environmental impact report for proposed campus and athletic facilities upgrades at PLHS. New condo height causes controversy in Roseville neighborhood BY DAVE SCHWAB | THE BEACON

Some Roseville neighbors fear a new condo development that recently passed ministerial review with the city, bypassing the local planning group, will exceed the 30-foot coastal height limit. Emerson Street Duplexes, currently under construction at the corner of Emerson and Evergreen streets, calls for two, three-story duplexes with garages beneath a total of four dwelling units. Zoning on the property allows up to 19 dwelling units on a single, or consolidated lot, noted Mark Krencik, an architect and board member on the Peninsula Community Planning Board (PCPB). Krencik said a building permit was issued by the city for the Point Loma project on March 21. Not everyone, neighbors or community planners alike, are entirely happy with the project – or how it's being processed through the city's development pipeline. “We live directly across the street

from this project on 1360 Evergreen St. and cannot believe what they are building there,” said neighbor Italo J. Cileu, a fourth-generation Point Loman who's family has owned their property for more than 60 years.

Claiming the development resembles a “four-story building,” Cileu asked, “How did they ever get permits to build such a project? Is there no law to control the height limit?” “This is not a good fit for the community,” claimed Cileu, adding, “That area is a small, quiet community and has been for a long time. I am so afraid that once they start, they will never finish until the whole community looks like downtown San Diego.” Proposition D, a citizen initiative approved by more than 60 percent of voters in 1972, restricts the height of all buildings west of I-5 to 30 feet.

Jon Linney, newly elected PCPB chair, said the duplexes may be yet another incidence of developer's pushing the envelope with coastal height restrictions. “The fine neighborhoods we have known all our lives on the Point Loma Peninsula are slipping away – silently,” said Linney. “Silently, because the 30-foot height limit is being violated frequently.” Linney claims developers are getting creative in finding ways to get around the 30-foot height restriction. “An unknown city body adopted loopholes to the Proposition D height

limit in what is called 'Technical Bulletin BLDG-5-4,'” said Linney adding, “It was done without fanfare and out of public view.” Linney insists “lax zoning rules allow many projects to go up without any public hearing or community review.” Because of this, Linney noted that Roseville, one of the city’s oldest neighborhoods, “is disappearing one teardown at a time.” Noting some Point Loma zoning “allows 1,814 square-foot McMansions to be built on tiny 25-foot lots,” Linney pointed out that was the case recently at 2257 Froude St. (redevelopment recently approved by the city Planning Commission) even though the Ocean Beach Planning Board was never consulted. “Enough,” said Linney. “The public is fed up with forced density and planning by loophole. Citizens are pushing back and showing signs of being silent no more.” Pointing out the Ocean Beach Planning Board “spent a dozen years on a new community plan only to see it about to be gutted when the Planning Department decided to allow unlimited exceptions,” Linney said OBPB is now pushing back. “Thousands of citizens signed petitions and the City Council unanimously decided against unlimited exceptions,” he said. “A four-condo project known as the Carleton Four went up without any public hearing or review. When the PCPB learned of a rule violation and successfully protested, the half-built condominiums suddenly became half-built apartments. The builder will not be allowed to sell the units as condos.” Referencing the current condominium project at 3144 Emerson St. also being done without a public hearing, Linney noted the three-story project above an underground garage is “four stories, the way the public sees it” adding “the sound of silence is being replaced by a public clamor.”

Beach stairs in OB collapse, no immediate money for repairs The stairs to the pocket beach at Bermuda Avenue in Ocean Beach have collapsed. The city is aware of the problem, but said there's no immediate funding available for repairs. “Essentially, the stairs were exposed to a number of recent hightide and high-surf seasons coupled with prolonged wear and tear that resulted in their structural failure,” said Tim Graham, of the city's Communications Department. “Currently, there is no budget or timeline for the repair. The city is in the preliminary stages of the development planning process.” Bermuda Avenue is in south Ocean Beach, and the stairs lead to a popular pocket beach.

