BY DAVE SCHWAB | THE BEACON A judge has been satisfied that the recent sale of a “perpetual remodel” on Plum Street fulfills conditions set for the property's owner to tear it down, sell it or go to jail. But not everyone in Point Loma is convinced that the problematic home, which has been under construction for seven years at 1676 Plum, is a fait accompli. Not the least of the questions — and concerns — that neighbors have with the sale deals with the $275,000 price of the half-finished mansion. “Looks like the deal of a lifetime,” said Joni LeSage in an email to her neighbors. LeSage noted 1676 Plum St. previously sold in November of 2005 for $875,000. Point Loman Don Sevrens, who attended the court hearing, noted that Judge David Rubin met in chambers Dec. 17 with property owner Francisco Mendiola's legal counsel before announcing in open court that “in the absence of evidence that this was less than an arm'slength transaction, he was going to assume it was a legitimate sale.” Sevrens said Rubin also made it clear to Mendiola's camp that “if indications of a sale to a related party (of Mendiola) surfaced that things would go south in a hurry.” The judge also canceled Mendiola's scheduled January deadline hearing. Plum Street's new owner, orthodontist Sanja Kuruvadi, who has offices in Chula Vista and El Cajon, did not appear. Neither did Tom Story, Kuruvadi's consultant. It's been closed for repairs since flooding out earlier this month. “We had to move out of our office at 1868 Bacon St. Suite A and had to have part of the wallboard replaced, moved everything out of the office, and took out the wet carpet, the desks that were damaged,” said Denise (Denny) Knox,

A decision in a Delaware bankruptcy court to determine whether the sale of the former Fresh & Easy store in the small shopping center at 955 Catalina Blvd. in Point Loma is legal has been postponed until mid-February. “There was a Jan. 13 court hearing in Delaware, and the judge approved the sale of four other (Fresh & Easy) locations, but has reset, until Feb. 18, a hearing on this one,” said Andrew Greene, a Point Loman with a downtown San Diego law practice. Though not professionally engaged, Greene said he is personally interested in the fate of the site, which has become controversial with many Peninsulans registering, via online petition, their preference for an independent grocer rather than a CVS pharmacy on that site. “There are more than 2,600 signatures now on the online petition at Change.org in about a month,” Greene noted. Fresh & Easy, a Southern California convenience grocery store chain, recently closed its eight locations in San Diego County, including its Catalina Boulevard site. The company noted an “organized wind-down" after a failed reorganization as the reason for the closures. Greene said it was uncertain which direction the Delaware court would go with the former Point Loma Fresh & Easy location, given that the judge approved the sale of the other four sites. He pointed out, however, that there was no public opposition to the

Yearly totals indicate a troubling trend of inland trash making its way to the ocean. From tiny shards of plastic food wrappers to large discarded crates, volunteers collected a staggering variety of trash from San Diego County beaches during a series of clean-ups in 2015 by the Surfrider Foundation San Diego County chapter and San Diego Coastkeeper. The groups train volunteers to track the type and number of items they pick up during clean-ups, asking them to note unique items and helping them weigh the contents.

In 2015, 7,360 volunteers removed 9,825 pounds of debris from coastal areas, capturing it before it could pollute the ocean. For another consecutive year, cigarettes and cigarette butts were the most prevalent type of debris found (79,083 pieces), followed by plastic (17,342 pieces) and bits of plastic foam (13,970 pieces). Clean-up organizers say it is alarming that cigarette butts topped the list again and that their numbers increased from the previous year. “Cigarette butts,” said Mandy Sackett, Surfrider’s county chapter manager,

“easily travel from sidewalks into our stormwater systems, ending up in our beaches and oceans. Many people believe that cigarette butts are biodegradable, but in fact that couldn’t be further from the truth. The filters are plastic, with harmful toxins that leach into the surrounding water. “Our Hold Onto Your Butt campaign has sold over 10,000 pocket ashtrays and installed over 230 ashcans in San Diego County, which lower cigarette butt litter in the surrounding area by approximately 65 percent,” she said. The percent of plastic found in the

