The independent review finds the draft claims fair housing progress without showing the analysis behind it. Mid-City has lost 15,350 children and 11,028 naturally occurring affordable rentals since 2000, and the plan measures neither. On Oct. 2, the San Diego Fair Housing Lab released an independent review finding that the City of San Diego’s

ARTICLE CONTINUATION MEASURE A Continued from cover
Proposed by county board chair Terra Lawson-Remer, the measure would extend the term limits of supervisors from two four-year terms to three, establish independent budget analyst and independent auditor roles, require the public disclosure of spending and performance data and require the board of supervisors to confirm the CAO’s appointment of some senior county leaders. “I see it as a sandwich measure,” said Ellen Nash, chair of the Black American Political Association of California (BAPAC). “They all should have been separate measures on the ballot.” Nash supports the extension of the term limits of supervisors because she believes the supervisors have been properly managing the county which operates on an $8 billion annual budget, serving 3.3 million residents. But she takes issue with the curtailing of the power of the CAO. She said the board showed its confidence in CAO Shelton when it hired her, so additional oversight of her management of the county is unnecessary. Republicans Jim Desmond and Joel Anderson, the two out of five supervisors who opposed the measure see it as “self-serving,” as it seeks to extend the supervisors’ term limits. It’ll extend the current maximum term limits from 8 years to 12, supplanting what 68 percent of the county’s voters approved in 2010.
FAIR HOUSING Continued from cover
The plan is the 30-year plan for City Heights, Eastern Area, Kensington-Talmadge and Normal Heights. The review, a fifteen-finding summary, a corridor analysis and four community reports are posted at sdfairhousinglab.org/mid-city and were delivered to the Planning Department, the Mayor’s office and the Council offices covering the plan area. Normal Heights’ Black population fell 76.6 percent since 2000, from 1,827 to 427. That is the steepest decline of any San Diego community that had 500 or more Black residents in 2000. Every census tract in Normal Heights carries a State displacement-risk flag, and the community holds the plan area's only high-opportunity tract. City Heights’ Black population fell by 3,043 over the same period. The draft plan names displacement as a concern and sets no baseline, target or date for addressing it.
Why this plan is unlike any other the City has written The plan being replaced was adopted on 4 August 1998. Every fair housing rule that now governs planning in California came after it: the 2018 state law (AB 686) that requires cities to actively further fair housing, the State’s opportunity and neighborhood change maps, and the City’s own 2025 Baker Settlement. This is the first time these four communities have been planned under those rules. Since 2016 the City has updated twelve community plans. Those twelve cover 96 census areas; 63 of them are in the State’s two highest opportunity tiers, and 14 are flagged by the State as neighborhoods undergoing change. Nine of the twelve plans contain no flagged area at all.
Lawson-Remer declined an interview with Voice & Viewpoint on the matter. Instead, her office forwarded an earlier release where she said the proposal “was never about one person’s wish list,” adding, “it was a public process shaped by stakeholders from beginning to end.”
Proponents say Measure A would make the county more efficient and transparent If voted in, the independent budget analyst would make revenue projections, evaluate budget documents and advise supervisors on fiscal matters regarding the county. LawsonRemer believes this would make budgeting and spending of the county’s $8 billion annual budget transparent.
“We listened, we made changes, and the final package is stronger because of it,” she said.
A long, drawn-out CAO selection process a few years ago influenced the measure Dr. Kyra Greene of the Center on Policy Initiatives, a supporter of Lawson-Remer’s proposal, told the Voice of San Diego in April that the surprise selection of Shelton as CAO spurred the proposal. She said the process was not transparent, and there wasn’t enough stakeholder participation. When Robbins-Meyer said she would retire as CAO in 2023, the Board of Supervisors reportedly turned to former Santa Clara supervisor Cindy Chavez to fill the role. Unexpectedly, the board halted the hiring process for a new CAO when chair Nathan Fletcher resigned following allegations he sexually assaulted an employee when he served as chairman of the Metropolitan Transit System (MTS). A judge cleared Fletcher of the allegations in 2025. The board said it would focus on filling Fletcher’s vacant District 4 position before resuming the process. After Monica Montgomery Steppe filled State’s lowest tier, and nine carry the State’s change flag, double the citywide rate. On the two measures the State itself uses, Mid-City is close to the opposite of everything the City has planned in the last decade.
What the numbers show Families are leaving. The plan area has lost 15,350 children since 2000, a 34 percent decline against 12 percent citywide. These 30 areas are about a tenth of the city and account for 43 percent of San Diego’s entire loss of children. Normal Heights lost more than half its children; City Heights lost 12,878, more than any other community in the city. Loss of naturally occurring affordable housing (NOAH). In 2000, 83 percent of Mid-City’s rentals were affordable to a household earning 60 percent of the county’s median family income. Today 47 percent are. That is 11,028 fewer affordable rentals, homes that were affordable because of what they rented for, with no subsidy or covenant involved, in a plan area that permits new homes at roughly half the city’s rate. Too little housing was built at every price, and the older stock was not able to stay affordable. Affordable homes are permitted where opportunity is lowest, and completed there too. Kensington Talmadge, the plan area’s most affluent community, has permitted 36 affordable homes since the current housing cycle began in April 2021, 4.9 per 1,000 existing homes against 11.8 citywide; twelve of the 36 are accessory dwelling units. The City’s own housing filings record no affordable home completed there in the cycle. City Heights, entirely in the lowest opportunity tier, carries 80 percent of the plan area’s affordable production.
The independent auditor would assess county programs including test ones, and services. It would also publish them for public evaluation. Both the budget analyst and auditor would report to the Board of Supervisors. Ebony Shelton, Chief Administration Officer of San Diego County. PHOTO: San Diego County Facebook
Fletcher’s District 4 position by winning a special election in 2023, it emerged that Chavez — the favorite of local labor unions SEIU Local 221 and the United Domestic Workers Local 3930 — was no longer the pick for the role. Voice & Viewpoint reported in 2024 that the labor unions rallied outside the County Administration Building to condemn the closed-door meetings, which they believed ruled out Chavez from the CAO role. When former board chair Nora Vargas announced Ebony Shelton as new CAO in May 2024, the supervisors had unanimously agreed to the decision. That included Lawson-Remer who was vice president of the board, though she had told Times of San Diego that she needed more transparency in the hiring process. one of its areas is in the lowest opportunity tier, overcrowding runs at 15.7 percent against 5.8 citywide, and it carries the plan area’s heaviest environmental burden. It added housing and lost 8 percent of its people: its Hispanic or Latino population fell by 3,279 people, its Black population by 3,043 and its Asian population by 1,316, while its white population grew by 1,070, the only group in the community that did. Eastern Area, 7 areas: changing, and undetected. The only Mid-City community that grew, by 15 percent, and the only one where people arrived faster than housing did. Every one of its areas is in the lowest tier, none borders a higher-opportunity neighborhood, and not one carries a State change flag. Kensington-Talmadge, 4 areas: access. The plan area’s affluence concentration, with a median home value of $1.13 million, about $254,500 above the city’s, and a census area the City’s own fair housing appendix names as one of three racially concentrated areas of affluence in San Diego. Its community average describes nobody in it: the two areas north of Adams Avenue sit near $182,000 in household income with a quarter renters, and the two south of Adams sit near $79,000 with more than 80 percent renters. One of those southern areas carries all three of the State’s neighborhood change flags at once. The dividing line runs through the middle of the community, not around it. Normal Heights, 4 areas: changing fastest. Every area carries a State change flag, the only Mid-City community where that is true, with rent growth of 83 percent since 2013. Fewer than one household in twelve has been there since 2000. It holds the plan area’s only high-opportunity area.
For now, the CAO, along with county departments and groups is responsible for preparing and presenting the proposed budget each May. Once it’s passed, the CAO, through the Chief Financial Officer’s office, monitors the budget and provides quarterly reports to the Board of Supervisors. The measure would also establish an ethics commission that would investigate ethics complaints against elected county officials and make the findings public. Supervisors would appoint members of the commission and empower it with subpoena power to order witnesses to testify. "This is not about politics," said Jack McGrory, a former San Diego city manager who supports the measure, at a rally for the proposal. “This is about good government.” He said the county has become a “much more complex organization than it was 40 years ago.” 2. Say plainly what this plan cannot accomplish inside its own boundary, and where in the city the City will act instead. 3. Publish residential capacity and answer community by community, not as one “Mid-City”. 4. Attach anti-displacement tools and affordability targets to every priority corridor, each with a baseline, a target, a date and an annual report. 5. Say what will make Kensington-Talmadge reachable at a wider range of incomes. 6. Complete the air and noise assessment the City committed to in August 2025 before the highest intensities are fixed on the corridors. 7. Publish engagement participation by community, and return to the communities the process did not reach. “A 30-year plan should show how it will meet its fair housing obligations in each community, not simply state that it will,” said Wesley Morgan, Executive Director of the San Diego Fair Housing Lab. “Mid-City has already lost a third of its children. The second draft is the City’s chance to say what it will do about that, community by community.”