Midway planners propose new BID, discuss community plan updates BY DAVE SCHWAB | THE BEACON

Midway Community Planning Group (MCPG) dealt with some weighty issues in June including conformance with climate components in its ongoing community plan update, a proposal to create a new Business Improvement District and a sought-after ballot measure to raise hotel transient occupancy taxes (TOTs) to pay for downtown redevelopment. In 2015, San Diego City Council adopted an ambitious Climate Action Plan (CAP) requiring cutting carbon emissions in half and ultimately using 100 percent renewable energy over the next 20 years. City staffer Vickie White walked the advisory group through a preliminary CAP compliance evaluation for the Midway-Pacific Highway Community Plan Update. The climate “checklist” covered a sweeping array of issues including Midway's location within a Transit Priority Area (TPA) and its compatibility with the City of Villages strategy. That strategy seeks to encourage residential and commercial development within centralized areas served by mass transit discouraging commutes and cutting carbon emissions. MCPG chair Cathy Kenton, point-

ing out community plan updates typically take three years, noted “We're at year eight.” “It would have been easier if there weren't two (including Old Town) going on at once,” replied White. Noting the majority of the Midway District is within a TPA, White said the idea is to plan to make nonmotorists “feel safer and more comfortable walking and biking in the community.” White noted CAP incentives are accomplished in numerous ways including enhancing bike lanes and trails and providing wayfinding signage and streetscape, trees and other landscaping improvements. A final draft of Midway's Community Plan update is expected to be available by the end of July and in the hands of Midway planners by September, White said. She added the concurrent environmental impact report for the plan update should be out in winter 2017, with final adoption by the City Council anticipated in July 2017. Elizabeth Studebaker, advocate in the city's Economic Development Department supporting regional Business Improvement Districts (BIDs) and micro-districts, discussed the prospect of re-creating a BID for the Midway District.

Studebaker noted a BID named the North Bay Association previously existed, but has since lapsed. “There is a total of $142,000 in the account for that district still collecting interest,” Studebaker said noting “That money can't be used to created a new BID, but those funds could be spent down for eligible projects within the community, or be refunded to current business owners within the district.” MCPG planner Kurt Sullivan noted 583 surveys were previously mailed out to Midway business owners asking if they would favor BID creation. “Of those there were only 23 responses, 16 in favor and seven opposed,” he said. Studebaker agreed to return at MCPG's July meeting to answer further questions by board members about BID creation. Public relations consultant Jeff Marston clued MCPG in on the Citizen's Plan for San Diego. The plan is a proposed November 2016 ballot measure seeking to replace the current random approach to tourism-related facilities and infrastructure with an integrated, incentive-based structure encouraging a private-public partnership encouraging tourism. The story behind The Gourmet Bagger sandwich shop's menu in Point Loma is nearly as interesting as the cuisine. “We put everything in a bag, bag it,” said business co-owner and Point Loman John Buchhauser who, along with his family and twin brother, has operated the establishment for more than 20 years at 3357 Rosecrans St. in the Loma Square outdoor shopping center next to T.J. Maxx and Gamestop. “In the beginning, a lot of people thought we sold luggage,” joked Buchhauser, noting, “Everybody gets their own bag to allow them to eat food here or take it with them.” What The Gourmet Bagger sells is scrumptious, deli-style lunch fare. “We pride ourselves on our quality,” Buchhauser said. “It's the quality they (customers) like. That's what I've heard.” How many delis have calamari (squid) on the menu? You'll find it at The Gourmet Bagger. The deli used to have more southwestern décor but has since become more cosmopolitan. It however retains much of the southwestern flavor with Santa Fe chicken, chicken chipotle and Albuquerque chicken still on the menu. “Cheesesteaks, what we started out with, is one of our biggest sellers,” said Buchhauser noting Bagger

