Short-term vacation rentals fuel debate By DAVE SCHWAB Pressure is building in Pacific Beach to consider possible measures to curb short-term vacation rentals (VRs), which some in the community see as increasingly problematic. “The number of VRs in PB has skyrocketed since 2007, and their negative impacts are being more widely felt,” said Marcie Beckett, who lives next door to a rental in her single-family neighborhood. She claims the rental is occupied by a “revolving door” of 18

to 20 people. “They just don’t belong in single-family zones.” Beckett contends the purpose of single-family zones in the city’s municipal code is to “promote the character, livability and basic quality of life in the zone and to minimize adverse impacts to adjacent neighbors. “These vacation rentals run contrary to that,” Beckett said. “Even if you could somehow control all their nuisance aspects, i.e. noise, lack of parking, et SEE RENTALS, Page 6

Park. The petition drive was launched Nov. 9 during a rally held by Zapf and Mission Beach community leaders. The rally launched the gathering of signatures in support of the neighborhood plan to fix the historic Plunge pool and do other necessary upgrades to Belmont Park.

DeMaio concedes razor-thin loss to Peters in ugly congressional battle By DAVE SCHWAB In a somewhat surprising turnabout, with nearly all of the provisional and mail-in ballots now counted after election night, incumbent Scott Peters was ahead to stay by more than 5,400 votes in the hotly contested 52nd Congressional District race. Democrat Peters’ Republican challenger, Carl DeMaio, conceded defeat in the razor-thin election on Nov. 9. It formally ended one of the

Chris Biele of MJE Marketing. “The San Diego DecoBike warehouse is filled with all the bikes, stations and equipment for every approved San Diego location.” Biele said bikeshare installation began recently focusing on the downtown Gaslamp locations. “There are 11 approved stations in Pacific Beach scheduled for installation the week of Dec. 8,” Biele said, noting DecoBike now has the most-current station location map up on its website and the membership drive is now live. “The first 1,500 members to sign up will get a free bike helmet,” said Biele. In 2013, DecoBike signed a 10-year contract with the city to create a citywide network of 180 bikeshare stations. DecoBike stations will be located in communities from Pacific Beach to San Ysidro, which promoters say will provide a robust network that will give the public a viable and environmentally friendly transportation choice. The convenience of being able to rent a bike at one location and drop it off at another is expected to encourage bicycling as a mode of travel, rather than relying on cars. Bikeshare is a service in which bicycles are made available for shared use to individuals on an

automated, short-term basis to provide affordable access to bicycles for short-distance trips in urban areas as an alternative to motorized public transportation or private automobiles, with a goal of reducing parking and traffic congestion, as well as air pollution. Promoters said bikesharing is a solution for connecting the first or last mile between public transit hubs. Bikeshare programs also address some of the primary disadvantages to bicycle ownership, including loss from theft or vandalism, lack of parking or storage and maintenance. Patrons may access program bicycles via a network of bike sharing stations around the city. Bicycles can be checked out from any station and returned to any other station — in other words, bikes don't have to be returned to the station where they were checked out. Access to bicycles is available with either a membership key fob or a credit/debit card. DecoBike is a self-service, automated bicycle sharing and rental program implemented in partnership with the city and operated by DecoBike, LLC. It is a citywide program that will operate 24 hours per day, 7 days per week. Initially, the program will consist of about 186 solar-powered stations and

In a recent newsletter, District 2 City Councilman Ed Harris shared some concerns about the bikeshare program. “While I’m excited about the bikesharing program DecoBike coming to San Diego, I am concerned that some community groups feel disenfranchised by the bike-station location selection process due to a lack of effective communication between the stakeholders,” Harris said. “I am encouraged to know, however, that DecoBike is meeting with District 2 community groups to explain the rationale behind each proposed bike-station location. News Residents split over plan to turn coffeehouse into elder-care site By DAVE SCHWAB Reaction to the Javanican Coffee House/Purple Café’s transition to a new residential elder-care facility proposed at Cass Street and Grand Avenue has been mixed, with some residents decrying the proposal as inappropriate, while others are saying the time for change has come. Pacific Beach’s oldest coffee house could be a casualty of changing times. The Pacific Beach Planning Group (PBPG) voted 14-4-1 in August to sanction plans for a 65unit, 55,968-square-foot residential elder-care facility at 4322 Cass St. near Javanican. The redevelopment would displace The Purple Café, which developers Oakmont Senior Living say would be replaced by their project housing up to 80 residents. There’s been lots of traffic both for and against the project on NextDoor.com ever since the vote. Reena Kaplowitz, who lives nearby at Bond and Grand, doesn’t like the idea. “I do not live near the coffee shop but would not like to see that and see the other businesses there torn down,” Kaplowitz said. “I just do not think that an old folks’ home, is an addition to that particular corner. One is going in near my home and they have done a great job of landscaping and low-rise cottages there.