Approximately 5,134 people are serving life without the possibility of parole in California.

Amber Rose Howard, the executive director of Californians United for a Responsible Budget (CURB), said those serving LWOP already play a vital role in the broader push for commutations. “We are here today because we care so much about ending life without parole sentencing,” Howard said. “So many people serving LWOP are the reason why that’s been able to happen. The programs, services, and all of the things that happen inside (of prisons) that rehabilitate (the incarcerated) started many years ago by folks with LWOP. They have proven that we can change ourselves. They paved the way to get ourselves free.” CURB is a Black-led statewide coalition of
Among advocates and incarcerated people, LWOP is often described as “death by incarceration” or the “other death penalty.” The calls for commutations come as Newsom is reportedly holding discussions with key advisers about sparing the lives of all 563 prisoners on California’s death row before leaving office in January. According to a number of Capitol insiders and California Black Media (CBM) sources close to the governor’s office, Newsom has been considering commuting their death sentences to life imprisonment without parole, a move that would represent the largest mass death row commutation in modern U.S. history. Newsom, who imposed a moratorium on
Roughly 68% of those serving LWOP in the state are Black or Latinx, 62% were 25 or younger at the time of their offense, and 71% were first-time convicted, according to data cited by the Drop LWOP Coalition. According to Newsom’s office, he has granted a total of 276 pardons, 169 commutations,
Opposition to commuting life-without-parole sentences in California has come from victims’ rights groups, law enforcement organizations and some victims’ families. The Criminal Justice Legal Foundation (CJLF), Crime Victims United and the Peace Officers Research Association of California (PORAC) have argued that expanding opportunities for commutation or resentencing undermines the finality of sentences and promises made to victims’ families. THE BALLOT, THE VOTE AND YOU Then there is the host of propositions, measures and names of people you have never heard of, so don’t panic. This is the point at which you begin to feel like your vote won’t make a difference. Fight the feeling. Every vote counts. Those who would steal our right to vote with harsh restrictions like Proposition 39, are counting on you giving up, laying your ballot aside until you forget to use it or if you have not registered to vote, they are counting on you buying the idea that your one vote won’t make a difference.

