2025 saw increasing destabilisation of the global trade order amid ongoing geopolitical uncertainties. Despite these challenges, Singapore’s economy demonstrated strong resilience and vitality, achieving an impressive growth of 5% for the year. The robust investments in artificial intelligence (AI), resilient global trade activity and a more accommodative financial environment contributed to this exceptional performance.
The 62nd Council of Singapore Chinese Chamber of Commerce & Industry (SCCCI) was sworn in in the year. At the Council Retreat held in Macau, we set out our key priorities: expand SCCCI’s global network and influence to unlock global business opportunities; seize growth opportunities in ASEAN; drive industry transformation while strengthening workforce upskilling; venture into new frontiers and attract new members from emerging sectors; and uphold the Chinese Entrepreneurial Spirit by nurturing outstanding young entrepreneurs to create sustainable value for our members.
1. Strengthening Collaboration between Government and Businesses, Improving Business Environment
SCCCI remained committed to deepening dialogue between government and businesses to support member companies as they navigate transformation in an increasingly uncertain global economic landscape.
In response to business concerns over tariff policies and their potential impact, SCCCI promptly collated feedback from the business community and conveyed it to the authorities. SCCCI strongly supported the establishment of the Singapore Economic Resilience Taskforce (SERT) in April to help businesses and workers to strengthen their resilience.
Following the announcement of Budget 2025, SCCCI organised a dialogue session with Deputy Prime Minister and Minister for Trade and Industry Gan Kim Yong, and Senior Minister of State for Manpower and Sustainability and the Environment Dr Koh Poh Koon, to share the views of the business community. Based on our annual business survey of over 700 enterprises, SCCCI presented five recommendations for Budget 2026 to the Ministry of Finance, namely, helping businesses to ease cost pressures and strengthen capabilities in AI, sustainability, workforce training and internationalisation.

Expanding
Regionally, Seizing Emerging Opportunities
On the Johor-Singapore Special Economic Zone (JS-SEZ), SCCCI signed a tripartite Memorandum of Understanding (MOU) with The Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM) and UOB to provide financing solutions for enterprises seeking to expand into JE-SEZ and the wider ASEAN market. SCCCI subsequently entered into an MOU with Maybank. In May, SCCCI was granted an audience with the Regent of Johor, Tunku Ismail Sultan Ibrahim, and co-organised the “JS-SEZ Forum” in Johor; followed by a business mission in June to Kuala Lumpur, Ipoh and Penang to explore opportunities and co-organised the “Malaysia-Singapore Chinese Chambers of Commerce Business Forum”, to further strengthen engagement between the Chinese business communities in both countries.
For the first time, SCCCI’s annual flagship event, the SMEICC Conference, invited leaders from the Chinese Chambers of Commerce across five Southeast Asian countries to share insights on market developments and regional issues. This initiative highlighted the collective
spirit of regional Chinese business communities in seeking opportunities for mutual growth.
As Singapore and China commemorated the 35th anniversary of diplomatic relations in 2025, SCCCI organised five business missions to China, covering cities and regions including Beijing, Gansu, Shanghai and Nanjing. The Chamber also organised major events such as the “2025 Conference on International Industrial Cooperation” and held the “Singapore-China Business Forum” in Shanghai to mark the 15th anniversary of the SCCCI Shanghai Representative Office. These initiatives further deepened mutual trust between the business communities of both countries and promoted substantive cooperation. Throughout the year, SCCCI received 43 Chinese delegations in Singapore. SCCCI also welcomed graduate students from the Lee Kuan Yew School of Public Policy to the SCCCI Building and delivered a guest lecture on SCCCI Chinese Entrepreneurial Spirit and Chamber’s contributions to Singapore-China relations.
In November, SCCCI led a delegation to participate in the 18th World Chinese Entrepreneurs Convention (WCEC) held in Macau. The delegation also explored emerging opportunities in the Guangdong-Hong Kong-Macao Greater Bay Area and Macau, while fostering mutually beneficial partnerships among Chinese entrepreneurs worldwide.
3. Leveraging Emerging Technologies, Driving Industry Transformation
The 62nd Council established the “Sustainability Committee” to promote green transformation among enterprises. SCCCI organised seminars on sustainability for SMEs and partnered with technology companies to conduct roundtable dialogue, providing members with practical transformation
solutions and helping enterprises align with environmental standards to strengthen their competitiveness in overseas markets.
To help businesses harness the potential of AI, SCCCI launched initiatives such as the “SCCCI AI Experience for SME Programme” and “Best-in-Class in AI – AI Lead Overseas Programme”, enabling participants to explore cutting-edge developments in AI and its applications across various industries.
Throughout the year, the Trade Association Committee (TACOM) Transformation Centre supported 13 trade associations in implementing over 25 transformation projects across digitalisation and AI, internationalisation, sustainability and advocacy. It also helped to strengthen the operational and secretariat capabilities of trade associations, enabling them to implement progressive industry initiatives for their members.
The Singapore Chinese Chamber Institute of Business (SCCIOB) and SME Centre@SCCCI continued to assist and support our members to acquire business-relevant capabilities and drive industry transformation. SCCIOB introduced relevant courses in AI, data analytics and cybersecurity, and further expanded its Tour Guide Training Programme, leveraging on Singapore’s position as a world-class tourism destination. The SME Centre@ SCCCI administered a total of 5,800 business cases throughout the year, including business advisory services, capability development programmes, business matching and thematic workshops. This represents a doubledigit growth rate compared to the previous year, reflecting rising demand from enterprises.
4. Nurturing the Next Generation of Leaders, Upholding the Chinese Entrepreneurial Spirit
As Singapore celebrated its 60th year of independence in 2025, SCCCI curated the “Sojourners to Citizens: The Citizenship Journey” Roving Exhibition, sharing the journey of Singapore’s first citizens as we remember our roots. SCCCI also organised the War Memorial Service in Commemoration of the Civilian Victims of the Japanese Occupation, SAF Day Combined Rededication Ceremony and National Day Dinner to celebrate while reminding Singaporeans of the importance of staying vigilant, strengthening the appreciation of national defence, as well as reaffirming our loyalty to Singapore.
To promote Chinese culture in Singapore, SCCCI held traditional celebrations such as the Spring Reception and Mid-Autumn Festival Celebration. In support of education, the Chamber continued to award scholarships to outstanding students of tertiary institutions, Institute of Technical Education, Hwa Chong Institution, as well as students from the Malay and Indian communities.
SCCCI’s interest groups and member engagement activities remained vibrant. Keeping pace with emerging industries, SCCCI welcomed new members in 2025, including the Singapore FinTech Association, further strengthening its representation in the business community and across diverse economic sectors. The Career Women’s Group launched its inaugural Mentorship Programme, empowering the next generation of women leaders through sharing experiences and providing cross-generational guidance. The Mandarin Toastmasters Club and Mandarin Folk Song Singing Class celebrated their silver jubilee with a commemorative event. SCCCI also organised the annual Members’ Nite to strengthen ties among members.
The SCCCI Chinese Business Culture Hub continued to play a vital role in preserving and promoting the Chinese Entrepreneurial Spirit. It welcomed over 10,000 visitors in the year and organised 60 National Education and community engagement initiatives across Singapore. To nurture the next generation of Chinese community leaders, the Government supported the Singapore Federation of Chinese Clan Associations (SFCCA) and SCCCI in establishing the Chinese Community Leadership Programme, which aims to groom 100 promising young community leaders over the next five years.

As Singapore marked its 60th year of independence, SCCCI supported the Government’s efforts to build a “We-First” society that strengthens unity and renews our social compact, enabling the nation to navigate global uncertainties with resilience. I would like to express my heartfelt appreciation to our Council members and Secretariat colleagues for their untiring effort and commitment, bringing together our members, and business community to chart new frontiers. My appreciation also goes to all government agencies, diplomatic corps, partners in Singapore and abroad, trade associations and
community organisations for their strong support to realise our shared vision of economic prosperity. SCCCI will continue to unite businesses across industries and work closely with the Government to drive progress, bringing our economy and the Chinese business community to new heights.

As the members present were sufficient to form the quorum, Chairman Kho Choon Keng called the Meeting to order at 5.15 pm.
1. To approve the minutes of the 61st Council’s Second Annual General Meeting (AGM) held on 29th Apr 24
The minutes of the 61st Council’s Second AGM of members of the SCCCI was included in the published SCCCI’s Annual Report 2024, which was sent to all members, together with the notice of the 61st Council’s Third AGM on 13th Feb 25.
There was no amendment to the said minutes of meeting at the Meeting. Proposed by PEK EE PERH THOMAS (SARAWAK IMPORTERS & EXPORTERS ASSOCIATION, TAI HUA FOOD INDUSTRIES PTE LTD) and seconded by ADRIAN PEH NAM CHUAN (ADSAN LAW LLC), the minutes of meeting of the 61st Council’s Second AGM were unanimously confirmed and passed at the Meeting.
2. To approve the Audited Financial Statements for the year ended 31st Dec 24
The SCCCI’s 2024 Audited Financial Statements were sent to members together with the 61st Council’s Third AGM notice on 13th Feb 25.
Proposed by BRUCE LEE (SINGAPORE JOBS & EDU SERVICES PTE LTD) and seconded by KUAH BOON WEE (MTQ CORPORATION LTD), the SCCCI’s 2024 Audited Financial Statements were approved and adopted by the Meeting.
3. To appoint the Auditors
Proposed by CHARLES HO NAI CHUEN (ON CHEONG CO PTE LTD) and seconded by CHIA CHOR MENG (CHIA KHIM LEE FOOD INDUSTRIES PTE LTD), the Meeting unanimously appointed Ernst & Young LLP as the Auditors to the SCCCI for Financial Year 2025.

On 3rd Jan 25, SCCCI General Affairs Committee Chairman Adrian Peh, Vice-Chairman Ng Poh Wah and Secretary-General Lim Hock Yu hosted a New Year Lunch for the staff of the SCCCI Secretariat, Institute of Business and SME Centre at the SCCCI Building.
Election of Office Bearers for the 62nd Council
On 13th Jan 25, the 62nd Council held the election of office-bearers. The President, three Vice-Presidents and the Chairmen and Vice-Chairmen of 12 committees were selected from among the 55 elected Council members. The Immediate Past President, Honorary Presidents, Senior Honorary Council Members and Honorary Council Members were also appointed.
Mr Kho Choon Keng who had served as the President of the 61st Council continues to serve as the President of the 62nd Council.

62nd Council Retreat
The 62nd Council Retreat was held in Macau from 21st to 23rd Feb 25. The Council charted the Chamber’s future development plans and work strategies. A total of 44 Council members attended the retreat.
62nd Council Installation Ceremony
On 15th Mar 25, the 62nd Council held its Installation Ceremony at the SCCCI Building. In the presence of Guest-of-Honour President Tharman Shanmugaratnam, SCCCI President Kho Choon Keng led the new Council in taking the oath of office. The Council would hold office until March 2028.
In his speech, President Kho highlighted that SCCCI’s key priorities would focus on addressing the core needs of Singapore’s business community: Expanding our global network and influence, unlocking global business opportunities; seizing growth opportunities in ASEAN; driving industry transformation, strengthening workforce upskilling; venturing into new frontiers, bringing in new members from emerging sectors; upholding the Chinese Entrepreneurial Spirit, nurturing outstanding young entrepreneurs.
SCCCI Secretariat Staff Retreat
The SCCCI Secretariat Staff Retreat was held in Batam, Indonesia from 21st to 22nd Apr 25. The retreat focused on strengthening team collaboration and enhancing work efficiency to better support the new Council’s priorities.
Dialogue with Minister for National Development Chee Hong Tat
On 23rd May 25, Minister for National Development Chee Hong Tat was officially appointed as Chairman of the Chinese Community Liaison Group (CCLG). On 27th Jun 25, Minister Chee visited the Chamber and engaged in a dialogue with the SCCCI Council members at the SCCCI Building.

