Local lifeguards show off rescue skills at annual relays competition The Southern District lifeguards started off a little slow but finished strong to win the annual Ron Trenton Memorial Lifeguard Relays on Thursday, Aug. 6 at Ocean Beach. It was the second consecutive win for the Southern (Ocean Beach) team. The Central District (Pacific Beach and Mission Beach) team finished second, the Northern District (La Jolla) third, and the Boating Safety Unit (Mission Bay) was fourth. “It was a great competition,” said San Diego FireRescue Department spokesman Lee Swanson, “although there was a lot of rip current activity, which made the ocean conditions a challenge.” The contest shows off the San Diego Lifeguards rescue skills in a spirited yet friendly competition. The relays are named after veteran lifeguard and longtime Northern District team captain Ronald Trenton. Brazilian Day is back on for Sunday, Sept. 13 in Pacific Beach. The popular, annual cultural event was nixed earlier this year by the PB Special Events Committee. The committee originally voted 5-2 to deny the event, which features a carnival-style parade with extravagant costumes and energetic music. The rationale behind denying the event was that it had outgrown its venue on the streets of Pacific Beach. Some committee members also expressed concern about loud noise and lack of accountability from the event’s sponsoring group, the Brazilian Institute For Arts and Culture (BIAC).

Pacific Beach groups protesting DecoBike’s sites on boardwalk By DAVE SCHWAB Apparently, DecoBike does have a fight on its hands in Pacific Beach. In response to the Miamibased company’s installation of two bike share stations on the boardwalk, running contrary to the beach community’s wishes, PB civic groups have jointly dashed off a letter to the mayor and the city denouncing the move.
“We have still not heard back from the mayor,” responded Pacific Beach Planning Group chair Brian Curry. “His rep continues to suggest that there is a 90day period, and then they reassess the locations.” Curry added, “As the boardwalk location is unacceptable, it is frustrating. Find your path in Pacific Beach with newly marked safe bike routes By DAVE SCHWAB PB Pathways is moving forward with plans to make the beach community more pedestrian- and bicycle-friendly. “In June, city workers Ray Fanua and Louie Martinez started rolling out PB Pathways pavement wayfinding markers along with destination signage,” noted Chris Olson, a PB planner and member of beautifulPB, a public nonprofit charity formed by Pacific Beach residents, businesses and property owners to help maintain and create a more sustainable and beautiful community. The current focus for beautifulPB is PB Pathways, a network of safe neighborhood routes encouraging people to walk, bike or skate to their destinations with traffic-calming measures and other safety features. The nonprofit is working to implement a number of community projects and programs with the goal of realizing a Pacific Beach eco-district. An eco-district is a long-range plan that incorporates methods aimed at making the area more environmentally sustainable and economically viable. PB Pathways routes are being implemented in phases. The proposed routes are still being vetted through community outreach. Phase one pathways installation is