But Grand and Cass deserves something more lively.” Mission Bay High graduate Bert Archond, however, sees it differently. “I think the retirement home is a good idea,” Archond said. “That corner is dated and needs a facelift.” Noting Grand Avenue is “a welltraveled thoroughfare that tourists see as they go to the beach,” Archond pointed out another, similar retirement home on Turquoise Street in north Pacific Beach took the place of Union Bank that, he said, “was an ugly building from the 1950s.” “The retirement home looks very nice and brings a sense of a good neighborhood to live in,” said Archond. “Someday, we’ll all need a retirement home, so elderly housing is a growing necessity. The close proximity to the fire station will be a added value for prospective tenants. This will help increase tax revenue that will help the city recover from past pension woes and current infrastructure issues.” Archond argued, “It is the big picture people need to look at, not the loss of a small coffee house. From what I understand they will actually have a coffee shop built there to replace the Purple Café. Change is good for a growing and prospering city, right?” Noting there’s “comfort in tradi-

tions and things that don’t change,” PB planner Chris Olson said “the reality with real estate is that when properties change ownership (like the Purple Café) it is inevitable that change is coming. “The developers of this large and precious piece of land listened to our comments and made some changes to their proposal,” Olson said. “The original concept did not include a location for a coffee shop.” “We are going to see a large structure that will be much more dominent than the current, single-story buildings and vacant lots,” Olson said. “Some people think it is out of place to put an assisted-living facility in this prime location three blocks from the beach. Yet it does fit with our ecodistrict principles in that my children and younger friends can walk to visit me there more often and without driving a car on the freeway. They might even wheel me down to the boardwalk to watch the action on the beach.” Patrick Watson, owner of Javanican/Purple Café, argued that Grand Avenue and Cass Street is simply the wrong place for a senior development in PB. “It’s doubtful the doctors, administrators and housekeepers of the new residential-care facility will own or rent in PB,” he said. “Remember what happened to Java Joe’s in OB? “The development will bring more hated traffic and parking issues,” continued Watson. “The developer of the proposed retirement home is based in Santa Rosa, so it’s likely they’ll bring their traveling team of builders from Arizona, equaling no new jobs for San Diego.” Watson, noting he’s a 20-year PB residents, asked, “Why would it benefit our community to replace a popular commercial block with residential homes?” Watson said redevelopers are referring to the project as “family friendly,” but he said that doesn’t jibe with his definition. “Family friendly to me means having restaurants you can bring a kid (to),” he said. Bill Mabry with Oakmont told planners his firm has built nearly 40 senior residential-care facilities in California since the 1980s, including one operating in Escondido. Mabry said the new planned seniors structure would go where The Purple Café is and the adjoining empty lot where the defunct dive shop used to operate. “It makes sense for us to develop here, and we’ve come up with a design that we think people would really enjoy and fit the pedestrian orientation of the area,” Mabry said, adding a new coffee shop is now planned as part of their corner redevelopment. An architect for the seniors project said it will have “modern lines” and include a courtyard, landscaping and underground parking.

vehicles, all of which prompted huge law enforcement response on Nov. 6. Casaundra Rose Lane, 27, pleaded not guilty to theft of an emergency vehicle, felony evasion of police, hit and run, and auto theft. Because the CHP car contained a rifle, she was also charged with being a felon in possession of a firearm and

ammunition. The incident started after Lane was spotted in the ocean not far from where a CHP officer found a stolen vehicle that had collided with street signs at Mission Bay, said Deputy District Attorney Michael Runyon. Lane came out of the water and was arrested around 1:30 p.m. for auto theft. Lane was placed in the back

seat of a CHP patrol vehicle, but the vehicle did not have bars between the front and back seat, said Runyon. A tow-truck operator alerted the CHP officer that Lane was moving around in the patrol vehicle. “She made her way to the front (seat) of the vehicle,” said Runyon to San Diego Superior Court Judge Louis Hanoian.