In his remarks, Minister Chee noted that as Singapore’s population ages rapidly, the country should leverage its strengths to attract more new immigrants. He emphasised that Chinese community organisations have an important role in strengthening social cohesion by helping new immigrants integrate into Singapore society. This, he said, will support Singapore’s long-term progress and social compact. He called on SCCCI to work together with the Government to facilitate this integration and help new immigrants root themselves in our local community.
SCCCI-SBF Council Networking Dinner
On 30th Jun 25, this networking dinner was held at The Ritz-Carlton, Millenia Singapore. In his welcome remarks, President Kho Choon Keng shared that by aligning our strengths and expertise, SBF and SCCCI will better serve and support our business community to navigate these tides and challenges while identifying and capturing new business opportunities.
President Kho also warmly congratulated SCCCI Honorary President Teo Siong Seng on his appointment as SBF Chairman.
Singapore’s 60th National Day Dinner
On 8th Aug 25, SCCCI hosted a 62-table National Day Dinner at The RitzCarlton, Millenia Singapore to celebrate Singapore’s 60th Birthday, with Guestof-Honour Minister for Health and Coordinating Minister for Social Policies Ong Ye Kung and 75 representatives from the diplomatic corps, senior government officials, representatives from the business community and cultural and community organisations. Extension of SCCCF’s IPC Status

Mandarin Toastmasters Club and Mandarin Folk Song Singing Class Silver Jubilee Celebration
On 18th Jan 25, this celebration was held at the SCCCI Building, with President Kho Choon Keng as Guest-of-Honour. The event reaffirmed SCCCI’s commitment to promoting Chinese culture. It also served as a platform for members to strengthen friendships, foster cohesion, and forge ahead together. 200 people attended this event.
Members’ Wellness Networking – Walk & Talk Series II
On 11th Apr 25, this second health and wellness event was organised for SCCCI members to connect with one another and foster a greater sense of belonging to the Chamber. Participants went on a 3km walk covering the SCCCI Building, Victoria Concert Hall. Merlion Park and Singapore Flyer. 71 people participated in this event.
Members’ Networking –Sustainable Success & Green Business Opportunities
On 24th Apr 25, SCCCI co-organised this session with the Institute of Singapore Chartered Accountants (ISCA) and The Law Society of Singapore. The event strengthened ties among the professional bodies and facilitated meaningful interaction and potential collaboration. 75 people attended this event.

On 25th Jun 25, SCCCI and Coface jointly organised the first session of the “Coffee, Croissants & Connections” sharing series, focusing on trade and credit risk management. A total of 40 members from different industries attended this session.

Members’ Networking – Get to know SCCCI
On 18th Jul 25, SCCCI organised this members’ networking session to help members better understand the facilities at the SCCCI Building and the services provided by the Chamber. President Kho Choon Keng encouraged all members to stay united, work together and strive toward a brighter future. The event was attended by around 200 members, and 47 new members who joined between April and June 2025 went on stage to receive their membership certificates.
Members’ Networking –Laughter Lab: Clowning for Mental Wellness
On 19th Sep 25, this workshop was held at the SCCCI Building and attended by 40 members. Renowned Singaporean physical theatre actor and clown artist Shanice Stanislaus led participants through improvisation games, role-playing, and team activities, demonstrating the positive impact of humor and play on mental wellness. Members also engaged in a Q&A session and networking over light refreshments.
Members’ Networking –Members’ Nite 2025
On 28th Nov 25, SCCCI organised its annual Members’ Nite, attended by around 200 members, sponsors, and Council members. Council Member Loo Lip Giam, Paul shared his experiences and insights from his business journey, moderated by Vice-Chairman Sean Wu Xiuzhuan. The dinner featured a lucky draw, certificate presentation for 49 new
members, and interactive activities, fostering a sense of belonging and camaraderie among members.

International Women’s Day Conference and Dinner 2025
On 2nd Mar 25, this Conference and Dinner with the theme “Breaking Boundaries · Inspiring Innovation” was held at Shangri-La Hotel. Minister for Sustainability and the Environment and Minister-in-Charge of Trade Relations Grace Fu was the Guest-ofHonour. In celebration of SG60, 60 tables were set for the event.
The keynote speaker was Tan Su Shan, Deputy CEO of DBS Group. The panelists were Dr (HC) Noni Sri Ayati Purnomo, President Commissioner of Bluebird Group Holding and Adeline Sim Wei Ling, Executive Director & Chief Corporate Officer of HRnetGroup Limited. The session was moderated by Mark Lee Kean Phi, CEO of Sing Lun Holdings Pte Ltd.
CWG Social Connect & Mentorship Programme 2025
On 26th Jun 25, the Career Women’s Group (CWG) hosted a networking session for its members. At the event, Chairperson Adj. A/Prof Hwang Yee Cheau officially launched the first Mentorship Programme, led by the Mentorship Connect. The programme aimed to connect accomplished female leaders with aspiring professionals and entrepreneurs, providing crossgenerational guidance and sharing of experiences to empower women to grow and shine together.

After a rigorous selection process, 24 mentees were successfully paired with 12 mentors, with an average age of 35. To help mentees integrate quickly, a welcome session was held on 7th Aug 25. The mentorship lasted for five months from August 2025 to January 2026.

On 27th Jun 25, CWG received a 42-member delegation from the 2024 Family Office Chief Architect Programme of China Europe International Business School (CEIBS), where both sides engaged in a meaningful exchange of insights and experiences.
Ambassador Series – Enchanting Thailand: A Journey of Culture & Connectivity
On 19th Jul 25, CWG hosted this event with HE Ureerat Chareontoh, Ambassador of Thailand as the Guestof-Honour. 130 people attended this event, including SCCCI members and members of the Thai community in Singapore. In celebration of the 60th anniversary of Singapore-Thailand diplomatic relations, this event featured cultural performances and trade booths, promoting cultural and business exchange between both countries.
Learning Journey
Led by Chairperson Adj. A/Prof Hwang Yee Cheau, CWG embarked on a learning trip to Lijiang and Shangri-La from 4th to 9th Sep 25 with 38 participants. The programme combined different experiences, allowing members to enjoy breathtaking landscapes while gaining intellectual and emotional inspiration. This trip not only deepened bonds among participants but also strengthened their sense of belonging and cohesion within SCCCI.
Care Unlocked: Business Technology & the Future of Health
On 10th Dec 25, CWG hosted this event at the HMI Medical Centre, with Chin Wei Jia, Group CEO of HMI Medical and EY Entrepreneur of the Year 2025 (Singapore) and Anna Haotanto, Founder of Zora Health as the speakers. A total of 50 people attended this session.

Seminar 3: Understanding the Stages of Enterprise Development
On 23rd Jan 25, this session analysed the stages of enterprise development and helped business owners gain a comprehensive understanding of their companies’ growth paths. 32 people attended this event.
Seminar 4: Cancer Gene Diagnostics and the Development of Biotechnology
On 27th Feb 25, this session explored the latest technologies in cancer gene diagnostics and the critical role of genetic testing in cancer prevention and treatment. 24 people attended this event.
Impromptu Speaking Competition 2025
On 12th Mar 25, the Mandarin Toastmasters Club held this competition, attracting 13 participants and an audience of about 80. The event provided members with a valuable platform to enhance their public speaking skills and share their perspectives.

On 18th Mar 25, this session integrated communication and presentation skills with professional insights into corporate financing, providing members with a diverse learning platform to better understand various financing options and the IPO process. 30 people attended this event.

On 11th Jun 25, the Mandarin Toastmasters Club held its 2025-2026 Executive Committee Installation Ceremony at the SCCCI Building, with Chairman Thomas Pek as the Guest-of-Honour.
In his speech, he affirmed the efforts of President Max Wang and his team in the past year. Under the leadership of President Goh and his team, the Mandarin Toastmasters Club will definitely scale greater heights.

On 15th Jul 25, this session provided an in-depth analysis of the core concepts and applications of “stablecoins”. 27 people attended this event.
Speechcraft Course Graduation Ceremony and Showcase
The Mandarin Toastmasters Club conducted its annual Speechcraft programme from July to August 25, comprising four sessions. On 20th Aug 25, the graduation ceremony and showcase were held, giving participants an opportunity to present what they had learnt.
A total of 19 participants attended the course, including four non-Chinese individuals. All 19 participants subsequently joined the Mandarin Toastmasters Club officially. The Mandarin Toastmasters Club will continue to strengthen members’ speaking and presentation skills, while encouraging more participants to join SCCCI as members.

Business Persuasion Training Program
From 29th to 30th Nov 25, the Mandarin Toastmasters Club conducted this training camp themed “Winning Through Dialogue: Executive Business Communication Skills Training”, helping 36 participants to master the use of the “Current–Desired Impact Metrics (CDIM)” framework to meet clients’ needs, as well as the “State–Demonstrate–Restate” structure for crafting compelling client stories. This program achieved a Net Promoter Score (NPS) of 88.
Mandarin Folk Song Singing Class
Folk Song Night 2025
On 1st Nov 25, this event was held at the Yee Nian Centre Hall, Hong Lim Complex. Performers included SCCCI members and Teacher Liu’s students from other institutions, who shared heartfelt renditions of classic folk songs and exchanged learning experiences. 170 people attended this event, creating a warm and lively atmosphere.

On 29th Jan 25, SCCCI and Business China jointly organised the annual Spring Reception at the SCCCI Building, with Deputy Prime Minister and Minister for Trade and Industry Gan Kim Yong as the Guest-of-Honour.
Accompanying DPM Gan were several government officials, including Former Minister for Education Chan Chun Sing, Former Minister for Culture, Community and Youth and Second Minister for Law Edwin Tong, Former Senior Minister of State for National Development and Foreign Affairs Sim Ann, Former Senior Minister of State for Digital Development and Information and National Development Tan Kiat How, Senior Minister of State for Trade and Industry and Culture, Community and Youth Low Yen Ling, Former Minister of State for Education and Manpower Gan Siow Huang and Mayor for Central Singapore District Denise Phua.
More than 400 distinguished guests, including SCCCI and Business China Council members and guests, diplomatic corps, business community and partners, government

River Hongbao 2025
The 39th River Hongbao was held at Gardens by the Bay from 27th Jan to 5th Feb 25, with Prime Minister and Minister for Finance Lawrence Wong as Guest-ofHonour at the opening ceremony. This event was jointly organised by SCCCI, Singapore Federation of Chinese Clan Associations, SPH Media Trust’s Chinese

SAF Day Combined Rededication Ceremony 2025 (Zone 3)
The SAF Day Combined Rededication Ceremony 2025 (Zone 3) held on 1st Jul 25 was co-organised by SCCCI and MINDEF/SAF. SCCCI reaffirmed its commitment towards National Defence and expressed its utmost respect for the NSmen.
Minister for Foreign Affairs Dr Vivian Balakrishnan officiated the ceremony. 210 people attended this ceremony, including SCCCI Council members and representatives from 61 companies.
In celebration of SG60, SCCCI produced a special short film where
two of our Council members and their children shared their NS experiences, symbolising the duty of generations in safeguarding our nation. A remake of the 1967 commemorative medallion was also presented to companies that actively support NS. The event was funded by SCCCF.
SCCCI-HCI Academic Excellence Award
To support Hwa Chong Institution’s (HCI) nurturing of bilingual and bicultural talents, SCCCI and HCI have set up the Top Student Awards. Since 2008, SCCCI has allocated $8,000 as awards every year with funding from SCCCF, $1,000 each to eight Sec 3, Sec 4, JC1 and JC2 top students from the Bicultural Studies Programme and Chinese Language Elective Programme.

