Faulconer lays cards on table on city’s present, future state

San Diego Mayor Kevin Faulconer discussed everything from the budget, water independence and energy sustainability to fireworks and infrastructural needs during a free-ranging conversation with print media June 23. In his conference room on the 11th floor of City Hall with a commanding view of downtown, Faulconer answered any and all questions. “I’ve tried to really set a tone of collaboration at City Hall,” said Faulconer. “That’s what our city desperately needed. I also think San Diego Bay Animal Hospital
that’s the best way to actually achieve real results.” Noting a combative approach “wasn’t my style,” Faulconer said his term has thus far been focused on the city budget, which he described as the “blueprint for our priorities for the city.” Faulconer, a Point Loma resident, said his budget is all about enhancing neighborhood services and improving infrastructure — paving streets, increasing library hours and other quality-of-life issues. The new mayor said he’s spent a lot of time initially on “economic

development, incentivizing the development and growth of new companies, as well as promoting small businesses,” which he characterized as the backbone of San Diego’s economy. Faulconer said he’s working hard to change the culture of city government, striving to make it more “customer-service focused. “Everyone out in our neighborhoods, our taxpayers, they expect and deserve good-quality service coming out of the city,” he said.

Mount Soledad cross controversy continues; no end yet in sight

The U.S. Supreme Court’s recent decision not to hear arguments for and against the Mount Soledad Veterans Memorial cross being an endorsement of religion means the matter now returns to the Ninth Circuit Court of Appeals, which has previously ruled the cross violates the constitutional separation of church and state and must be removed. It was the second time the highest court in the nation declined to hear the case, which Justice Samuel Alito said “must go through the Ninth Circuit Court of Appeals before the High Court can step in.” In the most recent developments, U.S. District Judge Larry Burns in December 2013 ordered that the Soledad cross be removed within 90 days, but stayed the order pending a forthcoming appeal by the government. On June 30, the Supreme Court denied hearing the case, with Alito saying it was not yet warranted because the appeal of Burns’ order has not yet been heard by the Court of Appeals. The 43-foot-tall Mount Soledad Cross, erected on public land in San Diego in 1954 to honor Korean War veterans, has since become the cen-

The legality of the Soledad cross has been in question since 1989, when U.S. Army Vietnam War combat veteran Philip Paulson, an atheist, became the lead plaintiff in a series of lawsuits seeking to remove the cross from the mountaintop, arguing its presence constitutes an illegal public endorsement of one religion over others. Paulson died of cancer in 2006, but the legal battle he began 25
years ago continues to rage. Reacting to the Supreme Court’s June 30 decision, the plaintiff ’s attorney, James McElroy, hailed the decision as the right choice. “The Mount Soledad Memorial Association (MSMA) had asked the Supreme Court to do something extraordinary, which was to take the case before the Ninth Circuit Court rendered its decision,” said McElroy. “The judge had not ordered the

