Los Angeles County Supervisor Holly Mitchell introduced Becerra, citing his service in the state Assembly, Congress, as California attorney general and as U.S. secretary of health and human services. She said his record of challenging the Trump administration would be important as California confronts federal policy changes. “We need people who have walked where we have walked and understand the communities that we all live in, come from, and represent,” Mitchell said. Becerra defended DEI programs as essential to expanding opportunity. Recalling his upbringing as the son of working-class immigrants who never attended college, he said too many Californians work hard but remain overlooked.

ARTICLE CONTINUATION POLITICAL PLAYBACK Continued from cover

“The U.S. DOJ’s relentless efforts to unlawfully gain access to states’ protected voter data and purge voter rolls serve only to cause chaos and fuel public distrust in our elections,” Weber said in an Oct. 14 statement. Weber said her office received a demand to investigate an unspecified number of individuals the federal government believes are “likely noncitizens.” However, the DOJ did not provide her office with the list and gave California just 48 hours to obtain it, investigate and take action. The demand comes as the DOJ, working with the Department of Homeland Security (DHS), seeks to block California from counting mail-in ballots from approximately 20,000 registered voters whose citizenship status the federal government has questioned. According to Weber’s office, the Los Angeles County Registrar-Recorder/County Clerk received the federal government's list on a password-protected thumb drive, with the password written on a sticky note. Registrar-Recorder/County Clerk Dean C. Logan said his office declined to access the files because the device did not meet established security standards. “We have not accessed the drive because doing so would conflict with established data privacy and information security protocols,” Logan said. “We do not consider the device a secure medium.” Weber also challenged earlier federal allegations that California had 190,000 noncitizens on its voter rolls, saying the Trump administration had failed to provide evidence or explain its methodology despite requests from her office. “California has robust state law requirements that only U.S. citizens can register to vote and that any non-eligible registrants are removed from the state’s voter rolls,” Weber said. “My office and California election officials remain committed — as always — to ensuring a fair and smooth 2026 general election.”

BECERRA Continued from cover

Becerra also opposed voter identification requirements, arguing that they create barriers to voting. “If there’s a fight for that diversity, that strength, that inclusion, that equity, count me in, and let me use the governor’s office to make it clear,” he said. Asked about his first priorities as governor, Becerra identified housing and health care. He said more than 40,000 housing units are ready for construction but remain stalled by financing shortages. Becerra pointed to Proposition 1, a housing bond measure on the November ballot, as a potential source of financing. “Prop 1 would give us the money to help start getting those moving,” he said. “And the more you build, the more you relieve the pressure, the demand for housing, which means you can probably see the price stabilize as well.”

BALBOA PARK Continued from cover

Known as the Balboa Park Master Plan Update, its launch last week Thursday marks the first time since 1989 that the city updated the plan to preserve the 1,200-acres parkland. Residents can take part in the planning by responding to a community survey on the city’s webpage: https://www.sandiego. gov/planning/balboa-park-master-plan?redirect=planbalboapark-com. Another public engagement plan will be opened in November to ensure “meaningful and inclusive participation," in the planning process, a city statement on its website said. The city’s planning department will present the feedback to the Balboa Park Committee, an advisory group that will serve as a forum for public engagement for the master plan update.

documents, Indian boarding school records, and files related to the Chinese Exclusion Act and Japanese American internment.

California’s older workforce is expected to grow significantly over the next 15 years, reshaping the state’s labor market as its population ages. A new report from the Public Policy Institute of California (PPIC) projects that the number of workers age 65 and older will increase even as overall labor force participation among older adults remains largely unchanged.

Wages help keep an estimated 800,000 older Californians out of poverty.

The archives also hold records from Fred Korematsu’s legal challenge to his arrest for refusing to report for internment during World War II. Families use the records to trace their ancestry and establish citizenship, while Tribal communities rely on them to establish membership, seek federal recognition, and defend land and treaty rights.