total items collected stayed roughly the same this year as last, totaling 43 percent of the items collected by volunteers. Plastics are particularly damaging to the marine environment, as they do not biodegrade and are easily ingested by wildlife. Many of the plastics collected were pieces less than one inch in diameter, and much of the debris was nonrecyclable expanded polystyrene foam, or Styrofoam. “The litter we remove from beaches,” said San Diego Coastkeeper community engagement coordinator Kristin Kuhn, “isn’t only left behind by beachgoers. It

comes from all over San Diego County. Wind and rain takes litter from inland communities into our stormwater system, where it enters our rivers, beaches and oceans. We’re all connected to the coast.” For the second year in a row, Fiesta Island had the most trash collected per volunteer in 2015, with 4.68 pounds of trash per volunteer. Fiesta Island also had the most trash removed by overall weight, with a total of 788 pounds of trash collected at that location in 2015. Fiesta Island, Tecolote beaches closed due to massive sewage spill Beaches at East Mission Bay and Tecolote Creek have been closed after a landslide triggered an estimated 108,000-gallon sewage spill discovered the morning of Jan. 10. The county Department of Environmental Health has posted signs warning the public of sewage contamination at various points along the beaches, which stretch from the Fiesta Island land bridge north to the visitors center at Clairemont Drive. The sewage spill was discovered at 9 a.m. Jan. 10 in Tecolote Canyon adjacent to Mt. Ashmun Drive in San Diego, where a landslide caused a main sewer line to break. The spill entered Tecolote Creek and flowed through Tecolote Golf Course before entering east Mission Bay just north of the Fiesta Island land bridge. The spill was stopped at 6 p.m. Jan. 10. Warning signs will remain in place until water samples confirm that contamination levels decrease. The San Diego Fire-Rescue provides sandbags for city residents and businesses at every San Diego fire station and the lifeguard stations in Ocean Beach, Mission Beach, La Jolla Shores and Pacific Beach. There is a limit of 10 sandbags per household or business. Sandbags will be available only when personnel are at the station. Should they arrive to find the crew is on an emergency call, people may want to purchase sandbags from a retailer that carries them. While they are able to provide the sandbags, the fire stations will not have sand available.

Environmentalists say unlawful change to stormwater permit will decrease water quality Last month, San Diego Coastkeeper and Coastal Environmental Rights Foundation (CERF) filed a petition to the California State Water Resources Control Board requesting changes to San Diego’s stormwater permit. On Nov. 18, the San Diego Regional Water Quality Control Board approved an amendment to the municipal stormwater permit that weakens a permit holder’s accountability for achieving pollution reduction and clean water. Coastkeeper and CERF, which rely on the now-weakened provision to fight pollu-

tion threatening the region’s quality of life, say the permit is both unlawful and inadequate to protect the region’s water or public health. “The regional board’s action... was an unfortunate step backward in efforts to improve water quality,” said Matt O’Malley, waterkeeper and legal/policy director for Coastkeeper. “We’re asking the state board to overturn the unlawful provisions to ensure our members and local citizens can access clean water and maintain the San Diego way of life that we love.”

Polluted runoff is said to be San Diego County's number one water quality problem; it’s reportedly what causes the county Department of Environmental Health to issue 72-hour polluted beach advisories when it rains and what causes our local streams and rivers to receive poor health ratings. To address that issue, the Municipal Separate Storm Sewer Systems permit covers cities in San Diego, along with San Diego County, the port, the airport and portions of South Orange County and Riverside County. It requires permit-

tees within these areas to create and implement plans to prevent pollution in urban runoff and stormwater from reaching our waters. The plans identify priority pollution conditions, strategies to address those problems, numeric goals and timelines to achieve those goals. But on Nov. 18, the regional board approved an amendment known as “Safe Harbor,” which gives permit holders a pass from accountability for water quality protection if they have a plan to eventually reduce pollution into our

waters. They get this from the moment their plan is approved, and it continues indefinitely as long as they keep trying to do better, even if they continue failing to meet water quality standards. “We don’t want to give water polluters a pass just for saying they will prevent pollution from reaching San Diego’s waters – we want to reward actual results,” says CERF attorney Livia Borak. “Our petition to the state board asks the governing agency to overturn this illogical and unlawful provision.”

