CALIFORNIA BLACK MEDIA This November, California voters will decide whether to establish a second-mortgage program to help eligible middle-income homebuyers purchase qualifying homes.

Proposition (Prop 37), the Second Mortgage Homebuyer Program and Revenue Bond Initiative, would create the program to expand homeownership opportunities for middle-income Californians. It would be financed through $25 million in bonds issued by the California Housing Finance

Agency (CalHFA).

This year, Black August provides an opportunity to recognize one year of police federalization under the Trump administration — a phenomenon where local and federal law enforcement have collaboratively harassed and detained tens of thousands of people, all with the support of D.C. Mayor Muriel Bowser, who extended that relationship beyond the 30-day limit. Local entrepreneur and now-former Bowser ally Darrell Gaston counted among the policy’s most recent casualties.

Young Changemakers Apply for 2026 John Lewis Leadership Award California Secretary of State Shirley N. Weber is inviting young Californians committed to civic engagement, social justice and community service to apply for the 2026 John Lewis Youth Leadership Award. The award recognizes Californians ages 18 to 25 who are working to advance civil rights and improve life in their communities. Applications must be submitted by 5 p.m. on Sept. 14. “This award spotlights young people who display an unwavering dedication to civic engagement and a spirit of service to support all Californians—qualities that defined Congressman Lewis,” Weber said. “His legacy of courage and advocacy for the underrepresented continues to inspire, and this recognition is a testament to the positive impact young leaders have on our society.” Lewis became a prominent figure in the civil rights movement while still a young man. At 21, he participated in the Freedom Rides challenging segregation in interstate travel. He later helped organize the 1963 March on Washington and, in 1965, survived a violent attack by Alabama state troopers while leading voting rights demonstrators across the Edmund Pettus Bridge in Selma, Alabama, on what became known as Bloody Sunday. CalHFA would oversee the repayment of the bonds used to fund the second mortgages. CalHFA would establish lending standards, including loan limits, minimum credit scores or other methods of verifying creditworthiness, and debt-to-income requirements. Prop 37 qualified for the ballot as a voter-initiated state statute, meaning supporters drafted the proposal and collected enough voter signatures to place it before voters. On June 29,

Becerra Discusses Policy; Uses “Family” Metaphor to Frame Case for National Political Unity California gubernatorial candidate Xavier Becerra is positioning himself as a results-driven Democrat willing to work across party lines, laying out an agenda focused on affordability, health care, housing, energy and technology at a Sacramento summit last week. In a conversation with POLITICO California Bureau Chief Melanie Mason, the former California attorney general and U.S. health secretary pushed back on Republican criticism that Democrats bear responsibility for California’s persistent housing, homelessness and affordability problems. “We’re a state. We’re a family. We all work together,” Becerra said, arguing that California’s challenges require cooperation rather than partisan blame. He added that, as governor, he would have to work with lawmakers “whether they’ve got a D or an R behind their name.”

Secretary of State Shirley N. Weber assigned the proposition number and announced that it had qualified for the November ballot. Supporters include state Controller Malia Cohen, Treasurer Fiona Ma and Democratic gubernatorial nominee Xavier Becerra. Former gubernatorial candidates Matt Mahan, Katie Porter, Tony Thurmond and Antonio Villaraigosa also back the measure. Other supporters include the California Democratic Party, Northern California Carpenters Regional Council, United Brotherhood of Carpenters and Joiners of America, Western States Regional Council of Carpenters and California Association of Realtors. Reform California opposes Prop 37, citing concerns about taxpayer risk, government subsidies, housing costs, expensive developments and potential political favoritism. “Prop 37 makes the State of California one of the biggest mortgage lenders in America overnight and taxpayers are left holding the bag for any aimed at lower-income households, during periods of excess solar generation. Becerra also supports requiring larger employers to contribute more when workers rely on publicly funded health programs, arguing that taxpayers should not subsidize companies that fail to provide affordable coverage. On climate policy, he said California’s 2035 goal for phasing out new gas-powered cars is achievable if the state invests in charging infrastructure. He also wants stronger guardrails for artificial intelligence, particularly to protect children and workers, while keeping California at the center of the technology industry. The candidate also addressed the proposed Paramount-Skydance merger, saying the state should consider whether the deal would keep Hollywood’s entertainment industry vibrant and protect working families.

The approach reflects Becerra’s broader campaign argument that voters are looking for results rather than ideological promises.