The report, Older Workers in California, by Hans Johnson, Eric McGhee, Daniel PayaresMontoya, and Sarah Bohn, examines workforce trends and projects changes through 2040. The policy brief was adapted by Vicki Hsieh and supported by the James Irvine Foundation. By 2040, about 23% of Californians will be 65 or older, up from 14% in 2020. Meanwhile, the state’s working-age population is expected to remain virtually unchanged, creating challenges for the labor market and public programs serving older residents. In 2024, approximately 1.3 million Californians age 65 and older were in the labor force. That number is projected to reach 1.8 million by 2040. Older workers also accounted for about 30% of California’s labor force growth between 2006 and 2024, when the number of workers in this age group increased by approximately 754,000. The report projects that the racial and ethnic composition of California’s older population will continue to change. White Californians accounted for 51% of the population age 65 and older in 2024, down from 64% in 2006. That share is projected to fall to about 41% by 2040, while the Latino share is expected to rise from 23% to 29% and the Asian share from 17% to 21%. Black Californians are projected to remain about 6% of the state’s older population through 2040. The report also projects that labor force participation rates among older adults will converge across racial and ethnic groups, reaching approximately 18% by 2040. The findings highlight the financial pressures facing some older workers. About 20%

On homelessness, Becerra warned that cities and counties should not expect continued state funding without measurable progress. “We will demand accountability when it comes to homelessness,” he said. “I’m not willing to let $1 from the state, from taxpayers, go to a city or a county unless they can show me how they’re going to use the dollar and what the results will be.” He called for temporary shelter paired with mental health and substance use treatment, while acknowledging that local governments control decisions about encampments and public streets. Becerra also emphasized preventing homelessness before families lose their housing because of layoffs or medical emergencies. Becerra warned that federal Medicaid reductions could threaten health coverage for millions of Californians while destabilizing hospitals, clinics and medical practices. Asked about license plate recognition cameras potentially being used to track people by race, immigration status or protest activity, he called “We want to hear from people of all ages, including those who have loved the park for decades and those participating in its planning for the first time, about their hopes and ideas for its future,” City Planning Director Heidi Vonblum said in the statement. The city will spend $2 million in funding from Caltrans, SANDAG and the Prebys Foundation, and part of the money will go to urban design group WRT Planning + Design, which will work with city staff to deliver the master plan update in 2028. “Balboa Park is San Diego’s crown jewel, and caring for it requires a clear plan for action,” Mayor Todd Gloria said in the statement. “This update will help us set priorities, address aging infrastructure and preserve the historic, cultural and natural assets that make the park special.” Established in 1868, Balboa Park has grown into 118 buildings with 21 cultural establish-

The report notes that some older adults continue working by choice, while others do so because their retirement income is insufficient. Rising living costs, limited retirement savings, and changes in public benefits can make continued employment an economic necessity. As California prepares for an aging population, the researchers point to the importance of workplace flexibility, protection against age discrimination, and policies that support older adults’ economic security.

“The federal government should not be putting up barriers between Californians and the records they depend on,” Bonta said, criticizing the federal government for proceeding without sufficient consultation or consideration of the consequences.

Atty Gen. Bonta Sues Trump Admin, Blocking Decision to Close San Francisco National Archives

NARA informed employees in June that it planned to close the San Francisco and Chicago archives within the next few years, with transfers beginning within months.

California Attorney General Rob Bonta sued the Trump administration to block the planned closure of the National Archives at in San Francisco, arguing that the move would limit access to historical records essential to families, Tribal communities, researchers and state agencies.

In August, the agency announced that San Francisco’s holdings would be distributed among five facilities. According to Bonta’s office, transfers could begin as soon as this week, starting with NASA records moving to Fort Worth, Texas.

The lawsuit, filed Oct. 14 in the U.S. District Court for the Northern District of California, challenges the National Archives and Records Administration’s (NARA) decision to close the facility in San Bruno and distribute its records among five federal archives locations across the country. Bonta argues that the decision violates the federal Administrative Procedure Act because the agency failed to adequately consider the consequences for California and other affected communities.

The state argues that losing local access could disrupt public projects requiring historical research to comply with environmental laws. California State Parks, for example, consulted the archives more than 10 times while refurbishing the barracks on Angel Island. Officials warn that pending projects could become impossible to complete if records are temporarily unavailable or too costly to access out of state.