now complete on two north-south corridors on Cass and Fanuel streets and two east-west corridors on Law Street and Reed Avenue/Pacific Beach Drive. Phase two pathways are being planned as well as more infrastruc-
ture improvements to improve safety for pedestrians, bikers and skaters. A detailed map and information is available at beautifulpb.com. On Saturday, Aug. 8, volunteers worked for two hours to support future investments in the PB Path-
ways and pedestrian and bicycle safety initiative. Volunteers were assigned locations along Cass Street and Garnet Avenue to count and survey pedestrians, cyclists and drivers. “BeautifulPB coordinated traffic counts at 16 locations to document
not only motorists but every humanpowered method of movement, from skaters to baby strollers,” said Olson. “This will give us baseline data to compare with over time and help to justify future infrastructure improvements as we apply for grants and other sources of funding.” Asked how PB Pathways is going to work, Olson said, “The wayfinding signage and road markers not only helps lost tourists find safer routes but alerts motorists that they are driving on a route designated for bikes, skaters and pedestrians. As use of these routes increases, the sheer numbers will help establish a priority for nonmotorized transport and justify further improvements.” Olson said the next step in the process will be to “expand the pathways to include more routes while enhancing all routes with infrastructure improvements to encourage more human-powered mobility and make it safer.” Regarding how PB Pathways is to be funded, Olson said it will be via “any legal method we can find. “BeautifulPB has the professional capacity to advocate for funding from the city of San Diego and other sources. EIR on proposed MB condo site finds significant impacts By DAVE SCHWAB An environmental impact report on the proposed conversion of the old Mission Beach Elementary School site into a large-scale condominium project found significant – but remediable – impacts on noise, health and safety, historical resources, transportation circulation and parking and land use. A public review period ended Aug. 10 for the recently released draft report on The Mission Beach Residences and Santa Barbara Place projects. The combined development calls for construction of 18 three-story residential buildings, creating a total of 51 condominium units on the old Mission Beach Elementary School site. The project site is bounded by Mission Boulevard to the west, Bayside Lane to the east, Kennebeck Court to the north and Santa Barbara Place to the south. Mitigation measures proposed in the report for project construction noise include muffling construction equipment, installing sound barriers/shielding, maximizing the distance between construction equipment staging areas and occupied residential areas and use of electric air compressors and similar power tools rather than diesel equipment. The project requests permitting for the demolition of the abandoned school facility structures, including existing surface improvements. That is to be replaced by construction of buildings housing 51 condos with a total gross floor
area of approximately 74,362 square feet. The development also would have 102 parking spaces and a pocket park. The project also envisions construction of associated site improvements including hardscape, site walls and landscaping. The project would pursue Leadership in Energy and Environmental Design (LEED) Silver Certification or the equivalent. As laid out in the report, the objectives of the two condo development projects are to: Adaptively reuse a vacant, developed site; Develop new multi-family condominium dwelling units on the Mission Beach Residences Project site on the 27 existing legal lots to accommodate the current and growing housing demand in Mission Beach; In keeping with the City of Villages strategy and Smart Growth policies, develop an infill site where public facilities, transit and services are within walking distance; Contribute to a cohesive development compatible in scale and character in the Mission Beach Community Planning Area, in compliance with Mission Beach Planned District Ordinance standards; Implement sustainable building design measures; Increase and improve public vehicular and pedestrian access; Create a new pedestrian access and public view to Mission Bay from Jersey Court. ing with DecoBikes and the city to discuss but again have had no response other than the ‘canned’ boilerplate email sent out to most everyone who inquires. Thus far, we have more than 1,000 signatures on our petition to get them off the boardwalk. I want to revisit all locations at this point, given their continuing nonresponse to community concerns.” An online petition drive has also been launched in an effort to get DecoBike to relocate its boardwalk stations. The online boardwalk petition notes, “The beach and boardwalk areas are a natural resource and a regional asset … boardwalk locations are not acceptable, as the space is not appropriate for a permanent commercial operation, negatively impacts coastline access and impairs coastal views and pedestrian traffic. … This enterprise is unfair competition with local bike rentals as well as being opposed by all local community organizations.” The petition concludes by asking for removal of DecoBike installations “on or near the boardwalk of Pacific Beach.” The online petition also asks that all future community bike share installations should “be halted and that full community approval be sought prior to any further installations.” “Over the last two years, we were approached by numerous city representatives and DecoBike consultants to assist in the processes of integrating bike share into the City of San Diego and more specifically into our community of Pacific Beach,” said a joint letter from PB Planning Group, PB Town Council and Discover PB

