CHAIRMAN’S MESSAGE The Summer Board Meeting, Calcutta and Fishing Tournament were all very well-attended. Many issues were discussed and decisions made, primarily concerning speed limiters. SDTA is officially against speed limiters, especially in rural areas, but the FMCSA is mandating them. The big questions now are: Are the limiters to be only on new equipment, or will we all have to retrofit our trucks to accommodate them. At what cost, at what speed and in which regions of the country will they be implemented? We already have speed limits on our roads. Speed limiters are redundant. Don’t even get me started on non-funded government mandates! The Board is backing Shelley Schipper’s idea to use part of the Calcutta proceeds to fund scholarships to help educate/train young drivers, mechanics, and others in the trucking industry. Pictures of the Calcutta and fishing event can be found on pages 9-10 of this issue. The Calcutta was the best ever, with 39 boats registered. If you've ever attended a fishing calcutta, you know how high the energy level is, and this year’s SDTA Calcutta was amazing. My thanks to Christine and Michelle for organizing every detail of the successful Board Meeting. Thanks to Shelley and Brad Schipper for helming the best Calcutta ever and to Pam for breaking out and directing all the Calcutta donations. I strongly encourage you to begin adjusting your schedule to attend the East River and West River SDTA Golf outings, the SDTA West River Poker Run, (all this summer) and of course the very important annual SDTA Convention in September. Your attendance may take your time and energy, but I promise it is always worth the effort. The dates for all the above are listed in subsequent pages of this issue. Today is a very nice Spring day…I hope it continues, after battling ferocious winds for the last two months. For every tail wind I’ve had, there have been many more head winds. As always, I wish you safety and good weather to ply your trade. Thank you for what you do in your life’s work.

What a busy few months it’s been! You know, when you start a new job, the saying is you’re drinking from a fire hydrant, and that couldn’t be anymore true. The challenges the trucking industry is facing should be viewed as opportunities. Opportunities for us to band together, to be stronger, to speak with one voice. You will notice that SDTA will be sending more digital communications to engage our membership on how we can better serve you but also how we can advocate for you on some of the top issues the industry is facing.

Last week you should have all received an email requesting feedback from the FMCSA on speed limiters and how this could impact your fleet. Please take the time to complete this document. It takes just a few minutes, and it’s critical they hear from as many haulers as possible. April/May has been a busy month of travel and meeting with members. I spent 2 days between Aberdeen and Watertown connecting with many of you. No agenda, just sitting down and getting to know your business and some of the challenges you see in the industry. Thank you to Agtegra for allowing me to drive their brand new Mack semi around the yard and proving that I could back that thing up. I may of surprised myself a little. I look forward to getting my CDL in the near future. If I didn’t get to you, I will be back again in the next couple of months. NextGen hosted their event at the end of April here in Sioux Falls, where I was able to address the attendees. I recently took a tour of Lake Area Technical College in Watertown and shared the experience with everyone. The things they are doing for the workforce in South Dakota are incredible. They are creating relationships with industry partners to ensure the students graduating are meeting the needs of our workforce right here in South Dakota. I say this often, but we just do things differently here in SD. If you live in or around one of the Technical Colleges I encourage you to get involved and find ways you can help drive workforce growth for our industry.

Early May we held our board meeting followed by the Fishing Calcutta. This was a first for me. It was great seeing new faces as well as many of our board members pulling their resources and outbidding many in the room, including me. While my boat didn’t win any prizes, we had a great day out on the river. Thank you to all of the volunteers, sponsors, and participants in this event.

After a 2 year break (due to Covid) the Trucking Driving Championships took place on May 14. The weather was beautiful and the event was successful. We had 27 drivers in many different categories with some outstanding drivers taking the course. These events would not be possible without the countless volunteers, sponsors, and drivers. Congrats to those who qualified for Nationals later this year in Indianapolis. We know you will represent South Dakota well. Lastly, I just returned late last night from the ATA Mid-Year Management meetings. These committee meetings were full of information on how trucking companies across the nation are banding together for the good of the industry as a whole. We heard about speed limiters, inflated verdicts, communication and public relations, safety guidelines, and all the studies being conducted to ensure when decisions are being made on the federal level, it’s done with facts and not emotions. As always, do not hesitate to reach out to our office. Onward!