y now those of us who are registered voters have received our ballots in the mail for the November 3rd General Election. For Californians, the ballot is two long pages, double sided. Some of the choices are easy such as those running for State offices like Governor, Secretary of State, etc.
There are friends, and loved ones around you who have not registered to vote and who are telling you they don’t plan to and it won’t make a difference if they do. This is where you must stand up and fight to convince them they do count. You offer to take them to the polls where they can still register and vote a “Provisional Ballot.” These are the reasons the San Diego Voice & Viewpoint has prepared the Voter’s Guide, 2026. We have made recommendations on candidates and Ballot measures that we have researched based on our coverage of the many issues affecting you which we write about daily. The Choice is yours, but make a choice you must if we are to
continue with any degree of democracy and freedom.
As we look at the County and City of San Diego, please think before you vote. This election at our local level is not about friendships. Its about survival for those of us who are struggling with healthcare, rent, food and fuel whether for our homes or cars. For the County, Measure A is not what it appears to be and we must not be deceived by how much we like the Supervisors sponsoring it. Remember, in 2010 over 60 percent of the residents voted for Term Limits. That means restricting elected Supervisors to only two terms in office. All the “transparent” in Measure A can be taken up without adding a third term of office or stripping the new CAO of authority not sought before we placed an African American woman in that position. Let’s get about the business of completing this vote with everything we have and paying closer attention to our government at all levels.
CONVERSE, TARGET AND THE COST OF WHO ISN’T IN THE ROOM By Joseph Williams As the saying goes, you never know about the accident you prevent; you only know about the accident that happens. For a multimillion-dollar corporation, it means that, before an ad campaign hits a screen or a product lands in a catalogue, somebody with a different viewpoint — a senior executive, a junior copywriter, perhaps a mailroom clerk — looks at it with a critical eye. If that critic sees something objectionable or offensive, the ad campaign gets reworked or the product is pulled. Judging by what happened [in September] to Converse, the iconic sneaker brand owned by Nike, nobody critically reviewed the ad campaign for its collaboration with K-pop star Karina, which contains imagery that struck people as racially offensive. And if somebody did double-check the ad, odds are they weren’t Black.
Firestorm, Then Damage Control Converse officials apologized after an advertisement featuring triggered an immediate backlash. In the photograph, Karina holds a pair of black Chuck 70 X sneakers while light creates a large, pointed white shape beside her. A lot of Black folks, and a fair number of white people, looked at the photo and saw something else: a pointy Ku Klux Klan hood next to a pair of dangling feet, as if from a lynching.
By Tim King
After a social media firestorm, Converse eventually saw it, too — or at least understood why others did. The company removed the advertisement and issued a statement acknowledging that it had gotten it wrong.
Converse isn’t alone. Just weeks earlier, Target apologized for selling a children’s Halloween costume depicting a Black boy dressed as a clown. The child wore black gloves, a harlequin-patterned jumpsuit and a mask with an enormous grinning mouth, exaggerated lips, and big white teeth. Again, people saw something the company apparently hadn’t anticipated: The grotesque caricature of Black people from blackface minstrel shows. Another online firestorm, another round of damage control, another embarrassed company choking down nearly a week of bad press. Target pulled the image from its website and the costume from its stores, saying it was offensive and should never have seen the light of day. Two enormous American corporations. Two things that, presumably, traveled through layers of designers, marketers, managers, and decision-makers. Two seemingly preventable racial controversies. Two apologies that didn’t have to happen. Taken together, or as individual case studies, the Converse and Target snafus raise an important question, particularly as corporate America runs away from diversity, equity, and inclusion: Who was in the room when executives decided to go ahead with the ad or produce the costume?
Why Diversity Matters To be clear, we don’t know who greenlit the Target costume or the Converse ad, and Black employees shouldn’t automatically be a company’s racism early-warning system. They should not be made responsible for scanning every new idea for racially offensive material. Instead, it’s about why diversity matters. It’s about having people with different experiences at the table when important decisions are made, fresh perspectives that can see past blind spots and prevent bad decisions. Corporate legal departments exist, for example, because lawyers can identify risks that executives might miss. Companies hire cybersecurity experts to spot vulnerabilities that a web designer isn’t trained to see. Accountants are important because they see numbers differently than the sales team. Yet when the expertise comes from lived experience — from being Black, Latino, Asian, gay, disabled, Muslim, poor, an immigrant, or simply from growing up in a world dramatically different from others around a boardroom table — suddenly, we’re told that diversity has trumped merit. Sometimes lived experience is expertise. And sometimes its value is measured by what never happens. That’s what makes Target an especially interesting case. In January 2025, not long after President Donald Trump took office and declared the end of “wokeness” and diversity, the retailer
announced it would shut down several of its internal DEI initiatives, including its threeyear racial-equity program and its supplier-diversity efforts. Dozens of corporations bowed to pressure and followed suit. That, however, doesn’t prove eliminating those programs caused the Halloween debacle or the Klan-themed shoe ad. Correlation isn’t causation, and it would be irresponsible to pretend otherwise. But the juxtaposition is hard to ignore.
Can’t Measure Prevention Civil rights attorney Nekima Levy Armstrong, one of the organizers of a boycott of Target over its DEI retreat, put the problem succinctly. She told CNN the clown costume, which looked like it had come from an antebellum minstrel show, had passed through an entire corporate decision-making process, and “nobody stopped it.” Angry Black consumers killed it from the outside, in the process making perhaps the most compelling arguments for corporate diversity. Not because every Black employee would have recognized the problem, but somebody might have. The Target and Converse debacles offer a useful reminder of something much simpler. Sometimes the value of having different people in the room isn’t what they create; it’s what they prevent. Courtesy of Seattle Medium. Originally appeared in Word in Black.
RESPONSIBLE AI DEVELOPMENT REQUIRES A SEAT AT THE TABLE FOR BLACK AMERICA
In poker, going all-in doesn’t require certainty. It requires commitment. And the same is true when it comes to artificial intelligence. For Black Americans, this particular bet is crucial. We have too few voices in the rooms where AI
is being shaped and too much at stake in what happens next. Black workers, students and entrepreneurs are already being affected by AI. So this isn’t just somebody else’s technology debate. It’s ours, too. AI could cure cancer. AI could kill us. That is the extraordinary range
of possibilities now being debated by some of the very people building the technology. And some of the risks are becoming less theoretical. OpenAI recently disclosed six instances of unexpected or concerning model behavior during training or evaluation, including models taking unautho-
rized actions, concealing information and finding ways around constraints. A recent brief from the U.N.’s Independent International Scientific Panel on AI described a separate OpenAI-Hugging Face incident as one of the clearest realworld warnings yet of a possible path toward losing human control over advanced AI agents. But development is hardly slowing down. In fact, it’s clearly going
all-in. There are signs that at least some in the industry recognize that. But responsible AI has to mean more than preventing some future catastrophe. That is closer to the balance we need. Development does not necessarily have to stop for responsibility to accelerate. Responsibility starts with safety. See RESPONSIBLE AI page 16

