An alleged drunk driver accused of killing a Point Loma Nazarene University graduate has been ordered held in jail on $2 million bail. Lucas Makana Riley, 24, of San Diego, was killed Aug. 20 on state Route 67 in a fiery crash. Roy Thomas Dunkin, 51, of Ramona, pleaded not guilty Aug. 24 to gross vehicular manslaughter while intoxicated and driving under the influence of alcohol, with injury to three other people. “The PLNU community is deeply saddened by this sudden and tragic loss,” said PLNU president Bob Brower. “We share in this grief and our prayers are with Lucas’ family, fiancé and friends.” “A 2014 alum, Lucas studied art education at PLNU and was a very talented sculptor,” said Brower. “Most recently he was the chief assistant to PLNU art professor, David Adey, in the

installation of a permanent public art piece for the County of San Diego.” Riley was engaged to Shawna Wickwire, a 2013 PLNU graduate, and they were to be married in October. The public art piece is in Little Italy. The college president described Riley as “incredibly talented, hardworking, and a kind and gentle soul who will be greatly missed.” Riley was driving a Mini Cooper that was struck by Dunkin’s Chevrolet pickup truck, which clipped a Buick sedan in front of him, resulting in a head-on crash. Riley’s car burst into flames and he died in his vehicle. San Diego Superior Court Judge Fred Maguire set a preliminary hearing for Sept. 7. Dunkin had bandages wrapped around his arm as he broke his wrist in the crash. He remains in jail.

How do I access the funds in my parents accounts when they die?

There several different types of accounts which must be analyzed to determine how to do this. Often times you may be a signer, transfer on death, or pay on death on the account. Authorities are continuing their investigation into a serious gas leak that didn't harm anyone, but caused a couple of hundred people in Ocean Beach to be evacuated overnight on Aug. 22. Reports came in about a strong odor of natural gas around the 1700 block of Bacon Street. “After we were notified about the smell of gas in an alley, SDG&E’s customer service technicians arrived at the scene at 5 p.m.,” said SDG&E spokesperson Stephanie Donovan. “There was no reason to assume it was an emergency situation. “The level of gas they found in the area however was concerning,” said Donovan. “There is no higher priority than to ensure the safety of everyone in the affected area including residents, SDG&E crews and other emergency personnel, which included a HazMat team.” About 200 residents were subsequently evacuated. “As a safety precaution, SDG&E crews also turned off the electricity in the area to eliminate a potential

ignition source, which affected about 370 customers (some of whom were not in the direct vicinity of the leak),” Donovan said. “We wanted to make sure everyone got out of the area quickly and safely.” Donovan pointed out combustion with natural gas is tricky, as the mixture has to be in just the right proportion, approximately 5 percent to 15 percent, not too rich nor too poor, to enable combustion to occur. After nearby occupants were evacuated from structures, utility crews turned off gas, and electricity, to allow repairs to be made to the damaged gas line. “It took several hours for the crews to evaluate the best place to turn off the gas because of safety concerns and the careful, painstaking effort required to excavate the pipeline – much of which was done by hand,” said Donovan, noting gas was finally shut off at 10:50 p.m. Work crews then had to purge the lines to get gas out that was still trapped. “The crews worked through the night to locate the source of the leak, and to make repairs,” Donovan said. “Once all the gas measure-

ments were at zero, power was turned back on and residents were allowed to return to their homes at 3 p.m. Tuesday, Aug. 23. “What caused the leaks is still under investigation,” Donovan said, noting evacuated residents “were cooperative and frankly, very appreciative of our crews.” The American Red Cross set up a temporary shelter at the Ocean Beach Recreation Center for the evacuees, and stationed a food truck for them at the corner of Del Monte Avenue and Bacon Street.