Professional Truck Driver

Lloyd Bultsma, Lloyd Bultsma Trucking, Sioux Falls, SD, was selected as the May 2022 Driver of the Month by the South Dakota Safety Management Council. Lloyd has been a professional truck driver for nearly 60 years and has accumulated nearly 5 million miles. Lloyd started out driving for his late brother Ted Bultsma. In 1969, Lloyd became an owner-operator and Lloyd Bultsma Trucking was formed. Lloyd has been a longtime member of the South Dakota Trucking Association and has spent several years serving on the Board of Directors.

The Bultsma’s are very much a trucking family. Lloyd was pretty much born into this industry. His passion for trucking has passed on to his son and daughter-in-law, who both work with Lloyd. Lloyd and his wife Evelyn reside in Sioux Falls, SD.

Gary Schmidt, Grand Champion With the highest accumulative score at the 43rd Annual South Dakota Truck Driving Championships, Gary Schmidt, Cliff Viessman, Inc., was named the Grand Champion. Gary had the highest combined between the written exam, pre-trip inspection and skills course. Gary competed in the Tank Truck Class. He, along with the other seven class champions will be competing at the National Truck Driving Championships in Indianapolis, Indiana, August 16-19, 2022.

Excellence Award. In order to be eligible a driver must have either driven or volunteered for 7 or more SD Truck Driving Championships. The course stewards and den mothers select the recipient from those eligible.

SOUTH DAKOTA MOTOR CARRIERS

INSPECTOR CHALLENGE 2022 On Saturday May 14th, Motor Carrier Inspectors and Troopers competed in the 2022 Inspector Challenge. This event was held in conjunction with the South Dakota Truck Driving Championships. During the Inspector Challenge, the competitors knowledge, skills, and abilities were tested in both written and practical exercises. Trooper Trey Bedford won 1st place. Inspector Jack Powers took 2nd place, and Inspector Brian Stenbak finished in 3rd place. Congratulations to all of the winners and we would like to wish Trooper Trey Bedford good luck as he advances to compete in the North American Inspectors Championship this August in Indianapolis, IN.

DISTINGUISHED SERVICE AWARD: TERESA LOVE The late Teresa Love was honored with the Distinguished Service Award for her lifetime commitment to the Truck Driving Championships (TDC’s). Teresa passed in 2022, at the age of 58. Prior to her passing, she was active in the TDC’s as both a driver and a volunteer. Her latest endeavor during the TDC’s was volunteering in the score trailer. Her first couple of years in that spot, Teresa referred to herself as “trailer trash in training.” For all of the help she provided in competition, assisting with practice weekends, investing her time to serve as the Secretary to the South Dakota Champions Club for several years…and so much more. It is unfortunate that Teresa isn’t alive to be able to accept this award, but her husband Jay was there to accept it in her honor.

DISTINGUISHED SERVICE AWARD: LOU CHARETTE Lou Charette has been a long-time volunteer during the practice weekends held at K&J Trucking, Inc. Every year, following the SD competition, the champions from each group meet for a weekend of practice in the lot at K&J Trucking, setup by the SD Truck Driving Champions Club. These practices start early Saturday and Sunday morning on said weekends. Whether or not Lou was scheduled to work, he would greet us every morning with a smile on his face. He never once complained about having to open up or close down the shop for us.

