Trio of local athletic fields get green light for various upgrades BY DAVE SCHWAB | THE BEACON It’s full-speed ahead for plans to upgrade three Point Loma sports fields — Dana (now David Wells Field), Point Loma High and Correia Middle School — as groundbreaking was held June 30 on a $1.4 million upgrade of Dana to replace natural grass with synthetic turf. “This field will be a lasting tribute to everybody from our school district to our community to our city,” said Mayor Kevin Faulconer during the groundbreaking, noting it was
an example of “teamwork coming together to make this happen.” Major League Baseball AllStar player and Padres pitching legend David Wells, for whom the field is named, is a Point Loma High alum. “Obecian/Point Lomans like myself had rock fields” to play on in their youth, adding that upgrades will make it a more “even playing field,” Wells added he’s “just a coach and baseball guy” lauding the mayor and City CounSEE FIELDS, Page 13

OB’s July 4 fireworks display Marshmallow wars could still happen, but be prepared always a blast for celebrants BY TONY DE GARATE | THE BEACON
BY DAVE SCHWAB | THE BEACON The Fourth of July is going to be a blast — literally — with numerous pyrotechnic displays up and down the San Diego coast, including Ocean Beach’s 35th annual fireworks extravaganza. “There’s always an exciting finale,” promised Denny Knox, executive director of the Ocean Beach MainStreet Association (OBMA), the community’s Business Improvement District, about OB’s always-dazzling display. Fireworks launched from the Ocean Beach Pier at the end of Newport Avenue will begin at 9 p.m., capping a day of picnicking, swimming and frolicking in the sand and surf for thousands of Independence Day visitors along Newport Avenue. “The fireworks will last about 17 or 18 minutes,” said Knox, adding it’s hoped pre-event publicity will also extinguish any “fireworks” associated with this year’s annual post-display marshmallow war on Newport Avenue.

His father was in on it from the beginning in the late 1980s. It start as innocent mischief — a “fun little family thing where two warring streets were trying to one-up each other and started throwing marshmallows back and forth,” Grosch said. If the Ocean Beach Town Council (OBTC) has its way, buying or selling marshmallows for Independence Day is going to be as socially dubious as cigarettes, ammunition or pornography. The Town Council last year called for an end to the notorious “Marshmallow War,” and it looks like they mean business. They're pulling out all the stops and recruiting volunteers to prevent it from happening, said organizers during a June 25 monthly public meeting of the OBTC's Board of Directors. The OBTC has persuaded at least nine Ocean Beach businesses to refrain from selling the puffy treats, lest they be used as weaponry after the annual public fireworks display at the pier, according to board member Steve Grosch. Midway planners give initial OK for possible med-pot dispensary siting BY DAVE SCHWAB | VILLAGE NEWS The Midway Community Planning Group conditionally approved two medical marijuana cooperatives at their June 16 monthly meeting and called a July 2 special meeting to review six more. Group chairwoman Melanie Nickel
told the packed room at San Diego Community College’s West Campus that discussion on the agendized items was not to be about the pros and cons of medical marijuana, but about whether or not proposed cooperatives fit in with the Midway Community Plan now being updated. “We will focus on land use, health and
safety, parking and security,” said Nickel noting the group’s job was merely to make recommendations as to whether applicant’s projects comply with the community’s general plan. She added it’s not the advisory group’s purview to rule on whether applicants meet the standards of the new medical marijuana coopera-

They used to say the entryway sign on Sunset Cliffs Boulevard was so fragile it was ready to fall apart once the termites decided to stop holding hands. Ever since the wooden sign was installed in 1984 by the Ocean Beach Town Council, it’s been an epicurean delight for the termites. Thirty years later, the party’s over for the insects, and a fresh, new look awaits passersby. The new sign, unveiled June 18 in front of a small crowd of onlookers and community leaders, is an exact replica of the Samuel Wald design it replaced, with the familiar seagull, sky and sea. And yes, just as it did in the old sign, the great big letter “O” still leans, like much of the community in Ocean Beach, to the left. The only constituency unlikely to approve of the new sign are of the entomological six-legged variety. There’s nothing to munch on in the new sign, which consists of high-density foam — the same material used to make surfboards — and aluminum. “This is OB’s sign. This is what signifies OB,” said District 2 Councilman Ed Harris. “And it’s not just a sign, it’s a landmark. It represents that you’ve come home.” The unveiling capped a three-year effort to replace the sign, which had also been damaged by rot, ocean air and sun. The Town Council invited citizens to offer ideas on how to replace it, resulting in 20 proposed designs. In an election last year, Town Council members decided none of the new designs could beat the original designed by Wald, a longtime community advo-