“These records belong here with the communities whose stories they tell, and I’ll fight to keep them here,” Bonta said during a press conference announcing the lawsuit.

University researchers also depend on physical access to archival materials that are not available online. Bonta’s office says fewer than 4% of National Archives records nationwide have been digitized, and some fragile documents cannot be digitized without risking damage.

The San Francisco National Archives houses more than 75,000 cubic feet of federal records covering Northern and Central California, Hawaii, most of Nevada, Guam, and American Samoa. Its collections include immigration and court records, genealogical

for safeguards and consequences for misuse. “Once you give up your privacy, you can't get it back,” he said.

“Keep your taxpayer dollars in our public community schools,” he said. “Don't let those tax dollars go to for-profit private schools first, because it’s already tough enough as it is.”

On artificial intelligence (AI), Becerra expressed concern that even developers cannot fully predict how their systems will behave.

He argued that achievement gaps must be addressed before kindergarten, with expanded early learning opportunities and intensive tutoring for students who fall behind.

He called for protections for children, workers and public safety, including exploring government authority to shut down dangerous AI systems.

Becerra also challenged schools to stop advancing students who lack grade-level skills.

Becerra also criticized federal immigration enforcement policies and called for comprehensive reform, recalling his unsuccessful efforts to overhaul the system during his 24 years in Congress. He said uncertainty affects immigrant families and employers, particularly farmers who depend on immigrant labor. On education, Becerra emphasized early childhood learning, stronger academic standards and experienced teachers in struggling schools. ments and museums, and about 18 gardens and attractions such as San Diego Zoo and Balboa Park This massive infrastructure has been difficult to maintain. A recent report said that for more than 20 years, city and outside groups said the park is in need of repairs and investment, that could amount to $1 billion. This includes repairing roofs, leveling sidewalks, replenishing exhausted gardens and restoring bathrooms.

“We have to start to tell our schools, you’re not going to be allowed to just pass a kid on just because they're a year older,” he said. He called for assigning experienced teachers to schools with the greatest academic needs while working with unions on compensation for additional work. “You can’t flood them with the least experienced teachers,” he said. “You have to put skilled, ready teachers who can provide the training that a child who may be starting a little behind will need.”

“Balboa Park is one of San Diego’s most treasured public spaces, but years of deferred maintenance have taken a toll on this historic landmark,” said Councilmember Stephen Whitburn, whose district includes Balboa Park, is quoted in the city statement. “An updated Master Plan will give us a clear vision for protecting the park’s historic character, while addressing critical infrastructure needs, and making the improvements necessary to serve future generations.”

EDITORIAL/COMMENTARY/OPINION

IN SEARCH OF UNITY AMONG BLACK PEOPLE to African Americans who are mostly Black, although some claim to be everything but Black. Among these are those who call themselves Afro-Latina, Afro-Asian or many of those who are partially Caucasian in appearance, but still considered Black, even if they don’t want to be so identified. This topic is important because of the many labels emerging among us, such as a “Black Think Tank”, which most of us have no idea of who those persons are supposed to be in relation to the rest of us. Now, in a country with First Amendment Freedom of Speech and expression, it’s okay to call ourselves whatever we choose. The problem comes when we begin to suggest that our thoughts and speech represent the rest of us.

By Dr. John E. Warren

T

he whole idea of MidTerm elections and the need to get out the vote to save America as we know it, has provided tremendous insight into just how much Black people in America have been conditioned. The term “Black People” refers to African people living here among us as well as

This issue is not just common to San Diego County or persons in the State of California speaking as though they represent all of us. It’s okay that as many as possible are speaking out against the threat that all of us are facing if this MidTerm election does not bring the needed change in elected office holders at all levels. Many of us are uniting on behalf of that change with people voting who have not voted before. But wouldn’t it be wonderful if we went a step further and truly continued the conversation beyond the MidTerm election; having dialogue and really listening to one another and learning about what the other person is actually facing.

