A judge has turned down a request to lower bail for the man accused of running down three people in Pacific Beach including an intern for the San Diego Chargers who suffered brain damage. Rental bike battle continues in PB, MB By DAVE SCHWAB The battle between Pacific and Mission beaches and the city over two boardwalk bike share stations continues to rage, with both sides digging in and little or no apparent movement by either side toward a settlement. Meanwhile, some beach small business owners catering to recreational bicyclists, like Matt Gardner, longtime owner of Cheap Rentals and Mission Beach Rentals at Belmont in Mission Beach, are crying foul. They are claiming their businesses continue to suffer from unfair competition. “I've lost about $120,000 over two years,” insists Gardner adding, “I'm giving the city and DecoBike every chance to make it right.” Making it right, according to Gardner, would mean “establishing a true commuter-friendly ride sharing network — or they recoup the money that's been taken away from me.” Garner claims the lion's share of DecoBike rentals, as much 77 percent, is for recreational tourists, and not as the final leg of a commuter trip utilizing mass transit, for which the bike share network is intended. The city signed a 10-year deal with DecoBike to set up bike rental kiosks on city property. Launched

in January 2015 as a way to boost residential bike commuters, kiosks would also be a means of income because the city would share in a portion of the rental profits. The key to the deal was the minimal expense to the city, as the Florida-based DecoBike would foot the bill for the infrastructure. Pacific Beach Planning Group chair Brian Curry said the city's reneging on the DecoBike deal. “We continue to fight against further placement of any DecoBike kiosks in our visitor/hospitality district,” Curry said. “The City has broken its promise that its bike share program is intended to accommo-

date locals for point-to-point transportation such as commuting, shopping, etc. Instead, the City is pushing to install more kiosks in the coastal/beach corridors to capture business from visitors, and at significant cost to our local rental bike business owners.” Curry noted that, “despite significant public opposition, the City refuses to remove the current kiosks on the boardwalk.” He said the city is supposed to come out with a new proposed station's location list shortly and has promised to allow for public outreach and comment. Curry pointed out PB community leaders had at least five meetings with the City and DecoBike and were “ignored.” “We hope this next round of interaction is constructive rather than a waste of time,” Curry said. Approached by the Beach & Bay Press for further comment, Melinda Pederson, administrative manger for DecoBike San Diego, referred to a July statement the company made claiming the two boardwalk bike stations are essential to the success of its interlocking bike share network. “Ridership revenue and advertising/sponsorship revenue are the only sources of income for the bike share,” Pederson said previously. “For this reason, it's very important that we have visible stations in desirable locations that generate high ridership.

“We do have quite a bit of local ridership,” Pederson continued. “Most riders, both visitors and locals, use the bike share for short trips purchased at the station.” Mike Beltran, chair of Pacific Beach Planning Group's Traffic, Parking and Streets Subcommittee, concurred with Curry that the community is tiring of this boardwalk battle with the city. “I get it that they're (DecoBike's) a business and that they need to make money,” Beltran said. “Our struggle is really with the city. They're the ones who gave DecoBike the key to the city to put their stations anywhere they want.” Bike rental operator Gardner hopes there can eventually be an accommodation reached between the city and small-business owners like himself catering to recreational bicyclists. “I love my city,” Gardner said. “The last thing I want is litigation. But if my own city is taking away my customers ...”

Bucs trio surfaces to help boys water polo By DAVE THOMAS When it comes to boys water polo action, the action at times can be fast and furious. That said, Mission Bay is fortunate to have a trio of leaders keeping the team cool and calm in challenging waters. For Andy Dorris, Parker St. Germaine and Mitchell Meara, being leaders for the Bucs is both fun and an honor. Beach & Bay Press recently caught up with the three for an email interview, discussing how they got involved in the sport, what makes being a member of the team so enjoyable, and what advice they would have for future Bucs. BBP: How long have you been with MBH water polo team and what do you like about it? Dorris: I have been on the team for three years now. St. Germaine: I joined the Mis-

