Sea lion strandings reach record numbers SeaWorld and other rescue organizations rehabbing more than 550 marine mammals By DAVE SCHWAB A surprising influx of malnourished and dehydrated sea lions has SeaWorld San Diego and its trainers working overtime to nurse them back to health before returning them to the wild. More than 550 marine mammals have been rescued so far in 2015, which is more than double the usual number, said SeaWorld spokesman David Koontz. “We saw sea lion pups coming in in December weaned by their mothers months earlier than normal,” Koontz said. “They were coming in very emaciated, 18 to

Dog shot by SDPD sparks outrage, online petition A www.change.org petition had gathered 31,056 supporters as of noon March 24 calling upon the San Diego Police Department to receive training on how to handle dogs in the wake of an incident in Pacific Beach Sunday, March 22, when an officer shot and killed a pit bull he feared was attacking him. The incident occurred just before 5:30 a.m. at a residence on Felspar and Bayard streets when two police officers responded to an apparent domestic disturbance. Upon arrival, they were confronted by a 50-plus pound, 6-year-old pit bull named Burberry. The dog was shot by one of the officers after it appeared to “lunge toward him,” according to police reports. Police said the dog was shot two minutes after officers arrived.

Unlike the February meeting, which drew one of the largest crowds ever, the March general meeting of the Pacific Beach Town Council – held on March 18 at the Crown Point Jr. Music Academy in Pacific Beach – was a much smaller affair. Residents had an opportunity to hear reports and ask questions of city, county, state and federal officials and representatives on all types of matters related to Pacific Beach. Matthew DeBeliso, project engineer for the City of San Diego Public Works Department, announced an upcoming water and sewer project in north Pacific Beach, slated to begin by the end of the summer of 2015. The project involves replacing sixinch iron pipe, installed during the 1920s, running from north of La Playa Avenue to south of Tourmaline Street and west to Mission Boulevard and east to Ingraham Street.

Oversize vehicles Arvin Brown and Alex Miller, both police investigative service officers, gave a summary of San Diego’s oversize vehicle ordinance, which was adopted to restrict overnight parking of oversize, nonmotorized and recreational vehicles on city streets
between the hours of 2 and 6 a.m. Brown said that owners of these vehicles may obtain a permit allowing parking for a 24-hour period for up to three consecutive days (72 hours total). He said that applicants may purchase up to 72 days of permits per year and the permit is only valid on the street as the residents' address. Penalties for violating the ordinance include fines and the towing of vehicles.
New police captain SDPD Northern Division captain Jerry Hara announced that effective Saturday, March 28, Mark Hanten – currently the acting captain for the Southern Division for the past four months – will replace him in Northern Division. She writes that in a comparison of 2007 to 2015 searches of VRBO.com for vacation rentals in Pacific Beach, the number of vacation rental by owner (VRBO) vacation rentals in PB went from 63 in June 2007 to 325 in February 2015; and the number of VRBO vacation rental houses in PB went from 15 in June 2007 to 112 in February 2015. “The rapid proliferation observed in vrbo.com vacation rentals is probably also occurring in overall vacation rentals in Pacific Beach,” Beckett added. “We have had many negative experiences due to the vacation

getting into framing, and it grew from there and that has been our major business since.” When Yungman, a custom picture framer and local photographer, purchased the business from the Fords, Vicki said the framing gallery took off in an altogether new direction. “This is his (Yungman’s) brainchild,” she said. “It was his energy, his new idea to have gifts and all local artisans.” The gift inventory at Land’s End includes coffee mugs, T-shirts,
women’s necklaces, kitchenware, candles and soaps, stationery and framed artwork. The tables on which the giftware is displayed themselves are art, having been created by Yungman. Eliza Tolley, Land’s End’s retail manager, said consultation is an important part of the business, especially on the framing end. “We show customers different styles and what the possibilities are,” Tolley said. “We figure out what their taste is. And then we work from there.”
“Every piece is individual, and the customers are individuals,” noted Ford. “We also carry a lot of gifts, (greeting) cards and local art,” added Tolley. Ford, a framing designer, said most of the store’s clients are locals, adding a lot of them “we’ve had for all these years, decorating their homes with nice framed pictures.” Ford said that Lands End’s framing services are sought after because “they have valuable art and they want it done correctly. We use all archival and acid-free papers and we want it to be preserved.” The gallery’s converted, cornerlot single-family home has a couple of display rooms for art and a design room with scores of frames from which to choose of every imaginable variety, from plain and simple to rich and ornate. The ex-trainer turned entrepreneur poured his passion for a healthful lifestyle into a business plan and mixed it with a little musical inspiration to open the The Mad Beet last year in the heart of Pacific Beach. A health-conscious eatery that serves music-themed juices and smoothies, The Mad Beet has been so successful in its first year, which included a nod from Zagat, that it is moving in April from its 750-squarefoot location on Cass Street to an 1,800-square-foot storefront at 933 Garnet Ave. At the new location, just three blocks from the beach, Dunlap plans