Simple conversation would help prevent multiple Black organizations holding their events and activities on the same day and hour, forcing those who would want to support multiple groups to choose when simple planning and conversation would make it possible for all to support each other. How can we continue to call for “Unity” when the very people making the call fail to talk to everyone before making such a call? Bottom line, if those who would wish to fractionalize us in order to pursue their agenda can quietly watch us continue to separate ourselves, why should they do anything but wait for us to make their jobs easier. If we as Black people, living in San Diego County, join forces with our African brothers and sisters through more conversation and interaction, how much more powerful do we become in our vocal and economic efforts. If we focus our votes and our dollars beyond the MidTerm elections, we can become a permanent voice for change and not just at election time. Let’s not forget our religious leaders, who all too often don’t talk to people outside their congregations and groups of influence. Until we can embrace what’s suggested here for true unity, everything else is just hot air.

ILHAN OMAR ISN’T ABOVE THE LAW. OPEN LETTER TO XAVIER NEITHER IS THE JUSTICE DEPARTMENT. BECERRA, CALIFORNIA By Glynda C. Carr

Twenty-two days before a national election, with early ballots already being cast, federal agents arrived at the home of a sitting member of Congress with a search warrant. That alone should give every American pause, no matter their party affiliation or what they think of Rep. Ilhan Omar, a Minnesota Democrat, a Black woman and a frequent Trump critic who has served four terms on Capitol Hill and is now up for re-election. The questions are simple: Why now? What made this search so urgent that it could not wait until after Election Day? And who signed off on it? The American people deserve answers.

Irreversible Damage For decades, the U.S. Department of Justice has followed a clear principle in election years: Law enforcement may not time investigative steps to affect an election, and it should take special care with highly visible actions involving candidates in the weeks before voters go to the polls. That principle does not freeze investigations. It exists because a raid on a candidate’s home cannot go unseen, and the political damage happens whether or not charges are filed. To be clear: Rep. Omar is not above the law. No member of Congress is. But she is entitled to the same due process and fair treatment as every American. When the government takes an extraordinary step this close to an election, it has the burden to explain it. We cannot look at this event in isolation. For years, Rep. Omar has been singled out as a target for racist tropes. The sitting president told her to “go back” to the country she came from, questioned her loyalty to the nation she serves, and turned her Somali heritage into a punchline at rallies. She has received death threats. She has endured a level of hostility no public servant should face for doing her job.

businesses for fraud, and Lisa Cook, a member of the Federal Reserve Board of Governors whom Trump repeatedly tried to fire in 2025. Attacks on Black women in public office have become routine. They come as misinformation, personal smears, threats and relentless efforts to question whether these women belong in America, much less the halls of power. Too often, the attacks have nothing to do with their records, their performance in office or the issues facing the institutions and people they represent. This comes at a cost, and we all pay it.

Every minute a Black woman leader spends defending herself is a minute stolen from her constituents, and from the fight on the issues they care about most — from the cost of gas and groceries to fair elections. Every threat adds a new security burden for her family and her staff. Every public attempt to intimidate her sends a message to the next woman deciding whether to run: This could be you.

Abuse of Power That is why we stand in defense of Rep. Ilhan Omar. We, as taxpayers, demand three things: A public explanation of why authorities searched her home, assurance that the Justice Department followed its own election-year protocol, and Congressional oversight to ensure federal law enforcement is not being used to settle political scores. You do not have to share Rep. Omar’s politics to want those answers. You only have to believe that the next presidential administration, of either party, must not have the power to do it again. In the coming weeks, Americans will decide who represents them. That decision belongs to voters, not to whoever controls the machinery of federal law enforcement.

Pattern of Harassment

Defending Black women has never been about shielding anyone from accountability. It is about making sure accountability is never used as cover for retaliation. That should matter to all of us.

