BLACK MAYORS: CLIMATE CHANGE IS IN AMERICA’S TOP FIVE CRUCIAL ISSUES
By Hazel Trice Edney
As the Trump Administration continues to deny the reality and community impact of climate change, Black mayors have united to protect African-Americans and other people of color, who are increasingly and disparately in danger across the nation. “Even though we have an administration that doesn’t even believe that climate change is real, we’re smart and we
know that it is real,” says Baltimore Mayor Brandon Scott, president of the African American Mayors Association (AAMA), in an interview with the Trice Edney News Wire. “People can see these storms that are causing flooding in areas that have never been flooded. People know it’s hotter. They can see that. What we’re doing now is just allowing ourselves to be prepared for the world that we know that we want.”
importance of ensuring our city is able to confront the climate crisis head-on and do everything in our power to ensure Baltimore is leading the way in sustainability and climate resilience,” he said in a press statement. “Doing so requires us to look at the steps city government can take to change the way it operates, and work to modernize our systems to be more climate conscious.”
“My administration knows the critical

CALMATTERS In the past year alone, they’ve helped catch suspected murderers, bank robbers and hit-and-run drivers. They’ve located dozens of stolen cars and helped send a wildland arsonist to prison. They’re also distrusted and despised by privacy rights activists on the left and on the right.

They’re called automated license plate readers. Every day, untold numbers of Californians drive past the thousands of cameras that at least 230 police and sheriffs’ departments have posted along roadways or installed on their patrol cars.
Since 2019, California Democratic lawmakers have unsuccessfully sought to further restrict how police use the technology. They’re trying again this year with a bill that would add limits on how long police may retain license plate data, how they access it and with whom they share it. Police agencies and officers’ unions across the state oppose the latest measure, which is similar to a bill Gov. Gavin Newsom vetoed last year. “This bill is about one simple principle: Protecting the privacy and safety of Californians while ensuring law enforcement tools are used responsibly before
it’s too late,” the author of this year’s legislation, Riverside Democratic Sen. Sabrina Cervantes, told the Assembly privacy committee last month. Critics of the technology cite highprofile examples of California police using license plate data inappropriately, including to stalk or harass innocent people. As CalMatters reported last year, California officers have repeatedly violated an 11-yearold state law that prohibits sharing the data with federal authorities and others outside the state.

The final floor vote occurred on Aug. 26, passing the Assembly 60-13. AB 2599 is the California Legislative Black Caucus’s (CLBC) only reparations priority bill presented for the 2025-26 legislative session. The legislation requires corporations operating in California with annual worldwide gross receipts of $100 million or more to search their historical archives. They must submit sworn, under-penalty-of-perjury affidavits revealing whether they or their predecessor entities engaged in or profited from chattel slavery. “The reason AB 2599 is so important is because we’ve had a lot of conversations about what’s owed, the debt that needs to be paid, about the private and public responsibility for the harms of chattel

Suzanne Garcia looked down and away from the officer’s gaze as she went through the motions of a routine jail intake inspection: Remove all clothing, including underwear. Raise both arms. Lift each breast. Run fingers through hair. Show hands and feet. Turn 180 degrees. Bend over and squat. Separate butt cheeks. Cough. Garcia had been arrested in 2020 and spent a day in La Plata County Jail in Durango, Colorado, because of a years-old restraining order that was later dismissed. She remembers asking the female jail officer why she needed a strip search. The response: “This is just what we do in La Plata County,” Garcia recalled. It all felt excessive, Garcia said, but she complied. She had no other choice. “It’s cold, and it’s humiliating,” Garcia said. “You just feel like an ant under a microscope. It’s just, it’s terrible.” What Garcia did not know at the time was that her search was recorded by the officer’s body-worn camera. She was released from jail
On Aug. 25, the Alliance for Reparations, Reconciliation, and Truth (ARRT) held a rally and news conference at the State Capitol to push the Legislature to pass AB 2599. The Day of Action brought together civil rights leaders, faith organizers, and lawmakers, including Emmy Award-winning comedian, director, producer, and social justice activist W. Kamau Bell. Bell, born in Palo Alto, has actively campaigned for the bill in Sacramento alongside ARRT. He stated that “the nation is watching” California’s activities regarding reparations because the state “often leads the way on some big nationwide discussions.” “I know a lot of Black people get frustrated when they know the truth, but we know the governand moved on with her life. Then, last year, she received an unexpected phone call from a Durango Herald reporter with a shocking revelation: Her video was among dozens of videos that had been improperly viewed by La Plata County Jail’s commander, Edward Aber. Over the course of five years, Aber allegedly logged into the county’s evidence database more than 3,000 times and viewed strip-search videos of 117 incarcerated women, according to county and state officials. In criminal charges filed last year, authorities said the viewings sometimes happened from hotel rooms and residential addresses. Aber, who has pleaded not guilty, has not spoken publicly about the allegations. His attorney did not respond to an email request for comment. As a former chairwoman for the county’s Democratic Party who had previously run for public office, Garcia said she sprang into action. She went to the district attorney’s office and started asking what the DA planned to do. When that did not yield satisfactory answers, she reached out to her state representative’s office, which connected her with the Colorado Coalition Against Sexual Assault.