Point Loma Artists Win Top Awards Again! Julie Anderson, an artist and resident of Point Loma, won both Best Miniature and First Prize in the highly competitive June Member’s exhibition, “Light and Bright”, at The San Diego Watercolor Society. Her paintings, titled “Deck Time III“ (Best Miniature) and “Deck Time IV“ (First Place), were given the honor by awardwinning juror Stan Goudey who felt the paintings exemplified all the important

principles of good art including drawing, values, concept/composition and technique. Another of Anderson’s paintings in the Deck Time Series, “Deck Time IV, Sketch”, won Best Miniature in the May Member’s Show. Born and raised outside Philadelphia, Julie spent many childhood hours drawing horses and painting in oils. This love of art led her to a BA degree in art (Uni-

versity of Delaware) and graduate studies in art and art history (Tyler School, Temple University), followed by many years teaching art in grades K-12. A move to California in her mid-twenties allowed her to pursue her interests in outdoor activities. my artistic journey. Attracted by the effect of light and shadows, I chose landscapes, cityscapes and florals to be the subjects of my early paintings. Returning to Atlanta after graduation, she continued pursuing her love of art, taking classes in her spare time at the High Museum and Georgia State University. “Through art, I try to show my surroundings in a different way. Having lived in a city all of my life, my art reflects an urban environment. I am fascinated by people existing in a crowded world while maintaining personal space, and I love the commercial/industrial areas of cities. By combining drawing and painting with collage, I can illustrate my world, whether the work is representational or abstract.” The exhibit will continue at the San Diego Watercolor Society’s gallery through Sunday, June 26th. The Opening Reception will be held Friday, June 3 from 5:00 – 8:00 pm. Experience the artistry of tea If you want to know about Point Loma Tea, you need to get to know its owner, Cheryl Graf. Cheryl is a life-long tea enthusiast, really – since childhood. Some of her earliest memories are of spending time with her Grandmothers in the Midwest having tea parties. Her Mother, as a Minister’s wife, was well known for her hospitality, welcoming visitors to her home with fresh-baked goodies and tea. Cheryl’s first job as a teenager was assisting the British owner of a Boarding House in Bellflower, CA provide afternoon teas for her guests, serving tea, polishing the silver, and more. As a wife and mother, she often worked in Church Hospitality and

Women’s Ministries, and helped organize many tea events, from a dozen participants in a home, to kid’s tea and etiquette events, to hundreds of women in hotel ballrooms. In 2000, after a successful career in office administration, Cheryl had the opportunity to “retire” from that career, and follow her passion for tea and hospitality as a full-time career. The San Diego Foundation honored their donors last week with a luncheon at Liberty Station celebrating nearly 41 years of philanthropy. “Today, we are here to celebrate the donors and the commitment they have made to their own community,” president and CEO of The San Diego Foundation Kathlyn Mead said. “Liberty Station is a great place to do this because of what the foundation has done for the location.” The San Diego Foundation has been working since 1975 to create and maintain a healthy and safe community for San Diegans now and in the future. The foundation is always accepting donations for a variety of projects and funds accepting donations. One of these projects has been to work in coordination with the Naval Training Center Foundation on the renovation and restoration of Liberty Station. Currently, $80 million has been spent on the redesign of the former Naval Base. “There are 10 buildings left in the project area that need to be completed and we hope with the generous help of The San Diego Foundation we can complete this new and

vibrant district of San Diego,” said Lorie Martin, NTC Foundation board member. The event began with free tours of the various museums and galleries present at Liberty Station. Board members of The San Diego Foundation attributed the progress and success of the Naval Base redesign to the generous donations from members. The afternoon continued with a luncheon where specific donors were mentioned for their generosity and commitment to the foundation. “In all the work that we do but particularly the work here at Liberty Station, the partnership and trust from donors makes it all happen,” said Connie Matsui, The San Diego Foundation board member. “We want to honor you all and thank you for your generous gifts all of these years.” The San Diego Foundation has been committed to growing a vibrant region in Southern California. The foundation projects to have raised $1 billion in grant money by the end of the year. David Engel, a long-time member of The San Diego Foundation, was described by Mead as a member with an unending commitment to San Diego. Engel developed the foundation’s Climate Initiative,