We have seen this pattern before, with dubious, high-profile investigations of New York Attorney General Letitia James, who successfully sued President Donald Trump’s

By K. H. Hamilton (California Voter since 1992)

Dear Mr. Becerra, sleeping on the Black vote with 6.4% versus 41.2% is quite easy for gubernatorial candidates like Xavier Becerra to count the Latino vote and totally dismiss the Black vote. But let's be clear. Just because Latinos outnumber Black folks 6 to 1 in the state of California, and Xavier Becerra himself is Latino, descending from Mexican immigrant parents, does not mean election officials should discount Black voters, including people like me who voted for him in the primary. Earlier in this campaign, I was excited to learn about former Attorney General Xavier's bid for governor, especially after hearing that Kamala Harris decided not to run. Over the years, I've often referred to Xavier Becerra as the homie. Yet now, I, like so many other African Americans in the state, feel slighted now, or somewhat slighted. If I were to show my age, I guess I would say we feel dissed, dismissed, and overlooked. Specifically, when Black folks are constantly advocating for Black and Brown folks in the state, overlooking Black folks is a serious mistake. This does not take away from a major endorsement from Black Women Organized for Political Action (BWOPA-PAC). After all, I am a Black woman. However, it’s worth mentioning that, on general policies and promises like homelessness (which, while we know segments of the Black community have higher

rates), we cannot overlook that Black Californians make up 30 to 40% of our State’s unhoused population. So what’s the harm in addressing this and calling it out for what it is: Helping vulnerable communities, including low-income and no-income Black Californians, find and keep housing is critical. Listen, Black Americans are sick and tired of being sick and tired; of being either overlooked or assumed to be on the Democrats’ ballot. During these last two weeks, I strongly encourage Mr. Becerra to take some time to speak directly to Black Americans' votes in the Golden State. It would also be advisable to reach out to local constituents by placing a direct message in digital or print ads in some of our historic California Black media outlets like the San Diego Voice and Viewpoint, Los Angeles Sentinel, Oakland Post, Sacramento Observer, or Black Voice News. Show up in spaces to let us know that you genuinely care about our communities.

Though I genuinely hope you win, it feels like you have turned your back on a community that has always had yours. Nonetheless, it's up to us to vote on November 3rd, as our ancestors fought for everyone in this country who is not White to vote and to run for public office. Let's make them work for their vote. But by the same token, let's not ignore our current situation. We must vote and make our voices matter. Our votes are our voice.

VOICE & VIEWPOINT NEWSWIRE More college students across California now qualify for CalFresh after the state recently eased enrollment requirements. The change expands access to the nutrition program for students who may struggle to afford groceries while pursuing their education.

The Safety Net Bridge Program, offered in partnership with San Diego Food Bank and Feeding San Diego, connects households with nutritious food and other supports. County staff expanded the program in direct response to real-time data showing increasing demand for food and benefits assistance. Between August 8 through October 10, the program served more than 2,400 households across 16 events, underscoring both the ongoing need and the value of bringing services directly into neighborhoods. In addition to food distribution, several locations now offer vaccinations, behavioral health connections, housing resources, and services for seniors and families—making it easier for residents to get multiple types of support in one location.

This expansion comes as more residents face federal benefits reductions. Since June, about 2,200 people in San Diego County lost food benefits due to recently re-implemented federal work requirements. As of September 2026, more than 18,800 CalFresh recipients who are San Diego County students receive CalFresh benefits, which can provide up to $306 a month for groceries. To support the growing student population, the County partners with San Diego State University, University of California San Diego, Cal State San Marcos, Southwestern College, San Diego City College, Miramar College, MiraCosta College, San Diego College of Continuing Education and San Diego Mesa College. The County places benefits liaisons on campuses or offers appointments to help students navigate enrollment. The County also works closely with campus basic needs centers, connecting students to immediate help with applications and required documents. To reach students wherever they are, the County uses a mix of tools, including the online BenefitsCal application, printed and digital information materials tailored to students and short videos that walk them through what to expect during the process. SCHOOL TEST SCORES UP, BUT JUST A LITTLE As Progress Slows In K-12 Classes By Carolyn Jones

CAL MATTERS California’s K-12 student test scores improved slightly in almost all categories last year, but progress slowed following a post-pandemic surge, according to state data released today. “It’s slow but steady improvement,” said Linda Darling-Hammond, president of the State Board of Education. “It suggests we’re continuing to come out of the pandemic, and there’s still a lot of work to do.”

data together, making it easier for school districts to communicate with parents and the public and for policymakers to analyze gains and declines across broad categories. Despite the gains, though, scores were lower for some student groups, including white and Asian students, compared to 2019, before the Covid-19 pandemic forced most schools to close for in-person learning.