cate and volunteer who died in 1989. Funding for the sign came in the form of a $7,500 Neighborhood Reinvestment Program grant from District 4 San Diego County Supervisor Ron Roberts. In the county’s latest budget, the program allows the five supervisors to allocate $2 million each to projects they deem worthy. “They were well-spent dollars,” Roberts said. “The sign was falling apart. It was an endangered species.” Jim Musgrove, the OBTC’s Community Enhancement chairman who spearheaded the effort, said citizens tried unsuccessfully to extend the life of the sign. “We repaired it twice before with bondo and paint. And community members would come out here and touch it up, give it a face-lift. But it (degraded) beyond that,” Musgrove said.
One of those touch-up efforts included putting red paint on the “O” more than a decade ago. The new sign restores the capital letter to its original white color. Painting the letter red “turned out to be not such a good idea because at night when the lights are on, the O disappeared,” Musgrove said.

In June, Peninsula planners got an update on San Diego International Airport’s north-side development and debated — before postponing until July — final consideration of Point Loma Village, a proposed three-story, mixed-use condo project on Rosecrans and Byron streets. Many residents turned out at the Peninsula Community Planning Board’s monthly meeting at Point Loma Library on June 19 to protest redevelopment projects calling for higher density, insisting the largely single-family residential neighborhood is not suited to such development. Ken Wilschetz, director of planning at the San Diego Airport Authority, which makes decisions on Lindbergh Field improvements, discussed progress being made on north side’s ongoing redevelopment, which includes a $264 million, 17-acre consolidated car-rental facility. Airport redevelopment also includes a new fixed-base operator facility as well as a new centralized receiving and distribution center to serve Lindbergh Field. “The airport master plan is the last plan we’re going to have for this airport’s one runway, which will not be lengthened,” said Wilschetz, adding the airport plan’s goal is to “make every square foot of the airport site as efficient as it can possibly be.” Wilschetz said plans for the north side’s redevelopment include “a pedestrian bridge over Pacific Highway” in order to “take people back and forth on airport roads much better than we have now.” FOR THE FULL STORY, VISIT PENINSULABEACON.COM.

Following the parade, there will be crafts, games, contests, and informational demonstrations that represent the activities enjoyed in the 1800's. The stage will be filled with free entertainment such as historic dancing, vignettes, and patriotic music. All of the museums will be open and, as always, free to the public.

City Council set to put brakes on proliferation of oversize vehicles BY DAVE SCHWAB | THE BEACON Local reaction to the oversize-vehicle ordinance (OVO), which is to take effect citywide in August, has been positive, with the general consensus being it will rid streets of unwanted vehicles while preserving quality of life. “This gives people a clear way of complying with the ordinance while getting oversize vehicles off the streets,” said Mayor Kevin Falconer, noting the ordinance is affordable for citizens who will be able to get temporary permits for recreational vehicles online. “The oversize vehicle ordinance really addresses safety and quality-of-life issues,” said District 2 City Councilman Ed Harris. “We already have a great deal of density in our beach communities and that density only increases during summer months.” Harris said oversize vehicles parked on city streets for weeks at a time is a problem. “Visibility is reduced for drivers, and access to driveways and alleys is often compromised,” he said. “Parking is already a challenge for folks coming down to the beach just for a day.”
District 1 City Councilwoman Sherri Lightner agreed. “This could provide some relief for parking-impacted beach communities and other non-coastal neighborhoods that have pervasive problems with oversize vehicles,” Lightner said, adding the biggest complaints her office hears from local residents is that vehicles are too big for neighborhoods, causing public safety, qualityof-life and environmental problems. The City Council adopted the revised Neighborhood Parking Protection Ordinance June 17, said city public information officer Bill Harris. He said the ordinance bans overnight parking of “oversize vehicles, non-motorized vehicles and recreational vehicles.” Oversize vehicles are defined as any vehicle, including any attached trailers, vehicles or loads thereon, that exceeds 27 feet in length and 7 feet in height.” The new ordinance also allows owners of recreational vehicles to obtain a permit allowing overnight parking within one 24hour period. The first two cooperative applications dealt with by Midway planners in June are located at 3430 Hancock St. and 3570-3572 Hancock St. After presentations by applicants on both projects, and discussion among planning group members of their merits, the two were conditionally approved by wide vote margins of 8-2-1 and 9-1-1, respectively. One point of concern that among
planners’ discussion of both cooperatives was whether either would be considered to be too close to youth-oriented facilities to be legal under the city’s new ordinance. In question is whether both proposed cooperatives would be too near the Valley View Casino Center (formerly the San Diego Sports Arena) and nearby Rock and Roll San Diego, a building housing a music camp, either of which could be construed as “youth oriented” under cur-

rent city guidelines. Midway planners insisted that they expect cooperative applicants to come forward with complete plans prepared to discuss questions related to their providing ample parking and security for their facilities. Planners were also concerned that applicants leasing portions of buildings for medical marijuana cooperatives not be allowed to expand beyond their designated areas.