which focuses on saving and maintaining the San Diego environment. The Climate Initiative works locally to decrease the negative impacts of global warming for future generations. Engel is adamant that the initiative works to bring climate action plans to members of government and wants to ensure that schools accurately teach climate science to young children. “My wife Peggy and I have always had a passion for the environment,” Engel said. “No matter where we lived we were volunteering our time to help out. This Climate Initiative not only plans action but also raises money and provides grants to local nonprofit environmental groups in the area.” According to Engel, The San Diego Foundation has proved to be an amazing organization and group of people. The Engels are so happy with the confident staff and the positive impact, they have put the foundation in their wills. “It is a great pleasure to be in a room with such kind and generous people,” Engel said. “Peggy and I love the foundation and we are proud of the things they have done for the San Diego community. I got lucky in my life and consider myself fortunate enough to be a donor.”

SAN DIEGO, Calif. — Old Town San Diego State Historic Park is celebrating travel and transportation from the era of real horsepower during “Stagecoach Days,” kicking off on July 9. Come join in old fashioned fun of the mid-1800s from noon to 4:00pm on eight Saturdays in July and August. Sponsored by Fiesta de Reyes, County of San Diego, and the Boosters of Old Town, these free events feature a different theme each Saturday such as: Days of the Vaqueros, Women of the West, Soldiers and Citizens, TwainFest and Taste of the Past. Attendees will enjoy afternoons filled with activities that reflect life in early San Diego and celebrate the West on the move. Through living history activities and demonstrations, stories and songs, visitors will gain an appreciation for early modes of transportation and daily life. All activities are geared toward children and adults of all ages.

“This year’s Stagecoach Days will be the best in our park’s history,” stated Event Coordinator Gregg Giacopuzzi. “We have added many more family friendly activities to the event this year so visitors will get a true taste of what Old Town was like in the 1800s.” The Stagecoach Days schedule is as follows: July 9 — “Games and Amusements” — Try your hand at 19th century games and amusements - long before smart phones and tablets. July 16 — “Women of the West” — Women played an important part in the development of the West. Some of their daily activities will be demonstrated on this Saturday. One of the highlights of the day will be a quilt walk throughout the park, featuring antique quilts. July 23 — “Soldiers and Citizens” — The military has been part of San Diego since its

inception. Following the Mexican American War, Dragoons, the Mormon Battalion and the Boundary Commission all had an impact on life in San Diego. See historic uniforms, weapons, and hear their stories. July 30 — “Taste of the Past” — What we eat, how we acquire it, who prepares it, how it is prepared are part of our cultural make up. This day will explore what was part of the dining experiences for people in early San Diego. While you learn about the foods of the past you will be able to try modern tastes that evoke that time, provided by the food purveyors in the park. August 6 — “Trades That Shaped Westward Expansion” — As towns developed in the West so did the need for specialized trades and artisans. Old Town San Diego will present pivotal 19th century trades that helped shape the community of San Diego. August 13 — “Days of the Vaquero” —

Vaqueros were the first cowboys in California. They were highly skilled horsemen and cattle herders who were an integral part of the early cattle trade in California. The day will celebrate their horsemanship techniques and other aspects of Californio culture. Old Town San Diego State Historic Park, with the support of the Boosters of Old Town, County of San Diego, and donations from Fiesta de Reyes, is proud to offer these free activities for adults and children of all ages. Pier fishing The Walking on Water Cafe is located on the longest concrete structure of its kind on the West Coast, Ocean Beach Pier, and is serving up delicious and fresh snacks daily. The pier itself is lined with benches, lights and fishcleaning stations making it easy and simple to fish throughout the day and then watch the sun set.

