After years of delay, plans for a public pool at Liberty Station in Point Loma are finally beginning to move along, although proponents can’t yet claim swimmingly. The city has put out a request for proposals (RFP) to seek a concessionaire to build and operate the proposed facility — a community component sought by residents for at least a decade or more. The public’s initial response to the idea was positive. “Families for a Point Loma Swimming Pool has been working toward the development of an aquatic center in NTC Park since 2000,” said Julie Cramer, spokeswoman for the grass-
roots group. “While the project has taken some time, the need in Point Loma and the surrounding communities for an aquatic center continues.” Cramer credited City Council District 2’s last two councilmembers, Byron Wear and Kevin Faulconer, along with city staff, as having been “instrumental in keeping this project moving forward. This aquatic center offers the opportunity for people of all ages to come together and enjoy a range of swim and fitness activities. Creek to Bay Cleanup to draw 6,000-plus helpers April 26 I Love A Clean San Diego’s (ILACSD) signature event, the Creek to Bay Cleanup, is gearing up for its 12th installment on Saturday, April 26 to help restore the pristine nature of the region’s waterways and beaches. The event will run from 9 a.m. to noon as part of the national Great American Cleanup, including cleanup sites in Ocean Beach, Pacific Beach, La Jolla, Mission Beach and Mission Bay. Thousands of volunteers will gather at more than 90 coastal and inland sites around San Diego County to help preserve the local environment by cleaning and beautifying these outdoor areas. Twelve years ago, ILACSD hosted its first Creek to Bay Cleanup with only 27 cleanup sites and 2,000 volunteers. The event has continued to grow and is now one of the biggest cleanup events of the year in San Diego County. Dist. 2 City Council hopefuls Zapf, Boot trade barbs in advance of June 3 primary BY DAVE SCHWAB | THE BEACON City Council District 2 hopefuls Lorie Zapf and Sarah Boot jousted at a Pacific Beach Town Council (PBTC)-sponsored debate April 16, with Zapf trading on her City Council experience and Boot attacking Zapf and the city’s recent performance on grass-roots issues. Interim District 2 Councilman Ed Harris, who has taken time out from being a lifeguard to fill out the remainder of Mayor Kevin Faulconer’s City Council term for the next eight months or so, introduced himself prior to the ZapfBoot question-and-answer forum. Harris said he’s “getting up to speed on a lot of issues,” joking that the experience was like “drinking from a fire hose. “I’m a regular person, just like you
guys,” Harris told the packed house at the Pacific Beach Woman’s Club, the venue for the debate. “I appreciate your activism,” Harris told the crowd, warning them to be politically vigilant. Otherwise, he said, they run the risk of “having their quality of life adversely affected.” Harris said a case in point is efforts to increase the 30-foot-height building limit in some parts of the city. Council.” Zapf said she had a tumultuous upbringing and was put into foster homes, which she said “molded me into the person I am today.” “High-quality neighborhoods and services are what I want to bring to the community,” Zapf said. She added city government has made great strides in areas like managed competition and pension reform during her 3½ years on the City Council, efforts she said “are paying dividends in the form of restored services.” The debate turned testy, however, when Boot questioned Zapf on her previous stance opposing gay marriage, and on Zapf ’s and other council members’ alleged indulgence in office “perks.” “In the past, Lorie has said homosex-
uality is a sin,” said Boot, noting “equality is very important to me. I absolutely support the ability of gay people to marry and find love and raise families. Zapf is also the only council person who’s taken an $800 a month car allowance. This has to stop.” In reply, Zapf said she now supports marriage equality, adding “my personal relationships over the past 3½ years have really shown me that gay people should have marriage equality.” Zapf then contended Boot’s remarks on her office “perks” were taken out of context. “I am the only sitting council member who has opted out of the city-defined pension system,” she said. “This saves SEE DISTRICT 2, Page 5
NEWS Medical pot dispensaries line up for Midway District BY DAVE SCHWAB | THE BEACON Medical marijuana and the possibility of cooperatives coming to the Midway District, where such businesses are now allowed under a new city ordinance, was the main topic of discussion at the Midway-Pacific Highway Community Planning Group’s meeting on April 16. Thyme Curtis, chief of staff for interim District 2 City Councilman Ed Harris, answered planners’ questions about the particulars of the new ordinance. The new ordinance allows cooperatives only to be based in industrial-zoned areas, removed from residential areas, youthoriented businesses or institutions and each other. “Medical marijuana establishments are not allowed within 1,000 feet of schools, churches, public parks, playgrounds or minor-oriented facilities,” said Curtis, who passed out a city information bulletin on how to apply for a conditional-use permit for a medical marijuana consumer cooperative. “That means us,” said planning group chairwoman Melanie Nickel. Curtis said the number of cooperatives allowed was capped at four dispensaries per council district and that new regulations prevent them from being closer than 1,000 feet from one another or within 100 feet of a residence. “Do they (cooperatives) have to be nonprofits?” asked Nickel. Curtis said some of the regulations are in a gray area. “Are there any limits on who can own and run them?” quizzed Nickel. Curtis responded that an owner cannot have a felony. Asked why the new regulations on cooperatives restrict them to industrial zones, Curtis replied, “They picked the
least offensive place they could put them where they wouldn’t be near residences.” Kyle Castanon of GroCal said he and his family have been growing medical marijuana and intend to apply for a Midway District cooperative. Noting his science background, Castanon said growers like himself have been able to develop marijuana strains which are low in psychoactive tetrahydrocannabinol (THC) sought by recreational users, and high in medical properties benefiting patients. “We want to be good neighbors and we would have to operate under stringent conditions, including having security on staff with specified operating hours from 7 a.m. to 9 p.m.,” he said. Joy Greenfield, who previously owned a cooperative, said she has already filed for an application for a new cooperative that she intends to locate in the building she owns at 3421 Hancock St.