Art piece planned for Nimitz Boulevard The Point Loma Association has begun to work on putting an art piece on the Nimitz Boulevard median. The Point Loma Association redesigned the Nimitz Boulevard median in 2014, digging up all the black asphalt and replacing it with succulents, decorative rocks, and stamped concrete borders. The Nimitz Median was specially designed with a concrete pedestal so that a statute could be placed in the median. The pedestal is located toward the “Welcome to Point Loma” sign and the Ocean Beach skate park. As it stands The Point Loma Association doesn’t know what the statue will depict or what the overall theme of the piece will. These decisions will only come through conversations with the city, who will have to approve the piece, sizing, and the artist. The Point Loma Association is looking to other various art pieces around San Diego for ideas and examples to show the city. “Hopefully installation will begin with in the next 12 months,” says Point Loma Association board member Robert Tripp Jackson, “but we’re at the mercy of the city.” So far there has been a small amount of dialogue between the Point Loma Association and the city. The Point Loma Association has been trying to remind the city that this art piece was approved with the median in 2011, in an effort to move the process along. The art piece is only possible because of a generous donation by Dorothea Laub.

Emotions ran high with many Ocean Beach residents after learning that one of the oldest Torrey pines in the community was cut down on Aug. 22. The 73-foot-tall tree on the 4600 block of Saratoga Avenue was nearly a century old and known to many as Esperanza. For several weeks the Torrey pine has been the center of a conflict between residents of Ocean Beach and the City of San Diego. The City said the tree posed a public safety hazard and was not healthy enough to be saved. The Friends of Peninsula Trees group disagreed and then agreed and then splintered on the decision to remove the massive pine. “In light of the recent independent arborist’s analysis of Esperanza, the Torrey pine tree on Saratoga Avenue in Ocean Beach, Friends of Peninsula Trees now agrees with City’s concerns that the tree is not healthy enough to be saved,” the Friends of Peninsula Trees group posted on its Facebook page the week before it was cut down. “The failing condition of the tree is directly as a result of the neglect, improper maintenance and the unqualified tree service that was subcontracted through the City of San Diego. The City has not adhered to its own public tree policy, which led to this unfortunate situation,” the Friends of Peninsula Trees added. But there were other voices within that group and the community who were still against the removal of the tree. Neighbors and other residents, who were for saving the tree, hired an independent arborist. He stated the Torrey pine in question was a "low-risk" to the community. Many residents agreed and felt that with just a little love, and a good trim job, that the problem would be solved.

The opinion among the neighbors on Saratoga Avenue was that proper ongoing maintenance was needed for this one tree, as well as with several other old Torrey pines that are still standing on the same block. They believed there would be more dialogue with the City about saving the pine. But on the early morning of Aug. 22, residents were shocked to hear chainsaws cutting down one of their favorite Torrey pines. The police had quickly taped off the block to prevent any interference. On Aug. 11, the City of San Diego alerted the Ocean Beach community that the landmark Torrey pine would be removed on Friday, Aug. 12. Local activists quickly joined forces to temporally stop the tree removal by a public protest and sit-in.

Long road to success for Ocean Beach Noodle House owner Former Cambodian refugee gives back to community he loves BY DAVE SCHWAB | THE BEACON

Restaurateur Steven Yeng considers himself an Obecian even though he was born in Cambodia of Chinese extraction. “My parents and grandparents were from Kwantung, China and they migrated down to Cambodia for a better life,” said Yeng, who coowns OB Noodle House & Sake Bar at 2218 Cable St. and OB Noodle House Bar 1502 at 4993 Niagara Ave., as well as having recently acquired Gallagher's Irish Pub, which is has been renamed The Holding Co., at 5046 Newport Ave. OB Noodle House actually had its roots in Cambodia. “My dad would go up into the mountains and hunt wild game and he brought it back and set up a grocery stand selling noodles and pork leftovers,” said Yeng, noting his mom also got into business “sewing clothes and selling them like at a swap meet.” But the Yeng's long-term plans got sidetracked by the Khmer Rouge who took control of Cambodia and instituted a tyrannical regime best known for the “killing fields” ethnic cleansing. That drove the Yeng family to a Thailand refugee camp where they lived for four years.

