SeaWorld drops lawsuit The operator of SeaWorld San Diego announced April 19 that it will drop a lawsuit that challenged the authority of the California Coastal Commission to regulate animal welfare issues. The commission in October approved a project to expand orca tanks at the theme park but only under the condition that the practice of breeding killer whales be stopped. SeaWorld executives called the condition an overreach and contended that animal welfare is governed by federal and state laws that do not fall within the jurisdiction of the commission’s board. However, the company

announced last month that it would no longer breed its orcas or pursue the tank expansion project. In a letter sent to the commission on April 18, SeaWorld withdrew its development permit for the expansion and said the legal action was no longer warranted. “SeaWorld counsel [sic] soon will contact Coastal Commission counsel [sic] to discuss dismissal of the pending litigation,” the letter said. SeaWorld has been under strong pressure in recent years from animal rights advocates and their political supporters to reform how its marine mammals are handled.

Robert George Lockwood October 22, 1942 to April 21, 2016

Robert George Lockwood, born in San Diego, California on October 22, 1942 passed away on April 21, 2016. Bob-O as he was affectionately called by his family and friends passed away after a valiant fight from complications from spinal cancer. Bob was preceded in death by his parents Harry and Catherine Lockwood of Ocean Beach. Bob has two children, Jessie (Monica) and Jamie (Doug Parkes) one grandchild, Barrett, and two grandchildren, Ella, and Wyatt. Bob as he was growing up attended school at Stella Maris Academy in La Jolla, Sacred Heart Academy in Ocean Beach, he also attended Saint Augustine High School in San Diego and graduated from Point Loma High School. He is survived by three brothers, Richard (Linda) of Ocean Beach, Thomas of Kauai, and Jim of La Mesa. Bob also enjoyed all his

nieces and nephews that loved him dearly. As Bob was growing up he was an avid surfer. He was an original member of the Sunset Cliffs Surf Club, and the O. B. Longhorns. He participated in many surfing contests throughout Southern California and Hawaii. His favorite surfing spots were Osprey St., Rincon, and Malibu, and the big waves on Oahu. Bob later started a career as an electrical lineman with San Diego Gas & Electric and Southern Electric Inc. His career lasted many, many, years. He worked on numerous major projects throughout San Diego County including The San Onofre Nuclear Power Plant. He later retired and moved to the Big Island in Hawaii, to be close to his son, Jesse and his family. Bob-O loved life and had many, many friends. He was an avid bicycle rider, a good basketball player, he played basketball in leagues at the OB rec, Muni Gym in Balboa Park, Skyline, and Barrio Logan. He was involved in helping set up the three on three Basketball Tournament for the Holiday Bowl. Bob even played street hockey at the OB rec with all the kids. He loved to hike, explore, camp, and basically do anything that was fun. He will be missed by his family and friends. May He Rest in Peace. There will be a paddle out at Osprey Street beginning at 11 o'clock on Saturday, May 7, and following the paddle out, there will be a gathering at the Ocean Beach Women's Club, which is located on the corner of Bacon and Muir St. in Ocean Beach.

Truck crashes on Cañon In the early afternoon of April 23, an alleged drunk driver in a white pick-up truck traveled at a high rate of speed up Cañon Street, fishtailed near Willow Street, sideswiped a car coming down Cañon Street, left the road and flipped. The truck then hit a tree, two concrete walls, two other vehicles parked in their driveways and a utility box, then landed upside down in the middle of Cañon Street. Peninsula Planning Board elects Romanian millennial BY DAVE SCHWAB | THE BEACON

Jon Linney has been elected to lead Peninsula Community Planning Board, which advises the city on important land-use matters. Linney, 24, was elected April 21 to lead the board in his third year of service. The election was somewhat a surprise, Jon Linney given that planning groups and similar governmental bodies are typically populated by retirees and established professionals, not twentysomethings. Linney was born in Romania and housed in an orphanage his first seven years. In the early 1990s, following the fall of dictator Nicolae Ceausescu, the West was shocked to learn of squalid conditions in the centers. Linney's earliest memories are of one decent meal a day while looking to older children for any semblance of care or protection. At age 7, Linney was adopted by a San Diego family. The flight halfway around the globe was exciting. if not