Wetlands and camplands not mutually exclusive in Mission Bay revitalization By DAVE SCHWAB Part of the ongoing discussion in the De Anza Revitalization Plan, a re-imagining of the development potential of that 120 acres in Mission Bay Park, is what to do about the Kendall-Frost marsh, a remnant of once much more extensive wetlands. The Kendall-Frost Mission Bay Marsh Reserve is a 20-acre University of California Natural Reserve System on the northern shore of Mission Bay administered by UCSD. In 1952, Lena Kendall and the A. H. Frost estate donated two parcels of the upper marsh to the University of California. In 1965, the site became one of the first seven reserves in the newly established Natural Lands and Water Reserve System. The reserve protects some of the last remaining coastal salt marsh in Mission Bay, and is home to numerous bird species and other wildlife, including endangered species. The reserve ranges from high marsh to submerged shoreline and includes coastal salt marsh, mudflats, tidal channels and salt flats. There are differing views on whether Kendall-Frost should be kept as is, enlarged, or even abandoned all together, as some fear proposed wetlands restoration there could jeopardize other uses of Mission Bay Park, most notably camping. An organization know as Friends of Campland, has gone on record with a Facebook site, opposing wetlands restoration as currently envisioned. Brian Curry, chair of the Pacific

ing uses, including Mission Bay Golf Course, Mission Bay Boat and Ski Club, Bob McEvoy Athletic Field and Mission Bay Tennis Club. “This meeting is going to be real exciting,” said Robin Shifflet, development project manager for the city's Planning Department. “We're going to show the three alternatives for (proposed) park redevelopment, based on public input we've received from an ad hoc committee, community meetings and public input online with our website.” Shifflet said further discussion of regional park redevelopment will revolve around “existing conditions and potential uses. We've been studying how these things relate to one another.” The park planner said it's uncertain whether this third workshop will be the final one in the planning

Beach Planning Group, said the community advisory group has taken no position on proposed wetlands restoration, “other than that we approve, in concept, the original Mission Gateway plan and public use of all public property, including De Anza.” Personally, Curry believes “we should retain Campland (on the Bay) in its current location as the incredible cost to remove all of the camp land infrastructure (buildings, utilities, streets, asphalt, etc.) to accommodate more marshland has not been explored. If the current Campland is vacated for marsh, the City and Coastal Commission would likely require a low-cost housing alternative, such as camping, RVs, etc. as part of the new De Anza plan. By keeping Campland in its current location, more land would be available at De Anza for other public improvements.” Curry's convinced that “additional investigations and/or alternatives should be explored for wetlands restoration.” Campland on the Bay at 2211 Pacific Beach Drive, part of Mission Bay Park and a vacation spot for families and campers since 1969 overlooking Kendall-Frost, could be impacted in as-yet-unforeseen ways by regional park redevelopment in the De Anza Revitalization Plan. Karin Zirk is a volunteer with

Friends of Rose Creek, a volunteer group advocating turning lower Rose Creek into an open space park providing recreational and learning opportunities and a clean, healthy, aesthetically pleasing environment for all. Zirk claims people opposing wetlands restoration aren't fully informed about the significance — and consequences — of not protecting the natural environment. Zirk noted wetland marshes like Kendall-Frost, work much like the liver in a human body, to extract and cleanse impurities brought downstream, preventing them from polluting Mission Bay into which Rose Creek flows. “Those pollutants go into the Bay where our children swim and play,” said Zirk, adding Kendall-Frost “provides some level of buffer to prevent that from happening. How much buffer depends on how big the wetlands are.” Zirk noted two public processes are under way: Rewild Mission Bay seeking to restore up to 170 acres of wetlands in the area; and the De Anza Revitalization Plan, which seeks to explore, and ultimately develop, the full potential of that portion of Mission Bay Park. Ideally, Zirk said the two projects, once successful, will significantly enlarge and add to Rose Creek and marsh wetlands, as well as reconnect all parts of the natural system making it whole once again. “Studies have shown over and over that expanding existing marshland is much more successful than trying to create new marshland disconnected to any other marshland,” Zirk said.