enormous fortunes extracted from free labor of enslaved people,” Tamaki said. “Our report tells the truth about that history, and AB 2599 tells corporations that they also have to tell the truth, too.”
Bell continued, “Reparations is a thing Black people know in our bones that we’ve earned and deserve, but we are going to start with truth.”
Bryan said Newsom should sign the Truth in Disclosure because it creates a permanent, searchable public database tracing corporate profits back to chattel slavery.
The Truth in Disclosure Act aligns with the nine-member Task Force’s comprehensive report because it seeks to document historical harms and corporate profiteering from chattel slavery, fulfilling the task force's broader goals of truth, transparency, and institutional accountability, Tamaki said. “Two chapters of our task force’s report, Chapter 27, Stolen Labor and Hindered Opportunity; and Chapter 30, the Wealth Gap, document painstaking detail of how corporations built From there, Garcia worked with the coalition’s advocates and other alleged victims of Aber to draft a bill to ensure this would not happen again. In May, Colorado Gov. Jared Polis signed the legislation, which limits how jails in the state can conduct strip searches and when staff can access any recordings. Advocates working in sexual violence prevention said that the new law is the result of survivors coming together to demand legislative change. They also hope it will be a model for other states — an effort to reconsider the pervasive use of strip searches in the criminal legal system. Until the new strip-search law, incarcerated people did not receive notice of the recordings. Katrina Lile received a letter from the La Plata County District Attorney's Office in July 2025, four years after her release from county jail, informing her that she was one of the women whose videos Aber allegedly viewed. Lile suggested that the law requires officers to inform incarcerated people that they are being recorded. It also requires that jail staff obtain written approval to access strip-search video and log the reason for accessing the video. To better regulate the use of strip searches

In the interview, he said he wants Baltimore to lead the nation by example. “When you look at the milestones that we’re setting for ourselves, that’s how we're holding ourselves accountable.” It has been widely reported by credible environmental agencies that climate change causes frequent and severe weather events, heavier than normal rainfalls, dangerous thunder and lightning storms, droughts and scorching heat waves such as those taking place this summer. Coupled with long time environmental racism in poor Black neighborhoods, climate issues have risen to crisis level.
Crude oil, gasoline, diesel fuel, and other petroleum products can expose you to chemicals including toluene and benzene, which are known to the State of California to cause cancer and birth defects or other reproductive harm. These exposures can occur in and around oil fields, refineries, chemical plants, transport and storage operations, such as pipelines, marine terminals, tank trucks, and other facilities and equipment listed here:
Among America’s worst recent environmental crisis was the Flint, Mich., water crisis from 2014-2019. Between 6-12,000 Flint children were exposed to high levels of lead in Flint’s drinking water after residents complained about the taste, smell and appearance of the water for years. Lead affects the brain and central nervous system when consumed.
https://www.wspa.org/proposition-65-notice-information/
The foregoing warning is provided pursuant to Proposition 65. This law requires the Governor of California to publish a list of chemicals “known to the State to cause cancer or reproductive toxicity.” This list is compiled in accordance with a procedure established by the Proposition, and can be obtained from the California Environmental Protection Agency. Proposition 65 requires that clear and reasonable warnings be given to persons exposed to the listed chemicals in certain situations. For more information go to:
Flint Mayor Sheldon Neeley, mayor since 2019, is still dealing with the aftermath of the crisis. In an interview, he agreed with observers that Flint suffered the inattention that led to the crisis largely because the community was poor and Black. “We would not have had to experience the things that we are still currently experiencing had we been a community of not so many minority members of our society,” he said. Neeley says climate change is among the top five most important issues America currently faces. That is why the AAMA now partners with organizations studying and advocating issues pertaining to climate change.

