Groups propose ban on plastic bags A grassroots movement to protect marine wildlife by eliminating single-use plastic bags that can end up in oceans off San Diego and statewide gained traction recently with a news conference at SeaWorld. The popular marine park, which stopped using plastic bags in spring 2011, was an appropriate venue. “That one change to our business operation resulted in a reduction of one million bags per year that would have ended up in a landfill or worse, in the ocean,” said SeaWorld president John Reilly. Elected officials, business and civic leaders and environmentalists gathered Aug. 29 to

declare support for SB 405, a bill authored by state Sen. Alex Padilla (D-20th) to phase out single-use plastic bags in California, which is to be resubmitted in 2014. Padilla said he was at the conference to deliver two messages. “The first is a thank you to SeaWorld for leadership in voluntarily phasing out plastic bags, and the other is to call attention to our bill in Sacramento,” he said. Padilla noted more than 80 California cities and counties have voted to discontinue using

Whatever the reputation of Pacific Beach — and that may change depending on who you ask — the reality is that the community has more than appears on the surface. The evidence is found in the headquarters of one of San Diego’s biggest technology startups, located right on Mission Boulevard. In late 2010, Joey Rocco and Kris Kibak founded The Control Group out of a small office in PB. Barely three years later, the company has grown exponentially, and now, operating out of a much larger (and expanding) office on Mission Boulevard, the company manages one of the largest people search engines in the world, instantcheckmate.com. Rocco and Kibak started instantcheckmate.com with online daters in mind. After extensive research into which sites were getting the most traffic, Kibak, who has considerable background in web marketing (he learned HTML when he was 12), realized online dating sites were a gold mine — and a potentially dangerous one to users. “So many people were starting to meet people online, but it can be so dangerous when you don’t know who you’re talking to,” Kibak said. “We wanted a way for people to figure out who they were talking to online, who’s living next door, who’s down the street.” Kibak’s intuition paid off. A few months after he and Rocco launched instantcheckmate.com, which offers background checks that include phone numbers, addresses, criminal history, census data and more, the story of Paul Wurtzel broke. Wurtzel was a registered sex offender who joined Match.com and preyed on women he made connections with, prompting one of his victims to launch a court case against the online dating giant. “We looked [Wurtzel] up on our site, and it showed he had a record as a sex offender,” Kibak said. “That’s the kind of thing we could prevent.”

CARNAVAL IN OUR BACKYARD The sixth annual Brazilian Day San Diego took to Pacific Beach’s streets on Sept. 8 with floats, performers, music, dance and food inspired by the South American country. This year’s festival was soccer themed in honor of the 2014 World Cup, which will be held in Brazil next summer. San Diego is home to a large Brazilian contingent, and some refer to America’s Finest City as the “Rio de Janeiro of the United States.”
NEWSBRIEFS >> RAZOR BLADES FOUND A SECOND TIME AT MISSION BAY PARK — For the second time in as many months, razor blades were found embedded in the grass near a children’s playground at Mission Bay Park near Bonita Cove. Police officer James Johnson with Crime Stoppers said razor blades were found at the park on Aug. 10 and, most recently, on Sept. 5. No one was injured the second time but a woman cut her foot slightly the first time blades were found in August,
Johnson said. “They (razor blades) were 1 to 1 1/2 inches long, something somebody would use in a cutting or scraping tool for a window,” he said. “They were definitely placed there intentionally in the grass area surrounding a children’s playground. It looks as if the two events could be linked, but we have nothing yet to say they are for sure.” In August, Johnson said a woman stepped on a razor blade in the park and got “a very minor cut.” This last time, someone called police at 6:18 p.m. to report razor blades had been found in
the park. “People who discovered the blades stood in a group waiting for police to arrive,” Johnson said, adding officers did a sweep of the area with a metal detector. “It’s certainly safe now.” Detectives are investigating both incidents with the cooperation of the Park and Recreation Department. “We want to make sure we don’t have anything else anywhere else,” Johnson said.

