This month, I am addressing quite a few different subjects: #1: To purchase a new semi or not to purchase a new semi? I really like my 2014 Peterbilt, but with almost 900,000 miles, and a serious overhaul in its future, the dilemma looms. With all due respect to our truck dealer friends, the price of a new semi is daunting, to say the least. (If I can even GET a new semi right now, with the chip shortage). I know of a guy who spent an inflated price on a used semi and then added $40,000 in additional chrome and lights. I have a tough time getting my head around his rational, but it’s not my money. Do I sound overly conservative, or simply cautious? So, I am leaning towards going ahead with the overhaul and keeping the semi that I like. #2: Much has been written about the supply chain difficulties. I feel the worst scenario is starting to improve. The ports and the ocean carriers are finally figuring it all out, even at inflated prices. In visiting with national trucking companies they tell me the prices are being forwarded to the consumers, but there is no sign that the consumers are backing off of their appetite for material goods. And so it continues… #3: I’ve recently had difficulty with a South Dakota government entity concerning keeping my medical certificate updated and current. After visiting with that office twice and still not resolving the matter, I reached out to Myron Rau and he suggested that I submit my paperwork three different ways: email, snail mail and even fax. None of us should have this level of difficulty in any particular government entity. I have heard that I’m not the only one having these issues. More to come as I find out more. #4: The recent East River Legislative Reception and NextGen gathering was well attended and was well worth the time and effort to attend. We were treated to delicious food and a few beverages of our choice, as we re-connected with our area legislators about topics important to our industry. The legislators are interested in hearing our concerns, and in tandem with Myron and Christine, will take those concerns with them to Pierre in January. There is no substitute for interacting face-to-face with legislators, as they learn more about our industry and learn to trust us in the industry. My thanks to Myron, Christine and Michelle for making this another successful gathering. #5: All SDTA members are encouraged to attend the Winter Board Meeting in Pierre on February 14, which is held in conjunction with another opportunity to visit with our SD legislators. It is vital that many of our members attend to learn as much as possible from Myron, Christine, and our citizen legislators. Details are listed further in this publication. #6: Until next month, I wish you the blessings of the Christmas Season and a profitable and safe 2022.

GREETINGS SOUTH DAKOTA TRUCKING ASSOCIATION MEMBERS

While generally 13 isn’t considered a lucky number, as I write this I can’t help but to think it’s a fortunate one. I joined this team just 13 weeks ago, jumping in with both feet on September 7th and attending our conference the very next day. I enjoyed getting to meet so many of you in person and connect on some of the issues that the trucking industry is facing. It is obvious that the nation has a new found respect for transportation companies, especially when the toilet paper shelves are empty. I am grateful for the hiring committee and all the work they did to vet the candidates. To say I’m blessed with this opportunity is an understatement. One of the things that attracted me to this association is the incredible team. The longevity and knowledge they bring to the table has served you all well and will into the future. I look forward to continuing to get to know them and learn from them as well. Now, at the core of any association are its members. We are clearly only as strong as our membership. I have spent the last 13 weeks traveling across the state learning about the logging industry and all the challenges. I have ridden along with drivers discussing the challenges of intra and interstate trucking. I have sat down in trucking companies discussing new federal regulations and the impact they have on South Dakota. I have attended Safety Management Council meetings to discuss how we can ensure our industry is safer for all. Just recently the staff at the Department of Revenue offered IFTA and IRP training at the SDTA office for the staff and I ~ so we can better serve you. I have yet to get to everyone at this point, but my hope is to continue to show YOU the value you bring to your association and the value WE can provide by serving you. At the end of the day we ARE stronger together. As we move into 2022 our goal is to continue to serve and connect with our current members as well as growing our base.

