CALIFORNIA BLACK MEDIA California voters will decide in November whether Proposition (Prop) 38 should authorize substantial state funding for immunology and immunotherapy research. The initiative would fund immunology and immunotherapy research aimed at harnessing the body’s immune system to develop new treatments, medical procedures and potential cures for diseases such as cancer, Alzheimer’s disease and heart disease. More specifically, Prop 38, titled the Immunology and Immunotherapy Research Funding Initiative, is split into three main components that would go into effect if passed. See PROP 38 page 2

First, the initiative would authorize the state to issue $8.4 billion in general obligation bonds to support immunology and immunotherapy research. At least half of the bond proceeds, or $4.2 billion, would be dedicated exclusively to research. Additionally, Prop 38 would make it mandatory for the state to enter into an agreement with a qualified nonprofit institute focused and dedicated to researching immunology and immunotherapy within 90 days of the initiative’s effective date. The research institute must be affiliated with the University of California. The third component mandates that the remaining bond revenue must be directed to California-based public and nonprofit medical institutions through a peer-reviewed grant process. California would borrow the $8.4 billion with issues of bonds and would repay the debt over time with interest. Eventually, over an estimated 20-year span, taxpayers would repay

the bonds. In the language of the initiative, the “increased state cost would be $500 million to $600 million annually for about 20 years to repay the research bond, with some or all of the cost offset if the funded research generates revenue.” For the grant process, the initiative would create an Advisory and Accountability Research Council. The council’s role would be to set specific criteria and the research priorities. California voters have voted on similar propositions in the past, although they had a different focus. In 2004, with Proposition 71, and 2020, with Proposition 14, voters approved stem-cell research initiatives that follow a base model that closely resembles Prop 38. Prop 71, focused on stem-cell research and facilities, committed $3 billion in bonds for research while Prop 14, focused on continued stemcell research with emphasis on brain and nervous system diseases, increased the amount to $5.5 billion. Prop 38 uses a similar funding model but focuses on immunology, not stem‑cell research. “Yes on 38”, with the tagline “Californians expense-sharing arrangement under penalty of perjury. “This is a law that helped divide our families. This is a rule that separated us from our mothers, fathers, and restricted men's access to their families mainly because of the discriminatory practices of public housing systems back in the 1960s and 1970s,” said Smallwood-Cuevas, a member of the California Legislative Black Caucus (CLBC). Under Section 11351.5 of the California Welfare and Institutions Code, an unrelated adult man living with a family applying for or receiving CalWORKs must make a financial contribution based on his income and expenses. He and the mother must disclose their household

SB 1030 would repeal those requirements beginning July 1, 2027, or later if the state’s welfare computer system is not ready to implement the change. Smallwood-Cuevas, a veteran journalist who has written about families relying on public assistance, said the law should be modernized as low-income households confront rising housing and food costs and broader economic uncertainty. California later enacted Section 11351.5, replacing the outright denial of benefits with a cost-sharing requirement for unrelated adult men living in CalWORKs households.

for Life-Saving Immunology Research and Cures,” is leading the campaign for the support side of the proposition. Along with the campaign, organizations that have publicly supported the ballot initiative include the California Democratic Party, The ALS Association, Alzheimer’s treatment and advocacy organizations, California Black Health Network, Parkinson Association of Northern California and Reform California among others. Arguing that the initiative could lead to potentially life-saving research, supporters also say the initiative could reduce healthcare costs, generate revenue and improve access to treatments if discoveries are found successful. “California has an opportunity to accelerate lifesaving medical breakthroughs. Immunotherapies work differently than traditional treatments. Instead of attacking cells directly, they empower the body’s own immune system to recognize and stop disease. Today, these therapies are already treating certain cancers and chronic conditions — and researchers continue to expand what’s possible. This initiative invests in proven science so cures can move from the lab to patients faster,” said the campaign.

Leimert Park is widely regarded as the cultural heart of Black Los Angeles. Its weekly marketplace, food vendors and drum circle have long provided an economic and cultural gathering place for Black residents. That history, compounded with lingering concerns about gentrification and the city’s declining Black population, intensified sensitivity to the event’s promotion. “This is a historic Black district which we fought for and built up, its arts district, its cultural hub,” KBLA radio host Dominique DiPrima told a local L.A. news station. In another widely circulated video, a woman warned organizers, “We don’t want you to come into Africa Town,” adding that they would be “met with resistance from the Black community.” A separate Black social media user suggested, “We should call ICE,” drawing condemnation amid federal immigration enforcement concerns affecting Latino communities.