Surfers celebrate life of Larry Gordon with memorial paddle-out BY DAVE SCHWAB | THE BEACON Humble. Loving. Spiritual. A friend to the countless lives he touched. Those were just some of the accolades spoken about San Diego surf icon Larry Gordon at a paddle-out celebration of his life attended by about 400 people at Tourmaline Surf Park on Monday, Jan. 18. Gordon, co-founder of Gordon & Smith surf and clothing company, died New Year’s day of Parkinson’s disease at age 76. He built the internationally renowned company into a custom surfboard, skateboard and clothing conglomerate known by surfers worldwide. Gordon and his partner, surf buddy Floyd Smith, were among the first people to make surfboards out of foam, designs that were first crafted in Smoth’s garage when Gordon was a college chemistry student. Many local surfers and board shapers, like Skip Frye, learned their craft at Gordon's side. “To me, he was very special in so many ways,” said Frye. “He was a mentor, who not only showed me the basic steps of shaping a surfboard but allowed me to hone my craft in his company surrounded by craftsmen, a lot of whom have their own successful businesses now.” But Frye said Gordon's personal friendship and love transcended the workplace. “He was a spiritual mentor to me,” he said. “I had some pretty dire times in my life, and I know his prayers got me through. described Gordon as a “legend.” Asked why, he replied, “Because he developed the first foam surfboards in San Diego.” Kevin Connelly concurred. “He just had love for everyone in the surf industry,” said Connelly, noting he worked with Gordon as a board shaper at age 17 before recently returning to his employ many years later. “The whole surf industry has been impacted by him,” Connelly said, adding, "He was just a great person — the love he had for people.” Stephen (The Cowboy) Benson, who lives 50 miles away in Ramona, said he wouldn't have missed Gordon's paddleout.

Waves knock over Windansea's Shack, but it will be back BY DAVE SCHWAB | THE BEACON The Shack will be back. Only it likely won't be until spring and the departure of the winter storms. In the wake of a Christmas eve monster wave that quite literally took the legs out from under it, Windansea Beach's iconic, thatch-covered landmark is on track to a comeback, thanks to the efforts of volunteers. According to at least one account, “a mother of a wave” during an early-morning high tide Dec. 24, with 4- to 6-foot surf, crashed down on the historically designated beach icon, hobbling one of the four upright pillars supporting it. Melinda Merryweather, spokesperson for Friends of Windansea, a local nonprofit group of volunteers who maintain the Shack, said the next big project ahead is “to get the shack back up at the beach. That looks to be the end of March or the beginning of April. We want to wait until after the (winter) storms.” “I was there, watched it go; three of the legs were broken,” said Merryweather, adding that others who were there tied a rope to tether the landmark to an agave cactus so it wouldn't fall. “It was a high tide, a full moon and big surf all at once,” said Merryweather. Merryweather added that another group cut the fronds off the Shack's roof before trimming its legs and dropping it to the ground. “Guys held the back of it, and the group moved it up the hill,” Merryweather said, adding the Shack is now ready for repairs. Merryweather said the Friends group was started by her, Hans Newman and

landscape architect Jim Neri. “Seventeen years ago,” she explained, “Friends asked the city permission to take care of and maintain the Shack.” She noted the Shack was created in the 1940s by fishermen who put a hammock in there. "One of those guys is Don Okey,” she said, “who is still alive.” Merryweather said new legs for the Shack are being fashioned from eucalyptus trees which “need to be cured. We're going to put them in a kiln to dry them out.” Merryweather said the Shack “is super-sturdy. But this time, unfortunately, water got in where the legs were.” She added that that process has gradually

undermined the structure's support over the years. Windansea Beach was named after the 1909 oceanfront Strand Hotel, renamed Windansea Hotel in 1919 after owner Arthur Snell ran a "naming contest.” The distinguishing landmark at the beach is the palm-covered shack originally constructed in 1946 by Woody Ekstrom, Fred Kenyon and Okey. The Surf Shack at Windansea Beach was designated a historical landmark by the San Diego Historical Resources Board on May 27, 1998. Windansea also enjoys a storied reputation as a surfbreak and has served as home break to many notable surfers.

