A community coalition of local leaders and organizations has made a measurable impact on the stigma attached to substance use disorder in San Diego’s African American community. A meeting of the San Diego County Substance Use and Overdose Prevention Taskforce, hosted at Christian Fellowship Congregational Church, highlighted community progress in reducing overdose deaths and emphasized holistic and compassionate treatment for those suffering from substance use disorder. Two Black brothers. One cramped room. A lifetime of love, rivalry, abandonment and unspoken hurt. That volatile mix lies at the heart of SuzanLori Parks’ Pulitzer Prize-winning Topdog/Underdog, now playing at The Old Globe Theatre. In the nimble hands of director Steve H. Broadnax III, we see beyond the inevitability of tragedy: two brothers desperately try-
Even before the action begins, music sets the mood. The Temptations’ “Ball of Confusion,” a hip-hop mix, and Muddy Waters’ defiant “Mannish Boy” establish a world of Black masculinity, struggle and survival. At the center are Lincoln (Alano Miller) and Booth (Elijah Jones), brothers burdened with names their father gave them as a joke, names
that hang ominously over everything that follows. Booth’s cramped apartment tells its own story: the unmade bed, worn chair, milk-crate table and cinder-block shelving. The intimate theater-in-the-round staging brings the audience inside that room, witnesses to the brothers’ jokes, arguments, memories and wounds. See OLD GLOBE page 2

A NOTE FROM THE PUBLISHER: This article continues our salute to the independence anniversary of African nations. This acknowledges our respect and appreciation of our brothers and sisters among us as we work together to build better lives.
Lesotho’s Path to Independence: October 4, 1966 Lesotho’s march to independence rests on both the earlier consolidation of Basotho identity and the gradual loosening of colonial
control. In the early 19th century, Moshoeshoe I unified disparate Sotho-speaking groups, and in 1822 declared himself king, laying the foundations of what would become Basutoland. As Boer settlers from the Orange Free State pressed into Sotho lands, Moshoeshoe sought British protection; in 1868 Basutoland formally became a British protectorate, and by 1884

The number of Black San Diegans who died of drug overdoses fell from 159 in 2023 to 85 in 2025, nearly a 50 percent decrease, according to San Diego County District Attorney Summer Stephan. Overall deaths dropped from 1,203 to 840, and deaths among people under 18 declined from 13 to 2. Stephan released these numbers during the second annual gathering of the Amazing Grace Subcommittee of the Community Resilience Committee of the San Diego County Substance Use and Overdose Prevention Taskforce, a multi-disciplinary group aiming to reduce the impact of drug addiction and harm. The meeting, hosted by Carla Crudup, Amazing Grace Committee Chair and Co-chair of the Community Resilience Committee, rallied local leaders and community members Wednesday, Sept. 30, 2026 at the Christian Fellowship Congregational Church. “This is a substantial reduction,” Stephan said of the numbers. She said the result highlighted the importance of public health, law enforcement, education and community organizations working together to offer treatment and protection to people suffering from an overdose. Significant efforts have been made to reduce illicit fentanyl, Stephan said. In 2022 alone, fentanyl killed more Americans than Covid19, surpassing 100,000 overdoses between 2020 and 2021.

Jones’ Booth is restless energy. He talks incessantly, boasts about girlfriend Grace and dreams of becoming a three-card monte hustler. He returns from one “hard day’s work,” his coat stuffed with boosted clothes, proudly declaring, “I stole generously.” Miller’s Lincoln is his counterweight, controlled, methodical and seemingly determined to stay on the straight path. A former three-card monte master, he now earns an “honest” living at an arcade impersonating Abraham Lincoln, complete in whiteface with frock coat, beard and stovepipe hat, while customers pretend to assassinate him. The absurdity provides some of the evening’s

The previous event happened at the Taiwanese American Community Center in Kearney Mesa. Montgomery Steppe said adults above 60 years make up 22 percent of San Diego County, adding the number will increase by 16 percent by 2029.