Enrollment decline continues

The percentage of students proficient in math jumped just over 1 percentage point — to 38.5% — and the number of students proficient in English language arts rose half a percentage point, 49.3%. Science scores increased 3.3% percentage points, to 36%.

Statewide enrollment, which has been falling for a decade, plunged to 5.7 million – a loss of 74,000 students from last year. Because the state funds schools based on the number of students who show up every day, the declining numbers will mean less revenue for many districts.

For the first time, the state released its enrollment, test score and California School Dashboard

Amid the enrollment numbers, a few changes stood out. The number of students with disabilities

jumped 25% over the past decade, to 850,822. And the number of English learners dropped 30% over that same time period due to a decline in immigration among other factors. Chronic absenteeism, which hit 30% just after the pandemic, dropped to 18% last year, a decline of more than 1 percentage point from the previous year. Prior to the pandemic, only about 12% of students were chronically absent, or gone from school at least 10% of the school year. Test scores and just about every other academic indicator among California’s K-12 students collapsed during the Covid-19 pandemic, but rebounded significantly the first few years back to in-person learning. That progress appears to have settled, at least for now. Darling-Hammond predicted English language arts scores will rise in the next few years, as a handful of sweeping state reforms go into effect: transitional kindergarten, dyslexia screening, literacy coaches for elementary teachers and a phonics-based reading curriculum, among others.

More grads, better prepared Highlands charter school, the embattled Sacramento school for adults seeking high school diplomas, loomed large over the data. Last year, Highlands and its sister school, California Innovative Career Academy, had such high enrollments — 17,513 combined — and such low graduation rates — less than 2% — that they skewed graduation data for the entire state. California Department of Education staff presented numbers with and without Highlands. Including Highlands, the state graduation rate was 87.9%, a slight increase from the

previous year. Excluding Highlands, the rate was almost 2 percentage points higher — 89.7%, the highest rate in decades in California. Highlands, under new leadership, winnowed its enrollment this year and is seeking to improve its outcomes after the State Auditor blasted it last year for alleged mismanagement. The state’s high school graduates also showed improvements in college and career preparation. According to the dashboard, the percentage of students who completed a career pathway or the A-G classes required for admission to the state’s public universities climbed 2.2 percentage points, to 55.2%.

: By Darrel Wheeler Contributing Writer he crosstown rivalry continued last week when the Morse High School Tigers traveled 3.1 miles to challenge Lincoln's meangreen Hornet machine, seeking to avenge their September 9th upset loss. "Morse and Lincoln, that's a beautiful thing. You know this rivalry goes way back, and it's great for the community. I think we should play each other in all sports all the time," said Tigers Coach Brian Wilson. The game was a thriller from start to finish. Scoring opened with an interception by Lady Hornet Maurstacia Gillespie, who sprinted down the sideline for the first touchdown of the game. The Tigers answered before halftime when QB Raylyn Sakamoto connected with next-level receiver Shariyah Hollingsworth in the end zone, tying the score 6-6.

Strong defense, solid flag pulling, and too many dropped passes kept both teams scoreless until just 22 seconds remained in the fourth quarter. Morse secured the important victory when Sakamoto connected with Kamyah Rockett in the end zone for the game-winning touchdown. Lincoln had 16 seconds and two timeouts left, but Morse's defense held firm, ending the game with a final score of 13-6. "We came here to compete and play as a team, and that's what we did to get that

dub," shared Morse's Shariyah Hollingsworth. While Lincoln took Unity Bowl Part 1 with a 20-12 victory, Morse took care of business in Part 2, 13-6. "I loved how both games were close—the first one last month and the game today could have gone either way. Both sides showed class, grit, and determination," said Lincoln Offensive Coordinator Charles Warren. Both Morse and Lincoln High Schools continue to foster community unity through sportsmanship, one game at a time.