Connie J. Helmich August 4, 1954 - January 10, 2016

Connie Helmich Rog passed away at the age of 61 in Gulf Port, Mississippi, Connie lost the battle to pancreatic cancer after aggressive chemotherapy treatments and complications from surgery. Connie was born in 1954 with her twin brother Mark in Pasadena, CA. The family moved to Point Loma to join Connie’s grandparents and uncle. Connie’s father Bill was an Aerospace Engineer who had classified positions with General Dynamics, Teledyne Ryan and Straza Industries. Connie attented Loma Portal Elementary and Collier Junior High, and graduated from Point Loma High School in 1972. She attended Mesa College, then went to school to become a paralegal. Connie married Larry Duff in 1976. During the 1970’s Connie resided in Point Loma and briefly lived in Hawaii. Connie and her family were active members of the San Diego Yacht Club and Point Loma Community Presbyterian Church. Following her marriage to Larry, Connie lived in Ocean Beach with her mother Joyce and brother Mark. Connie accepted a paralegal position in Los Angeles in the early 1980’s, where she had a successful career with the law firm Bailey, Martin & Fay. Connie’s daughter Meghan was born in 1984. In 1987, Connie’s mother was diagnosed with cancer, prompting Connie’s decision to relocate to Alabama. There, Connie joined the firm Lange, Simpson, Robinson & Somerville in Birmingham. Connie and Meghan had nine great years with Joyce. In the mean-

time, Connie’s friends at the firm persuaded her to participate in Civil War reenactments, where she eventually met her second husband, Vincent Rog. After marrying, she and Vincent relocated to Gulf Port, Mississippi in 1996. There, Connie joined the law frim Davis & Crurnp, where she worked for 13 years and witnessed many successful wins in substantial class-action lawsuits. Connie ended her career at small private practice three years ago. Connie had a great sense of humor and welcomed everyone with open arms. She has hundreds of friends who loved her and supported her during her battle with cancer. Connie is survived by her daughter Meghan, step sons Clint and Lee, devoted husband Vincent, and her aunt and uncle, Dr. Donald and Melanie Helmich. It's a museum, but everything is for sale. That's how Paul Scott Silvera, a fourth-generation Portuguese Point Loman, described Scout, his mercantile, gifts, interior design, color consulting and home staging company in Quarters D, 2675 Rosecrans St. at Dewey Road, in Liberty Station. Scout provides nostalgic products for the home, including furniture, lighting and paint as well as vintage artifacts, with a one-acre garden leading up to it. Silvera noted that Liberty Station is the perfect spot for his business, given that the former naval base is itself historic as well as being in Point Loma, one of San Diego's oldest neighborhoods. “If you live in a house that was built before World War II, you don't really have the scale of furniture to match the floor plans,” he said. “We create living space in rooms that are authentic, that feel up to date and represent what our target audience likes, which is a mixture of things that are new and old.” People come to Scout because “they want to fill their homes with things that have style and taste,” noted Silvera. Silvera said the interior design aspect of his business is “all about achieving a look.” And that “look” is offered at Scout in Bungalow, Boulevard, Scotch & Soda and Society styles, showcased in different rooms in Quarters D, once the naval base commander's living quarters. Each year, Scout picks a designer from the past whose stylings get showcased in one of the business' display rooms. Last year, interior designer James Thompson, an American businessman who helped revitalize the Thai silk industry in the 1950s and 1960s, was selected. “We created this room using his fabrics,” said Silvera, noting that Thompson was rich and famous when he lived in Asia during that period. “He disappeared in the '60s,” said Silvera. “He went out to smoke a cigarette — and disappeared.”