Seniors Helping Seniors Honors Client Who Served as WASP During WWII During World War II, a select group of young women pilots became pioneers, heroes, and role models. They were the Women Airforce Service Pilots, WASP's, the first women in history trained to fly American military aircraft. The WASP program was born in 1942 to create a corps of female pilots able to fill all types of flying jobs at home, thus freeing male military pilots to travel to the front. Thirty-eight WASPS were killed in service in World War II and about 100 of the more than 1,000 WASPs are still alive today. Dana’s new artificial field is to include a painted track and field workout area to be used for youth PE education to focus on strength and agility training, as well as facilitating youth baseball. Wells, a former New York Yankee, Toronto Blue Jay and San Diego Padre pitching star, and newly named baseball head coach for his alma mater at PLHS, was taken up by the San Diego Unified School District (SDUSD) on his offer to improve Dana Middle School’s baseball field, which Point Loma High varsity and junior varsity teams also use. But to do that required the city and school district to sever an agreement between them, under which the 7.3acre field had been jointly operated since 1994. The field was turned over to exclusive SDUSD operation by the City Council earlier this year. A proposal contained in PLHS’s longrange site master plan now being revised would provide the previously unlit PLHS with stadium lights to consist of four 90foot-high towers allowing for maximum lighting of the field and minimal spillover into nearby properties, said school officials. The PLHS master plan athletic stadium upgrades will consist of bleacher renovation, installation of a press box and a new sound system, as well as stadium lighting. But plans for the PLHS stadium lighting has drawn the ire of some neighbors, who fear the stadium complex project at Point Loma High may be a prelude to commercial use of athletic fields to generate revenue for SDUSD. Fears about commercialism being the underpinning for improvements to Point Loma’s three sports fields is completely unfounded, said SDUSD trustee Scott Barnett, who represents beach-area schools. “That is an absolute false and disturbing rumor meant to frighten people about commercial use,” said Barnett, who noted a full-blown environmental impact report is under way on proposed PLHS stadium lighting and addresses traffic and noise. “The neighborhood will not be impacted as much as some people think.” Pointing out PLHS is one of only three high schools districtwide whose stadium fields do not have lights (Mission Bay High has lights under construction), Barnett added the new Correia Sports Complex “will take the pressure off use of PLHS for sports tournaments and actually reduce the usage of highimpact events like big soccer tournaments currently going on at PLHS.” Murphy said upgrades under way at Dana/Wells Field do not include lighting. He said the new Correia Sports Complex, which could be completed as soon as summer 2015 if all goes well, does include lighting. “But the lighting is not expected to be controversial because there’s a big buffer around that school,with big, wide streets,” said Murphy.

Newly adopted city budget gives boost to lifeguards, libraries, parks and police BY DAVE SCHWAB | THE BEACON

The news is mostly good for public safety, infrastructure improvements and parks and libraries in San Diego City Council District 2’s beach areas, as the city’s adopted 2014 budget devotes more funding to those areas which have largely gone wanting in recent, more fiscally lean times. Among other things, the new budget, which took effect July 1, adds ffour hours a week at branch libraries, keeping them open more hours than they’ve been in a decade. The 2014 budget also will bring police staffing to 2,000 in fiscal 2015 — higher than it’s been in at least four years. The new budget also will increase, from 34 to 43, recruits at police academies. San Diego Mayor Kevin Faulconer’s adopted budget proposal also beefs up public safety by providing raises for police officers to improve retention, purchasing body cameras for officers, creation of two more fire fighter academies and appropriating $600,000 for the Fire-Rescue Department’s Fast Response Program, which are two-person, fast-response squads in neighborhoods relatively far from fire stations, allowing them to arrive at emergencies earlier than standard four-person fire engines located farther away. Faulconer came up with $12 million more in additional revenue than he anticipated in this year’s budget and wants to spend it on parks and other neighborhood services. That extra money comes from revised predictions about how much money the city will make in fiscal 2015, including a $7.2 million increase in projected property-tax revenue and $1.4 million extra in hotel-room taxes, the mayor’s
office said. San Diego Lifeguard chief Rick Wurts said he liked what he sees in the fiscal year 2015 budget, noting it has several additions designed to improve lifeguard operations. “The first improvement is the addition of one daily lifeguard 24-hour shift at the Boating Safety Unit (BSU),” Wurts said, noting the BSU conducts a wide variety of boating rescue and enforcement functions. “It also serves as support to all other lifeguard districts within the city during periods of increased activity or emergency incidents. This will provide enhanced staffing in support of boating operations and relieve the strain placed on the BSU during periods where personnel resources are stretched or depleted,” he said. The Lifeguard Division is also receiving $500,000 to relocate the Park and Recreation Department’s carpenter shop at Quivira Basin to another city facility. “The carpenter shop space at Quivira Basin will then be converted into a locker room and sleep quarters for members of the BSU who work the 24-hour shift,” he said. “Currently, they are being housed in trailer facilities. Another $60,000 is being provided to purchase and install three boat motors needed for a lifeguard fire boat. “We are extremely grateful to the mayor and City Council for the exceptional support they give to all public safety in San Diego,” said Wurts. “These additional resources will certainly enhance Lifeguard Division capabilities and allow us to provide even stronger service to the community.” FOR THE FULL STORY, VISIT PENINSULABEACON.COM