IN MORE NEWS LOCAL NEWS CITY & COUNTY NEWS YOU CAN USE If approved, San Diego customers would see the new rate structure reflected in their water bills beginning on Jan. 1, 2027.
VOICE & VIEWPOINT NEWSWIRE
New Rate Structure Would Change How San Diegans are Charged for Water Use As reported by the City News Team, San Diego water customers’ bills will look different under a proposed change to the rate structure, which is the result of a class action lawsuit over how rates are determined. If approved by the City Council, the City will move from a tiered rate to a unitary rate beginning Jan. 1, 2027. The City currently uses a tiered water rate structure, where customers who use more water pay a higher per-unit rate on the additional water used. This tiered structure was developed based on nationally accepted American Water Works Association cost-ofservice principles and methodologies that are used by utilities throughout California and the country. To comply with a recent court decision, the City is changing to a unitary rate structure, where all customers pay the same rate per unit of water, regardless of total use. The court decision found that the national standard methodologies as used by the City did not satisfy Prop 218’s evidentiary burden. Tiered rates have historically been used by water districts across California.
PHOTO: MAGNIFIC
Why is the rate structure change happening? A 2025 court decision (Patz v. City of San Diego) requires the City to change how water rates are structured. To comply with the court order, the City is moving to a unitary rate structure. The rate change must be approved by the San Diego City Council in order to take effect. A public hearing was held on Oct. 6, 2026, for the Council to consider and vote on the proposed rate adjustment. According to a report from KPBS, three council members were absent, and the hearing was postponed to Oct. 27.
Impacts to customers’ bills will vary depending on how much water they use, their property type and water meter size. DISPATCH: Trash Fee Controversy San Diego’s long-running battle over residential trash fees has taken another turn after the city acknowledged a major billing error affecting roughly 87,000 customers on 2026– 2027 property-tax statements. The latest controversy stems from a technical data-transfer error between the city and county. About 44,000 customers were shown an amount higher than they actually owe, while others were undercharged. The mistake comes only months after the city reached a settlement intended to end a separate fight over the controversial fee.
Opponents challenged the fee in court and pursued a ballot campaign to repeal it. In May, the City Council agreed to a settlement that reduced the typical 95-gallon service to $38.75, with the rate scheduled to rise to $39.91 in 2028. The agreement also ended the lawsuit and the proposed repeal effort. Now, the billing error has renewed criticism of the program and its administration. Mayor Todd Gloria called the mistake unacceptable and said corrected bills would be issued. The city advises residents to check the amount shown in its official waste-services portal while corrections are processed.
NATIONAL NEWS
Proposed Census Rule Would Exclude Millions From 2030 Count and partly because “tax returns only require a mailing address, not a physical residence,” explained McLean — a mismatch especially pressing for military families, whose W-2s typically list a duty station rather than the home where they “live, sleep, shop and send their kids to school.”
By Selen Ozturk American Community Media A Trump administration proposal to overhaul the 2030 census would exclude undocumented immigrants, eliminate race, ethnicity and sexual orientation questions and overhaul residency proof used to allocate congressional seats and federal funding.
“Changing the very definition of ‘usual residence’ breaks the comparability that makes the census valuable in the first place,” she said.
The Department of Commerce published the federal notice of proposed rulemaking for the decennial census Sept. 10, with a 33-day public comment period ending Oct. 13.
What data is excluded? The third part of the rule would prohibit all questions about race, ethnicity or sexual orientation from census questionnaires — a first since the government began the decennial count in 1790 — and end the requirement that respondents answer demographic questions at all.
The move drew criticism from civil rights advocates who argue the proposed rule bypasses the oversight typically accompanying methodological adjustments, instead seeking to change who is counted, how residency is defined and what data the government can collect — with direct impacts on congressional apportionment and distribution of federal funding. In early 2025, a Trump executive order disbanded the three Census Bureau advisory committees that had vetted such changes, including one committee dedicated to race and ethnicity data. “To be clear, from our perspective, this rule is unconstitutional,” said John Yang, president and executive director of Asian Americans Advancing Justice (AAJC), at a Sept. 18 briefing held by The Leadership Conference on Civil and Human Rights and Census Counts. “It’s contrary to existing federal legislation and would have dangerous ramifications for how we understand America and how power and resources are allocated. It’s not an understatement to say that this is contrary to two centuries of census practice in the United States,” he continued.
Who gets counted? The rule would limit the decennial census count to citizens and green card holders, excluding undocumented immigrants and potentially other categories of legally present immigrants. Yang argued this provision would contradict the Constitution’s requirement that the census count the “whole number of persons” in each state for congressional apportionment — a standard the Supreme Court has repeatedly declined to limit to citizens alone. While the rule does not specify how the exclusion would be implemented, Yang highlighted the first Trump administration’s Supreme Court-blocked attempt to add a mandatory citizenship question to the 2020
“This would be a violation of federal law, which requires the public to answer the census,” said Arturo Vargas, senior advisor to the NALEO Educational Fund. A sign sponsored by the 2020 Census, City of Columbus, and University District encouraging responses. PHOTO: Wikimedia Commons
census as a potential model. Although no such question appeared, so many U.S. residents feared filling out the census form, likely due to deportation fears, that it led to the largest Latino undercount rate in history: 4.99%, or roughly one in 20 missed — more than three times the 2010 undercount rate. An estimated 14 million undocumented immigrants lived in the U.S. as of 2023 — part of an estimated total of 26 million people living in mixed-status households, representing 5.6% of households nationwide. The risk of “an overall immigration status question” now, Yang said, means that not just undocumented immigrants but also residents in mixed-status households — “households that have citizens, permanent residents, some undocumented residents” — would likely undercount themselves.
How is residency defined? Proposed changes to how residency is defined would compound these barriers to an accurate count, said Jeanine Abrams McLean, president of Fair Count. The rule would replace the decades-long standard of counting once where a person “lives and sleeps most of the time” with a three-part method, she said, using a 90-day enumeration period, from Jan. 3 through April 1,
rather than the legally mandated April 1 census date. The “three-month lookback picks January 3rd as the start date not because of how people actually live, but because it lines up with the congressional calendar,” McLean continued. A person would count as having spent a day present somewhere if they physically spent as little as one hour there, as they were “lawfully present” — “a phrase that has not appeared in any census” before, she added. The rule also relies heavily on tax records, such as 1040 returns and W-2 forms, despite research showing they are unreliable indicators of where people actually live. Census data reveals that 45% of young adults aged 18 to 24 don’t live with their parents, making them far more difficult than any other age group for surveys and mailings to reach. Another Census report shows that agreement between census respondents’ reported moves and their IRS records was just 57.5% among household residents aged 20 to 24, compared with 90% among those 70 and older and 90.1% among all homeowners. This disparity owes partly to the fact that many low-income individuals and non-filers are not required to submit a federal return,
The change would reverse a process of data stratification that took the Office of Management and Budget and the Census Bureau decades to build, including a 2024 update to federal race and ethnicity standards adding a new “Middle Eastern or North African” category. “Removing race and ethnicity questions entirely has never been tested and has no precedent,” Vargas said, noting that his organization and others have already requested the public comment period be extended to 90 days. “The decennial census is the denominator of data for virtually all measures” of disparity in American life, from maternal mortality, infant mortality, disaster response, disease prevalence and vaccination coverage, he continued. He cited the COVID-19 pandemic as one example: Census race and ethnicity data showed Latinos were contracting the virus at disproportionately high rates, and public health agencies used this data to direct vaccine rollout to communities that needed it most. “Inaccurate data will be relied on by policymakers to make decisions about where to deploy resources and services and how to allocate federal funds across the board,” Vargas added, encouraging the public to review the proposed census changes and submit comments. “Everybody suffers when there is inaccurate data.”