SCCCI Cares 2025 Community Service Initiative
The “SCCCI Cares @ Fun Day Out at Rainforest Wild Asia” event was held on 24th May 25, with Poh Li San, Board Member of the Chinese Development Assistance Council (CDAC), gracing the occasion as the Guest-of-Honour.
120 CDAC families enjoyed a meaningful weekend of family bonding. 16 of SCCCI’s past scholarship awardees supported the programme by serving as programme facilitators at the various checkpoint activities, ensuring a smooth and enjoyable experience for all. The event was funded by SCCCF.

Mid-Autumn Festival Celebration
The SCCCI Mid-Autumn Festival Celebration was held on 26th Sep 25, with Acting Minister for Culture, Community and Youth and Senior Minister of State for Education David Neo as the Guestof-Honour. 300 invited guests attended this celebration, including SCCCI Council members, representatives from trade associations, members, partners, and recipients of the SCCCI Scholarship.
In his speech, SCCCI President Kho Choon Keng announced that the Chamber would launch the “SCCCI Internship Award” next year. The initiative aims to encourage students from local universities and polytechnics to gain deeper insights into the Chamber through internship opportunities, pass on the SCCCI Chinese Entrepreneurial Spirit and nurture future leaders for the Chinese community.

Wan Qing Mid-Autumn Festival 2025 @ SCCCI
In conjunction with SG60, SCCCI partnered with Wan Qing Yuan to organise “Wan Qing Mid-Autumn Festival 2025 @ SCCCI” from 27th to 28th Sep 25. The event extended the Chamber’s Mid-Autumn festivities to the weekend and was open to the public.
The two-day programme attracted more than 3,000 visitors, many of whom were young parents with children. The event also drew strong interest from younger attendees, who shared their experiences on social media. Involvement in Chamber Events
In 2025, a total of 59 SCCCF scholars supported six key Chamber events, providing assistance with on-site coordination and event facilitation. Their active participation strengthened connections between the scholar community and the Chamber, while offering scholars meaningful opportunities to gain exposure, build confidence, and make a positive contribution through community engagement.
This commitment reflects the Chamber’s continued efforts to nurture youth leadership, promote community service, and deepen scholars’ understanding of the Chamber’s mission and values. Looking ahead, the Chamber will continue to provide opportunities for scholars to participate in signature events and new initiatives, cultivating responsibility, confidence, and leadership in the next generation, and strengthening a pipeline of youth talent aligned with the Chamber’s cultural, educational, and community objectives.

The Annual Business Outlook Forum 2025 (English) with the theme “A Changing World: Transition Ahead!” was held on 14th Jan 25, with CIMB Bank as the co-organiser.
The speakers were from CGS International Securities Singapore, SGX Group and Artificial Intelligence International Institute (AIII) respectively, with SCCCI Chairman Chia Kim Huat as the moderator. 270 member companies attended this forum.
Best-in-Class in AI – AI Lead Overseas Programme
From 20th to 25th Apr 25 and 16th to 22nd Nov 25, SCCCI and Singapore Polytechnic (SP) organised the fourth and fifth “Best-in-Class in AI – AI Lead Overseas Programme” to Shanghai and Hangzhou, China with 48 company representatives and eight representatives from SP.
The delegation visited organisations and companies such as Terminus Technologies, Tencent, Beiyang AI Innovation Center Exhibition Center, PaddlePaddle, iFlytek and Shanghai Artificial Intelligence Research Institute; as well as Cainiao, China Town of Computing Power, Robam, Hikvision, Alibaba Cloud, Shenhao Technology and Xiaoshan Robot Town. Participants gained insights on the latest AI trends and applications.

On 17th Apr 25, SCCCI and Singapore International Chamber of Commerce (SICC) co-organised this forum sponsored by UOB. The forum examined the implications of President Trump’s second term “America First” policies and reciprocal tariffs on the international economic order. Moderated by SCCCI Chairman Chia Kim Huat, the event attracted approximately 165 member companies.
CHAGEE Tea Experiential Visit
On 3rd Jul 25, SCCCI organised a visit to CHAGEE. Participants learnt how CHAGEE has leveraged precise brand strategies, innovative marketing
approaches and digital advantages to build a highly influential tea beverage brand. 22 member companies attended this visit.
Mid-Year Business Outlook Forum 2025 (Chinese) & SCCCI-Maybank
MOU Signing
The Mid-Year Business Outlook Forum 2025 (Chinese) with the theme “New Global Economic Order: Insight into Disruption, Breaking through Adversity” was held on 17th Jul 25. At this forum, SCCCI and Maybank signed an MOU to help enterprises from both countries to seize opportunities in the Johor-Singapore Special Economic Zone (JS-SEZ). Minister of State for Foreign Affairs and Trade and Industry Gan Siow Huang was the Guest-of-Honour, with Maybank as Strategic Partner; Shanghai Jiao Tong University (SJTU) and Baker Tilly International as supporting partners.
The three speakers were from Maybank, SJTU and Baker Tilly Singapore respectively, with Council Member Charles Ho Nai Chuen as the moderator. More than 250 member companies attended this forum.

2025 was held at Suntec Singapore Convention & Exhibition Centre from 3rd to 4th Sep 25. Our Guest-of-Honour was Dr Vivian Balakrishnan, Minister for Foreign Affairs. Dr Vivian Balakrishnan made the Opening Address while SCCCI President Kho Choon Keng gave the Welcome Address at the Opening Ceremony on 3rd Sep 25. More than 4,000 people attended the Conference Series.
Leaders and representatives from the Chinese Chambers of Commerce in Southeast Asia including Singapore, Malaysia, the Philippines, Thailand, Brunei and Indonesia gathered for a fireside chat themed “Navigating the New Global Order: Southeast Asia’s Prospects Amid Volatility and Complexity”. This year’s SMEICC Conference Series received strong support and sponsorship from various government organisations and businesses, as well as strong support from 55 local trade associations. 55 companies and government agencies participated in the SME Expo.

Unlocking Opportunities for Innovation and Collaboration in Sustainable Development

A total of 16 local business representatives participated in this workshop to gain insights into the sustainability strategies adopted by Chinese enterprises and explore how Nanjing’s innovation resources can be integrated with the strengths of Singapore companies to uncover potential opportunities in the green economy. Besides learning from industry leaders and academic experts, participants also visited business parks and well-known enterprises such as Suning.com, TICA ENERGY, Nanjing Area of China (Jiangsu) Pilot Free Trade Zone, China Silk Road Group, CECEP Environmental Protection, Singapore Nanjing Eco Hi-tech Island Innovation Center, Landsea Group and CRRC Nanjing Puzhen.

On 11th Jun 25, Chongqing Vice Mayor Xu Jian led a delegation to visit SCCCI. Chamber of Commerce and Industry (PCCCI) and Penang Chinese Chamber of Commerce (PCCC). Their assistance provided participants with the latest updates on Malaysia’s economic landscape, business opportunities, investment climate, and relevant regulations for foreign enterprises.
Besides attending the “Malaysia–Singapore Chinese Chambers of Commerce Business Forum” co-organised by ACCCIM and SCCCI, the delegation also met with officials from the Malaysian Investment Development Authority (MIDA), Invest Perak and Invest Penang. During these meetings, both sides exchanged insights on economic developments, foreign investment policies in Ipoh and Penang, experiences in doing business in Malaysia, and future prospects. ACCCIM, PCCCI and PCCC also facilitated the arrangements for meetings and site visits throughout the trip.

On 24th Oct 25, a delegation led by Ren Hongbin, Chairman of the China Council for the Promotion of International Trade (CCPIT), paid a courtesy visit to SCCCI. This marked Chairman Ren’s second visit since 2024 and the second high-level engagement between SCCCI and CCPIT within six months, following SCCCI President Kho Choon Keng’s visit to Beijing in April 2025. Leads Delegation to 18th World Chinese Entrepreneurs Convention
At the invitation of Macao Chamber of Commerce, SCCCI President Kho Choon Keng led a 77-member delegation to attend the 18th World Chinese Entrepreneurs Convention (WCEC), held from 2nd to 4th Nov 25 in Macau. The opening ceremony drew over 4,000 delegates. Macao Chief Executive Sam Hou Fai highlighted the Guangdong-Hong Kong-Macao Greater Bay Area as one of the world’s most dynamic economic regions and encouraged Chinese entrepreneurs to leverage Macau’s strategic role in the Belt and Road Initiative to deepen cooperation and achieve mutual success.

On 7th Nov 25, the 13th SingaporeChina Business Forum was successfully held in Shanghai, in conjunction with the 35th anniversary of SingaporeChina diplomatic relations and the 15th anniversary of the SCCCI Shanghai Representative Office. Close to 300 government and business leaders from both countries attended this forum.

Meeting and Audit with Singapore Customs and the Chamber’s Trade Documentation Office
On 13th May 25, Singapore Customs officials visited SCCCI to review the issuance process of Ordinary Certificates of Origin (CO) and assess the impact of recent international tariffs on local businesses. The audit covered internal procedures, issuance statistics and historical records. The officials reviewed 30 electronic and over 40 paper COs and commended the Chamber’s compliance and record-keeping.

refresher on Certificates of Origin (Ordinary), covering updated procedures, new requirements for local products, supporting documents, and practical exercises. Singapore Customs has emphasised accurate “Country of Origin” declarations and ongoing collaboration with trade associations to ensure efficient and compliant certificate issuance.