On taxes, Becerra opposes the specific billionaires tax proposal on the ballot but maintains that wealthy Californians should pay their fair share. He also rejected the idea that Democrats face an “existential crisis,” arguing that different ideological factions can strengthen the party if they focus on delivering results.

Becerra says he wants to accelerate construction by reducing regulatory delays and creating greater certainty for developers, but declined to promise three million new homes, calling that an “inflated promise.”

Health care is another major component of his platform. With federal cuts threatening coverage for Californians, Becerra proposed making the state a “backstop” so residents do not lose insurance. His plan would seek savings from administrative waste and require insurers and providers to help reduce costs.

As Gaston, a Ward 8 resident and owner of what was formerly Kitchen Savages, explained, officers surrounded his vehicle that evening while it was double-parked near the intersection of 12th Street and U Street in Northwest. He said that, upon request, he provided identification and proof of insurance. Moments later, as he began to close his door, officers motioned him to keep it open before conducting what he called an illegal search of his vehicle. The charges related to the white substance in question were later dropped. “What bothers me is that the mayor looks just like me, and this task force is going into communities who look just like her,” Gaston said during the Aug. 3 rally. They’re not going into white neighborhoods, meaning that they are intentionally, with the mayor’s blessing, hurting Black people.” In 2021, Gaston received a grant from the Bowser administration’s District Neighborhood Prosperity Fund to launch Kitchen Savages, a casual eatery and bar that was once located along Marion Barry Avenue in Anacostia. Last year, as part of the Skyland Town Center’s final stage of development, he opened Savage Breakfast Club. Both milestones followed Gaston’s stints as an advisory neighborhood commissioner and member of the Bowser administration. Though he acknowledged the resources at his disposal after his arrest, Gaston questioned whether any

Assembly Constitutional Amendment 23 (ACA 23) would require candidates for secretary of state to run without a party label and prevent political parties from nominating candidates for the office. The measure would place the secretary of state alongside judges, school boards, county and city offices and the state superintendent of public instruction as nonpartisan positions. “Allowing partisan offices to oversee our elections is a recipe for disaster,” Johnson said. She argued that the official responsible for overseeing elections should not be elected through a partisan process. Hoover said ACA 23 would give voters the opportunity to decide whether California’s chief election officer should be separated from party politics. The lawmakers are also urging passage of Senate Constitutional Amendment 3, introduced by Sen. Roger Niello (R-Fair Oaks). SCA 3 would transfer responsibility for writing titles and summaries for statewide initiatives and referendums from the attorney general to the nonpartisan Legislative Analyst’s Office (LAO). “This is really all about giving Californians information to make up their own mind without other influence,” Niello said, accusing the attorney general’s office of using ballot language to influence voters. Former Assemblymember Don Wagner, who is running for secretary of state, said he has heard concerns about election fairness from voters across the political spectrum. He said Californians want to know that the official overseeing elections is a “fair umpire.” The proposals would require two-thirds approval in both legislative chambers before reaching voters. On what was a hot, sweltering Monday afternoon, several speakers took to the mic in defiance of Jeanine Pirro, the U.S. attorney for the District of Columbia. They called Pirro the leader of a scheme that keeps the local court lockup list near or above 100 and the D.C. Jail population at least 18% higher than it was before the federal surge. “They’ve arrested so many people and have attempted to charge and make the charges stick for so many people that they’ve had to expand the time of court,” said Frankie Seabron, program manager of Harriet’s Wildest Dreams. “The United States Attorney’s Office, run by Jeanine Pirro, has been at the center of all of this. Many of the cases Court Watch DC has witnessed have been dismissed. The charges simply don’t stick because people are being arrested for simply existing.” See FEDERAL SURGE page 5

WHY WE MUST VOTE

To date, there are now more than 26 million Americans without healthcare insurance and the numbers will increase. Local hospitals are closing with no plans to replace their services and many of the jobs that some think are secure could soon go away.