Transitional home on Mount Soledad focuses on young adult recovery As a young teenager growing up in Santa Barbara, Alex Zemeckis found himself in a pattern: skipping school to surf and skateboard, and — more destructively — regularly getting drunk and high. Zemeckis, of course, was not alone. In fact, it turns out, he was merely one in a sea of statistics that all point to the undeniable fact that teens and young adults are the prime targets of addictive substances. According to the National Institute on Drug Abuse, young adults ages 18-25 are the biggest abusers of prescription opioids (as well as other substances). What all this means is that there is a sizable population of those in their late teens and 20s that have already been through the cycle of abuse, addiction and detox — and who are all looking to start over. It is for this reason that Zemeckis, now 27, founded The Grounds, a transitional recovery program for young men between the ages of 18 and 30. Unlike a typical sober-living environment, The Grounds, which opened in May, is focused on a curriculum of personal mentoring and discipline, providing an environment designed to help members acquire life skills and self esteem. “What we’re focused on is these guys’ integration back into a real-
world setting,” Zemeckis said. “The goal is to transition them to independence. We take a unique approach that’s almost unheard of in the recovery industry in California.” Zemeckis and program director Cannon Kristofferson run their pro-
gram out of an elegant home on Mount Soledad. Under the Fair Housing Act and the Americans with Disabilities Act, six unrelated adults can share a single residence, making The Grounds, which is licensed, insured and operating at a six-person maximum, a legal facili-
ty. That doesn’t mean, of course, that neighbors don’t have their concerns. But Zemeckis assures that those he accepts as members are carefully vetted and are held to the highest behavioral standards (they are not allowed to smoke cigarettes out front of the house, and they’re not permitted to talk about addiction or “war stories” outside of the home or within earshot of neighbors). “We do thorough interviews, and these are not people that are coming out of the penal system,” Zemeckis said. “Because this is not the type of facility that [personal health] insur-

ance typically covers, most of these guys are coming from middle- to upper-class families, and they’ve experienced some kind of failure to launch. Many of them have simply grown up in a way that they didn’t have to be held responsible, so we kind of feel like their parents, teaching them simple things like cooking and how to do laundry.” Members must go through a 30day minimum primary treatment program before coming to The Grounds. Faulconer throws hat into ring in city mayor’s race The day after three major potential candidates bowed out of the San Diego mayoral race, District 2 City Councilman Kevin Faulconer announced he was in. “Putting San Diego first is the principle I believe in, and that principle that will guide my administration,” said Faulconer, who was joined by wife Katherine, son Jack and daughter Lauren at a Sept. 4 news conference at Harbor Island Drive Park to announce his candidacy. Faulconer said he is looking forward “to an honest conversation with my fellow San Diegans in the coming weeks about our city’s bright future and the path to get us there.” Faulconer said San Diegans, by working together “will heal once again, and we will rebuild and restore San Diego.” Noting the recently disgraced Filner administration “has halted or

stay — which generally runs three to six months — members must undergo therapy off site and must either attend school or work part time. The hope, Zemeckis said, is that The Grounds and its members will start to be seen as assets, rather than a neighborhood burden. “We have gone door to door, taking the approach of being transparent from the start,” he said. “Unfortunately, there are those places that don’t do good work and aren’t transparent, but we’re trying to dis-

