San Salvador replica set to launch April 19 Juan Rodriguez Cabrillo’s ship, San Salvador, arrived in San Diego Bay on Sept. 28, 1542. On Sunday, April 19, San Salvador (a replica four years in the making) will once again sail San Diego Bay. San Salvador was the first recorded European vessel to sail along Southern California, surveying its coastline. She functions as an "origin symbol" for San Diego in much the same way the Mayflower is the origin symbol of New England. “I guess people sit down, start reading and forget things – like their shoes,” Wilkinson said with a smile. It's not as odd as it sounds when you consider that next to her comfy wooden bench is a colorful box of books – a Little Free Library – which encourages everyone in the neighborhood to take a good read and share a better story. “It's been a real blessing for our street, our neighborhood,” said Wilkinson, who opened her LFL six months ago. “It brings neighbors together; it's a conversation starter.” Little Free Library is a movement started by Todd Bol of Hudson, Wisc., and Rick Brooks of Madison, Wisc., in 2010, and has grown to include little libraries in most states and dozens of countries. In response, SeaWorld temporarily suspended its popular sea lion and otter shows so trainers could assist with the park’s marine mammal rescue and rehabilitative efforts. The sea lion and otter shows have since restarted. The shows include segments helping park guests better understand how SeaWorld rescues and rehabilitates marine mammals to give them a second chance at life. The presentations also give visitors insight into how SeaWorld cares for and trains its sea lions. On March 20, Peninsula Beacon got a behind-the-scenes peek at painstaking efforts to physically stabilize the condition of marine mammals and then build them back to health. After the sea lions receive four to eight weeks of time- and worker-intensive rehabilitation, the trainers prepare the mammals for a return to the ocean. “While we continue to rescue a record number of marine mammals this year, over the past several days, we’ve seen the average number of daily rescues decrease slightly, and we’ve hired some additional rescue staff,” said Mike Scarpuzzi, SeaWorld’s VP of zoological operations.

“Although we will continue to keep some of our sea lion and otter trainers in our Animal Rescue Center, we’ve been able to bring a few back to Sea Lion and Otter Stadium,” he said. The condition of many sea lions, particularly those rescued early on, has been so poor that they’ve had to be force fed and actually retrained to eat, Koontz said. “These pups have not eaten for a while, so their systems have kind of shut down: They can’t eat whole fish,” he said. “It’s a double-whammy because they also get much of their water from fish, so they’re also coming in dehydrated.” SeaWorld San Diego has rescued a record 570 marine mammals (with 549

BY DAVE SCHWAB | THE BEACON Local realty team Lionel and Tyler Silva are warning Point Lomans living near Lindbergh Field that a company is calling homeowners claiming to be working with the airport’s Quieter Home Program when they’re not. “We’re getting calls from clients who’ve said they’ve received calls from PowerStar, an energy efficiency company, saying they were working with Quieter Home, and we called Quieter Home and they said they are not working with this company,” Tyler Silva said. “Quieter Home said they basically have nothing to do with them (PowerStar),” Lionel Silva said. The Quieter Home Program is the San Diego County Regional Airport Authority’s Residential Sound Insulation Program. The Federal Aviation Administration (FAA) has determined that residences within the 65-plusdecibel level around San Diego International Airport may be eligible for sound insulation treatments to mitigate aircraft noise. The FAA has set a goal of reducing interior noise levels for eligible residents by at least five decibels inside the home, providing a noticeable reduction in noise. The Airport Authority’s Quieter Home Program is the means to obtain that goal. By 2001, the pro-

gram was fully operational, with insulation starting within the highest noise impacted areas. Since then, the program’s pace has increased and the program’s geographical area has expanded to include the communities of Loma Portal/Ocean Beach, Bankers Hill/Middletown and Golden Hill/South Park. Today, the program is one of the largest remaining airport residential sound insulation programs in the country. In 2011, the program reached a major milestone with the completion of its 2,000th insulated dwelling unit. Lionel Silva said he and his business partner want to ensure that homeowners aren’t “taken advantage of,” especially given that the Quieter Home noise-reduction program is free to qualifying residents. “There are a lot of older people in the (Point Loma/OB) community, and unfortunately, these are the ones who can get taken advantage of,” said Tyler Silva adding it’s important to prevent companies trying to piggyback on the existing Quieter Home Program to set an appointment to get through someone's door, or into their house, to try to sell their products or services.” The Quieter Home Program, at 2722 Truxton Road is based in Liberty Station, the former NTC, and can be contacted at (619) 400-2660.

