Vorwort zur ersten Ausgabe (1958) Entsprechend einem im eigenen Betrieb festgestellten Bedürfnis und gemäss dem wiederholt geäusserten Wunsch von Behördemitgliedern, Politikern, Anwälten, Verbandsfunktionären, Industrie- und Handelsunternehmungen, haben sich Verlag und Redaktion entschlossen, unter dem Titel «Schweizer Jahrbuch des öffentlichen Lebens» die Adressen samt Telephonnummern aller irgendwie in Betracht kommenden Träger des öffentlichen Lebens in mühseliger Kleinarbeit zusammenzutragen und in handlichem Taschenformat der interessierten Öffentlichkeit zugänglich zu machen. Das umfangreiche, an der Quelle geholte Material wurde derart gegliedert, dass vorerst die amtlichen Stellen in Bund, Kantonen und Gemeinden – soweit der verfügbare Raum es zuliess – bearbeitet wurden, gefolgt von der überraschenden Vielfalt der wirtschaftlichen, beruflichen, sozialen, wissenschaftlichen, kulturellen, sportlichen, politischen und religiösen Zusammenschlüsse, die dem öffentlichen Leben unseres Landes sein besonderes Gepräge geben. Auf spezielles Interesse dürften dabei die Hinweise auf die zwischenstaatlichen Organisationen und Institutionen zählen, denen man heute in der Presse fast täglich begegnet. Im Sinne einer Bereicherung wurden einzelnen Kapiteln erläuternde, teilweise statistisch untermauerte Angaben vorangestellt. Den Benützern unseres Jahrbuches dürften sowohl das Personenregister als auch das Sachregister mit seinen zahlreichen Stichworten bei der Ausfindigmachung der gesuchten Instanzen nützliche Dienste leisten. Aus Gründen der Raumeinsparung musste vielerorts zu Abkürzungen gegriffen werden, was die Anlage eines entsprechenden Verzeichnisses zur Orientierung der Leser notwendig machte. Redaktion und Verlag

Vorwort zur Ausgabe 1968/69 Das Schweizer Jahrbuch des öffentlichen Lebens hat in den zehn Jahren seines Bestehens allgemeine Anerkennung gefunden und ist nicht nur in der Schweiz, sondern auch im Ausland zu einem Begriff geworden, zu einem Vademecum, das man in den Amtsstuben, in den Verbandssekretariaten und in all den unzähligen Büros, die mit den mannigfachen Trägern des öffentlichen Lebens in ständigem Kontakt stehen, kaum mehr missen möchte. Préface à la première édition (1958) Les problèmes en face desquels nous nous sommes trouvés et les vœux émis, à différentes reprises, par les autorités ainsi que par des personnes politiques, des avocats, des dirigeants d’associations syndicales et professionnelles, des entreprises industrielles et commerciales nous ont engagé à publier, sous le titre d’Annuaire suisse de la vie publique et sous forme d’un recueil pratique, facile à emporter, une liste des adresses et des numéros de téléphone de toutes les personnes remplissant des fonctions publiques. C’est là le résultat d’un travail de longue haleine. La foule des renseignements ainsi obtenus, et puisés à la source, a donné lieu à une classification, en tête de laquelle figurent, dans la mesure où la place le permettait, les indications relatives aux pouvoirs publics: Confédération, cantons, communes. Viennent ensuite les multiples informations concernant les associations économiques, professionnelles, sociales, scientifiques, culturelles, sportives, politiques et religieuses dont la vie publique de notre pays tire son caractère particulier. On ne manquera pas d’apprécier aussi les notices se référant aux organisations et institutions internationales dont le nom se rencontre pour ainsi dire journellement dans les colonnes de la presse. En complément d’information, nous avons fait précéder certains chapitres de commentaires et d’indications reposant en partie sur les données de la statistique. L’index alphabétique des noms et le répertoire des matières, avec ses motsclefs, rendront de précieux services à toutes les personnes recherchant telle ou telle organisation ou institution. Pour économiser la place, il nous fallait recourir fréquemment à des abréviations, dont le lecteur trouvera l’explication du sens dans un index spécial. Rédacteur et éditeur

Préface à l’édition 1968/69 Durant ses dix années d’existence, l’Annuaire suisse de la vie publique est devenu, tant en Suisse qu’à l’étranger, un important vade-mecum dont on ne voudrait plus se passer et qui a sa place aussi bien dans les offices gouvernementaux que dans les secrétariats d’associations et enfin dans les innombrables bureaux où le contact avec les représentants de la vie publique est pour ainsi dire permanent. Vorwort zur Ausgabe 2016 Die 58. Ausgabe des Publicus bietet wie jedes Jahr eine Momentaufnahme des öffentlichen Lebens der Schweiz. An dieser Stelle möchte ich mich im Namen der Publicus-Redaktion herzlich für die Mitarbeit der aufgeführten Institutionen und Verbände bedanken. Ebenso gilt mein Dank all jenen, die durch ihre tatkräftige Unterstützung dafür gesorgt haben, dass der Publicus 2016 realisiert werden konnte. Ohne ihre Hilfe wäre es kaum möglich, ein solches Jahrbuch zusammenzustellen. Das Jahr 2015 stand im Zeichen der eidgenössischen Wahlen. Angesichts unseres Redaktionsschlusses ist es uns nicht möglich gewesen, auf den Ausgang der Wahlen zu warten. Aus diesem Grund sind National- und Ständerat so redigiert, wie sie sich am Ende der 49. Legislaturperiode präsentieren. Nach der Konstituierung der eidg. Räte für die 50. Legislaturperiode in der Dezembersession 2015 und nach den Bundesratswahlen wird wieder die – traditionelle – Broschüre «Das neue Parlament / Der neue Bundesrat» produziert. Dieser Sonderdruck wird Anfang 2016 allen Abonnenten und Bezügern des Publicus, selbstverständlich gratis, nachgeliefert. Préface à l’édition 2016 La 58e édition de Publicus offre de nouveau un instantané de la vie publique en Suisse. Nous remercions les institutions et associations énumérées de leur aide. Nous adressons nos remerciements également à toutes les personnes qui se sont occupées de la réalisation du Publicus 2016. Sans leur collaboration, il est presque impossible de compiler un tel annuaire. L’année politique 2015 était placée sous le signe des élections générales du Parlement fédéral. En raison de la clôture de rédaction, nous ne pouvions pas attendre jusqu’à ce que les résultats définitifs de ces élections soient disponibles. C’est pour cette raison que le Conseil national et le Conseil des Etats sont rédigés comme ils se présentaient à la fin de la 49e législature. Après la constitution des Chambres fédérales pour la 50e période législative lors de la session de décembre 2015 et les élections au Conseil fédéral, nous produirons de nouveau la brochure – traditionnelle – «Le nouveau Parlement / Le nouveau Conseil fédéral». Ce supplément sera gratuitement fourni en complément au début de l’année 2016 à tous les abonnés et acheteurs de Publicus.
