Planning stages are almost complete for the highway construction project from the Keystone Y into Rapid City (US Route 16). Projections show that this route will not handle the steadily increasing flow of traffic. It is important and nice that the DOT keeps the SDTA informed and invited to highway construction projects to get a point of view and concerns from a trucking standpoint. Myron felt that because of the constant use of this highway by the log haulers, this might be best attended by me. Construction won’t be scheduled to start until 2026 and will begin with the redesigned intersections of US Highway 16 and Catron Boulevard and US Highway 16 and Neck Yoke Road. I attended the stakeholders meeting for the Catron Boulevard and Dale Haggberg and Dale Siemonsma joined me for the Neck Yoke Road stakeholders meeting. There were a couple different options for both intersections. We shared our views and what we felt would be the safest and best choices to keep a steady flow of traffic. The Catron Boulevard intersection scenarios were a displaced left-turn intersection (also known as a continuous flow intersection) and a single point interchange. The single point intersection would be considerably more costly, but I felt it would be safer, more familiar and keep a more continues flow of traffic. The two Neck Yoke Road intersection options were a reduced conflict intersection (RCI), or a signalized intersection. The RCI intersection will not allow a left tun from the side roads, but will rather allow a j-turn or u-turn to access the main road in the opposite direction. The signalized intersection is just what it says. This would be a traffic light at the intersection that would stop the steady flow of the US Highway 16 traffic. I am not sure why this was ever considered to be an option, but we certainly voiced our objection. Final intersection reports will be submitted in May. The US Highway 16 next stakeholders meeting is scheduled for June.

The 2020 Legislative Session started on the 14th of January. I actually headed west with my vehicle loaded for “winter camp” on Monday, the 13th of January. As in past years, I will be preparing bill status reports. It is my intent to distribute those reports by email on a weekly basis. If you have staff members that are curious as to what is happening in the state Capitol but are not getting my legislative updates, simply supply me with their email address and I will get them on the list. The bill to particularly watch this session is one that provides for warranty rates for auxiliary power units and refrigeration units that are fair and similar to other warranty rates in the industry. For your use in lobbying the issue, I will highlight the bill when a number is assigned. I really have no special or different predictions as to what will happen in this session of the legislature. There will be some new faces and I’m sure there will be some new and some old ideas that will be considered. It sounds like industrial hemp has a chance to make it through the process this year. As in past years, the SDTA will be holding a legislative reception in conjunction with the South Dakota Automobile Dealers Association. That event is scheduled for the evening of Monday, January 27th. Most legislators enter the room and ask, “where is my trucker?” If possible, it would be nice to see a number of SDTA Members join the group in Pierre. Your SDTA Board of Directors are meeting earlier in the day; keep in mind that all SDTA Members are welcome at any board meeting. This event provides a very good opportunity to rub shoulders with state lawmakers and share with them what we do for the economy of this state. As in past years, if you have questions about an issue that is being considered by the state legislature, please do not hesitate to give me a call. Reprinted from ATA Safety Council Update FMCSA Minimum Random Testing Rates Increase in 2020 On Wednesday, January 1, 2020, the DOT’s FMCSA increased the minimum annual random controlled substances testing percentage rate from 25 percent to 50 percent of the average number of a carrier’s driver. In a ruling published by the FMCSA in August of 2001, the Agency determines whether the minimum annual percentage rate for controlled substances increases or decreases. The final ruling indicated that the ultimate decision to increase or decrease the minimum annual percentage rate would be based upon the motor carrier industry’s positive random controlled percentage rate. The performance-based system states the minimum annual percentage rate must increase when data collected shows the positive rate is greater than or equal to 1 percent. Due to an increase in positive results collected in the 2018 FMCSA Drug and Alcohol Testing Survey setting the mark at 1.06 percent, the FMCSA was required to raise the minimum annual percentage rate. In 2016 and 2017, the positive controlled substance usage rates were 0.7 percent and 0.8 percent, respectively.

Drug and Alcohol Clearinghouse On Monday, January 6, 2020, FMCSA’s CDL Drug and Alcohol Clearinghouse became operational. Due to capacity issues, many Clearinghouse users trying to register, query, upload, or find information experienced error messages. FMCSA is working to resolve the capacity issues as quickly as possible. However, in the meantime, below is the specific language that FMCSA will be posting and disseminating regarding the hiring process while users are unable to access the Clearinghouse. Notice: The clearinghouse is currently experiencing some intermittent technical issues. If you are an employer currently experiencing technical difficulties accessing the Clearinghouse and are unable to conduct required pre-employment queries, you may hire a driver using solely the procedures set forth in 49 CFR 391.23(e). Once FMCSA has determined and announced that users are able to access the Clearinghouse, pre-employment queries must also be conducted as required by section 382.701(a). ATA recommends that employers currently experiencing technical difficulties document those difficulties. Sugar crash effects and how to fix them: It’s all about balance, moderation and consistency Written by SHN Staff December 19, 2019 The sugar high is all fun and games until the resulting sugar crash affects the quality of your day. The term refers to the sudden drop in energy levels after consuming a large amount of carbohydrates. This can include pastas and pizza but is usually more common after eating simple carbohydrates, also known as simple sugars, such as desserts. A sugar crash often causes undesired symptoms that can disrupt productivity and energy levels throughout the day. Kelsey Herrick, senior dietitian at Sanford Health, suggests balance, moderation and consistency are the most effective ways to avoid these crashes. Herrick shares her knowledge on sugar crashes, how to avoid them and what to do if you get one. What does a sugar crash feel like? You may experience a crash after indulging in high amounts of carbohydrates, especially simple sugars such as cake and ice cream. Although the human body needs sugar, it also needs the amount of sugar to remain at a consistent level. When the body has more sugar than it’s used to, it rapidly produces insulin in an attempt to keep the levels consistent. This causes blood glucose to decrease, which results in a sudden drop in energy levels, also known as hypoglycemia, or a sugar crash. With this drastic drop in energy, the body can experience undesired symptoms such as: • hunger • irritability • fatigue

