PB man given 40 months in federal prison for pot dispensary explosion Steven Elar Mora, of Pacific Beach, has been sentenced to 40 months in federal prison for endangering human life while manufacturing a chemical that resulted in an explosion at a marijuana dispensary. Mora received some credit for time served, and his release date has been set for Aug. 5, 2018, according to the U.S. Bureau of Prisons website. U.S. District Court Judge Barry Moskowitz sentenced Mora, 36, after the prosecutor recommend-

ed 48 months and Mora’s attorney urged a 27-month term. The maximum sentence is 10 years. Moskowitz ordered the forfeiture of $1,178 in cash and an AR-15 rifle with ammunition. Mora also pleaded guilty to being a felon in possession of an AR-15 assault rifle in the July 21, 2014 explosion in Clairemont. The rifle was found in his residence near Mission Bay High School. as its model, is considering, along with paid parking, starting a residential permit system in the area surrounding a potential parking district. He said his understanding is permitting would assess residents $40 a year, and employees working within the PB business district $143 a year, for parking permits. There is also a draft plan being considered to institute paid parking in a several-block area between Mission Boulevard and Cass Street on the west and east and Emerald and Thomas streets on the north and south (surrounded by potential residential permitting). Cocozza said that's an unpopular idea whose time, he hopes, will never come. “My issue is those businesses (where metered parking would be) are retail establishments – bars, restaurants, nail salons, et cetera – where people are making minimum wage or a little higher,” he said. “I don't think it's fair that those people should have to pay (for permits) that would come out of their income. People are struggling and hurting already with the economy right now. The last thing they need is another increase in their cost of living.” Sara Berns, executive director of Discover PB, the beach community's Business Improvement District, said it’s important to keep parking issues being re-considered in Pacific

Beach in proper perspective. Berns noted the parking district was established a decade ago by the City Council and encompasses most of the Pacific Beach area. “When the Pacific Beach Eco-District was formed back in 20122013, a major topic was parking and traffic management and how to plan for future congestion as the city begins to grow,” Berns said, noting the parking committee held three public forums in 2014 to gather community feedback regarding transportation and parking needs, concerns and issues. Out of that information, the advisory committee was re-formed, she said. “The committee has been meeting monthly, reviewing researched strategies on parking management and gathering feedback from the community,” Berns said. “The ultimate goal of the committee is to come up with a comprehensive parking management plan that is supported by the community to submit to City Council. “Yes, parking meters and residential parking permits are some of those techniques that have been proposed but also time restrictions, a public shuttle system and improving bike/walk infrastructure,” Berns said. An East Coast transplant, Cocozza had a bad experience there when local governments literally took coastal areas over, requiring people to pay to access public beaches, a big mistake in his view, which he'd not like to see repeated.

And Cocozza envisions the possibility of something like that happening here. “I don't like where that (paid parking) goes,” he said, adding he knows lots of people who come to PB to surf who'd be disillusioned if they suddenly found themselves having to pay for parking nearby. Also, Cocozza warned, there could be spillover into residential neighborhoods from metered parking installed in portions of Pacific Beach's commercial core as people fan out trying to avoid being charged. Cocozza suggested the BID's efforts in reconceptualizing how to deal with parking and traffic issues might be better spent doing “beachfests or restaurant and art walks, things the group excels at” as better ways to promote the community's business district. Discussing why parking meters are under discussion, Berns noted that “45 percent of parking-meter revenue stays in the community and can only be used to benefit parking and safety (there). “This means parking revenue could be used for projects such as a shuttle to take people to the beach and other destinations, new sidewalks or crosswalks, bike lanes and bike safety improvements, landscaping on local streets and in medians, trash pick-up, sidewalk cleaning and graffiti removal,” she said. Sports Mission Bay High lacrosse teams may lose charter unless more financial support found By MISSY KROEGER MBHS LACROSSE PARENT In the summer of 2013, school administrators, community members and parents met to discuss the inclusion of lacrosse to the Mission Bay High School slate of athletics, with the understanding that although it is a CIF recognized sport, it is not funded by San Diego Unified School District. Committed parents and players reached out to the community for funds to help get sticks in the hands of kids who would otherwise never be exposed to the fastest growing sport in the country. Grants were written, fundraisers slated, coaches hired, kids excited … and lacrosse was off and running. Over the next two seasons, Mission Bay boys and girls played in allstar county games; the school was visited by college recruiters, and one female athlete committed to play Division 1 college lacrosse. The teams are made up of 90 percent IB students with GPAs above a 3.0, and students have transferred to MBHS because it offers lacrosse. But the state of lacrosse hangs in the balance for the Buccaneers due to lack of funding. Although the