BID addressed to the mayor and Councilwoman Lorie Zapf. “We have coordinated many afterhours meetings between all of us to vet issues including impact on local small businesses, safety, convenience, parking and traffic congestion along with the needs of Deco Bikes to ensure a successful business model for bike share. “While not everyone in our community welcomed bike share with open arms, we used our leadership in the community to mitigate these issues and ensure a smooth transition of bike share into Pacific Beach, understanding that is a great benefit to the public transportation system and falls in line with our Eco-District efforts. “It is for these reasons it is extremely disappointing and offensive for the actions that have transpired regarding the kiosk installed on the public boardwalk,” continued the letter to the city. “Furthermore, it appears the notification of businesses/structures within 100 feet of installations has not occurred, as was agreed upon by Deco Bikes. Again, we are reaching out to your office and DecoBike representatives to remove the two locations, 92A and 104A. The boardwalk locations threaten the integrity of one of the most popular (and soughtafter commercially) park sights in the city as well as cause concern with congestion, small businesses’ ability to compete fairly and equal access to
the beach.” The joint letter concludes by stating, “All of our organizations have been bombarded with objections to these locations, and our concerns have been ignored by DecoBike and your office. We have offered to work with both of your representatives to find alternative locations and have been met with silence. The lack of professionalism on the part of Deco Bikes… has already damaged the hours of work we have all done to integrate bike share into our community, and unfortunately it will be much harder to repair moving forward. “Once again, we would like to request the removal or transfer of these locations, a response from your office to our concerns and for the notification within 100 feet of the remaining installation to be honored. Furthermore, we would like to meet with DecoBike and City representatives to review all finalized locations, as those were never presented to us or in any public forum.” DecoBike has a 10-year contract with the city of San Diego to provide an interlocking network of bike stations at 180 locations citywide. In response to citizen complaints about the PB boardwalk bike share locations, the mayor’s office responded by email: “It is important to provide a reliable and workable network of cycling options throughout the city. For the bike-sharing program to be feasible and successful, locations for the bike docking stations need to be in areas easily accessible to the public, to be used by residents and visitors alike to have a healthy and fun way to get around San Diego. We (city) will continue to conduct performance reviews of the bike dock locations and make adjustments accordingly.”

PB group approves new lifeguard station design By DAVE SCHWAB A Pacific Beach Planning Group subcommittee voted 5-0 Aug. 6 to approve preliminary design plans for a new lifeguard tower in North Pacific Beach off Law Street at its final meeting. The subcommittee attached minor additional recommendations to the project, one calling for a proposed street guardrail to be removed and replaced with bollards. The group also requested creation of a bike-ramp transition from the boardwalk onto the street. Other possible improvements vetted by the subcommittee for the proposed North PB lifeguard tower included: Beach access cannot be closed during construction; Creation of a street-accessible people and equipment drop-off area and enlarging the current area; Bike racks; Widening the boardwalk with a pleasant boardwalk termination and turn-around area; Vegetation and elevation transitions to keep people off the roof and out of the area of the roof; Possible ramp rework to provide a smoother, more comfortable walk to the beach; and Formal hardscape transition to public beach showers. “The goal is to take the recommendation from this meeting to the regular planning group,” said Scott Chipman, subcommittee chair. nificant degree of public sentiment to “kill the project,” Chipman nonetheless noted “the time for that conversation was at the very beginning.” “I have suggested that those opposed take that to one of two city committees, Natural Resources and Smart Growth and Land Use,” continued Chipman, noting, “We’ve (subcommittee) made recommendations on the facility itself.” He added, “We’ve reduced the size and scale
for this final stage, which we’re here to discuss today.” “We have protested the site location all the way through,” said PB resident Micaela Porte. “This is not a good spot. We have not even been allowed to look at any other site location. That is the problem. There has been no public input.” Chipman previously noted that lifeguards “established the facility’s shape, size and type.” He added that

alternative locations on the sand at the beach and further north than the proposed site were considered but rejected in favor of the coastal canyon site off Law Street. City engineer Jihad Sleiman, project manager for the lifeguard tower, along with other city officials, answered questions from the subcommittee and public addressed at the group’s last meeting in mid-July. City public works officials noted
much redesign has been done on the proposed new lifeguard building, which they pointed out is “buried on three sides with only one side exposed to the beach.” Asked by the subcommittee approximately how much of the building’s 3,500-square-foot gross area is buried, city officials’ answer was “48 percent” of the entire structure and “70 percent of the first floor.” Responding to a question last month about the possibility of sea level rise causing flooding onsite, city officials said the new lifeguard tower is being designed to accommodate a 100-year storm event as well as sea level rise projected out to 2050. Subcommittee member Chris Olson suggested that while bike racks are being considered as an amenity at the new tower, it might also be appropriate to “consider skateboard racks too.” Asked their view of the current lifeguard tower design, a lifeguard representative said, “We’re comfortable with what we have now.”
San Diego man who ran a meth ring out of his Mission Bay business receives three years in county jail By NEAL PUTNAM The former owner of the Mission Bay Sportcenter was sentenced July 29 to three years in jail for running a methamphetamine ring out of the lockers of the building. Jason Morgan Boone, 42, of San Diego, didn’t speak before San Diego Superior Court Judge Timothy Walsh sentenced him, with his wife and his parents watching from the gallery. Boone will spend three years in county jail, as the crime is not considered violent. Walsh ordered a six-year term, including three years' mandatory supervision with the sheriff ’s department after he serves three years. Boone’s attorney, David Baker, told Walsh that Boone is no longer the owner of Sportcenter, where methamphetamine was found during the June 2013 drug raid. Boone was the only person arrested from Sportcenter, while seven others were prosecuted as drug couriers. Boone’s projected release date is Jan. 1, 2017, according to the sheriff’s department. He received credits for 52 days spent in jail and was fined $8,044. Walsh denied probation.
Baker said Boone got a job at age 15 at Mission Bay Sportcenter and that it was devastating to become the owner and then lose the business. He said Boone got involved with methamphetamine and went down “a dark path,” which, Baker added, “It’s something he’s ashamed of. “He used his business skills to make a methamphetamine business,” said
Baker. “Good people sometimes do bad things… He’s truly sorry.” Deputy District Attorney Jorge del Portillo said Boone “abused his authority” at Sportcenter and that every person arrested in the drug operation got methamphetamine from Boone himself. “He is the leader of this operation,” said Del Portillo. The couriers used the words “the