Barrio Athletics said it did not condone “racism, violence or hate.” Black and Latino community organizers later joined the group for what local L.A. radio station KJLH described as a “tough but necessary conversation.”

“Bringing people across racial, cultural and neighborhood lines together has been the foundation of my life’s work,” Bass said, “and it continues to guide how I lead this city today.”

Following “careful conversation with community leaders,” Barrio Athletics relocated the run to Elysian Park “to respect Leimert Park and the surrounding community.” Bass denied claims that she had ordered the move, saying she had not known about the dispute before its resolution.

The California Legislature has sent Gov. Gavin Newsom a package of 15 bills authored by state Sen. Akilah Weber Pierson, D-San Diego. The measures address health care, education, patient safety and consumer protections. More specifically, they include legislation focused on early math intervention, health care costs, artificial intelligence, nutrition information and physician accountability. The measures now await Newsom’s signature. “This package represents the kind of change I came to Sacramento to fight for, change that improves people’s lives in real and tangible ways,” said Weber Pierson. “I’m proud of the work we’ve done, and I’m ready to see these bills become law.” Among the measures is SB 1067, which would require annual math assessments for students in kindergarten through second grade to identify learning difficulties early and provide evidence-based interventions. The bill passed both chambers unanimously. Other measures would strengthen protections for patients and consumers.

No on Proposition 38 is leading the campaign against the measure, with support from the League of Women Voters of California. Opponents argue that California cannot afford to assume $8.4 billion in debt for medical research that may not produce definitive results. They also object to directing more than half of the bond proceeds — $4.2 billion — to a single qualifying nonprofit research institute, arguing that funding decisions of this magnitude should be made through the state’s regular budget process. “Medical research can save lives, but Prop 38 is the wrong way to fund it. It would authorize $8.4 billion in borrowing for immunology and immunotherapy research and require the state to make $500 million to $600 million in annual debt payments for about 20 years. Those payments would come from the General Fund, which also pays for schools, health care, and other public services,” the League of Women Voters of California said. A “yes” vote would authorize $8.4 billion in state bonds to fund immunology and immunotherapy medical research. A “no” vote would reject the proposed bond funding. The remaining bills address Medi-Cal behavioral health treatment, CPR and automated external defibrillator education, the consideration of increased building heights under state environmental law, health insurance rate transparency, medical claims, biosimilar drugs and other state policies.

Report: Community Level Policy Is Impacting Homelessness and Drug Abuse in California Local housing capacity, behavioral health services and criminal justice policies are playing a role in California’s homelessness and drug crises, according to a new report examining how policy decisions have affected outcomes across the state. The report compiled by the Public Policy Institute of California found that counties that added more permanent housing beds per capita saw larger decreases in homelessness, while areas with larger declines in incarceration following Proposition 47 saw greater increases in homelessness. “Places that saw larger increases in permanent housing beds per capita saw larger decreases in the homelessness rate,” researchers Magnus Lofstrom, Shannon McConville, and Sean Cremin stated in the report. California’s homelessness rate has increased more than 60% since 2014, with unsheltered homelessness driving most of the growth. The state had the sixth-highest overall homelessness rate and the second-highest unsheltered homelessness rate among states in 2025. Researchers found that counties with higher rents tended to have higher homelessness rates. But they did not find a statistically significant relationship between changes in homelessness and changes in local housing markets, poverty or unemployment. The report also examined Proposition 47, the 2014 ballot measure that reclassified some drug and property offenses from felonies to misdemeanors. Researchers estimate that the law contributed to a roughly 10% increase in California’s unsheltered homelessness rate, equivalent to about 7,000 additional people experiencing unsheltered homelessness between 2015 and 2019. “Our findings suggest that Prop 47 likely did contribute to rising rates of homelessness and drug overdoses, as well as declines in drug treatment,” the researchers stated. California has made major investments in housing and behavioral health services in recent years. The researchers said state and local agencies should continue evaluating whether those investments are reaching people most at risk and whether newer policies, including Proposition 36, are effectively connecting people with treatment.