COMMUNITY Residents Remain Unconvinced Despite Market Creek Plaza Cleanup Efforts
Officials say Food 4 Less and Euclid Terrace Apartments contaminants are down significantly By Daniel Ekonde
and shops at Food 4 Less is very worried about the contamination. “We now filter our home water before consuming because of this issue,” Tessema said. She said there is not much she can do aside from filtering the water.
VOICE & VIEWPOINT STAFF WRITER, CALIFORNIA LOCAL NEWS FELLOW Chollas Creek residents learned Thursday, Oct. 8, about efforts by state officials and Market Creek Plaza to contain cancer-causing tetrachloroethylene and trichloroethylene (commonly known as PCE and TCE) and other dangerous chemicals in the soil beneath the plaza and part of the 149-unit Euclid Terrace Apartments. Hosted by Sen. Akilah Weber Pierson at Lincoln High School, the town hall brought officials from the California Department of Toxic Substances Control (DTSC) and representatives from Market Creek Plaza, home to major grocery store chain Food 4 Less that reported dangerous levels of TCE in soil vapor in 2024. Langley Fleet Aerospace Facility, now Magellan Aerospace, occupied the area from the 1950s through the 1990s and used chemicals like TCE, which contaminated the soil. Exposure to PCE and TCE can cause kidney, bladder and breast cancers, according to studies by the U.S Environment Protection Agency. TCE can also cause defects in the central nervous system such as dizziness, headaches and facial numbness. “As a medical doctor, this is extremely concerning for me,” Sen. Weber Pierson told the dozens of community members in attendance. “The health of the communities that I represent is my top priority.”
A DTSC representative said Euclid Terrace Apartments contamination fell 90% to 95% by the latest testing in June, and that DTSC worked with building management to move tenants out of the contaminated apartments in the three northernmost buildings, near Food 4 Less. She said Magellan Aerospace will continue treating the apartments, including adding air-treatment units, and monitoring the site. BLACK HISTORY 1966 THE BLACK PANTHER PARTY IS FOUNDED On October 15, 1966 Huey P. Newton and Bobby Seale founded the Black Panther Party for Self-Defense in Oakland, California. On this day, the two created the Ten-Point Program, the party’s guiding ideology that called for systemic reform, self-determination, and economic and political justice. Beyond the armed self-defense they are often associated with, the Black Panther Party created numerous “community survival” programs that provided direct aid in underresourced communities.

Their first urgent care facility went operational Monday, Oct. 5, serving patients on a walk-in basis from Monday through Friday 12 p.m. to 8 p.m. on the first floor of Joe & Vi Jacobs Center. Patients do not need to schedule appointments before accessing the facility. The facility comprises six treatment beds

There are also emergency medicine providers and nurse practitioners who diagnose and care for many kinds of minor illnesses and injuries. Cardiac screening, on-site X-ray and lab testing are some of the services the unit provides. “SESDUC [the acronym for the Southeastern San Diego Urgent Care] is staffed by experienced healthcare providers specializing in acute Emergency care medicine,” represen-

By Darrel Wheeler Contributing Writer ast Saturday at New Paradise Baptist Church, local sports legends Saladin Martin, Wes Williams, David Dunn, and Reggie Waller were recognized for their athletic achievements and deep connections to Southeast San Diego. Family and friends gathered to hear acceptance speeches reflecting on sacrifice, dedication, and overcoming obstacles. Those honored were: • Wes Williams: A Lincoln High School and SDSU graduate. Wes was a highly decorated sprinter and hurdler champion in the 1970s before becoming a successful track-andfield coach and trainer.
• Reggie Waller: A high school baseball legend from Hoover High School. Reggie went on to work as a scout, manager, and executive in Major League Baseball’s minor league systems. • David Dunn: A Morse High School graduate. David played seven years in the NFL and currently coaches at Lincoln High School. He is widely recognized for turning the Lincoln football program into a perennial playoff contender, county-city and state champion. • Saladin Martin: A Lincoln High School graduate. Saladin became an NFL Super Bowl Champion with the San Francisco 49ers. Saladin shared, "This award means more to me than the Super Bowl because it is from the community that I grew up in." Additionally, Southeast Sports Coalition CEO Herald Allen presented special award plaques to two community treasures: Sharon Powell, mother of Lincoln alum and NBA All-Star Norman Powell, for her ongoing community support, and Joe Bonds, a master musician recognized for his wisdom, positive presence, and community spirit.

