Retooled airport layout set to ease grief for harried travelers
BY DAVE SCHWAB | THE BEACON Birders of every feather will flock together to the San Diego Bird Festival from Feb. 27 to March 2 at Marina Village on Mission Bay. “This is our 18th year for the festival, which is our biggest annual event,” said Jen Hajj, festival coordinator for the San Diego Audubon Society (SDAS), which hosts the event at the conference center and marina at 1936 Quivira Way. “It’s an opportunity for people from all over the world to come to San Diego and enjoy our magnificent wildlife and our unique habitats and the wonderful diversity of birds we have here.” Every year hundreds of birders worldwide migrate to the San Diego Bird Festival for four days of field trips, birding, exhibitions and speakers. The San Diego Audubon Society’s four-day birdfest is the equivalent of the Super Bowl in bird watching, said Hajj. “Senior birders around the nation say there are three bird festivals that you need to go to, and this is one of them,” she said. San Diego, with its more than 500 bird species and its diverse array of habitats from ocean to wetlands to mountains and desert, makes the
San Diego City Council voted 8-1 on Feb. 25 to enact zoning regulations that would allow medical marijuana dispensaries to operate. But councilmembers also restricted dispensaries to mostly outlying industrial areas no closer than 100 feet from residences and 1,000 feet from each other, schools, churches or daycare centers. Perhaps most notably, the vote also capped the number of dispensaries allowed to set up shop and operate in any one of the nine City Council districts to a maximum of four — a total of 30 citywide. Several of the council districts, like interim Mayor Todd Gloria’s District 3, have no existing zonings that would
meet the new requirements for dispensaries to operate. Other communities, however, like Kearny Mesa and Otay Mesa, contain numerous parcels where dispensaries could be located. District 5 City Councilman Mark Kersey, who cast the dissenting vote, said he could not vote for the ordinance because his constituents opposed it and because federal law continues to forbid possession and sale of marijuana, despite what California voters approved a few years ago. The City Council action amends the land-development code and the local coastal program to add medical marijuana consumer cooperatives as a new, separately regulated land use.

region the ideal place for a bird festival to nest. “There’s just a lot of magic here with all the different kinds of birds and so many habitats that makes it a very rich area for seeing birds,” Hajj said. She added the Audubon Society festival brings out the “really interesting people, our guides, special speakers, etc. We have a lot of events that are interesting for birders and non-birders
alike.” On Friday, Feb. 28, the festival’s banquet keynote speaker at the conference center and marina will be James Currie, host of “Nikon’s Birding Adventures” on NBC Sports Network. In less than two years, the Laurel Street-to-Harbor Drive route to get to your flight will be a thing of the past for a large number of air travelers. People who need to return their rental cars — that's about 1 in 7 air travelers — will head for the corner of Pacific Highway and Sassafras Street and turn west. Once on airport property, they'll drop off their cars at a $316 million, four-story, 2 million-square-foot facility that will house 16 rental car companies. Those rare travelers not in a rush can enjoy the lush landscaping and public art or have dinner at a fine-dining restaurant within the building. They'll be whisked away — or arrive, if their plane has just touched down — on a shuttle that uses a route that stays inside airport property and avoids using Harbor Drive for more than half the journey. It will be a consolidated shuttle for all rental-car companies, reducing the number of buses by 75 percent.

BY DAVE SCHWAB | THE BEACON The Peninsula Community Planning Board (PCPB) heard updates from interim Mayor Todd Gloria this month, postponed reconsidering a street vacation on Plum Street and approved two of three airport noise-monitoring poles. Charged with making land-use recommendations to the city, the advisory group also authorized sending a letter expressing concerns about the Navy’s plans to repair and relocate Miramar jetfuel pipeline down Rosecrans Street. The pipeline would link the Navy’s fuel farm in Point Loma to the Marine Corps Air Station at Miramar. Gloria began the evening by talking to planners about the transition to newly elected mayor Kevin Faulconer, who is rounding out his service as representa-
tive for City Council District 2, which includes Point Loma. Noting Faulconer would likely be sworn in March 3, Gloria said Faulconer’s seat will be filled by an interim appointee. The appointee will not be allowed to run in this year’s election for a full term. He or she would only serve until December. Gloria also discussed upcoming City Council issues before fielding questions. He said hot-button items like regulatng medical marijuana dispensaries, food trucks and building remodels would soon come before the City Council. On the dispensaries, Gloria said the likely end result will be “30 or less dispensaries in the city,” which he said is “more than all the Walmarts, Kmarts and Targets taken together.” Gloria said future legal marijuana dispensaries will likely only be allowed in
industrial zones at least 1,000 feet from “sensitive receptors” like churches, schools and daycare centers.” Stepping down as interim mayor to become City Council president in March, Gloria said the city is also being asked to approve “sensible regulations” governing operating conditions for mobile food trucks, as well as sanctioning more “spe-
cific conditions” for business remodels. He said it is hoped the remodel rules will close loopholes allowing complete teardowns rather than true remodels. Gloria was asked by PCPB secretary and bicycling enthusiast Nicole Burgess if the city is becoming more bike friendly. Gloria, who sits on the board of San Diego Association of Governments (SANDAG),