Jackson Lawrence Chapelone, 29, of Carlsbad, has pleaded not guilty to the charges, which also include resisting an executive officer with San Diego police in the 3 a.m. incident at Bayard and Hornblend streets. Chapelone has posted $5,000 bond and remains free. The cocaine charge is a felony. Other charges that were initially reported were hit and run and trying to dissuade a witness, but those were not filed by the District Attorney’s office in San Diego Superior Court. He was a temporary employee at La Costa Canyon High in Carlsbad in the spring. He played baseball at Cal State San Marcos and Bonita Vista High School when he was a student there respectively, according to school websites. — Neal Putnam CYCLIST DIES IN EARLY-MORNING COLLISION — A 21-year-old woman was struck and critically injured in an earlymorning collision with a car on Sept. 1 while riding her bicycle in Mission Bay Park. The woman was identified as Stela Hristova, a resident of Bulgaria who was visiting family in San Diego. Hristova was riding her bike without a helmet headed southbound in the middle of the traffic lane about 3:30 a.m. in the 2500 block of Ingraham Street on Vacation Island. The driver of a sedan swerved when he saw her, but not in time. She was taken to a nearby hospital, where she died at 2:05 p.m. from injuries she suffered in the collision, the Medical Examiner said. — Dave Schwab

News & Views plastic bags. But only one San Diego community, Solana Beach, has followed suit thus far. Padilla said studies have shown only 3 percent of plastic bags get recycled. Where does the other 97 percent go? “In the ocean, on the beach, in rivers and parks and our sewer systems to the tune of $25 million a year for government to try and collect and divert to landfills or recycle,” said Padilla. “That’s money that cities won’t have to spend chasing plastic bags.” Dave Koontz of SeaWorld public relations and marine park staffer Jody Westberg were on hand Aug. 29 to demonstrate just how dangerous plastic trash ending up in the ocean really is to marine wildlife. “We’ve seen firsthand the negative impacts plastic bags can have on the coastal ecosystem,” Koontz said, noting sea turtles are particularly susceptible as they mistake plastic bags for jellyfish, which they ingest. “We’ve actually had to remove the remains of plastic bags from inside them,” Koontz said, adding other forms of plastic, including fishing lines and six-pack carriers, have also proved problematic for sea life. Westberg showed up with an armful of plastic trash, including a lobster pot, fishing lines and netting, as well as other plastic items recovered from the ocean. “We had a California sea lion in rehab that actually regurgitated plastic bags,” Westberg said. “It’s not that there’s a callous disregard that people are consciously polluting,” said Koontz. “It’s just this feeling that one little piece of trash is not going to amount to anything. But if you take and multiply all of this, it’s very cumulative with a detrimental impact.” Nathan Weaver of Environment California, a statewide citizen-based environmental advocacy organization, said his group is taking the anti-plastic crusade to the streets. “Plastic bags are one of the most common garbage items on California beaches,” said Weaver. “The single best way to clean up plastic bags is simply not to use them.” Weaver said 10,000 San Diegans have signed a petition calling for a ban on plastic bags. Weaver said Environment California is willing to work with the San Diego City Council to draft an antiplastic ordinance that’s “right for San Diego.” He said the organization will do the same for other municipalities statewide. Asked if it would be difficult to wean people from using plastic bags, Padilla said, “Local ordinances demonstrate that people adapt very quickly. If we make reusable or alternative bags to plastic available for free or low cost, people will use them.”

An update on the state of the Mayor’s Office By TODD GLORIA, INTERIM MAYOR OF SAN DIEGO
It’s been a distracting and difficult summer for San Diegans. It was my intention to spend the summer months focused on what I cared about: improving my Council District 3 neighborhoods, advocating for the convention center expansion, preparing for the opening of our new Downtown library and collaborating with community leaders on the Balboa Park Centennial. In July, our city was thrust into a national and international media spotlight with