“For generations, addiction has been regarded as a moral failing, a lack of willpower or a flaw in character,” said Dr. Suzanne Affalo, a local family medicine physician who gave a talk on mental health and substance use disorder. Affalo said society doesn’t give the same care to people with substance use disorder as it does to people with illnesses like diabetes.

“But what hasn’t come down in the same way is methamphetamine,” Stephan said, adding that more work is needed to bring down meth-related deaths. She said meth deaths have risen among older adults because the drug takes a toll on the body over time, leading to heart failure.
Dr. Affalo explained the body can become addicted to substances because the brain is built to seek out activities that sustain life, such as food, connection and safety, releasing dopamine that reinforces those behaviors.
Stephan said the county is not fully equipped to treat patients suffering from mental health and substance use disorder. The county’s $29 million substance use treatment and recuperative care center will open this fall.
“The only problem with that is [that] alcohol, opioids, stimulants, and nicotine act on those same symptoms systems, and what that does is produce a surge,” she said, adding the brain releases more dopamine, exceeding the required amount.
Dr. Sayone Thihalolipavan, San Diego County Public Health Officer said the county has expanded narcotic treatment programs and withdrawal treatment beds, with plans to continue that expansion, calling the progress a result of collective community work.
The brain adapts and becomes less sensitive to pleasure when there’s repeated use of substances. “What happens is you have to increase the amounts of the certain substances that you use just to be able to feel normal,” Dr. Affalo said.
biggest laughs. In one particularly hilarious sequence, the brothers rehearse an assassination. But Parks never allows the laughter to erase the pain underneath.
the hustler he has tried to leave behind. “Watch me close,” he says, a continuing refrain and underlying cadenced prophecy.
Lincoln carefully folds his costume, placing it in a battered trunk. Booth calls him an Uncle Tom for wearing it. Hovering over both is the memory of parents who abandoned them.
We watch the cards, watch the brothers, watch who is dealer and who is mark. We watch how quickly winning becomes losing and love becomes rivalry.
Once, Booth remembers, it was “you and me against the world.” That longing to recover the bond they once shared gives Broadnax’s production its emotional force. Both actors handle Parks’ extended monologues with depth, humor and emotional agility.
Parks never lets us forget the terrible joke embedded in the brothers’ names. But the actors make Lincoln and Booth so fully human that history recedes, leaving us absorbed instead in the fragile bond between them. Beneath the hustling, joking, boasting and playing the dozens are two abandoned boys who grew into men without ever fully escaping that abandonment.
When Lincoln finally demonstrates three-card monte for Booth, Miller’s performance takes on an almost spiritual quality. His hands, voice and body fall back into the rhythms of “As our region ages, it's important that our elected leaders ensure strong coordinated support for older adults,” she said. “This means ensuring access to care, age-friendly housing, reliable transportation, opportunities to work and volunteer, and the resources needed to live with independence and dignity.” Dennard Clendenin, 78, of National City, stopped driving because of failing vision. At the fair, he learned he could get free, fully covered transportation from San Diego PACE, a care program for seniors operated by the nonprofit, San Ysidro Health. “PACE gave me some material on how to get around National City,” Clendenin said. “That was most valuable for me.” He said he came • At an official Registrar’s ballot drop box, available Oct. 4 through Nov. 3 • At any vote center