It outlines 10 policy approaches, from increasing funding for community health centers to regulating healthcare-related artificial intelligence, each grounded in peer-reviewed evidence, with realworld implementation examples from jurisdictions across the country and clear documentation of the legal and political barriers that may arise during enactment. The Advocacy Roadmap serves as a practical toolkit for advocates navigating complex legislative environments. It arrives amid persistent health disparities in Black communities and a shifting policy landscape that threatens existing protections. Currently, Black maternal mortality

stands at 44.8 deaths per 100,000 live births (more than three times the rate for white women), while 32% of Black workers earn less than $17 per hour, concentrated in states where minimum wages remain at the federal floor of $7.25. At the same time, advocates face new headwinds. Federal executive orders issued since January 2025 target diversity, equity, and inclusion initiatives, and growing federal pressure on state artificial intelligence regulation has created litigation risks for the jurisdictions that moved first.

“Advocates don’t need another report telling them Black communities face worse health outcomes. They need to know which policies have actually moved, where they’ve been implemented, and what will stand in the way. Every organization in this network is already fighting on some piece of this, but what has been missing is a shared map. When we’re working from the same evidence and the same set of strategies, our individual wins start adding up to something,” said Dr. Melicia WhittGlover, Chief Executive Officer of the Council on Black Health. Each of the 10 policy strategies includes documented implementa-

tion examples from states and cities where similar efforts succeeded, along with specific legal and political constraints that advocates should anticipate, such as state preemption laws that block local minimum wage ordinances or federal pressure on AI regulation that has led to litigation. The assessment framework helps advocates prioritize based on feasibility, resource requirements, and jurisdictional authority, whether working at the municipal, state, or federal level. By consolidating peer-reviewed evidence, legislative precedent, and barrier analysis in one document, the roadmap saves advocates time on research and provides credibility when building coalitions with policymakers who demand data-driven justification for proposed legislation. Several other strategies stand out for their timeliness and demonstrated impact. • Prescription drug affordability boards have been enacted in 10 states as of May 2025, with Colorado reviewing four drugs in 2024 and finding three unaffordable for chronic inflammatory diseases that may disproportion-

ately affect Black communities. • Zoning for food production targets food access, with roughly 20% of Black households living in a food desert. Birmingham, Alabama established a healthy food overlay district in 2019, allocating $865,000 to redevelop Village Market into a full-service grocery store in a city where 69% of residents lived in food deserts at the time. • Reproductive choice codification protects access for 23 states and D.C. as of May 2025, though six in ten Black women ages 18-49 still reside in states with abortion bans or restrictions. Colorado’s amendment removed the state’s previous constitutional ban on public funding for abortions. “This roadmap gives us real tools and research that we can take into

state capitols and city councils right now. The question for every organization in this network is which of these ten strategies fits the fight you’re already in, and how fast you can move on it to achieve the greatest impact,” said Dr. Leah Austin, President and CEO of the National Black Child Development Institute. The policy scan drew on peer-reviewed literature, gray literature, and prior ChangeLab Solutions scans, alongside analysis of 19 Black legislative caucuses, including the Congressional Black Caucus, and feedback sessions with Council on Black Health Policy Roundtable members. Research and policy analysis were conducted in partnership with ChangeLab Solutions, and the work was supported by the Robert Wood Johnson Foundation.

Americans With Disabilities Worry About Proposed Changes To Major National Health Survey their privacy, and some don't trust the government to protect their data and use it only for statistical purposes,” he said. “Fewer people see sharing information with the government as their civic duty.”

By Mike Stobbe, Associated Press The federal government is planning to dramatically shrink its most influential health survey, and some researchers worry that the changes will underestimate how many Americans are disabled.

The survey was first conducted in 1957, and has been updated every 15 to 20 years. The latest update was put into the field seven years ago, prompting some advocates to ask why it was being changed so quickly.