Scout, with its 4,000-square-foot retail gallery, has been in Liberty Station for more than three years. Silvera founded his first home décor and mercantile store in 2002 in the San Francisco Bay area. Since then, Scout has grown to include interior design, color consulting and staging services. “We're all about the house: buying the house, selling the house, decorating the house,” Silvera said. Of his staging business, Silvera said, “We get houses ready to sell, furnishing them from our store. That gives us a retail presence in neighborhoods where we don't have a retail presence. at the doorway.” Knox noted extensive flooding also occurred at the parking lot under Shades. “Wings was still closed a few days ago,” she said. “The OB Playhouse got a lot of water, apparently. Businesses with cement or tile floors fared the best because you can immediately suck the water out and clean the floors. What killed us was having a carpet.” OB also had major flooding problems a few blocks away up at Dreamgirls women's boutique at 5054 Newport Ave., where the damage was less extensive — but more intensive — on Tuesday, Jan. 5. “We flooded, and it (only) took a minute,” said Carla Vega, the boutique's manager. “It was coming in like a river. It (rain) was creeping in. The next thing you know, it was all the way to the back (of the store) and we were scrambling around trying to get all the electrical wiring off the floor and disconnected.” After the rest of that day and night of clean-up, Vega said Dreamgirls opened the very next day. Vega said the boutique will be better prepared for the next heavy rain event in this El Nino year. “We have a gazillion sandbags ready outside the door,” she said, adding there was such a run on sandbags locally that they had to travel miles away to a Home Depot to get them. Meteorologist Jimmy Taeger of the National Weather Service in San Diego said short-term projections indicate a major storm is not expected before the end of January, but added El Nino is something real — not imagined. “Chances are good of us getting abovenormal winter precipitation,” he said. Taeger said San Diego's normal rain

We think it should stay a market.” Pointing out the Catalina Fresh & Easy was “one of the most profitable in the entire chain,” Avoyer said that demonstrates it's a viable location for a market. “We're fighting them (CVS) tooth and nail,” Avoyer said. “We'll probably end up in Delaware bankruptcy court in February to make our point of view known in open court.” The tenant mix in the 2-plus-acre shopping center site includes a local pharmacy, Point Loma Cabrillo Drug, as well as a Subway, Cup of Yo and Peet’s Coffee & Tea. The center was constructed in 2005 and 2006 and was meant to be anchored by a grocery store, Catalina-Talbot said, pointing out it was the only grocery store within two miles. Catalina-Talbot is claiming the lease with Fresh & Easy, signed in 2006, was for the “operation of a retail grocery store.”

make some changes if possible to lessen the impact when we get heavy rains.” Knox had one other piece of advice for local merchants. “Every merchant and many homeowners should have a heck of a lot of sandbags if this happens again,” she said. “We’re at the low point on the coast, and with high tides and lots of rain, it gets a little dicey.”

PLHS girls soccer program becoming county power BY SCOTT HOPKINS | THE BEACON In its 90-year history, Point Loma High School has fielded some excellent athletic teams and seen a number of students find success at the professional level. Despite these decades of success, the school's teams have rarely developed a countywide reputation for excellence that continues year after year – perhaps a prep sports dynasty in the making? But that may be changing on the surface of Bennie Edens Field, where John Murphy and his girls soccer teams are laying the groundwork for what may well become just that – the school others fear because of their talent-laden roster overflowing with skills from top to bottom. Murphy is in his ninth year as Lady Pointers head coach, and few are aware of his team's rise outside of the sprinkling of parents and grandparents of players who bundle up to watch the girls play their home matches in windswept Pete Ross Stadium. But building the team took time. Murphy's first team turned in a 9-122 record in 2008. By 2009, that record was reversed as the team finished 14-56, challenging Patrick Henry for the Eastern League title with a 7-1-4 mark. And then came the CIF playoffs. Behind Murphy's daughter Shelby, a junior, and a talented, tough group of girls that included freshman goalkeeper Lily Edwards, the Lady Pointers swept through the playoffs, defeating Hilltop (1-0), Helix (1-0) and Mt. Carmel (2-1) to win the CIF championship. After an off year in 2010, Murphy's group won the 2011 Eastern League

title with a league record of 9-1-2 (13-65 overall). That was followed by league championships in 2012, 2013 and 2015. And on March 7 last year, the Lady Pointers held up another CIF championship trophy after defeating Valhalla 1-0 in a physical match decided by senior Taylor Hopkins' penalty shot goal late in the game to give the team an amazing 21-2-3 season record, again with a freshman (Taylor Washington) in goal. That team included a balanced blend of five seniors, four juniors, nine sophomores and four freshmen players, all seeing playing time. This year, the Pointers move up to Div. I with the county's top 20 teams, and next year they will join the city's top teams in the Western League. Perhaps it is the team bonding and off-field fun Murphy concocts that makes being a Lady Pointer soccer player something special. "My aim is to create leaders with strong character and values," Murphy said. "Our team has the second highest grade point average of any at PLHS," he noted. Murphy is proud of players like junior Makenna Peter, who managed the hot chocolate concession at this year's Garrison Street Christmas lights festival. Peter has earmarked funds raised for programs helping domestic violence victims, and she is also developing a project to assist a Mexican orphanage. Before upcoming dances such as this month's ASB Ball, Murphy arranges for all his players to have their hair and nails done at no cost. And then there are the team beach runs followed by breakfast, the sushi din-