bewildering. for a boy who didn’t know a word of English. Learning a difficult language was his first and most pressing task in a new culture. “My dad would point to something and say the word. I would repeat it,” Linney recalls. “I learned English in just six months.” Spoken English, that is. Written English was another matter, because tutors conversant with Romanian are not exactly common in San Diego schools. It was an abrupt transition for Linney – or Ionut (Jon), his Romanian name. He went from being immersed in filth and hunger to plunging into language acquisition in one of the richest nation in the world. But Linney thrived in his new environment. Baseball became a passion, and by his midteens he was doing so well at Little League offici-

ating that he received an invitation to call balls and strikes at Williamsport, Pa. He was quite disappointed at being unable to make the trip to the Little League World Series. At Point Loma High School, his classmates noted his outgoing nature and political tendencies and began calling him Governor. They also elected him student body president. The youthful urge to assert independence led to moving out of the house to attend Cuyamaca College and to take on jobs to pay the way. Linney committed to being a business major, but he acknowledged, “Public service is my passion and will be my avocation if not vocation.” Despite an ample load of studies and jobs to pay for college, public service has come easily to Linney. He became a YMCA director, running and being elected to the planning board in 2014. He's served as vice chair of the Point Loma Kiwanis Club and also joined the Optimists, where he and his colleagues put flags out along Rosecrans Street on Sundays. BRIEFS At least 10 car windows smashed in OB vandalism The windows of at least 10 vehicles were smashed in in the early morning of April 25 along a normally quiet street in Ocean Beach. Authorities believe the vandal used a hammer on the vehicles parked along the 4800 block of Coronado Avenue between Sunset Cliffs Boulevard and Cable Street. No thefts were reported in the incident. The vandalized cars included 2004 and 2011 Hondas, a 2007 Toyota RAV 4, a 2012 Kia, a 2006 Subaru and a 2001 Ford. Anyone with information about the incident is asked to call the San Diego Police Department’s nonemergency phone number at (619) 5312000.

Ocean Beach Pier Surf Classic The inaugural Ocean Beach Pier Surf Classic, sponsored by Hodad’s OB, AWOL Productions and Revolt Surf, a local surf contest for young and old, will take place at 7 a.m. Saturday, April 30. The event will raise funds for the Ocean Beach Community Foundation's youth sports. There will also be Family Challenge divisions in longboard and shortboard competitions. Sport Chalet closing all stores this month

Sport Chalet is closing all its stores and has already shut down its online sales, the La Canada Flintridge sporting goods company has announced. The decision affects four stores in San Diego County and 33 stores in Southern California. Three Sport Chalet stores are located in San Diego – in Mission Valley, Point Loma and University Towne Center – with the fourth county location in San Marcos in North County. A statement on the company's website said the stores will remain open until at least April 29 to accommodate gift cards and rewards certificates. An employee at the Mission Valley location said her store could be open for two more weeks or two months and that she was not told anything definitive. The store has marked everything at a 10 percent discount on already reduced prices, she said. The announcement comes less than two months after another sporting goods retailer, Sports Authority, declared bankruptcy and announced it would be closing its Grossmont Center location in La Mesa. Sport Chalet was founded in 1959 by Norbert Olberz, with its first store in La Canada Flintridge, where it remained headquartered for the next several decades. What began as one specialty sporting goods location expanded into a string of fullservice sporting goods stores across the Southland and eventually expanded to Northern California, Arizona and Nevada. Sport Chalet went public in 1992.

THE HOT SPOT STUDIO If pottery painting and candle making is your thing, check out The Hot Spot Studio in Liberty Station this spring. Budding ceramicists and chandlers can hone their skills at the studio serving all ages at 2770 Historic Decatur Road near Stone Brewing World Bistro & Gardens-Liberty Station. Best of all, and unlike most similar studios, there are no studio fees at The Hot Spot. “We serve anybody from 9 months old, coming in to get their hands and feet painted, to adults of all ages,” said Lexi Champagne, company spokesperson, noting the studio's pottery is premade and that people select items to paint and finish them in kilns. Kiln firing lends a super-glossy, shiny look to the finished, painted ceramic product. Champagne said they get lots of school children. “We get a lot of school activities and events,” she said. “We have students from one school coming in and making a huge tile wall at their school with tile squares, and the students are painting the tiles.” The Hot Spot has been in Liberty Station nearly four years. “It's an open studio,” said Champagne. “People are welcome to come in and just take a walk around.” On a typical weekday late afternoon, a mom and her two kids were

Retired Senior Volunteer Patrol (RSVP) in San Diego is calling for more volunteers age 50 and retired amid a large area to patrol – Point Loma, Ocean Beach, Linda Vista, Hillcrest, North Park and Mission Hills. RSVP works with the San Diego Police Department and is a nonconfrontational group that doesn’t

carry weapons. “If we have any problems, we contact SDPD, and they will help,” volunteer Mike Hughes says. Uniformed volunteers enforce regulations on handicapped parking, conduct vacation home security checks, perform traffic control, patrol accident scenes, business districts, parking lots and school zones and provide homeland security support.