Launch of Expanded Cyber Essentials and Cyber Trust Marks by CSA
On 15th Apr 25, the Cyber Security Agency of Singapore (CSA) launched the expanded Cyber Essentials and Cyber Trust certification schemes. At CSA’s invitation, SCCCI nominated four member companies — Ascent Solutions Pte Ltd, Crystal SL Global Pte Ltd, TS Group Pte Ltd, and Vac-Tech Engineering Pte Ltd to participate in this launch. The event provided insights into digital security, risk management and effective response measures.
The 27th Annual SME Conference and 28th Infocomm Commerce Conference and SME Expo
SCCCI’s flagship event “SME Conference and Infocomm Commerce Conference (SMEICC)” Conference Series 2025 was held from 3rd to 4th Sep 25, with panel discussions on tech-related topics such as digitalisation, Artificial Intelligence (AI) and cybersecurity. Besides Infocomm Media Development Authority (IMDA) as Supporting Partner, many tech companies including Crayon, MyRepublic, SPTel, ST Engineering and Winapp also participated in the SME Expo.
A total of 371 participants responded to this year’s SMEICC ICT Survey. High digitalisation costs, limited resources, and difficulty in identifying suitable vendors continue to be the top three challenges faced by businesses in their IT adoption journey over successive years.
The Cyber Resilience Centre partnership was launched at the Singapore International Cyber Week by Senior Minister of State for Digital Development and Information Tan Kiat How (middle), with SCCCI as one of the founding partners.
Uncertainty over digitalisation outcomes rose sharply from 25% in 2024 to 39% in 2025. 46% of respondents identified using or experimenting with AI tools and productivity software as their top digitalisation priority, jointly ranked with digital marketing services to enhance web and social media presence. Cyber resilience remains a key area of concern, cited by 35% of businesses.
Helping SMEs to Better Navigate AI Adoption through IMDA Digital Enterprise Blueprint Partnership
On 7th Oct 25, to accelerate digital transformation among local enterprises, IMDA and SCCCI signed an agreement at the event to jointly launch the SCCCI AI Experience for SME Programme at IMDA’s SMEs Go Digital Day 2025. The programme is aimed at helping members and businesses strengthen their practical AI application capabilities

through hands-on workshops. Senior Minister of State for Digital Development and Information Tan Kiat How officiated the opening and announced the launch of the collaboration. The initiative was also incorporated into IMDA’s Digital Enterprise Blueprint (DEB). ViceChairman Lim Chee Kean represented SCCCI at the event.
Companies could participate in these IMDA DEB AI hands-on workshops starting from March 2026.
Helping SMEs Build Cyber Resilience through Cyber Resilience Centre Partnership with CSA
In response to the increasingly complex cyber threat landscape and the growing use of AI by cyber attackers, CSA announced the establishment of a Cyber Resilience Centre (CRC) to strengthen the cyber resilience of businesses, particularly SMEs.
The CRC partnership was launched on 21st Oct 25 at the Singapore International Cyber Week by Senior Minister of State Tan Kiat How, with the Singapore Business Federation, SCCCI and SGTech as founding partners.
As a founding partner, SCCCI will conduct six CSA-curated Cyber Health Clinics from March 2026 and onboard eligible SCCCI member IT companies as Alliance Partners, subject to CSA’s approval. These initiatives aim to help members enhance their cybersecurity posture and readiness.

Programme 2025 Summary Report
The SCCCI AI Enablement Programme delivered strong outcomes in 2025, supporting SMEs in understanding and adopting AI solutions through structured problem discovery and Proof-of-Concept (PoC) development in collaboration with Institutes of Higher Learning (IHLs), including Nanyang Polytechnic.
Key Highlights:
• Reached out to11 trade associations.
• Conducted 2 batches of problem discovery workshops (April and July 2025).
• Generated 45 problem statements from 17 companies, including SCCCI Secretariat.
• 4 members(SMCTA, SCMTA, SBASA, KCA) proceeded with PoC submission.
• 3 companies advanced their PoCs into live projects via the Mentorship Support Grant (SSG-funded, IHLadministered).
• 1 member not only adopted the PoC but also formed a joint venture with the student team to pursue a new business model.
This programme not only provided a means for members to assess if AI is able to help them address their problems but also opportunities for students to tackle real business issues and gain valuable experience, in a job climate that demands experience from the onset.
Members were encouraged to attend SCCCI Problem Discovery Workshops to pilot small scale AI projects through this programme.

SME Sustainability Barometer
On 12th Nov 25, the Sustainability Alliance, Grpnt (digital platform launched by the Monetary Authority of Singapore), PwC and Singapore Business Federation launched the SME Sustainability Barometer at the Singapore FinTech Festival. This study surveyed more than 560 companies across 19 sectors to assess the readiness of Singapore’s SMEs in sustainability, examine the challenges they face in the green transition, and offer recommendations on how these constraints could be addressed.

MOU Renewal with Institute of Technical Education
On 10th Dec 25, SCCCI renewed its Memorandum of Understanding with the Institute of Technical Education (ITE). Under the revised terms, the annual scholarship amount was increased from $6,000 to $9,000, with nine scholarships of $1,000 each to be awarded. The collaboration was also planned to be extended for a further three years.

Deepening Cooperation with Malaysia and the Region
In January 2024, SCCCI and The Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM) established a Joint Steering Committee for Cooperation and Consultation (JSCCC), with the key objective of helping our member companies leverage complementary strengths of Singapore and Malaysia to drive business development and growth. This marked a groundbreaking milestone in cementing the strong, strategic and long-term partnership between the two chambers. On 17th Jan 25, JSCCC held its third meeting in Singapore. The forum was organised by Johor Bahru Chinese Chamber of Commerce and Industry (JBCCCI), hosted by Johore Associated Chinese Chamber of Commerce and Industry, co-organised by SCCCI, and supported by UOB. The delegation gained insights into local business opportunities and engaged in indepth exchanges with the Johor business community.

On 3rd Sep 25, at SMEICC Conference 2025, a major highlight was the fireside chat featuring leaders from the Chinese Chambers of Commerce across six ASEAN countries. With the theme “Navigating the New Global Order: Southeast Asia’s Prospects Amid Volatility and Complexity”, the panelists discussed how regional businesses can recalibrate strategies amid global shifts, strengthen fair and sustainable economic relations, and advance industrial collaboration and transformation to achieve shared regional growth. The Conference’s Guest-of-Honour Dr Vivian Balakrishnan, Minister for Foreign Affairs, attended the session in full.

From 6th to 8th Oct 25, President Kho Choon Keng led SCCCI’s delegation to attend the inaugural ASEAN Chinese Business Leaders Summit 2025 held in Kuala Lumpur, organised by ACCCIM. The summit brought together Chinese business leaders and entrepreneurs from ten ASEAN member states to foster cooperation among Chinese Chambers in ASEAN. SCCCI Immediate Past President Roland Ng and Honorary President Teo Siong Seng received the ASEAN Outstanding Entrepreneur Award at the event for their contributions to regional economic development.
This year also marked the 80th anniversary of JBCCCI and Terengganu Chinese Chamber of Commerce and Industry, as well as the 60th anniversary of The Associated Chinese Chambers of Commerce and Industry of Sarawak. President Kho and SCCCI Council members were invited to attend these important occasions. SCCCI participated in the 9th Singapore Regional Business Forum held in Bangkok, Thailand. SCCCI also called on Consul-General of Singapore in Hong Kong Eric Teo and attended The Chinese General Chamber of Commerce, Hong Kong (CGCC) 125th Anniversary Gala Dinner, fostering a stronger relationship between the business communities of Singapore and Hong Kong.
Uniting Businesses to Benefit Society
In his monthly Lianhe Zaobao columns, President Kho Choon Keng encouraged businesses to forge ahead. He also provided insights on the business community’s sentiments and shared about SCCCI’s overseas business missions.
In November 2025, President Kho led a business delegation of 77 members to attend the 18th World Chinese Entrepreneurs Convention in Macau. The SMEICC Conference 2025 also received strong support from the local business community and coverage from the local media.
SCCCI took active efforts to understand the latest economic developments. Besides the Annual Business Survey 2025, Chamber’s views on the latest developments in the region and issues affecting the local business community also received media attention.

On 2nd Apr 25, the tariff policies were announced. On 7th Apr 25, the Ministry of Trade and Industry (MTI) gathered industry feedback from SCCCI and other trade associations. SCCCI swiftly consolidated views from members and trade bodies, and submitted its report on the following day, highlighting impacts on costs, prices, supply chains and the need for government support.
On 8th Apr 25, the Government announced a taskforce led by Deputy Prime Minister and Minister for Trade and Industry Gan Kim Yong to help businesses and workers strengthen resilience and adapt to the changing economic environment. SCCCI
played an active role as a bridge, swiftly conveying business concerns and providing feedback to the Singapore Economic Resilience Taskforce.
Meeting with International Monetary Fund (IMF) Delegation
The IMF Article IV Mission visited Singapore from 5th to 15th May 25 for discussions with MTI, Ministry of Finance (MOF), Monetary Authority of Singapore, business associations and other stakeholders. President Kho Choon Keng Invited as Guest Speaker at NUS LKYSPP
On 11th Nov 25, President Kho Choon Keng was invited by Associate Professor Gu Qingyang of National University of Singapore’s (NUS) Lee Kuan Yew School of Public Policy (LKYSPP) and SCCCI Research & Publications Committee Member, to deliver a guest lecture at the SCCCI Building for students of the Master in Public Administration and Management (MPAM) programme. President Kho’s sharing, themed “Keeping Pace with the Times and Creating Value – The Story of SCCCI”, was attended by 78 participants, including Council members, MPAM students and trade association leaders.
Annual Report 2024 and Chinese Entrepreneur Publication
SCCCI’s Annual Report 2024 themed “Home to the Business Community” was published in February 2025, with a print run of 500 copies.
The Annual Report was centered on the 60th anniversary of the SCCCI Building, highlighting how the Chamber, guided by its core values of “patriotism, integrity, succession, innovation and uniting businesses” continued to unite our members and the wider business community in forging ahead together.
Three editions of Chinese Entrepreneur publication were published in April, July and December 2025 respectively. Many of SCCCI’s Council members and trade association representatives were featured in this publication.
SCCCI Annual Business Survey 2025 and Budget 2026 Recommendations
The SCCCI Annual Business Survey 2025 was conducted from May to August 2025. This year’s survey focused on the following topics: business outlook, challenges faced by businesses, manpower issues, impact of US tariffs, internationalisation, business transformation, government support measures and sustainability. The survey garnered a total of 711 respondents.
The key findings were incorporated into President Kho Choon Keng’s SMEICC 2025 Welcome Address on 3rd Sep 25. SCCCI also shared the survey findings and the Chamber’s recommendations for Budget 2026 with MOF. The Budget recommendations were derived from the SCCCI Annual Business Survey 2025.

The refurbished 9-storey SCCCI Building at 47 Hill Street has an estimated total gross floor area of 8,122.79 sqm, which consists of the SCCCI Main Office, SCCCI Chinese Business Culture Hub, Singapore Chinese Chamber Institute of Business, SCCCI Trade Documentation Office, available office spaces for lease and in-house facilities such as the Auditorium, Boardroom, VIP Lounges, Council Chamber and Members’ Lounge.
Leasing activities at Samsung Hub remained healthy, with a building occupancy rate of 86.7% as of 31st Dec 25.
The inaugural TACOM Retreat was held on 27th Aug 25 to foster engagement among committee members, strengthen connections between new and existing members, and chart future development plans.
TACOM Transformation Centre –Journey and Achievements
Since its official launch on 28th Aug 24, the Trade Association Committee (TACOM) Transformation Centre (TTC) by SCCCI, supported by Enterprise Singapore, has played a key role in catalysing the transformation of trade associations through a needs-driven and outcomes-oriented approach. In 2025, TTC supported 13 trade associations in
implementing over 25 transformation projects across digitalisation and AI, internationalisation, sustainability and advocacy.
In addition, TTC strengthens operational and secretariat capabilities through tailored advisory support and capabilitybuilding programmes. By driving practical and scalable transformation outcomes, TTC contributes to enhancing the resilience and competitiveness of local trade associations, reflecting SCCCI’s commitment to partner the Government in driving industry development.
TACOM Meeting
SCCCI successfully held the 16th TACOM Meeting this year. Representatives from trade associations shared their plans for the year and directions for future development as well as opportunities for cross-industry collaboration.
TACOM Retreat
On 27th Aug 25, the inaugural TACOM Retreat was held at Amara Sanctuary Resort Sentosa to strengthen communication among committee members, enhance connections between new and existing members, and chart future development plans to deepen collaboration and resource
sharing. A total of 38 participants attended this retreat, including TACOM Advisor Senior Minister of State for Trade and Industry Low Yen Ling, four representatives from Enterprise Singapore as well as 15 committee members and representatives.
TA 101 Course
The TA 101 Course jointly developed by SCCCI and Nanyang Polytechnic helps secretariat staff, both new and old, to gain a better understanding of the roles and operations of trade associations. Six runs of this course have been conducted, with more than 80 participants from 35 trade associations.
Chinese Community Leadership Programme
At the National Day Rally 2025, Prime Minister Lawrence Wong announced that the Government will support the Singapore Federation of Chinese Clan Associations (SFCCA) and SCCCI in launching the Chinese Community Leadership Programme to nurture the next generation of Chinese community leaders. Over the next five years, the programme targets to groom at least 100 promising young leaders, building a robust and dynamic future leadership pipeline for the Chinese community.