Election Watch 2026: 85% of Eligible Voters in California Are Registered California enters the 2026 election cycle with a large pool of registered voters, as 85% of eligible adults were registered to vote as of May, according to a new report from the Public Policy Institute of California. EDITORIAL/COMMENTARY/OPINION AI MAKES AMERICA DUMBER ‘WE THE PEOPLE’ — WHICH PEOPLE? AND MORE RACIST By Aswad Walker

We have been sold a dangerous lie wrapped in a glossy, high-tech bow: The myth that artificial intelligence (AI) is our inevitable, objective savior. From Silicon Valley boardrooms to neighborhood schools, we are told that leaning into AI will make our lives more efficient, our decisions fairer, and our societies smarter. But as the data trickles in, the reality is proving to be far more sinister. Far from elevating humanity, an over-reliance on AI is actively making America dumber and more covertly racist.

Atrophy of human intellect The structural rot of automation begins with the erosion of our own minds. When we hand over our critical thinking to algorithms, our organic human skills begin to atrophy. Consider a disturbing study published in The Lancet Gastroenterology & Hepatology and reported by Bloomberg, which tracked experienced cancer doctors over several months. When these highly trained clinicians routinely relied on AI to detect precancerous polyps, their independent diagnostic abilities declined. When the AI tools were temporarily removed, their ability to correctly identify these growths dropped by roughly 20% to 25% compared to their baseline before the technology was introduced. If the sharpest, most highly educated minds in medicine can suffer from such rapid cognitive de-skilling within months, what chance does the average citizen have? By outsourcing our problem-solving, our writing, and our analysis to machine learning, we are systematically dismantling the hard-earned human expertise required to navigate the world.

Laundering bigotry through ‘objectivity’ But the danger isn’t merely that we are dulling our collective intellect; it’s that we’re doing so while reinforcing a digital infrastructure of white supremacy. The primary threat of modern AI lies in its illusion of neutrality. Because algorithms process math and data, the public treats them as “objective” arbi-

The report found that 23.2 million of California’s 27.3 million eligible adults were registered. Voter registration, political engagement and past voting habits will help shape turnout in the June statewide primary and November general election. “Likely voters are registered voters who cast ballots regularly and are politically engaged,” researchers Mark Baldassare, Dean Bonner, Lauren Mora, and Deja Thomas stated in the report.

ters of truth. However, as an article by The Guardian titled “As AI tools grow smarter, they are growing more covertly racist, experts find” reveals, these tools are simply getting better at hiding their prejudice.

Historically, racists have always sought refuge behind the armor of supposed objectivity—whether through pseudo-scientific phrenology, biased IQ tests, or redlining maps. Today, AI has become the ultimate vehicle for laundering anti-Blackness disguised as “truth.” A Stanford University study demonstrated that leading large language models consistently assign less value, lower intelligence, and lower employability ratings to individuals who speak or write in African American Vernacular English (AAVE). Instead of spewing overt racial slurs, advanced AI models have adopted the same genteel, institutional bias that corporate gatekeepers use. You know, the people who wouldn’t dare say anything explicitly racist to your face but will quietly discard your resume because it has a “Black-sounding” name, or pass you over for a promotion because you didn’t fit a culturally biased standard of “professionalism.” When racism is hidden behind code, it rebrands as objective truth. If a machine determines that a Black applicant is less qualified, or that an AAVE speaker is less intelligent, institutions accept it without question because “the computer said so.” This is an existential crisis for Blackfolk and for anyone who genuinely cares about humanity, equity, and justice.

Systemic roots: The antiBlack operating system How did we arrive here? We arrived here because we forgot a fundamental truth: anything produced within a country whose founding operating system is anti-Blackness is bound to inherit that pathology. As author and educator Dante King powerfully writes: “Anti-Blackness is the operating system: a legal, social, cultural, economic, and belief structure that criminalizes, devalues, and deprioritizes Black life to justify political, social, and economic debasement.” AI doesn’t exist in a vacuum. It’s trained on the internet—a massive digital archive of human history, structural inequality, and systemic bias. Why should we expect a machine to operate outside of an anti-Black California’s likely voters generally lean Democratic. Democrats make up 46% of likely voters, while Republicans and independents account for much of the remainder. Independent voters could be an important group to watch during the 2026 election cycle. Independent likely voters are more likely to lean Democratic, although many do not favor either major party or remain unsure. The report found that likely voters do not fully reflect California’s broader adult population. They tend to be older, more educated and more affluent.

system when it was fed, built, and funded by that very system? Garbage in, garbage out. Yo, we’ve got to find a better path forward. We cannot simply sit back and watch our skills erode while algorithmic white supremacy consolidates its power.