Lancia said he was “thrilled and honored” by the award but added he considers it to be more of a school and community achievement than something personal. “This honor is the sum total of the hard work of different people: students, teachers, parents and administrators,” Lancia said. “There is absolutely no way this happens without an incredible amount of effort from the entire Mission Bay community.” Lancia teaches English, AVID, yearbook, and IB film, and was instrumental in the creation of the ACES after-school tutoring program.

By DAVE SCHWAB San Diego Unified School District is seeking public input on a proposed change, which would take effect in the 2016-17 school year, to switch the first day of school from the Tuesday after Labor Day to the last week in August. Pointing out that for 30-plus years SDUSD has had a calendar committee responsible for putting together instructional calendars, SDUSD director of communications Linda Zintz said, “San Diego Unified is one of the last remaining school districts to start after Labor Day. Out of 42 districts in the county, only three or four of us continue to start the day after Labor Day.” The proposed start date for the calendar change is Aug. 29, 2016 for all schools, with an end date of June 14, 2017 for traditional calendar schools and an end date of July 21, 2017 for year-round schools. But before making any adjustments to its calendar, SDUSD acknowledges the importance of informing all the stakeholders why the district is considering the move, which it believes will benefit students.
The district Calendar Committee identified several benefits of moving the start of school to August, including: • Aligns the district calendar with the majority of school districts across San Diego County. • Maximizes instruction time for students prior to the administration of standardized tests, which are given in the spring. • Aligns the district calendar more closely with the San Diego Community College District and other university academic calendars, which expands opportunities for high school students to participate in early summer special enrichment programs or precollegiate classes. • Students who participate in fall sports, football, field hockey, water polo, and cross country, begin training in August to be competitive with the other districts that start school in August. In essence, their summer break is already over. • Provides students looking for summer employment/internships equal access to these opportunities as students in other districts. The mobile speed radar, while originally designed for vehicular traffic, was able to accurately measure and record the speed of moving cyclists. This equipment was observed by city officials and the Mission Beach Town Council and featured on local news stations. The radar systems are a proven method for curbing vehicular motorists’ speed, though this is a first for passively monitoring and working to slow cyclists. The study was not without risk, however. “When I would call attention to how fast people are going, those who were going 10 mph would look up and say 'Oh, I didn’t know that! Thanks for telling me!' They were fine,” Thile said. “You reach somewhere around 11 mph, [cyclists] don’t want you to tell them they are going fast, they are angry that you’re telling them they are going too fast, and it creates animosity and a fairly retaliatory reaction,” Thile said. While rallying funds from the city and the community for installing the radar systems permanently has been met with some skepticism, Thile, the Mission Beach Town Council and residents are pressing on.

We have to keep our three children out of our backyard in many instances to avoid the rude vacation renters.” Miller Gray said one vacation renter went so far as to urinate in the front yard in the middle of the day, and when her neighbor confronted him, he said “F__ you, you old hag.” “Clearly vacation rentals do not belong in single-family zones,” Miller Gray said. Phil Sokol, who has lived on Reed Avenue for 17 years, said a nearby neighbor left town last spring and turned his home into a vacation rental with “disastrous results.” “All throughout the spring, summer and much of the fall, a rotating group of up to 10 (or more) people were at the house every week, sometimes for the full week, but often for only a few days,” Sokol said. Pool parties would turn into afternoon/evening barbecues and would then go on late into the night or more accurately into the morning. “Over the course of just
this one season, I personally had to call the police on eight separate occasions — and I was gone most of July.” Sokol added the property’s "managers" did not provide any assistance. “Calls, texts, and messages would go unanswered or would only elicit a halfhearted ‘sorry’ (via text message) the following day,” he said. “There was no supervision or accountability at all,” continued Sokol. “The police were no help. In fact, I had several 2 a.m. discussions with dispatchers about the lack of resources available to deal with this problem. Noise complaints have a low priority, and even with multiple calls, it would sometimes be hours before the police would respond, if they responded at all.” Police have said repeatedly they presently are seriously understaffed and that they respond to calls of noise and similar complaints at neighborhood homes as quickly as possible but that those calls are low priority. which means it takes extra time to respond to them, especially during busy summertimes. “If we want to save our neighborhoods and our quality of life, we have to sacrifice our time to attend public meetings and speak out on the issue,” posted Marcella Teran on Nextdoor.com.