Yeng said the refugee camp was more like a prison. “We lived in a hut,” he said. “We got robbed. Every day we feared for our lives. My dad bribed a general so that our hut could be near where they had armed guards and we felt safer.” Then fate – and luck – interceded in the Yeng's behalf. “Our family was sponsored by an OB family who didn't have children to come to the States,” Steven said. “We came here, literally with $20 in our pockets, and didn't speak English.” Yeng said he was welcomed to OB “with open arms,” which led to his lifelong commitment to the community. His parents saved their money and started a successful donut shop where Steven cut his teeth early-on as an entrepreneur. “I used to work there after school because my parents couldn't afford to hire labor,” he said, noting his parents continue to work there seven days a week. Then in late 2007, Steven got a chance to start his own business when a space opened up at Cable Street and Voltaire. “They called it the 'war zone' because no businesses had ever sur-

vived there for long except for dive bars,” Steven said. “We started with just four tables, and then expanded next door when business exploded. “Every business I've taken over is in a spot where everyone else had failed,” Yeng added. Yeng said OB Noodle House's success, with long waiting lines out the door, was a combination of being in the right place at the right time with the right concept. “We had healthy, inexpensive food made quickly,” he said. “It was a good combination. Once people tasted it – they liked it.” A couple of years ago, Yeng expanded his operations to include Bar 1502 on Niagara. Now he's acquired The Holding Co., which he intends to redevelop. “Right now it's only for ages 21 and up,” he said. “I prefer having a restaurant to a bar, so we want to downgrade to serving 50 percent food and 50 percent alcohol, and turn it into a nice family restaurant where people can bring their kids.” Yeng believes strongly in giving back to the community. So much so that, in 2015, he was voted OB Citizen of the Year. An Ocean Beach Elementary alum, Yeng, a big Chargers fan, hosts monthly concerts as fundraisers benefiting the

school. His next benefit concert, with guest Charger lineman DJ Fluker, is Sept. 2. Yeng remains bullish on OB. “It's revitalizing with lots of new restaurants and other businesses,” he said of the beach community adding, “I think this is the beginning (of something bigger). We're starting a revolution bringing more businesses to the community, and getting existing businesses to step up their game creating better food, etc. We're pushing each other

Wave Goodbye to MS fundraiser in Ocean Beach set for Sept. 10 BY SCOTT HOPKINS | THE BEACON

At the age of 9, Point Loman Steve Bettis bought his first surfboard for $3. Starting then, he became one of those people who can't seem to find enough speed and excitement in life, an adrenaline zealot. Bettis, a 1967 graduate of Point Loma High, taught martial arts, earned a pilot's license and flew airplanes. He even delighted, as a construction supervisor on high rise building projects, visiting with his crews on hazardous unfinished upper floors wearing no special safety gear. His surfing career even involved a trip to the U.S. championship at Cape Hatteras in 1974 where he took seventh place. He later was sponsored by such companies as Gordon & Smith, Hobie and Corky Carroll among others. A naturally outgoing and cheerful person, Bettis' life seemed to be perfect. He had everything he wanted, including a loving wife (Viki) and kids (daughters Jenny, Sarrah and son Kyle). But after experiencing balance Steve Bettis issues in 2006, he went to a doctor who gave him a medical test. "I thought it was just a pinched nerve," Bettis recalled. "I didn't think too much of it." But doctors called the 57-yearold back for additional testing and an MRI. Four doctors gathered as Bettis and Viki awaited the diagnosis. "You have multiple sclerosis," they said somberly. Bettis was, of course, devastated by the news. "It was pretty intense," he said during lunch at a Kensington-area Burger Lounge near his current home. And so his life began to take a downturn, a slide that continues today. He no longer is able to enjoy his ocean, to feel the exhilaration of riding waves both in California and on foreign beaches. And as the unsolvable disease continues to take its toll on his body, he has been confined to a wheelchair for several years. "From my chest down, nothing operates like it should," Bettis explained. "I'm not broken-hearted, it just is what it is. "The disease affects everyone differently," Bettis added, "and for me it's been a little more rapid progression than I'd like to see. Most people have relapsing-remitting MS, but mine is secondary progressive." Relapsing-remitting MS is char-