Forecast forces OB Kite Festival to be grounded Faced with the forecast of a powerful storm punch this weekend, the Kiwanis Club of Ocean Beach has rescheduled the Ocean Beach Kite Festival from Saturday, March 1 to Saturday, May 10 at Dusty Rhodes Park. The kite festival will still feature free kite making and kite flying for children, awesome demonstrations by professional kite flyers, carnival rides and a craft fair. The new date is much less likely to be rainy, and organizers said they are looking for creative ways to tie the festival in with Mother’s Day weekend. The OBPB is one of 40-plus community-based groups that have been sanctioned by the city to vet development projects and make recommendations on land-use and quality-of-life issues. Recently, the board approved the Ocean Beach Community Plan, a document intended to guide growth over the next 20 years. Though only one candidate submitted an application packet by the Feb. 5 deadline, there's still time for write-in candidates to qualify. Write-ins can turn in applications at the forum or make arrangements to submit to a member of the board's Election Committee by March 10. Hopefuls who skip the election and seek board appointment don’t have to satisfy a requirement that disqualified some: anyone running on March 11 must have attended at least one board meeting between February 2013 and January 2014. That fact could encourage more candidates to participate in the forum and ask for post-election appointment. At least two citizens at the February OBPB meeting mistakenly thought they had satisfied the attendance requirement by appearing at the meeting. One — former District 4 representative Seth Connolly — had already collected signatures. Raeanon Hartigan, who chaired the Elections Committee, said next year's
effort will begin earlier to underscore the attendance requirement. It’s unclear why so many incumbents failed to qualify for the ballot. However, incumbents John Ambert (District 1), Barbara Schmidtknecht (District 2), Andrew Wilson (District 3), and Ginese Quann (District 7) may still run as write-ins. Giovanni Ingolia (District 5) is termed out and the District 4 position is vacant. “I'm not sure why some of the incumbents didn’t get their applications in,” Hartigan said in an email. “I don't want to email them to ask or remind them because it could be viewed as giving OBPB incumbents special consideration that the public doesn't have.” OBPB members have appeared at recent Wednesday Farmers Markets to raise awareness of the forum and election. “[It's been] “a great way to educate people on what the OB Planning Board does and let them know about the elections,” said Hartigan. “It has also been great to hear what Obeceans want for our community in a less formal setting than the board meetings,” he said. The overall concept in developing the north side is to achieve a “campus feel,” Wilschetz said. “The north side has been an eyesore for a long time,” Wilschetz said. “Our CEO wants this to be a very beautiful area.” The north-side development reached its first milestone in November 2012 with the opening of a new 23,000-square-foot receiving and distribution center for food, beverage and retail items. Construction of this back-of-the-house facility may have gone unnoticed, but that won’t be the case with the rentalcar center, which Wilschetz called the “centerpiece” of the project. Any day now, the first of four tower cranes will be deployed, he said. “This is going to be the first time the community says, ‘Oh my gosh, there’s something going on,' ” he said.
Completing the design of the rentalcar center, which will be funded by customer facility charges, took months of negotiations. Rental-car companies balked at moving to the north side, preferring a location in front of Terminal 2. A deal was struck when the airport agreed to build the terminal link designed to keep much of the shuttle route off public streets, Wilschetz said. “This was a big, big deal for the rentalcar companies,” he said. The terminal link road will go around the runway’s east end and flow into Harbor Drive directly across from the U.S. Coast Guard Sector San Diego. A signal will be added, which will improve access for the Coast Guard, too, Wilschetz said. An additional lane from that intersection will be constructed to continue west to the terminals. There won’t be a corresponding new lane on the south side of
Harbor Drive, Wilschetz said. To make it more visibly appealing from surrounding neighborhoods, the project includes $2.5 million in landscaping and improvements along Pacific Highway. Some sections between Washington and Palm streets will see new curbs, sidewalks and bioswales for stormwater treatment. “Unlike our terminals, people who live north of the airport are going to see this every single day. It should look very beautiful when we're done,” Wilschetz said. Another major component of the project is the $37.5 million fixed-based operator facility for private jets. It will be one of the first such facilities to attain the platinum level in Leadership in Energy and Environmental Design (LEED) certification from the U.S. Green Building Council. Landmark Aviation, the operator, is financing the construction, scheduled to be complete in May, Wilschetz said.