They also answer Balboa Park tourists' questions as ambassadors of San Diego. The YANA project (You Are Not Alone) is also part of RSVP: Volunteers visit seniors in San Diego. If they are requested to do so, they’ll visit three times a week to check that everything is OK and that the caregivers have done their job. Applicants for RSVP must be U.S. citizens, have valid California driver's

Pointers fall to Vikings in thriller at Petco Park BY SCOTT HOPKINS | THE BEACON

For 25 members of the Point Loma High School varsity baseball team, it was an evening they will never forget, three hours of their young lives that will live forever in their memories. On April 18, they stepped through a gate along the left field foul line at Petco Park to do what few youthful players have done, playing a regulation Western League game against La Jolla on the immaculately manicured surface that is home to the San Diego Padres. What was it like to play in the cavernous stadium? "It was a great experience being able to pitch on that mound for a couple innings," said junior relief pitcher Roman Paniaqua. "I had a fun time out there, wasn't really nervous and just wanted to play the game and pitch. It's probably the one and only time I'll ever be able to play there." Just days earlier, their scheduled game on the big ballfield was postponed following rains that undoubtedly left the Padres and their army of groundskeepers uncomfortable with the vulnerability of the wet turf. But the Padres had April 18 off between series with the Arizona Diamondbacks and the Pittsburgh Pirates, and the game was quickly rescheduled. The Pointers warmed up on the big ballyard's surface with an 8-8 record (0-2 in league) while the Vikings

came in at 13-4 (2-0). "It was pretty special to get out there just to see what it's like," said senior third baseman Phillip Huber. "You see all these games played on TV and never realize how nice and how well taken care of those fields are. We're honored to play on a field like we do at Dana, but that was sure special, especially under the lights." The game began well for the Point-

ers, designated as visitors and occupying the third base dugout, as they took a 2-0 lead in the top of the first inning then extended it to 3-1 in the sixth. Entering the seventh and final inning, the Pointers needed only three outs to chalk up their first league win of the season. But it just wasn't meant to be. Head coach David Wells paraded three relief pitchers to the mound in

an attempt to quell the Viking rally, but a sharp single to center field brought home the winning run with two outs for a 4-3 walk-off La Jolla win. Before the winning hit, the Vikings closed to 3-2 when the ball went through a Pointer outfielder's legs for the team's only error of the game. A relief pitcher's balk brought home the tying run before the gamewinning hit by the only batter faced by the third reliever. Junior Mathew Amberg had a big day at the Petco plate, as he went 34 and scored a run. Freshman Anthony Hall and junior Aidan Yackly each had two hits, with Yackly scoring once. Junior Frank Rogozienski had a hit, as did Huber and Spencer Gedestad, each of whom drove in a run. "I was honestly a little nervous going up there (to the plate) especially with runners in scoring position," Huber said of his run-producing hit. "I took a pretty big hack and missed, so I decided to shorten up (my swing) and try to put the ball in play and gave myself an RBI." On the mound, senior Cole van den Helder drew the start, going five innings, giving up three hits, one earned run, walking six and striking out six. "I was pretty nervous warming up, but it went away when the game started," van den Helder said. "I was

very happy we got to play a night game. The lights really added to the whole experience." While he wasn't realIy pleased with his performance, he added, "I think I gave my team a pretty good chance to win." Perhaps Huber spoke for his teammates when he said, "I'm never going to forget that game. I'm never going to have that opportunity again, and I feel blessed to have played there."