COMPANY AWARD: CUSTOM TRUCK LEASING, SIOUX FALLS If you look back at pictures of the previous years of competition, there is an excellent chance, no matter what year you are looking at, that one of these company trucks will be used on the course. Driver may be nominated for Driver of the Month for any outstanding act of heroism, a contribution to highway safety, an extraordinary act of courtesy, an exceptional deed or act of service to mankind within the community reflecting positively on the motor carrier industry, or for a long period of safe and courteous driving. An outstanding act shall be deemed to mean unusual or other than the normal every day courtesies afforded by truck drivers. Eligibility: 1. The nominated driver must be an employee of a member in good standing of the South Dakota Trucking Association. 2. The nominated driver must have been an employee by the present employer for at least two years and have a minimum of five years overall experience. 3. South Dakota domiciled* drivers are eligible for nomination for an outstanding act performed in any state. * The intent of the word “domiciled” shall be interpreted to mean: Any driver reporting to or regularly dispatched from a terminal within the state of SD (in keeping with the Federal Motor Carrier Safety Regulations definition of his/her home terminal) regardless of where the driver may dwell. 4. A driver may receive the Driver of the Month award only one time in any contest year. He/she may be renominated in any subsequent year. 5. Nominations for outstanding acts on the highway shall be accompanied by supporting evidence (letters, statements, news clippings, etc.). A clear, factual account is absolutely necessary. Vague generalizations will not be accepted. 6. A copy of recent driver motor vehicle record check must accompany the nomination. 7. Drivers nominated and not selected as Driver of the Month will be held over and used in the following month’s selection. 8. Entries must be in the SDTA office no later than the 10th of each month for that current month’s contest. 9. Nominations may be made by any party, but must be approved by the employer or a representative of the employer. 10. The annual contest will run from September of the previous year through August of the current year. 11. Company agrees to submit a professional head and shoulders photo of the winning driver.

WE HAVE SEEN DIESEL PRICES JUMP TO RECORD LEVELS. What impact does that have on trucking companies?

Fuel is our industry’s second largest expense – only following labor – so the kinds of spikes we have seen in prices recently have a real and significant impact on our industry. For some context, commercial trucks consume more than 45 billion gallons of fuel annually – and roughly 80% of that is diesel fuel. These high prices put a squeeze on fleets of all sizes, but particularly on smaller ones (91% of trucking companies operate 6 or fewer trucks). These shocks have direct and indirect impacts on trucking: •

Directly while carriers do have surcharges that help recoup some of these increases, they don’t capture all of it. Often fuel surcharges only capture about 60 or 70% of price increases.

•

Further damaging to trucking, fleets often aren’t paid for delivering freight for 30 days or more, so they are left covering these shocks out of reserves or tapping into lines of credit.

•

Indirectly, spikes in gasoline and diesel prices ripple through the economy, impacting consumers’ budgets, and business investment – creating whole host of inflationary pressures that have serious impacts on the freight economy. If people have to spend more on gas, they may begin spending less on other goods and services that will disrupt normal, seasonal freight patterns.

•

Inflation was already a problem, and while the freight economy has been strong throughout the pandemic, if rising prices slow down consumer spending or other sectors of the economy trucking will face a 1-2 punch of higher fuel prices and less business.

How do we address these rising prices? We need to get serious about energy independence. Our country is blessed with all the oil and gas we need so we can bridge the future to alternatives. The President and Congress need to get serious about building that bridge now – not in 10 or 15 years, but right now. We need an “all of the above” strategy to get us there – that means ramping up domestic production in the near-term, while investing in alternatives like electric vehicles in the medium- and long-term. Earlier this year, EPA announced the next round of its emissions rules for heavy-duty trucks, looking to limit NOx and carbon emissions. As an industry, trucking has worked with EPA closely on making trucks cleaner and greener, and we will be working with them as they finalize their proposals. However, the administration cannot allow itself to driven by ideologues in Washington or Sacramento as it sets these new standards. They must be technologically feasible, reliable and reasonably affordable. Having to purchase new, more expensive and unproven equipment at a time when fuel prices keep rising is a burden our industry should not have to bear.