Although Lane was handcuffed from the back, she somehow slipped her handcuffed hands in front of her and drove off in the vehicle. The CHP officer fired shots as she drove off. Runyon said she drove more than 70 mph while still hand-

The campaign for the 52nd District race topped $10 million in spending by both candidates. Michael Vu, San Diego County’s registrar of voters, said DeMaio was up by 752 votes at the end of election night, with some 188,000 provisional and mail-in ballots yet to be counted. But the registrar said that situation gradually turned as more ballots were counted. “With the update on Thursday of last week (Nov. 6) with 13,000 ballots added, the vote swung to

Peters, who was ahead by 861 votes,” Vu said. “That lead has increased since then when Peters’ vote, on Friday, increased to 4,771 ahead.” The no-holds-barred 52nd Congressional District race drew national attention and plenty of support — especially campaign dollars — from outside political interests. Peters first claimed the newly created 52nd Congressional District seat in 2012, unseating Republican Brian Bilbray in an election that took several days of counting to decide. Noting “San Diegans are sick of division and dysfunction in Washington,” DeMaio said constituents “want less fighting and more fixing.” It was a divisive campaign from the start, with incumbent Peters painting himself as an independent bipartisan “problem solver,”

while attempting to depict his challenger as a “Tea Party extremist.” DeMaio went after Peters’ attacks on his eight-year record as a San Diego City councilman. DeMaio blamed him as “part of the fiscal problem” necessitating pension reform and branding him as a “business-as-usual” Washington politician. During the race, DeMaio, who is openly gay, had to ward off allegations of sexual misconduct by two former male staffers — the second of whom went public only a few

days before the Nov. 4 election. DeMaio’s campaign office was also vandalized earlier this year, though no charges were brought. District Attorney Bonnie Dumanis declined to file charges regarding the first instance of alleged sexual harassment or the vandalism. She cited insufficient evidence in each case. During his concession speech to Peters, DeMaio described the campaign against Peters as “incredibly painful,” leaving him wary of electoral politics.

A suicidal man who was shot by police after he pointed a gun at officers in Mission Bay Park has posted $150,000 bond and is awaiting a Nov. 13 preliminary hearing. Lance Marshall Tamyo, 45, has pleaded not guilty to two counts of exhibiting a weapon in the presence of police officers during the Aug. 6 inci-

dent. He was arraigned in a hospital bed several weeks later after starting to recover from his gunshot wounds. Tamyo spent several months in jail after he was released from Scripps Memorial Hospital in La Jolla and posted bond recently. On Aug. 6, Tamyo called 911 from his car, saying he was suicidal. He had a gun and said he wanted to commit “suicide by cop.” Police kept him talking on his cell phone for a while, but Tamyo got out of his car and walked around a grassy area holding a gun. He allegedly pointed a gun at several officers and also at an overhead police helicopter. Tamyo continued pointing his weapon and was shot about 12:15 p.m. near De Anza Cove. Tamyo dropped his gun on the grass, but his hand was inches away from it. Officers, using shields, advanced with patrol cars, driving on the grass until an officer retrieved the gun from Tamyo, who was rushed to a hospital. A prosecutor said Tamyo faces a maximum sentence of three years and eight months in prison, if convicted. — Neal Putn

70 year Resident of Pacific Beach

Trenton, Doris Kathryn PACIFIC BEACH – Doris passed away at home on October 16, 2014, with her family by her side. She was quite gracious, elegant, and an even-kneeled soul, with a great sense of humor. She appreciated and loved her family and friends very much. Consequently, she loved to cook and entertain. She was born in Annada, Missouri in 1921 and grew up in Caldwell, Kansas. She met her husband, Jesse Lyndel Trenton, at age 18 and by 1940 she had moved to California to live with her sister. Lyndel had previously come to San Diego to work in the aircraft industry. They were married in 1941 and had sixty-eight years of marriage together. They lived at the same bay-front home in Crown Point since 1953. She loved San Diego and became an integral part of the community, particularly in Pacific Beach where she served two terms as President of the Woman’s Club and received an Honorary Life Membership in PTA for her extended service. She also loved her church community and worked on many committees at Pacific Beach Presbyterian Church. After the war they raised three sons Ronald, Douglas, and Craig. The boy's friends often commented they had a "cool Mom". The family also welcomed two Foreign Exchange students from Indonesia and Panama who have remained a life-long part of the family long after their school years ended. She also doted over her three grandchildren Ryan, Nicholas, an Anthony. Doris worked for a major publishing company after the boys had grown and she relished this job as she was able to travel and gave presentations at schools. She enjoyed the school environment and loved to talk so her career was rewarding. Upon retirement they went around the world several different times and traveled to Hawaii for a few weeks every year. They were always on the go. The family built serveral commercial buildings on Garnet during the 1940s. These buildings housed Pacific Beach’s first Post Office and the original Devaney’s Bakery among other occupants. The building at 1454 Garnet had a particulalry large blank wall. Doris felt a mural with some color could add to the community. She said, "Everyone does murals with whales and dolphins and I would like to have one that is more reflective of our beach culture." The result is a wonderfully colorful mural which reflects our surf culture while simultaneously pays tribute to her late lifeguard son Ron, whose profile can be seen in the mural and whose image can be seen in the lifeguard tower portion of the mural still standing vigil westward towards the ocean. She had a very wonderful charmed life and the only unexpected tragedy was she encountered the loss of her eldest son Ron. He was a senior San Diego Lifeguard and was lost at sea in 1997 when his private plane went down off Catalina while he was whale watching. She often commented that apart from this incident she would not have changed a thing. A service will be held to honor her life at Pacific Beach Presbyterian Church on November 15, 2014 at 3:00 p.m.