Michael Alan Watson April 4, 1970-June 2, 2014 It is with heavy hearts that we announce the passing of our beloved Michael Alan Watson; son, brother and friend. Mike was born on April 4, 1970 in San Diego, CA where he grew up. After graduating from Mission Bay High, Mike earned his pilots license and worked as a flight instructor in both San Diego and then Utah while earning his Bachelor's degree. He spent two years in Argentina serving a mission for the Church of Jesus Christ of Latter Day Saints and then returned to Utah and was hired by Sky West Airlines as a pilot where he worked for many happy years. Mike was living in Santa Barbara when in December he was diagnosed with an advanced stage of cancer and given a very short time to say goodbye to family and friends. He left us on June 2, 2014. Mike loved the ocean, surfing, hiking, flying and traveling. He was known for being a loyal friend with a big heart, a quick wit and a great sense of humor. He made everyone laugh and made close friends wherever he went. To him, his friends were like family. To you, we say thank you... For loving our Mikey and making sure that he knew it. And he did. Mike is survived by his parents Alan Watson (Sun City, AZ) and Myrna Watson Fillmore (Eagle, ID), his step father David Fillmore (Eagle, ID), and his siblings; Kim Ramey (Eagle, ID), Robin Watkins (Draper, Utah), Kyle Watson (Sammamish, WA), Jodi Bogust (Thousand Oaks, CA), Brandon Watson (Boise, ID), and Kellie Watson (Phoenix, AZ), and 15 nieces and nephews. Faulconer, in office a little more than 100 days, was queried about his stance on the city’s proposed minimum-wage increase. “My job is to make sure we are competitive and provide a goodquality climate, not only for starting new businesses but expanding existing businesses,” he said, noting the state is raising minimum wage from $8 to $10 over time and the question now is whether local entities should independently raise it even more. Faulconer cautioned, however, that raising the minimum wage will cause the opposite of the desired effect, resulting in businesses cutting back or reducing hiring. “What we can’t do is make ourselves less competitive, not create jobs,” he said. “That doesn’t help anybody.” Asked his views on the prospect
of greater local control over alcohol-licensing matters, which some in Pacific Beach and other communities along the beachfront are clamoring for because of the oversaturation of bars and entertainment venues, Faulconer said he’s adopted an enforcement posture. “We have to have more enforcement and oversight,” he said, adding newly appointed San Diego Police Chief Shelley Zimmerman agrees that the objective should be “enforcing all of the rules we have with our bars and entertainment in terms of noise and activity, both inside and outside the establishment, especially at night.” Asked about homelessness, Faulconer noted it’s an “acute problem.” He said the focus should be on programs and services that transition people out of homelessness. Citing the Connections Housing Program in downtown San Diego as a workable model, Faulconer said combating homelessness is complicated by the fact that many in the population suffer from the
double whammy of substance abuse and mental illness. Nonetheless, “That doesn’t mean we stop trying.” On other topics, Faulconer said the new budget funds a sustainability coordinator for the city, adding San Diego needs to “create the framework that makes us more sustainable.” The mayor said he’s also “100 percent committed” to recycling wastewater, which he said is necessary to attain energy independence for the region. Faulconer said he is pro-fireworks and said he’s willing to work with communities having problems in hosting displays to navigate through the required licensing and permitting processes. Faulconer, a San Diego State University alum, also hailed Padres star Tony Gwynn as not only “Mr. Padre” but “Mr. San Diego. “Most of the coverage of his death, which I think is awesome, was not what he did on the field, but also off of it,” Faulconer said.

cross removed immediately, but ordered a stay until the appeal was finished,” he continued. “There was no emergency. The cross wasn’t coming down at midnight.” Charles Berwanger, an attorney for MSMA, said that while the cross issue is now back with the Ninth Circuit, that court “should not revisit the establishment clause,” which is one of several pronouncements in the First Amendment of the Constitution. That clause states: “Congress shall make no law respecting an establishment of religion.” But Berwanger said, “Attorneys could get creative trying to get around that rule.” Berwanger added it’s possible that, once the Soledad case is finally settled by the Ninth Circuit, that proponents of the cross could petition the U.S. Supreme Court to hear the case yet again. And, undoubtedly, this latest wrinkle in the Mount Soledad cross constitutionality case is going to take even more time, said Berwanger. “I expect it could take a couple more years — at least — in the court system,” he said. McElroy agreed the decision will not come overnight. "It will take at least six months," he said. McElroy said plaintiffs are adhering to their legal stance regarding the status of the Mt. Soledad cross. “[The cross] is a 40-foot behemoth, not a small symbol or a regular part of a veterans memorial,” he said. “It’s the symbol that government has chosen that predominates over everything else.”