“My paperwork is done,” Greenfield said. She added computer technology today allows cooperatives to closely track marijuana sold for medical purposes. “There are many safeguards you can set up on how much and often patrons can buy,” she said. The process for prospective dispensary applicants may take on a little urgency. “It’s first-come, first-served,” said Midway planner Cathy Denton. Commercial realtor Jeff Tate warned the group that he’s been getting up to 30 calls a week from cooperative owners who are being displaced by new city regulations. He said they are inquiring about available properties and wanting to relocate to the Midway District. “It’s the Wild West out here,” Tate said, noting inquiries are being made by owners who’ve been operating cooperatives illegally until now.

Proceeds benefit Children’s Hospital’s Craniofacial Department, which diagnoses and treats complex disorders of the face and skull that can be caused by birth defect, trauma or disease. The nature of the facial disorders often requires long-term treatment. A multi-disciplinary team approach enables highly complex surgeries to be performed. Team members include surgeons, geneticists, ophthalmologists, orthodontists, pediatric dentists, speech pathologists, social services, psychologists and audiologists. Proceeds from the Garden Walk will assist patients who require multiple interventions, team visits to help with feeding, social services, parent education and medical management. In the past, specialized plastic surgery and microsurgical instruments have also been funded. The homes and gardens on the Point Loma Garden Walk reflect how gardening has changed over the last 13 years. “Gardens are no longer separate

spaces but important living areas of the home,” said Caldwell. “Today’s gardeners have an amazing variety in plant selection and hardscapes are as important as plantings.” The annual garden tour draws local support from the Point Loma Optimist Club, Point Loma Rotary Club, Girl Scout Troop 4081 and the Point Loma Artists Association, as well as local businesses who sell tickets and advertise in a map/brochure. Roseville is named for its developer, San Diego pioneer Louis Rose, who bought the area in 1866, laid out streets and built a wharf and a hotel.

The city is inviting proposals from qualified firms or individuals on the pool project, which would consist of a renovation/remodel and utilization of cityowned NTC Building 619. Proposals must include a conceptual plan for the property, along with any proposed changes or additions to the existing facilities. Among other things, proposals must offer a preliminary site and floor plan; a program plan providing a description of
planned programs/activities and/or services, including hours of operation, proposed fees and charges; a financing plan; and assurances that the applicant can provide the necessary fixtures and equipment needed to provide aquatic center services. Glorioso said the YMCA could be interested in bidding on the NTC pool project. “We’re reviewing the RFP to see whether it matches our objectives and to learn more in terms of what the city is seeking,” Glorioso said. “It’s certainly within the sphere of the YMCA’s operations.” He said YMCAs currently operate more than 20 public pools countywide. Concern has been expressed by some that, regardless of who ultimately builds the new NTC pool, that it be big enough, 50 meters not 25 meters, in order for it to be truly considered a world-class aquatic complex with the capability of hosting competitive events.