administration supports the sport, its hands are tied, and lacrosse is in danger of being cancelled if a significant amount of funding is not raised by the end of the school year. It costs roughly $12,000 a season to support lacrosse at the high school level. Coaches’ stipends, equipment costs and referee fees are what make up the cost and need to be raised each year. Each year, the athletes are asked to fundraise, and each year hearts were broken when they had a difficult time raising enough money to pay for a sport that means so much to them. San Diego Unified School District has maintained the same level of funding for athletics without taking into account inflation or additional expenses for more than 20 years. This poses a huge problem for the site-funded sports such as lacrosse, because the school cannot require the student athletes to pay to play, leaving the onus on the parents and community. Nationally, school sports lost $3.5 billion in funding from 2009 to 2011, and 27 percent of U.S. public high schools will offer no sports by 2020, according to Up2Us Sports, a coalition of sports-based youth development programs. Dick’s Sporting Goods is funding a film project through its foundation, which aims to raise money for youth sports. The film, due out this year, puts the spotlight on a high school girls lacrosse team. “The majority of people in the country don’t realize there’s an underfunding problem. The general feeling is that sports are flush with money, but there’s a different picture. We’re trying to bring it to people through storytelling,” said Ryan Eckel, vice president of brand marketing, Dick’s Sporting Goods, in a recently published article. With the national epidemic of childhood obesity at an all-time high, lacrosse provides children a physical outlet and the ability to enjoy an after-school sport prior to returning to the everyday pressures of being a student and teenager.

Bucs basketball earns state playoff berth By DAVE THOMAS

For the Mission Bay High boys’ basketball team, the post-season dream continued into this week, with the Bucs hitting the road for a state playoff match-up. Following a pair of recent wins in CIF Open Division action, the Bucs qualified for the state playoffs this week, where they were to take on sixth-seeded Santa Margarita (March 9, after press time) in an opening-round game. Mission Bay went into the game as the 11th seed, sporting a record of 21-8. According to head coach Dennis Kane, the Bucs will get a stern test from host Santa Margarita. “Santa Margarita is a traditionally strong team in

Orange County. They have played a tough schedule against some good opponents which belies their 17-11 record,” Kane commented. Recent CIF action saw the Bucs top Army-Navy (66-57) and Poway (72-68), with a 5349 loss to Saints. According to Kane, Mission Bay’s Justin Moore played great ball against Poway, while teammate Armstrong Ojunkwu had a solid performance against Army-Navy. Ojunkwu also exhibited consistent play throughout the playoffs, according to his head coach. Meantime, Mission Bay High’s other winter sports teams have called it a season, with a number of them in rebuilding mode this year.

Boardwalk, sea wall restoration in Mission Beach scheduled to finish by Memorial Day By DAVE SCHWAB The city's more than halfway through an approximately $5.5 million restoration of Mission Beach's boardwalk, which will return the well-trod thoroughfare to its 1920s condition. Since Labor Day of 2015, the city has been replacing the walkway, splash wall and seawall along Mission Beach’s Belmont Park. The plan is to restore the coastal landmark to mimic how it looked when it was first constructed in the 1920s. The work is scheduled to be completed by Memorial Day, May 30. “The scope of work is 1,800 linear feet of the boardwalk,” said Scott Robinson, city public information officer. “This project is in the heaviest

PETA offers $5,000 reward for information on OB parrot killer(s) In the past month, at least five endangered parrots in Ocean Beach and Point Loma have reportedly been shot and killed with pellet guns – four of whom were killed within the span of just one week. Police have yet to make any arrests in connection with the animals' deaths, so PETA is offering a reward of up to $5,000 for information leading to the arrest and conviction of the person or persons responsible for these crimes. “It has been fabulous; it has been a total joy putting in 27 years of my life doing what I love,” said Cynthia Frega, owner of Cream of the Crop. For more than two decades, locals and tourists have been successfully treasure hunting at the resale shop at 4683 Cass St. in Pacific Beach. Now it’s time for the final countdown, because in three months, Frega is retiring. “It’s a good time for people to shop, for sure, to take advantage of the bargains in the store, because there’s plenty of them,” Frega notes. Frega recalls when she first opened her store; things got busy right from the beginning. Thirty days after she opened, she was in need of help. She recalls standing in the shop with clothes up to her knees, the phone ringing and many people wandering around the store. “This lady looked at me and said, 'Honey, don’t you have some help here?' I thought I was going to have this little store, but it started growing. Eight months later, I tripled the size of the space,” Frega said. Three years after that, she opened a second store, and she opened the third store in 1996. They were all on Cass Street, and people remember those really fun, exciting, challenging times.