Reclaiming our tools So, what do Blackfolk—and our allies —do about it? First, we must champion and seek out alternative technologies built from a culturally conscious framework. For instance, Black scholars have developed an alternative AI application called Aisha, intentionally designed from a Black perspective and reported to be far less environmentally damaging than traditional, resource-intensive AI systems. While this is not a commercial endorsement—I receive zero royalties and have yet to test the platform myself—the concept alone is vital. If and when we interact with AI, we must support tools born out of our own perspective, engineered to resist the biases that corporate tech giants actively ignore. But technology alone won’t save us. The ultimate solution requires us to disconnect from the digital matrix and reinvest in our collective humanity. We must actively practice and protect the personal skills we are tempted to hand over to automation. Use AI as an occasional tool if you must, but never at the expense of your own critical thinking and creative voice. More importantly, we must return to the foundational spaces of communal resistance: reading groups, study circles, and progressive, conscious communities. Real, transformative learning doesn’t happen through an isolated exchange with a glowing screen. It happens in face-to-face discourse. It thrives in the unspoken energy shared in a room, the nuance of non-verbal communication, and the literal warmth and encouragement felt when human beings gather in pursuit of liberation. AI is threatening to make us complacent, uncritical, and blind to the digitized racism shaping our future. It’s time to unplug from the illusion of algorithmic objectivity, sharpen our own minds, and build a reality rooted in community, vigilance, and authentic human intelligence. This commentary originally appeared in the Houston Defender.

Older Californians make up a larger share of likely voters, while younger adults are less likely to participate regularly in elections. The racial makeup of the likely electorate differs from the state’s overall adult population as well. White Californians are overrepresented among likely voters, while Latino residents make up a smaller share of likely voters than they do of the state’s adult population. Black Californians make up 6% of likely voters, slightly than their share of the state’s total population.

The Constitution begins with three powerful words: “We the People.” History immediately asks: Which people? When those words were written, “we” did not include enslaved people, Indigenous people, women or many white men without property. From the beginning, counting people has been about power. Now the Trump administration is considering sweeping changes to the 2030 Census. Its proposal could exclude undocumented immigrants and some people who are legally present—including refugees, asylum seekers and students—from population totals used to divide seats in the House of Representatives. The administration is also reconsidering questions about race and ethnicity. The census is not clerical housekeeping. It is a ledger of power. Numbers become congressional seats. Numbers become federal dollars. Numbers become schools, hospitals and highways. Change the numbers, and you change who gets what. The administration says people without sufficient legal ties or allegiance to the United States should not be included in apportionment totals. Critics contend that this approach conflicts with the Fourteenth Amendment. Its language says representatives must be apportioned according to the “whole number of persons in each state.” An immigrant without citizenship is still a resident. She rides the bus, buys groceries and pays rent. He works, worships, raises children and contributes to the economy. Residents use schools, hospitals, roads and emergency services. Governments must plan for their presence regardless of immigration status. Excluding millions of residents could produce a census that does not reflect the population actually living here. It could also shift House seats and Electoral College votes away from states with large immigrant populations. Those states would not have fewer residents. They would have fewer residents counted for representation. There is an economic consequence, too. Census Bureau data help guide trillions of dollars in federal spending. The numbers inform decisions involving health care, housing, education, transportation, nutrition and emergency services. In fiscal year 2021, at least 353 federal programs used census-related data in distributing more than $2.8 trillion. The Census Bureau explains how its data inform federal funding. The census is economic infrastructure. An inaccurate count can mean crowded classrooms, burdened clinics and inadequate transportation. Governments cannot plan intelligently for people who disappear from the data. The possible elimination of questions about race and ethnicity raises another issue. Race is a social construct, not a biological fact. Yet racial data are used to identify disparities and enforce civil-rights protections. Race may be constructed, but racial inequality can be measured. Without those data, how do we document disparities in employment, housing, lending and education? How do we identify differences in maternal mortality, unemployment, income and wealth? How do courts evaluate claims involving racially polarized voting? How do communities determine whether public investment is reaching them? Eliminating racial categories would not eliminate racial disparities. It would make those disparities harder to measure. No numbers, no evidence. No evidence, no accountability. What does this have to do with the 2026 midterms? The November election will not use the 2030 Census. But the Congress elected this year will serve during critical years of census development, testing and preparation. It will appropriate money for the Census Bureau, conduct oversight, hold hearings and consider legislation affecting the count. The midterm connection is not rhetorical. It is institutional. The census is conducted by the executive branch, but Congress controls funding and exercises oversight. The composition of Congress will therefore influence how closely proposed changes are examined, which questions officials must answer and whether the Census Bureau has the resources to conduct an accurate count. “We the People” began as an aspiration, not an accurate description of American democracy. Generations of excluded Americans fought to enlarge the meaning of “we.” They transformed constitutional language into demands for citizenship, representation, equality and justice. The question remains as old as the Constitution itself: Who are “We the People”? Before America can answer, it must decide who will be counted.

