the personal and economic wellbeing of our members and community.

Spring 2026 is Shaping Up to be the Best Time to Buy a Home in Years
Source: ICE Home Price Index, Freddie Mac PMMS, Census Bureau
* The National Payment-to-Income Ratio is the share of median income needed to make the monthly principal and interest payment on the purchase of the average-priced home using a 20% down 30-year fixed rate mortgage at the prevailing interest rate.
SHOULD BUYERS WATCH RATES?
After mortgage rates dropped to a 4-year low in February, recent geopolitical events have caused some movement. Rates are sensitive to market volatility, and they can shift from day to day. The good news is, rates remain well below the levels seen last spring — meaning stronger purchasing power for many buyers.
Bottom line: Don’t let headline noise detract from the bigger picture. With softer prices, more listings, and lower rates than last year, this spring remains a promising time for buyers. Pre-qualified buyers will be better positioned to seize opportunities this spring.

The South Dade Chamber of Commerce is delighted to welcome CAO Bakery & Café as one of our newest members. Known for its unique blend of Cuban tradition and American energy, CAO Bakery & Café brings a flavorful and authentic experience that celebrates culture, community, and connection.
CAO Bakery & Café was born from a familiar experience shared by many Cuban Americans—growing up with the warmth of café con leche at abuela’s kitchen counter while also embracing the fast-paced rhythm of American life. Instead of choosing between tradition and modern convenience, CAO embraces both, creating a space where heritage and ambition come together.
This “in-between place” is what defines the CAO experience. It’s where a pastelito de guayaba brings back memories of Sunday
mornings with family, and a freshly prepared cortadito provides the energy needed to power through a busy Monday. The café reflects the everyday life of a community that proudly carries its cultural roots while continuing to build something new.
At its core, CAO Bakery & Café celebrates the Cuban American story—one filled with tradition, resilience, and the pursuit of opportunity. By blending classic Cuban flavors with a modern café atmosphere, CAO has created a welcoming destination where customers can enjoy familiar tastes while connecting with friends, family, and neighbors.