“Many folks don’t know that companies wrote policies with slaves, people don’t know that banks backed loans with slaves as collateral, many folks don’t know the way wealth moved through the private enterprises that were set up as derivatives of the slave economy,” Bryan said. “I don’t know all these answers, but California deserves to know these answers. We need to know which companies that are still doing business in our state and with our state have derived massive fortunes off the back of chattel slavery.” in Colorado jails, the law established clearer parameters for when incarcerated people can be strip-searched: during the intake process, if staff have a reasonable belief that an incarcerated person is concealing contraband, or if a particular scenario has a history of producing contraband, for example, if there is an overdose in the facility. In July 2025, Aber was arrested and charged with 117 counts of invasion of privacy for sexual gratification and one count of first-degree official misconduct for inappropriately viewing the sensitive footage. His criminal trial was initially scheduled to begin Aug. 10 but was pushed to November due to scheduling conflicts. “We passed a bill faster than we got justice,” Lile said. “We kind of feel like we got justice with this bill — almost.” “Everybody worked together, and put their heads together,” she said. “Our main concern was protecting other incarcerated people, so this didn’t happen to anybody again.” Based on reporting by Texas Metro News. Neeley stresses that he works from a non-partisan perspective; and therefore, will do everything possible to fill gaps where funds have been cut by the federal government. Meanwhile, the damage continues to grow in the Black community as the AAMA fights back. The Environmental Defense Fund (EDF) reports, “African American communities are more vulnerable to severe weather and floods. More than half of African Americans in the United States live in the South, an area that is and will continue to see stronger hurricanes and increased flooding from climate change. Many communities adjacent to power plants, petrochemical plants, factories, and other sources of pollution, are African American or other people of color. Unfortunately, recent hurricanes have shown that many of these facilities are ill equipped to deal with flooding from increasingly stronger storms, often leading to releases of air and water pollution.” The EDF reports it will only get worse. But Scott says it won’t be difficult to measure the impact the mayors are making. “When you talk about our legacy residents who now have heating and air in their homes. Even things like cool roofs and mitigating extreme flooding,” Scott said. “And people’s basements aren’t being ruined year after year after year. We can hold ourselves accountable for that.” Scott concludes that the key will be the mayors working together and sharing strategies for success. “As president of the African American Mayors Association, we do this on every issue, making sure that we’re looking for best practices across the country, putting things together and helping each other to make policy better — not just for one city, but for all cities.” band and were able to apprehend her former boyfriend at the Mexico border. He’s now charged with first-degree murder.
Why Newsom vetoed last year's bill
In his veto message, he said the restrictions on sharing data and forcing departments to purge it could hinder officers’ ability to solve cold cases and find missing people. To address Newsom’s concerns, this year’s proposal allows police to retain data to locate missing people and it makes a state audit program contingent on future funding. EDITORIAL/COMMENTARY/OPINION MORALS? POLITICS, THE VOTE AND THE
THEY HAVE NONE!
BLACK CHURCH
Jr., gave his final speech before being assassinated. The church not only allowed freedom of worship as guaranteed; the church allowed us to keep God at the center of our struggles, and it played a major role in developing and achieving the Civil Rights Act of 1964 and the Voting Rights Act of 1965. Today, the Black Church is a key stop on the agenda of every political candidate seeking a sure vote. This is why so many of them race to the church to be seen and smiled at, the Sunday before every election. Now is a good time for all Black and people of color to not only remember our freedom of religion and speech, but to organize and plan voter participation without the usual fear of losing one’s nonprofit tax status. By Dr. John E. Warren