acterized by unpredictable relapses followed by months or years of remission with no new signs of disease activity. Secondary progressive MS victims have progressive neurologic decline between acute attacks without any definite periods of remission. Normally, it takes about 19 years to arrive at this level after first diagnosis. But, typical of his bright and optimistic character, Bettis decided to take a proactive approach to the disease that is slowly changing his life. "I had this idea in the back of my head that there had to be something I could do that would help more people than just me," he said. He envisioned a fundraiser involving his beloved ocean, and after a naming contest among Facebook friends, Wave Goodbye to MS: Paddle for the Cure was created in 2014. And on Sept. 10, the third annual event gets under way on the grass of Veterans Park in Ocean Beach along Abbott Street between Newport and Santa Monica avenues. The event begins at 9 a.m. and runs until 2 p.m. and entertainment will be non-stop. The focus activity involves a 1.25 mile paddle around the Ocean Beach Pier that is "not for the faint of heart," Bettis said. Participants may use surfboards, boogie boards, SUP boards, kayaks, canoes or any other human-powered device for this special opportunity. "I saw people make it all the way around on an inflatable alligator raft," Bettis said with a chuckle. San Diego Lifeguards will be stationed along the course to assist anyone in need. A website (wavegoodbye.org) has a sign-up form for the paddle event or those who wish to make donations. Onsite paddle registrations will also be taken. Another ocean event will be a stand-up paddle surf contest sponsored by Revolt Life Style magazine. Point Loma band Mother Grundy will play throughout the event, while there will be plenty of food and refreshments on hand including burgers donated and cooked by Hodad's. Raffle drawings and a silent auction will be held for special prizes including surfboards "all donated by the good people of Point Loma and Ocean Beach," Bettis said.

It's not a good way to start the season when your team has more turnovers than points scored. That was the case for much of the game as Point Loma Pointer fumbles and interceptions repeatedly stopped them last Friday night in a 21-8 loss to host El Camino at Herb Meyer Stadium. The frustration for coaches and a good turnout of fans who made the long rush-hour trip was the Pointers moved the ball on the ground with ease for much of the first half, yet were down 14-2 at halftime. With yardage from a quintet of running backs including Michael Blakley, Antonio Quintanilla, Antonio Pelayo, Josh Ball and fullback Mathew Faa'lele, the Pointers took the opening kickoff and marched down the field with quarterback Kyle Grady directing the action. Two yards before the end zone, the Dogs coughed up the ball, the 'Cats recovering. But on the hosts' first play, the ball was snapped high over quarterback Jaden Casey's head into the end zone as Pointer Patrick Rutledge alertly pounced on the ball for a two-point safety with only 4:24 gone in the game. They did not score again until, with just 4:58 left in the game, Grady, scrambling out of the pocket to his right, threw a pass that covered 50 yards in the air to the right corner of the end zone. Sophomore receiver JL Skinner used every inch of his 6 foot 5 inch height to leap and grab the ball for the Pointers only touchdown of the game. What happened in between often was marked by disappointment and missed opportunities. Following the Wildcat kickoff, the Pointers again marched down the field with relative ease, only to fail on a fourth-down play close to the brown-and-gold suited hosts' goal. This time El Camino found its offense, with Casey completing a pass and run play of 60 yards before running back/linebacker Chris Brown scored from nine yards with 10:54 left in the first half for a 7-2 lead the Pointers couldn't catch. On the night, Brown ran for 155 yards, scored twice, intercepted a pass and broke up a crucial fourthquarter Pointer pass at the threeyard line. After moving the ball well for several plays, another Pointer fumble

gave the Cats a 50-yard field which they covered quickly, Brown scoring from the 32 to give his team 14 points in just 2:26 of elapsed second-quarter time. The Pointers again fumbled, this time on their own 38, but another errant Wildcat snap resulted in a Dog recovery with 3:19 left before halftime and a chance to take the lead. Two plays and 56 seconds later, a Pointer pass was intercepted, wasting their final good scoring opportunity of the first half. The Dogs caught another break early in the second half when Casey's pass was intercepted by Pelayo. This time, they moved the ball well again, including a nice pass reception by Gabe Hall. But a fourthdown halfback option play inside the Wildcats five-yard line was intercepted in the end zone to frustrate the Pointers yet again with 1:49 left in the third quarter. For the game, Quintanilla led the Pointers with 88 yards on eight carries. The Wildcats added their final score when, with 7:32 left in the game, Manuell Kariuki easily caught a 34-yard pass in the end zone with no defenders within ten yards of him. "I thought our kids came out and did what we expected, which was move the ball well," said a disap-