cetera, you would still be displacing what could be long-term residents who would actually help build the community, join the Town Council or planning group, send their kids to local schools.” Chris Olson, a member of Pacific Beach Planning Group (PBPG), said the community needs to “find a balance between welcoming visitors and maintaining the quality of life for our residents. “Currently, the lack of control of this issue is tearing at the community fabric and something needs to change,” Olson said. “The primary issue is the displacement of residents. For every property that converts to short-term vacation rentals, we lose children going to our schools, parents that volunteer for school organizations and other community groups like the Town Council, Women’s Club and for community events. We lose people who walk to work in local jobs and the neighbor who is there for you when you need a hand. We lose the safety of the locals as eyes on the street who watch out for the neighborhood.” Olson said noise from poorly managed vacation rentals is an issue. “But the fabric of the community is a key component of a sustainable community that we are striving to create with our Pacific Beach Ecodis-

He said construction on the new restaurant began Oct. 6. It took two weeks to demolish the old structure. Construction of the new restaurant will take about four months and is expected to be done by the end of January 2015. The Evans Hotel executive said Catamaran’s new restaurant is “very substantial” and a “reimagining” of Catamaran’s well-known Polynesian theme. “This is not just a simple rehab; it’s an entirely new way of looking at our restaurant changing the food, drinks and décor to enhance the experience at the Catamaran both for guests and locals,” Gleason said. Inspired by Polynesia, the Catamaran Resort Hotel and Spa offers a tropical elegance, steps from Mission Bay, featuring guest rooms and suites, each with its own private

balcony or patio and views of the water or tropical gardens. The Catamaran showcases San Diego’s only beachfront spa, along with an open-air fitness facility with a 180-degree view of the bay. trict,” Olson said. PB community planner Jim Krokee chairs the vacation-rental subcommittee of PBPG that recently held its first meeting at the PB library, which drew 33 residents. In a position paper on vacation rentals, Krokee noted they “essentially are unregulated except for the required tax that doesn’t include any restrictions.” He said vacation rentals are often offered to larger groups with multiple beds in each bedroom, resulting in a large number of people, beyond what health and safety codes state allowable for the number of bedrooms and square footage of the dwelling. “A large number of people often have too many vehicles for the existing parking, impacting other neighbors,” Krokee said. “The number of people without any onsite management often results in excessive noise, trash and disturbance to the neighbors.” Krokee said the vacation-rental subcommittee’s initial meeting was fruitful, with general discussion of the possibility of setting up a permit system for rentals. “We discussed what elements should go into a vacation rental permit, as in how long — 29 or 30 days. They should be for and what other cities have done (with rentals and permitting),” Krokee said, noting PB is just “a small portion of the city of San Diego.”

Ultimately, Krokee said he suspects that any additional regulation of short-term rentals “is going to go citywide with a permit coordinator or a ban or whatever comes about.” Krokee said city staff needs to start working with concerned local residents to “think about how they want to do a staff investigation” into the possibility of greater regulation of short-term vacation rental industry. La Jolla has also recently been studying the possibility of reigning in short-term vacation rentals. Mark McSweeney, chief staff executive for the Vacation Rental Managers Association (VRMA), said his industry is “not opposed to regulations.” “We would support making fair regulations,” McSweeney said, though he added, “the trend is toward overly regulating, going in and doing these broad-brush changes or complete bans.” McSweeney argued that attempting to do away with short-term rentals “doesn’t make the problem go away, but rather forces it to go underground. “In some cases, we’ve seen, as new regulations have passed, that the inventory of short-term rentals, in some cases, expanded by five times once the regulations went into play.” McSweeney said. The PBPG’s vacation rental subcommittee’s next meeting is Saturday, Dec. 6 from 10 a.m. to noon at the PB branch library, 4275 Cass St.