IN MORE NEWS Dr. Warren: "Your Vote Matters" Ahead of Nov. 3 By Daniel Ekonde California Local News Fellow The two-hour presentation by the Voice & Viewpoint publisher urged voters to diligently choose their leaders and policies on Election Day.

N

ov. 3 elections carry significant stakes across San Diego County, California and the United States. Voters will vote on 14 county measures on governance, health and education including the modernization of the San Diego Unified School District’s facilities. At the state level, voters will choose California’s new leadership including the governor, lieutenant governor, and secretary of state. They’ll decide on 14 statewide ballot measures affecting taxation election, healthcare, the environment, and housing. Voters nationwide will elect members of the House and Senate, a result that could shift power from Republicans to Democrats. Speaking to an audience of 410 voters, both online and in person, at the Voice & Viewpoint Elections Forum Thursday, Dr. John E. Warren presented an overview of the upcoming

elections, focusing on voter registration and the implications of local, state and national ballots. “I'm not going to try to tell you who to vote for,” Dr. Warren said. “What I am going to do is tell you who I'm going to vote for. Your vote matters” In the race for governor of California, Dr. Warren said he will vote for Democrat Xavier Becerra, the state’s former Attorney General, who’s up against Steve Hilton, a Republican candidate and supporter of President Trump. “A Republican governor can really mess things up,” Dr. Warren said, referring to the changes Hilton has said he’ll make, like moving the California DMV entirely online and reopening state-closed prisons. Dr. Warren said he supports Democrats for all of California's constitutional offices, including Secretary of State Shirley Weber, a Democrat who is running for another term. A UCLA alum, Dr. Weber became the state’s first Black Secretary of State in 2021 after serving four terms as the 79th Assembly District representative and teaching for decades at SDSU. Dr. Warren will also vote

for Attorney General Rob Bonta, another Democrat seeking re-election. Bonta filed 82 lawsuits against the Trump administration, saving an estimated $207 billion in federal funding. “You should only vote Democrats across the board,” suggested one voter, who took the mic. For him, the Republicans have control of the executive, legislative and judicial branches, and “they’ve shown what they are all about.” On the 14 statewide measures, Dr. Warren agreed with most of them, including the first six, aimed at expanding housing affordability, increasing funding for healthcare and education, legalizing state and local funding for political candidates, separating the vote for a replacement candidate from the recall period, and creating a loan program for middle-income homebuyers. A 2023 study by the University of California, San Francisco showed Californians with low income living in cities with high housing costs are likely to become homeless. Dr. Warren believes Propositions 1 and 37 will be helpful in expanding affordable housing, if voted into place. He urged the audience to study each proposition carefully before voting. “These are the kind of discussions that you have before, so that when you get there, you're not holding up the line trying to make a decision,” Dr. Warren said. On San Diego County’s 14 ballot measures, Dr. Warren weighed in on the San Diego County Fund Health and Safety Service measure. If passed, it will put a halfcent sales tax to raise money for healthcare and public safety initiatives and funding to fix the Tijuana River pollution crisis. He said the measure needed to pass as “we've had tremendous cuts” due to the Trump’s administration’s “Big Beautiful Bill," which gutted Medicaid and Medi-Cal. San Diego County's measure on a “transparent, accountable modern county government,” that will give more power to County supervisors and extend their terms of office and create the post of county auditor and budget analyst, was good, Dr. Warren said. But voters should think about power and accountability on the part of the supervisors. On the possibility of the Democrats taking the House and the Senate, Dr. Warren said they will gain real oversight power and can restore protections and programs that the Trump administration has cut. Flipping Congress, he said, could elect the leader of the Democratic Caucus, Hakeem Jeffries, as the first Black Speaker of the House.