pointed Pointer head coach Mike Hastings after the game. "We did, but didn't put it in the end zone. Any time you turn the ball over it's disappointing because I thought tonight we really beat ourselves. El Camino's a good football team, but our team's better than we showed tonight. With five turnovers, it's hard to win any football game." The Dogs did, indeed, show a strong running game and tough run defense. But from now on, let local bakers produce the turnovers.

Extra points: n The Pointers will be eagerly awaiting a doctor's findings this week on the left leg and ankle of top player Faa'lele. The 6 foot 2 inch tall junior, a returning all-league player, was injured late in the game carrying the ball on offense. Trainers had iced and wrapped his leg from knee to ankle but he appeared in intense pain as a Wildcat staff member drove him to the team bus in an electric cart. n Only the Pointer freshmen were victorious against the Wildcats, winning 15-8. The JV team lost 12-7. n This week's varsity game against Ramona is a Friday evening affair at Clairemont High, kicking off at 6:30 p.m. n A pre-season poll has the Wildcats finishing third in the Avocado League.

Red Sails Inn on Shelter Island Drive, a traditional restaurant with a laid-back, sailboat-themed dining room serving steaks and seafood, has been sold to nearby Brigantine, which plans to remodel it and reopen it as a new restaurant concept. “It's true, the Red Sail is going away,” said the bayfront restaurant's co-owner Bill Dargitz, who added, “It was a good time for us to sell.” Dargitz admitted he and his father Jack's departure from the restaurant business they've owned for a quarter century will be “bittersweet." “We were hoping they (Brigantine) were going to keep the name and the identity,” Dargitz added. Mike Morton, president of Brigantine Inc., said they'll be closing Red Sail briefly for remodeling, and will re-open it with a new theme. But he added Brigantine will give hiring preference to existing Red Sail employees, and will likely retain some popular menu items. Morton said the new restaurant will be named Ketch, a sailing craft

with two masts in nautical terminology. “The name is a play on the restaurant's being seafood-centric,” said Morton, noting Brigantine, which doesn't open before 10 a.m., intends to keep its new re-imagined restaurant open for breakfast on the weekends, and likely a day or two during the week. Morton added that the new Point Loma Ketch will be a prototype for a second restaurant Brigantine is opening in downtown San Diego where Anthony's was previously on the Embarcadero. Depending on how well permitting goes, Morton said the goal is to have Point Loma's Ketch “up and running by Dec. 1." Dargitz noted Red Sail actually was started downtown in the '20s and '30s by Carlsbad's Palomar Airport creator Jack Allen Davis, before being moved to its current location. He said he and his father are proud to have maintained an eatery that “appealed with the locals.” “Every time you came in the place was pretty much the same, had the

same menu and atmosphere, which is why people came here, as well as for the food,” Dargitz said. Dargitz said Red Sail will officially change hands this week. He hopes to do something special for the occasion. “I'm hoping we may have a band,” Dargitz said, adding he's appreciative of the loyalty of his customers, some of whom he noted, “Have come here every day.” Morton said Red Sail will be redesigned to “open it up more to the street, adding more glass and more natural light creating a more indoor-outdoor feel." The Brigantine president pointed out his company remains 100 percent family owned. “I work with a couple of my siblings in the company,” he added. In parting, Dargitz said, “I'd be lying if I said I wasn't going to miss this place.” Dargitz, however, had one final request. “I hope they keep our World War II diving suit and helmet we have up front. The kids love that.”