Its accomplishments include the establishment of two wildlife sanctuaries, which it owns and operates. This fiscal year, SDAS will host 25 habitat maintenance/restoration volunteer events, engaging several hundred volunteers in restoration efforts, and generate more than 3,000 hours of volunteer labor toward improving habitat for wildlife in San Diego County. Chipman spoke of dispensaries changing names and ownership to try and conceal the fact they’re primarily serving recreational users of the drug — not medical patients, as proponents claim. “Marijuana use is dangerous, it’s unhealthy physically and mentally,” Chipman said. “Hiding dispensaries away in industrial areas is admitting they’re harmful.” The reaction from medical marijuana proponents was mixed. “We are glad that the San Diego City Council has decided to allow regulated access to medical marijuana. However, we are very disappointed with the extreme restrictions contained in this ordinance,” said James Slatic, executive board member of the California Cannabis Industry Association. "That said," continued James, "this ordinance does represent an opportunity to show the leadership of the city, as well as our detractors, that well-regulated dispensaries with responsible operators can be positive members of the communities while serving the needs of patients and caregivers."

GIRLS’ BASKETBALL The highest seed went to the Lady Pointers basketball team, which finished 15-8 overall (11-2 and second place in the Central League). The team’s record earned it a No. 6 seed in Div. IV and a home game earlier this week against No. 11 seed San Ysidro, which finished 813 overall. Two key players, however, were lost to injuries late in the season, forcing veteran coach Dave Aros to make lineup adjustments. Quarterfinals are set for Feb. 28 with semifinals on March 4 and finals on March 7 at 11 a.m. in the Jenny Craig Pavilion at University of San Diego. BOYS’ SOCCER The boys’ soccer team was seeded No. 10 in Div. I after finishing 9-7-5 overall (4-2-2 and second place in the Western League). The Pointers were forced to travel 122 miles to Calexico earlier this week for a match against the No. 7 seeded Bulldogs, who finished their season at 11-7-4. EXTRA POINTS • A new sport debuts as the spring athletic season gets under way: girls’ beach volleyball. Girls’ varsity volleyball coach Davis Ransom will head the program in its inaugural season. The Lady Pointers’ home court will be on Ocean Beach sand near lifeguard Tower 5 and Dog Beach. • Spring is the busiest season for Pointer sports. The boys will be battling opponents in badminton, baseball, golf, swimming, tennis, track and field, volleyball and lacrosse. Both the tennis and volleyball teams will be defending 2013 league championships. • Girls’ spring sports include badminton, softball, swimming, track and field and lacrosse, in addition to the new beach volleyball team.

