Am I proud of this Association? You bet I am! Those who could break away from their business routine to attend the SDTA Winter Board meeting and legislative reception and sundae bar in Pierre on February 8th, were rewarded with numerous networking opportunities . Opportunities not only with other trucking firms, but also with face-toface interactions with our South Dakota legislators. The legislative reception was very well attended because our Senators and Representatives WANT to meet with us, hear our concerns, and better represent and advance those concerns during the 2021 session. It is certainly a plus for us that our lobbyist, Myron Rau, is held in high regard by our legislators…they trust him to be straightforward with them as they seek his advice on numerous issues, in addition to transportation. Always contact Myron with your questions and concerns; he is only a call away. To organize such a huge undertaking as was the legislative reception takes an experienced and “detail” person. SDTA certainly has that in Michelle Wells, Executive Assistant. Kudos to Michelle as she celebrates 30 years in service to SDTA. Michelle’s anniversary calls to mind how fortunate I am that the staff has so many years advancing our agendas: Myron, 20 years; Pam Kolseth, 44 years; Jay Steensma, 21 years; and Patty Hinz, 12 1/2 years. Thanks to them all. And hey! I just realized that I personally have been a SDTA member for 40 years. Not to toot my own horn, but simply to relate that you have experience in your corner for any questions or concerns. My personal cell is 310-5553….call me! Now I have a question for us all: When was the last time that you invited another company to join SDTA? I am guilty of not doing very well in this area, but am always surprised when I mention joining, and BOOM! we have another new member. See what you can do in 2021 to expand our association’s membership. Our NextGen group is doing very well in cultivating young truckers to join and expand our ranks. We “old timers” need and appreciate their ideas and energy. The week of February 15th, driving across Nebraska on I-80, I was frustrated to see DOZENS of semis disabled, in dangerous weather, along the roadside from gelled engines and flat tires from frozen brakes. Fortunately, I saw no accidents. To their credit, tow truck operators and highway patrol personnel were out in the frigid weather helping the disabled trucks. Until next time, I wish you engines that don’t gel up, tires that don’t go flat, and continued safety for you and yours.

Congratulations to Robert Christian, Christian Trucking, Inc., Spearfish, SD. He was selected as the February 2021 Driver of the Month by the South Dakota Safety Management Council. Robert has been a professional logging truck driver for over 22 years. He was instrumental in the development of the Black Hills Log Haulers Association (BHLH). He also serves as their President. He built a relationship between SDTA and BHLH which brought numerous new log hauler members to SDTA. Robert along with the help of SDTA were able to establish an excellent working relationship between the mills and the log haulers. Robert served on the SDTA Executive Board of Directors and currently holds the position of Immediate Past President. Robert and his wife Susan are the parents of one adult child, Kathy Ann. Robert and Susan reside in Spearfish, SD. The South Dakota Trucking Association joins the Safety Management Council in congratulating Robert Christian for being selected as the February 2021 Driver of the Month.