• discomfort • anxiety • headaches

• difficulty concentrating • excess sweat • jitters

• shakiness • dizziness

Sugar crashes generally cause us to be incredibly distracted throughout the day, which leads to a lack of productivity and concentration. Confusion, abnormal behavior, the inability to complete routine tasks and blurred vision are also common symptoms, especially for those who have diabetes. People with diabetes may experience more severe symptoms such as loss of consciousness, seizures or coma, if the crash is harsh enough, because of their increased sensitivity to inconsistent sugar levels. How to avoid: Herrick stresses the most effective way to avoid sugar crashes is to incorporate balance. The key is keeping blood glucose levels consistent, which can be done by balancing meals with the appropriate amounts of protein sources, fiber and fats: Eat a variety of foods. To keep blood glucose levels consistent, keep a balance of all major food groups and nutrients. All meals and snacks eaten throughout the day should include a mix of protein, fiber, carbohydrates and fat. If a high-carb meal or snack is consumed without any sources of protein, fiber or fat, blood glucose levels drop. This drop causes a sugar crash. If you’re going to eat simple sugars, eat them with or after other meals. Simple sugars are foods that contain refined sugars and very few essential vitamins and minerals. Examples of foods that contain simple sugars include fruit juice, milk, desserts and candy. Avoid a sugar crash by making sure to eat them with foods containing fat, fiber and protein. Eat less but more often. Eat smaller portions every two to three hours throughout the day. Continue to eat breakfast, lunch and dinner, but eat smaller portions at those meals and incorporate two to three snacks a day in between those staple meals. Don’t restrict any foods. Avoid overindulging but enjoy it all. Consume all foods, drinks and desserts in moderation, especially simple carbohydrates/sugars. Just be sure to eat your simple sugars with other nutrient-dense meals to avoid a sugar crash. Plan your meals. To ensure each meal or snack includes an appropriate balance of carbohydrates, protein and fat, plan meals ahead of time. It typically works best to plan each meal at least one day prior to consumption. By sitting down and planning meals, you can make sure you have a proper balance for the next day. Your doctor can refer a registered dietitian to help with personalized meal planning advice if needed. Fixing a crash: Overall, it’s important to have a variety of foods throughout the day to avoid a sugar crash, but it’s also important to know which foods “fix” a sugar crash. While it’s common for people to think they can beat a sugar crash by eating more carbohydrates for energy, it will only temporarily boost energy. The underlying problem is protein malnutrition, which won’t be resolved by eating a candy bar. During a sugar crash, the body is looking for protein sources to balance out blood glucose levels. So make sure to eat some protein. Otherwise the sugar crashes will continue.

Who will be the next SDTA Driver of the Month? DRIVER RULES:

Driver may be nominated for Driver of the Month for any outstanding act of heroism, a contribution to highway safety, an extraordinary act of courtesy, an exceptional deed or act of service to mankind within the community reflecting positively on the motor carrier industry, or for a long period of safe and courteous driving. An outstanding act shall be deemed to mean unusual or other than the normal every day courtesies afforded by truck drivers.

ELIGIBILITY:

1. The nominated driver must be an employee of a member in good standing of the South Dakota Trucking Association. 2. The nominated driver must have been employed by the present employer for at least two years and have a minimum of five years overall experience. 3. South Dakota domiciled* drivers are eligible for nomination for an outstanding act performed in any state. * The intent of the word “domiciled” shall be interpreted to mean: Any driver reporting to or regularly dispatched from a terminal within the State of South Dakota (in keeping with Federal Motor Carrier Safety Regulations definition of his home terminal) regardless of where the driver may dwell. 4. A driver may receive the Driver of the Month award only one time in any contest year. He/she may be renominated in any subsequent year. 5. Nominations for outstanding acts on the highway shall be accompanied by supporting evidence (letters, statements, news clipping, etc.). A clear, factual account is absolutely necessary. Vague generalizations will not be accepted. 6. A copy of recent driver motor vehicle record check must accompany the nomination. 7. Drivers nominated and not selected as Driver of the Month will be held over and used in the following month’s selection. Nominees not selected in either of these two months may be renominated for any future month’s selection. 8. Entries must be in the office of the South Dakota Trucking Association no later than the 10th of each month for that current month’s contest. 9. Nominations may be made by any party, but must be approved by the employer or a representative of the employer. 10. The annual contest will run from September of the previous year through August of the current year. 11. Company agrees to submit a professional, head and shoulders, black and white photo of entry upon notification of winning. (3” X 5” preferred)