At least half the survey questions could be axed. The cost-saving change is part of an ongoing effort to slim down the 69-year-old National Health Interview Survey, which for years has been suffering from declining response rates. As many as a quarter of wheelchair users and more than a third of people who are blind or deaf could be miscategorized as not disabled because of the shorter survey, according to some advocates and researchers. That could leave the government unable to recognize the health needs of many disabled Americans, or the damage caused by changes to Medicaid or other health insurance programs, they say. The cuts are being ironed out and officials predict the whittling won't be as severe as what's been suggested in earlier proposals.

Questions that have been proposed for removal deal with memory, fatigue, arthritis, difficulty walking and climbing stairs, as well as others about the use of hearing aids, canes, wheelchairs and scooters. “We just won't know any of that anymore,” said Scott Landes, a Syracuse University sociology professor who researches people with disabilities. Officials are still determining exactly how much cutting will take place. Currently, the survey has 490 health questions for adults. U.S. officials expect that the 2028 questionnaire will have about 200 to 225 questions, said the Centers for Disease Control and Prevention's Stephen Blumberg, who oversees the survey. U.S. Census Bureau workers

conduct the survey every year on behalf of the CDC. It’s a $40 million annual project, and around 30,000 households answer the questions each year. Their answers have shaped the public’s understanding of topics including how common chronic fatigue syndrome is, how many people get X-rays, what proportion of U.S. children suffer seizures, and how many Americans have health insurance. The survey’s responses also are the foundation of how we measure the nation’s progress — or backsliding — on problems such as obesity and smoking. Fewer people are interested in participating in such surveys. And the National Health Interview Survey is particularly daunting, as it can take an hour or more and has traditionally involved an in-person interviewer asking the questions. The planned redesign should cut it to about a half hour, Blumberg said. “People are busy. They're more protective of

The U.S. Department of Health and Human Services and the White House Office of Management and Budget were behind dramatic staff reductions, research funding overhauls and other federal health agency changes under the current Trump administration. But neither ordered this redesign, Blumberg said. Rather, the factors driving the current redesign include tightening budgets and difficulties fielding enough workers to do so many in-person interviews — which was affected last year by a federal hiring freeze. Another factor: The Census Bureau is reconfiguring its data collection platforms for the 2030 census in a way that affected the health survey, he said. Related to all that is a proposed change in how the health survey is conducted. Instead of starting with in-person or telephone interviews, people will receive an invitation to fill out the survey online or to fill out a paper questionnaire. That's because in-person interviews have proven difficult with the proliferation of gated communities, locked buildings without door attendants and doorbell cameras, according to officials. However, Census Bureau staff will visit homes for a smaller second round of surveying, Blumberg said.

BUSINESS US Consumers Are Muscling Through Higher Prices, But For How Long? By Christopher Rugaber Associated Press

H

igh gas prices are intensifying inflation and vacuuming up more of Americans’ dollars, yet consumers are still digging deep to spend, powering the economy, at least for now. A slew of economic data on Oct. 15 showed that inflation accelerated last month as more expensive oil and gas began to lift prices in other parts of the economy, including shipping and warehousing, before the increases reach most Americans.

plain the gloom: The government’s producer price index, which measures costs before they reach the consumer, jumped 6.3% in September from a year earlier, the biggest increase in nearly four years. On a monthly basis, prices soared 1.3% from August to September, powered by a 20% rise in gas prices. Higher diesel prices have made shipping more expensive because long-haul trucks and freight trains rely on the fuel.

Higher transportation costs may have helped push up food costs, which rose 1.2% from August to September, the biggest monthly gain since February. Despite those cost pressures, retail sales rose a solid 0.8% from August, more than economists had forecast. The increase was driven by a 6.4% jump in spending at gas stations, but consumers also spent elsewhere, including a healthy 1.1% rise at restaurants and bars.

Wholesale food prices jumped, which could make groceries more expensive in the months ahead. At the same time, consumers also ramped up their spending, according to the data. Though much of the increase reflected higher prices, consumer resilience is powering solid U.S. economic growth. Workers are enjoying an unusual degree of job security despite scattered layoffs, which likely encourages spending despite surveys showing that many Americans have a gloomy economic outlook. It all adds up to an economy in which people are spending money but don’t feel good about it. A report Thursday, Oct. 15 on wholesale prices helps ex-