Retro glam styles Temptress is a rock ’n’ roll inspired clothing boutique located on Bacon Street. Retro cocktails Pacific Shores opened in 1941 and is one of the oldest bars in San Diego. Area Little Leaguers are squaring off in post-season all-star tournaments that could lead to a team representing San Diego in the Little League World Series, scheduled for Aug. 18-28 in Williamsburg, Pa. In the Point Loma-Ocean Beach area, two Little Leagues are active: Point Loma Little League plays at the Little Padres field complex at 1049 Catalina Blvd. and Peninsula Little League's fields are part of Bill Cleator Park at Nimitz and Famosa boulevards. Each league has divisions for TBall (ages 4-5) and differing names for players of ages 6-7, 7-9, 9-10 and the commonly-named Intermediate (11-13) level. Additionally, Peninsula offers a Juniors (13-15) division and Challenger division for disabled youths 4-18 years old. Leagues in the area are part of California District 32, an oddly shaped region that includes leagues as widespread as Claremont Hilltoppers, Scripps Ranch American, Coronado, Rancho Penasquitos, Presidio, and University City. attorney Bob Ottilie, who represents several property owners near PLHS stadium. Ottilie noted that numerous, asyet-unidentified plaintiffs in the case are most concerned about one thing. “My client's number one objective is to make certain the SDUSD complies with all (environmental and zoning) laws,” he said. Point Loma High was built in 1925 and the stadium was constructed in 1950. A grass-roots group of neighbors surrounding the stadium have long lobbied against the EIR's stadium lights component, arguing it would be a community-character buster creating more traffic, parking, noise and trash problems in an already overcrowded area. Those neighbors also expressed concern – and wanted assurances – at the May 24 SDUSD board hearing on the EIR that PLHS' field use

policy would not be “commercialized.” They fear the school's proposal to restrict the number of nighttime events held annually could be changed. PLHS' open-field policy limits nighttime events to 18, not including playoff games, or the use of the lights to allow completion of games and practices that carry over into darkness. Opponents also contend that renting the stadium facility to outside interests would financially benefit SDUSD, but not PLHS students, for whom modernization is intended. The PLHS Whole-Site Modernization and Athletic Facilities Upgrade Project, of which proposed stadium lights is a part, is the first phase of planned long-range improvements at the school. Those improvements also include demolition of the existing media center/classroom building; construction of a new three-story building, containing a new media center and 20 new classrooms; renovation of the current 200 and

NEWS 300 buildings; construction of new security features allowing a single path of access to the campus during school hours; a new arched façade along Chatsworth Boulevard that will provide some connection to the school's beloved original Spanish design; construction of turnouts for school buses to leave more space for vehicles passing in front of the campus; construction of a 150-squarefoot main distribution building for better distribution of technology; and installation of overall security improvements. Noting any proposed change in the existing PLHS open-field policy would have to come back to the SDUSD board for approval, board vice president Richard Barrera May 24 made a successful motion requiring that PLHS neighbors be given ample notice in the future should there ever be any proposed changes to the high school's open-field policy. Squabbling groups, Pro Point Loma steering committee, representing more than 800 Loma Portal

neighbors, parents and alumni opposed to new lighting, and prolights group Progress for Point Loma High School, have been lobbying for and against the controversial athletic field lighting issue via websites, Facebook pages and yard signs for the past couple years. Opponents insist light installation would be an unresolvable imposition on neighbors creating more traffic and parking problems and crime and light pollution as well as opening the campus up to commercial exploitation. Light proponents note that Point Loma is one of only three out of 15 district high schools without field lighting. They argue new lighting is long overdue and is needed by the school to promote athletics, band, ROTC and other student activities. One band member May 24 testified that lighting is so poor now at PLHS stadium that parents' sometimes have to shine their car lights on the field in order for the band to finish their after-school practices.