The stores were doing really well; meanwhile, Frega got married. She started to streamline her life a bit by closing one of the stores. For many years, she had a men’s store across the street. Now, she is happy with just the one store. She says resale in general has become more popular because media have talked about going green and making recycling a socially acceptable thing to do. Frega got into the resale business because of the love of treasure hunting. She never expected to grow to the point that it did. It has

Dining Dirty Birds expands to Point Loma By HANNA LAUKKANEN Known for its famously tasty chicken wings, Dirty Birds Bar and Grill has a new place opening in June at Liberty Station, 2970 Truxtun Road. Co-owner Adam Jacoby says he wanted to open in Liberty Station because there’s a good buzz going on in the area. “We were looking for a new place five years ago, but it wasn’t the right time then; every place was full. Now, it was the right time,” he said. The menu of the new Dirty Birds will be the same as in the franchise's other two restaurants – chicken wings with 33 homemade sauces,

appetizers, burgers, salads and plates stay the same. Jacoby said that there will be a pizza menu as well. The difference from other Dirty Birds locations will be the decorations. The interior design will reflect Liberty Station, Point Loma, military and fishing environments; it will also have a patio. Jacoby said the family-friendly place will be a good place to watch sports. “I’m excited to meet locals from Liberty Station and Point Loma in June,” Jacoby said. The other Dirty Birds locations are on Mission Boulevard in Pacific Beach and on El Cajon Boulevard near SDSU.

And the diminutive, three-foot Eiffel Tower now inhabits Barrie's backyard, where she feels it's safer. The 71-year-old Barrie said she's still in shock over Lady Liberty's theft. So much so that she's not certain she'll replace it. “I suffered a much greater loss than an object, even though she is a national icon,” said Barrie. “I experienced a loss of innocence and a loss of trust.” Noting she has a “deep and abiding faith in the intrinsic goodness of all people,” Barrie added, “Now I may need to reconsider. At the least, I will take extra precautions about keeping my property and things that are precious to me safe.” Barrie acknowledged she could just purchase another Lady Liberty on eBay, like the one that got purloined, but she pointed out, “I would have to chain it to a tree and lock it … and that's totally against the meaning of who she is.” Her neighbor across the street, an early riser, reportedly saw Lady Liberty still in her yard the day it was stolen recently at 4 a.m. But three hours later, “She just disappeared,” Barrie said. Barrie's first yard decoration, prior to installing Christmas lights this past year, was her Eiffel Tower. “Around Thanksgiving, my granddaughter put it up for me as a sign of solidarity in support of Parisians against terrorism,” Barrie said. “I then thought I could surely provide a stage to our own nation's most famous icon, the Statue of Liberty. So, in January I purchased Lady Liberty and mounted her with the help of a friend in the front yard to the east of the Eiffel Tower. “I have to give it some thought before I purchase another one (Lady Liberty),” Barrie said, noting, “I am hoping that through the interest and kindness and generosity I have discovered on Nextdoor.com that my neighbors

will help me find her.” Barrie's thankful that “I still have the lights on my Star Pine. It would be mighty challenging for someone to take lights off my 50- to 60-foot tree. All my neighbors love that I keep it lit all year long, not just at Christmas. Neighbors have told me, 'I always know when I'm home because I see the lights on your tree.'” Barrie is disconcerted that society may be drifting away from the principles embodied in the inscription on the Statute of liberty, which reads, "Give me your tired, your poor, Your huddled masses yearning to breathe free ...” “Those words have powerful meaning to me,” Barrie said. “It's the values those words embody that inspired me to put up Lady Liberty in an election year that seems to be packed full of contention and name calling … for fellow candidates as well as Hispanics and Muslims. I think she is a shining beacon of light illuminating and enlightening our people. She is just no longer in my front yard to provide that illumination.”