"Today was another opportunity to recognize and celebrate with our community legends," Herald Allen said. "We realize we can't always wait on others to recognize our heroes and their outstanding accomplishments, so we will continue to do so." Reflecting on the honor, one awardee, David Dunn, shared, "I didn't know what to expect today, but this was awesome, and I don't take this award lightly. I'm very honored to be mentioned with these legends. We all share a similar journey, and I appreciate Herald and his Coalition for considering me for this award." There were plenty of laugh-out-loud moments by the speakers and their presenters, and lots of applause from the crowd of well-wishers inside the New Paradise Church at 420 68th Street.

A Salute To Our African Nations By Voice & Viewpoint Staff
A NOTE FROM THE PUBLISHER: This article continues our salute to the independence anniversaries of African nations, acknowledging our respect and appreciation of our brothers and sisters among us as we work together to build better lives.
Zambia’s Path to Independence: October 24, 1964 Zambia’s path to independence was shaped by centuries of migration, trade, and colonial control. Early Bantu-speaking settlers from Central and East Africa established powerful kingdoms such as the Luba, Lunda, and Mutapa empires, which thrived through trade and agriculture. By the late 19th century, British colonial interests—led by the British South Africa Company under Cecil Rhodes—secured control of the min-
eral-rich region, naming it Northern Rhodesia in 1911. Britain assumed direct rule in 1924, prioritizing copper mining and white settler interests while limiting African political participation.
The push for independence gained momentum after World War II, as urbanization and education spurred nationalist movements. The Northern Rhodesian African National Congress (NRANC) and later the United National Independence Party (UNIP), led by Kenneth Kaunda, mobilized mass protests demanding African self-rule. Mounting resistance, strikes, and political pressure eventually forced Britain to grant independence on October 24, 1964. The new Republic of Zambia, under President Kaunda, adopted its name from the Zambezi River and emerged as a symbol of African unity and self-determination in the struggle against colonial rule.

Environmentalists Picket African Energy Week Urging an end to new oil and gas exploration By Michele Gumede Associated Press
ARTICLE CONTINUATION
Climate activists picketed outside the African Energy Week conference in Cape Town, South Africa, on Tuesday, calling for an end to new oil and gas exploration across the continent and accusing energy companies of prioritizing profits over people and the environment.
LIFE SENTENCES:
Greenpeace Africa and Extinction Rebellion campaigners challenged efforts to position Africa as a new frontier for fossil fuel development, arguing that further investment would worsen climate change and threaten communities already grappling with its effects. “Oil companies from overseas have made billions in profits this year alone at the expense of people’s lives, at the expense of ecosystems, at the expense of African lives,” Siya Myeza, a climate and energy campaigner with Greenpeace Africa, told The Associated Press. Myeza branded the gathering “Africa Exploitation Week,” accusing the industry of driving environmental destruction and poverty. Police removed the protesters, who wore T-shirts bearing the slogan “Make polluters pay.” The protests come as South Africa seeks to expand oil and gas development to attract investment and bolster energy security. The government presents natural gas as a complement to renewable energy,

CJLF and its allies have also challenged new California Board of Parole Hearings regulations that provide a process for recommending resentencing or commutation for some incarcerated people, including those serving LWOP sentences. Barbara Chavez, an Outside Policy Fellow for the Ella Baker Center for Human Rights, champions criminal justice reform and campaigns to end LWOP sentences. Chavez served 20 years and four months in prison for her role as the getaway driver in a 1999 Kern County liquor store robbery in which an employee was killed. I’m a Chicago educator who has spent most of my adult life preparing students, almost all of them Black and from low-income communities, for an unpredictable future. That makes this debate especially urgent to me. And our young people aren’t waiting for adults to figure it out. About six in 10 Black teenagers are already using AI chatbots for schoolwork. Yet federal data show that about 60% of schools serving mostly students of color provide AI training to at least some teachers, compared with 75% of predominantly white schools.