SINCERE CONDOLENCES... NORM THORSTENSON 8/21/29 to 1/19/21 We are sad to tell you the news of the passing of Norm Thorstenson, at the age of 91. Norm was the owner of Thorstenson Trucking, Selby, SD. He was a member of the SD Trucking Association for many years. Funeral services for Norman Thorstenson were held on Saturday, January 23, 2021, at St. John Lutheran Church in Selby. Burial was at the Selby Memorial Gardens under the direction of Kesling Funeral Home of Mobridge. Because Norman was civic minded in lieu of flowers the family requests memorials directed to the Bethlehem Cemetery, Walworth County Care Center, Selby Lions Club or the Lake Hiddenwood Foundation.
CAROL BULTSMA June 12, 1937 - December 1, 2020 Carol Ann Bultsma (Hoving), 83, of Platte, SD passed away Tuesday, December 1, 2020 at Platte Care Center Avera. Funeral Services are 2:00 P.M. Saturday, December 5, 2020 at the Platte Christian Reformed Church. Carol Ann Bultsma (Hoving) was born on June 12, 1937 to William and Anna (Streelman) Hoving in Roseland, Illinois. She attended Roseland Christian Grade School and graduated high school from Chicago Christian School. She was united in marriage to Theodore (Ted) Bultsma on June 15, 1956 in Chicago, IL at the Roseland Christian Reformed Church parsonage. Carol worked for a train company in Chicago before she began her lifelong career as a devoted wife and mother. She and dad started their family living on the south side of Chicago where the first four children were born to their union, before making the move with their young family to Platte South Dakota in 1963. Three more children were born into the family after they moved to South Dakota. Along with managing the house and caring for her large family, Carol was also the sole bookkeeper for their business Bultsma Truck Line. Carol was a member of the Platte Christian Reformed Church and served as a church Calvinette Leader. She was also a long time 4-H Leader, participated in bowling league, and was a member of the local Red Hat Ladies and TOPS. Baking and creating beautiful handiwork were two of Carol’s passions. There was always something baking or just baked when anyone stopped at her house and she loved to share banana bread, cookies, or her famous almond rolls with family and friends. She gifted her handmade counted cross stitch samplers, crocheted baby blankets, and prayer shawls to her family. Carol loved afternoon tea and especially with company so she could get out her collection of tea cups. She will be fondly remembered for the love she showed to all her family. Carol was preceded in death by her husband of over 63 years, Theodore (Ted) Bultsma (Dec. 4, 2019); parents, William and Anna Hoving; an infant twin son, Daniel; a grandson, Logan Theodore Frei; a granddaughter, Janel Reed; and two sons-in-law: Raymond Urban and Kevin Antonsen. International Roadcheck Set for May 4-6 with Emphasis on Lighting and Hours of Service Greenbelt, Maryland (Feb. 2, 2021) – The Commercial Vehicle Safety Alliance (CVSA) has set May 4-6 as the dates for this year’s International Roadcheck. Over that 72-hour period, commercial motor vehicle inspectors in jurisdictions throughout Canada, Mexico and the U.S. will conduct inspections on commercial motor vehicles and drivers. “CVSA shares the dates of International Roadcheck in advance to remind motor carriers and drivers of the importance of proactive vehicle maintenance and driver readiness,” said CVSA President Sgt. John Samis with the Delaware State Police. “International Roadcheck also aims to raise awareness of the North American Standard Inspection Program and the essential highway safety rules and regulations in place to keep our roadways safe.” Inspectors will ensure the vehicle’s brake systems, cargo securement, coupling devices, driveline/driveshaft components, driver’s seat, exhaust systems, frames, fuel systems, lighting devices, steering mechanisms, suspensions, tires, van and open-top trailer bodies, wheels, rims, hubs and windshield wipers are compliant with regulations. Inspections of motorcoaches, passenger vans and other passenger-carrying vehicles also include emergency exits, electrical cables and systems in the engine and battery compartments, and seating. Inspectors will be looking for critical vehicle inspection item violations, outlined in the North American Standard Out-of-Service Criteria. If such violations are found, the vehicle will be placed out of service, which means that vehicle cannot be operated until the identified out-of-service conditions have been corrected. Vehicles that successfully pass inspection, without any critical vehicle inspection item violations found after a completed Level I or Level V Inspection, should receive a CVSA decal. In general, vehicles with a CVSA decal are not re-inspected during the threemonth period during which the decal is valid. Instead, inspectors focus their efforts on vehicles without a valid CVSA decal. (continued on page 23) TRUCKING NEWS ~ PAGE 21

International Roadcheck Set for May 4-6 with Emphasis on Lighting and Hours of Service Continued... Also during an inspection, inspectors will check the driver’s operating credentials, hours-of-service documentation, seat belt usage, and for alcohol and/or drug impairment. A driver will be placed out of service if an inspector discovers driver-related outof-service conditions. Each year, CVSA asks its member jurisdictions to capture and report data focusing on a certain category of violations during International Roadcheck. This helps bring awareness to certain aspects of a roadside inspection. This year, inspectors will capture data on two categories, corresponding to the two main inspection categories of the North American Standard Level I Inspection – driver operating requirements and vehicle mechanical fitness. For the driver category, hours of service will be highlighted this year, and for the vehicle category, inspectors will be paying special attention to lighting. According to the Federal Motor Carrier Safety Administration, the lighting violation “lamps inoperable” (Title 49 Code of Federal Regulations 393.9) was the number one vehicle violation in fiscal 2020, accounting for approximately 12.24% of all vehicle violations discovered that year. And during last year’s International Roadcheck, the top driver out-of-service violation category in North America was hours of service, accounting for 34.7% of all driver out-of-service conditions. “It’s important to remember that International Roadcheck is a data collection effort,” said Sgt. Samis. “The inspections conducted during the three days of International Roadcheck are no different from the inspections conducted any other day of the year. Other than data collection, the inspection process is the same.” As was the case last year, in consideration of COVID-19, law enforcement personnel will conduct inspections following their departments’ health and safety protocols during 2021 International Roadcheck. In addition, as the COVID-19 vaccine rollout continues, every effort will be made to get vaccine shipments to their destination, quickly and safely. COVID-19 vaccine shipments will not be held up for inspection, unless there is an obvious serious violation that is an imminent hazard. International Roadcheck is a CVSA program with participation by the Federal Motor Carrier Safety Administration, the Canadian Council of Motor Transport Administrators, Transport Canada, and Mexico’s Ministry of Communications and Transportation and its National Guard.