Extra bases Last Friday the Pointers rebounded to skunk Mission Bay at Dana on a complete game 1-0 shutout thrown by sophomore Mitchell Sardo for their first league win of the season. Sardo scattered four hits, walked one and struck out six. The Petco Park game marked Gedestad's return to action following an injury sustained when the ball, following a failed bunt attempt, struck him in the eye, fracturing a number of facial bones in addition to injuring his eye. He played with a clear protective mask strapped around his head. The Pointers last played in Petco Park April 19, 2013 as Josh Azar threw a complete game 1-0 shutout, also against the Vikings. Catcher Chance Jimenez's single to right field sent Cole Lemmel scampering home with the only run of the game.

Fun Day at the Docks A beautiful day attracted thousands to the 37th annual Day at the Docks festival on Sunday, April 17. The Port of San Diego celebrates the start of the fishing season each year with the Day at the Docks outdoor event. 27 SDWS Members paintings selected for WFWS 41st annual exhibit The San Diego Watercolor Society is pleased to announce that watercolor paintings by 27 of its members have been juried into the Western Federation of Watercolor Societies (WFWS) 41st annual exhibit to be held at the Arvada Center for the Arts and Humanities, in Arvada Colorado (a suburb northwest of Denver). These 27 SDWS paintings were chosen from among over 1065 entries from 12 watercolor societies by nationally known juror Sterling Edwards. The exhibit will be comprised of 135 paintings by WFWS members from throughout the Western United States.

The exhibit, which is free and open to the public, will run from June 9 through August 28, 2016.WFWS exhibitions are hosted by a different member society every year. This year’s exhibition is hosted by the Colorado Watercolor Society. Roberta Dyer, an artist and resident of Point Loma won First Place in the highly competitive April Member’s exhibit, “Art Adventures” at The San Diego Watercolor Society. Her painting titled “Jongleur 3, Carnivale“ was given the honor by awardwinning juror Marilyn Grame who felt the painting was “dynamic, a strong image with nice, clean colors”. Roberta grew up in Atlanta, Georgia, visiting the High Museum of Art and going to the fledgling Piedmont Park Art Festival, imagining her art hanging on the panels among those artists. Art has always been a passion for her. She attended Vanderbilt University, earning a BA in Art History. Returning to Atlanta after graduation, she continued pursuing her love of art, taking classes in her spare time at the High Museum and Georgia State University. “Through art, I try to show my surroundings in a different way. Having lived in a city all of my life, my art reflects an urban environment. I am fascinated by people existing in a crowded world while maintaining personal space, and I love the commercial/industrial areas of cities. By

combining drawing and painting with collage, I can illustrate my world, whether the work is representational or abstract.” The exhibit will continue at the San Diego Watercolor Society’s gallery through Sunday, April 30th. The gallery is located in the Arts District Liberty Station at 2825 Dewey Road and is open Wednesday through Sunday, 10 am to 4 pm. The exhibit is free to the public. Hundreds of hungry, happy people will descend upon Liberty Station's finest restaurants Tuesday, May 3 to sample their tastiest wares during the third annual Bite of Point Loma event. The event is a major fundraiser for Point Loma High School, supplying many needed items to enrich the academic lives of students that are critically needed and not included in today's lean school budgets. A link also allows persons to sponsor a specific PLHS teacher or staff member for $20.

Students are also welcome at $20 per ticket. Organizers are hoping to raise $10,000 to continue funding items that directly affect students and their ability to complete projects and progress toward college entrance. The event is hosted by the school's Pointer Association and has raised funds during its first two years for items such as a new sound system for the heavily used Performing Arts Center on campus; paint, tools, tables and canvases for art classes; recovery beds for the nurse's office; musical instruments; science lab equipment and lab stools and equipment and even to replace outdated textbooks for advanced placement classes.

Dana Middle students performing ‘Anything Goes’ The musical theater class at Dana Middle School will be presenting the Cole Porter musical “Anything Goes” in the Jackson Theater Auditorium at 7 p.m. Friday, May 6. Forty-two students in fifth and sixth grades have been rehearsing the young performers edition since coming back from winter break in January. The great Porter hits are there – “De-Lovely,” “I Get a Kick Out of You,” “Friendship” and the rousing title song top the list. The show, under the direction of

Dana’s award-winning theater teacher Bill Cobb, is the 16th presentation in the 15 years since the inception of the elective class. This has been a busy year for the class. In November, the children performed their annual song and dance revue. A week before the show, the Paris terrorist attacks occurred, and the students elected to add a song: “Do You Hear the People Sing,” from “Les Miserables.” In January, they were invited by the San Diego Gulls hockey team to sing the national

anthem before a game. They were then invited back in March for both the national anthem and “God Bless America.” They’ve already performed before more than 20,000 people this year. A class of middle schoolers from Correia Middle School in Ocean Beach participated in a nationwide documentary contest called StudentCam, held by the C-Span cable television network, with three winning an honorable mention in the contest. C-Span received 2,887 films from almost 6,000 students in the nationwide contest, with the winners announced last month. They note they are concerned about the fish and sea animals dying because of waste and pollution in the sea, adding they are interested in politics.