The Chinese Chamber Realty (CCR) Pte Ltd owns a substantial share of Samsung Hub, a strata office building at 3 Church Street. As of 31st Dec 25, the building occupancy at Samsung Hub remained at a healthy rate of 86.7%. The total gross rental income was $12.77 million. CCR’s net surplus before tax for 2025 was $7.89 million, of which $4 million had been donated to the Singapore Chinese Chamber of Commerce Foundation and SCCCI Chinese Entrepreneurial Culture Foundation to support charitable projects.

2025 was marked by significant economic uncertainty. The renewed protectionist policies of the Trump administration reignited trade tensions worldwide and came as businesses were still adapting to post-pandemic structural challenges, rising business costs, an increasingly complex geopolitical landscape, and the growing influence of artificial intelligence (AI). This further compounded the challenges of doing business globally, compelling companies to re-examine their survival strategies and sharpen their strategic clarity.
Against this backdrop, the SME Centre@SCCCI (“the Centre”) remained steadfast in its mission to support local enterprises in building competitiveness. We reaffirmed our role as a trusted partner, guiding SMEs in transformation, navigating uncertainties, strengthening business resilience, and pursuing sustainable progress.
In 2025, we aligned our strategic focus to on-the-ground business realities to better serve the business community. We deepened collaborations with key partners and expanded our network to deliver more holistic and value-added services that address the evolving needs of SMEs. Through partnerships with organisations such as the Singapore Business Federation (SBF), SCCCI, and the Centre for Enterprise Financing Advisory (CEFA), we helped companies navigate issues surrounding trade tariff challenges and access appropriate financing solutions.
This Annual Report presents a comprehensive overview of the Centre’s initiatives and activities across our operations, encompassing the primary Centre at Trade Association Hub, Jurong Town Hall, as well as our satellite office at Toa Payoh.
Section 2: Operations Updates
2.1 Renewal of Services
As part of the service enhancement chapter of the new “Remake Initiative” for SME Centres, our role was strengthened to facilitate connections between SMEs facing regulatory and compliance challenges and relevant government agencies. Our business advisors worked closely with the SME Pro-Enterprise Office (PEO) to streamline enquiries and enable businesses to receive timely guidance and practical support. We introduced toolkits to help companies identify challenges and prepare effective action plans. Notably, the Business Adaptation Grant was launched to enable eligible companies to access professional advice on supply chain optimisation and explore market diversification strategies.
These enhancements were part of the ongoing transformation of SME Centres to better serve SMEs with strengthened alliances with the Singapore Business Federation (SBF), SCCCI (GlobalConnect@SCCCI), and the Centre for Enterprise Financing Advisory (CEFA) to address complex issues related to trade, overseas expansion, and financing needs. CEFA is an initiative by Enterprise Singapore and SBF.
To deepen alignment and strengthen collaboration to support Singapore’s enterprise ecosystem, the SME Centres undertook a rebranding exercise to refresh our corporate identity. The new logo now features the phrase “In Partnership with” alongside Enterprise Singapore and parent chamber logos. This refreshed identity underscores our close partnership and reinforces our shared commitment to delivering integrated and enhanced support for SMEs in Singapore.
2.2 Strategic Focus for 2025
The SME Centre@SCCCI re-established its core strategic priorities this year to empower SMEs in building resilience and preparing more effectively for the increasingly uncertain future. These priorities include supporting businesses in:
I. Navigating and Addressing Cost Pressures: Provide timely and practical guidance to help businesses reassess cost structures, review supply chain reconfigurations, and recalibrate go-to-market strategies. These interventions enabled companies to mitigate cost impacts while preserving competitiveness.
II. Identifying and Deploying Practical AI: Facilitate the adoption of AI to streamline operations, strengthen decision-making, and create differentiated value propositions. The emphasis was on purposeful adoption to ensure that technological initiatives were closely aligned with business objectives.
III. Exploring Market Expansion and Diversification: Intensify collaboration with partners for overseas expansion in China and neighbouring regions that offer competitive operating costs, attractive investment incentives, and strong regional growth potential.
IV. Incorporating Lean and Agile Management Practices: Help organisations optimise resources, accelerate decision-making, and respond more effectively to change. Businesses would be better equipped to transition towards flexible, adaptive, and resilient operating models that align with evolving market conditions.
V. Adopting a Holistic Approach to Capability-Building: Strengthen resources and offer services through the “Partners for Business Growth” Programme, encompassing efforts to enhance leadership, operational excellence, and development of roadmaps and effective growth plans.

2.3 Deliverables in 2025
In 2025, the Centre engaged approximately 5,800 SMEs through a comprehensive suite of services, including business advisory, capability development initiatives, business facilitation, and targeted workshops. We increased our engagement number by more than 2,000 SMEs compared to 2024, reflecting both the heightened enterprise demand and the Centre’s timely support.
This year, the new “Business Adaptation Grant” was integrated into existing schemes, including the Productivity Solutions Grant (PSG), Enterprise Development Grant (EDG), and other sustainability and manpower-related grants. This enabled businesses to manage cost-structures more effectively while building new operational and strategic capabilities.
The Centre further strengthened SME development by providing diagnostic assessments to identify gaps and offer tailored solutions. The assessments included AI Readiness,
Internationalisation Readiness, Cash Flow Assessment, Business Model Review, and HR Capability Assessment. We also organised and participated in thematic workshops designed to equip businesses with relevant skills, practical knowledge, and forwardlooking strategies. To deliver holistic and value-added services that meet the evolving needs to SMEs, the Centre partnered with speakers from key public and private institutions such as the Singapore Institute of Technology (SIT), Singapore National Employers Federation (SNEF), DBS, UOB, and Canon Singapore.

Section 3: Community Engagement and Major Events
In 2025, the SME Centre@SCCCI extended our engagement beyond workshops and events by supporting partner-led conferences. We participated in the RSM Technology Conference on 22nd Apr 25, the SMEICC Conference 2025 from 3rd to 4th Sep 25, and Think Big Leadership Conference by Canon Singapore.
Throughout the year, the Centre organised and collaborated with partners on various thematic workshops where industry experts and experienced practitioners shared case studies, emerging best practices, and
actionable insights to help companies build capabilities. The workshop themes and attendance analysis report are presented in the following chart:

Our team participated in the SMEICC Conference 2025 organised by SCCCI at the Suntec Singapore Convention & Exhibition Centre. Over the two-day conference, we engaged with approximately 500 visitors at our booth. We were also invited to speak alongside representatives from government agencies in the session “Driving Business Growth: Strategies for a Reimagined Future” where we shared practical insights on how SMEs can embrace innovation, leverage national support schemes, and remain competitive in a rapidly evolving business landscape.
3.3 Building Resilience: Navigating Rising Costs and Adapting to Trade Reality
“Building Resilience: Navigating Rising Costs and Adapting to Trade Reality” was one of our most impactful networking events of 2025, attracting 110 business leaders, strategic partners, and government representatives. SME Centre@SCCCI Chairman Paul Loo and DBS Group Head of Business Partnership and Initiative Management Candice Ho delivered the welcome speeches at the Partners for Business Growth (PBG) networking event on 25th Jun 25. The event featured a panel of expert speakers from DBS, IPI, and RSM who shared practical experiences in leveraging technology to generate realtime and reliable data, replace manual
workflows, build organisational agility, encourage innovation, empower teams, and adopt digital tools.
3.4 SME Centre Conference
Jointly organised by the SME Centres across Singapore and supported by Enterprise Singapore, the 12th SME Centre Conference was hosted by the SME Centre@SMF and convened over 1,000 participants at the Marina Bay Convention Centre on 30th Jul 25. This year’s conference was themed “Driving Business Transformation & Growth through Partnerships” and highlighted the pivotal role of collaboration in shaping business success and change. Guest-of-Honour Senior Minister of State for Trade and Industry Low and Culture, Community, and Youth Low Yen Ling emphasised the importance of partnerships, stating that “Through strong partnerships, we can build a thriving society that is united, resilient, vibrant, inclusive, and fair.”
3.5 20 Years of Partnership with Enterprise Singapore
On 24th Nov 25, Enterprise Singapore hosted an Appreciation Dinner honouring the SME Centres’ staff and board members from SCCCI, Association of Small & Medium Enterprises (ASME), Singapore Manufacturing Federation (SMF), Singapore Malay Chamber of Commerce and Industry (SMCCI), and Singapore Indian Chamber of Commerce and Industry (SICCI). Together, we proudly marked two decades of partnership, united by our shared commitment to strengthening the competitiveness of local businesses in an ever-evolving landscape. This anniversary was not only a time
for reflection but also a reaffirmation of our enduring purpose – to support businesses in building resilience and thriving amidst ongoing uncertainty.
3.6 Looking Ahead into 2026
We anticipate that uncertainty will continue to define the global landscape in the coming year. As connectors and enablers, we remain steadfastly committed to creating long-term value for enterprises, partners, and stakeholders through collaboration, innovation, and purposeful action. We sincerely thank our stakeholders, partners, and colleagues for their trust and support. Together, we will continue to build resilience, unlock new opportunities, and drive sustainable growth in an increasingly interconnected world.

The forum coincided with the 35th anniversary of Singapore-China diplomatic relations and the 15th anniversary of the SCCCI Shanghai Representative Office. On 6th Nov 25, the SCCCI business delegation visited the 8th China International Import Expo in Shanghai to gain insights into emerging industry trends and the latest innovations.
In 2025, under the Local Enterprise and Association Development (LEAD) programme administered by Enterprise Singapore, the Singapore Enterprise Centre@Shanghai (SEC@Shanghai) continued to provide business advisory and assistance to Singapore companies planning to invest or venture into China. SEC@Shanghai is also committed to fostering two-way economic and trade exchanges between Singapore and China, supporting Chinese enterprises to invest in ASEAN, deepening bilateral economic and trade cooperation.
I. Offering Advisory Services for Singapore Businesses
In 2025, SEC@Shanghai provided business advisory for 220 Singapore companies. These covered areas such as China market entry policies, laws and regulations, industry trends, business matching, company registration and operational support. SEC@Shanghai organised 12 forums, seminars, and networking events in Singapore and China, which were attended by 757 Singapore companies. SEC@Shanghai also helped enterprises sign up to become SCCCI members and tap into the Chamber’s extensive network.
II. Facilitating Two-Way Investment and Business Development between Singapore and China
SEC@Shanghai actively supported several Singapore companies in selecting Shanghai as a strategic entry point into the Chinese market, successfully facilitating their investment and localisation efforts. At the same time, SEC@Shanghai assisted Chinese enterprises and institutions in their “going global” initiatives by providing tailored facilitation for the establishment of regional headquarters or branch offices in Singapore.
III. Key Activities and Achievements
1. Co-organising “2025 Shanghai-Singapore SME Industry Chain Matchmaking Conference”
On 28th Apr 25, this conference was successfully held in Shanghai. Co-hosted by SEC@ Shanghai and the Shanghai SME Development Service Centre, the event featured a speech by SEC@Shanghai’s Assistant Director and aimed to deepen exchanges and collaboration between Shanghai and Singapore SMEs in the areas of economy, trade, technology and investment. The conference brought together representatives from government agencies, business associations, and over 100 SMEs from both sides to facilitate networking, business matching and collaboration.
2. Online Business Matching Session between SCAL and Chinese Construction Companies
On 27th Jun 25, SEC@Shanghai facilitated and organised an online business matching session between the Singapore Contractors Association Ltd (SCAL) and three Chinese high-tech construction intelligence companies — Shenzhen Dafang Intelligent Technology Co., Ltd., Shanghai Dajie Robot Technology Co., Ltd. and Guangdong Bozhilin Robot Co., Ltd. During the session, the Chinese companies presented their core technologies and business cases in intelligent construction, robotics and digital solutions, and engaged in in-depth discussions with their Singapore counterparts on technology applications, market collaboration and industry development trends, laying the groundwork for future communication and cooperation.