San Diego PACE, San Diego County’s Aging & Independence Services and Serving Seniors, the nonprofit that serves lunch to seniors Monday through Friday at the Bay Terraces senior center, were among the many programs at the fair. Matthew Parcasio of Aging & Independence Services said the county offers more than 30 free programs for seniors. In the mid-20th century, pressures for self-governance mirrored wider African decolonization. In 1955 Basutoland’s colonial council won the right to manage internal affairs, and in 1965 general elections installed the Basotho National Party (BNP), led by Leabua Jonathan, as the governing party. On October 4, 1966, under the Lesotho Independence Act 1966, Basutoland ceased to form part of British dominions and became the Kingdom of Lesotho, with Moshoeshoe II as monarch and Jonathan as prime minister. She said the prefrontal cortex, the front of the brain that controls judgment and impulse control, becomes less effective under substance disorder. “It requires a comprehensive kind of approach to dealing with people with substance abuse disorder, a whole person approach.” Dr. Affalo said. Dr. Affalo recommended “evidence-based care” including behavioral therapies, counseling, care support, and medication as remedies for substance use disorder.
Naloxone as first aid Reggie Washington of the local organization, Project Aware, spoke about naloxone, which reverses opioid overdose, and the California Good Samaritan law, which protects bystanders who seek help from arrest. He said naloxone, also known as Narcan, reverses opioid overdoses but not stimulant overdoses, and he urged people to carry it, use it when needed and call 911. He also warned that counterfeit pills can look genuine and that fentanyl is often mixed into other drugs, so people shouldn't assume they know what a pill contains. He called for meeting young people where they are, sharing accurate information without judgment and challenging the stigma that addiction means someone doesn't deserve help. “When [young people] say they want a bar, they’re not talking about a candy bar,” Washington said. how wounds carried forward can become weapons turned against the people we love most. EDITORIAL/COMMENTARY/OPINION BLACK UNEMPLOYMENT IS FALLING, THE RACIAL
VOTERS SHOULD REJECT MEASURE A FROM THE COUNTY ECONOMIC DIVIDE CONTINUES BOARD OF SUPERVISORS contract with the State Fair Political Campaign Practices Commission, which is already handling the kinds of items that would come before a County Ethics Commission. Next, let us not forget that in 2010, 68 percent of the County’s voters set a two-term limit on members of the Board of Supervisors. The proposed Measure A has buried in it an additional term for Supervisors which would extend their terms from the present 8 years to 12 years.

T
he San Diego County Board of Supervisors have passed and placed on the Ballot, Measure A, calling it transparent and an update to a much-needed San Diego County Charter. But things are not always what they appear to be and this measure is a clear example of that. While it is true that the 1933 County Charter needs to be updated, that is something that this Board of Supervisors has had more than enough time to work on. Yes, the County should have an Independent Auditor and it may need an Ethics Commission or it could
Measure A as proposed would take certain hiring authority away from the newly and only Black female Chief Administrative Officer (CAO) the county has experienced since 1985, when Clifford Graves, then the county’s first African American CAO, was replaced. Where were these ideas when Helen Robbins-Meyer, our most recent and very capable CAO, was at the helm of this $8 billion organization? This Board of Supervisors knew the limits of their terms when they were elected. Where have these reform proposals been since 2010? There has certainly been enough time to plan and act on each one individually. There are some very good ideas in Measure A. It's unfortunate that the sponsors have decided to use them to hide what is no more than a power grab. Everyone should vote no on Measure A and allow the citizens of San Diego County to really participate in reforming the Charter and our county government.
OPINION: VOTE NO. PROP 38 IS AN $8.4 BILLION MONEY GRAB By David Panush
SPECIAL TO CALIFORNIA BLACK MEDIA PARTNERS Beware of billionaires who want you to pay for their ego trip. That’s the story behind Proposition (Prop) 38 and why voters should say “no.” Prop 38 requires the state to borrow $8.4 billion for immunology research. Medical research is a good thing we all support and benefit from it. But Prop 38 is also a money grab, written by two billionaires who are trying to create their own research institution: The California Institute of Immunology and Immunotherapy (CIII). They also added special criteria in the measure that directs half the money from the bond— $4.2 billion—to their institute. They figured no one would find out, but we did. Here are four reasons opponents say Prop 38 should be rejected: 1. The billionaire’s research institute – CIII - doesn’t currently exist. It has no director and no ongoing research projects.
2. No transparency and accountability? Proposition 38 exempts CIII from state transparency and ethics laws, including the Public Records Act and open-meeting requirements. It also exempts its decisionmakers from the Political Reform Act. This means they will NOT be required to disclose personal assets and income for the purpose of avoiding conflicts of interest. 3. Bonds are expensive. Prop 38 would saddle taxpayers with decades of debt – over $500 million annually for over 20 years. 4. There’s a better alternative. The California Science and Health Research Bond Act (SB 895) is now awaiting the governor’s signature. The two billionaires who spent millions to put Prop 38 on the ballot hoped no one would actually read the fine print of the initiative. But when they get the facts, it’s clear that Proposition 38 is less about finding cures to disease and more about funding an ego trip with taxpayer dollars. Learn more about Prop 38 and how to join our campaign by visiting our website. Together we can tell the billionaires that California’s initiative process is not for sale.