New 99 Cups coffeehouse brewing up some unique offerings in PB It’s not 99 bottles of beer, but there’s a new coffee boutique in town called 99 Cups that hopes you’ll take one down and pass the word around. The new, homey Pacific Beach coffee shop at 4680 Cass St. was opened six weeks ago by engineerturned-entrepreneur Broc Chavez, a 26-year-old UCLA graduate. “I live in PB, moved here a couple of years ago and did engineering work for a little while,” said Chavez, a self-professed coffee nerd. “I got tired of that and decided it was time to open a coffee shop,” he said. Right now, Chavez said 99 cups is focusing primarily on getting its coffee down, getting it right and offering it at great prices. “Our coffees are locally roasted, fair trade and organic,” said Chavez, noting he’s also carrying sandwiches and pastries from the French Gourmet nearby at 960 Turquoise St. Chavez has grander plans. “Eventually, we’ll be doing a full-service deli, our own sandwiches and pastries,” he said, adding his coffee beans are roasted fresh every week at Café Virtuoso in Barrio Logan. 99 Cups will also carry oatmeal

The establishment has a daily meal deal at $7.99 for a sandwich, chips and a drink. 99 Cups is open every day from 6 a.m. to 4:30 p.m. Eventually, Chavez would like to extend those hours until 6 p.m., perhaps even later adding a happy hour. Chavez admits he’s got no shortage of local competition. “I think there’s eight or nine coffee shops along a two-mile stretch of Cass,” he said. But he said he feels his establishment is offering something a little out of the ordinary to the mix. “I think we have a great spot; lots of foot traffic, and we have patio seating for people who like to come and hang out,” Chavez said. 99 Cups, following up on the notion of “taking one down and passing it around,” intends to eventually “have a wall for all the regulars to hang their mugs and get a 99-cent refill.” There’s a lot to like already about 99 Cups, which is in a retail spot previously inhabited by a Brazilian café. The business also has a soda fountain and serves Daiquiri-style smoothies to go along with its wide array of cof-

Noting Belmont Park is a prime tourist destination, a city landmark and a community asset, the petition asks residents to support the neighborhood plan, which would make the following modifications to the proposed park lease extension: • set a term of 40 years with one, 10-year option to extend; • have leaseholder Pacifica Enterprises assume all costs to restore the iconic Plunge pool, with the city limiting rent credits to no more than $5.9 million; • remove paid valet parking; • request that Pacifica commit to $18 million in new capital improvements in Belmont Park; • require future park improvements 20 to 30 years into the lease term. “The park is thriving under current ownership, which has already invested several million dollars in improvements to help restore it as a treasure to San Diego,” said Zapf in a memo. “I have been getting calls and emails from the Mission Beach community stating how pleased they are with the positive changes Pacifica has made to the

He said his Ethiopian blend is fruitier and more acidic than some, with natural lemon and blueberry “hints” coming from the environment. Chavez said he’s not afraid to be creative with his coffee offerings. “We’re always trying new stuff, creating interesting flavors,” he said, adding he offers a coffee drink of the day. “We do some crazy things,” he said. “I do a peach-flavored mocha called ‘Eat a Peach.’” 99 Cups is also a family affair. Halloween coordinator Nancy Crescendo and her team of room parents created an event that everyone loved and appreciated. Activities at the carnival included a duck race, a tattoo