Learn the history of Famosa Slough in Ocean Beach Jim Peugh, chair of the board of directors of Friends of Famosa Slough, will give the history of Famosa Slough 7 p.m. Thursday, April 16, at the Point Loma United Methodist Church, 1984 Sunset Cliffs Blvd. The Famosa Slough history runs from being an iceage coastal canyon, a part of the estuary of the San Diego River, a dump for construction rubble, a planned construction site, to a city-owned urban wildlife preserve and hot spot for bird watching and nature study.

There will be a discussion on the successful campaign to get the city to buy it for conservation in 1990. Peninsula planning board debates height restrictions BY DAVE SCHWAB | THE BEACON How the 30-foot building height limit is measured and plans by the city to retrofit Voltaire Bridge were among items discussed at Peninsula Community Planning Board’s March 19 monthly meeting. “Height is measured based on use of the existing grade,” city planner Tony Kempton told the community advisory group. “What is used in Prop. D is the finished grade as a basis of measurement. Height is measured both ways in coastal overlay zones from Interstate 5 freeway to the coast.” “What we’ve seen is flat lots being graded to create slope,” said PCPB board member Paul Webb. Alleged misinterpretation of the Prop. D’s 30-foot height limit in coastal areas has been a bone of contention in the Peninsula community, with some local residents insisting that recently constructed projects are actually higher than 30 feet, maintaining developers are using loopholes in the regulations, like altering existing grades onsite, to arrive at height numbers at or below that allowed. “How is this enforced?” asked PCPB board member Don Sevrens. “It’s enforced by the review of the (building) plan,” answered Kempton, adding the city planning department “does not review for height determination.” PCPB planner David Dick suggested the group invite someone from the city’s Development Services Division to come to a future meeting and answer questions about Prop. D’s 30-foot height limit in coastal areas.

PCPB planner Don Sevrens laid out many of the advisory group’s concerns about condo conversions and map waivers in a letter posted on Nextdoor.com and on PCPB’s Facebook page. “The current trend is to tear down ancient single-family homes and replace them with three-story, multi-unit buildings, which can be erected without any hearing or public review,” said Sevrens. “To expedite their projects, developers apply to build apartments buildings, then later ask for conversion to condominiums in a process known as a map waiver.” The impact of apartment-to-condo conversions, Sevrens claimed, is to “change the face of Roseville without any public discussion or review, one project at a time.” However, Sevrens also pointed out that, due to a quirk in the city’s municipal code, a condo conversion requires a hearing before the area’s advisory and elected citizen planning board. In November, the PCPB Board overwhelmingly recommended against the Carleton Street project’s being converted to condos for a variety of reasons,

including “deception” over the number of unit bedrooms and the project’s alleged non-compliance with off-street parking requirements. In a 5-1 vote (Commissioner Austin dissenting), the commission overturned the hearing officer’s decision and sided with PCPB.

Those candidates falling shy this time were Don Costello, Geoff Page and Eileen Brennan. Quinn is the current board chair and a retired environmental planner. Coons is an incumbent and executive director of Save Our Heritage Organisation. Architect Krencik is an incumbent and new chair of the project review subcommittee. Hare is a retired city planner. Goldyn is an architect and active in green building. Behnke is an architect and has served three years on the board of the Ocean Beach Development Corp.

“The units, still not finished, will remain as rental apartments instead of being subdivided and sold as condominiums,” said Sevrens of the impact of the Planning Commission’s decision. Critics alleged there were many flaws, omissions and irregularities concerning the Carleton 4 project, with the most blatant being a miscount of bedrooms and bathrooms. Three-bedroom status for the four-unit building requires 13 parking spaces, and the project has only 12. Board chair Julia Quinn filed the appeal on the planning group’s behalf and detailed the other flaws, alleging the building is 33 feet high, violating the area’s 30foot height limit, as well as being constructed without a grading permit and with other expired building permits. “The third-floor ‘lofts’ or ‘dens’ contain closets and bathrooms and are really third bedrooms and violate municipal code parking requirements,” said Quinn on behalf of PCPB in a letter to the Planning Commission. “PCPB was concerned that the current city approval process allows building permits to be issued for apartments, without community review, and only subsequently allows communities to provide input during the map waiver process when the construction is (already) under way.” READ MORE ONLINE AT sdnews.com