DECEMBER 2021 DRIVER OF THE MONTH

Todd Anderson

Professional Truck Driver Todd Anderson, professional truck driver for Johnson Feed, Inc. (JFI), Canton, SD, was selected as the December 2021 Driver of the Month by the South Dakota Safety Management Council. Todd has been a professional truck driver for the past 16 years, with the last 5 years logged for JFI He has 2 million accident-free miles in his career, with over 600,000 of them logged for JFI. As a driver, Todd is a safety role model. He goes above and beyond. He completes every task safely and on time and maintains a positive attitude. Todd was on the cover of Overdrive Magazine in July of 2021. Todd and his wife Joy are the parents of eight: Brit (31), Caleb (29), Lucas (29), Kia (28), Gauge (28), Caitlin (25), Erika (24), and Kristin (19). They reside in Greene, IA. The South Dakota Trucking Association joins the Safety Management Council in congratulating Todd Anderson for being selected as the December 2021 Driver of the Month.

Our Foundation is Built on Gratitude In October 2014, Travis and Deb Penrod were reflecting on how fortunate they had been and moved to create and provide the seed money for a private foundation to fund charitable causes. The Second Step Foundation was born. Travis, the CEO of Interstate Companies, Inc., and Deb, invited their adult children to share in the foundation’s operation and mission. The family agreed to serve on the foundation’s board of directors and took an active role in identifying registered non-profit organizations whose missions are consistent with the foundation’s goals. In 2019, they expanded their efforts to include their family business, Interstate Companies, as a partner in the foundation. Entry-Level Driver Training

Entry-Level Driver Training Requirements for CDL Applicants The new Entry-Level Driver Training (ELDT) regulations require that all entry-level drivers of commercial motor vehicles (CMVs) receive training from a provider listed on FMCSA’s Training Provider Registry. Beginning February 7, 2022, to be eligible to take required skills or knowledge tests, commercial driver’s license (CDL) applicants must have completed applicable entry-level driver training from a registered training provider. Use the scenario chart below to determine if you are required to complete entry-level driver training.

If A driver holds a CLP that was issued before February 7, 2022...

Then The driver is not required to complete entry-level driver training, as long as the driver obtains a CDL before the CLP expires.

A driver was issued a CDL or an S, P, or H endorsement before February 7, 2022…

The driver is not required to complete entry-level driver training for the previously-issued license or endorsement, even if it has since lapsed.

A driver holds a CLP that was issued before February 7, 2022, but the CLP expires before the driver applies for his or her CDL…

The driver must complete the required entry-level driver training.

A driver obtains a CLP on or after February 7, 2022...

A driver held a CDL prior to the compliance date, and applies for an upgrade to a higher class of CDL, or an S, P, or H endorsement for the first time on or after February 7, 2022…

The driver must complete the required entry-level driver training.

The driver must complete the required entry-level driver training for the class of CDL to which the driver is upgrading or the endorsement(s) for which the driver is applying.

ELDT EXCEPTIONS. The ELDT regulations do not apply to individuals that are not required to have a CDL as outlined in 49 CFR part 383, or for whom the state has waived the CDL skills test.

What must drivers do to meet the ELDT requirements? Complete training with a registered training provider Entry-level drivers must select a training provider that is listed on the Training Provider Registry. Only registered training providers will be able to submit certification of a driver’s completion of entry-level driver training to the Training Provider Registry. When am I eligible to take my CDL skills or knowledge test? Training must be completed before taking a CDL skills test or, if the driver is applying for the H endorsement, the knowledge test. If the State Driver Licensing Agency cannot electronically verify that these requirements are met, the State is not permitted to administer the CDL skills or knowledge test to the driver.

Gail Palmer, brother and Diana, sister-in-law to Alton & Donnalee Palmer, Alton Palmer Trucking, Rapid City, both passed on October 4th. Diana died peacefully in her home the morning of October 4th and her husband Gail passed that same afternoon at the Good Samaritan Hospital in Lafeyette, CO, with his family at his side. Contact us:

They start at 11:30 a.m. and are usually done around 1:00 pm If you are unable to attend the meeting in person, there is an option for every meeting to join via Zoom.