Local elementary and middle schools are being invited to attend the second annual Future Pointers K-8 Track & Field Meet on May 3. The event will be held on the allweather track surface and turf field at Pete Ross Stadium on the PLHS campus. A contingent of PLHS coaches and members of the school’s track and field team will be on hand to conduct the events exactly like the meets they participate in during the Spring. In last year’s inaugural event, schools in the PLHS cluster formed teams, some practicing extensively for the event. Included will be sprint and long-distance races, relays and field events like high jumping, long jumping and more. The event is under the auspices of Protect Our Pointers and is a fundraiser to pay the cost of certified athletic trainers who prevent and treat injuries to over 800 athletes at PLHS. ‘Bite of Point Loma’ slated for April 22 Tuesday evenings are often slow nights for restaurants, but April 22 looks to be a major exception for eateries in the central Liberty Station area. That is the date selected for a major walking tour of many of the area’s popular dining choices who will offer samples of their finest fare for patrons of “Bite of Point Loma.” The palate-pleasing tour is the brainchild of a group of creative Point Loma High School parents whose goal is to see the local high school campus’ gathering spot shine as it never has. They envision a complete “makeover”of the central quad area, where there is currently a need for additional tables and benches and other amenities to provide a more welcoming environment for the nearly 2,000 students. Wine is the word of choice in Larry Zeiger’s ‘Nice Legs’ BY MARTIN JONES WESTLIN | THE BEACON Larry Zeiger — a legend in the theatrical world at Point Loma High School and far beyond — likes to interpret real-life situations as big, bawdy blockbuster musicals. The big, bawdy Broadway kind. One of his would-be creations follows the exploits of his good friend, Ted, into — well, let's just call it a realm where few men tread. The show features “[g]lorious set designs, dazzling choreography and a brilliant score [that] will send audiences into the streets in a frenzy of exhilaration,” he said. The glam factor is a natural progression of Zeiger's life's work. He authored a slew of song-and-dance entries during his career, and he's been writing music since he was 15. But until his latest work, titled “Nice Legs! A Pairing of Wine and Words,” he'd never written an anthology, much less an anthology whose crazy stories have their genesis in the wiles and ways of the vaunted grape. Truth be told, wine-food pairing traditions have blurred markedly in the last decade or so (“I always, always would drink red wine with seafood!” Zeiger told The Beacon at a Feb. 15 book signing in Point Loma); it follows that words deserve a place at the table too, as ideal a companion as the mahi mahi strips and tenderloin that wine normally accompanies. “I was talking with two people at a wine bar in Little Italy,” explained the Larry Zeiger, kneeling at right, a legend in the theatrical world at Point Loma High School, Cleveland native. “They love urban livhosted a book-signing party for “Nice Legs! We enjoy wine for what it does as a social [tool].’ Wine is literary because it stimulates discussion. That’s probably why I wanted to pair wine and words.” The self-published book was released last year. Zeiger and co-author Jack Beddows — a suburban Boston native, yoga instructor and fellow teacher and musician — compiled “Nice Legs!” as a competition of sorts. Monthly meetings at local wine bars eventually became a festival of creative storytelling, wherein the two conjured such motley characters as The Snot-Nosed Know-It-All, George the Duck, an evil monkey in lederhosen and a talking appendix. Each of the 15 chapters, which contain stories by both authors, is prefaced by a short explanation on the articles’ wines of choice. A Migration Anderson Valley Pinot Noir, with its reportedly brilliant finish, complements pieces about the authors’ college escapades. Zeiger thought the 2005 Basket Case Syrah fit the bill amid a tale of unrequited love, into which Dianne Feinstein prominently figures. Gwyneth Paltrow ruined Beddows’ teaching career, and Zeiger wants his $55 back (Geyser Peak's Uncensored Red Blend, and lots of it). Beddows beat a famous martial artist at his own game (Temecula's Numero Uno Sangria). Ouch! The Transmogrification Musica; is Zeiger's aforementioned and critic-proof effort, set to run longer than “Cats” (a regional Cabernet Sauvignon called — what else? — The Show). BY BART MENDOZA | THE BEACON 2016 is still almost two years away, but for a certain generation of students who happen to be graduating that year, it’s a date that looms ever closer. Expenses for events surrounding any graduation mount up quickly, so to ease those financial responsibilities, the 2016 class Point
Loma High School will hold a series of fundraisers beginning March 1 at Humphreys Backstage Live. “If everyone had to pay their own way, a lot of kids would not be able to participate, so we hold these events to raise funds, so that everyone can participate,” said Molly Allen, the event’s music coordinator.
Beginning at 4 p.m., guests will be entertained by music from The Steve Grady Band, Greene Street (formerly 140 Yards) and Revolt-Age. The event is suitable for all ages. According to Allen, the reasons for booking these particular groups was pragmatic. “They are all relevant in some way to the school,” she said. “The openers — Revolt-Age — consists of Point Loma High School students. Two of them are in the class of 2016,” Allen said. While the six-piece combo is still young, it has solid blues rock chops and are regulars at Humphreys, mixing up originals with classic covers like the Beatles’ “Come Together” or Rufus Thomas’ “Walkin’ the Dog.“ Meanwhile, Green Street is also from the school, while The Steve Grady Band is mostly Point Loma alumni. It’s a testament to the importance of music at Point Loma High that the principal, Hans Becker, is a San Diego Music Awards-nominated musician with his band Betamaxx. “We almost had them play, but their guitarist wasn’t available.” said Allen. According to Wendy van den Helder, a member of the committee for class of 2016, there will be more traditional fundraising efforts in future months, but the idea of a concert featuring students at a major local venue is hard to top. “We will have a rummage sale in May, but this is something that is a lot of fun, it’s not something that is typically done to raise money,” she said. She said she believes these sorts of events are a great bonding experience and a chance to build school spirit. “So many of the musicians taking part at this show are also students, so it seemed like a good way to give these