As noted in the Joint Center’s State of the Black Labor Market report, the 2026 August jobs report delivered encouraging news. The economy added 162,000 jobs, exceeding expectations. Black unemployment has declined meaningfully over the course of 2026, falling from 7.3 percent in January to 6.0 percent in August. To put that in perspective, the Black unemployment rate averaged roughly 10.0 percent during the 2000s and 10.8 percent during the 2010s. The most recent unemployment data rate reflects a labor market that, by historical standards, is low but compared to other contemporary American communities has the highest rate of unemployment. A 6.0 percent Black unemployment rate still sits nearly two full percentage points above the overall national rate of 4.1 percent and well above the 3.7 percent rate for white workers. And when we look beyond the headline unemployment number, the picture grows more complicated. Between January and August 2026, the Black labor force shrank by approximately 288,000 people. Black employment was essentially flat over those eight months, declining by roughly 3,000. The labor force participation rate declined from 62.7 percent in January to 61.6 percent in August. These numbers show that the Black labor market still has much room for improvement. Perhaps most importantly, this labor market is not being experienced equally across Black communities. The first eight months of 2026 produced notably different realities for Black men and Black women. Black men saw the steadiest improvement. Their unemployment rate declined from 8.1 percent in January to 6.2 percent in August, with consistent month-overmonth drops from April onward. Employment also increased in several industries where Black men are concentrated, including transportation and warehousing, construction, and manufacturing. Transportation and warehousing added approximately 5,000 jobs in August, construction added approximately 22,000, and manufacturing added approximately 16,000. That trajectory is genuinely positive. The story for Black women is more uneven. Their unemployment rate swung from 6.5 percent in January up to 7.7 percent in February, dropped, rose again, and eventually settled at 5.9 percent in August. But their labor force participation tells a more sobering story — falling from 60.7 percent in January to 58.4 percent in August. The industries where Black women are most represented — health care, education, social assistance, and government — saw mixed results. Health care added approximately 13,000 jobs in August and social assistance added approximately 16,000, but federal employment declined by approximately 5,000 and state government employment declined by approximately 10,000. The ongoing erosion of government employment carries outsized consequences for Black women who have historically relied on public-sector careers as a foundation for economic stability and middle-class opportunity. When the majority of Black Americans are living in asset poverty — as our research has consistently documented — even modest disruptions in employment or labor force attachment can have cascading effects on household stability, debt, and long-term wealth accumulation. So where does that leave us? In a place that calls for honesty about what this moment is and what it is not. Some indicators of Black labor market conditions are improving. Black unemployment is trending downward and remains low by historical standards. But a labor market that is good by historical comparison is not the same as a labor market that is strong enough to build wealth, bridge racial inequality, and deliver the kind of broad-based economic security that Black communities need and deserve. Dedrick Asante-Muhammad is president of the Joint Center for Political and Economic Studies.