Customers responded to the product. What started in 2010 with a few employees has grown into one of the largest web startups in the world, with offices in Las Vegas, Kearny Mesa and the flagship in PB. The Control Group’s operations, meanwhile, have branched out from instantcheckmate.com into other online territories. Though Pacific Beach might not seem a likely location for Silicon Valley’s Southern California installment, Rocco and Kibak, both 29, planted their tech company here precisely for what the area could offer their growing organization. The nature of competition is not simply in trying to attract customers to the product. It’s also in trying to attract top talent to the company, and the pair has pulled out all the stops to do so. The Pacific Beach office, located above Tony Roma’s in the Promenade, has a designated spot for employees to leave their surfboards when they come in (there are even a couple office boards available for those who don’t want to bring their own). The office refrigerator offers free energy drinks, snacks and freshly made juices. The break room features an Xbox and two NBA basketball arcade games to unwind and get the creative juices flowing. people all over — from Talmadge to Sacramento, from Dallas to London — shaking their heads and asking, “What is going on in San Diego?” I assumed the office of mayor on Aug. 30, and there’s much work to be done until a new mayor is elected. Between now and then I’m focusing my efforts in three main areas. My first order of business is a top-down review of all city departments. I want to know what is working, what isn’t and what our employees need to better serve our neighborhoods. And I need to make sure contracts, which were previously stalled since January, get signed so critical work for this city is getting done. My second order of business will be a restructuring of the mayor’s staff and creating a new
culture on the 11th floor where folks are excited to come to work. I want to ensure my staff is working efficiently and productively in an environment where they feel empowered and inspired to strengthen neighborhoods. My third order of business is to vastly improve the communications coming from the Mayor’s Office and city departments. When people don’t have the information they need, they’re left to their own imaginations. I don’t intend to let folks imagine what’s happening in our city. I intend to tell them. Kibak said. “A big component [of instantcheckmate.com] is preventing crime, especially against women, like with the Wurtzel case. With this, we can actually see who we’re helping, and a donation of that size to a small charity will help a lot more than it would to a large organization. Kibak and Rocco don’t only give back to their employees, however. Since the company has begun to flourish, the pair have taken on certain charitable causes. In August, they celebrated their third anniversary with a dog-friendly Hornblower cruise on the bay, raising awareness and funds for Helen Woodward Animal Center. The day after Labor Day, the company sponsored a beach cleanup with I Love a Clean San Diego to rid the beach outside of its office of the debris left over from the holiday weekend. “When we were working so hard just to stay above water, we were killing ourselves,” Kibak said. “When we got to the point where we had enough time and money to think about other things than just ourselves, we wanted to think how we could

Rose Canyon group works to save watershed through education Coastal residents have been able to get up close and personal with local wildlife in Rose Canyon Open Space Park and Marian Bear Memorial Park through nature exploration programs sponsored by Friends of Rose Canyon. A community organization dedicated to the protection, preservation and restoration of Rose Canyon and the Rose Creek watershed, the group leads nature walks, conducts outdoor classes for neighborhood schools and protects the canyon from destructive projects. “Getting people out in the
canyons plays an important role in protecting our waterways,” said Debby Knight, executive director of Friends of Rose Canyon and one of its founders. “Bringing people into the canyons to experience their beauty and encounter nature close up helps inspire them to want to save these protected natural areas.” Knight and the other naturalists who lead these nature explorations teach participants about how these canyons form the Rose Creek Watershed, which carries water and urban runoff from University City and Clairemont to
Mission Bay. They also identify local plants and animals, describe the threats from urban runoff and non-native plants and discuss how protecting the remaining undeveloped land helps preserve the watershed. “Programs like this play a critical role in protecting Rose Canyon and offer a wonderful opportunity for students to get outdoors,” said District 1 City Councilwoman Sherri Lightner, whose district includes the entirety of Rose Canyon Open Space Park in University City. by a $25,000 grant to Friends of Rose Canyon and the Rose Creek Watershed Alliance from San Diego Gas & Electric’s Environmental Champions program. “We are thrilled to partner with such a great organization like Friends of Rose Canyon,” said Pedro Villegas, director of community relations for SDG&E. “The work they do to educate the region on how to be stewards of the environment is a commitment that SDG&E shares.” The grant provided funding to help reach students from Spreckels, Curie, Hawthorne, Whitman, Doyle and Bayview Terrace elementary schools and University City High School. Six of the schools the program reached are classified as Title 1 schools, meaning that more than half of the students are from low-income families. In the past year, Friends of Rose Canyon conducted 95 nature exploration events involving more 3,000 people of all ages, providing a unique chance for participants who live in the canyons’ nearby communities to learn about opportunities to access and enjoy nature within their neighborhood. Knight, who grew up playing in the woods on the East Coast, said she was inspired to create the outdoor exploration program because
she felt opportunities for people to interact with their outdoor environment are dwindling due to encroaching development. Under the program, Knight said small groups of no more than six children are taken out into the field by an adult guide. “We’re very urban and we don’t have much nature,” said Knight. “Many of these kids really have never been off the sidewalk before. They’re scared at the beginning, but then they’re running up the trails at the end and it’s very exciting.” Knight noted Friends of Rose Canyon found that some students in the program had never looked through binoculars before. So, she said, the organization purchased binoculars and teaches kids how to use them before taking them out bird watching in open-space areas. “It’s a wonderful thing that San Diego has these last remaining open-space canyons,” said Knight. “They are the most valuable land we have in the city.” You can join Friends of Rose Canyon for free at www.rosecanyon.org to receive emails about nature exploration programs and to volunteer for native plant restoration projects. In The Surf It’s nature’s way — so be prepared