saying gas-fired plants could provide electricity when wind and solar output drops. Despite legal setbacks, British energy giant Shell plans to drill up to five deepwater wells in the Northern Cape Ultra Deep block off South Africa’s west coast to explore for and assess oil and gas deposits. The project’s environmental approval has drawn appeals. Protesters say such plans risk prolonging dependence on fossil fuels at a time when countries should be cutting emissions. Judy Scott-Goldman, a representative of Extinction Rebellion in Cape Town, acknowledged that renewable energy would feature at the conference but said campaigners opposed promoting new oil and gas exploration. She said expanding fossil fuel use would run counter to commitments under the Paris climate agreement to reduce emissions. “We’re here to say we don’t want to see any exploration of oil and gas on this continent,” she told the AP. She pointed to fires, floods and rising food prices as consequences of climate change, warning that its effects could also drive migration and social unrest.
The economic stakes are significant, too. McKinsey estimates that 24% of Black workers are in occupations with greater than 75% automation potential, compared with 20% of White workers. Black people make up about 12% of the U.S. workforce but only 8% of workers in tech jobs and just 3% of technology executives in the C-suite. So Black people are not watching this transformation from the sidelines. We are using the technology, our children are learning with it, and we are working in occupations that could be significantly changed by it. What we don’t have are nearly enough seats at the tables where the biggest decisions are being made. Black voices aren’t absent, however. Sen. Cory Booker called for a special session of Congress on AI, saying the technology’s rapidly evolving risks and opportunities require urgent attention. Congressional Black Caucus Chair Yvette Clarke has pushed
ony-murder law. Through a combination of executive clemency and a parole board grant, former California Gov. Jerry Brown commuted her LWOP sentence in 2018, restructuring it to a lesser term that allowed her the opportunity to appear before a parole board. Chavez was subsequently released from prison in 2019. She says her work now draws on her lived experience to help dismantle systemic barriers through initiatives led by the Inside/Outside Policy Fellowship at the Ella Baker Center. “I’ve been home for seven years, and I am proof of success,” Chavez said. “When you give other people who have life sentences without the possibility of parole a chance, they will come home and thrive. I never gave up hope, and I am here to tell you don’t give up hope. Hope is alive.” for greater accountability when AI is used to make consequential decisions in employment, housing, credit, education and other areas. And the NAACP is challenging the expansion of AI data centers over concerns including pollution, water and energy use, utility costs and insufficient community input. The Gates Foundation’s new Goalkeepers report emphasizes that AI could become a powerful equalizer or deepen existing inequalities. The foundation is putting its money where its mouth is, committing at least $1 billion over two years to expand access to AI and help ensure its benefits reach people who might otherwise be left behind. Bill Gates writes that the people with the greatest needs often have the least power to determine where innovation and investment go. That sounds eerily familiar. Black Americans know from experience that national progress does not guarantee racial equality. The United States has grown richer, stronger and more technologically advanced while Black people have too often been denied an equal opportunity to share in that progress. We should not repeat that pattern with AI. Going all-in cannot mean committing everything to making the technology more powerful and then hoping safety, opportunity and equity somehow catch up. Going all-in means going all-in on responsibility, too. All-in on technical safety. All-in on privacy. All-in on preparing workers. Allin on helping schools and students navigate the technology wisely. All-in on preventing old biases from becoming automated ones. And all-in on making sure Black students, workers, professionals and entrepreneurs can help shape AI and benefit from it rather than simply absorb its disruptions. HEALTHY LIVING Financial Help May Make Health Coverage More
Affordable for San Diego Families in 2027 in 2027 ($31,920 for an individual or $66,000 for a family of four) will be eligible for expanded financial help from the state.
COURTESY OF COVERED CALIFORNIA
C
overed California has connected nearly 1.8 million people to health insurance this year and actively negotiates with health insurance companies to get the lowest possible prices for consumers. California’s rate increase of 9.9% is significantly lower than the preliminary national median rate increase of 14% — and why for most of the past decade, the average cost of a benchmark plan in California has been lower than the national average.
“We know that access to care is foundational for health and well-being, by helping families get preventive care, manage chronic conditions, and face unexpected needs,” said Covered California Chief Medical Officer Dr. Monica Soni. “Getting a plan through Covered California opens the door to getting the care you need, no matter which plan you choose.” Every plan offered through Covered California covers 10 essential health benefits like emergency services, hospitalizations, prescription drugs, and pediatric care — includingchildren’s dental and vision.
In San Diego, enrollees who shop and switch, on average, are paying just 3% more on their monthly premiums by switching to the lowest-cost plan in their current metal tier. Additionally, nearly 10% of enrollees in the region have plans with a $0 monthly premium. Even with rising costs statewide, the importance of having health insurance in America is understood by our communities. Enrollment among those who identify as Black or African American declined by less than 8% in San Diego, compared to nearly 15% across the state. “We know the headlines out there about rising health insurance costs can be scary, but going without health insurance is a risk that could cost you a lot more later, and coverage options may be more affordable than you think,” said Covered California Executive Director Jessica Altman. Due to existing federal tax credits and California’s enhanced subsidy program, 60%

of Covered California enrollees will see no increase in their monthly premium next year, 26% will remain eligible for $0 premiums without changing plans, and many others may pay less each month. Across San Diego, more than 51,000 current enrollees will be eligible for enhanced state subsidies for 2027, helping to further reduce costs. Depending on their income,
new enrollees for 2027 will also qualify for state subsidy assistance to help pay for their Covered California plan. Gov. Gavin Newsom and the California Legislature also increased the amount of state funds available to help cover the costs of monthly premiums for hundreds of thousands of Californians, which means individuals with incomes up to 200% of the federal poverty level
Starting Oct. 1, 2026, those who are already enrolled in a plan through Covered California can renew or change their plan. Open enrollment takes place from Nov. 1, 2026, through Jan. 31, 2027. Residents who experience certain life changes can also apply during Covered California’s ongoing special-enrollment period, where the most common changes are losing health insurance, moving to a new area, getting married, or having a baby. You can learn more about your options by visiting CoveredCA.com or calling Covered California, where you can easily find out if you qualify for financial help and see the coverage options in your area. Free and confidential assistance is also available over the phone through certified agents, community-based organizations, and certified enrollers throughout the state.
New Diet Guidelines Say To Double Up On Protein, But Nutrition Experts Are Wary By Jonel Aleccia, Associated Press The latest federal dietary guidelines tell Americans to “prioritize protein foods at every meal” and advise increasing daily intake — up to double the amount of previous recommendations. The guidance — including a new food pyramid — emphasizes red meat, whole milk and other animal sources of protein, while downplaying plant-based offerings. But top nutrition experts question the protein push, saying Americans already consume
more protein than they need, and there’s no new evidence that people need to drastically ramp up consumption. For many people, eating much more protein could lead to more fat and more cases of diabetes, they say. “If you’re actively building muscle with strength or resistance training, more protein can help,” said Dr. Dariush Mozaffarian, a Tufts University nutrition expert. “Otherwise, you’re getting enough.” Others worry that the dietary advice will accelerate the trend of companies encouraging Americans to embrace extra protein in foods including bars, cereals and snacks – even water. Sales of protein-enriched packaged food will increase at a time “when one of the main messages is ‘eat real food, eat whole foods,’” said Christopher Gardner, a nutrition expert at Stanford University. “I think they’re going to confuse the public in a big way.” Here’s what you need to know about the new protein recommendations:
What is protein and how much do people need? Protein is a macronutrient that is in every cell in the human body. It’s vital for growth and repair of muscle, bone, skin, hair and other organs and tissues. It’s made of building blocks called amino acids, including some that the body doesn’t make and must come from food. For decades, the U.S. dietary guidelines and other sources have recommended that people consume 0.8 grams of protein per kilogram of body weight each day, or about 54 grams daily for a 150-pound person. The new recommendation
New York strip steaks are on display at a Sam’s Club, Wednesday, Sept. 24, 2025, in Bentonville, Ark. PHOTO: Charlie Riedel/AP
advises people to consume 1.2 grams to 1.6 grams of protein per kilogram of body weight — up to double the previous advice. The guidance says adults should consume at least 100 grams of protein per day with half or more coming from animal sources. The average adult man already consumes about 100 grams of protein a day, or twice the old recommendation.
Why did the new dietary guidelines change? The previous protein recommendations were calculated to prevent a nutrition deficiency, according to a scientific review published with the new dietary guidelines. “It represents the lowest intake that maintains equilibrium in most healthy adults but does not reflect the intake required to maintain optimal muscle mass or metabolic function under all conditions,” the review said. The new document relied on evidence from 30 studies that looked at the effects of higher protein diets on weight management and nutrient adequacy. It concluded that protein intakes well above the previous guidance “are safe and compatible with good health.”
What’s the harm of eating more protein? Nutrition experts noted that trials focusing
on weight reduction aren’t typically used to make dietary recommendations for the general population. And, in a new article published in Journal of the American Medical Association, Mozaffarian said there is little evidence, outside of use for strength or resistance training, that “higher protein builds muscle or provides other health benefits.” “In fact, excess dietary protein can be converted to fat by the liver,” Mozaffarian wrote. That can increase the risk of the development of dangerous fat in the abdomen that surrounds vital organs and boost the risk of diabetes, he added.
Protein in processed foods Other nutrition experts said the recommendation to eat more protein could be useful if it helps achieve another key goal of the new guidelines: encouraging people to eat more whole foods and fewer highly processed foods such as packaged snacks and cookies. “The main problem with the food supply is the processed carbohydrates,” said Dr. David Ludwig, an endocrinologist and researcher at Boston Children’s Hospital. But that will be a tall order for consumers faced with a slew of processed packaged foods — including toaster pastries, cereals and salty snacks — imbued with the halo of added protein.