Dues are collected annually for the SDTA Safety Management Council. The cost to be a participant is $60 for first company representative and $20 for additional representatives. Feel free to attend a meeting first if you’re wondering if you’ll see the value. I guarantee you will find that a $60 investment is a STEAL OF A DEAL! HIGH CHOLESTEROL It’s time to talk about high cholesterol. While it may not be the first thing that comes to mind when you consider high-cost health issues among your employees, it actually plays a much larger role in your employees’ health than you might think. Cholesterol, a waxy, fat-like substance naturally produced in the liver and assists with cell function. Cholesterol isn’t all bad — as long as you don’t have more of it than your body actually needs. Genetics typically determine how much cholesterol the liver makes, but certain lifestyle behaviors — like an unhealthy diet, lack of physical activity, tobacco use, and being overweight or obese — can lead to an excess of LDL (“bad”) cholesterol that causes fatty plaques to build up in arteries. And that’s where the trouble starts.

According to WebMD®, high cholesterol levels are linked to a higher risk of cardiovascular disease, diabetes, and high blood pressure. Heart disease is the leading cause of death in the U.S, and costs around $207 billion annually in lost productivity and medical expenses. To make matters worse, 99 percent of U.S. adults have at least one risk factor for cardiovascular disease. Because healthier employees are less likely to call-in sick, employees with multiple risk factors for heart disease will cost you more in medical care, absenteeism, and lost productivity than those with just one or none of those risk factors, according to the Centers for Disease Control and Prevention (CDC) . High cholesterol is often a silent condition, meaning it produces no obvious symptoms and can go easily unnoticed (and untreated) for decades. Research has shown that levels can

Start here to help your employees manage high cholesterol As with other health conditions, the workplace is actually an ideal setting to encourage lifestyle changes that positively impact your employees’ heart health. The CDC recommends taking a multi-faceted approach that includes employee health surveys, health-related educational materials, activities or challenges, periodic blood cholesterol screenings available on-site, and even lifestyle counseling and one-on-one education to help high-risk employees.

BE WELL WITH WELLMARK Take small steps to encourage healthy behavior Because high cholesterol often stems from modifiable lifestyle behaviors, like diet, exercise and tobacco use, you can start small with workplace policies to help support employees with high cholesterol. Here are just a few ideas you can easily implement:

Driver may be nominated for Driver of the Month for any outstanding act of heroism, a contribution to highway safety, an extraordinary act of courtesy, an exceptional deed or act of service to mankind within the community reflecting positively on the motor carrier industry, or for a long period of safe and courteous driving. An outstanding act shall be deemed to mean unusual or other than the normal every day courtesies afforded by truck drivers. Eligibility: 1. The nominated driver must be an employee of a member in good standing of the South Dakota Trucking Association. 2. The nominated driver must have been an employee by the present employer for at least two years and have a minimum of five years overall experience. 3. South Dakota domiciled* drivers are eligible for nomination for an outstanding act performed in any state. * The intent of the word “domiciled” shall be interpreted to mean: Any driver reporting to or regularly dispatched from a terminal within the state of SD (in keeping with the Federal Motor Carrier Safety Regulations definition of his/her home terminal) regardless of where the driver may dwell. 4. A driver may receive the Driver of the Month award only one time in any contest year. He/she may be renominated in any subsequent year. 5. Nominations for outstanding acts on the highway shall be accompanied by supporting evidence (letters, statements, news clippings, etc.). A clear, factual account is absolutely necessary. Vague generalizations will not be accepted. 6. A copy of recent driver motor vehicle record check must accompany the nomination. 7. Drivers nominated and not selected as Driver of the Month will be held over and used in the following month’s selection. 8. Entries must be in the SDTA office no later than the 10th of each month for that current month’s contest. 9. Nominations may be made by any party, but must be approved by the employer or a representative of the employer. 10.