Nati’s Mexican Restaurant has played a large part in the Ocean Beach community both socially and historically. In 1960, Vern and Charline Lontz created what would be one of Ocean Beach’s greatest dining landmarks. That plan continues to serve the business well and has earned it a solid following of loyal, repeat customers. As part of that commitment, Nati’s has found that it is important to retain their employees to maintain these goals. “We believe that consistently outstanding food is the basis of our popularity, we maintain consistency by keeping our employees,” said Thomas.“Our chefs, brothers Maci and Inez, as well as our lead wait staffer, Aida Peterson, have been with Nati’s for more than 40 years. This longevity provides us with the consistent quality

and great service our loyal customers have come to expect.” Many of the “Nati’s Family” have been with the restaurant for 25 years-plus. “We constantly strive to maintain the quality of our food and the cleanliness of the restaurant,” said Thomas. Marilyn Thomas has a B.S. Degree in Food and Nutrition so she is well versed in quality control and environmental cleanliness. Aside from loyal customers, Nati’s traditional-style Mexican food has won numerous awards. Most recently, Nati’s was honored in the “Beacon’s Reader’s Choice Awards” with a Gold Medal for Best Overall Restaurant for the sixth year in a row, Best Mexican Restaurant, and Best Margarita along with numerous other awards over the years. “We are very proud of our “Reader’s Choice” awards since they are the community’s vote,” said manager Thomas. VinDiego Wine & Food Festival on tap at Liberty Station BY KAI OLIVER-KURTIN | THE BEACON More than 2,000 people are expected to attend the third annual VinDiego Wine & Food Festival Friday and Saturday, April 10 and 11 in Point Loma. Seventy-five wineries and 20 local restaurants will be on hand serving sips and bites during the grand tasting event that’s expected to sell out again this year. Having outgrown its previous venue after the inaugural festival on Broadway Pier, VinDiego moved to NTC Promenade in Liberty Station. This year, more wineries from key influential wine-growing regions such as Napa, Sonoma and Paso Robles, Calif. have signed on. “The wineries we picked up from Napa and Sonoma this year are just phenomenal,” said David Fraschetti, executive producer of VinDiego. During the grand tasting event on April 11, attendees can choose samples

from more than 300 wines from California and Oregon while enjoying live music from guitar and percussion duo Jimmy and Enrique. Food samples will be served by participating restaurants that include BiCE, Chez Loma, City Tacos, Jake’s Del Mar, Marina Kitchen, The Patio, RA Sushi and Studio Diner, among others. “Attendees will find amazing wine from award-winning wineries and food from some of the greatest restaurants in the city,” said Fraschetti. After promising wineries the first year that VinDiego would always be a wine-only event, Fraschetti says word got out in the industry that it was a classy event focused on wine tasting, not a rowdy drunkfest. As a result, all 75 participating wine exhibitors four months ahead of schedule. Fraschetti stresses to the wineries that this is a tasting event and as such should serve guests one-ounce pours. EASTER DINING ENJOY THE BEAUTY OF OLD TOWN Fiesta De Reyes To Host Sixth-Annual Folklorico Competition In Old Town Dancers from throughout Southern California and some from as far away as Sacramento will meet and compete during the sixth-annual Fiesta de Reyes Folklórico Competition in Old Town San Diego State Historic Park. Last week in San Diego, four 16-yearold high school juniors from the Cinematic Arts Program at PLHS spoke in behalf of the resolution proposed by school board members Kevin Beiser and Richard Barrera asking SeaWorld to explore animal sanctuaries. Animal rights groups such as PETA (People for the Ethical Treatment of Animals) have been campaigning for months asking SeaWorld to consider changing its business model. They want the marine park to drop live marine mammal shows altogether, which some allege are exploiting animals commercially, in favor of creating as-yet-undefined “sanctuaries,” where marine mammals could be exhibited by SeaWorld patrons in their natural environment but where mammals would not be compelled to perform in choreographed shows. “I am proud to say although my students were greatly outnumbered, they were victorious in securing a controversial unanimous vote on a resolution Supporting Educational Opportunities for Students on the Human Treatment of Animals,” said Anthony Palmiotto, PLHS cinematic arts advisor. “This resolution comes on the heels of Ringling Bros. and Barnum & Bailey Circus announcing their plan to phase out elephant acts over the next few years.” Palmiotto said the question now is, will the SDUSD resolution proposed by Beiser and Barrera, and unanimously passed by the school board, help influence SeaWorld to do the same for their animal acts? “The students from my class think so,” Palmiotto said. PLHS students spoke to the school board in their own behalves. “As I grew up I realized animals were being exploited just for our entertainment,” said PLHS junior Lavonniee Pyant. “To know that there is more of a social awareness spreading around the exploitation of animals in the entertainment industry is great. Getting the opportunity to speak for the animals at the school board meeting was extremely rewarding.” “I really enjoyed being able to speak on behalf of the many animals that are unjustly treated in the entertainment industry,” said PLHS junior D’Anna Abril. “I've had the opportunity to visit tiger temples and elephant sanctuaries in Thailand that don't have animal acts, and I felt it was time for SeaWorld to change. I really just wanted to stand up for those who couldn't and let their voices and mine be heard.” “I believe animals should be treated with the same respect as any human being,” said Alex Allen, a PLHS junior. “Looking for alternatives for animal shows is crucial not just because people have come to realize the extent to which the trainers abuse the creatures but also because we are evolving as a society. That evolution needs to evolve to favor all creatures, not just ourselves.”