San Diego residents, especially those living near open space, should take measures to help protect their homes from fires this season — and on Monday, July 7, Mayor Kevin Faulconer and City Councilman Mark Kersey issued a reminder to that effect. “Fire safety is everyone’s responsibility,” Faulconer said. “The city is doing its part by increasing funding for brush management efforts within our open-space parks and canyons. Homeowners also must take common-sense steps to protect themselves, because we are all in this together.” “Fires can go from bad to worse in a very short time,” Kersey said, “so firefighters need every advantage they can get in order to successfully protect homes. It is critical that homeowners are proactive in doing their part so, in turn, firefighters can do their jobs more effectively.” Kersey represents the city's 5th District, in which the Bernardo fires burned 1,500 acres last May. The city’s brush-management regulations require all homes in wildland-urban interface areas to have 100 feet of defensible space and for homeowners to take other precautions to help prevent the spread of wildfires, including trim-

companies and builders.” Concerning illegally operating marijuana dispensaries, Harris said he was monitoring the situation closely. He said the city’s code-compliance arm has been directed to outline what steps are being taken to shut dispensaries down. “I’m getting a report every month on where every single one of these [illegal dispensaries] are in the process [of being closed],” Harris said. “My promise is, we are on it.” Harris urged residents to get involved in local government and community planning to enact the changes they hope for. “Make sure developers build what the community wants, not what they want to build,” Harris said. After introducing Zimmerman, Harris said recent budget cuts have decimated the police department, leaving it much like a sinking ship. “We’ve cut salaries, taken their health-care benefits, forced out police officers,” Harris said. “That’s not good politics.” Harris said Zimmerman has a

The preliminary investigation revealed the male was part of a Boy Scout troop from Las Vegas. The troop was in San Diego for a weeklong camping trip and arrived on June 29. Crisis intervention workers, along with clergy, were sent to the scene to assist. Investigators from the police department’s Homicide Unit, Child Abuse Unit and Northern Division conducted witness interviews to ascertain how a gun became involved in the case, but the handgun issue remains under investigation. PB MAN CONVICTED OF TAX EVASION, ID THEFT
The county Medical Examiner’s Office has yet to issue a determination on the exact cause of death of a 12-year-old Boy Scout from Nevada who died of a gunshot wound during a camping trip at Fiesta Island on June 30. Officers were called to the 1000 block of Fiesta Island Road shortly after 7:30 a.m. to find the boy inside a tent, suffering from at least one gunshot wound to his upper torso. According to police Lt. Mike Hastings, medical intervention was unsuccessful and the boy was pronounced dead at the scene. A handgun was found near the body.
A federal jury has convicted a Pacific Beach man of two counts of tax evasion and seven counts of aggravated identity theft when he took on the identities of long-dead children to hide his gold and other assets from the Internal Revenue Service. In a five-day trial that began June 24, the U.S. District Court jury deliberated about 50 minutes before finding Lloyd Irvin Taylor, 71, guilty on all charges June 30. The jury also convicted Taylor of making false statements on U.S. passport applications. which bore the names of the deceased children, and seven counts of making

The reality is, we need to work together to ensure everyone feels safe in their neighborhoods.” Zimmerman would like to extend the outreach of Neighborhood Watch programs and social media to help police officers better do their jobs. “Neighborhood Watch groups have gone from 4,000 to 30,000 and we’d like to make it 50,000,
then 100,000,” she said. “If we can just get 1 percent more of our 1.3 million people in the city involved, that’s more than 13,000 people working together and sharing information to make our communities safer from those criminals that prey upon us.” Regarding the busy tourist season now under way, Zimmerman said police have their “summertime beach teams up and running,” working closely with local bars, restaurants and shops to “make sure it’s a safe environment for everyone. We want people to be responsible and leave in a safe manner.” Addressing the use of noisy police helicopters, Zimmerman described them as “critical pieces of equipment helping officers get to the scene as quickly as possible to ensure the likelihood of a positive outcome. Helicopters are invaluable.” Harris, who will be replaced in District 2 by Lorie Zapf in December, said he is a firm believer in dealing with the causes, rather than the symptoms, of crime and other societal problems. “We need to go to the root of the problem and fix it one time and not keep treating symptoms, which is what we’ve done for years here,” Harris said.