bands exposure, but also provide a lot of fun entertainment for the families that come,” said van den Helder. “It’s a wonderful way for the children and the parents to spend time together,” she added. “As for the show, its music that is enjoyed by not only the kids, but also the parents. Because it’s a mix of new and older music. It’s great to see everyone interacting like this, coming together across the ages. Music spans generations.” Anyone who has ever been to Humphreys Backstage Live will vouch for the friendly atmosphere and beautiful view. Allen gives the restaurant extra kudos for its involvement with Point Loma High School’s events. “Humphreys has been very supportive,” said Allen. “We had an event last
year that went great and hopefully we’ll also do something there next year. However, their involvement started with the First Friday Music Club, a nonprofit that provides supplemental music education to area schools, headed by director Glen Fisher. “Almost all of the kids of these bands are alumni,” she said. “So that’s the connection with Humphreys.” Allen said she hopes similar events can continue for future graduating classes. “As long as Humphreys will support it, this seems to be an effective tool,” she said. • PLHS 2016 FUNDRAISER: Saturday, March 1 at HUMPHREYS BACKSTAGE LIVE, 2241 Shelter Island Drive; 4 to 7 p.m. $10. www.humphreysbackstagelive.com.

More than 60,000 attended performances by his Gotta Sing, Gotta Dance company, in which he estimates 3,000 students participated. His retirement in 2007 led to the culmination of a second career, featuring a CD entitled “Meetchu in Machu Picchu” released in 2009. It’s a compilation of songs never used in his musicals. He also allegedly gave megastar Adam Lambert his first big break. But no Renaissance man is complete without a working knowledge of the wine that fuels his purpose and speaks to his soul. The discussion keeps coming back to The Show, the lusty Cab that he and Beddows once embraced in their impromptu ruminations on life as a musical. Beddows’ ideal script is a stream-ofconsciousness piece on outdoor insecticides, including an analogy between the eradication of gypsy moths and the liberation of Europe during World War II. Zeiger’s still thinking about Ouch!, the would-be megahit that teasingly exposes Ted for what he is and the woman who loves him in spite of it all. The Show must indeed have nice legs (the filmy streaks down the glass that indicate the beverage's quality), yielding an entire two-act outline and a world of surprises as big as the wine culture itself. This book is full of that kind of stuff, a freewheeling nod to the power of language and the iconic beverage that colors it. “Nice Legs!” is available on amazon.com. Richard Lenyk takes his Beacon to Molino Viejo (The Old Mill) in San Quintin, Baja California Norte. 200 miles below the border on the Pacific side of Baja. The hotel and restaurant are three miles down a graded dirt road off Mexico 1 and situated on the edge of San Quintin Bay. This bay is mostly undeveloped and is what San Diego bay most likely looked like 150 years ago. In the late 1800’s an English company built a wheat mill here but after a couple of years of drought it failed. Some of the equipment and buildings are still around to see.

Cabrillo National Monument to conclude centennial celebration The Cabrillo National Monument will “Light Up the Night” to conclude its centennial celebration as 100 years of being San Diego’s only national park. A rare evening celebration on March 15 at the tip of Point Loma will include dinner and dancing after a walk to the lighthouse at sunset, beginning at 5:30 p.m. The fun-filled evening will benefit various historical and educational programs provided by the Cabrillo National
Monument Foundation. “Light Up The Night” was forced to be rescheduled from its original date in October because of the partial government shutdown that paralyzed the National Park System. After a sunset walk to the Cabrillo lighthouse, guests will be treated to dinner catered by Elegant Events, followed by a silent auction and dancing to live music performed by Revolt Age and Friends.
The Cabrillo National Monument at the end of Catalina Boulevard normally closes at 5 p.m. As a result, the “Light Up the Night” event will present a rare opportunity to view the historic lighthouse and glimpse beautiful views of the city at night.