OBITUARIES Charles Morris Buchanan SUNRISE 08/13/1946
SUNSET 09/13/2026 Charles Morris Buchanan, who liked to be called Charley, was born on August 13, 1946, in Bryan, TX to Isaac and Juana Mae Buchanan. He joined his half-brother, Clarence Murphy, in completing the family unit. In 1954, the family moved to La Jolla, California, to join his aunt, Mabel Bell, who encouraged them to make the move to a better climate where work was plentiful. La Jolla was a small village where the schools, library, recreation center, beach, library, and their church, Greater Prince Chapel AME, were all within walking distance. Charley loved it. Charley attended La Jolla Elementary, Junior and Senior High Schools, where he excelled in many sports, espe-
cially basketball and baseball. According to a 1959 newspaper article, Charley, as a pitcher and a homerun hitter “was a major asset to La Jolla’s Little League team. He led the La Jolla Little League All Stars to the Southern California Championships. The All Stars won the playoffs in Santa Ana, CA.” In 1964, he was CIF Player of the Year in basketball. After high school, he attended San Diego State University where he completed a 4-year degree. He remained a sports fan throughout his life. After college, he began a career with the City of San Diego in the Operations Department and remained there until he retired.
Charley had an affable personality. He liked meeting people and sharing stories and laughs. He was no stranger to the bar scene in San Diego, La Jolla, Los Angeles, and San Francisco. He was a sharp dresser with tailored suits. One friend described him as a “class act.” At the end of his life, he donated his suits to Second Chance, an organization which helps former inmates to turn their lives around; the suits are needed for court appearances and job interviews. In 2010, he co-authored a book entitled “La Jolla, California Black Pioneers and Pioneer Descendants: 1880-1974” to document the history of the black settlers. His co-authors were Bettye Brown, Donnie Epps, Catherine Hayek, and
Lorenza Taylor-Pace. Charley passed away on September 13, 2026. He is survived by cousins in Bryan, TX including Dorothy Buchanan Williams and Lawrence Hicks. He was predeceased by his immediate family and by Charles Edwards, his long-time associate. Special thanks to Gentiva Hospice, Kaiser Permanente home health care, and private caregivers, Resel, Mike, and KB for their kind attention to his needs. A private service was held in his honor on October 2, 2026, with burial at Mt. Hope Cemetery in San Diego, CA. Preferred Cremation handled the final arrangements.
IN MORE NEWS CITY & COUNTY NEWS YOU CAN USE County Launches El Niño 2026 Information Hub
easy-to-navigate site. It helps residents understand what El Niño could mean for San Diego County, how the County is getting ready and the steps households can take today to reduce risk.
he San Diego County Communications Office announced County Emergency Services has launched a new El Niño 2026 Informational Hub on Alert San Diego, giving residents a single, reliable place to prepare for what experts say could be one of the strongest El Niño seasons on record.
Scientists already see early signs of El Niño building in the Pacific, and ocean temperatures continue to rise above historic norms. The County Weather Center and the ALERT flood‑warning network are tracking real-time rainfall and stream levels to guide field operations and help keep communities safe.
With forecasts pointing to heavier rainfall, more frequent storms, coastal erosion and increased flood concerns this fall and winter, County officials say residents should start preparing now — well before the first major weather system arrives.
The hub also links residents to practical tools, including emergency alert registration, sandbag locations, real-time weather information from the National Weather Service, the Tell Us Now reporting app and mapping tools that show neighborhood-level hazards.

County departments are preparing for El Niño by clearing storm
drains, reinforcing infrastructure and increasing emergency response staffing. As the region braces for a potentially intense season, County officials urge residents to use the new information hub to stay informed, plan ahead and reduce their risk before storms arrive.
Hub to help people get connected. Since June 1, 2026, more than 46,000 CalFresh customers have learned they now have new work requirements they must fulfill, to keep their food benefits. Federal rules say that anyone between the ages of 18 and 64 who receives CalFresh, does not have a child under age 14 in the home, and does not qualify for an exemption must complete 80 hours each month of approved activities. These activities can include working, training, education or volunteering.
Visit the El Niño 2026 Informational Hub here: https://www.alertsandiego.org/en-us/preparedness/ flooding/elnino.htm
Volunteer Resources for CalFresh Work Requirements There are many ways for people to meet the work requirements needed to keep their CalFresh benefits under new federal rules. CalFresh, also commonly referred to as SNAP, EBT, or food stamps, allows qualified volunteer hours to count toward meeting monthly work requirements. The County offers volunteer opportunities and partners with 211 San Diego through the WorkReady
Volunteer Guidelines Tracking volunteer hours is simple. People can download a verification form in English or Spanish and send to the County. They may also submit a signed and dated letter from the organization confirming their hours. Many kinds of volunteering count, including helping at a church or school. The WorkReady Hub lists additional volunteer ideas that may meet the program requirements.