It’s no secret that our animal friends often need a hand, and on March 10, San Diego’s music community will come together for a special benefit concert, Barkapawlooza, to raise funds for Dog Rescue. Beginning at 5:30 p.m., music will be provided by Cathryn Beeks, Bviolin and the Mystic Groove, Charlie Imes & The Hodad Surf Club, Reverend Stickman and Christopher Dale, with an all-star encore promised. Inglish (keyboards), alternative rockers The Voices never got the break they deserved. Their sole selftitled 1989 album was lost in the abyss that was MCA Records at the time, with songs like “Falling of the Rain” certainly as good as anything on the radio of the day. The band makes a rare appearance on March 19 at Beaumont’s, giving anyone who is curious what all the fuss was about back in the heyday a rare opportunity to hear the band in their element. Jazz venue Dizzy’s continues to be one of San Diego’s best bets when it comes to adventurous music. Such is the case with the presentation of A Thousand Butterflies, being staged by percussionist Nathan Hubbard on March 19. The night will feature original jazz/ chamber/flamenco compositions inspired by the work of the Spanish poet Lorca, featuring musicians Kris Apple (violin), Sharon Taylor (cello), Dillon Casey (classical guitar), Louis Valenzuela (tres guitar), Mackenzie Leighton (bass) and dancer, Claudia Gomez, tapping out percussion. Hubbard remains one of the area’s most creative musicians, raising the bar for everyone as he goes.

Los Angeles-based alt hip-hop duo Academy appears at the 710 Beach Club on March 18. While the pair certainly has hip-hop elements in their sound, there are also heavy doses of soul and touches of reggae and an above-average use of melody. It all adds up to songs that are instantly catchy, set to a groovefilled beat. At their best, songs such as “Hold Me Down” have crossgenre appeal that would slot perfectly on mainstream radio. Academy is currently unsigned, but that likely Nathan Hubbard's A Thousand won’t be the case for long. Fundraiser set for MBHS music students to visit New Orleans EDUCATION By BART MENDOZA Quite a few schools in San Diego County offer music classes, but nothing matches the accomplishments of Mission Bay High School. Founded in 1974 by legendary local bandleader Rey Vinole, the school's program is now run by former MBHS student J.P. Balmat, with students performing, touring and recording at a professional level. On March 17, the Pacific Beach Woman’s Club, at 1721 Hornblend St., will be the site of a benefit concert, with performances from all the school's bands (including the acclaimed Preservationists) as well as a special appearance from local music icon, boogie-woogie pianist Sue Palmer. Funds raised at this event will be used to help send a group of music students to take a working trip to New Orleans, set for April 14 to 18. The fundraising goal is $10,000. While music has been supplanted culturally a bit by film and gaming, Balmat still sees an enthusiasm for music in new students. “Absolutely,” he said. “I still believe there is no experience that can compare to picking up an instrument and expressing yourself through music. Students get it. It is a neverending game or film that is always evolving, and there are so many opportunities to create your own story.”

Although Balmat is open to all types of music, he feels strongly that jazz is the perfect root sound for students to delve into. “For me, jazz has it all: melody, harmony, communication, improvisation; and it summarizes our history as a country,” he said. “Jazz is an American-born art form, created through the struggles of slavery, segregation, racism and the ability to overcome all these obstacles to create something beautiful. This is a powerful thing for students to understand. It’s not just the notes on the page. It’s telling the stories of our country and the people that lived through the horrible and wonderful times. As the great Louis Armstrong said, 'What we play is life.'”

For Balmat, New Orleans as the birthplace of jazz is the perfect place for a music student to immerse himself. “What better place to learn from?” he mused. “Our students spend countless hours listening and studying this music and learning about the history of New Orleans. I want to show them where this music originated. I want them to work with and perform with musicians that have been playing jazz their entire lives. Most of the musicians and New Orleans come from a long line of musicians that had a hand in the creation of jazz. This is something students need to experience. For me, it is the grand finale to everything we have been working on.”

A total of ten students will make the trip. “These are the students that have shown a tremendous amount of talent and discipline in my program,” he said. “Most of them have been with me three or four years. They practice constantly, honing their skills, and are wonderful performers and ambassadors for our program.” While there will be time for sightseeing, students will be kept busy with visits to historical sites such as Congo Square and the French Quarter. “Our big performance opportunity will be a performance workshop at Preservation Hall,” Balmat said. “This is the center of traditional jazz in New Orleans. There is no bigger honor than to be welcomed into the sanctuary of jazz. We will also be doing a live performance on radio station WWOZ and additional performances at The Old US Mint, which is now the New Orleans National Jazz Historical Museum. Each of these events will feature professionals from the city.” Palmer got involved with the school after meeting Balmat through a musician in his group, Euphoria Brass Band – trombonist April West. “I used him on my last CD, 'Bricktop, on clarinet,” Palmer said. “He asked me to give lessons to the various piano players as they go through high school.”

