Principle 3. Organise the workforce around the "only do what you can do" principle This principle was felt to highlight the way that the NHS is currently working, with inconsistent service in quality and delivery. In a practical sense people just wanted to receive the proper care, from well trained people. Through the discussions it emerged that people had trust issues with some service providers and either did not believe their advice, or deliberately went to different doctors to ensure that they had the benefit of cumulative knowledge.

Principle 4. Promote equity Some people thought this was the best principle, some people thought it was the worst one. There was real confusion about what this principle meant, some people either misread or misinterpreted it as equality so people were treated fairly. On further discussion it was broadened to the understanding of removal of the ‘postcode lottery’ that everyone in Wales whether in Merthyr or Cardiff of Wrexham would have the same quality of care.