parlor, crazy hair spraying, a scary haunted house and an adopt-a-pet station, which allowed students to adopt a donated stuffed animal. The fifth-grade parents and students sold pizza, salad and drinks to raise funds for fifth-grade end-ofthe-year activities. Pacific Beach Middle School students assisted at carnival booths and earned community service hours at the same time. • Sessions now has a Dad’s Club/Pizza with Pops, which meets in the school auditorium on the first Tuesday of the month at 6 p.m. This is an opportunity for dads, uncles, grandfathers and brothers to actively participate in their child’s school. Crown Point resident talks the talk, walks the walk in environmental crusade Special contribution by DELLE WILLETT Crown Point resident Trish Boaz, executive director of the San Dieguito River Valley Conservancy, gets to go to work every day doing what she loves: advocating for the environment. Frequently biking to the conservancy’s offices at 3030 Bunker Hill Drive in Pacific Beach, Boaz joined the conservancy as executive director in April 2013. Since then, she has reinforced the conservancy’s position as a regional leader in conservation, education and recreation programs through its partnerships, including the San Dieguito River Park Joint Powers Authority, Friends of the San Dieguito River Valley, The Nature Conservancy, Volcan Mountain Foundation, The Anza Borrego Foundation, Coastkeeper, The San Diego Foundation, The Del Mar Foundation and the Rancho Santa Fe Foundation. The conservancy is dedicated to completing the 70-mile Coast to Crest Trail, stretching from North Beach in Del Mar to Volcan Mountain in Julian, as well as connecting people with nature through its Citizen Science Monitoring Program and other nature education opportunities and outreach events. The conservancy created the RiverBanks Program that works with local banks and financial institutions offering team building and corporate “giving back” opportunities within the San Dieguito River Park. Union Bank was the first RiverBank, contributing $2,500 to the conservancy. Other business part-

ners include SDG&E, Southern California Edison, Walmart, Snooze, an AM Eatery and Whole Foods Del Mar. During her first year, the conservancy was awarded more than $118,000 in grants from private donors for the Birdwing Open Air Classroom at the San Dieguito Lagoon, habitat restoration projects at Del Dios Gorge and Crest Canyon from the U.S. Fish & Wildlife Service and for the conservancy’s Citizen Science Monitoring Program from the Palomar Audubon Society, Patagonia, Garmin and the Sierra Club North County Chapter. Prior to taking the lead at the conservancy, Boaz was chief of the Resource Management Division of the county’s Department of Parks and Recreation for more than seven years until she retired from County service in March 2013. In addition: • She oversaw the implementation of the Multiple Species Conservation Program (MSCP). • Under her leadership, the county completed resource management plans (RMPs) for every county MSCP preserve. These RMPs provide guidance for land stewardship, species and cultural resource monitoring and ongoing habitat management. • She coordinated the county’s acquisition of more than 7,100 acres of open-space lands, leveraging $44 million of county general funds with $47 million of private, federal, state and regional funds. • She managed the award-winning county trails program, which resulted in the dedication and con-

Boaz grew up in the San Francisco Bay Area, hiking and camping with her parents, four sisters and three brothers. Her outdoor adventures have included experiencing the freezing waters of the Gros Ventre River in the Grand Tetons, altitude sickness on Mt. Lassen, daring climbs on Half Dome, geyser burns in Yellowstone, near drowning at Half Moon Bay and June Lake and a train derailment on the White Pass Trail in Alaska. In addition to her passion for the environment, Boaz serves as a volunteer crisis interventionist with the city police department.

CITY AWARDED STATE DUI PROSECUTION GRANT

Motorists arrested in San Diego for driving while impaired by drugs and alcohol will soon face prosecutors with special expertise in combating this growing problem. The $263,000 grant from the California Office of Traffic Safety to the City Attorney’s Office will fund an Alcohol and Drug Impaired Driving (ADID) prosecution team that will work DUI cases from arrest through sentencing. “Too often, we’re seeing drivers impaired by drugs, combinations of drugs or alcohol and drugs,” City Attorney Jan Goldsmith said. “This grant will help our prosecution teams recognize signs of drugged driving, anticipate defense tactics and deploy the latest advances in drug toxicology to keep dangerous motorists off the streets. “By dedicating an experienced prosecutor and investigator to our most challenging cases, we expect to achieve stronger cases and stiffer sentences,” Goldsmith said. The City Attorney’s Office receives all misdemeanor DUI arrest reports occurring within the city, excepting its South Bay communities, as well as Poway and 4-S Ranch. In 2012, it issued 5,752 cases involving charges of driving under the influence of alcohol and/or drugs. Funding from this DUI prosecution grant will aid the City Attorney’s Office in handling cases throughout each step of the criminal process, prosecuting both alcohol- and drug-impaired driving cases. Prosecution team members will work with the state’s Traffic Safety Resource Prosecutor Program to expand knowledge and resources. The purpose of the program is to prevent impaired driving and reduce alcohol and drug-impaired

The revised schedule restores the hours that were reduced during earlier budget challenges. We are pleased that we now have the most hours the San Diego Public Library has had in 10 years.” The budget funds an additional 203 hours of library service hours per week citywide that went into effect Saturday, Nov. 8. The funding that was released in April as a part of the fiscal year 2015 budget also restores core branch library hours to 48 hours per week for the first time since 2003 and expands library services on weekends.