ners, girls-only overnight parties, walking in the OB Christmas parade, spin classes and a popular paint ball battle last year the girls want to repeat. "That one left me pretty sore and beat up!" Murphy said with a laugh. "But we are now seeing the top county players choosing to come to Point Loma." Flash-forward to 2016, and Murphy's newest team has posted an 8-1-1 preseason record. In its only loss (2-0 at Coronado), the Lady Pointers rebounded to whip the same Islanders 4-0 four days later in a tournament game at home. To date, Murphy's players have scored 26 goals while yielding only four. And again, he has involved all grades on his roster, a tactic that has led to longlasting bonds among his players and developed top-tier players that produce consistent champions. This year's blend is five seniors, five juniors, six sophomores and five freshmen. "I think last year's team and this year's team each have their strengths and weaknesses," said sophomore Iyana Zimmerman. "We are definitely adjusting to losing two of our seniors in the middle, but Jacquelyn Neves and Lily Lutz definitely make up for it, so I think we have a really good shot (at another CIF title)." But after their CIF win last year, teams approach the Lady Pointers differently. "It's definitely different," Zimmerman observed. "The intensity level is higher, and of course we're Division One now, so it's all just moved up a notch, but we've been matching up very nicely against the D-I teams.” Every one of the 21 girls on Murphy's roster saw playing time and contributed

last week as the team began the City League season with a 7-0 blowout of overmatched Mission Bay on the Lady Pointers pitch. New team member Trinity Watson, a sophomore forward, scored a hat trick, her trio of goals and an assist making for a seven-point game. Last year's point leader Jordan Patane, now a senior, had two goals and two assists for six points. Sophomore Zimmerman and freshman Malia Humphrey each had a goal and assist while juniors Lily Lutz and Kennedy Hopkins each had an assist. And this week, talented junior forward Riley O'Toole returns to bolster the roster. After the game, Watson spoke about her varied experiences before becoming

a Lady Pointer. "I play for the Olympic Development Program Under 16 team," she said, "and we just won regionals, so we're going to nationals. Last year was my second Under 16 Nationals camp (in Carson, Calif.), and I also play for the Surf, my club team." But prep soccer has also captured Watson's heart. "Playing here is awesome," Watson noted. "My teammates are like my family, and it's nice to reconnect and play with them again. I've played with all of them on club teams." And do the Lady Pointers have a chance to win yet another CIF championship? "Of course!" Watson said with a quick smile. "We're the best!"

seem to know more tunes than I ever did at that point. It's refreshing to see this change happening.” He notes that working with Parker takes things to a new level for him. “He's great to work with,” he said. “It's hard for me to say what our sound is specifically, rock 'n' roll for sure, but with a lot of different influences, Beatles to indie rock. However, our fans are the ones who have come up with labels, and I have heard things like 'a poppier STP' mentioned more than once. So it was kismet that Parker and us got together. I think the results speak for themselves – we couldn't be happier.” The first single, “Paris,” is not directly about the recent tragic events in France, but Leyva considers it a tribute nonetheless. “It's a love song,” he said. “Paris is such a romantic city. It was written well before what happened, but with the timing of the release, it ends up being a tribute to a wonderful place.” Leyva is happy with the recent turns his career has taken. “To be honest, I'm pleasantly surprised by things,” he said. “It's nice to