On 19th Sep 25, SEC@Shanghai co-hosted this session with Shanghai Association of Foreign Investment. Experts from the People’s Bank of China Shanghai Head Office, Lingang Special Area Administration Committee, and the Industrial and Commercial Bank of China shared insights on comprehensive reform pilot policies for offshore trade financial services with close to 30 foreign-invested enterprises, helping them better understand the financial facilitation measures under new trade models.
4. 6th Meeting of the Singapore-Shanghai Comprehensive Cooperation Council
On 15th Oct 25, SCCCI President Kho Choon Keng, Chairman Chia Kim Huat and SEC@Shanghai Director Huang Fei attended this meeting. At the meeting, SEC@ Shanghai (SCCCI Shanghai Representative Office) signed an MOU with Hongqiao Business District Investment Promotion and Public Service Affairs Centre to expand international development channels for enterprises from both sides by leveraging Hongqiao’s strategic position as a gateway to the Yangtze River Delta and Singapore’s strengths in international professional services, focusing on areas such as enterprise exchanges, consultation and communication, and demand matching to support overseas expansion and promote internationalisation and brand development. Prior to the meeting, Singapore Minister for Law and Second Minister for Home Affairs Edwin Tong and Senior Minister of State for Trade and Industry and Culture, Community and Youth Low Yen Ling, accompanied by Kong Fu’an, Party Secretary and Executive Deputy Director of the Hongqiao Business District Administrative Committee, visited SEC@Shanghai.
On 15th Oct 25, SCCCI President Kho Choon Keng, Chairman Chia Kim Huat and SEC@Shanghai Director Huang Fei attended the 6th Meeting of the Singapore-Shanghai Comprehensive Cooperation Council. Witnessed by leaders from both Singapore and Shanghai, SEC@Shanghai (SCCCI Shanghai Representative Office) signed an MOU with Hongqiao Business District Investment Promotion and Public Service Affairs Centre.
5. Enterprise Singapore’s Visit to CeMAT ASIA
On 29th Oct 25, SEC@Shanghai assisted a delegation from Enterprise Singapore in visiting CeMAT ASIA, coordinating with the organisers to facilitate visitor registration and reception arrangements.
To deepen economic and trade cooperation between Singapore and Shenzhen and promote targeted business matching, SEC@Shanghai coordinated the co-organisation of this dialogue on 1st Nov 25 together with SCCCI’s business delegation and Shenzhen General Chamber of Commerce, bringing together around 30 representatives from both business communities for practical discussions on shared industry interests and collaboration opportunities, effectively expanding bilateral business networks.
7. Singapore-China Business Forum 2025
On 7th Nov 25, the 13th Singapore-China Business Forum was successfully held in Shanghai. Organised by SCCCI and co-organised by SEC@Shanghai, with strong support from government agencies and financial institutions from both countries, the forum was held in conjunction with the 35th anniversary of Singapore-China diplomatic relations and the 15th anniversary of the SCCCI Shanghai Representative Office. Close to 300 government and business leaders from both countries attended this forum. China Business Forum organised by SCCCI. The delegation also visited companies including Greenland Holdings, while some members travelled to Nanjing to visit the Singapore Nanjing Eco Hi-Tech Island to better understand collaboration outcomes in eco-technology and sustainable development. The visit strengthened bilateral cooperation across trade, finance, technology and other sectors through high-level dialogues, forums and business exchanges.
9. Singapore Academy of Law’s Study Trip to Beijing
From 10th to 12th Nov 25, SEC@Shanghai coordinated a study visit for the Singapore Academy of Law (SAL) to Beijing, arranging visits to Powerlaw AI Tech, Wusong Network Technology Co., Ltd., and the China Justice Big Data Institute. SAL engaged these organisations in in-depth discussions on frontier topics such as artificial intelligence in legal document processing, judicial big data applications and legal technology solutions, facilitating professional exchanges and resource matching between Singapore and China in the legal tech domain.
10. Co-hosting “Gathering Business Strength, Embarking on a New Journey” Xuhui District Special Event on Serving Private Enterprises Going Global & the 6th Roundtable on Government-Enterprise Communication
On 19th Dec 25, this event was successfully held at the Caohejing Conference Centre. Co-organised by the Xuhui District Federation of Industry and Commerce (General Chamber of Commerce), Hongmei Subdistrict Office and SEC@Shanghai, the event focused on policy guidance, professional support and enterprise practices to support companies in expanding overseas. SEC@Shanghai Director Huang Fei shared market opportunities and the investment environment in ASEAN, particularly Singapore, from a local perspective, fostering dialogue on new opportunities for globalisation.
11. Providing Advisory and Liaison Support for the Establishment of Chamber of International Commerce Shanghai’s Singapore Representative Office
The Chamber of International Commerce Shanghai (Shanghai Council for the Promotion of International Trade, CCPIT Shanghai) explored establishing a representative office in Singapore in the form of a social organisation to provide business services for
Shanghai enterprises in Singapore. SEC@Shanghai provided preliminary advisory support on establishment requirements, institutional structure and approval procedures, and facilitated coordination with SCCCI member company Achieve Career Consultant Pte Ltd to assist with the registration process. The representative office was pre-launched in Shanghai on 26th Dec 25 and was scheduled to officially commence operations in Singapore on 1st Feb 26.
IV. Strengthening Engagement with Government Agencies and Business Associations
In 2025, SEC@Shanghai maintained close communication and collaboration with municipal and district-level government agencies in Shanghai, including the Development and Reform Commission, Foreign Affairs Office, Commerce Commission, Federation of Industry and Commerce, CCPIT, relevant government-affiliated think tanks, and district-level investment promotion authorities. SEC@Shanghai also received delegations from government agencies and business associations across multiple provinces and cities, including Jiangxi, Jiangsu, Zhejiang, Shandong, Yunnan, Guangdong, Shaanxi and Hunan, serving as a bridge between Singapore enterprises and local markets, and facilitating engagements between these delegations and SCCCI.
V. Strengthening Organisational Capabilities and Brand Visibility
In December 2024, SEC@Shanghai was selected as part of the second batch of “Shanghai Global Partners for Foreign Investment Promotion”. Through continued participation in trade and economic activities, as well as interviews with various media outlets, SEC@Shanghai further enhanced the visibility and influence of both SCCCI and SEC@Shanghai in China.

Offering Business Advisory for Singapore Companies
In 2025, under the Local Enterprise and Association Development (LEAD) programme administered by Enterprise Singapore, the Singapore Enterprise Centre @ Chengdu (SEC@Chengdu) provided business advisory and assistance for Singapore companies planning to invest or venture into China. SEC@Chengdu also organised seminars to encourage China enterprises to set up regional headquarters in Singapore, invest in ASEAN countries and partner Singapore companies to explore regional markets. By the end of December 2025, SEC@Chengdu provided business advisory for 96 Singapore companies.
Assisting Singapore Enterprises in Setting up Overseas Offices
SEC@Chengdu assisted Singapore investors to register companies in Chengdu. SEC@ Chengdu established close cooperation with relevant government departments in Western China, which offered free registered addresses for Singapore companies (except for those which required physical offices).
Hosting Delegation from NIE Singapore
On 11th Mar 25, a 14-member delegation from the Management and Leadership in Schools Programme at NIE Singapore visited Chengdu for an educational study tour. Deputy Director Deng Jun shared about SEC@Chengdu’s functions and the platforms established to promote bilateral cooperation. This was followed by an interactive Q&A session, where participants engaged in in-depth discussions.
Hosting Business Delegation from SFIC
From 20th to 23rd Apr 25, the Singapore Furniture Industries Council (SFIC) organised a delegation of eight member companies to Chengdu for a study tour of the furniture market. The delegation was drawn by Chengdu’s strong environmental production standards as one of China’s major furniture industry clusters. The delegation visited 10 local furniture factories, gaining in-depth insights into customised home furnishings and smart manufacturing processes, and exchanged views with local enterprises on sustainable business models. SEC@Chengdu accompanied the delegation on the tour.
Appointed Among the First Batch of “Open Chengdu” Overseas Partners
On 10th Sep 25, SEC@Chengdu was appointed as one of the first batch of “Open Chengdu” Overseas Partners by the Chengdu Opening-up and International Cooperation Center. This appointment marked the beginning of closer collaboration between both parties to deepen cooperation in areas such as market expansion, project matching, two-way investment and trade, jointly supporting enterprises from both Singapore and China in their internationalisation efforts.

The West China Business Mission food enterprise delegation visited the Jiangjin Food Industrial Park.
Deputy Director Deng Jun introduced SEC@Chengdu’s “one-stop” professional services, which encompass business advisory, encompassing business advisory, market information, and business matching, aimed at facilitating and strengthening bilateral enterprise cooperation. At the business pitching session, representatives from the 10 Singapore companies presented their collaboration needs, followed by thematic presentations by three Chengdu-based food enterprises. The exchanges were highly interactive, with enterprises from both sides engaging in practical discussions on supply chain integration, market entry strategies, and joint brand development.
On 21st Oct 25, accompanied by SEC@Chengdu and the Xindu District Commerce Bureau, the Singapore business delegation visited Zhongguan and Dali food factories in Xindu District. The delegation toured production lines and held discussions with company management, before visiting Sam’s Club and METRO supermarket to gain deeper insights into Chengdu’s food industry ecosystem and the strong potential of its consumer market.

From 22nd to 24th Oct 25, SEC@Chengdu planned and assisted Enterprise Singapore in organising a West China Business Mission comprising food enterprises to Chongqing. During the visit, the delegation inspected supermarket supply chain facilities and food industrial parks, and participated in a business matching session under the China–Singapore (Chongqing) agricultural cooperation initiative. The mission aimed to support participating enterprises in exploring and entering the Chongqing market.