“
Courtesy of St. Stephen’s Cathedral Church ife, Legacy and Service” was the theme for our church anniversary that focused on community improvement and ministry. That celebration took place during September at St. Stephen’s Cathedral Church of God in Christ. The 64th Annual Anniversary celebrations included inspirational messages and tributes by former members of this church and illuminated the legacy of spiritual leaders past and present.
This church has been a resource center for the city of San Diego’s elderly, children, and families for over six decades. This month’s celebration hosted special guest speakers, archived video presentations, musical tributes, and more. On Sunday, September 27, activities took place to honor and recognize over 64 years of service as a church and community resource center for education, senior housing, daycare, homeless food distribution, food and clothing pantries, and supplies for families with infants. The church parking lot was transformed into a reception area with food, drinks, umbrellas, and decorated tables for fellowship and reflection after the morning service. We remember the rich history and dedication for over six decades of spiritual service to ministry at St. Stephen’s Cathedral Church of God in Christ (COGIC) and look forward to more years to come. Additionally, the event featured a stage for local singers, speakers, event coordinators, and local politicians to share their plans, purpose, and testimonies, alongside live band entertainment.
he SoCal Day of Hope, Sharing, and Happiness event recently took place at MLK Park on Skyline Drive from 10:00 AM to 2:00 PM.
Pastor Letitie Dickerson of Floodwaters AAA (Anointed and Appointed for Action) noted, "We collaborated with other organizers to show what we have to offer, connect with the community, and draw them in to know Jesus Christ is Lord through love and kindness. We offer a variety of resources including counseling, health, mentorship, and housing assistance." She added that this represents just a small sample of the participating organizations' capabilities and their commitment to serving the community free of charge.
The event provided attendees with informative resource booths, free lunch, and tables filled with complimentary clothes, shoes, and groceries. Among the resource booths, the Community Violence Response Team (CVRT) attended to support victims, families, and bystanders of community violence. UPAC representative Stacy Swafford shared, "We are here today to let the community know that we are advocates for peace, and we are here sharing information about our programs' weekly and monthly meetings and how to contact us. I think this is a worthwhile event; it helps to spread our messages."
Rounding out the event was a kids zone and an all-day raffle offering free gifts and more to the community. PHOTOS: Darrel Wheeler
By Darrel Wheeler Contributing Writer unday, October 4, a variety of cultures came together for the annual Multicultural Festival Day at the Jacob Center. This one-of-a-kind event highlighted cultural connections and traditions by sharing music, culinary styles, dance, arts, crafts, and more. Despite the record-breaking heat, there was a good turnout of attendees participating in this special day of diversity and inclusion. The celebration featured a variety of vendors sharing goods and information, as well as a children's petting zoo, face painting and other games for kids. Attendee Jerome "Groovy" Carwell shared his experience: "My wife brought me here because she likes to line dance. I like the vibe, and it's definitely something different from other festivals I've been to." The event was made possible through the support of key sponsors, including San Ysidro Health, Diamond B.I.D., Family Health Centers, the City of San Diego, and Union Bank, who helped make the Multicultural Festival Day a fun and educational experience.

11
LEGAL NOTICES To all heirs, beneficiaries, creditors, contingent creditors, and persons who may otherwise be interested in the will or estate or both, of Versie Lee Cole, Versie Lee Duckett A Petition for Probate has been filed by Donald Ray Jordan in the Superior Court of California, County of San Diego. The Petition for Probate requests that Donald Ray Jordan be appointed as personal representative to administer the estate of the decedent. The petition requests the decedent's will and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the court. The Petition requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. A hearing on the petition will be held in this court as follows: November 17, 2026 at 10:00 A.M. in Department 501 located at the Superior Court of California County of San Diego 1100 Union St. San Diego, CA 92101 If you object to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. If you are a creditor or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in section 58(b) of the California Probate Code, or (2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law. You may examine the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. A Request for Special Notice form is available from the court clerk. Attorney for Petitioner: Donald Ray Jordan 1902 11th Ave Delano, CA 93215 (661) 454-8778 10/08, 10/15, 10/22