A Mission Beach institution serving patrons for 60-plus years, Saska's Steak and Seafood and the adjoining High Tide Sushi Bar and Skybar have been sold to local entrepreneur Gina Champion-Cain for an undisclosed price. Champion-Cain also owns the Patio restaurants in Pacific Beach, Mission Hills and Petco Park. She also operates Luv San Diego Surf. She is chair of the board/CEO of the Patio Restaurant Group and Luv Surf Brands, LLC, a San Diego-based lifestyle brand involving real estate, hospitality and branded merchandise. LuvSurf is a multi-faceted business complementing Champion-Cain’s vacation-rental business with restaurants and catering, a specialty coffee roasting company and coffee cafes,
along with an apparel brand that captures the “sand, sun and surf ” lifestyle of Southern California. Joe Saska and his wife opened the family-owned and operated restaurant at 3768 Mission Blvd. in 1951. When Saska died, the business was handed down to son Mike. San Diego Unified to create districtwide Climate Action Plan With support from Climate Action Campaign, San Diego Unified School District voted unanimously at its July meeting to approve a resolution supporting development of a districtwide Climate Action Plan (CAP), in alignment with the City of San Diego CAP. A major goal of the district is to reduce energy costs while increasing usage of sustainable energy sources. Energy rates have increased 49.1 percent since 2009, according to the district. The district has identified Community Choice Aggregation as an option that may help the district reduce energy costs and buy more clean energy. The school district plans to partner with the city of San Diego on a feasibility study looking at alternative energy sources through a potential Community Choice Aggregation plan, district officials said. If the district establishes Community Choice Aggregation, it would enable it to purchase energy from more sustainable resources such as local solar, which would help achieve the City's goal of reaching 100 percent renewable energy by 2035.