Concerts on the Green again ready for summer sizzle at Kate Sessions Kate Sessions Park will again be the site of family fun, music and interaction with live music performances during the Concerts on the Green series. A bonus, of course, is the spectacular views extending from Mission Bay to downtown San Diego. Concerts on the Green at Kate Sessions Park is now in its 12th season. Now in his 80s, Courtney maintains a schedule that would strain many younger musicians. Generations of players have passed through the ranks of his bands, but these days he prefers to play solo, as he does at his home away from home, CaféBar Europa. Blues aficionados can hear him on Wednesdays at 7 p.m., Fridays at 5 p.m. and Saturdays at 6:30 p.m. After decades of performing, in recent years Courtney has begun to find major acclaim in Europe. One of San Diego’s most notable and popular attractions, the historic Giant Dipper, both a national and state historic landmark, formally celebrated its 89th birthday July 4. A unique part of the fabric of San Diego’s history, The Giant Dipper, was originally built as a key attraction for the 33-acre Mission Beach Amusement Center, which opened to the public in 1925. The park was developed by sugar magnate John D. Spreckels. The original cost to build the coaster was $150,000, including its two 18-passenger trains. The
Mission Beach Amusement Center was popular through the 1930s and 1940s, and in later years the venue was renamed Belmont Park. By the late 1960s and early ’70s, Belmont Park fell into disrepair and the park and coaster were closed in December 1976. A group of concerned citizens called “Save The Coaster Committee” successfully got the coaster designated as a national landmark and asked that the ownership be transferred to them. The San Diego Coaster Company was subsequently established and put $2 million into its restoration to ensure the Giant Dipper roller coaster will exist in perpetuity. On Aug. 11, 1990 the newly restored, historic roller coaster was reopened to the public.

groups to aid them in going through the public vetting process for bike station sites in their areas. “We want to give you as much time as you need to make the best decisions for your community,” she said. Landsberg said Bikeshare will be available to customers 24 hours a day, seven days a week and is intended for short-term rentals — a half-hour to an hour and therefore would not compete with existing Pacific Beach bike businesses that rent for longer periods. “Bikeshare is meant to be fun, convenient, healthy and green transportation,” said Landsberg. “It’s intended to relieve congestion in communities by filling in gaps so people can get on buses and trolleys, then use bikes to get to where they need to be.” Proposed bikeshare locations are not cast in stone, said Landsberg, noting up to 80 percent of the sites “have been adjusted” in some areas following public vetting. Landsberg said she plans to return in July to go over the proposed Bikeshare locations with Pacific Beach planners and residents. Planners also voted 8-3-1 in
favor of a motion to recommend to the community’s Special Events Subcommittee that it adopt a vendor policy to prohibit tobacco and “vape/e-cigarettes” and drug paraphernalia sales at public events. “Our special events are family friendly, and we don’t want vendors promoting unhealthy activities to our young people,” said former planning board member Marcie Beckett after the meeting about her rationale for bringing the proposal forward. In other business, community planners also discussed two other development projects, a 1,100square-foot addition to a singlefamily home at 3427 Riviera Drive and a T-Mobile cell-phone antenna at 2440 Grand Ave. Following the meeting, PBPG chairman Brian Curry said the group is glad to be able to weigh in on such smaller projects while pointing out that “an applicant for a 60,000-square-foot retail center in the heart of Pacific Beach (Ingraham Street and Garnet Avenue) was not required to appear at the PBPG or engage in any community outreach.” This situation results in “an incredible disconnect on forward planning,” Curry said. The PBPG meets the fourth Wednesday of the month from 6:30 to 8:30 p.m. at the Pacific Beach/Taylor Branch Library, located at 4275 Cass St.