Expanding Learning Pathways for Professional Tour Guides
As part of its contribution to the sustainable growth of Singapore’s tourism economy, SCCIOB expanded its qualifying courses with structured professional development pathways for tour guides, aimed at further professionalising the tour guiding profession. As frontline ambassadors who shape visitors’ experiences and perceptions daily, a highly skilled, knowledgeable and professional tour guide community is critical to enhancing Singapore’s reputation as a world-class destination and strengthening the long-term competitiveness of the tourism sector.
In support of industry capability building and engagement, SCCIOB also hosted a successful “Learning and Industry Engagement Day”, attracting over 200 participants from across the tourism ecosystem, including professional tour guides, travel agency leaders, business owners and government representatives. The event served as a valuable platform for knowledge exchange, industry dialogue and the sharing of best practices, featuring professional insights from Singapore Tourism Board’s award-winning tour guides and industry practitioners, reinforcing SCCIOB’s role as a connector between skills development and industry advancement.
Embracing Digital Transformation for Operational Efficiency
SCCIOB continued to advance its digital transformation through enhancements of the Learning Management System (LMS 2.0) and the adoption of Microsoft Copilot, leveraging Generative AI to elevate both learning delivery and institutional operations. LMS 2.0 enables blended and multilingual learning, supported by AI-driven analytics that provide real-time insights into learner engagement, programme effectiveness, and learning progress. Its integration with the AIMS enrolment system has optimised programme management, resource allocation, and the overall learner experience.
Meanwhile, Microsoft Copilot has streamlined administrative and compliance workflows, reduced manual effort and minimised errors, enabling staff to focus on higher-value activities such as programme innovation, learner support, and stakeholder engagement. Collectively, these initiatives have strengthened operational efficiency, data-driven decision-making, and SCCIOB’s ability to deliver scalable, learner-centric, and future-ready education solutions.
Moving Towards an Institute of Excellence
As part of its ongoing commitment to develop into an Institute of Excellence, SCCIOB undertook a rigorous review and strengthening of its governance policies and operational standards in line with the SkillsFuture Singapore (SSG) Training Partners Quality Assurance (TPQA) framework. Through consistent operational discipline and thorough preparation for assessment, SCCIOB achieved the highest Grade 1 rating from SSG in April 2025.
This achievement reflected SCCIOB’s adherence to the highest standards in governance, curriculum design and delivery quality, ensuring learners receive enriching and effective learning experiences. The Grade 1 rating also enhanced SCCIOB’s credibility as a trusted training partner, enabling greater access to SSG-supported upskilling initiatives and SME transformation programmes with higher subsidy.

The 58th War Memorial Service in Commemoration of the Civilian Victims of the Japanese Occupation and Total Defence Day Commemoration
On 15th Feb 25, the Foundation and NEXUS jointly held this War Memorial Service and Total Defence Day Commemoration before the Civilian War Memorial at the War Memorial Park. The Guest-of-Honour was Senior Minister and Coordinating Minister for National Security Teo Chee Hean.
450 people attended the service, including SCCCI Council members, Singapore Armed Forces (SAF) representatives, SAF Veterans’ League representatives, religious leaders, Ambassadors and Diplomats, student representatives and Singapore National Cadet Corps Command Band.
In conjunction with SG60 and the 80th anniversary of the end of World War II, the Foundation invited Senior Minister Teo Chee Hean to launch the “Eternal Vigilance:
SCCCI Learning Journey”. This learning journey covered three memorials in the Esplanade Park and War Memorial Park – the Cenotaph, Civilian War Memorial and Lim Bo Seng Memorial, to remind Singaporeans the importance of staying vigilant and the need for national defence.

programme for 40 students, allowing the younger generation to understand Singapore’s World War II history.
This exhibition also travelled to schools, libraries and community spaces, broadening SCCCI’s efforts in National Education. This allowed the public to understand SCCCI’s role in spearheading the construction of the Civilian War Memorial and its significance.
“Sojourners to Citizens: The Citizenship Journey” Roving Exhibition
On 7th Apr 25, the Foundation launched this exhibition in celebration of SG60. The Guest-of-Honour was Minister for Culture, Community and Youth & Second Minister for Law Edwin Tong. This exhibition featured SCCCI’s campaign for Singapore Citizenship from 1947 and looked back on Singapore’s key milestones in its journey towards self-governance and independence. It provided the public with a deeper understanding of how citizenship rights came to be and its significance towards nation-building.
In his speech, Minister Edwin Tong said, “With citizenship, our first citizens gained not just rights — they gained a sense of identity and a stake in this land, that we call Singapore”. SCCCI President Kho Choon Keng also shared, “Citizenship is a hard-earned privilege, won through the relentless efforts of our forefathers. We must always remember their sacrifices and treasure what we have”.
Around 180 people attended the launch ceremony, including Council members, Singapore Federation of Chinese Clan Associations (SFCCA) representatives, SCCCI members and student representatives. Madam Foong Moy, who was among those who
registered for Singapore Citizenship at the registration stop at the old SCCCI premises in 1958, also attended the event with her husband Chiang Chua Sam.
Following its launch, the exhibition was displayed at the SCCCI Auditorium from 7th to 14th Apr 25 before travelling to 11 venues:

Singapore-Malaysia Chinese Business Culture Conference
From 26th to 27th Sep 25, the Foundation and National University of Singapore (NUS) Department of Chinese Studies jointly organised the 2nd Singapore-Malaysia Chinese Business Culture Conference. SCCCI Culture, Education and Community Committee Chairman Anthony Tan Kang Uei and Deputy Head of NUS Department of Chinese Studies Associate Professor Koh Khee Heong delivered opening speeches. Council Member Adrian Peh Nam Chuan, Council Member Charles Ho Nai Chuen and Honorary Council Member Dr Lee Peng Shu attended the event.
The conference invited eight esteemed speakers from local and overseas to share their research findings. The speakers were Dr Yang Yan, Dr Zhang Huimei, Dr Lee Kean Yew, Dr Chiam Yan Tuan, Professor Lee Pui Tak, Dr Deng Yu, Professor Goh Leng Hoon and Dr Henry Chong Ren Jie.
Over 100 people attended the conference. The conference aimed to promote research interests in Chinese business culture and deepen the public’s understanding of the history and development of Singapore-Malaysia Chinese businesses.
The Compilation of the Singapore Chinese Chamber of Commerce & Industry Council Meeting Minutes (1906 to 1942) Book Launch
In conjunction with SG60, the Foundation published a set of 14 volumes titled The Compilation of the Singapore Chinese Chamber of Commerce & Industry Council Meeting Minutes (1906 to 1942). On 26th Sep 25, the publication was launched at the SingaporeMalaysia Chinese Business Culture Conference. Representatives from National Library Board, National Archives of Singapore, NUS Central Library and Nanyang Technological University (NTU) Library received a set each. This publication is a compilation of SCCCI’s Council meetings from its establishment to the pre-war period, which serves as an important resource in the research of Singapore Chinese business community and business history.
SCCCI Chinese Business Culture Hub Public Talk Series
Besides being open to the public on the last Saturday of every month, the SCCCI Chinese Business Culture Hub (SCBCH) also organised a series of public talks. It aims to promote the Chinese Entrepreneurial Spirit and deepen the public’s understanding of SCCCI’s history. A total of eight public talks were held, attracting a total of 417 attendees.

2025 Tan Kah Kee Foundation Forum (Jointly Organised with Tan Kah Kee Foundation)
On 3rd Aug 25, the Foundation and Tan Kah Kee Foundation jointly organised this forum (conducted in Mandarin) to promote the history of local Chinese banks. Speakers Dr Yang Yan and Tommy Xie discussed the 1933 merger of Ho Hong Bank, Chinese Commercial Bank and Oversea-Chinese Bank, and its subsequent developments. A total of 157 people attended the forum. Culture, Education and Community Committee Vice-Chairman Dr Zhou Zaocheng represented SCCCI at the forum.
“Digital Multicultural Heritage: Innovation, Continuity, and Collaboration” Forum (Jointly Organised with NTU School of Art, Design and Media and Singapore Society of Asian Studies)
From 2nd to 3rd Oct 25, the Foundation, NTU School of Art, Design and Media, and Singapore Society of Asian Studies jointly organised this forum at the SCCCI Auditorium. The forum focused on how digital technology and AI could change and improve the ways we express, safeguard and sustain cultural heritage.
The forum invited 10 speakers from Singapore, America, United Kingdom and other countries to share their research findings. A total of 100 people attended the forum. Youth Business Affairs Committee Vice-Chairman Richard Koh Seoh Leng represented SCCCI at the event.
“47 Hill Street: From Grand Mansion to the Home of the Business Community” Forum
In conjunction with the “Home to the Business Community: SCCCI Building Diamond Jubilee Celebration” Special Exhibition, the Foundation organised this forum on 7th Oct 25 at the SCCCI Auditorium. Speakers Mok Ly Yng and Dr Ho Puay Peng shared fascinating stories behind the SCCCI building history and architecture.
The forum attracted 120 attendees. Property Management Committee Chairman Patrick Ng represented SCCCI to deliver the opening speech at the forum.
Loan of Artefacts to Temenggong Artists-In-Residence
In conjunction with SG60, Temenggong Artists-In-Residence organised the “Heartstrings between Two Homes: Qiaopi Stories” Art Exhibition from 13th to 21st Sep 25. The exhibition was launched by Senior Parliamentary Secretary for Social and Family Development Eric Chua.
At the invitation of Temenggong Artists-In-Residence, the Foundation loaned two wooden plaques for this art exhibition to promote the history and culture of SCCCI. The plaques are: “Unifying for the Future” plaque presented by Yuan Shikai, the President of the Republic of China to SCCCI in 1914, and “Apex Business Organisation with Predominant Influence” presented by Xu Shichang, President of the Republic of China to SCCCI in 1920.
Hill Street Heritage Trail Booklet
The Foundation launched the bilingual Hill Street Heritage Trail Booklet. Covering 13 historical landmarks along Hill Street, this booklet aimed to deepen public understanding of Hill Street’s unique heritage and its historical ties with SCCCI.
The Foundation also trained docents to provide regular guided tours to schools, organisations and community groups. The tours served to allow the public to rediscover the historical and cultural significance of Hill Street, as well as understand the contributions of SCCCI to the local business community and the development of Singapore.
SCBCH Programmes
June Holidays Special Programme
• During the June school holidays, the Foundation launched two special programmes centred around SCCCI’s history. The “Threading the Chamber’s Story: One Bead at a Time” beading workshop was held from 18th to 19th Jun 25. The “Tracing Legacies: Uncovering the Stories of our Presidents” mystery game was held on 21st Jun 25. A total of 49 people participated in the programmes.
“Eternal Vigilance: SCCCI Learning Journey”
• Following the launch of the “Eternal Vigilance: SCCCI Learning Journey” at the 58th War Memorial Service, the Foundation held 12 weekly guided tours from February to April 2025 to share with the public the story of the war memorials in Singapore. On 23rd, 25th and 27th Jun 25, six more guided tours were held. A total of 437 people participated in these tours.
“Hill Street Heritage Trail” Learning Journey
• The Foundation held four guided tours of the “Hill Street Heritage Trail” Learning Journey on 16th, 25th and 30th Oct 25 and two guided tours on 12th and 19th Nov 25. A total of 105 people participated in these tours.
SCCCI Collection
The Foundation continued the systematic organisation of SCCCI’s
archival materials. In 2025, the Foundation commenced the SCCCI Oral History Interview project to document and preserve SCCCI’s history. Between March and June 2025, the Foundation has completed six oral history interviews:

Research on SCCCI History, Chinese Entrepreneurial Spirit and Culture
The Foundation contributed four articles to the quarterly Chinese Entrepreneur magazine. This magazine is published by the Research & Publications Committee to promote the Chinese entrepreneurial history and culture.