Americans are Using Buy Now, Pay Later More Than Ever By Adriana Morga Associated Press
If you have to utilize multiple loans, make sure you keep track of the payment amounts and dates so you avoid late fees, she added.
mericans spent more than $160 billion last year using buy now, pay later plans, according to research published by Federal Reserve economists.
Seek out additional resources
A
Looking into additional resources such as food banks, SNAP or hardship help programs in your area can be helpful, Rathner said.
Experts say they’re increasingly seeing people use the plans for everyday expenses like groceries, bills, transportation and, sometimes rent.
“If you are stretched thin for affording food and going into debt to do so, it could be time to seek out additional help,” she said. “So this is hopefully less of a struggle for you and your family while you’re going through this difficult time.”
“It has been very hard out there for a lot of people,” said Sara Rathner, NerdWallet’s credit card expert. “It’s a tough job market, and it’s a rough economy, and the cost of the things that we buy every day has been going up, in some cases more than people’s incomes.” Pay-in-four plans, which generally allow consumers to pay for purchases in four installments over six weeks, accounted for about half of the $160 billion in buy now, pay later spending last year, according to the study. Use of those plans has increased nearly 80% since 2023. The rest of the plans were either longer- or shorter-term loans. If you’re going to use buy now, pay later plans, here are some expert recommendations:
Read the fine print
Seek help from a nonprofit credit counseling agency
Klarna Headquarters PHOTO: WIKIMEDIA COMMONS
When using buy now, pay later, Brown set herself a limit of $100 a month across payments, and she avoids signing up for payments every two weeks and instead chooses the monthly payment options.
Avoid stacking plans As with credit cards, you can sign up for multiple buy now, pay later plans. These loans can quickly balloon until they become unmanageable. If you don’t want to risk snowballing into debt, avoid stacking buynow, pay later loans, said Carla SanchezAdams, senior attorney at the National Consumer Law Center.
The most well-known buy now, pay later product is pay-in-four, where you can pay back what you owe in four payments, one every two weeks, with a 0% annual percentage rate, or APR. However, not every buy now, pay later loan has the same terms. Before you commit to buying something using buy now, pay later, Ed deHaan, a professor at the Stanford Graduate School of Business, recommends that you read INSURANCE CLAIMS your contract carefully.
BUSINESS DIRECTORY
“So-called buy now, pay later products are popping up that are not good deals at all,” deHaan said. “Some of them charge hefty fees, both upfront and if you miss a payment.” In general, if you miss a buy now, pay later payment, you can face fees, interest or the possibility of being banned from using the services in the future.
Know how it impacts your credit score In the past, buy now, pay later loans didn’t impact your credit score, but that has changed. Buy now, pay later agencies now report credit lending activity to one of the three major credit bureaus, Equifax, Experian and TransUnion. “Entering into a buy now, pay later plan for now isn’t going to affect your credit in any way, but missing a payment can, so that’s where you really want to be careful,” Rathner said. Credit reporting depends on the company and its policies. For example, both Affirm and Klarna report to Experian and TransUnion. Afterpay does not report to any credit bureau.
Only borrow what you can pay back Before purchasing something with buy now, pay later, deHaan recommends pausing to consider whether it’s an amount you can pay back. “The general advice for credit is that it’s very easy to spend and hard to pay off,” deHaan said. “And most of us, many of us, are not good at making good predictions about what we will be able to pay in the future.”
“Avoid multiple purchases because then it gets really hard to track, especially if they’re with different companies,” Sanchez-Adams said.
LABOR READY HIRES
If you’ve reached a point where you have too many buy now, pay later loans and maybe some credit card debt too, it might be time to seek help from a credit counseling agency. Two well-known resources for finding nonprofit credit counseling agencies are the National Foundation for Credit Counseling and the Financial Counseling Association of America. Both can help you connect with certified agencies and counselors.