A
s we move toward the critical November 3rd General Election, it seems like a good time to remind the Black Church of its history, role and responsibility in our current struggle. First, let’s be clear of the rights and the freedoms of the church as guaranteed by the First Amendment to the Constitution. It specifically says: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble.” Black people, the church has always been that safe space where we exercised these freedoms. It was in the church that the Civil Rights struggle was planned and executed; it was in the Church where Dr. Martin Luther King,
Churches are made up of individuals. Individuals have the guaranteed right to freedom of assembly where discussions can be freely had about our living conditions. We can individually agree to help get each other to the polls; we can freely agree to vote. We can freely discuss who to vote for. None of these actions violate a church's IRS Tax Exempt status. The church, once again, must not be afraid to get involved as a collection of individuals. Let’s put aside fear and apathy and get involved in saving our hard fought for and earned right to vote, to be free of attempts to place us under an authoritarian form of government because of racism and greed. How do we get involved? Each One Reach One. Each One Teach One. Each One get at least one person registered and to the polls or, where possible, make every effort to vote early. Now you can participate and make your voice heard and your vote known. Let’s get started right now as if the election were this week.
WE FOUGHT TO LEARN TO READ. ARE WE NOW CHOOSING NOT TO? By Steven Ragsdale
Our ancestors fought for the right to read. Today, with books competing against screens and artificial intelligence, we risk losing more than a pastime. I cannot forget the day Ms. Elma, an elder Black neighbor, left me an unexpected envelope. I was a college sophomore trying to stretch every dollar, when I realized I could not afford a required textbook. I mentioned it in passing to my mom. Ms. Elma caught three buses to work cleaning rooms at a chain hotel. A few days later, I found an unstamped envelope in our mailbox with my name on it. Inside were four $20 bills and a note that simply said, “Stay in school.” I bought the book that afternoon. It is still on my shelf, not because of the science I learned from it, but because of what her generosity made me realize. That memory gave me chills when I came across a troubling pattern in how Americans spend their time. A large national study tracking two decades
found that reading for pleasure has steadily declined. I get it. With social media in just about everyone’s hand, there had to be a drop in reading. And the trend is especially disadvantageous in Black communities, where the gap in leisure reading has widened. I often wonder what happens when the quiet act of reading disappears. For Black Americans, reading has never been a casual pastime. It was an economic necessity and, for centuries, a form of survival. Frederick Douglass learned to read in defiance of laws designed to keep him in bondage, understanding that literacy was inseparable from freedom. He was devastated when his prized home library burned in Rochester. W.E.B. Du Bois used books to argue for the intellectual dignity of Black life. Zora Neale Hurston and James Baldwin wrote and read their way into articulating identities the world often refused to recognize. Reading was not simply about enjoyment. It was about recovering history, asserting humanity and imagining futures that had been historically denied.
attention increasingly fractured. Search engines answer questions before we finish typing them. Artificial intelligence can summarize a collection of articles or books in seconds. These tools provide incredible power and access earlier societies could not have imagined. Yet I wonder whether ease of access is quietly replacing the deeper discipline of sitting with a text long enough for it to change us. A friend often reminds me of an African saying that when an elder dies, a library is lost. It speaks to oral traditions, but the idea lingers. What is a community that no longer wants to read or pass down its stories with care, but a place where libraries risk going silent even while the shelves remain full? I think again of Ms. Elma, a woman who struggled to read mail and medicine bottles herself but understood the weight of a book in a young person’s hands. What does it mean when information is endless, but our commitment to curiosity and understanding moves toward extinction?