The city is about midway through its three-year planning process, which seeks to update the planning blueprint for the regional park via an amendment to the Mission Bay Master Plan guiding park development. “We are amending the Mission Bay Park Master Plan to show what could be developed in the De Anza future study area,” said Shifflet. “Once we hear back from the public, we'll know what amendments people want to the park master plan. That will go to the City Council for approval, and then on to the Coastal Commission.” Following that, Shifflet said an environmental document will be prepared for the long-term project to determine “what impacts to the environment there be from the project.”

Led by the City of San Diego, the De Anza Revitalization Plan project seeks to re-imagine, repurpose and revitalize De Anza and the surrounding area. The plan's ultimate goal is to create an iconic recreation destination that maximizes the benefit offered to the region by this extraordinary waterfront amenity that balances recreation, environment and commerce. The effort to redevelop the regional park was delayed by a decade-long court battle between the city and residents of the 500-unit De Anza Cove Resort mobile home park, a 75-acre park on prime real estate jutting into the water in Mission Bay Park west of Interstate 5. Ultimately, the city reached a $3.6 million settlement agreement on one of three lawsuits involving current and former mobile home park residents, allowing them to relocate. Koalani, 67, who got eight years in prison on Sept. 28. The couple pleaded guilty to conspiracy to commit pimping in connection with the closed website. Because Hannah Koalani has a felony conviction, she would be barred from visiting her ex-husband in prison as felons are not allowed on prison grounds. She plans to move to Virginia if the probation department approves it, her attorney said. Deputy District Attorney Dan Owens, the probation department, and her attorney asked Danielsen for the suspended term. If she completes three years probation, the

stay on the jail term will become permanent, Danielsen said. Owens said this was Christian Koalani’s third conviction for pimping and pandering, and this offense involved furnishing tranquilizers to a 17-year-old girl. He was arrested June 2 following a year-long investigation by the San Diego Human Trafficking Task Force. Christian Koalani also pleaded guilty to two counts of pandering. He will have to serve at least four years before he can be paroled. Dale A. Vinzant, 68, operated another similar website and was sentenced Sept. 8 to one year in jail and a suspended 3-year prison term. Vinzant will report to jail on Oct. 24, and court records say he has been authorized to be in a program that could allow home detention if he meets the criteria. Vinzant pleaded guilty to attempted pimping, soliciting a prostitute, and two counts of money laundering. He was placed on three years probation and ordered forfeit $7,761 for a bank account that was linked to his website.

Crazy Shakes prove popular in Pacific Beach Want to get a brain freeze – the easy way? At Beachtown BBQ, the milkshake has gone crazy. The Pacific Beach eatery has concocted a sweet treat that can only be described as utter lunacy, and so it is the Crazy Shake. With toppings such as donuts, macaroons, marshmallows, Rice Crispy treats, Reese's Peanut Butter Cups, cookies and Almond Joys, the Crazy Shake is not your typical milkshake – it’s a confection of architectural-delight built up with candy construction. With the help of San Diego State senior Corinne DeShon, a courageous 21-year-old English major from Carlsbad, the Beach & Bay Press recently did a deep dive to the bottom of the glass. “Oh my god, they’re huge,” DeShon says as the server brings out chocolate and strawberry Crazy Shakes that are topped with donuts and have marshmallows and chocolate chunks around the rim. After removing, and sampling the donuts (“Yum, really good.”), DeShon finally gets to try the chocolate milkshake. “It’s good. It’s actually kind of light, almost like a smoothie. It’s refreshing.” The strawberry-flavored vanilla ice cream shake receives similar reviews. “It would be nice after a