2 cups white basmati rice 3 cups water 1 cup cilantro, chopped fine 1 each, orange, lemon, lime, zested and juiced 1/2 cup pine nuts, toasted 1/4 cup olive oil Sea salt to taste Rinse rice. In a heavy bottomed sauce pot, combine rice with the water and bring to a boil. Cover the pot,

lower the flame to lowest setting, then cook for 25 minutes. Remove from flame and let sit for 15 minutes. Remove rice from pot and place in a mixing bowl. Combine with the salt and liquids and mix well. When cool, add the cilantro, zest, and pine nuts.

Don’t Let Easter Candy = Easter Cavities As families are gearing up for egg hunts and Easter baskets filled with candy, we are reminded that Easter is the second largest candy eating holiday of the year. These tips will help parents curb or avoid excessive sugar intake and keep their kiddos teeth smiling and healthy. 1. Instead of filling the baskets with candy, consider adding some non-edible items like play dough, modeling clay, dolls, games or other small toys. 2. Candy that melts or dissolves quickly is a much better choice, rather than sticky candy that can stay in the small grooves of teeth. The longer sugar is on your child’s teeth, the longer the bacteria can feed on their enamel. 3. Don’t let your child “graze” or “snack” on candy all day. Limiting candy to set times will allow you to not only monitor their consumption, but also ensure proper brushing takes place shortly after. 4. Discourage candy snacking during egg hunts by allowing children to “cash in” the empty eggs they find for candy or coins later. If the children have access to candy unsupervised, they will eat it! 5. Easter sunrise service The Kiwanis Club of Point Loma will present an ecumenical Easter sunrise service at the Cabrillo National Monument on April 5. The services will be held in the lower parking lot. Gates to Cabrillo National Monument will open at 6 a.m. with the nondenominational service beginning at 6:30 a.m. There is seating for approximately 550 attendees. The speakers this year are Capt. Local living history in OB The Ocean Beach Historical Society recently offered members and guests a unique opportunity to experience local living history. On March 19 an inspirational and

BRIEFS energetic storyteller, Margaret Francis, brought history to life with vivid details of the memories of her fascinating life. At 91, Margaret presented the story of her younger days in England during WWII. At that time, she was in the Women's Royal Navy Service, the "WRENS," and had a topsecret assignment working on a decoding machine. After the war, Margaret Francis and her husband moved to San Diego in 1957. She was a teacher and substitute with the

San Diego city schools for more than 20 years. Her husband developed a successful business in San Diego selling and repairing English cars.

Celebration of life for Cruz Ocean Beach MainStreet Association will be co-hosting a celebration of life in memory of Yvonne Cruz at Raglan Public House, 1851 Bacon St., 5:30 to 7:30 p.m. Thursday, April 2. Cruz was not only an avid local busi-

ness owner and volunteer, she also spent time volunteering with the Ronald McDonald House. Raglan has offered to donate 15 percent of sales that evening to the Ronald McDonald House in her memory. Day at the Docks April 19 The Port of San Diego’s Day at the Docks, from 9 a.m. to 5 p.m. Sunday, April 19, is a free waterfront festival for the whole family. Celebrating the official start of San Diego’s spring saltwater sportfishing season, the fleet of 70 sportfishing boats will provide the colorful backdrop to the day's events on San Diego Bay. Day at the Docks will feature open houses aboard fleet vessels, boat rides around the bay, casting contests, prizes, displays of fishing tackle, boats, apparel and art. There are fishing seminars, cooking demonstrations, marine retailers, a stocked fishing area for children, a hands-on marine art contest for kids, music, food and live entertainment. Friday Night Liberty Friday Night Liberty is a monthly first Friday evening of free open artist studios, galleries and events throughout NTC at Liberty Station's Arts and Cultural District.