By E. Faye Williams (A month ago) the United States Senate Homeland Security and Governmental Affairs Committee held a hearing involving Dr. Anthony Fauci’s personal diary. Thank God the only substantive response they received was the one his attorneys advised him to give. Invoking his constitutional rights, Dr. Fauci stated: “On the advice of counsel, I respectfully decline to answer based upon my rights under the Fifth Amendment of the Constitution.” Given the nature of the questions being asked about what I believe were deeply personal matters, I believe he was absolutely right to take that position. Throughout the hearing, Republican members of the Committee were, in my view, unnecessarily rude and disrespectful. Yet Dr. Fauci remained calm and composed. He never raised his voice, never returned insult for insult, and conducted himself with the professionalism that has characterized his decades of public service. Senator Rand Paul, an ophthalmologist, seemed more interested in performing for the cameras than engaging in a serious discussion with one of the nation’s most accomplished scientists and immunologists. Dr. Fauci led the National Institute of Allergy and Infectious Diseases from 1984 until 2022 and later served as Chief Medical Advisor to President Joseph Biden. His career has spanned multiple administrations, Republican and Democratic alike, and has been recognized by presidents of both parties as well as countless medical and scientific organizations. When COVID-19 threatened the nation, Dr. Fauci offered medical guidance grounded in science. Americans may remember that President Donald Trump repeatedly suggested the virus would simply disappear as the weather became warmer. Most of us also remember other suggestions that left many Americans shaking their heads. Thankfully, the overwhelming majority of people understood that following the advice of medical professionals was far safer than following political speculation. What troubled me most about this hearing was not simply the tone—it was the purpose. Members of the Senate, few if any of whom possess Dr. Fauci’s medical expertise, devoted their time to questioning him about a personal diary. A diary is exactly that—personal. It is often where people record their private thoughts, reflections, fears, hopes, and frustrations. I understand that personally. Years ago, someone had the audacity to find and read my diary and then question me about what I had written. In that moment, something that had been intensely personal was no longer mine alone. The violation was so painful that I destroyed the diary altogether. My journals contained thoughts intended for no one but me, and I can only imagine that Dr. Fauci’s diary served the same purpose for him. That is why I believe this hearing crossed an important line. At a time when our nation faces enormous challenges—from economic uncertainty to international conflicts to pressing domestic concerns—it is difficult to understand why the Senate chose to devote its attention to a scientist’s private writings. The American people deserve better use of their elected officials’ time. Before closing, let me update you on another influential Republican ally: Elon Musk. After recently saying he believed he had become “too involved in politics,” he has reportedly announced plans to spend millions of dollars in several key states during the upcoming midterm elections to support Republican candidates while working to defeat Democrats. Americans should remember the enormous influence that concentrated wealth can have on our political system and remain vigilant about who is shaping public policy and whose interests are being served. We are living through a time when civility, respect, and common decency too often seem to take a back seat to political theater. Public servants who have devoted their lives to serving this country should be treated with fairness, whether we agree with them or not. Political disagreements are inevitable in a democracy. Personal humiliation should never become a substitute for meaningful governance. That is why I ask again: Morals? They have none.