Longtime area rocker Chris Leyva has been playing in San Diego bands for over a decade, building a following the oldfashioned way – gigging. All the hard work has paid off for his latest band, Falling Doves, recently signed to Britain's RMN Records. Plans are for the label to eventually release all of Leyva's recordings, but first, this July 4, the label will release the debut international release, “Doves of War.” Produced by Rick Parker, best known for his work with the likes of Stone Temple Pilots, Black Rebel Motorcycle Club and the Dandy Warhols, it's a world-class effort. Meantime, the band, comprising Leyva (vocals, guitar), Mike Dorsey (lead guitar), Kyle Jordan (drums) and Clint Feddersen (bass), has released a single, “Paris,” and is kicking off several months of touring that will see them criss-cross the U.S. before heading to Europe. The tour starts in Los Angeles at the Globe Theatre on Feb. 18 and includes a show at Gallagher's in Ocean Beach on Feb. 20. “Of course, we have to play a show in OB,” Leyva said good-naturedly. “It's home turf, but even beyond that, everyone there has been so supportive and just plain nice that we will always include a stop in town when we tour.” BY SCOTT HOPKINS | THE BEACON Leyva chocks up the current success of Falling Doves to timing. The San Diego County Regional Airport Authority held a ribbon cutting for the $316 million consolidated Rental Car Center Jan. 15 in anticipation of the Jan. 20 grand opening. The center will house most of the rental car companies serving the airport, from national brands to local, independent and small business rental car companies, in one central location off Pacific Highway. “The new Rental Car Center is the latest example of our commitment to optimizing the passenger experience at San Diego International Airport,” said San Diego County Regional Airport Authority board chair Robert Gleason. “This facility also provides environmental benefits to the community while strengthening the airport’s role as an economic engine for the entire region.” Fourteen brands will operate out of the One of the pieces of public art at the Rental Car Center is Swarm, by artist Amy building. This fleet replaces the approximately 81 shuttles now operated by the rental car companies. The facility is designed to dramatically reduce rental car traffic on North Harbor Drive and the number of shuttle buses circulating around the airport. The $316 million project was completed within budget. Design and construction of the Rental Car Center was funded by customer facility charges, meaning that the rental companies pay a fee added to the transactions. The building, which is a candidate for LEED Silver certification, also features three new works of public art, with a fourth expected to debut later this year.

More than $186 million in construction contracts had been awarded to local businesses on the project, with $70.4 million to small businesses. Approximately 4,600 jobs were generated during construction. The center, which accommodates up to 5,400 cars, stands 66 feet high and sits on 2 million square feet over 25.5 acres. More than 325 tons of structural steel was used in constructing the facility. Approximately 100,000 cubic yards of concrete were poured by more than 11,000 concrete trucks during construction of the facility. Two customer lobbies feature restroom facilities and transportation to each floor level. About 1.1 million airport rental car transactions occur each year at San Diego International Airport, with 14 percent of all arriving passengers renting a vehicle. The average length of a rental car transaction in San Diego is 4.6 days.

It is estimated that 60 percent of you are interested in riding a bike, and I am here to inspire, support and encourage you to enjoy a ride soon. I advocate for safe bike infrastructure to improve our quality of life, to provide safe access and mobility choices and to enjoy our surroundings in the beautiful city we live in. If you missed the opportunity to ride in 2015, I hope you will be inspired to ride in 2016 and that our paths will cross down the road. It has been an amazing year for me, as I have had the pleasure of traveling by bike on the West and East Coasts, more than 1,200 miles each. Exploring cities, sites and the beautiful countryside has been awesome. The kindness of com-

plete strangers has been a real treat. Traveling by bike is a fantastic way to travel, and I highly recommend it to all. This year has also been a great year for San Diego. Many thanks to Mayor Kevin Faulconer and the city council for adopting Vision Zero and the Climate Action Plan. I look forward to their support for the new SD Mobility Plan. These plans will help make our streets safer, will provide access for all to become active commuters and will fuel our economy and future to become vibrant and sustainable, relying less on fossil fuels and becoming healthier as a whole. Our city is also supporting safer streets by repurposing the streets during resurfacing projects. The streets are becoming safer for all modes of transportation, including pedestrians and bicyclists. There is great potential to really transform our city to become a world-class bike-friendly city, and I hope our mayor and the city will look at the quality of our resurfacing projects rather than quantity. corridors for people who are interested in riding bikes, and we must expand on this opportunity. It will take leadership at the top with support from local communities and individuals like you. Locally, beautifulPB implemented PB Pathways. which is a network of wayfinding markings and signage. This is great for new riders and our visitors (14 million a year visit Mission Bay Park). It is a great honor to represent District 2 on the Bicycle Advisory Committee. Along with 10 amazing leaders from the city, we are discussing the next steps to support increasing bike ridership across the city. We have a long list of high-priority projects that are valuable, important and needed. We must continue to advocate for the city ® to invest in our