landmark when it was installed on a landscaping strip bordering the OB Pier parking lot. Over the years, the stylized figures representing King Neptune and Queen Mermaid, surrounded by their court of imaginative beings, offered beach visitors a light-hearted visual distraction from the drabness of the parking lot and provided a backdrop for countless snapshots and selfies. Children, especially, were attracted to the sculpture’s bright colors and Seuss-like forms. Climbing it (not recommended) was irresistible. While gods may be immortal, the sculpture was not. As time passed, the corrosive effects of salt air, harsh sunlight, vandalism, and everyday wear and tear devastated the art. Rust was literally eating away parts of Sea Gods and its vibrant, inventive color scheme was fading badly, as well. To the distress of locals, the sculpture was becoming an eyesore. Restoring Sea Gods was no easy task, requiring five months of labor by specialists from several local companies, including Thomas Marine, a custom metal fabricator based in Point Loma, and RW Little, noted for its expertise in epoxy and urethane coatings. Coincidentally, Brian Thomas, owner of Thomas Marine, and Jody Lofton, a foreman with the firm, were members of the original crew that manufactured the sculpture in 1995. “Giving Sea Gods life again is an amazing feeling,” Thomas said. Lofton, who recreated several of the sculpture’s disintegrating steel components, expects the restoration to last another generation. “Paint, anti-graffiti coatings, and welding technologies have improved substantially since the 1990s,” he explained. “The restored art should be much more durable than the original.” The $39,000 cost of the project was funded by the City of San Diego’s Commission for Arts and Culture, the same agency that commissioned Sea Gods two decades ago. According to senior public art manager Christine Jones, the commission’s responsibilities include maintaining public works of art that, like Sea Gods, are part of San Diego’s vast Civic Art Collection. Locals agree that the restoration was masterfully done and improves the neighborhood. Michael Amaya, an amateur photographer, praises the sculpture as he views it at various angles through his lens. “It’s representative of OB and the merging of the land and the water. It reflects the quirkiness of Ocean Beach,” Amaya said. Art Raya, seated on the sea wall and accompanied by his sunglasses-wearing Chihuahua, echoes Amaya’s sentiments. Sea Gods “embodies the goofy, serendipitous nature of OB,” he says. “It’s great that the sculpture has lasted as long as it has.”

The Peninsula Breakers – a 14U girls team in the Peninsula Youth Softball Association – won the Cool Breeze All Star Softball Tournament championship on Sunday, June 5 for the first time. The tournament was held at Robb Field in Ocean Beach, where teams from across San Diego County competed against each other in a twoday tournament. On Saturday, June 4 Peninsula Breakers defeated Navajo 9-4 and La Costa 11-2. On Sunday they beat Lakeside 6-2, and defeated Alpine 2-0 in the title game. “Most of our team has been playing together since they were 7 years old,” said Peninsula Breakers coach Mike Hastings. “It was the first time our team has ever won.” Their victories were due in part to the great effort by pitcher Katie

They were backed up with outstanding plays from first baseman Alexia Stroud, second baseman Riley Wilkenson, third baseman Kayla Hansen, and shortstop Gen Hope. The outfield also held a strong presence, with Chloe Owens, Lennon Moore, and Carmen Corliss. Also, Allie Eastman and Lea Robinson were key runners who contributed to the team’s outstanding tournament. According to Hastings, who is also the Point Loma High football coach, the team used a combination of timely bunts and some key hits, as well as amazing teamwork to push through the tournament and win the championship match.

Median Price of a Home in County Increased by 6.8 Percent in May The median price of a home in San Diego County rose by 6.8 percent in May, compared with the same month a year ago, while the number of homes sold jumped by 5.7 percent. According to CoreLogic, the median price of a San Diego County home was $490,000 last month, up from $459,000 in May 2015. A total of 4,033 homes were sold in the county, up from 3,816 during the same month the previous year. "May home sales picked up a bit following a relatively weak start to the spring home-buying season in April, while last month's median sale price inched closer to its all-time high set in 2007," said Andrew LePage, a research analyst for CoreLogic. "In some ways the market continues to edge toward normalcy. Distressed sales are the lowest in nearly nine years and the investor share of purchases is the lowest in about six years - closer to the long-term average."