Valley Queen Cheese announces largest expansion in its history April 13, 2022 A three-year, $195 million expansion is coming to Valley Queen Cheese in northeast South Dakota. It’s the biggest investment in the Milbank company’s 93-year history and will increase processing capacity by 50 percent. The project is set to break ground in May and be fully operational by January 2025. It includes plans to increase annual cheese production capacity by 125 million pounds and create additional dairy milk processing capacity of 3 million pounds. It’s expected 140 employees will be hired over three years to fully staff the expansion. Additionally, the project will support the market for dairies along the Interstate 29 corridor, where Valley Queen estimates 30,000 cows will be added to the region in the next three years between existing herds and those yet to be established. “It’s a good time to be in the South Dakota dairy industry,” Valley Queen CEO Doug Wilke said in a statement. “We’re excited to be positioning ourselves for many more years of product innovation with customers and even stronger relationships with key dairy producers here in the I-29 corridor.” In addition to expanded capacity in Milbank, Valley Queen will establish a distribution center in western Wisconsin to better serve customers. The company said it will allow for more efficiency and flexibility in transportation and logistics. “We see an opportunity to supply more high-quality cheese to a growing industry, and our dairy producers are looking for the opportunity to expand. Our team has demonstrated time and again their ability to lead change and execute on our strategic plan,” Wilke said. “Continuous growth and improvement are at the core of our company’s successful history, and we’re proud to continue those traditions with this next phase of growth.”

New ATRI Research Quantifies the Environmental Impacts of Zero-Emission Trucks Arlington, Virginia – The American Transportation Research Institute (ATRI) today released a new report that analyzes the environmental impacts of zero-emission trucks (ZET). This analysis, a 2021 top priority of ATRI’s Research Advisory Committee, utilized federal and industrysourced data to identify and compare full life-cycle CO2 emissions for a range of truck types, including a baseline diesel truck, battery electric trucks and hydrogen fuel cell trucks. The study found that while electric trucks have no direct tailpipe emissions, CO2 production associated with vehicle, battery and electricity production would only result in a 30 percent decrease in CO2 emissions when compared to a standard diesel truck. The marginal environmental benefits of electric trucks are due, in large part, to lithium-ion battery production – which generates more than six times the carbon of diesel truck production. The research, which utilized outputs from the Argonne National Lab’s GREET Model, also incorporates CO2 emissions that generate from the U.S. electrical grid – which still relies primarily on fossil fuels. ATRI ’s research concludes that hydrogen fuel cell trucks are ultimately the most environmentally friendly truck type, although the technology is not presently feasible for longhaul operations. “The U.S. trucking industry is strongly committed to carbon-reduction efforts, and electric motors and drive trains offer many additional performance and maintenance benefits,” said Hugh Ekberg, President and CEO of CRST. “But ATRI’s research highlights that several of the leading zero-emission approaches being advocated today still need additional research to fully understand how the different technologies can be best developed and utilized to maximize carbon reduction.” The report concludes by identifying additional strategies that can reduce CO2 truck emissions for all three energy sources – diesel, electricity and hydrogen. For example, renewable diesel could decrease CO2 emissions to only 32.7 percent of a standard diesel engine without requiring new infrastructure or truck equipment. Finally, hydrogen sourced from solar-power electricity could enable hydrogen fuel cell trucks to emit only 8.8 percent of the baseline diesel CO2. On Tuesday, April 26th, SDTA President Christine Erickson toured Agtegra Cooperative with SDTA Board Members Jeff Bennett and Steve Benning as well as Nathan Locken from Agtegra Cooperative. Eric Hamiel, TranSource Truck & Equipment (also a SDTA Board Member) delivered Agtegra a 2023 Mack semi, often known as a work horse (Eric’s words), with only 9 miles on it. Christine drove it only in the yard and to the grain bins - and even backed it up. Eric was a great instructor who was all about safety (3 point entry/exit). He explained the “ins and outs” of the truck. Prior to her test drive, Steve Benning performed a Level One inspection of the truck. What an amazing experience!

ATA staff is currently reviewing the details of this NOI, and our initial review has found that FMCSA is not yet defining a maximum speed, but is soliciting comments to a specific set of questions, and evaluating data on speed limiting devices to determine a maximum speed setting. The NOI will be published in the Federal Register and can be found here. (https://www.fmcsa.dot.gov/regulations/docket-no-fmcsa-2022-0004-parts-and-accessories-necessarysafe-operations-speed) We will provide further details, including summary documents as soon as staff completes an in-depth review. It is important to note that this is not a final rule.