Many of us, who are already tired of hearing about the coming Midterm elections, will begin to tune out for a variety of reasons. Some have never voted and don’t think their votes make a difference. Some are busy working multiple

If you do your homework, your vote could keep more people who support Donald Trump out of office. Your vote, here in California, can ensure that a Trump supporter like Steve Hilton does not become Governor of this state. That issue is greater than your disagreements with the Democratic alternative. Your vote can ensure that a Republican like Jim Desmond, who is a Trump supporter, does not get elected to a Congress that already refuses to exercise its Oath of Office against Trump’s abuse of the

THE BLACK AUGUST LEGACY By Monifa Bandele

“..the definition of fascism is: a police state wherein the political ascendancy is tied into and protects the interests of the upper class—characterized by militarism, racism, and imperialism…” ~ George Jackson Federal troops on the streets of Washington DC and throughout the United States. Relentless attacks on Black political power. Public education dismantled. Attacks on organized labor. Books banned. Black history erased. Healthcare pulled from millions of people. Criminalizing protestors. Record high numbers of people killed by police. ICE raids. George Jackson stated it clearly 54 years ago, “…fascism is here…” Black people in America have to tell our own history, especially now, as the entire project of telling the truth is under attack. The radical right-wing forces in the United States government are determined to crush our movements, criminalize our leaders, gut our hard-won voting rights protections, eliminate the holidays and commemorations we fought hard for, and edit our history right out of the textbooks. We refused to be erased. We will fight to protect and expand the days and months dedicated to naming and celebrating all Black history. Black August is a month that commemorates and recommits our communities to radical resistance. It honors the life, leadership, and legacy of George Jackson, murdered by prison guards in August of 1971. It also demands that we free our political prisoners and celebrate our freedom fighters often erased from the pages of mainstream media and dialogue about Black history. Founded 46 years ago by Khatari Goulden and other activists held prisoner in California’s prison system, the month is a time to reflect and learn about the legacies of Black revolutionaries and rededicate ourselves to the protracted struggles against white supremacy, colonialism, capitalism, and imperialism. In 1979, the

Black August Organizing Committee, through revolutionary leaders like Mama Ayanna Mashana, brought Black August to communities beyond the prison walls to commemorate how we resist oppression every day as part of a continuum of freedom fighting. This year’s Black August will serve as an anchor for the coming months, which will inevitably require our resistance. In August, we will host a lecture series called Black August Sessions that will eventually become a permanent educational and cultural resource. The objective is not simply to document Black August but to create a living archive that continues advancing the work of the movement throughout the year. Black people know fascism. We are the descendants of generations of people whose lives and movements were controlled by violent, ruthless, state-sanctioned institutions. We had no legal authority over our own bodies. By law, we could not vote, protest, learn, have families, or live free. We did not have the basic rights afforded human beings. Through military agents of the government and white slavers backed by the laws of the nation, any opposition to our oppression, attempts to end our enslavement, or organized political dissent to white supremacists’ rule over our bodies was violently and brutally suppressed. We remember that even post-chattel slavery, after we defeated the old systems, new institutions sprang up to continue the project of our forced labor, subjugation, and mass incarceration. We remember because our parents and grandparents lived through it. We remember because 1965 wasn’t that long ago. And, we remember because the fights continue as the institutions that force or exploit our labor continue. We remember because the state is still killing us. Black people fight fascism. Black August tells the story of those freedom fighters who used every tool available. It celebrates the births of Mutulu Shakur (August 1950) and Marcus Garvey (August 1887). It tells the story of the Nat Turner Rebellions (August 1831) and the Haitian Revolution (August 1791) to the Watts Uprisings (1965) and the beginnings of the Attica Rebellion at the Manhattan House of Detention (August 1971). It acknowl-

The past involves remembering the sacrifices, beatings, and deaths of so many who thought our right to vote was worth dying for; the future involves voting for people who will restore and improve our current way of life. Just consider, if we were not mobilizing the vote to bring an end to the Trump era, he and the Republicans would not be working harder at blocking our votes than presenting answers to our economic problems as a means of getting our votes. Their reality is: “If we can stop or limit the vote, we can continue things as they are.” Let’s get registered and prepared to vote. By November 3rd, we will know who to vote for if we don’t already.

Black people refuse to concede the future. We just witnessed widespread racist gerrymandering and the politically motivated and unconstitutional gutting of the Voting Rights Act, which Black people made possible to secure our political participation. Now is not the time to give up or give in to these attacks on our rights. Black people have always carried the fight for human rights, social and racial justice, and freedom while being under constant attack. Whether it is the FBI’s COINTELPRO campaign of the 50s, 60s, and 70s, where Black leaders and organizations were identified as threats to America and targeted for death and distraction, or last month’s “Cuba Report” by Marco Rubio, where Black-led organizations, authors, and leaders are being criminalized as domestic terrorists, we fight on. We affirm our right to vote, self-defense, and collective self-determination. Our movement is multi-issue. Our movement is rooted in local organizing and international solidarity. Our movement knows that electoral justice demands accountability, interventions, dismantling, and building something new. Our movement is made for this moment because we keep our eyes on the future. Black people survived fascism. We are here because we are vigilant about protecting our voices, physical movement, political activism, communities, and families. We are here because we fight for our very existence every single day. The Harriet Tubman Combahee River Raid, the Black Panther Party, the Deacons for Self Defense, the Republic of New Afrika, Revolutionary Action Movement (RAM), the Black Liberation Army, and so many more organizations and actions that refused subjugation. Through generational trauma, we remember fascism. And every day, through generational power, we survived because we resisted. Black August is a revolutionary, unapologetic love letter to our freedom fighters and a reminder that Black people, since our arrival in America, have resisted fascism every day. In 2026, it is a call to resist. Each day that we fight back against fascism’s encroachment on our rights, each day of August, and each day beyond, is an action in the legacy of Black August.