ith the November 3 General Election approaching, San Diego Voice & Viewpoint will host a community Election Forum on Sept. 10 to help voters understand what is at stake before ballots arrive. California voters will choose a governor and other statewide officers, members of Congress and the state Legislature, while weighing 14 statewide propositions addressing issues including housing, education and health care funding, voting rules, taxes and local government revenues. In San Diego County, voters may also decide races for the Board of Supervisors, congressional and state legislative districts, school and community college boards, and within the City of San Diego, City Council Districts 2, 4, 6 and 8. The forum will give community members an opportunity to learn, ask questions and discuss how November’s choices could affect
Unlike traditional tasers, wearable shock gloves are designed to deliver an electrical current through direct skin-to-skin contact. The officer can activate the device while physically engaging with an individual, creating the potential for repeated or prolonged electrical exposure. Because the device does not require probes and can be used at close range, its deployment may be difficult for bystanders, body-worn cameras, or other oversight mechanisms to identify.

Voice & Viewpoint’s Election Forum will be held at the Voice & Viewpoint offices located at 3619 College Avenue. The event is free to the public, and there is plenty of free parking available.
“We shouldn’t allow emerging technologies to outpace meaningful safety standards and oversight,” said Assemblymember Nick Schultz (D-Burbank), Chair of the Assembly Public Safety Committee. “AB 2760 is a reasonable measure that puts public safety and accountability first.” The concerns extend beyond whether these devices are adequately regulated. Advocates and lawmakers are also raising questions about how wearable shock technology could

City Prepares Residents for Upcoming Rainy Season As the rainy season approaches, the City of San Diego is sending educational flood-preparedness flyers to households and businesses located in high-risk flood zones. The informational brochures, which will be sent to about 7,000 properties, contain practical steps to reduce flood risk, develop emergency plans, and prepare their properties for the rainy season. Preparedness is critical with a strong El Niño weather system in the forecast this fall and winter. “Preparing early for what may be an unusually wet season is crucial, because if your home has flooded or been impacted by wet weather before, there is a high likelihood it could happen during a future rain event,” said City Stormwater Department Director Todd Snyder. This month, the City launched an educational campaign to encourage residents to prepare for extreme weather conditions. While these preparedness reminders are helpful for everyone, the City is taking the extra step of notifying residents in high-risk flood zones. The brochures being mailed this week include important tips on: • How to protect homes and property during heavy rain. • What steps to take before, during and after a flood. • Understanding your potential flood risk and how to determine if your property is located in a flood zone. • Purchasing flood insurance. • How to contact the City for

In recognition of the City’s multiple proactive flood prevention programs and activities, all San Diego residents qualify for a 15% discount on flood insurance premiums through FEMA’s National Flood Insurance Program (NFIP). Flooding can occur outside designated flood zones, so property owners and renters are encouraged to consider flood insurance. “AB 2760 is about making sure public safety never comes at the expense of accountability. We should not allow California communities to become testing grounds for weapons that can deliver repeated electrical shocks with little visibility or oversight. I’m proud to support Assemblymember Dr. LaShae SharpCollins in drawing a clear line: new technology should never mean fewer protections for the people we serve,” said Asm. Dr. Corey Jackson (D-Moreno Valley), Chair Elect of the Legislative Black Caucus. A statement from the office of Asm. Dr. SharpCollins shared: “As wearable conducted-energy devices enter the marketplace, California has an opportunity to establish a clear standard: new technology should not automatically mean new weapons. Public safety must come first, and emerging law enforcement tools should be subject to meaningful scrutiny.”
elopment and other local issues have several ways to make their voices heard. San Diego United Communities is urging residents to contact Gov. Gavin Newsom regarding SB 344, legislation affecting the Midway Rising redevelopment project. The bill has cleared the Legislature and is headed to the governor. Residents may submit com-
ments through the governor’s online contact form or call his office at (916) 445-2841. Community members can also contact state and local representatives, attend public meetings and submit written comments. Whatever their position, residents are encouraged to stay informed and speak up before decisions are final.

DESEGREGATION OF ALABAMA PUBLIC SCHOOLS
On September 10, 1963, 20 Black students entered previously all-white public schools in Alabama, including schools in Birmingham, Mobile, Tuskegee and Huntsville. Their enrollment followed a standoff between then-Governor George C. Wallace and federal authorities over court-ordered school desegregation. Despite angry crowds, resistance, and intimidation, the students courageously attended classes, helping advance the fight for equal education.
INTERNATIONAL Marcus Garvey’s Son Rededicates Garvey Amphitheater in Barbados By New York Carib News

a personal and historic dimension to the rededication. Rodney Grant, Programme Advisor in Barbados’ Office of Pan African Affairs and Heritage and the Division of Youth and Culture, said the occasion was especially meaningful because Dr Garvey could participate in honouring the location where his father once spoke. Grant also highlighted the role of generations of Rastafarians who preserved Garvey’s teachings des-

representing the Theocracy Reign Order of the Nyahbinghi at Mount Carmel, described his influence as continuing to resonate with contemporary Pan-African and emancipation movements. Garvey’s legacy extends well beyond his speeches. Through organisations such as the Universal Negro Improvement Association (UNIA), the Black Star Line and the Negro World newspaper, he promoted Black economic independence and international solidarity among people of African descent. His ideas have continued to influence political movements, cultural institutions and generations of activists throughout the Caribbean, Africa, Europe and the Americas. The amphitheatre itself had originally been dedicated in November 2024, when Mottley unveiled a plaque marking its opening. The inscription reflects one of the central themes associated with Garvey’s philosophy — that genuine emancipation must involve liberation of the mind as well as the body.