Seniors Helping Seniors Honors Client Who Served as WASP During WWII During World War II, a select group of young women pilots became pioneers, heroes, and role models. They were the Women Airforce Service Pilots, WASP's, the first women in history trained to fly American military aircraft. The WASP program was born in 1942 to create a corps of female pilots able to fill all types of flying jobs at home, thus freeing male military pilots to travel to the front. Thirty-eight WASPS were killed in service in World War II and about 100 of the more than 1,000 WASPs are still alive today. City Councilmembers Ed Harris and Lorie Zapf supported the city’s decision on OTL. “Granting this special-event permit to OMBAC was the right thing to do,” said District 2 Councilman Harris. “OTL has been a San Diego tradition for 60 years, and I am pleased the spirit of the event will go unchanged this year.” Zapf, who won the primary race for District 2 in early June, agreed. “I am pleased the city is allowing the tradition of OTL to continue for the 61st year of this event,” said Zapf. “As the newly elected councilmember [representing the interests of Fiesta Island], I plan on working with city staff and the City Attorney’s Office to revise the special-events policy for Fiesta Island to allow similar special events to go forward there.” The city’s reversal in policy also appears to be meeting with endorsement by law enforcement. “The San Diego Police Department has had a longstanding, collaborative and successful relationship with OMBAC,” said San Diego Police Chief Shelley Zimmerman. “We appreciate everything OMBAC has done to ensure the Over-the-Line tournament is enjoyable and safe for all.”

PB library celebrates a century of mind enrichment When the first Pacific Beach Branch Library opened in 1914 in the lobby of the PB Woman’s Club on Hornblend Street, the monthly circulation was 280 books. This June’s circulation at the Earl and Birdie Taylor Library, now located on Cass Street, which boasts 92,000 items in its physical collection, was 14,536, according to branch manager Christina Wainwright. That includes books, audiobooks, movies, music CDs and magazines, but not PB’s share of the more than 17,500 eBooks and eAudiobooks accessed in a month through San Diego Public Library’s eCollections. The Pacific Beach Branch Library is celebrating its 100th anniversary this month with a host of activities. Kicking them off is a community party from 11 a.m. to 1 p.m. on Saturday, July 12, featuring speeches, proclamations and visits with former staff and volunteers, as well as refreshments, facepainting and a band. Another highlight of the July festivities is what the library bills as a “Yarn Bombing” from 4 to 7 p.m. on July 30. Patrons, along with the rest of the community, have been knitting fish and trunk sleeves to adorn the 20 gold medallion trees in the library’s park. There are also knitted scarves to wrap around the bike racks in the plaza. The knitters could still use some help, however. To join in, crafters of all ages are welcome to join in a “Knit-In” event from 12:30 to 6

What Wainwright refers to as the crafters’ “soft-graffiti public art” will remain in place through Christmas. “It’s our neighborhood, and it’s nice to do something to make it better,” she said. There’s no doubt that the library has come of age during its 100 years, moving from the Woman’s Club in 1944 to a rental storefront on Ingraham Street until 1951; then to its first dedicated library adjacent to the Pacific Beach Middle School from 1951 to 1997, and finally to the current 12,500square-foot Earl and Birdie Taylor Library. On the site of the former Farnum Elementary School, the current library was built with funding from the Taylor children to honor their
late parents, who were Pacific Beach real-estate pioneers. “It used to be that reading was a luxury,” Wainwright said. Now, with a more literate society, the library has kept current with audio and digital books and computers. The vast array of community activities has expanded to include tai chi, Zumba, cooking and toddler-yoga classes, Spanish storytime, movies, concerts, group meetings and art exhibits, funded in big part by Friends of the Library. “When some people think of a library, they think of books,” Wainwright said. “We think of connections. Books are definitely relevant and wonderful and I love them, but that’s not enough.This is a place for people to make friends and to improve their minds and bodies. In