Balloons, bikinis and wild rides in PB Classic car show on Garnet Avenue this Sunday By DAVE SCHWAB A signature Pacific Beach event featuring hundreds of hot rod and classic cars will be revving its engines Sunday, Aug. 16 from 10 a.m. to 3 p.m. Themed “Charger Steve’s Wild Rides & Classic Car Showdown,” the annual car extravaganza is hosted by Steve Lordigyan and presented by Sycuan Casino. The show, presented in a block party format, will close Garnet Avenue between Mission Boulevard and Dawes Street and along Bayard Street between Garnet Avenue and the alley and on Cass Street between Garnet Avenue and the alley. Lordigyan, also known as Charger Steve, is the mastermind behind the high-octane spectacle, which this year promises to be something extraordinary, in part due to firsttime guest Skip Banks, a comic
impersonator. “I’m really excited because my friend Skip Banks, the Balloon Man, is finally appearing at the event this year,” said Lordigyan. “He is a world-renowned comic that lives here in the San Diego area. He’s guaranteed to make you laugh.” Banks said he’s privileged to be making his inaugural appearance at Charger Steve’s car show. Describing his act, Banks noted, “It’s a variety act I call ‘Hollywood on Wheels Comedy Show.’ I do a lot of spoofs with accompanying music and props. I do imitations of (famous) people rapidly, about 40 of them in a 20-minute period.” At the end of his performance, Banks said he inflates a balloon and “literally put myself inside.” Without revealing any secrets, Banks said one of his spoofs will involve Caitlyn (Bruce) Jenner. “My act is like a box of choco-
lates,” said Banks. “You never know what you’re going to get. It’s a wild show.” The inaugural Hot Rod and Classic Car Show was held at the Del Mar Fairgrounds in 2009 before it moved to Pacific Beach in 2010. According to Lordigyan, the attendance has increased steadily each year, with crowds reaching to 30,000 visitors. As usual, one of the stars of Charger Steve’s show will be the nitro-burning Wild Thang dragster spectacle. The free event will also include a bikini contest by Hollywood Tans and an awesome display of motorcycles as well as other entertainment featuring comedy, magic and dance. Annual Fur Ball raises funds for San Diego Humane Society By DAVE SCHWAB Some 600 people and nearly 300 dogs are expected for the 29th annual Fur Ball on Saturday, Aug. 22, from 6 to 11 p.m. at San Diego Humane Society (SDHS), 5500 Gaines St. A dog-friendly event, the Fur Ball is an evening of exquisite dining, enjoyable dancing, live music, raffle drawing, appealing live and silent auctions and much more — all to raise money to support animals in the community and fund vital community programs and services for them. This year, the Fur Ball will honor The Akaloa Resource Foundation and Phil Pace, owner of Phil’s BBQ in the Midway district, for their generous contributions provided to animals in the community. “Phil Pace has been a generous and dedicated supporter of SDHS and companion animals for many years,” said Dr. Gary Weitzman, the nonprofit’s president/CEO. “Giving back to the community is something Phil knows a lot about, particularly to children and ani-

By HELENE GERASIMCHUK Saturday afternoons are a busy time in South Mission Beach. Tourists and locals alike are attracted by volleyball courts, a large picnic area, beach access and fishing along the Mission Beach jetty. I made the mistake of looking for parking in the late afternoon on a busy weekend. After navigating through the buzzing parking lots with no luck, I decided to head home and cruise back to the beach on my bike. I locked my bike up right by the jetty and made my way out onto the rocks barefoot. Although the rocks on the jetty are relatively large and sturdy, it’s important to take it slow and be careful with your footing. Along the jetty, many people had their fishing lines set up, eagerly awaiting their next catch. About a third of the way down the jetty, you’ll find an interesting structure known as the old bait shop. The gutted structure, with openings cut into its sides, makes this spot feel like a gateway to the Pacific Ocean. Over the years, peo-

Past the bait shop, I found a big flat rock and spent a few hours relaxing and listening to the sound of the water crashing against the rocks. Whether you want to take a scenic walk across the rocks, people-watch or brush up on your volleyball game, South Mission Beach, along North Jetty Road, is the perfect spot to do so. Lifestyle Sarah Renee shares her ‘special gift’ to help others heal By DAVE SCHWAB For someone who’s hung out her shingle as a psychic “medium,” Sarah Renee is surprisingly “earthbound.” Seances aren’t her thing. She freely admits to “quacks” in her field. And she only charges clients if she succeeds in helping them communicate with those who’ve “crossed over.” “I help people by connecting with the other side in order to bring them closure, clarity, peace of mind and purpose,” said Renee, a 31year-old Arizona transplant who’s made Pacific Beach/La Jolla her new home. She’s a practicing, parttime psychic who’s worked about four years doing one-on-one and group readings as well as “channeling” for those over the phone and on Skype. Discussing her purported ability to communicate with the dead, Renee calls it a “really special gift.” She claims to be able to bring through messages from people who’ve died as well as from a “higher consciousness” she refers to as the “Guides.” Renee said there is indeed an “afterlife” with different “levels,” where existence continues. “It’s like we go back to school to learn the lessons we didn’t learn when we were alive,” said Renee. She claims she’s learned from scores of readings that “conversation on the other side is telepathic. It’s really like we’re all souls. We

They don’t want us to suffer.” Renee discussed one group reading she had with a man on the other side who died of alcohol complications. “One of them (clients) missed him, the other hated him,” she said. “He came through and said there was no excuse (for him). He was sick. He’d had his own trauma from his childhood. He said, ‘Please don’t carry on my dysfunction.’ It ended up being really healing.” Renee typically charges $90 for a session.