epresentatives of the Cayenne Wellness Center, a leading advocate for California’s sickle cell community, delivered a petition with more than 1,000 signatures to Gov. Gavin Newsom’s office on Aug. 14. The petition calls on state leaders to provide $15 million over the next three years to support care for people living with the genetic disorder.

An estimated 9,000 to 11,000 Californians have the disease. More than 30% of Californians with the disease live in Los Angeles County. San Bernardino and Sacramento counties and the San Francisco Bay Area also have large sickle cell patient populations, Rowley said.

Dr. Carolyn Rowley, founder and executive director of the Cayenne Wellness Center and Children’s Foundation, said the investment would sustain and expand vital community-based wraparound services as previous state and federal grants expire. Sickle cell disease is a genetic blood disorder that causes red blood cells to become hard and sickle-shaped, potentially blocking blood flow and triggering severe pain. In the United States, the disease is most common among Black Americans, occurring in about 1 in every 365 Black births and an estimated 3% to 9% of Hispanic or Latino births, according to the U.S. Centers for Disease Control and Prevention (CDC). Founded in 2000 and headquartered in the Los Angeles area, Cayenne Wellness Center is a statewide nonprofit dedicated to improving the quality of life of Californians living with sickle cell disease, as well as their families and caregivers. The organization also works with local health care providers. “We touch upon 1,200 persons living with sickle cell across the state,” Rowley told California Black Media (CBM). “That’s seven community health workers regionally, including Los Angeles, San Diego, Inland, and Orange counties.

According to its website, Cayenne Wellness Center seeks to reduce deaths from the disease by helping patients navigate the health care system. Dorian Archie, spokesperson and assistant program manager at the center, helped deliver the petitions to the governor’s office. Archie was diagnosed with the disease at birth and has endured excruciating pain, inadequate medical care and life-threatening shortages of compatible blood. In July 2026, Newsom signed Assembly Bill (AB) 109, the “Budget Act of 2026,” approving a five-year, $30 million commitment to support sickle cell care statewide. California initially awarded a $15 million grant in 2019 that was intended to last three years. Rowley, who also lives with sickle cell disease, said Cayenne Wellness Center has received federal funding since 2015, but that support ends Aug. 31. Three years ago, the center received $10 million from the state to expand its services. That funding also will soon expire.

Mary E. Brown, president and CEO of the Sickle Cell Disease Foundation (SCDF), is a partner in the fight advocating for sustained state funding for specialized medical care and community support networks. In a recent commentary, Brown warned that grant funding for a specialized 12-clinic network was ending, threatening continuity of care for more than 1,100 adults. “Sickle cell disease is chronic, painful, and complex. Effective management often requires

August 20, 1619, marks the first record of enslaved Africans in British North America. Kidnapped by Portuguese colonial forces in modern-day Angola and transported across the Atlantic under horrific conditions, 20 or so enslaved peoples arrived in Point Comfort in Virginia and were sold to English colonists. Officials received the letter less than a week after Pirro dropped felony charges against David Hearn, a former Olympian canoeist who was arrested in July for his alleged destruction of the Lincoln Memorial Reflecting Pool on the National Mall. Trump has since criticized Pirro for failing to follow through on the prosecution. The coalition of attorneys known as Lawyers Defending American Democracy (LDAD) alleges that Pirro acted unethically in the Hearn case and in at least six others— four of which involve arrests made by Trump’s D.C. As a Black Girl Freedom Summer fellow, Mariyel dedicated much of her time to understanding the inner workings of the local public safety and court ecosystems. These lessons, Mariyel noted, came weeks after Pirro announced a policy targeting parents for their children’s violation of curfew laws. Through it all, Mariyel stands firm in her insistence that young people be heard and considered when it comes to policy affecting their livelihood. “One mistake I make as a teenager shouldn’t bother me for the rest of my life,” Mariyel said. “It shouldn’t determine whether I get into college, get a job, or build the future I dream about. On view since April of this year, the 130piece collection features work from nearly 40 Black artists. The massive exhibit, a selection of works from the private collection of musical power couple Alicia Keys and Swizz Beatz (Kasseem Dean), originally debuted in New York before making a splash on the West Coast. It is now set to be on view at the Indianapolis Museum of Art from September to February 2027. Before the exhibit said goodbye to San Diego, it ended with a closing weekend celebration fitting for its name. On Friday, guests were invited to gather for the official closing celebration. Having visited the collection twice myself, the energy on that final Sunday afternoon was diferent from my first visit. As GIANTS closes its San Diego chapter, the exhibit leaves behind a lasting impression of Black artistry and creativity that touched all who witnessed it.