Hill named Blunt Scholarship winner at PLNU

Jordan Hill, a junior English literature education major at Point Loma Nazarene University, was named April 8 as winner of the Blunt Scholarship, named for an underground student newspaper that published in 1976 at the college. Hill is the first person to win the $1,000 scholarship, funded by former students and supporters who published The Blunt newspaper. They have contributed $13,000 to the scholarship fund, with the former students playing a role in selecting Hill. Hill was deemed “Blunt-worthy” by the alumni selection committee, said Dr. Michael Christensen, who is on the committee and now works at the Wesleyan Center on the Point Loma campus. “He demonstrated…not only his social consciousness and progressive ideas but his willingness to push the boundaries of the dominant culture of PLNU with a playful wit and satirical style,” said Christensen. The criteria for selection as Blunt scholars include the requirement that recipients embody the original radical spirit of The Blunt and are committed to free expression and fair exchange of controversial ideas. The name of the underground paper was satirical, and its pages were filled with humor. The students who

ADMINISTERING YOUR TRUST UPON YOUR DEATH by: Dick McEntyre, Attorney at Law You may wonder what is involved when your successor trustee administers your revocable living trust following your death. Here are the primary actions (not necessarily sequential) your successor trustee will need to take: 1. Arrange for the on-going care of your pets; secure your home; and make the final arrangements for the disposition of your body. 2. Order several Death Certificates through the mortuary to be used in connection with closing financial accounts and transferring title to real property. 3. Mail out “Notice to Beneficiary/Heir” letters as required by California law. 4. Obtain preliminary value of your estate to determine whether a federal estate tax return may need to be filed with the IRS (within nine (9) months from the date of your death). 5. Open a new checking account in the trust name (or convert an existing account). This account will be used to pay all of your debts and on-going trust expenses. In this connection, obtain from the IRS a new income tax reporting number (EIN) for the trust which the bank will require, since your trust became irrevocable upon your death. 6. Transfer title to all financial/brokerage accounts from your name into the successor trustee's name, or close (sell the assets in) all or some of such accounts and transfer the proceeds into the new account in the trust referred to in Para. 5 above. 7. Locate all outstanding bills and pay same from the account referred to in Para 5. above. 8. Make claim for any death benefit(s) payable on your death.

9. As to any personal property in your estate, have an appraisal of such property made by an estate personal property appraiser, and sell such property and deposit the sale proceeds into the trust bank account, or divide such property among the entitled beneficiaries based on value or as otherwise required by the terms of your trust. 10. Obtain date of death values of all other property in your estate. Your banks and brokerage firms can provide the trustee with a statement(s) covering the time of your death and/or a letter providing the date of death value(s) of such account(s). The trustee will probably need to hire a qualified real estate appraiser to value your real property(ies) (needed for income tax basis purposes). 11. The trustee should keep a good record of all trust income and expenses and trust distributions, since an accounting should be provided to each beneficiary at the end of the trust administration. 12. The trustee should pay to himself or herself the compensation he or she is entitled to under the terms of the trust; and if none is provided for, "reasonable compensation" as authorized by California law. 13. After all estate expenses and debts have been paid, make the distributions to your beneficiaries called for by the trust. 14. A celebration of student music will take place May 13 when the Instrumental Music Program people at Point Loma High School take over Shelter Island's Humphreys Concerts venue to showcase the excellence of young musicians in the program. This year marks the ninth annual Rhapsody on the Point at the stunning bayside location, an opportunity for the community to enjoy classical music in an intimate and elegant setting while sharing its pride in the astonishing talent and energy of PLHS musicians. A cocktail hour begins at 6 p.m., followed by the concert at 7 p.m. Performing will be the PLHS Instrumental Music Wind Ensemble, Concert Band and Symphony Orchestra. The concert is the primary fundraiser for the popular program that now occupies the new Dr. Dan Nelson Music Center on campus. How badly is funding needed? "There are kids right now in band