Following the rededication ceremony, Dr Garvey participated in a Marcus Garvey Legacy Conversation at the Queen’s Park Steel Shed, the same historic venue where his father addressed Barbadians in 1937. The discussion provided an opportunity to consider the continued relevance of Garvey’s ideas and the responsibility of younger generations to carry aspects of that legacy forward. The August 20 ceremony formed part of Barbados’ 2026 Season of Emancipation celebrations and featured the unveiling of a commemorative plaque by Mottley and Dr Garvey. The event also served as a reflection on Garvey’s enduring influence on PanAfricanism, self-determination and Black empowerment across the Caribbean and beyond. Marcus Garvey visited Barbados in 1937, during a period of significant social and political unrest throughout the Caribbean. He addressed Barbadians at the Queen’s Park Steel Shed, delivering a message centred on Black unity, self-reliance and collective advancement. The presence of his son at the site decades later added
pite persecution. He said Barbados was now seeking to give greater academic recognition to Garveyism and to examine its intellectual contribution to PanAfrican thought. The wider celebrations have also expanded under the Mottley administration. What was previously observed as a single day of activities has grown into an entire week dedicated to examining Garvey’s life, ideas and continuing influence. For members of the Rastafarian community, Garvey remains a foundational figure whose philosophy helped shape movements centred on African identity, liberation and self-determination. Jecoliah Small,
The events also formed part of a broader programme marking Marcus Garvey’s contribution to Caribbean history and the global Pan-African movement. For Barbados, the rededication represents an effort to connect a significant chapter of its history with contemporary discussions about emancipation, reparations, identity and the importance of preserving Caribbean intellectual and cultural heritage. With Marcus Garvey’s son standing alongside Barbados’ prime minister at a site where his father once addressed the island, the ceremony offered a powerful link between Garvey’s historic message and its continuing relevance nearly 90 years later. Libya Fifteen Years Later: the Long Cost of an Unfinished Intervention By James E. Sulton Jr

Fifteen years after NATO warplanes went up over Libya, the country still has no single government, no national elections, and no agreed-upon constitution. That outcome deserves more attention than it usually receives in American political discussions, because it is the most telling lesson about what happens when a military intervention succeeds at its stated objective but fails at everything that follows. The Western intervention itself was brief. Between March and October 2011, a NATO-led coalition operating under a United Nations mandate to protect civilians conducted an air campaign that NATO’s own account frames as a civilian-protection mission tied to the withdrawal of regime forces. In practice, the mandate expanded. Muammar Qaddafi, who had ruled for forty-two years, was driven from power and killed by opposition fighters. A British parliamentary inquiry later concluded bluntly that a limited intervention to protect civilians later drifted
into a policy of regime change by military means. Moreover, the inquiry concluded the policy was not underpinned by any strategy to support and shape post-Qaddafi Libya. Qaddafi’s demise is not the most fascinating question to consider. He was a brutal and eccentric ruler. Few Libyans mourned the end of his rule. The interesting question is what the intervening powers assumed would take his place. The sad reality is authority did not pass to any Transitional National Council but onto the hundreds of armed brigades that physically held territory and institutions – a fragmentation of legitimate force that the coalition’s refusal to deploy any stabilization presence made irreversible. President Obama himself, asked in 2016 to name the worst mistake of his presidency, cited “failing to plan for the day after” in Libya. Libya has lived with the consequences. The country still operates under two rival administrations. There is a UNrecognized Government of National Unity in Tripoli, formed in 2021 to

hold elections that never took place, and an eastern authority aligned with the House of Representatives and with Khalifa Haftar’s forces. Human Rights Watch describes the two entities as competing for territory, resources, and legitimacy amid rising repression and armed confrontation. Elections scheduled for December 2021 remain indefinitely postponed. Meanwhile, the economy depends almost entirely on oil, which accounted for about 97.5 percent of public reve-
nue in early 2026, and the nation’s currency (the “dinar”) has been devalued twice in under a year. The lesson is not that intervention is always wrong. It is that the “day after” is the policy. Democracies which cannot debate the “day after” honestly will keep paying for it in places whose names they eventually stop mentioning. Originally published in Jackson Advocate.