‘Every vote is important, and every vote counts’ Dr. Warren urged the audience to register and vote, and to encourage anyone who isn't registered to do the same — noting that same-day registration is available throughout Election Day. “Not voting is the same as a no-vote in our interest and a positive vote for the other side; that's why we can't afford not to vote,” he said. Unhoused people and ex-felons can also vote. “Every vote is important, and every vote counts,” Dr. Warren said. Ellen Nash, president of the Black American Political Association of California (BAPAC) San Diego Chapter, who attended in person, said Dr. Warren “expertly” presented the stakes of Nov. 3. “The implication that it has for the Black community is very important, and he was able to describe that very intensely.” Black Think co-founder and San Diego-based attorney, Löan Shillinger, who also attended in person, announced in the forum two voter

engagement events. One is an education forum organized by the Greater Life Community Development on Sept. 24 from 6 p.m. to 8 p.m. at the Greater Life Church on Glebbe Road. The other is a “Ready, Set, Go” voter rally at the Columbus Club scheduled for Oct. 3 from 2 p.m. to 5 p.m. “We're going to be educating people [on the elections],” Shillinger said. “But on October 3, that'll be to get people riled up [to vote].”

HEALTH

As AI ‘Therapists’ Dish Out Advice, California Lawmakers Try to Set Some Limits there is a spike in mental health diagnoses.

By Ana B. Ibarra CalMatters

People turn to chatbots “because they have unmet needs,” said Dr. Jodi Halpern, professor of bioethics and medical humanities at UC Berkeley. But once people start using chatbots in this informal way, she said companies rely on a business model built around maximizing engagement “including by manipulative tactics,” such as praise and agreement.

I

n the matter of a few clicks and keystrokes, anyone can find themselves deep in conversation with “Psychologist,” a chatbot character that describes itself as an expert in “empathy” and “active listening.” It responds to messages of anxiety and sadness with reassurance. It asks questions and offers advice; it even responds with italicized nonverbal cues: “The psychologist’s expression softens with compassion.” In smaller font, a disclaimer reads: “This is A.I. and not a real person. Treat everything it says as fiction.” As more people turn to chatbots for mental health help and advice — including by some estimates one in eight teens and young adults — legislators are in a race to keep up with the quickly developing technology. Among the latest efforts is a bill that would add restrictions around the use of chatbot companions and other artificial intelligence-powered tools that people use to support mental healthcare or in lieu of professional help.

General chatbots are largely free, available 24/7, and involve no hassle with insurance, making them appealing to many. But they function with no oversight from licensed professionals. In addition to general chatbots, there has also been a rapid uptick in AI-powered mental health apps — often requiring paid subscriptions and advertised as “pocket therapists” or “AI coaches.”

help expand access to mental healthcare.

Sen. Steve Padilla, a San Diego Democrat and the bill’s author, said the intent is to draw a line: AI can be used for administrative purposes and to support clinicians, but it cannot practice psychotherapy.

Padilla and supporters argue that the legislation is needed to protect consumers from AI in both formal and informal spaces, but also to protect licensed professionals from being displaced by AI.

Senate Bill 903 would ban companies from advertising chatbots as therapy. It would prohibit AI from making therapeutic decisions without the review of a licensed professional and require health providers to disclose and get a patient’s permission before using AI tools to record therapy sessions or to triage mental healthcare.

Le Ondra Clark Harvey, chief executive officer at the California Behavioral Health Association, told lawmakers that without clear safeguards, chatbots can provide inaccurate information or mishandle crisis situations. “The difference between a licensed clinician and an automated response is not technical. It can be life altering,” Harvey said.

“At a time when every county in California faces a shortage of behavioral healthcare workers, SB 903 still puts a clinician bottleneck in front of the intake and screening tools that help patients reach care faster,” Boykin said in an emailed statement.

Consumer protections vs. innovation

Opposition to the bill has largely focused around the restrictions of AI use in formal clinical spaces. TechNet, which represents tech-sector companies, argues the legislation could restrict beneficial uses of AI in healthcare and stifle innovation. Robert Boykin, TechNet’s executive director for California, said the bill could limit the use of tools that

The bill is backed by professional associations that represent psychologists, therapists and counselors. Also behind the bill is the National Union of Healthcare Workers, which has been leading a push against unchecked use of artificial intelligence and dig-

The bill currently awaits its next vote in the Assembly’s fiscal committee.