without an instrument to play," said PLHS Instrumental Music director James Sepulvado. "It's a wonderful problem to have!" The program flourishes not only from the dedication of students and staff but also from a collaboration with Dana and Correia middle schools, which annually send talented musicians. This year, 40 new students entered the program, stretching the marching band's inventory to the limit. Every last uniform and instrument is in use, and forecasts say more than $15,000 may be needed just to keep up with enrollment. Sepulvado's message to the Peninsula community is blunt: "We can't keep up with the skyrocketing enrollment, and we need help from the community." Tickets to the event at all levels are available, and donations can be made at rhapsodyonthepoint.com until May 10. General admission tickets only may be purchased at the door. General admission tickets are $45 each or $80 for a pair. Future Point-

er tickets for those up to age 15 are $15. All include admission and an unreserved seat. Hosted dessert and coffee at intermission are also included in all tickets. Preferred seating closer to the stage is $100 per pair and includes an appetizer plate. Reserved and premium cabaret seating is available at $250 (table for two), $500 (table for four) and $1,000 (table for eight) and includes varying numbers of drink tickets, program listings or ads and event signage. and I became I a writer for the show and the co-host for Jeff Krapf who had got the hosting gig. “We did two seasons together, and when he left they wanted me to stay on as the co-host. They were holding auditions for the host position and some other comics that I knew were going out for it. I really wanted to try out the big chair, so I had a meeting to ask the producer, Fale Luis, if I could audition for the role. “I think he saw that I'd cut my pony tail off and was serious about this, so he gave me a shot.” It was the last audition for the host that was held and it was quickly apparent that it went well. “They showed up later that night at a stand-up show that I had downtown with champagne and signs that said ‘You are the new host!’ It was unbelievable and exciting, and I am truly just so grateful for the opportunity,” he said. With so much hard work going in to a weekly show, Egan notes how he won’t be able to do much stand-up

for the moment – but don’t count him out completely. “I haven't been booking as much lately just so that I can focus on the show,” he said. “I feel a responsibility to do my absolute best on that show so I maybe neglect doing stand-up as much as I would like. But whenever I have a new joke that I'm excited about I make sure to get out there and try it somewhere.” With three shows under his belt as host, Egan is clear on his mission for the show. “We want to keep getting the best guests in town and showcasing the amazing personalities and talents of America's Finest City,” he said. “My goal is to try to bring in as many of my friends and comedians, improv people, musicians, artists and writers to collaborate with us on this show to make this a project that San Diego does together.”

parrots since Feb. 19 in the Ocean Beach area, Durham said reward money being offered for information leading to prosecution of the culprit(s) is now up to $7,000. But she added she doubts that will make a real difference in capturing those guilty of animal cruelty, a crime punishable by up to one year in jail and a $20,000 fine per count with any conviction remaining on the defendant's record. “We know career criminals will give up other criminals for money,” Durham said. “But here we're dealing with something that is much more community-based, and (therefore) money is not the motivating thing here.” Animal cruelty is defined as “malicious, intentional or cruel maiming, mutilation, torture or causing unjustified pain, suffering, wounding or killing of living animals.” Durham hinted there are some strong leads in identifying the Ocean Beach parrot killers, but added, “Right now there's not enough to go forward with a prosecution.” She said SoCal Parrot has taken the initiative in “going out into the community and encouraging people to say what they've seen.” Durham suggested the identities of those responsible is known, but that that information is likely being withheld due to neighborhood peer

pressure. Noting the shooter(s) are probably using airguns with BBs and pellets, Durham pointed out, “It's illegal for anyone under age 18 to use an airgun without written parental consent.” But Durham was quick to note air-guns are not in the same category as hand guns and other firearms, which use black powder for pellet propulsion. As to leads, Durham said, “We have clear indications, from multiple sources, that a particular group of juveniles may be involved,” while adding there's also a strong likelihood that the identities of youths who may be involved is being suppressed by their parents, who could be threatening their neighbors with legal action if they allege their children are involved. Durham also said SoCal Parrot has essentially been “locked out” of the investigation into the parrot killings by police and animal control. She's been told by those organization's that SoCal Parrot's involvement would interfere with the ongoing investigation. Josh Bridwell gave a slideshow presentation on parrots noting there are three primary species found in San Diego and the Peninsula, none of which are native and most of which are threatened. He said most of the wild parrots in San Diego and Southern California have migrated here from Mexico, where deforestation has destroyed trees they live in and feed off causing them to