Veterans take flight and get dunked in Mission Bay By DAVE SCHWAB Military support was the order of the day as returned veterans from Iraq and Afghanistan got a lesson in hydroflight recently on Mission Bay thanks to the nonprofit Warrior Passion. The so-called first “anti-gravity sport,” hydroflight involves pumping water from a hose channeled through a jet ski to propel a jetpackclad user into the air. Warrior Passion is a nonprofit group devoted exclusively to helping returned veterans transitioning back to civilian life. Last month, Warrior Passion teamed with Jetpack America to treat returned vets to their own customized flight lesson. “Every day of the year we're here at Mission Bay Sportscenter doing our flights,” said Dean O'Malley, president of Jetpack, which has two other locations in Newport Beach and Las Vegas. “Warrior Passion is here with us today, and it is a givingback-to-the-community day for us.” Of hydroflight, O'Malley noted, “This is a recreational, safe activity. You don't have to be any type of special athlete or risk-taker to take this out and do it.” “We want to be a part of starting

me. There's nothing better than blocking a shot and then watching my teammate score a goal! Meara: Most of the other juniors and I have been playing with each other since freshman year; it’s been a great experience. I've known my teammates for years, which has helped us form a special team bond. BBP: How would you describe this year's team and how successful it can ultimately be? Dorris: I think we have a really good team this year. Everyone seems really dedicated and focused. St. Germaine: This year’s team is getting stronger every game. We are still relatively young with a squad made up of primarily juniors, but if we can continue to work hard and improve every day, we can start making a name for Mission Bay water polo. Some teams might take us lightly based on our history and youth, but we are going to shock some teams down the stretch and hopefully into the playoffs. Meara: This year’s team is an all-around solid team and we all play a role in every match. We

Dorris: I think the new coaching staff that we got last year saved our team. Coach John (Knight) is always looking to make us all better, and is always there for us. St. Germaine: This is my third year of water polo, and every year we have had new coaches. It’s been difficult with the leadership turnover but I really enjoy the current head coach John (Knight). He really has helped us improve with all of the knowledge he has of the game. Meara: The team would be the same Mission Bay water polo team it was three years ago if it wasn't for our coaching. Coach John (Knight) deserves all the credit for the making of our new Mission Bay team. BBP: As leaders on the team, how do you try and help the younger members on the squad? Dorris: I look to help the younger members out by giving them advice during practice and at games. St. Germaine: Especially being a goalie, I have a lot of say for our team in the pool. Helping

Meara: Any players considering joining should know that the game is serious. Joining the squad means you have to be willing to work. Times of San Diego Despite recent concerns about the San Diego real estate market peaking, a new pair of reports shows sales and price appreciation remain healthy. Recently the California Association of Realtors reported that pending home sales in San Diego rose 7.5 percent year-over-year in July, well above the statewide average of 3.5 percent. Then, the online real estate site Zillo reported that the median value of a home in San Diego was $513,600 in July, a 5.4 percent increase from the same month a year ago. That was slightly higher than the nationwide increase of 5.1 percent, but below the double-digit growth

rates in Denver, Portland, Seattle and Dallas-Ft. Worth. Although the new reports showed a healthy local real estate market, experts still cautioned there are signs of problems ahead. "The Bay Area and Southern California are still growing at a faster pace than the nation as a whole, but growth rates have come back to earth a bit after several years of rapid growth," noted Zillow Chief Economist Dr. Svenja Gudell. "While still in positive territory, Realtors' optimism of market conditions over the next year has been waning over the past few months," the California Association of Realtors said, noting that fewer buyers were overbidding on homes.

San Diego Apartment Rents Keep Rising For Eight Straight Month Average San Diego apartment rents increased in September for the eighth straight month, and the rate of rent growth is still among the highest in the nation despite some moderation, according to Axiometrics, the leader in apartment and student housing market intelligence. "Job growth continued to decline in August, so the demand for apartments is lower," said

Stephanie McCleskey, vice president of research for Axiometrics. "But job growth was so strong earlier in the year that apartments are being absorbed and rent growth remains above 5 percent." The average September 2016 rent in San Diego was 5.1 percent higher than the September 2015 average, and was the eighth highest rate in the nation among major markets.