High school rowers from the San Diego Rowing Club (SDRC) proved their strength and speed as they claimed all four gold medals in 8+ juniors racing, blazing past regional and international competitors at the Desert Sprints Regatta. Facing competition from across the Southwest and Baja California, SDRC’s junior rowers clinched gold medals in the 8+ (eight rowers, one coxswain) for the men’s varsity, women’s varsity, men’s novice and women’s novice teams. The 8+ is considered the most significant race demonstrating a team’s overall depth and strength. Varsity rowers from SDRC are now preparing to compete in the Crew Classic, one of the most prestigious regattas in the country. The regatta will be held on Mission Bay on March 28 and 29. "The women's varsity had a successful regatta,” said varsity women’s coach Susan Francia, a two-time Olympic gold medalist. “I was pleasantly surprised by the performance of the lightweight double and the 4+'s. The team was also excited about the strong showing in the 8+. We have been focusing on the 8+, the flagship boat of the U.S., in our lead up to the San Diego Crew Classic." The SDRC Junior Crew, which has 115 members, rows on Mission Bay out of its boathouse on El Carmel Point in Mission Beach. The 2015 Desert Sprints Regatta is the oldest and largest rowing event in Arizona, according to organizers. Rowers compete on a 2,000-meter buoyed race course on Tempe Town Lake. In a fast finish, SDRC’s varsity men completed their 8+ race in 6:15:50, more than eight seconds ahead of second-place finisher Baja California State. SDRC’s varsity women raced the same course

As the condition of recovering sea lions improves, they are then “upgraded” to groupings of marine mammals requiring less and less intensive care, before eventually being repatriated back to the ocean. “Sea lions that are not lethargic, that are a little more vocal, a little more feisty — we really want to see that,” said Koontz, about how trainers can read the improving condition of marine mammals under their care. Scarpuzzi said the sea lion and otter show will resume once the sea lion crisis abates. “We will assess our personnel requirements weekly, and continue to augment our rescue team with sea lion trainers until we are confident they are no longer needed to assist with our rescue efforts,” he said. “Only when we have the appropriate number of trainers back at sea lion and otter stadium will we restart our 'Sea Lions Live' show.”

so trainers could assist with the park’s marine mammal rescue and rehabilitative efforts. Interim “informational” shows, less complex than the regular shows and requiring fewer trainers to perform, are now being held at 1:30 p.m. and 2:45 p.m. in Sea Lion and Otter Stadium to clue guests in on the sea lion rescue crisis. The informational presentations lasting 15 to 20 minutes include segments helping park guests better understand how SeaWorld rescues and rehabilitates marine mammals to give them a second chance at life. The presentations also give visitors insight into how SeaWorld cares for and trains its sea lions. On March 20, Beach & Bay Press got a behind-the-scenes peek at painstaking efforts to physically stabilize the condition of marine mammals and then build them back to health. After the sea lions receive four to eight weeks of time- and worker-intensive rehabilitation, the trainers prepare the mammals for a return to the ocean. “While we continue to rescue a record number of marine mammals this year, over the past several days, we’ve seen the average number of daily rescues decrease slightly, and we’ve hired some additional rescue staff,” said Mike Scarpuzzi, SeaWorld’s vice president of zoological operations. “Although we will continue to keep some of our sea lion and otter trainers in our Animal Rescue Center, we’ve been able to
bring a few back to Sea Lion and Otter Stadium,” he said. The condition of many sea lions, particularly those rescued early on, has been so poor that they’ve had to be force fed and actually retrained to eat, Koontz said. “These pups have not eaten for a while, so their systems have kind of shut down: They can’t eat whole fish,” he said. “It’s a double-whammy because they also get much of their water from fish, so they’re also coming in dehydrated.” SeaWorld San Diego has rescued a record 570 marine mammals (with 549 of those being sea lions) so far this year. The park has also donated $25,000 to other California rescue centers to assist them with the daunting task of rescuing and rehabilitating more than 1,800 stranded sea lion pups this year along the state’s coast. During the 2:45 p.m. sea lion interim show on March 20, SeaWorld trainer Kelly Punner said, “530 marine mammals, double what we usually rescue in an entire year,” have already been recovered. She noted lack of anchovies and sardines in the ocean are causing sea lion mothers to be away from their pups longer to gather food, noting that the low food supplies are also causing mothers to wean their pups “much sooner than they usually would.” A couple of sea lions in the show, in fact, were rescued and rehabbed by SeaWorld. Efforts to repatriate them back to the ocean proved unsuccessful, so they were “recruited” and trained to join one of the park’s