migrate. The slideshow presentation showed an alarming decline in the wild parrots’ habitat, which has dwindled to a remnant of the huge areas they once inhabited before agriculture led to wide-scale deforestation altering the natural environment and driving the birds out. Durham likened the parrot-killing case to a jigsaw puzzle. “Every little bit of information given to the authorities, the better the picture is,” she concluded. Community planners in Midway also got an invitation from Ocean Beach Town Council to participate in a Sunday, May 22 get-together of Peninsula civic leaders. The event will start at 10 a.m at a yet-to-bedetermined location in the beach community. The Point Loma Patients Consumer Co-Op at 3452 Hancock St., the first medical marijuana dispensary legally approved in Council District 2 and which opened in August of 2015, came in asking for planning group permission for a proposed building expansion. Jim Bartell, of Bartell & Associates, representing the co-op, said the expansion was a small addition of 672 square feet, enough to expand counter space and relocate the manager's office and a dispensary safe room. An architect for the remodel said the expansion would bring additional lighting, security and landscaping out front within the same building. Asked why the expansion was necessary, attorney Gina Austin, of the Austin Legal Group, representing the dispensary, replied, “The space we have today can't service the clients we have.” Planning group board member Jacob McKean, proprietor of Modern Times Beer, an existing Midway microbrewery, said the dispensary

so far has exhibited exemplary behavior. “We're just down the street from them, and there's been no negative impact at all,” McKean said. The vote was 6-1-2 in favor of the dispensary's expansion. In an information item, Patti Phillips and Cybele Thomson, from the city's Real Estate Assets Department, briefed planners on the status of city-owned Sports Arena leases. “A permit has been pulled to demolish the old (vacant) Black Angus Restaurant, something I'm sure you'll be happy about,” said Phillips about the former restaurant space at 3340 Sports Arena Blvd. The remnant restaurant, long an eyesore, will be torn down soon, Phillips said. She added the city is also in the middle of negotiating a lease extension to 2020 for newly remodeled Dixieline Lumber at 3250 Sports Arena Blvd. “I feel the city has been less than forthcoming with this group in terms of its future plans (for the Sports Arena),” Kenton said, adding, “I understand you're not obligated to share anything with us. But a lot of us have significant investments in residences, businesses or properties, and we're not getting anything back from the city in terms of what it's thinking about.” City officials responded that they weren't holding back information, adding that they will continue to apprise the group of new real estate developments as they arise.

Jewish leader donates to UCSD Hillel center A leader of the area's Jewish community is donating $5 million to Hillel of San Diego to build a center for Jewish students at UCSD, it was announced April 10. Joseph (Chickie) Glickman donated the money as a lead gift to construct the facility. Hillel International operates a similar facility at San Diego State University that was dedicated in October of 2014. The proposed center is currently being designed, and the plan will go before City Council for approval soon. It would be located on a lot owned by Hillel at the intersection of La Jolla Village Drive and Torrey Pines Road.

Horton Plaza Park to reopen The reopening of Horton Plaza Park — long anticipated by San Diegans — will be held on Wednesday, May 4. Adjacent to Westfield Plaza Shopping Center, Horton Plaza Park is viewed as a dynamic urban plaza where San Diego residents and visitors can gather or rent areas for major celebrations and events. The 2-acre park project began in 2011 and will cost an estimated $17 million. When completed, Horton Plaza Park will be open seven days a week, free of charge. The 53,000square-foot city-owned facility will be programmed and managed by Westfield, who will be responsible for activating the park with 75 events initially, growing to more than 200 events each year. Daily activities will range from lunchtime concerts to cultural festivals, holiday celebrations, weddings and movie screenings. The reopening will feature a twopart celebration, highlighting the start of a 25-year public-private partnership between the City of San Diego and Westfield. The afternoon portion will consist of a ribbon-cutting with the mayor and community leaders, followed by a larger community celebration in the evening. The community celebration will include live music, art and entertainment, featuring an internationally renowned performer and artist (to be announced at a later date). Both events will be free and open to the public.