Bird Huffman Even though we’re headed into fall, the recent warm weather means we’re all still out on the beaches and in the surf in droves. Like most things in life, all good comes along with a little bad. Earlier this summer, we saw some sea creatures putting a spoiler on some beachgoer’s days. A plaque of jellyfish had been moving in and out, up and down with the tides, winds and swells. Since many of us who spend a lot of time in the water will inevitably come into close contact with these creatures, it might be a good idea to get some pointers on how to avoid them — and what to do when you can’t. It has been quite a few years since these animals have shown up. While generally not a lifethreatening issue for most people, they sure can spoil your day. Depending upon a person’s reaction to a jellyfish sting, it can run from mild irritation to out of the water, off the beach and back home for a hot shower or bath. Jellyfish are pesky, as they are easily torn apart and the bits and pieces can still pack some sting — and it’s amazing the way they can find their way inside of bathing suits and wetsuits. It’s pretty hard to avoid these critters, but if at all possible, do so. I’m not quite sure why they picked this particular year to return in force, but in the event they return again, it’s ideal to have a strategy. The other creature that has been a major problem is the stingray, whose prick or slash can ruin your whole week, once again depending upon where and how deep the barb goes into you. The pain is excruciating and long lasting. It instantly feels like a red-hot knife has cut into you — and then it gets worse. You’ll feel it slowly start to crawl up your leg if it’s a foot wound, and there is little you can do to stop it. The standard treatment is to place the afflicted area in as hot of water as you can stand. Both the injury and the treatment are very painful. Rays can be avoided by shuffling your feet or limiting your contact with the sand to as little time as possible. The ocean floor is covered with them, and stings
have been reported at all beaches on a regular basis. The flat, sandy breaks, as well as the bays, are where they seem to converge the most. This little bit of information is in no way aimed at keeping you

In The Schools Schools benefit from families going green Returning students and staff at Kate Sessions Elementary School in Pacific Beach had a surprise waiting for them the first day back at school: a $500 check for the school’s music and arts program from Go Green 4 Education. A 501(c)(3) nonprofit, Go Green 4 Education operates a door-to-door recycling service with all proceeds going to support local Pacific Beach public elementary schools. “Each school — Crown Point, Pacific Beach, Kate Sessions — will get a $500 check every month,” said Destry Whitney, who created the nonprofit about two years ago to subsidize music and arts, public funding for which has dried up due to the state’s financial crisis. “Recycling is how we generate revenue for the Go Green program,” said Whitney, who changed into his alter ego, the Go Green Koala, to pose with Kate Sessions’ new principal, Margaret Joseph, who accepted the nonprofit’s first recycling payout on behalf of her school Sept. 3. “It’s really powerful,” said Joseph about Go Green’s impact on the school. “The parents sign up for it and then they’re part of the recycling program and they get these (five gallon) containers and place them on their doorsteps to ‘go green for education.’ And we get part of the proceeds.”