Point Loma resident Gary Pergl took the Beacon with him on his most recent trip to Afghanistan, shown here in front of International Security Assistance Force, the NATO base coordinating all security assistance in the country and to the U.S. Embassy in Kabul, Afghanistan. He has been going to Afghanistan for the last five years to help administer the State Department’s Fulbright Fellowship program, which brings about 75 Afghan students to the U.S. every year to pursue master’s degrees.

Doggie Street Festival to spotlight World Pups Parade, authors The Doggie Street Festival, Southern California’s largest adoption-focused event, takes place Saturday, July 12 from 9 a.m. to 4 p.m. at NTC Park in Liberty Station in Point Loma. Friendly dogs, accompanied by their two-footed companions, can check out specialty vendors who will offer the latest trends in fashion, accessories, leashes, leads and pet-food products and extraordinary services to pamper pooches. Last year, thousands of dog lovers attended to celebrate and adopt from the more than 40 rescue groups and shelters who offered up adoptable dogs and cats. A record-breaking number of 166-plus animals found new loving families on Doggie Street Festival Day 2013. This year, Helen Woodward, Rancho Coastal, SD Humane, SNAP, chihuahua, Aztec doberman, spaniel, golden retriever and German shepherd rescues will be represented. New this year will be the festival’s Pet Book Pavilion, featuring best-selling authors who will appear in person and sign books. At 10 a.m., doggies will parade in soccer jerseys paying tribute to their favorite World Cup teams. VCA Animal Hospital of San Diego will provide complimentary pet exams and goodie bags to adopting parents. Veterinary Specialty Hospital will also host a hands-on, pet-focused kids’ art booth. tor Kerri De Rosier. “They like listening to music that they’re familiar with.” With an expected 2,000 people per gig, it’s become one of the most coveted events for local performers. “It used to be that we had to go find the bands, but now they find us,” De Rosier joked. “We send our members out to go see the bands. We like to have a mix, so we have some Motown, we’ve got some good old rock ’n’ roll, the Beatles, Neil Diamond. We like to appeal to a wide audience.” Early concert guests will also be treated to opening sets on a “junior stage,” featuring area youngsters who kick things off at 5:30 p.m., with the main-stage music taking place from 6:30 to 8:30 p.m. This year’s future rock stars include Fate By Friday on July 11, The Non Prophets on July 7/18, First Friday Music Club on July 25, The Sahara Grim Quartet on Aug. 1 and The California Sirens on Aug. 8. Concertgoers are encouraged to bring a folding chair or blanket to enjoy the music, but they can also order dinner from one of the catering sponsors that will offer a different taste treat per event. Supannee serves up food July 11 (Thai food); Miguel’s Cocina on July 18 (fish tacos); The Peninsula Lions Club on July 25, (hot dogs and bratwursts); The Harbor Town Pub on Aug. 1 (wings and sliders); and Stump’s Family Marketplace on Aug. 8 (fried-chicken dinners). The event is a labor of love for all, from the 11-person board of directors to the 50 volunteers, whose duties range from cleanup to selling raffle tickets. The PLSC Board of Directors recently donated $2500 to Dana Middle School’s Music Program. The donation will enable the school’s band director, Ruben Flores, to purchase and repair instruments for his fifth- and sixth-grade classes. With its mix of food, music and beautiful weather, the Point Loma Summer Concert Series is a great way to hear some favorite tunes and help the area’s residents connect. “It is a wonderful community event,” said De Rosier. “It brings all ages together. We have everybody from toddlers to senior citizens, all coming together to enjoy music.” She’s said “community” is more than a buzz word when it comes to the summer concert series. “It’s also a really great collaborative event. We have gate greeters who are Boy Scouts and Girl Scouts, as well as the Optimist club, Point Loma Rotary, Point Loma Association and more. So, in addition to the great entertainment, it’s a way to bring a bunch of other community groups together,” she said. Point Loma Park is located at 1049 Catalina Blvd. near the intersection of Varona Street. Free parking is provided at All Souls’ Episcopal Church, located at 1475 Catalina Blvd. Enter the parking lot on Chatsworth Boulevard.