Here she provides cyber safety tips for parents just in time for the summer months when kids may be home alone more often. Know your child’s passwords and review their social media sites weekly. Ask them how they know new friends or connections and if they don’t know them, do not allow them to follow. Kids often have numerous accounts. Along with reviewing who is following them, look at their activity. If there isn’t a lot of activity, they may be using a different account. Investigate further. Be sure that geo-tagging is off on all social media sites, which prevents someone from identifying where your child is

posting from. Teach them never to post the name of their school, home address or areas where they frequently hang out. Assume that status updates, photos and videos posted on social networks are permanent. Just because a profile is deleted or information is removed, older versions can continue to exist on other sites. Never allow your child to arrange a face-to-face meeting with someone they’ve met online by themselves. Teach kids to not respond to messages that are inappropriate. Encourage children to tell an adult if they ever encounter anything that makes them feel uncomfortable. Parents and guardians should consider downloading a monitoring service app that allows them to view the child’s smartphone activity. Cyberbullying over the weekend spills into school on Monday. Inform school officials if your child was involved in a cyberbully incident so that they can monitor the situation during the day. PAID ADVERTORIAL

Don’t dismiss the issue. Whether your child plays it down or is seriously upset, get involved. Parents of “bullycide” victims (kids who have committed suicide due to bullying) frequently comment that they wish they had taken the issue more seriously. If necessary, get law enforcement involved. Many school districts around the country have a police officer or several assigned to the school who are always on campus. This would be the first law enforcement personnel to approach. Ask him/her for their suggestions on handling the situation. Teach your child to get involved. It has been shown that the best person to help stop bullying is a peer who intervenes. If your child witnesses someone getting bullied online encourage her/him to tell you. As hard as it is in the music business for musicians to make an impact, it’s even harder for the promoters who put on the shows they play. Not only can they be up against indifferent audiences, but they have to navigate venue requirements, arrange travel for outof-town performers and coordinate at least a dozen musicians per show. There Vania Zamora are quite a few established promoters in the San Diego area, from the legendary, such as Tim Mays, to the up and coming such as Gale Hopping. Newest on the scene is Vania Zamora, who among other venues, books shows at two of Ocean Beach’s top nightspots, Mother’s Saloon and Winstons. Upcoming events include The Etc., The Hellflowers and Comfort in Chaos on Sept. 24 at Mother’s Saloon and Law, No Kings, Nate Hancock and Chad Martin at Winston’s on Oct. 20. While Zamora is a San Diegan, uniquely, she works with an out-oftown promotion group, the Orange County Music League (OCML). “Above all, I’m a fan of music,”

Zamora explained of the choice to work with out-of-towners. “Everybody in San Diego seemed to be grouped in certain circles and I wanted to work with a wide range of genres. As I go to shows from reggae to Americana, I wanted a team that covered everything.” She found OCML on Facebook and discovered likeminded souls just up the coast. Notably one key point is being against pay-to-play situations, where bands either don’t get paid for their travel or work, or in worstcase scenario, actually have to give money to the venue to perform. “OCML have the exact same vision as me, which is to help local musicians, provide them with a stage to play on and have the artists paid for their performances,” she noted. “So I try to find venues that pay a guarantee as opposed to a percentage of the door. To me everyone involved is putting in the same effort, so they should pay equally.” Zamora has been involved in music since 2009, working at everything from online radio to band management, but appears to have found her niche in concert promotion. While San Diego is a major concert market, she notes things could always be better. “The city’s music scene is solid in certain areas, but needs help growing in others,” she said good naturedly. “There are a lot of excellent musicians that are being over-

looked. Those are the ones that I try to get under my wing and try to push them out and give them more exposure.” One area where Zamora hopes to turn things around is having audiences stay for an entire show, something that is actually quite rare in 2016. “I want to get the scene back to what it was in high school when I was growing up, when I was first got into music back in the ’90s. People used to love to go to shows and stayed from beginning to end. Now what I’ve experienced is most people just come and see the one band on a show, out of a three- to fiveband line up, that they know, and then leave. I want to encourage people to stay for the whole thing, with strong bills.” To this end she asks all the bands playing an event to also stay for the whole show and support each other. “This also has the possible effect of having their audiences stay and catch the sets from other bands as well, so they can discover music they might not have otherwise. Everybody wins,” she remarked. With numerous successful events behind her, Zamora is happy with her efforts so far and hopes to continue indefinitely. “My favorite thing is the music,” she said. “I was already involved as a fan, but I love helping bands and watching them grow. I like being beneficial to them in some way.”