Popular chatbot ‘therapy’ Every day millions of people turn to AI chatbots through programs such as ChatGPT and Character.ai to help with research, work tasks and troubleshooting. But the top use of chatbots over the last two years has been companionship and “therapy,” research shows. Experts say that’s in part because of a tremendous amount of loneliness, especially among young people. It is often hard or costly to get timely mental healthcare at the same time

Groups like the American Psychological Association, warn that chatbots are not a safe or effective replacement for true therapy. Trained clinicians look for cues like tone of voice, eye contact and body language and can detect more serious conditions; AI is not equipped to manage urgent symptoms, such as suicidal ideation, even though people increasingly share such thoughts with chatbots. OpenAI, the maker of ChatGPT, revealed in a report last fall that about 1.2 million users a week share thoughts of suicide on the platform. OpenAI said that in such cases, it recommends people speak to a professional and directs them to resources like the 988 hotline. Families who have filed wrongful death lawsuits against OpenAI and other companies claim chatbots assisted their loved ones through their suicide plans. The cases have helped raise the stakes for lawmakers around the country. Last year, Illinois became the first state to pass a law prohibiting the use of AI in therapy services. A handful of other states have since followed with similar restrictions. Supported by the California Health Care Foundation (CHCF) Visit www.chcf.org to learn more.

Doctors Offer Updated Vaccine Recommendations By Lauran Neergaard Associated Press Leading U.S. medical groups are urging people to get updated flu and COVID-19 vaccinations this fall, banding together Wednesday to issue shot guidelines — and highlight the science behind them — saying they hope to ease confusion caused by the Trump administration’s changing advice. Flu vaccinations are beginning and COVID19 shots are starting to arrive after the Food and Drug Administration approved this year’s updated versions last week. Winter also brings another vaccine-preventable risk called RSV. Exactly who should get one or all of these vaccines, and when? That advice usually comes from the Centers for Disease Control and Prevention, with help from its independent advisers. But despite no new scientific evidence, Trump health officials last year began pulling back on some longstanding recommendations for fall virus protection and routine children’s vaccinations. And that advisory panel, which influences state and insurance vaccine policies, is caught in a court battle. The CDC didn’t respond to questions about any new fall guidance but suggested on its website that doctors follow last year’s flu recommendations.

agree. But flu is particularly dangerous for people 65 and older, pregnant women, young children and people of any age who have chronic health problems, including asthma, diabetes, heart disease and weak immune systems. The last two flu seasons were especially harsh, with unusually high numbers of child deaths — the vast majority of them in unvaccinated kids.

Here’s how to pick from the multiple flu vaccine options Three “enhanced” flu vaccines are designed to better protect seniors. There’s a new choice this year for people ages 50 and older, the first flu vaccine made with the same mRNA technology that was key to ending the COVID-19 pandemic. One study found Moderna’s mFlusiva was 27% more effective against symptomatic illness among 50- to 64-year-olds than a standard shot. The FDA just approved the new option and the company expects some doses to be available soon at certain pharmacies. The shot-averse could choose a nasal spray, FluMist, if they’re ages 2 to 49 and meet other health criteria.

The latest on COVID-19 vaccines

Doctors’ groups are filling the gap: the American Academy of Pediatrics, American Academy of Family Physicians, American College of Obstetricians and Gynecologists, and the Infectious Diseases Society of America each released vaccination guidelines for their patient populations.

COVID-19 shots once were recommended for just about everyone by federal health agencies, but like last year, the FDA has only formally approved them for higher-risk people — those ages 65 and older or younger people with at least one health condition that increases their risk.

Just about everyone should get vaccinated against flu

Still, the family physicians recommend all adults get a COVID-19 vaccination, especially seniors and those with other risk factors. Adults 65 and older should get a fall dose and then a second dose six months later, as

limits.

The American Academy of Pediatrics recommends a COVID-19 shot for all children ages 6 months to 23 months, and for older kids with high-risk conditions. It also supports vaccination for any child whose parent wishes it.

Medicare covers the fall shots and most private health insurers say they plan to continue doing so through 2027.

Depending on age, people can choose a shot from Moderna, Pfizer, or the only non-mRNA version from Novavax and Sanofi.

RSV, or respiratory syncytial virus, typically is a cold-like nuisance during the fall, winter and early spring. But it can be severe, even life-threatening, for infants and older adults.

Here’s where you can get vaccinated

RSV is a nuisance for many, but it can be deadly for some

While pediatricians and some clinics offer both flu and coronavirus shots, they’re most common in pharmacies.

The family physicians recommend a onetime vaccination for adults 75 and older, people 50 to 74 who are at increased risk, or younger people with weak immune systems.