SCCCI Chinese Business Culture Hub
With the launch of SCBCH on 10th Sep 22, the Foundation took an active approach in promoting national education to the younger Singaporeans as well as local and overseas business community. SCBCH highlights the important roles SCCCI played in national development and in the promotion of the SCCCI Chinese Entrepreneurial Spirit.
SCCCI President Kho Choon Keng and Council members hosted guests from local and foreign business groups, Singapore government officials and SCCCI members. A total of 12,700 people from 124 local and foreign delegations, institutions and schools visited SCBCH.
SCCCI will celebrate its 120th Anniversary in 2026. At the end of 2025, SCBCH commenced the gallery enhancement project as well as preparation work for the 120th Anniversary Special Exhibition and commemorative publication.

SYSNMH Exhibitions
River Hongbao 2025 Exhibition: “Greetings from Afar: Chinese Remittance Letters”
In collaboration with Singapore Federation of Chinese Clan Association (SFCCA) and Fujian Provincial Archives of China, this exhibition showcased the development of Chinese remittance letters in Singapore over the years. Held at Gardens by the Bay from 27th Jan to 5th Feb 25, the exhibition explored the heartfelt messages and monetary contributions sent by early Chinese migrants to their families in China. As part of SYSNMH’s efforts to engage youths, 24 students from Ngee Ann Polytechnic were trained by SYSNMH’s Mandarin Docents to be student guides for the exhibition. The 10-day exhibition was one of the main highlights of River Hongbao 2025 and attracted a total of 103,000 visitors.
Travelling Exhibition: Lunar New Year Travelling Exhibition – Uncovering the Enduring Festive Flavours of Chinatown
Singaporeans young and old like to visit Chinatown to soak in the festive atmosphere, where a blend of sights, sounds and sensations from the bustling crowd, busy stalls and auspicious decorations combine to create an ambience of festivity. The exhibition travelled to two locations across the island: Chinatown Complex and SAFRA Punggol. Through the diverse venues, the exhibition successfully reached a total of 307,360 visitors, significantly broadening public awareness and appreciation of this important cultural festival.
Travelling Exhibition: “Dragon Boat Festival: Of Thumping Drumbeats and Delicious Dumplings”
The exhibition has shed light on the myths, legends, and customs of one of the most celebrated festivals on the Chinese lunar calendar. The exhibition allowed visitors to find information on the different types of rice dumplings and take a glimpse into the past and present of dragon boat racing in Singapore. The exhibition travelled to six locations across the island, including Yuhua Secondary School, Anderson Secondary School, Nan Hua Primary School, Commonwealth Secondary School, Smith Street at Chinatown and SFCCA. Through these diverse venues, the exhibition successfully reached a total of 48,896 visitors, significantly broadening public awareness and appreciation of this important cultural festival.
Travelling Exhibition: “Mid-Autumn Festival: A Taste of Reunion”
This exhibition highlighted the endearing spirit of the Mid-Autumn Festival and its cultural significance on family reunion and kinship love. Visitors learnt more about the mooncake moulds and artisanal mooncake makers of Singapore through the exhibition. The exhibition travelled to six locations across the island, including Singapore Chinese Girls’ School, Yusof Ishak Secondary School, River Valley High School, Mee Toh Primary School, Our Tampines Hub and SCCCI. Through these diverse venues, the exhibition
successfully reached a total of 191,972 visitors, significantly broadening public awareness and appreciation of this important cultural festival.
Travelling Exhibition: “The Warmth and Bustle of The Five-footway”
This exhibition highlighted the cultural significance of Singapore’s fivefootways, where visitors learnt more about how our Chinese forefathers lived, worked, and built their communities along these historic walkways, discovering the vibrant trades, rich cultures, and fascinating history that flourished in these vital spaces of early Singapore’s community life. The exhibition travelled to two locations across the island: Smith Street at Chinatown (from 7th to 24th Mar 25) and Hwa Chong Institution (from 5th to 26th Apr 25). Through these diverse venues, the exhibition successfully reached a total of 84,189 visitors, significantly broadening public awareness and appreciation of Singapore’s cultural heritage.
SYSNMH Signature Programmes
Wan Qing Festival of Spring 2025 @ SAFRA Punggol
For the first time, SYSNMH’s collaborated with SAFRA Punggol and organised a successful Wan Qing Festival of Spring celebrations from 17th Jan to 12th Feb 25, including a weekend takeover from 8th to 9th Feb 25.
For the weekend takeover, SYSNMH organised cultural workshops and craft activities with the theme of snakes and intangible cultural heritage practices relating to Lunar New Year. The programmes included ParentChild Snakelet Pineapple Tarts Making Workshop, Parent-Child Yuan Xiao Mandarin Storytelling Workshop, Children Lion Dance Workshop and Children Festive Chinese Drums Workshop. Other free activities included
Mandarin and English Storytelling Sessions, Chinese Zodiac Ink Rubbing Art, Chinese Opera Mask Design, Multi-layered Chinese Woodblock Stamp Printing, and Lunar New Year Mini Games. A display about the history of Wan Qing Yuan villa along with a postcard stamping activity was also exhibited.
As part of SYSNMH’s efforts to promote Singapore’s Intangible Cultural Heritage, SYSNMH invited local cultural troupes and arts groups to present a variety of programmes such as Hakka Qilin Dance, Lion and Dragon Dance, Chinese martial arts, traditional music and Chinese opera during the event.
Overall, SYSNMH attracted a total of over 9,933 visitors for the festival period and achieved a digital reach of 4.2 million Facebook and Instagram users.
Wan Qing Dragon Boat Festival 2025
SYSNMH joined hands with SFCCA and Singapore Chinese Cultural Centre and participated in the Duan Wu Carnival held at SFCCA on 25th May 25.
For the event, SYSNMH organised a variety of family-friendly activities for the visitors which include a drop-in craft activity of Chinese Mugwort Massage Hammer making, a mini game activity of Duan Wu Elements Match! and Mandarin Storytelling Session: Tales of Dragon Boat Festival, supported by Speak Mandarin Campaign. SYSNMH’s two travelling exhibitions titled “Wan Qing Yuan: A Journey Through History and Heritage – Travelling Exhibition” and “Dragon Boat Festival: Of Thumping Drumbeats and Delicious Rice Dumplings” were also on display for the public to learn more about the history of Wan Qing Yuan and the Chinese traditional festival.
Overall, the outreach event attracted a total of 1,000 visitors and a digital reach of 3.14 million Facebook and Instagram users.
Wan Qing Mid-Autumn Festival 2025 @ SCCCI
The Wan Qing Mid-Autumn Festival 2025 took place at the SCCCI Building from 27th to 28th Sep 25 and marked a milestone partnership as SYSNMH and SCCCI collaborated for the first time to bring the festive spirit to the public.
The festival celebrated reunion, heritage and community with free activities such as Lantern Riddles Guessing, Fish Lantern Making, Mooncake Carrier Making, storytelling sessions, and travelling exhibitions on the Mid-Autumn Festival and history of Wan Qing Yuan were also exhibited. An object showcase of Chinese restaurants items titled “At the Chinese Restaurants: Memories and Traditions” was also displayed for the museum’s artefact collection drive.

the performers performed against the oriental architectural backdrop of the SCCCI Building. A melodious music performance was also put up by Jenix Ee, Little Band Plus and Jurine Chia during the weekend.
Entrepreneurial spirits ran high as the Mid-Autumn Creative Marketplace curated by Adamsapple brought together the best of local culture, heritage and fresh ideas, featuring 40 local creatives showcasing their best handcrafted treasures for people to get their hands on.
As part of SG60, a captivating lantern installation titled “Guppy Glow: Lights of Harmony” was also installed on the landscape garden of the SCCCI Building. Inspired by the colourful and lively guppy, the installation symbolised vibrancy, adaptability, and unity in diversity which are values at the heart of Singapore’s identity.
Overall, the event attracted a total of over 3,200 visitors and achieved a digital reach of over 3.36 million Facebook and Instagram users.
Community & Partnership Projects
Harmony through Heritage
The three Heritage Institutions (Indian Heritage Centre, Malay Heritage Centre and SYSNMH) and the Eurasian Association came together to host Harmony through Heritage at Kallang Wave Mall, in conjunction with Harmony Fest!’25 event, as part of racial and religious harmony month. The event, held from 5th to 6th Jul 25, featured a variety of programmes related to the theme of Art.Tea.Facts (artefacts) from a popup exhibition, storytelling sessions, tea blending and sampling, heritage games, woodblock print activity and roving performances. The event attracted a total of over 11,700 visitors with over 15 different activities offered on ground.
The event was made possible with the collaboration of partners and supporting organisations such as the Eurasian Association, Ministry of Culture, Community and Youth (MCCY), Kallang Alive Sports Management, CapitaLand, as well as National Heritage Board (NHB) Language Division, Children’s Museum Singapore and Founders’ Memorial.
Student Guide Training Programme
SYSNMH worked with NHB docents from Friends of the Museum and Mandarin Docents to conduct its Student Guide Training Programme for a total 111 students from seven school partners. Out of the seven school partners, two of these school partners were new partners, namely Commonwealth Secondary School and Yuhua Secondary School. The other schools involved were Anderson Secondary School, River Valley High School, Singapore Chinese Girls’ School, Yusof Ishak Secondary School and ITE College West. The student guides were trained on how to conduct guided tours of SYSNMH’s festival travelling exhibition for their peers.

Little Docent Programme
SYSNMH collaborated with NHB’s Mandarin Docents to conduct Little Docent Training Programme for a total of 38 students from two school partners, namely Mee Toh School and Nan Hua Primary School. Out of the two school partners, Mee Toh School was a new partner. After completing the training sessions, the students put their skills into practice by guiding the public during their school’s festival event. This student-led guiding proved highly successful, with the young docents engaging members of the public and reaching a significant audience of 5,450 visitors.
A Brush with Culture Programme
This programme helped students to learn about the history and values of Singapore’s early Chinese pioneers whilst gaining a deeper understanding of Chinese cultural heritage. In line with the Character and Citizenship Education (CCE) curriculum, students explored Singapore’s socio-cultural diversity through cultural art forms of the major ethnic groups.
SYSNMH collaborated with two school partners, namely Mee Toh School and Nan Hua Primary School, with a total of 610 participating students. Nine independent facilitators ran the five different stations (Chinese Calligraphy, Chinese Seal Carving, Chinese Opera, Movable-type Printing, Bronze Mural) in the programme. The programme was well-received and received positive feedback from the schools.
YOUthConnect Programme
This programme fostered intergenerational bonding through heritage and cultural activities where students conceptualised and executed hands-on activities for seniors. This Values in Action (VIA) opportunity developed students’ teamwork,

communication and problem-solving skills whilst seniors exercised their motor skills and gained a deeper understanding of cultural traditions. This inaugural event was part of SYSNMH’s efforts to build an inclusive museum, engaging underserved communities through youth-led service-learning programmes.
SYSNMH collaborated with five partners for this programme, namely River Valley High School, Ngee Ann Polytechnic, Temasek Polytechnic, NTUC Health Active Ageing Centre (Whampoa) and Chinatown Active Ageing Centre (Banda). The programme engaged a total of 53 students and 72 senior participants. Temasek Polytechnic was a new partner engaged for this programme.
Student Researcher Programme – Early Chinese Immigrant Chatbot Project
SYSNMH’s Education and Outreach Team collaborated with Hwa Chong Institution to mentor one project group of Secondary Two students under the Student Researcher Programme. The project group researched the history, traditions, culture and stories behind the five-footway and designed five chatbots as their learning product. Each chatbot was designed in the persona of an early Chinese immigrant (Coolie, itinerant hawker, street barber, opera singer, letter-writing man) for secondary students to converse with. This fulfilled the project’s objective to inculcate local Chinese history and heritage content knowledge in the students.