20,000th student is ACES at Mission Bay High School

Abacus champion teaches course at Barnard Elementary

On Feb. 24, Mission Bay High School sophomore Martina Pulido became the 20,000th student to enter the ACES (After School Center of Excellence and Support) tutoring program. She thinks studying with tutor-teachers is a lot of help. “I usually have a lot of trouble with math,” Pulido said, “and it’s great to talk with my math teacher. Now I have been getting A's on my tests; everyone in my class is. And I just feel so much more confident when learning in class.” Pulido says that tutoring is for everybody, not just for people who get bad grades. Even if a student thinks she knows the subject, there’s always a little more she can do. ACES, used by 150 to 200 students every day after school, was made available at Mission Bay High two and a half years ago. The program is symbolized by a suit of cards, and each one represents four commitments to the students. Heart represents a holistic approach; teachers build a relationship with students. Club is for the community effect (people meet after school and say “I’ll see you at ACES”). Diamond makes the ACES unique; the teachers offer a balance

Barnard Elementary School and its community recently welcomed seven-time international abacus champion Michael Li and his family. Li taught an introductory abacus course in all first- to fifth-grade classrooms and offered two intensive abacus courses (one novice and one advanced) to selected students after school every day for two weeks. The program was arranged and provided by The Confucius Institute of San Diego State University, a longtime partner and supporter of Chinese programs at Barnard. Participants gave the course and the instructor two enthusiastic thumbs up, as they were often seen running to the classroom with abacuses in hand as soon as the bell rang at the end of the day. A local chapter of Li's teaching institute, Shenmo, will be offering after-school abacus classes to Barnard students on a regular basis later this year. The abacus is an ancient counting and calculating tool used in China and throughout the world for thousands of years.

“A lot of the teachers are amazing. They are supportive, they are caring and they care about who you want to become as a persona and who you are,” Pulido said. The program is supported by the funding from the IMIN After School Program in the San Diego Unified School District.

That, in fact, was how Gardner was tragically killed – while painting out graffiti in the 600 block of San Diego Place during a road rage incident Feb. 12, just days before her 69th birthday. Gardner was struck and suffered a skull fracture around 5:45 p.m. at the entrance to the jetty at 800 San Diego Place. Jonathan Domingo Garcia, 23, was allegedly driving a Toyota Corolla when he and the driver of a white Ford Mustang became involved in a case of road rage, police said. Garcia sped to the right of the Mustang, driving along the shoulder, and struck Gardner. “Maruta loved champagne, chocolate, her Corvette and her red cowboy boots,” said a tearful Nancie Geller of Mission Beach Women's Club, who noted the club was “forever changed” once Gardner joined in 2003. “Maruta was extraordinary in every sense of the word,” said Geller. “She was talented, determined and had a magical way of making you believe you could do anything.” Geller said there was an expression about Gardner's pervasive impact on people – “Marutaized.”

“You found yourself chairing an event or taking on a project you never believed you could do,” Geller said, adding, “Maruta made a profound difference in our beach community.” Geller noted Gardner spearheaded funding projects “year after year,” everything from raising money to purchase police dogs to renovating Firehouse 21 and paying for lighting and security cameras as well as medical equipment for the Beach Area Family Health Center. “She took pride in the beautification of our beach and faithfully chaired all the beach clean-ups and was our graffiti remover extraordinaire,” Geller said. San Diego Police Chief Shelley Zimmerman recalled how Gardner's anti-graffiti relationship with the city of San Diego got started. Zimmerman noted she'd gotten calls from the mayor and others in the city to go down and check out the graffiti on Mission Beach's boardwalk. “I'd go down to the end of the boardwalk and I'd look and I'd say, 'I don't see any graffiti. I see fresh paint,'” Zimmerman said. After about a half-dozen times, Zimmerman said she finally encountered Gardner and her husband, Willie, walking on the boardwalk. READ MORE ONLINE AT sdnews.com