amily, friends and community members gathered at John F. Kennedy Park on Aug. 8, 2026, at 1:30 p.m. for TRE DAY 2026, a celebration honoring the life and legacy of Trevon Stewart Jordan on what would have been his 31st birthday. Hosted by the TS Jordan Foundation, the fourth annual event offered a day filled with food, activities, giveaways and family fun. The free community celebration continues the foundation’s mission of supporting local families while keeping Jordan’s memory alive. Children attending TRE DAY received backpacks and school supplies to help them prepare for the upcoming school year. Families were also treated to free food, cotton candy and other sweets. Arts and crafts, raffles and additional activities gave children and adults several ways to participate and enjoy the celebration. Trevon’s mother, Myeshia Stewart, described the event as another successful day for the foundation and the community. “On his 31st birthday, he brought out a diverse crowd of people who all enjoyed themselves,” Stewart said. “It was a great day, and we look forward to continuing to give back to our families and community. It is a blessing to be able to keep TS Jordan’s legacy alive.”

Back-to-School Routines Can Be Deadly in the Heat VOICE & VIEWPOINT NEWSWIRE As hot summer temperatures continue and back-to-school routines begin, parents and caregivers are urged to make car safety a priority. As reported by the San Diego County News Center, nearly 40 children die each year in the United States after being left alone in hot cars. This year, there have already been 18 deaths nationally. It’s a tragedy that can happen to anyone. According to the National Highway Transportation Safety Administration, more than half of pediatric heatstroke deaths happen when a parent or caregiver unintentionally forgets a child in a vehicle. In many cases, this occurs when daily routines change. A parked car can heat up extremely fast. Even with windows cracked, the interior temperature can reach 125 degrees within minutes. Children do not cool themselves as efficiently as adults, and their body temperature rises three to five times faster. “There is no safe amount of time to leave a child alone in a vehicle—not even for a quick errand,” said Dr. Sayone Thihalolipavan,

Help Prevent Hot Car Deaths

• If you see a child alone in a car, take immediate action. • Call 911 and provide an exact location. • Ask people nearby for help finding the driver. • Remove the child from the vehicle if they are in danger. No More SBA Loans for Non-citizens businesses.

reen-card holders no longer qualify for loans from the Small Business Administration, eliminating a longtime source of financing for immigrants that advocates say will discourage job creation and harm the economy. The SBA limited access to its loans to U.S. citizens and nationals only starting in March, and expanded that policy to SBA-backed loans beginning in April. On top of that, any business that’s even partly owned by a permanent legal resident with a green card is no longer eligible for the loans. California — which has the most small businesses and the largest immigrant population in the nation — could be most affected. SBA loans have been important to immigrant entrepreneurs because they typically are low-interest and available to those without an established credit history. The agency has also backed loans by private funders, providing a government guarantee for people banks may deem riskier. Now, all those loans are off the table for owners and would-be owners of restaurants, bake shops, law practices, medical clinics, taxi medallions, nail salons and more who hold green cards. Small business owners are responsible for 99% of net new jobs in the state, according to the California Office of the Small Business Advocate. Immigrant entrepreneurs make up 40% of the state’s business community and generated $28.4 billion in income in 2023, according to GO-Biz, the governor’s office of business and economic development.

“The most important thing for us is to really understand that this SBA decision… is really bad for the American economy,” Martinez said. Kenia Zamarripa, spokesperson for the San Diego Regional Chamber of Commerce, which also signed the letter to the SBA, said this latest policy change is another example of how immigrants are more vulnerable as federal funds for other programs have been taken away.