For COVID-19 shots, states have more pharmacy rules. For example, Walgreens says it offers those shots without a prescription in all but two states, Arizona and Oregon, but can provide doses for children as young as 3 in some states while others have higher age

It’s also recommended during late pregnancy to protect infants born during RSV season. Separately, the pediatricians recommend a vaccine-like medication for those infants whose moms weren’t vaccinated and some other high-risk babies.

HARRIET TUBMAN MAKES FIRST ATTEMPT TO FREEDOM

On September 17, 1849, Harriet Tubman began her escape from slavery. Fleeing Maryland with her two brothers, they eventually turned back and Tubman continued her journey up North alone using the Underground Railroad before eventually reaching the free state of Philadelphia. She returned to the Eastern shore of Maryland many times over the next decade to personally deliver 70 people, mostly her family and friends, to freedom. Her knowledge of the Underground Railroad network and abolitionist contacts along the East Coast helped other freedom-seekers find their way.

Mid-Year Money Reset: Why Now Is The Time To Revisit Your Budget By Aaron Allen The Seattle Medium

I

f the financial goals you set in January have been derailed by rising grocery prices, higher utility bills or unexpected expenses, financial experts say now, not next January, is the time to regroup. With inflation continuing to strain household budgets and the cost of everyday necessities remaining high, financial educators are encouraging people to treat the middle of the year as an opportunity to reassess their spending, adjust their goals and build healthier financial habits without the guilt that often comes with abandoned New Year’s resolutions. “Shifting or changing a financial goal in July is actually a sign of smart financial adaptation, not a setback,” said Tierra Bonds, community financial education specialist at Verity Credit Union. “The reality is life changes, and our financial plans have to change with it.” Financial educators say many households are confronting an important reality: a budget that no longer works is not necessarily the result of poor planning or a lack of discipline. Rising living costs have changed the financial equation for many families, making a midyear adjustment a practical response rather than a sign of failure. Instead of viewing those changes as personal setbacks, Bonds encourages people to see them as an opportunity to make intentional adjustments. “I think the idea behind the mid-year reset

You may examine the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. A Request for Special Notice form is available from the court clerk. Attorney for Petitioner: Daunte-Lamar: Williamson, Sui Juris/Exector/Trustee As

is giving us a chance to have some self-reflection and self-awareness,” said Bonds. “We often might think it starts with the budget, the spreadsheets, and the apps, but before we can even get to that, it starts with the inner reflection.” Once people understand their spending habits, Bonds recommends making thoughtful adjustments instead of overPHOTO: PEXELS hauling an entire budget. She encourages families to begin by reviewing the previous 60 days of spending to determine whether their money is supporting the things that matter most. If parts of the budget are already working, she says there is no need to change them. Another helpful strategy is separating expenses into three categories: fixed monthly bills, occasional or non-monthly expenses such as school supplies, car registration or holiday shopping, and flexible spending. Whatever remains after covering essential costs becomes the amount available for discretionary purchases, giving households a more realistic picture of how much spending flexibility they actually have. From there, Bonds recommends making one or two manageable changes rather than attempting a complete financial overhaul. Small adjustments, such as canceling an unused subscription, packing lunch one extra day each week or increasing an automatic savings transfer by just a few dollars, can create meaningful progress over time without disrupting a family’s entire lifestyle.

Bonds also recommends setting aside 15 to 30 minutes each week for a personal or family “money date” to review recent purchases, discuss upcoming expenses and make small course corrections. Regular check-ins, she said, can help prevent financial challenges from becoming overwhelming. Planning ahead is another important part of a successful reset. Rather than waiting until back-to-school shopping or the holiday season arrives, Bonds encourages families to estimate those costs now and begin setting aside small amounts from each paycheck. As families prepare for the second half of the year, Bonds believes the most important adjustment is not necessarily to a budget spreadsheet but to the way people think about money and financial success. “Don’t confuse today’s economy with your financial capability,” she said. “Rising costs have created challenges for almost every household, regardless of income. Instead of asking ‘What’s wrong with me?’ ask ‘What’s changed, and how can I respond to it?’ That shift moves us from the shame game to the strategy game.”

In the late 19th century, France took control

of the region now known as Mali and incorporated it into French West Africa as French Sudan. As nationalist movements grew across Africa, Mali moved toward self-government. In 1960, French Sudan joined Senegal to form the short-lived Mali Federation, which gained independence from France on June 20 of that year. Senegal withdrew after only a few months, leaving the former French Sudan to continue on its own. On September 22, 1960, the country officially became the Republic of Mali.