YMCA agreed that the community is pool-deficient. “The community has been pushing for this project for the better part of 10 years,” said Vince Glorioso, the YMCA’s executive director. “The city has issued an RFP for an organization to come in and develop and operate an aquatic center, leasing the 20,000-square-foot Building 619 in NTC [the former Naval Training Center], which was a child-care center,” he said. BY DAVE SCHWAB | THE BEACON Celebrate Mother’s Day weekend Cajun style this year at Gator by the Bay event, the 13th annual Louisiana parade, music and food festival running from Thursday, May 8 through Sunday, May 11 at Spanish Landing Park on North Harbor Drive across from the San Diego International Airport. The largest authentic Louisianathemed festival west of the Mississippi features four days of live music on six stages. Guests will enjoy a zesty gumbo of music, food and joie de vivre with 85plus entertaining performances and culinary delights, including 10,000 pounds of fresh live crawfish straight from the Louisiana Bayou. Presented by San Diego’s Bon Temps Social Club, the festival annually hosts more than 17,000 visitors of all ages and backgrounds. “This festival is the best way to experience the rich and exciting culture of Louisiana, aside from actually being there, of course,” said Al Gardner, president of The Bon Temps Social Club of San Diego. formed in 1996. It’s a flexible lineup of seven, with an “A Team,” a “B Team” dubbed Aqua Blue and a stripped-down version of the group called Acoustic Blue. With an incredible repertoire of more than 650 cover songs, the ability to sing in several languages and a slew of worthy originals, it’s easy to see why the band rarely has a day off. Band members purchased Ocean Beach’s legendary Hippie House in 2013, installing a state-of-the-art recording studio in the process. Perennially on the road, the next 60 days will find the group performing in China, Japan and Korea, as well as dates throughout the U.S. Local fans can catch the group on July 18 at 6:30 p.m., when it performs as part of the annual free Point Loma Concert Series at Point Loma Park. Meanwhile, Acoustic Blue will perform at Wonderland OB on May 7 at 6:30 p.m. Surprisingly, according to Stephans, the logistics involved in travel these days aren’t as rough as might be expected. “In our early days, we played some tours where the band was required to take their own speakers,” he said. “It was brutal. Today, almost everything is taken care of, from hotels and transportation to having a backline. We just fly in, All we have to do is bring our guitars and maybe

a rack of pedals. It’s much easier than having to haul things around.” While there are language barriers in some places the band has played, he said some music is universal. “Different areas do have slightly different tastes in music,” Stephans said. “Canada and Australia, for example, like things that are a little more rock. But something like a Michael Jackson hit would be known pretty much anywhere you played.” He said the computer age has added a new wrinkle to music. “Everything gets everywhere at the same time now, goes viral or whatever,” said Stephans. “So it doesn’t matter where you go, the bigger modern hits are known. I figure something like the latest Pharrell track, for example, falls into that category.” While Liquid Blue is known for its wide range of cover tunes, it has also achieved acclaim for its originals. The band has two albums to its credit: “Supernova” (2004) and “Earth Passport” (2010), the latter yielding a No. 3 Billboard dance chart hit. With everything from 50 Cent to Rhianna and Frank Sinatra to ZZ Top on that list, it’s an undertaking that has already been under way for two years. Fast approaching the 20th anniversary of the band, Stephans said he is happy with what the band has accomplished. “I’ve never been driven for monetary
reasons,” he said. “It’s a cliché, but I actually believe that if you do something you believe in, something you like, things will follow. It’s that combination of the joy of doing something and trying to make a difference that makes being a musician special.” While the band has certainly been a success from the financial and business end, Stephans insists that wasn’t the whole idea. “The goal was travel and to put out socially conscious music,” Stephans said. “In retrospect, we achieved some of that. BY SCOTT HOPKINS | THE BEACON It’s Baseball 101: strong pitching alone is not enough to win most baseball games. Timely hitting and reliable defensive support are also needed. Such has been the misfortune of the Point Loma High School baseball team, which is entering the full Western League schedule with a record of 5-10 and a 4-4 tie with Montgomery High after the game was suspended after 12 innings. Two early league matches resulted in losses to La Jolla (6-0) and Mission Bay (6-4) after the Pointers were charged with three errors in each contest. In fact, the Pointers have yet to play an error-free defensive game — something done with some regularity by previous
teams. The 2011 team was charged with only 27 errors in 30 games while the current squad has recorded 43 in its first 16. In eight of the team’s 10 losses, Pointer hitters have generated two or less runs, with four of those games decided by a one- or two-run margin. And yet, improvement is apparent under first-year head coach Joe Radovich (PLHS class of 1968) and his staff. In the recently completed Lions Tournament, his boys won three of four games, including a 12-2 blowout of Central High (El Centro) and a 2-0 shutout of Chula Vista by senior Joe Daluz, his first victory after being saddled with three losses. Daluz’s losses have come despite his 1.28 earned-run average and only three