The funds are administered by a nonprofit organization established by the neighborhood. CBDs work to attract businesses in vacant buildings, improve signage, dispose of trash, trim trees, enhance street lighting, act as a public forum and city liaison, and coordinate programming like street fairs and farmers markets. Jon Linney, chair of Peninsula Community Planning Board, noted formation of a new geographically centered historical district is a worthwhile suggestion. “Avenida de Portugal has been the heart of the Portuguese community in Point Loma since the 1880s,” Linney said. “This CBD will tie so much of the culture and the history together into one walkable street. Any proposed Little Portugal CBD would be subject to the assessment ballot proceeding regulations spelled out in the California Constitution. “We are seeking donations to hire New City America to spearhead this project,” Silva said. “ New City America has developed more than 70 CBD districts nationwide. They have the experience and city connections to make this vision a reality.”

Silva noted New City America (NCA) would facilitate the Little Portugal project in two phases, the Investigation Phase and the Formation Phase. The Investigation Phase educates the business and property owners in the designated “goal” area on the benefits a CBD will provide to them. “NCA would invite the business and property owners to develop a steering committee to study the boundaries and create and distribute

a written survey to the property owners establishing support for the special benefits district with the designated area,” Silva said. “NCA will then present the survey results to the steering committee and brief local City officials as needed.” Silva pointed out, If support exists for the district formation, “NCA will then work with the City to develop the necessary paperwork on preparing documents related to the CBD formation process to be presented to the City Council.” Once the CBD plan is finalized and property verification forms are sent out to all affected property owners, The management district plan is developed. That plan stipulates the costs per property owner; lists special benefit services to be funded; benefit zones; (if any); frequency of services; boundaries; and management by a newly formed Little Portugal Owners Association. “The plan will then need to be certified and approved by the mayor’s and city attorney’s offices to initiate a petition dive,” said Silva adding the total cost for both phases is roughly $80,000. “This is why we need your support. No tax-deductible donation is too small,” concluded Silva.

circulation, land-use, environment and community. One of those weighing in was Denny Knox, executive director of Ocean Beach MainStreet Association Business Improvement District. Signage was among her major concerns. “We’ve thought of a lighted sign over Newport Avenue like they have in other small communities,” said Knox. “We’re working on consolidating all the signs in the business district so we have fewer individual signs all up and down each pole. We’d like that to be done sometime soon.” “If we win the lottery,” quipped Knox, “we would really like to redo the sidewalks and curbs – but that seems highly unlikely.” Noting “the City will be changing out the tops of our decorative acorn street lamps and will put in LED lighting next year (promised next summer),” Knox pointed out, “We’re hoping to see some mini spaces for parking motorcycles at the end of each parking strip.” The workshop's suggestions will be collected and summarized, and the findings will be compiled into a report, said John Ambert, an architect and chair of the Ocean Beach Community Planning Board who's guiding the workshop discussion. “This report will be used to facilitate a follow-up discussion with local architects, engineers, and planners at a community event in October in partnership with the AIA San Diego's Archtoberfest,” Ambert said. Ambert noted the goal of these workshops “is to submit a document of the findings and recommendations to the City of San Diego identifying future Capital Improvement Projects on and around Newport Avenue that will make our community a more healthy, resilient and sustainable neighborhood.” Two other OBecians, Craig Klein, OBCPB treasurer, and Dan Dennison, attended the Aug. 24 visioning charette. Both shared their views on what transpired. “They're going to be repaving Newport Avenue and they asked us to put together a wish list of what we'd like to see happen on Newport,” said Klein, who answered, “a traffic signal at the intersection of Newport and Bacon,” when asked what his wish list included. "There are a lot of things you can do," pointed out Dennison, noting maps on infrastructure and drainage were prominently displayed on five workshop tables. Dennison, however, asked, “Will we (OB) be inclined to influence what the city does this year?” “Probably not,” said Dennison answering his own query while adding the workshop itself “was a good gathering. “My wish list would have more pavers at crosswalks to give it a different texture from the street,” Dennison said.