future in programs such as Safe Routes to Schools and in the safety of the people who ride. The city should capitalize on the potential bike tourism dollars out there. People travel to ride; they look for beautiful cities to explore by bike, and this provides new money to the region. It is extremely valuable to our local economy, and the Bureau of Tourism should be supporting and reaping the rewards. It is crazy that a city with 360 days of sunshine a year isn’t already the No. 1 bike-friendly city. We have so much potential, and with the right leadership, we can become the best city to ride in. It will take safe and comfortable bike facilities, similar to those in The Netherlands and Denmark. Help dream big so we can all enjoy the ride. I support SANDAG’s goals of innovative mobility, healthy communities and a vibrant economy, but I hope that the group can begin to prioritize the funding to actually reach these goals. It is irresponsible to build a new Mid-Coast Trolley Line that does not provide safe bike and pedestrian access to the stations

from the local neighborhoods. It is critical that our investment dollars be used properly to support the 60 percent of people interested in riding. As people begin to shift to a more active form of transportation, our region will become healthier and traffic congestion will be minimized, a win for everyone. It is time to prioritize bicycles as an efficient and healthful form of transportation. Proper allocation of transportation dollars is needed to complete a bike network in San Diego, to provide access for all ages to ride and to improve dangerous gaps in our existing network. We must also call on Caltrans to support these efforts, as the department is responsible for many of the dangerous local areas, specifically the conflict as a cyclist approaches highway onramps and offramps. Caltrans has new leadership and is in the midst of changing priorities from an autocentric agency to a more multimodal approach. It is now speaking on the value of bike transportation and has recently formed a local Caltrans bicycle advisory committee. Progress is being made. We cannot underestimate the value of electrical assist bicycles in San Diego. With hills, valleys and long commutes, these bikes provide support and access for more people to commute by bike. If distance, time or terrain is an issue, I encourage you to give an electrical assist bike a try. The bikes are also useful for quickly getting out of dangerous areas and carrying heavier loads. Make it important to find the freedom and enjoy a ride soon. I will do my best to keep you informed of relevant issues in District 2 and beyond. New science lab at Dewey A ribbon-cutting was held at Dewey Elementary School earlier this month for a new science lab paid for with a donation from a local service club. The school received a donation of $19,000 from the Point Loma Optimist Club, and students showed off their new lab after the ceremony by conducting a hands-on experiment for parents and guests.

Peninsula Singers welcome new members for spring season The Peninsula Singers community choir welcomes singers with any level of experience to join them for the spring season. No audition is needed. Rehearsals are every Monday night, 5:30 to 7:30 p.m. in the community room at Point Loma Hervey Branch Library at 3701 Voltaire St. The spring theme, leading up to May and June performances, is the music of Leonard Bernstein, including songs from his Broadway musicals – “West Side Story,” “Candide,” “Peter Pan” and “Wonderful Town” – and classical selections from his Mass and Chichester Psalms. Peninsula Singers is a community choir based in Point Loma under the direction of Sarah Suhonen and accompanied by Stewart Simon on piano. Hungry Dog Dash The sixth annual Hungry Dog Dash, a 5K run/walk event for families, is set to for Sunday, Feb. 7 at Liberty Station NTC Park. The event is a fundraiser for the Point Loma High School cross-country team and is open to people from racing communities all over the San Diego region. All Point Loma High School cluster schools in the area are urged to participate, with a special trophy going to the school with the most participants. The event begins at 8 a.m. and is scheduled to coincide with Super Bowl Sunday to give everyone a chance to get in some exercise and running before settling down in front of televisions to watch the big NFL game. Race fee is $25 per person plus $2.50 sign-up fee and includes an event T-shirt, goodie bags and dog tags. Prices go up to $35 on Jan. 25. Easter Sunrise Service The Kiwanis Club of Point Loma will present an ecumenical Easter Sunrise Service at the Cabrillo National Monument on Easter Sunday, March 27. The services will be held in the lower parking lot, giving those who attend a great early morning panoramic view of San Diego Harbor and the city behind it.