Daluz has a .320 average and a teamleading six runs batted in and two doubles. He has struck out only three times in 58 plate appearances and has a .386 on-base percentage. Jordan Goulet, a senior, sports a .397 on-base percentage. And it’s a really great thing because businesses have made more money on it than expected,” said Knox. “Ocean Beach-opoly” has been so successful, in fact, that other coastal communities, like La Jolla, are contemplating creating their own Monopoly-style game. Monopoly is an American board game originally published by Parker Brothers, based on the economic concept of monopoly with players competing to own all the game board’s properties. Monopoly’s history can be traced back to 1903, with the creation of a similar game by Elizabeth “Lizzie” J. Magie Phillips. By 1933, a board game called Monopoly had been created, which formed the basis of the game sold by Parker Brothers in 1935. Several people, mostly in the midwestern U.S. and on the East Coast, contributed to the game’s design and evolution. This is when the game’s design took on the layout and familiar playing cards were produced. “Ocean Beach-opoly” board spaces were sold to Ocean Beach merchants last year on a first-come, first-serve basis. “We wanted everyone to be equal, so we just started selling spaces at 9 a.m. to those with checks in hand and continued while properties were still available,” said Knox. She said the idea was to keep board spaces local — Sunset Cliffs, Dog Beach and the like — and eclectic in keeping with the community’s spirit. Other beach touches were added to “Ocean Beach-opoly.” Board tokens, for instance, are not the classic Scotty dog, thimble or shoe, but rather “indigenous beach stuff,” like peace signs, flip-flops, a surfboard and a palm tree, said Knox. Asked if there will be an updated version of “Ocean Beach-opoly,” Knox said the localized board game has probably served its intended purpose. “I don’t think so. We don’t want to saturate the market,” she said. “We’ve been thinking of trying other fun board games.” OBMA has said that “Ocean Beachopoly” proceeds will go into a fund to do beautification projects and just “any great projects that come along.” Those projects, Knox said, are likely to include “a substantial donation to [redevelopment of] Veterans’ Plaza.”

OB Restaurant and Hospitality Week set to treat hungry guests BY DAVE SCHWAB | THE BEACON More than 15 Ocean Beach restaurants will show off their chops at Ocean Beach’s second annual OB Restaurant & Hospitality Week, running from Monday, April 28 through Sunday, May 4. Restaurants will offer special menus and deals for breakfast, lunch, dinner and dessert. This year’s event has been expanded to include local lodging establishments. The OB Hotel, The Ocean Villa Inn, Elsbree House Bed and Breakfast and The Inn at Sunset Cliffs will host OB Restaurant & Hospitality Week’s open-house-style launch parties at each of their locations on Sunday, April 27 from 4 to 7 p.m. Party guests will be able to take in the view, check out the rooms and enjoy some nosh from participating restaurants. Each open-house location will raffle off an “Enjoy Ocean Beach” gift basket, complete with hotel, dining and beauty-treatment gift certificates, among other goodies. “The Ocean Beach food scene keeps growing and expanding and bringing in more and more great dining establishments,” said event chairman Mike
Zouroudis of Raglan Public House. “We’re excited to open up our doors and show everyone what the great food and hospitality of Ocean Beach is all about,” he said.
